DUTERTE Signs EO banning illegal contracting, subcontracting

PRESIDENT Rodrigo R. Duterte on Labor Day announced that he has signed the executive order (EO) banning illegal contracting or subcontracting which strengthens employees’ security of tenure.

Duterte made this announcement in a speech delivered in Cebu City noting that he wanted to stick to his campaign promise to end contractualization and give Filipinos a “decent and comfortable life.”

“I hope that with all that I can do legally, there could be an impact on your complaint that is non-security of tenure,” Duterte said in his speech in Cebu City on May 1.

“More than a century has passed since the very first Labor Day was celebrated and yet the struggle for a better life for our beloved worker continues. I assure you that this government will never cease in its effort to provide every Filipino worker with full, dignified, and meaningful employment,” he added.

Bishops support release of PDEA narco list

THE Catholic Bishops’ Conference of the PhilippinesEpiscopal Commission on Migrant and Itinerant People (CBCP-ECMI) has supported the effort of the Philippine Drug Enforcement Agency (PDEA) in releasing the names of 207 barangay (village) officials reportedly involved in illegal drugs trade in the country.

Bishop Ruperto Santos, CBCP-ECMI chairman, said the electorate needs to know the background of the people who are seeking public office.

“We in the CBCP-ECMI support the publication of narco-politicians especially those running for Barangay and SK (Sangguniang Kabataan) elections. The public has the right to know and be informed whom they have to vote,” he said in a statement issued on Tuesday.

Sayyaf gunmen abduct 2 lady cops, 2 others in Sulu ZAMB OANGA CIT Y Troops have been deployed to track down and rescue four people, including two policewomen, seized by suspected Abu Sayyaf bandits in the province of Sulu, a top militar y official said Monday.

Brig. Gen. Cirilito Sobejana, Joint Task Force Sulu commander, identified the victims as PO3 Benierose Alvarez, PO1 Dinah Gumahad, Jakosalem Blas, and Faizal Ahidji.

Alvarez and Gumahad are both assigned with the Police Regional Office-9 (PRO-9).

Sobejana said the victims were aboard a tricycle driven by Blas when they were seized around 12:40 p.m. Sunday in Barangay Liang, Patikul, Sulu.

ZAMBOANGA CITY - The City Health Office through its Reproductive Health and Wellness Center (RHWC) is continuously conducting advocacy in a bid to slow down the increase of Human Immunodeficiency Virus-Acquired Immune Deficiency Syndrome (HIVAIDS) cases in this city.

Dr. Dulce Amor DagaleaMiravite, city health officer, on Monday said her office has recorded 16 HIV cases with three deaths in the first quarter of this year.

Miravite said the city now has 388 HIV-AIDS cases with 65 deaths since 1995.

Of the total, 360 of those infected with HIV were males while the remaining 28 were females.

Miravite said the RHWC is focusing the conduct of advocacy in schools, barangays and offices to instill public awareness on how to avoid being infected with HIV. She said included in the advocacy are sexually trans-

12 qualify for 'kasambahay pageant' in Zamboanga

ZAMBOANGA CITY -Twelve of the more than 20 house helpers qualified to compete in the first-ever Search for Miss KasamBESHIE 2018 in this city.

Jerrick Gerard Go, Employees Compensation Commission’s regional program manager, on Monday said that 11 of the 12 candidates are from this city while the remaining one is from Zamboanga del Norte.

The 12 official candidates who passed the audition held on Saturday are Mercedita Gaballo; Nhop Naigar; Evalyn Medallo; Higenia Baco; Mary Jane Samputon; Maribel Lotomos; Sandra Daguino; Leticia Bautista; Roselia Agustin; Merlinda Liganan; May Selaras; and Angrel Sweet Perez.

The pageant will be held on May 5 at the East Wing Activity Center of KCC Mall as one of the activities for

the month-long Labor Day celebration.

The search for Miss KasamBESHIE 2018 aims to drum up awareness on Republic Act (RA) No. 10361, otherwise known as the “Domestic Workers Act” or “Batas Kasambahay”.

RA 10361 is a landmark law that covers protection and welfare of domestic workers and strengthens respect, protection and promotion of their rights and welfare.

“We want to empower the kasambahay since without them, our homes will not be in order. It’s high time we recognize their efforts,” Go said.

The pageant's grand winner will bring home PHP15,000 in cash and other gift packs from event sponsors.

NPA kills soldier, wounded another in Bukidnon ambush CAGAYAN de Oro City--An army soldier was killed while an officer was wounded when waylaid by communist insurgents in an outskirt village in Quezon, Bukidnon, a police report said Tuesday.

Killed were Private First Class Joehan C. Macalong while the wounded were Lt. Kevin G. Abad , all of the army’s 88th Infantry Battalion, Inspector Jiselle Longakit , the spokesperson of the Bukidnon Police Command said.

IN my humble opinion, sex education in the Philippines must be holistic.

This must of course include teaching gender equality.

Students must be taught to treat their non-straight classmates with respect that they deserve. Schools must encourage young people – the students i.e. – to question gender norms and behaviors and ensure that sex education goes beyond biology.

In the classrooms, consider what you’re communicating about masculinity.

Understanding what young people are learning from their school culture about masculine norms is important. Are they seeing that

aggression and shouting are how you get what you want among teachers and pupils? Are they learing that boys need to man up? Do career advisers smile when a boy says he wants to be a nurse? Do male students think it’s possible that they could be a nurse?

Get young people to think about gender norms.

To help your pupils reflect on this, you may wish to print out age-appropriate excerpts from some of the many articles about the men accused of sexually harassing or assaulting people in recent weeks for your class to analyze. Don’t buy into the notion that boys will be boys.

Simple living

PBLIC office is a public trust.

Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives.– Philippine Constitution, Article XI, Section 1 MALAYBALAY City, Bukidnon--In these extraordinary times, conversations that end with happy notes are rare to come by.

That odd opportunity to share contagious laughter with a group of four millennials, all workers in government was worthwhile enough to spend the day in this mountain-top city of pines.

With coffee served hot amid the equally hot summer, discussions went as

far as political whispers to fake news, to Gallup survey declaring the country as the 3rd happiest country in the world.

Tickled pink upon knowing that government workers like them were the happiest compared with employees with other sectors in the workforce is something worth the taking.

Despite their modest pay, government workers have that feeling of security compared with their counterparts in the private sector.

The Gallup report was aimed at determining the satisfaction level among employees in their jobs and the factors that influence their happiness.

They have that secured feeling, something to hold on to, and to be happy about

sans the perks with which the workers in the private sector enjoy.

Having been employed with the government for at least 10 years, I share the same indelible feeling. We received less, but we worked more. We were a picture of upbeat people in government because we served without much financial tantrums.

We lived a simple normal life heartily contend with we have -- no malls, mobile phones, no laptops, and no Facebook to be hooked with. Conversations were much alive and kicking at that time.

We had the best of times – as one small band of workers in public service sharing quality time together.

We survived, lived comfortably and later, retired

(some had already expired, sobs!) happily ever after.

Well, some good things would never last indeed and to turn nostalgic sometimes is good for the heart!

Those were the days too when people in government were not as corrupt as now, when people in Congress deserve to be called honorables, when there were less politicians, military and police authorities addicted with drugs, and openly absurd about influence, power and money.

A Deeper View

Drug list weaponized

SINCE assuming office in 2016, President Duterte had been wagging to all types of audience in all fora he is present a thick list he claimed contained names of people linked to the worsening drug menace in the country.

Contents of that list had never been made public even up to this writing save those instances when Duterte mentions some names supposedly lifted from the thick list. The lifting of names is solely up to the President’s mood, if not whim and caprice.

From the moment this supposed list was first publicly wagged in 2016, it has been weaponized against suspected illegal drug addicts who mostly come from the marginalized sector of Philippine society, suspected small time pushers and a

handful of supposed bigtime illegal drug lords mostly incumbent politicians.

When the controversial “tok-tok ug hangyo” or “tokhang” (knock and appeal) program of the administration aimed at ending the drug problem that Duterte vowed during the presidential campaign he’ll end in six months’ time and failing to accomplish this he will voluntarily resign many suspects were convinced to surrender.

Thereafter the program became bloody with the suspects voluntarily surfacing to admit they are at present or have been in the past into illegal drugs as users or pushers already identified.

Every killing perpetrated by policemen had always been justified as necessary because the suspects shot

first leaving the policemen no recourse but shoot back. The suspects are then identified as one of those in the drug list who had earlier surrendered. More often than not those killed almost always had a sachet or more of suspected shabu in their possession.

Believed by many as the cause of the fallout between Duterte and Supreme Court Chief Justice Ma. Lourdes Sereno was the latter’s order for lower court judges supposedly in the list to never surrender to the police. Sereno said then that as members of a co-equal branch the courts have its own internal mechanism to address this concern.

who are either retired or even dead. This ruffled Duterte’s pride. The rest is now history.

No one is questioning Duterte’s passion at eliminating the drug menace that admittedly had reached alarming proportions. It is the methodology he adopted in achieving the objective as flawed thus not apt to address the problem.

Surge bill, marriage, and family: our Christian response A BILL on sexual orientation, gender identity, and expression, known as Sogie Bill, is now pending in the Philippine Congress. The bill will legalize, not only same-sex marriage, live-in relationships, euphemistically termed as a civil partnership. If passed, according to its proponents, it will give same-sex and live-in couples the same privileges and benefits traditionally enjoyed by married couples under existing laws on marriage and family.

Sogie Bill, House Bill 6595, sponsored by President Duterte’s staunch ally and House Speaker Pantaleon Alvarez, proposes “to allow couples to enter into a civil partnership, whether they are of the opposite or

of the same sex.”

It seeks to give “due recognition from the State” that couples who were previously unable to marry under existing laws on marriage and family will be provided “civil rights, benefits, and responsibilities.”

Here are some of the points raised by the bill’s proponents and advocates.

1. The bill should be passed in the name of human rights. The bill advocates argue that for so long same-sex couples had been “discriminated against, violated, mocked, and denied” of their humanity.”

There is no disagreement here. We are all for the promotion and protection of human rights, which is universal. Each person has

the right to be unique, to be different. No one should, the state foremost, take that for each of us. In doing so, however, our commitment to protect the rights of each human being does not preclude the duty to remind everyone that God made man and woman after He created everything (Genesis 1:27, 2:15, 18-22). It cannot be found in the Scripture that God created man, then the woman from the man, and LGBTQI. This is a nagging question: Why as the civilization progresses, there arises a special group of people who called themselves as belonging to LGBTQI? The answer is few and the questions are many when it comes to this issue. Science has its answer

INTERRUPTED LIVES IN MARAWI

The logic of going organic

I’d never guess that thin and big-eyed Bobong, father of three, achieved an extraordinary feat. He went from having no goals in life and binge drinking to saving a mountain. In one year.

Bobong is surrounded in a semi-circle by all twenty Creating Sinag Within volunteers. We sit around him, pen and paper in hand, taking down as much as we can get from what he shares with us: the steps of mixing soil, making compost, making foliar fertilizers, among others. I am fascinated by the way he speaks from experience (and from the heart). He talks about making plants healthier by mixing together old rice, sugar, and bits of fruits or vegetables and leaving this concoction to brew several days. It’s transformed into a gooey liquid that is harvested and sprayed onto the vegetables to make them grow healthier — NO pesticides needed! This organic farmer’s knowledge and skills are crucial to our goal of helping the survivors of the Marawi siege who are waiting to go home from their evacuation centers.

With Bobong’s help, we hope to provide the survivors an alternative solution to the government’s canned food they receive as relief but which has been found to cause urinary tract infection among other things.

We return to the room where Bobong has placed clay pots and big pieces of bamboo. Into them we pour several kilos of leftover cold rice, brown sugar, and fruits/ plants that we’ve cut up. We mix them and cover the containers to be opened several days later when they’ve fully transformed by enzymes into organic concoctions which we can spray on soil and vegetables to make them grow big and healthy.

fertilizers before, his main interest was to cultivate fast-growing crops so he could cash them in and use the money to drink with his buddies. He would use pesticides on his crops but keep a small plot free of pesticides for his family’s daily consumption.

A motorbike accident led him to recuperate on a mountain owned by a doctor who taught him organic farming. The more he learned and practiced organic farming, the more Bobong’s outlook on life changed. When he went full time into organic farming, he stopped fooling his buyers because it was the humane thing to do. He realized profit isn’t everything and made this his advocacy, becoming a model organic farmer who balances earning a living and healing the earth. From a very shy guy, Bobong is now a confident speaker and regularly trains people in organic farming.

“Pesticides deaden the earth and a plant’s life force while organic farming nurtures this life force,”Bobong explains his change of heart.

“We want to eat organic but there’s none available where we live. Where can we buy organic food?”We ask him. “Grow your own food,”is Bobong’s consistent response.

We take a break and step out into the garden where Bobong gives us the grand tour pointing out that the okra in sandy soil grow much better than the okra in clayish soil. “You’ve got to know what kind of soil plants like,”he says. “If unsure, make it your default to not start planting without mixing clay, sand, and topsoil first.”He shares some more useful tips about making a seed bed versus making a seed bag and shows us the different roots that develop. He encourages us to

A chance of religiousness?

ONE of the most important parts in my life is the belief in supernatural power which governs the universe.

It doesn't matter which religion we belong to or believe in: the recognition of God as the object of worship. The form of worship should be our primacy need.

During my stay in several Western countries, I experienced icy and conceited comments such as religiousness isn't popular anymore. Religiousness makes people unwilling and morose because of exaggeration and sometimes even hypocrisy.

Increasing negative headlines about the "institutional church" nowadays and also in the past, and embarrassing comparisons lead only to discord.

How comes? We want

to see the religiosity of our fellow creatures. We want to understand their ideology.

But we are also poking our nose into other people's business too much. Let's look behind the scenes and let's find out what religious behavior promotes: humility in actual life. Maybe. It's hard for us to do without affecting others. We even forget the real meaning of religiousness. St. John Crysostom subscribed the topic "Pagans and Christians" very well: "There would be no pagans if we were good Christians. But the pagans see us manifesting the same desires, pursuing the same objects - power and honor - as themselves, how can they admire Christianity?

They see our lives open to reproach and our souls

worldly. We admire wealth equally with them and even more. How, then, can they believe? From miracles? But these are no longer wrought.

From our conversion? It has become corrupt. From charity? Not a trace of it is anywhere seen. (Quotation "Winnowing Fan", Vol. XX, June 2003, S of G Foundation, Makati).

I am proud to have people in my surroundings who taught be how to be on the right track - unconcerned and unnoticed.

Natural and uninhibited, they showed me how to put real religiousness into action besides praying and going regularly to church. I call such people religious.

The Tulfo brothers violated no law

-oooTHE TULFO BROTHERS VIOLATED NO LAW: The $64 million question that needed to be answered regarding the criticisms that are being hurled against two Tulfo brothers---Ben and Erwin---in connection with the reported use of some P60 million from the Department of Tourism (DOT) as advertising fees for their programs at PTV 4, is quite simple: was there any law that was violated by anyone here?

Critics are complaining that the P60 million pay-

ments appear to be reeking with anomaly, simply because the DOT is headed right now by their sister, Tourism Secretary Wanda Tulfo Teo. Many are saying that a big favor accrued to the Tulfo family by the use of DOT funds for Ben’s and Erwin’s programs.

Now, if we are to talk about the law here---and it is the law we should be talking about on matters such as this---it would be clear that no rule or regulation was transgressed by the use of some P60 million in DOT funds for the programs of Ben and Erwin Tulfo. Why am I saying this? For the simple reason that the two did not directly transact with their sister, Wanda, or with the agency that she

is heading today, the DOT. -oooTHERE WAS NO DIRECT CONTRACT BETWEEN DOT AND THE TULFOs: Under the AntiGraft and Corrupt Practices Act (or Republic Act 3019, as amended), what is considered therein as graft is the giving of favor by an officer or employee of the government in favor of his immediate relatives, through the discharge of his or her official duties and responsibilities.

What the law contemplates here is the direct contractual engagement between a government official, like Secretary Teo, with the members of his or her own family, like Ben and Erwin. So the question

should really be, did Teo directly contract with Ben and Erwin in connection with the P60 million advertising fees for their programs? The clear answer is, no.

DOT actually contracted with another party. And Ben and Erwin contracted with someone else. According to the pieces of evidence that Wanda released to the media on Monday, April 30, 2018, DOT entered into an agreement with PTV 4, not with her brothers or their company. This seals the fact that no law was ever violated in this transaction.

According to researchers, education in the Mother Tongue helps improve the academic performance of the children .Studies have shown that children who have Mother Tongue Medium of instruction in the first three years of primary. Education in Mother Tongue is totally or even without noticing any difficulty, understood and bring about the thought process, which develops the mind through understanding of concepts behind what is being taught.

It is easy to memorize information in the language we are neutralized by our surroundings. It is actually more beneficial to get informed about science theory in our own mother tongue. It can help in preservation of our own mother tongue and can develop more vocabulary and terminology to denote that the language do not have any word for.

Many teachers could be thinking and wondering why they are only the subject of a national competency standards while their immediate superiors, the school heads are not. But it’s not actually the case for like the teachers who are considered as the heart of the school system, school heads too will be under a national competency standards as stated in DepEd Order No. 32, s.2010.

There are principles which guided the framing of the NCBS-SH. First

is Function – based, the competencies are based on school head functions as stated in RA 9155, related laws and DepEd policies.

Second is Responsive, competencies are applicable in any range of context: big or small school, city or rural school, culturally divergent groups. Third is Impartial. These are applicable to any school head regardless of position item, gender, age, experience and other personal circumstances. Fourth is Coherent, these are clear

and logical. And last is Valid, all performance indicators are research-and experience-based.

However, there are many strands and domains that school heads need to be followed. Being a school head is not only for promotion but it’s a school leader, a leader with a heart according to one of my professor at Capitol University.

With these standards, teachers would no longer envy their school heads as to the volume of work and responsibility they are expected to perform.

This national competency standards too will ensure the continuing flow

of dedicated and passionate applicants to the school heads position and not those wishy washy type whose primary and common agenda is to have higher pay, prestige, and easy work as formerly perceived by many of a school head position.

I bet they would ask residents to give up a part of their lands for evacuees to till. Or perhaps start a container gardening program. That’s what I would do. Because everything grows like magic in our region of the Philippines – Mindanao – where the soil is rich, the rains are plentiful, and the sun shines brightly. It’s high time to stop giving away unhealthy canned foods and start capacitating evacuees to farm nutritious

fruits and vegetables instead – beginning with providing them land, tools and seeds.

This is our chance to go organic massively and inspire the rest of the world!

Notice is then hereby given to all concerned and interested parties that this Petition together with the Technical Description which will form part of the Recognition Book will be deliberated by the Commission En Banc upon endorsement by the Ancestral Domains Office after the completion of its publication in a newspaper of general circulation in the area once a week for three (3) consecutive weeks in compliance with Section 52(g) of RA 8371. This is to allow other claimants to file opposition thereto within 15 days from the date of this publication. Any petition/opposition/complaint relative thereto should be addressed to and/or filed with the Provincial office of Agusan del Norte within the prescribed period of fifteen (15) days from last publication.

P100,000 reward up for Koronadal bombing suspects KORONADAL City--The city government has offered a P100,000 reward for the arrest of suspects behind the bomb explosion beside a Catholic church and another foiled attack at a convenience store here on Sunday.

The mayor said the reward money was aimed to help speed up the ongoing investigation and law enforcement operations against personalities who were tagged as directly behind the incident.

“We’re giving this reward to anybody who can be able to help resolve this case,” he

said in a press conference on Monday night.

He said the local government is hoping that the reward offer will help the case to “move vigorously” and facilitate its early resolution.

The mayor specifically cited the arrest of several “persons of interest” who were identified by investigators in connection with the attack.

Two persons were slightly wounded in a noontime bomb blast on Sunday near the side entrance gate of the Christ the King Cathedral along Rizal Street here.

Another explosive was later recovered in front of the 747 convenience store along General Santos Drive and was detonated by responding personnel from the South Cotabato police’s explosives ordnance disposal unit.

Based on materials recovered at the blast site, the bomb was made of firecracker powder mixed with small nails and a mobile phone as triggering device.

In both instances, police said witnesses have tagged an unidentified woman as the carrier of the explosive.

“To safeguard our children, to make our future secure and to make our country starting from the Barangay, it is for our common good to expose those narco-politicians,” he said.

Santos said that as public officials their lives and what they do should be made public.

“Government offices are public services. Government officials for public services and they are also, as we know, public servants. So their lives are public.

So what they do should be made public and for the services of their constituents, the public,” he added.

Meanwhile, the Philippine Drug Enforcement Agency (PDEA) is set to file charges against the 207 barangay (village) officials included in President Rodrigo Duterte’s ‘narco list’ or those allegedly involved in the illegal drugs trade.

PDEA Director General Aaron Aquino said the filing of charges against the officials on the list, which include 90 barangay captains and 117 barangay kagawads, should least be expected in a “week or two.”

He noted that Bicol Region has the most number with 70 barangay officials, followed

by Caraga (Region 13) with 34, Autonomous Region of Muslim Mindanao with 13 and in National Capital Region (NCR) with 12, from Caloocan, Malabon, Manila, Mandaluyong and Quezon City.

“Some of the officials in the list are users, some are pushers, some are even drug lords, but most are protectors,” Aquino told reporters during the press conference together with officials

from the Department of the Interior and Local Government (DILG).

Aquino said the announcement of ‘narco list’ was made ahead of the May 14 Barangay and Sangguniang Kabataan (Youth Council) elections for the public to determine who they are going to vote in their respective barangays.

“Public office is a public trust. The public officials are accountable to the people. In every community, there is a right to know the doings of the barangay officials. It’s fair enough for the people to know what particularly the official is doing,” the PDEA chief stressed.

“This announcement is also supposedly a guide the public on who to vote for in the upcoming election. For them to be aware and vigilant to choose properly; to elect the candidates who are active on anti-illegal drug campaign and not to vote on people who were involved in illegal drugs,” he added.

Aside from the 207 names in the list, Aquino said another 274 barangay officials are being validated for alleged involvement in illegal drugs.

Once the validation is completed, PDEA will also be revealing the names of these officials.

“The disclosure of valuable and valid information is needed to curtail and minimize corruption amongst officials of the government, to promote the highest standard of honesty in public service and to elevate morality in public administration,” he added.

He noted the list has been validated by four law enforcement intelligence agencies of the country.

“There’s no truth that this will serve as a hit list. We want to be legitimate in our operations, we want our operations

For his part, DILG officerin-charge Eduardo Año announced the filing of charges against barangay officials with no organized barangay anti-drug abuse council (BADAC).

On the part of the DILG, they issued four memorandum circulars (MCs) enjoining all barangays to create and revitalize the local anti-drug abuse councils (ADACs).

The said MCs were reinforced by two regulations issued by the Dangerous Drug Board (DDB) specifically to urge the barangays to organize their respective BADACs. This regulation directs all barangays in every LGU to establish their own BADAC and states that “failure of government employees and officials…shall be ground for filing of appropriate charges in accordance with existing laws, rules and regulations.”

At present, there are still 16 barangays in the country which have not yet organized their BADACs. Of the 16 barangays, 11 barangays are in the Bicol Region --10 in the town of Aroroy, Masbate and one in Gubat, Sorsogon while the remaining five are in the National Capital Region, all belonging to the city of Manila.

On Monday, the DILG filed administrative charges against the five barangay officials in Manila at the Office of the Ombudsman for misconduct of office or dereliction of duty pursuant to Section 60 of the Local Government Code of 1991.

Año said barangays should have submitted their BADAC action plans to the concerned DILG offices and should have implemented programs, projects, or activities listed in their action plan.

“We are filing charges against barangays with no BADACs,

because we want to send a strong message to the barangays on their important role in the antiillegal drug campaign.” Año said.

“I have certified as urgent [the passage] of the bill on security of tenure to once and for all address the issue and provide long-term solutions that would further strengthen the workers’ right to security of tenure,” the President added.

Duterte, meanwhile, said that his administration will continue to push for better protection of migrant workers especially those in vulnerable group such as domestic helpers in the Middle East.

He said that necessary protection for overseas Filipino workers (OFWs) leaving for Kuwait are in place before they are allowed to be deployed.

Davao police chief warns police sleeping on duty D

AVAO CITY – The Davao City chief of police has warned police personnel they will face stiff sanctions, and even suspension, when they are caught sleeping while on duty.

Senior Supt. Alexander Tagum, issued the warning after announcing that he has started random inspections on all police stations as part of the directive of the new Philippine National Police (PNP) chief, Dir. Gen. Oscar Albayalde.

“Especially, the wee hours in the morning... to ensure that all men in all police stations are on post and doing their regular duty which is ensuring the security and safety of the people of Davao City,” Tagum said in an interview on Monday.

1 dead, 2 hurt in fresh fighting between military, NPA rebels

DAVAO CITY--Fresh fighting between the government security forces and the New People’s Army (NPA) in a remote area in Asuncion town, Davao del Norte, has claimed the life of a soldier and wounded two others on Sunday afternoon.

Capt. Jerry Lamosao, spokesperson of the Army’s 10th Infantry Division, was unable to disclose the names of the army casualties because their respective families have not been informed yet.

The encounter ensued after the 46th Infantry Bat-

talion responded to information about the presence of armed men in the area, prompting the Army unit to conduct an operation. The encounter lasted about an hour.

Lamosao said the troops were able to recover eight high-powered firearms and one unexploded Improvised Explosive Device (IED) from the NPA rebels.

He said the armed men were the same rebels fleeing from another encounter with the 60th Infantry Battalion along the boundaries of Laak, Compostela Valley

province and Asuncion, Davao del Norte.

Lt. Col Gilbert Ombos, commander of the 60th IB, said that while military operations are ongoing in areas threatened by the NPA, the Army remains open for NPA members who want to surrender.

“War has no victors, only victims. Winning without fighting is still the best option. The government is willing and ready to accept and help them (NPA members) return to their normal lives,” Col. Ombos said in a press statement. PNA

DAVAO CITY – An alleged drug pusher, who voluntarily surrendered to the police five days ago, was killed in a shootout with authorities during a buy-bust operation Sunday night in Barangay Dacudao, Calinan, this city.

Calinan chief of police Chief Insp. Michael Uyanguren said the suspect, identified as Tam-Tam Muscan,

surrendered to the Calinan Police on April 24.

Muscan, a resident of Barangay Dacudao, allegedly admitted he used and engaged in dealing drugs.

Insp. Uyanguren said the police placed Muscan under surveillance the past days to make sure he was sincere in his intention, only to find out that he continued with his illegal activities.

During the April 29 buybust operation, Uyanguren said a police officer was tasked to act as poseur buyer, using a Php500 marked money for one heat-sealed sachet containing suspected shabu.

Muscan aimed it at the police, who managed to roll on the ground to avoid being hit. The police officer fired back and fatally hit Muscan, Uyanguren said.

The Scene of the Crime Operative (SOCO) team, led by Chief Insp. Nolan Genova, recovered one unit of revolver pistol without serial number containing two live ammunition and one fired cartridge, along with a cellular phone.

The SOCO team said it also recovered the marked money and four more sachets of shabu at the Angel Funeral Homes, where Muscan’s remains were brought.

But life must go on, they always say. And amid the efforts of the Duterte administration to rid the bureaucracy with graft and corruption, Filipino public servants had garnered the highest average satisfaction rating of 6.25 in terms of job happiness rating followed

by Indonesians (6.16) and Thais (5.74). Singaporeans were found to have the lowest satisfaction (9).

Given the optimism in the new dispensation, the satisfaction rating may be due to the security of tenure and due to the fact that this survey was conducted late last year.

Statistics show that there are at least 1.53 million government workers in the country today, or 3.4 percent of the total labor force.

About half of the government personnel or around 700,000 are teachers.

As the biggest employer, the government has no reason to fail this time. Gone are the days when people in government don the highest order of arrogance and corruption.

Now crowned with the happiest work title, public servants have no reason not to be happy this time.

The impending salary increases of teachers, among others loom somewhere in the heart of President Duterte. Soldiers and the police were the first to receive that windfall.

Therefore God also gave them up to uncleanness, in the lusts of their hearts, to dishonor their bodies among themselves, (Romans 1:21-24, NKJV, emphasis added) Man, and woman have come to a point in human history where they “dishonour their bodies among themselves” by indulging in the lust of their flesh because they become idolatrous, worshipping other things and gods other than Him. God, so loving as He is known to be, did create man and woman. The existence of sexes other than being male and female is, the Scripture says, a result of the sin of idolatry (Romans 1:24). But this does not mean that those of “other sexes” (pardon my language) do not have human rights. They, by all means, have the rights just like everyone else. When a person is gay or LGBTQI did it make him or her less human? No. Christians, therefore, should embrace those in the LGBTQI community in love and in understanding their unique place in the creation of God. But in accepting their uniqueness it does not mean that we should stop telling the truth that can be found in the Scripture. To remiss with our duty to remind them of this truth is not loving them at all.

2. To oppose the bill based on a premise that the country is a Christian nation, to assert that the “Almighty God” in the Philippine Constitution refers to the “Christian god,” is a sign of ignorance or arrogance. If the “Almighty God” in the Constitution meant to be the “Christian god,” the Sogie advocates say, is violating the constitutional provision of the separation of the church and state.

This assertion that the opposition to the bill is based on the notion that the country is a Christian nation is totally false.

Christians and I for one do not speak out against the bill because solely for the reason that we are a Christian nation.

The opposition is grounded in the Scripture as the sole authority of our Christian faith. It is indeed difficult for Christians to turn a blind eye when the people are perishing for not knowing the Biblical truth.

By the way, there should be no more disagreement to

whose God or god it is when the Preamble of the Philippine Constitution mentions the “Almighty God.” When the god of those who do not believe in the One True God is an Almighty God, then it should also be their god being mentioned there. If the Apo Magbabaya of the different ethnolinguistic groups is also an Almighty God so be it.

But to assert that to claim the Almighty God in the Constitution belongs to Christians violates the principle of the separation of the church and the state is ludicrous. The allegation is a bit tedious and a tortured interpretation of the Constitution. I cannot think of a single instance when my participation in governance is completely divorced from my Christian faith.

3. No more, no less. In the absence of a law protecting same-sex unions, the Sogie advocates said they are “faced with the absolute enmity of the Christian worldview to the LGBTQI cause.”

This argument is not tenable and is loaded with religious bias.

The Scripture says: “Don’t you know that the unrighteous will not inherit the kingdom of God? Do not be deceived. Neither fornicators, nor idolaters, nor adulterers, nor homosexuals, nor sodomites, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners will inherit the kingdom of God.” (I Corinthians 6:9-10, NKJV, emphasis added) There is no batting of an eye in this passage. All doers of unrighteousness have no place in God’s Kingdom.

But the story does not stop there because God, in His mercy and loving kindness, offers salvation for anyone who calls upon the name of the Lord (Romans 10:13). There is hope for everyone – straight or gay. The so-called enmity of the Christian worldview does not exist because every true followers of Christ (that’s why we are called Christians) does not condemn as the Lord is continually seeking for the hurting and the lost (Luke 19:10).

Seeking protection from the law made by man is temporary. The Sogie bill could be the answer to what the LGBTQI community is seeking for them to enjoy the benefits of family and marriage. But it is temporary and never lasting.

Laws, crafted by men, could also change over time. It must be stressed, albeit gently, that the security that we all long for can only be found in Him who lovaes and dies for us even at the time when we are not worthy (Romans 5:8).

course, Tulfo critics will say that their contract should not have been entered into in the first place because, even assuming it did not violate any law, it would not be looked kindly upon by, and will not sit well with, our countrymen. Well, if the truth be told, there are many contracts in government that did not sit well with, nor were looked kindly upon by, many citizens, but yielded truly beneficial results just the same.

My view is that, the contract between DOT and PTV 4 was intended by the DOT to help PTV 4 increase its financial capabilities, so that it can have the necessary funds to continue its operation as a government station. PTV 4 after all is not enjoying advertising support in the way private TV stations are raking it in. Perhaps, the contract stipulated that PTV 4 should devote the funds coming from DOT to its shows and programs that have been ranking high in ratings, to attract more viewers.

Indeed, PTV 4 knows that, today, the programs of Ben and Erwin Tulfo are enjoying popular viewer support, compared to its other shows and programs.

That being the case, it is but wise and natural that DOTs funds should be channeled to Ben and Erwin’s programs. The end result of all these is that, DOT and PTV 4 would enjoy, as they in fact enjoyed, greater advantage for their own purposes.

Col. He said the military checkpoints doing the rounds of random checking are separate from the checkpoints set up by the Commission on Elections during the election period.

“There are two types of checkpoints- Comelec and martial law,” he said in jest.

In Tandag City, there were also no reports of trucks being held travelling along the national highway.

Judith Suarez, station manager of SURE FM in the city, said received reports from the field that loaded vehicles were being stopped and commuters were being asked of their ID cards.
