DSWD-10 warns brgy politicians not to use government doleouts C

AGAYAN de Oro City--Department of Social Welfare and Development, Region 10 (DSWD-10) Director Nestor Ramos warned barangay officials yesterday from taking advantage of government doleouts to lure their constituents into reelecting them.

This, as Ramos said during a press conference chair yesterday that they have received reports that some barangay chairmen are spreading falsely that only their supporters will be renewed doleouts.

DSWD has a wide range of doleouts to indigents from Pantawid Pamilya to unconditional cash transfers to conditional cash transfers,

among others.

Ramos reiterated that only DSWD can delist any beneficiary from these programs.

BSP cites New Generation Currency Coins ‘matibay, maganda, mahalaga’

EO vs. ‘endo’ proof of gov’t commitment to workers: Bello D

EPARTMENT of L abor and Employment (DOLE) Secretary Silvestre Bello III on Tuesday thanked President Ro drigo R .

Duterte for signing the Executive Order (EO) ending all forms of illegal contractualization.

“We would like to thank the President for fulfilling his commitment to the Filipino workingmen.

His gesture is a heartening gift to the workers on Labor Day,” said Bello in a

statement issued Tuesday afternoon after the President announced that he signed the EO during the Labor Day celebration in Cebu City.

Bello said the signing of the order only proves that the government is serious in stopping contractualization.

“The signing by President Duterte of the EO spells clearly the policy of his government to fully end illegal contracting and subcontracting practices,”

he said.

“If President Digong wanted to fulfill his promise of ending 'endo', he should have signed the 5th draft of the workers’ EO that would make direct hiring of workers to principal employers a norm in employment relations of his administration," Magtubo said, claiming that the President "broke his promise and betrayed the workers."

General Josua Mata said the President signed the EO which is "essentially" the draft version of the Department of Trade and Industry and not that was submitted to him by the workers.

“It merely reiterated the current regulatory policy that has failed to prevent the malignant spread of contractualization. Once again, Mr. Duterte showed who’s side he is on -- with the employers,” he added.

Crying out loud for equity

Few things in the world are more powerful than a positive push. A world of optimism and hope. A 'can do spirit' when things are tough.

--Richard M. DeVos Mindanaoans are crying out loud for Imperial Manila to heed the call of economic equity (read: equal distribution of wealth) to regional growth centers like Cagayan de Oro and the rest of the island’s emerging key cities.

But with an iota of doubt, Mindanao’s clarion call for economic prosperity may turn out doomed at the very start.

Not until Imperial Manila’s superiority complex is squashed, the so-called emerging opportunities for Mindanao may come, but in trickles, and may be in measly drops of the manna from heaven, or just a slice of the country’s economic pie.

Not until the national government shall be able to

take cognition of its dismal failure to spread the gospel of growth with equity, Mindanao shall always be in the map of the forgotten and the abandoned.

From developing the vast fertile lands to improving infrastructure facilities to providing jobs to the jobless, to uplifting health and education sectors, name it, these are what Mindanaoans, since time immemorial have been clamoring to high heavens to come down on them, sooner, not later.

Mindanaoans like me (I was born and raised in M’lang, North Cotabato, Secretary Manny Pinol’s turf) hasn’t seen real progress per se.

What we still have is a land of wars and conflict. A land being used as dumping site of scalawags of men in uniform, a land badly beaten by corrupt and abusive national government.

This island being rich in natural resources makes the economy of Imperial Manila richer and in shape, thanks but no thanks to Mindanao’s fat contribution to the national coffer.

While Mindanao holds an incredible wealth to brag about, yet it continues to spawn dark moments of truth.

And the recent pronouncement of Malacanang to make Mindanao a land reform area is nothing but pure and simple rhetoric.

Mindanao is always beset with news about clan wars, religious overtones, terrorism, kidnappings by the dreaded abu sayyaf, piracy, political dynasties, corruption, poverty, regular clashes and killings are some of the worst scenes elsewhere in the island.

Along with these grim scenarios, the island stalks with hunger. Mindanao has the highest poverty incidence

of 23 percent.

But despite the corruption, threat, killings, and poverty Mindanaoans face, they remain to be strong and resilient people as it were.

Sadly, all we hear for now are endless debates on Federalism, political alignments, fast-tracking of “build, build, build” program in Metro Manila and elsewhere in Luzon, and all the fake news around.

Emerging opportunities for Mindanao? Well, there is always that difficulty in every opportunity. But always the optimists, Mindanaoans see an opportunity in every difficulty. (ruffy44_ph2000@ yahoo.com)

So we have to leave our comfort zone if we want to reach a new kind of success.

Don’t allow yourself to be buried alive in your comfort zone, like many people do.

Iligan City will impose Stringent Security Measures T

he city local government has been increasing security measures in resisting with violent extremism. According to an intelligence report that the government has been receiving the local terrorist Maute, ISIS-inspired group, is now aggressively spreading terrorism by recruiting new members of the local terrorist in Lanao del Norte and neighboring municipalities of Lanao del Sur. City Police Director Police Senior Supt. Leony Roy Ga said fragments of the Maute group are reportedly recruiting new members in the neighboring municipalities and is now being headed by Owayda Benito Marohombasar alias Ustadz Huma/ Abdul Najid/ Abu Dar. It has been reported that this group is spreading terroristic activities like kidnapping, harassment, bombing, and assassinations of personalities in the city of Iligan and Cagayan de Oro. According to the AFP, the local terrorist group is widely recruiting individuals, teenagers (High school and college students), Internally Displaced Persons (IDP’s), Members of families with “Rido” (Clan Feuds) history, children from orphanages and young professionals. These children

will be brainwashed with doctrines and propaganda in contrary to the real situation such as Islam being under attack, and that the group (Maute) only desire change.

They mislead the new recruits saying that those who died and will die in this battle, die martyr, not beggars. Extremists offer hope of love and romance that will appeal to their youthful ideals and adventurous spirits.

These terrorists teach the young that the government does not want the Muslims to developed or be settled and that it is the government’s forces who destroyed the Islamic City of Marawi.

The Armed Forces of the Philippines, 4th Mechanized Infantry Battalion and the 2nd Mechanized Brigade are initiating strategies in battling forceful extremism.

According to the AFP, the said ISIS-inspired group is roaming around Lanao del Sur. Though this hasn’t really reached Iligan city and other neighboring municipalities of Lanao del Norte yet, there are sightings, rumors, and intelligence reports about their existence. The AFP advices that the people should be very vigilant around their communities. The AFP and the local government of Iligan and the province of Lanao del Norte should have con-

crete defenses to safeguard people in areas under their jurisdictions.

Members of the Communist Party of the Philippines (CPP) and the New People’s Army (NPA) terrorist groups are also cited in most of the remote areas and boundaries of Iligan City.

Palace welcomes report of increase in employment M

ANIL A -- Malacañang on Wednesday welcomed independent think tank IBON Foundation’s report that the number of employed persons has increased from 39.3 million in January 2017 to 41.8 million in January this year.

“While the number of underemployed and parttime workers grew in 2018 compared to the same period last year, it is noteworthy to mention that the number of employed persons increased to 41.8 million,” Presidential Spokesperson Harry Roque said in a media statement.

According to IB ON Foundation, employment rate also rose to 94.7 percent in January 2018 from 93.4 percent in January last year while unemployment rate dropped from 6.6 percent to 5.3 percent.

The think tank, however, noted that the number of underemployed grew by 1.1 million.

Roque said the government will continue to address and improve the labor situation in the country.

Last Sunday, Roque said the government took note of a recent Social Weather Stations (SWS) survey showing adult joblessness at

23.9 percent in March 2018 compared to 15.7 percent in December last year.

He said the government remains optimistic to generate more job opportunities with the implementation of the massive infrastructure “Build, Build, Build” program throughout the country.

At least 2 million people are reportedly expected to get employment this year for the all-out implementation of the Build, Build, Build.

In his speech at the recent Boao Forum for Asia in Hainan, China, President Rodrigo Duterte said the Build, Build, Build program will provide the “solid backbone for growth”.

Duterte said over USD69 billion will be spent for the construction of different infrastructure projects until 2022.

MANILA -- Department of Budget and Management (DBM) Secretary Benjamin Diokno has announced that the national government is releasing PHP490 million for the rehabilitation of the Boracay Circumferential Road.

This is on top of the initial budget of PHP50 million allocated under the 2018 fund of the Department of Public Works and Highways (DPWH) for the same project. “ They already have PHP50 million in the budget, and that is what they are using right now. In a few days, we’ll release the PHP490 million. This is just for the road components,” Diokno told reporters during the “Breakfast with Ben”, a press event of the DBM

chief.

The Boracay Circumferential Road rehabilitation involves widening of road and improving the drainage system.

Just last week, the DBM released PHP448 million to the Department of Labor and Employment (DOLE) for financial assistance to some 17,735 residents and workers who were affected by the six-month closure of Boracay.

Diokno said both funds for the DOLE and DPWH were sourced from the government’s contingency fund amounting to about PHP13 billion this year.

Aside from the contingency fund, the government is tapping the calamity fund for Boracay’s rehabilitation.

Piñol said apples were u s e d a s c ov e r f or t h e smuggled onion because apples come into the countr y without tarif f, while onions are taxed 35 percent. When Xrayed, apples and onions also have the same shape and size.

Some of the vans had apples in the f ront row to conceal the smuggled onions but t he st rong scent of the onion quickly gave away what was inside, he said.

He noted that w hile the depar tment cannot file criminal charges against the smugg lers, it could hur t t hem by re vok ing t heir imp or t p ermits.

Globe GCash now accepts PRN-based SSS payments from employers All employers registered in the Social Security System (SSS) can now use GCash in paying contributions of their employees using the Payment Reference Number (PRN), which serves for real-time posting of contribution payments.

‘Disturbed’ Davao cop gunned down by police

D

AVAO CITY -- A police officer was killed in a shootout with fellow law enforcers on Monday night in front of Ponte Trade Master along Carlos P. Garcia Highway in Buhangin District, this city.

The fatality was identified as SPO1 Roger Padayogdog, who was assigned to the Regional Mobile Force Battalion (RFMB) 11 at Camp Catitipan.

Prior to the shootout, Padayogdog had reportedly caused commotion near the establishment over a traffic incident. He

mauled a tricycle driver identified as Ronald Bala, prompting people in the area to call the police for assistance.

When the RMFB personnel arrived at the place, Padayogdog fired at them, forcing the responding team to retaliate and shot the police officer.

RFMB personnel later discovered that the person was their own colleague, who was in civilian clothes.

In an interview Tuesday, Police Regional Office (PRO) 11 head Chief Supt. Manuel Gaerlan said Padayogdog “appeared to be disturbed during the incident”.

“We surmised that he has a problem, psychologically or emotionally, recently,” he said.

Gaerlan said the police

reviewed the latest social media posts of Padayogdog and found these to be disturbing as he talked about “satanism.”

Gaerlan said that some of his colleagues in the unit also noticed some outlandish changes. However, Gaerlan clarified that Padayogodog has no records from the Regional Health Services (RHS) of PRO 11 that he has been observed with psychological problems. PNA

Police: Labor Day in Davao region peaceful DAVAO CITY – The Police Regional Office (PRO) XI declared the Labor Day celebration as peaceful amid complaints from the militant groups that delegations from Compostela Valley were held at the checkpoints in Barangay Maparat, Nabunturan, Compostela Valley province.

“We need to implement proper verification and check all vehicles and passengers coming into Davao City. The PNP (Philippine National Police) is just doing it to ensure everyone’s safety,” said PRO XI spokesperson Chief Insp. Milgrace Driz.

The Kilusang Mayo Uno (KMU) on Tuesday morning complained that 600 farm workers from Compostela Valley were blocked by police from joining Labor Day rally.

100 cleft lip Davao kids benefit ‘Operation Smile’ DAVAO CITY -- The Operation Smile surgical team is on a mission in Davao City again to bring joy to over a hundred children with cleft lips and palates at the Brokenshire Integrated Hospital Ministries (BIHM).

The 48-man surgical mission, which runs until May 4, was made possible through the partnership of Operation Smile, the United Coconut Planters Bank (UCPB) and its two clients, Phoenix Petroleum and the construction firm, Ulticon Builders.

This is the second in Davao City in five months following the surgical mission last November, in which 35 oral cleft patients were

treated at the Metro Davao Medical and Research Center. This time Operation Smile targets 120 children and young adults.

Roberto Manzano, the country director of Development for Operation Smile – Philippines, said the treatment of cleft lips and palates makes a difference in terms of acceptance in the community.

Davao City all set for 2018 national competitiveness rankings DAVAO CITY -- The Davao City government is all set for this year’s bid in the annual competitiveness rankings as it remains optimistic to surpass or maintain its 2017 standing.

The city last year was ranked 3rd as Most Competitive Highly Urbanized City among 33 contenders.

This shows a two-step leap from 5th place in the 2016 rankings.

To support its competitiveness goal, the Department of Trade and Industry (DTI) regional office, in partnership with the Davao City Planning and Development Office (CPDO), conducted the “Cities and Municipalities Competitiveness Index (CMCI) Exit

Conference.”

The conference held at the Seda Abreeza Hotel was participated by the officers and representatives of local offices and national government agencies involved in the competitiveness index.

The participating agencies provided data relative to the four key pillars of local competitiveness: economic dynamism, government efficiency, infrastructure and resiliency.

During the three-day training, participants were able to create local-based stories, core word list for children, and transition songs in the mother tongue (Binisaya).

They were also given a session on creating materials for various games as well as playing techniques.
