THE Department of Energy (DOE) plans to source petroleum products from Russia and other non-OPEC countries to establish a strategic petroleum reserve (SPR) to cushion the impact of the rising price of oil in the international market. “ The government is aware of the countr y’s vulnerabilities to abrupt changes in the international oil situation and impending threats on the same, hence we are formulating various strategies to address those vulnerabilities to cushion the impact for our consumers,” DOE Secretary Alfonso G. MARAWI CITY, May 23 (PIA TFBM ICCC) – A year after the siege, the different units of the Department of Health converged at the Biyaya ng Pagbabago Transitional Site in Brgy. Aside from providing trainings to the medical workers of the government, medical equipment such as weighing scales and height board that would help monitor the nutritional status of the IDPs were also turned over by the United Nations World Food Programme to the DOH. Camiguin LGUs prep up for 2018 SGLG assessment CAMIGUIN -- In preparation for the upcoming assessment on the performance scopes for the 2018 Seal of Good Local Governance, the Department of the Interior and Local Government (DILG) – Camiguin recently conducted a Provincial Roll-Out Orientation for the five Municipalities of Camiguin in Mambajao town, Camiguin. Participants were oriented of this year’s upscaled “all-in” criteria with its corresponding forms and indicators on the seven assessment areas namely, Good Financial Housekeeping, Disaster Preparedness, Social Protection, Peace and Order, Business-Friendliness and Competitiveness, Environmental Management and Tourism, Culture and the Arts. IPIL, Zamboanga Sibugay-The Integrated Provincial Health Office (IPHO) has been tasked to conduct a massive campaign to contain the rise of measles cases in this province. Gov. Army now equipped with new communication platforms THE Philippine Army (PA) is now equipped with platforms that can provide situational capability and secure communication to its units in the field. The equipment being referred to is the “Blue Force Tracking System” that was developed by the Army Signal Regiment under its situational awareness capability program.

The latter is equipped with a global positioning system, allowing it to provide critical information to ground units, PA spokesperson Lt. Col. Louie Villanueva said in a statement Tuesday. Aside from its “Blue Force Tracking System”, the Army is also equipped with Mobile Command Centers (MCC) 1 and 2, tasked to provide communication

support to all field units. IT is a fact that it takes a generation, 30 years, for change to happen, meaning, the change President Duterte preached will come to the country while campaigning for the presidency in 2016 will materialize only in 2046. Above all, change becomes a reality only if the overwhelming majority of the populace commit themselves to living out such change till 2046. This is how long and painful change is, hence, politicians should never play with the people’s emotions by preaching change without being serious about it. Change as articulated by Duterte will come in the form of a corruptionfree government, among others, a vow that never took off since the Philippines supposedly became a free and independent nation when Emilio Aguinaldo proclaimed in Kawit, Cavite such freedom and independence from foreign control. after, administration after administration since Aguinaldo’s proclamation of independence, the Filipino people is witnessing not the taming, if not eradication of corruption in government, but its metamorphosing into something more draconian. Of course, no citizen outside of the government appreciates corruption. Rather, they condemn it to high heavens. However, what is very mind-boggling about this is the fact that when given the chance to be in government, those who once condemned corruption to high heavens are easily gobbled up by the evils of corruption. I am willing to grant Duterte not just the benefit of the doubt about his commitment to cleanse the government with this plague but extend to him my honest belief he truly desires to leave this as his biggest legacy when he leaves office. How to instill in the heart and mind of those in government

to walk the path of righteousness is the biggest challenge. His administration, truth to tell, is still a million miles away from even just making a dent against this evil gripping the bureaucracy. Except for Duterte and perhaps a few that can be counted with one’s fingers, the rest of those in the bureaucracy seem adamant in embracing change for a corruptionfree government. The mantra of the overwhelming majority in the bureaucracy it appears is join government service not for the purpose of living payak na pamumuhay at puspusang paglilingkod but to enrich themselves by all means. Honestly, I myself is not seeing in the horizon any solution to this twin problem. But, of course, this should not deter the remaining good men in our midst from pushing even more the fight against corruption. But this fight should not be treated as a mere rhetoric, a mere slogan. It is a war with the end view of introducing a new lifestyle. This new lifestyle, however, becomes a reality only if this generation commits to achieving this till 2046. Graver land disputes to arise from Binondo fire

LIFE’S INSPIRATIONS: “… Do not fret because of those who are evil or be envious of those who do wrong; for like the grass they will soon wither, like green plants they will soon die away…” (Proverbs 37:12, the Holy Bible). -oooGRAVER LAND DISPUTES TO ARISE FROM BINOND O FIRE: In a matter of hours after a fire of undetermined origin razed several buildings in the heart of Binondo, Manila, there appeared a highly noticeable trending of news reports about the calamity which tried to draw attention solely to the damage sustained by one of the buildings that went up in smoke, the National Archives. I suspected that this trending of the news was an attempt to manipulate the public’s perception about the fire. Yes, it maybe true that significant mementoes of our country’s history which were necessarily stored in the Archives got destroyed because of the fire but, the truth is that, what should really be bothering the Duterte government in this fire right now are the documents in the files of the Land Management Bureau which appeared to have also perished, when the fire broke out in the very offices of the Bureau in the wee hours of the morning of Monday, May 28, 2018. This is so because, at

this point, the records of all lands in the Philippines--those which have been allowed to be owned by private parties, and those which remain incapable of being titled in the names of any private person--are in the custody of the Lands Management Bureau. Now that all of these records appear to have been burned, we should expect graver land disputes in the whole country in the days to come, in a manner that would be worse than the disputes we are having now. -oooB IN O ND O F IRE MUST BE THOROUGHLY PROBED: That being the case, I am asking President Duterte to immediately direct Justice Secretary Meynardo Guevarra to undertake a no-nonsense investigation into the fire, employing the expertise and the proven investigative capability of the National Bureau of Investigation. The fire raises serious and grave doubts about its origin, especially because it struck at a point where the Duterte government is moving towards the confiscation of lands which, although incapable of being registered in favor of private owners under existing laws, have nevertheless been appropriated and are now being used for business and other personal purposes by the rich and the powerful, including

politicians of different colors and persuasion. Some well-known examples of these lands are those in Boracay, Coron, Pa l awan, For tune and Verde Islands, and some 100 or so more places. These lands are still “unclassified public forests” according to the Supreme Court and, consequently, cannot be appropriated or owned and used by any private person. Yet, they are now the source of hundreds of millions of illicit revenue for the unscrupulous and the corrupt, for quite a long time now. -oooC O RRU P T L A ND OWNERS TO BENEFIT FROM THE BINONDO FIRE: Of course, now that the records of the Lands Management Bureau have been destroyed by Monday’s fire, greater economic benefits are to be enjoyed by the people who possessed, and still are in possession of, the lands still classified as “unclassified public forest.” It would be ver y difficult throwing them out from these lands now, simply because the proof that they are still owned by the government have been destroyed. We should not forget that with the kind of system that our country employs today to put in order lost or destroyed government documents, decades are sure to pass before such documents

It is not far-fetched that the documents may not even be restored anymore, or that the government in the long run will simply run out of interest to pursue such document restoration. Robinsons earmarks up to P3.5-B for capex in 2018 By Kris Krismundo

MANILA -- Robinsons Retail Holdings, Inc. (RRH) has earmarked PHP3 billion to PHP3.5 billion for capital expenditures (capex) this year, higher than its 2017 spending of PHP3.1 billion. RRHI Robina Gokongwei-Pe made this announcement during the listed firm’s annual stockholders’ meeting Monday. Gokongwei-Pe said the capex will fund the expansion program of RRHI this year including the putting up of an additional 100 to 120 stores, opening of a bigger distribution center, and expanding electronic commerce platform, and launching of new retail formats. These new stores will be composed of 13 supermarkets, three department stores, 10 to 15 DIY stores, 20 to 30 convenience stores, 25 to 30 South Star Drugstores, and 20 to 25 specialty stores. She said some 100 franchise stores of The Generics Pharmacy will also be launched this year.

Study lists key elements in successful agribusiness ventures

A new study has identified at least three essential elements for the success of agribusiness venture arrangements (AVAs) and sugarcane block farming (SBF), in which farmers see an increase in their income and productivity. While AVAs and SBF have received criticism lately for reportedly not improving the lives of farmer beneficiaries, this does not apply in all cases, said the policy note, entitled “Ensuring the Success of Agribusiness Ventures in the Philippines” and published recently by the Philippine Institute for Development Studies. Agribusiness venture arrangements are collaborations between agrarian reform beneficiaries (ARBs) and the private sector that have agreed to implement an agribusiness venture using agrarian land. AVAs cover awarded lands planted to high-value crops, primarily bananas and pineapple. On the other hand, SBF aims to increase the productivity of sugarcane farms of members of agrarian reform beneficiaries organizations (ARBOs) by consolidating their farms into 30- to 50-hectare plantations so as to take advantage of plantation-scale production. Recently, according to the policy note, some ARBs,

farmers, and other agricultural workers have been calling for the revocation of AVAs, citing, for one, the one-sided provisions on these agreements. But the study found cases where AVAs and SBF have proven to be beneficial to farmers, and identified key factors behind their success. Reviewing the records of the cooperatives interviewed, the paper found that the productivity of their crops had risen and even surpassed national statistics. “Furthermore, a comparison of the incomes received by ARBs affiliated with cooperatives before and during AVAs indicates that they are better off with the AVAs,” the study authors said. For instance, the incomes of the members of two ARBOsTagnanan CARP Beneficiaries Cooperative and Alberto M. Soriano Employees Fresh Fruits Producers Cooperativehad actually improved. “The cited cases show that AVAs and SBF can be successful if essential elements are present,” the study said. These include availability of required capital; government assistance; and provision of production, postproduction, processing, and marketing needs. Initially, the ARBs must

be provided the capital to ensure that appropriate production inputs are applied at the right amount and time. For SBF, the Department of Agrarian Reform (DAR) should be the one to address the provision of credit, particularly for farmers who were issued individual certificate of land ownership awards, or CLOAs, said the paper. If government cannot provide the needed capital, it should look into providing subsidized inputs to farmers or cooperatives. Meanwhile, for AVAs, the investors should be the one to extend financial assistance to the farmers. “Government assistance ensures the growth of HVCs, such as banana, pineapple, and sugarcane,” stressed the study. Aside from land, security of tenure, and capital, what should also be made available and accessible are labor, farm machinery, and irrigation. The government should also provide postproduction facilities together with market facilities and infrastructure. Sure markets and stable and optimal prices are likewise critical to ensure profitability. “Besides these, government assistance should also be extended and the policy environment should be supportive of AVAs and SBF.

Government interventions, such as lobbying for lower tariff rates of banana and pineapple, are also needed. With the lowering of tariffs, the Philippine share in the global market is expected to rise,” said the paper. For SBF, the DAR should ensure that the support ser vices to ARBOs are sustained. Government should also lobby for the imposition of a quota on corn syrup after 2018 to ensure that local demand for sugar will increase, it added. To strengthen institutional mechanisms, the paper urged installing a new section within the Department of Agriculture or the Department of Trade and Industry to address the needs of the banana and pineapple industry. And to ensure that every party upholds the contract stipulation, DAR should monitor AVA implementation regularly. “Moreover, to fast-track approval of contract for any type of AVAs, including lease and leaseback, concurrence of DAR should be only at the level of the provincial office,” the report said. Moreover, the contracts should undergo legal advice, while rental fees and prices of commodities should be backed up by a sound economic or a feasibility study.

P50-M contraband seized in Davao City port: BOC DAVAO CITY -- The Bureau of Customs’ (BOC) office in the Port of Davao seized four shipments containing contraband worth PHP50 million at the Sasa Wharf in Davao City and Davao International Container Terminal (DICT) in Panabo City, Davao del Norte. B OC Commissioner Isidro Lapeña said on Friday the seized contraband consisted of misdeclared onions, magic sugar, candies, mosquito coils, and used clothing. “Two of the shipments from China arrived in the city on separate dates, while the other two came from Indonesia and United States this month,” Lapeña said.

Lapeña said Port of Davao authorities intercepted the shipment of Janrev Enterprises, which is declared to contain plastic plates but was found to contain 401 cartons of Snowbear candy and 869 cartons of mosquito coil. CAGAYAN d e Oro -CEBU City-born Margielyn Didal has put the Philippines in the world skateboarding map as she barged into the final round of the elite Street L eague Skateboarding (SLS) Pro Open London Women’s Qualifier held Saturday, May 26, in London, UK, before bowing out to eventual winner Jenn Soto of the US. The 19-year old Cebuana is the first Filipino skateboarder to represent the country in this international event, regarded as one of the biggest international skateboarding competitions for professional and amateur skaters from around the globe. The 2018 SLS competition was broadcasted live on ETNlive.com. Didal bested other big

names in women’s skateboarding, including pro skaters Pamela Rosa from Brazil, Candy Jacobs from Netherlands, and many more. Going the final round, Didal started strong and been consistent on the run section in the 2nd heat and finished 4th out of 12 contenders after the best trick section. She even got a 7.9 score for landing her backside 50/50 late backfoot heelflip on her 3rd attempt on the best trick section; it is one of the most technical tricks you can see in a women’s skateboarding contest. Didal landed among the top 8 but her inexperience proved inferior and ended last in the final round. Soto took home the crown while former champ Lacey Baker on 2nd place and Mariah Duran on 3rd both from the US.

AMLC secures 55 convictions for money laundering vs company A liaison officer and secretary to the president of a chemical trader-distributor was convicted for fifty-five (55) counts of money laundering based on investigative findings of the Anti¬ Money Laundering Council (AMLC). In a fifty-six (56)-page Decision promulgated on 18 April 2018, Presiding Judge Caridad M. WalseLutero of the Regional Trial Court (RTC) in Quezon City, found Annabella C. Ylagan guilty beyond reasonable doubt for fifty-five (55) counts of money laundering, and sentenced her to seven (7) years’ imprisonment for each count. The AMLC, the country’s financial intelligence unit (FIU) and enforcer of the Anti-Money Laundering Act of 2001, as amended (AMLA), proved that Ylagan transferred funds from her employer’s accounts in three (3) banks to a bank account she opened under fictitious bank accounts under the name “Lourdes R. Liu” and a company purportedly created by Ylagan. Ylagan’s modus operandi involved routing faxing of forged letters of authority, instructing banks to transfer funds from her employer’s accounts to her own fictitious accounts. Ylagan amassed Php12 million over a four (4)-year period. Ylagan’s illicit scheme was exposed when an account officer of bank where her company maintained accounts phoned the company to verify a fund transfer in favor of one of her companies. Because Ylagan was not at the office at the time, one of her colleagues took the call. Eventually, it was discovered that the company never approved

the transfers: there were no documents to back up the transfers. The company president was alerted, and investigations into Ylagan’s transactions were conducted. Ylagan admitted in writing to executing the fund transfers and opening fictitious accounts. The company promptly charged Ylagan for two separate crimes: Qualified Theft, and Qualified Theft through Falsification of Private Documents. The courts convicted Ylagan guilty as charged. Moreover, she was also ordered to pay the company Php9,852,722.55, representing actual damages that the company suffered based on the evidence it offered. Executive Director Mel Georgie B. They stressed the need to provide support to rubber farmers in the form of farm expansion, farm mechanization, modernization and quality production through the leadership of Department of Agriculture (DA) and other concerned government agencies and stakeholders. The Philippines is currently a minor producer of rubber, yielding 1 percent of the natural rubber in the world as compared to top producers Indonesia and Thailand that produce 25 percent and 34 percent of global production, respectively. Despite this, the country’s rubber industry is steadily growing with rubber production growing by 8.9 percent to 138.24 thousand metric tons for the last quarter of 2017 from 126.94 thousand MT in the same quarter of 2016. “Parallel efforts in improving access to finance should also be enhanced, market access should be expanded, and industry policies should be put in place in order to provide an environment conducive

to business development,” said the roadmap. Industry players aim to develop industry financial services to facilitate access to financing by farmers and entrepreneurs. To ensure that all its stakeholders, particularly the small rubber farmers and workers, are given their fair share of the industry’s growth, the roadmap prescribes increased investments in rubber farming and processing, the organization of all rubber farmers nationwide, and the creation of a Philippine Rubber Board. It also outlines steps in the various aspects of rubber production: production and productivity improvement; processing and manufacturing; domestic and export marketing; research, development and extension; finance and investment promotion; and information, policy formulation and advocacy. (A Microfinance NGO), a social development organization that offers microloans to support the livelihood activities of the socio-economically challenged women and families. She started with a PhP3,000 loan and added it as an additional capital. “From that initial financial assistance, I was able to grow it and now, CARD allowed me to borrow at least PhP50,000,” said Saturnina. Later in her membership, she availed a House Improvement loan to make their home more comfortable than before, and happier. At present, Saturnina said their lives have changed. They learned how to save and their futures are secured through insurances offered by the said institution. They do not have much, but they have enough for daily and future needs. Currently, the DOE only requires oil companies to maintain a Minimum lnventory Requirement (MlR) of in-country stocks equivalent to 30 days of crude and products for refiners, 15 days of products for importers/ bulk suppliers, and seven days of liquefied petroleum gas (LPG) stocks for LPG players. The creation of the SPR is founded on a number of joint international studies, according to the DOE-Oil Industry Management Bureau. In 2003, the Philippines and Thailand had signed a Memorandum of Understanding to jointly study, investigate and assess the possibilities of cooperation, including the identification of strategic locations for oil stockpiling and distribution points. Another study was conducted in 2004 by the US Department of Energy to assist the country in assessing the options and potentials for strategic oil

stockpiles as well as give recommendations to enact legislation pertaining to the oil stockpiling program. Japan’s Ministry of Economy, Trade and Industry assistance also came in 2004 to conduct a feasibility study on the development of a master plan and comprehensive scheme for oil stockpiling. IN my second week on the OJT desk in this publication, I have learned a lot. It does sound cliché mainly because it is what someone “who is asked to write an article about one’s experience within one’s two weeks of immersion in the organization” would say. Well, in my case, it’s purely growth. Each day I learn something new, something substantial to the path that I chose, the things that one doesn’t simply learn by merely reading and studying. Things that need to be experienced to be understood. Things that await from afar upon entering adulthood. One of the wise men I look up to in this organization, for once, told me something that conformed to my personal beliefs and convictions in general. That learning doesn’t stop after college, that learning is a continuous process. Learning simply doesn’t stop because the world changes every second, every minute, every hour in every every day. And so as time flies, things eventually change relative to time. Even though there are days where there are no tasks to be accomplished, I still get preoccupied by observing and learning the dynamics and the fundamentals of a news

publishing company. For instance, I learned in my one of my observations that marketing and the paper’s content need to go hand in hand. The absence of either one won’t make the organization work sufficiently. Another thing I learned is that being an effective communicator is good but being good isn’t enough. One must be a clever communicator. It works better in a world wherein communication platforms are everywhere and in order to make a ripple to the constant change, one must be completely aware of certain phenomena that there is in mass communication. And most importantly, I learned certain ways on how to consider the audience by being fully aware of the way “one” communicates. On the other hand, there are still questions that keep me awake at night – things that interest me yet I still can’t comprehend. Things like how do slang words ie. (“dads” which denotes “politicians”, and “execs” which denotes high ranking officials in organizations) become effective for mass communication considering that the audiences vary in perspective and knowledge about the latest trends in

the communication spectrum. Moreover, how do editors manage to communicate effectively given the limits and boundaries of ethical journalism which somewhat compromises content and details of certain information. I’m not saying that the people in the industry who often use these words are ineffective communicators, in fact, they surely are effective as hell. But I wonder what certain styles or formats do they use to communicate without compromising the context. In the end, I’d rather let time itself bring the answers to my convenience. I still have a lot to learn and experience. As far as I know, each day I spend in this office just brings more excitement and romance in my pursuit of unlocking the secrets of the universe. Even if everything that I learn leads to more and more questions. It’s always euphoric every time I learn something new here.

When former Vice President and Senator Emmanuel Pelaez sponsored Republic Act 2717 (Electrification Administration Act of 1960) he became

known as the “Father of the Philippine Rural Electrification and Missionary Electrification

Program.” In October 1962, President Diosdado Macapagal enforced RA 2717 and the government policy to provide cheap and dependable power facilities for the promotion of agricultural and industrial development. MORESCO-1, came into being as a result of the survey and feasibility study carried out in 1967 by a team contracted by the United States Agency for International Development (USAID), with the U.S National

Rural Electric Service Cooperative Association (NRECA). NRECA also furnished advisors to MORESCO and the other pilot project built concurrently in Negros Occidental- the Victorias-Manapla-Cadiz Rural Electric Service Cooperative (VRESCO), a system complete with generating facilities. AGUINDINGAN, Misamis Oriental-The Misamis Oriental Rural Electric Cooperative (Moresco) 1 is poising itself to be one of the top utilities in Asia in 2022. Speaking during the launching ceremony for their week-long 50th anniversary celebration at the electriccooperative’s office at Laguindingan, Misamis Oriental , Moresco-1 board president Agustin Caberte says they need to upgrade their system with automated equipment and facilities to conform to the standards of the Association of Southeast Asian Nations (Asean), of which the Philippines is a member. “But we are not resting there. We need to ambition more, to be at par not just with Asean but at par with utilities in other Asian countries like Japan,” Caberte said. In a press conference during the event, Moresco-1 general manager Jovel Ubay-ubay admitted though that to acquire more automated equipment would entail additional costs that may “trickle down” to consumers. “But the benefits will be huge. It will

tremendously bring down electricity rates,” Ubayubay said. He added that creating a smart grid network such as a remote-operated distribution system is the trend in other Asian countries and Moresco-1 “needs to catch up in order to be more competitive.” Ubay-ubay also told media that Moresco-1 has already provided 100% electrification of all barangays in its franchise area. Only some sitios remain to be serviced. Last year they have brought electric power to 10 sitios. “This year we are targeting the electrification of 40 sitios,” Ubay-ubay added. Ubay-ubay had just been confirmed Moresco-1 general manager by the National Electrification Administration (NEA) after more than a year of search. Moresco-1’s 50th anniversary kicked off with the a recognition ceremony for its pioneering general managers like Engr. Melvyn Eballe. serve thousands of powerend users. The electricity is supplied by the generation system (Genco) of the National Power Corporation (NAPOCOR). MORESCO-1 (M1) was organized in 1967 with ten (10) districts, one (1) in each municipality and with each municipality represented by a director. During the organization drive, public meetings were held and some 6,000 people indicated their intention to become a member. The Coop was organized with 100 incorporators each making a P50 payment to generate the P5, 000 capital required under Philippine laws for registration. In August 1968, M1 was granted separate loans by the USAID through the Development Bank of the Philippines and a peso c ou nte r p ar t f rom t he Philippine government through NEA, with former President Ferdinand Marcos, as the main signatory of the agreement of the said entities with MORESCO-1. A year later in September, Republic Act 5445, paved the way for M1’s acquisition of its franchise area, for its electric service delivery to the communities in the Western district of Misamis Oriental. The original franchise area of M1 covered only the 10 municipalities in the Western part of Misamis

Oriental. In pursuit of its rural electrification thrust and the request of other communities, M1 expanded to include 15 barangays of Cagayan de Oro City, part of Talakag and Baungon in the Province of Bukidnon; and Barangay Hindang of Iligan City, originally within the franchise areas of other private distribution utilities and other rural electric coops. From its humble beginnings in the 1970s serving its first memberc ons u m e r s - - u s u a l l y nipa huts with one or two light bulbs, and a radio -MORESCO-1 now boasts of a broad range of clientele. Houses have become bigger and stronger, well lit, and an assortment of electrical appliances. Farmers have been reaping the benefits of post-harvest facilities. Schools have extended class hours way into the night and have added modern research facilities. Industries requiring megawatts of power have sprouted. The year 2004 was a milestone for M1 when it achieved 100% energization of the 156 barangays under its coverage area. Today it continues on working to bring electricity to the farflung sitios of barangays still without power. As of 2006, it incurred a growth rate of potential consumers for about 6.01% average in the last four years serving 42, 910 consumers. And in 2007 it reached 50,143 connections. With the expected growth rate of around 6% per year, MORESCO-1 reached to 85,438 member-consumers as of 2017. MORESCO-1’s Systems Loss is consistently at single digit for the past 20 years, competently improving at 2.67 % as of 2017. System loss is a measure of total energy lost or wasted on a system due to line loss and other forms of energy loss, unaccounted energy use and theft – w w w. energyvortex.com Lower system loss meant higher energy efficiency. This is also true Hispanic and African-American readers, according to Meyers. In 2001, according to Myers Report, newspaper advertising revenues were $49.2 billion. In 2010, they are projected to be only $28.5 billion, a 42% decline. Consumer magazines are projected to decline in ad revenues from more than $14 billion in 2005 to $10.3 billion in 2010. Publishers need to be far more aggressive in confronting the truth of their situation . It is fortunate that MDN has established its own brand media service which others can follow “ to offset losses by leveraging their brands beyond the print page”. Even with the economic reality that digital, mobile and other “new” media options simply do not have the short or long term revenue growth potential, and that traditional media companies need strategies to face the looming declines, MDN believes that survival will still depend on sincere and enigmatic public relations. CAGAYAN DE ORO CITY: About 80 elected candidates of the Sangguniang Kabataang Barangay (SK) in Northern Mindanao face disqualification for various election offenses, the Commissions on Elections (COMELEC) said Thursday. Some of the disqualified SK candidates have not reached the 18-year-old requirement on the day of election, while most elected SK who were disqualified were already more than 24-year0ld on election day.
