HE city government of Iligan is now in the thick of negotiations with a bevy of investors who have expressed interest in reviving the moribund National Steel Corporation (NSC) plant, once the Philippines largest steel manufacturing plant.

While there appears to be sufficient electricity in the Mindanao Power Grid as of this time to power both planned integrated steel mills in Iligan and the

Phividec Industrial Estate in Misamis Oriental, the present price of electricity appears to be one of the sticking points which has extended the negotiations

for a successful closure of both projects.

Lanao Norte inaugurates new jail facility LANAO DEL NORTE -Department of Public Works and Highways (DPWH) Lanao del Norte 2nd District Engineering Office turns over the newly constructed jail facility to the provincial government of Lanao del Norte.

The new building located in Lower Sagadan, Municipality of Baroy has a contract amount of P8,844,023.77.

According to DPWH region 10, this is a multipurpose building and auxiliary building complete as per plan, with overhead water tank and pumping system, fire protection and access road.

The keys were handed over to the officers of the Bureau of Jail Management and Penology (BJMP) Region-10 during the inauguration ceremony.

46 bus drivers get NC III certification CAGAYAN DE ORO CITY -- Forty-six (46) bus drivers who are graduates of the Skills Enhancement and Learning Center (SEAL0c) Program of the Rural Transit of Mindanao, Inc. (RTMI) have benefited from the free on-site assessment conducted by the Technical Education and Skills Development Authority (TESDA) Regional Training Center - Iligan on May 5-9, 2019.

The drivers passed the assessment and earned the national certificate for Driving (Passenger Bus/ Straight Truck) NC III. The f ree assessment was conducted in the seven branches of RTMI in Mindanao.

In line with this, RTMI expressed its commitment to donate one (1) unit of an airconditioned bus to Regional Training Center-Iligan for use in mobile training, on-site assessment, and other TESDA activities upon signing of the memorandum of agreement by both parties. (TESDA-10)

Socialized housing project in Oro begins REELECTED Sen. Cyntia Villar was the guest of honor during the groundbreaking of the second phase of the Balulang socialized housing project in Cagayan de Oro City last Tuesday, May 28.

The project is a joint initiative between the Housing and Land Use Regulatory Board (HLURB), the city government of Cagayan de Oro, private developers and the Social Housing Finance Corporation which will finance the project.

Villar was in the event in her capacity as representative of one of the private developers, Crown Asia Properties.

The Balulang socialized housing project – which is under HLURB’s Building Adequate, Livable, Affordable and Inclusive Filipino Communities (BALAI) – will be populated with 40 two-storey buildings with 24 units in each structure.

Philippines: No pushover in Asia anymore FINALLY, the government of Canada agreed to ship back the tons of garbage brought to the Philippines six years ago. It took a visceral President Rodrigo Duterte for Canada to realize the “injustice” that the lowly nation in Southeast Asia suffered under the hands of urbanized countries around the world.

This time, however, the action of the Canadian government demonstrated that the Philippines is no longer a “pushover” in Asia. The Filipinos welcomed the Canadian government’s decision to redeem the garbage imported by the scams who, certainly, gained out of the notorious transaction.

The 2,450 tons from Ontario, Canada was loaded in over 100 container vans Many believed that the Canadian government, for sure, did not know that the garbage of the Canadian citizens would travel far to be dumped in the Philippines.

Canadian Prime Minister Justin Trudeau was even surprised to learn that the

garbage of his constituents would be dumped in the Philippines.

Duterte brought the garbage issue during a meeting with Trudeau in 2017. While Trudeau promised to resolve the issue with his government, the garbage stored in 103 shipping containers was rotting at the Manila International Container Terminal in Subic.

After six years, however, the Canadian government agreed to ship back the garbage to Canada at their expense. Not after Duterte promised to ship and dumped the garbage off the territorial waters of Canada at the Philippine government’s expense.

Neither the Philippines nor Canada want their relationship go down the drain because of the stinking garbage issue. However, unless Canada assume the liability of taking back its garbage, the Philippine President Duterte was willing to put the relationship between the two countries at stake.

Canada and the Philippines have a fruitful foreign

relationship for many decades. In fact, Canada has invested so much in the Philippines in terms of infrastructure, livelihood, and cultural exchange programs.

On the other hand, Canada hires thousands Filipino workers, especially in the medical profession.

The majority of the Filipino professionals who have succeeded in their professions decide to immigrate to Canada and settled there for good.

Well, the issue about the controversy brought about by the stinking garbage imported from Canada in the Philippines has been finally resolved. Like the proverbial saying: “All’s well that ends well,” the Philippines-Canada foreign relations is pinkish once again.

However, the issue about the imported garbage in Mindanao, particularly in Taglo-an, Misamis Oriental remains unresolved. While the government of South Korea has taken back the garbage that Verde Soko has brought to Misamis

Oriental in October last year, the remaining garbage in the Phividec Industrial Estate inTagolo-an remains.

The sub-port collector of the Bureau of Customs in Tagolo-an told the CYNOSURE that the remaining garbage of Verde Soko is now the subject of court litigation.

It was not included when South Korea took back the garbage imported in October because the remaining garbage of about 5,000 metric tons arrived in Misamis Oriental sometime in July.

John Simon, the customs sub-port collector, said that importation of the garbage in July 2018 in Tagolo-an took place when he was not yet assigned as the Collector of the sub-port.

Glaciers, aquifers, water, and politics UNTIL astronomers and cosmonauts can truly confirm that there is water in the surface of the Moon or Mars, our Earth, the third nearest from the Sun, remains to be the only planet in the solar system that has water. That makes water an inter-galactic commodity for this sustains life.

I just came back from an exciting adventure in Alaska which includes a dog sledding in a glaciers in Skagway. Imagine landing on top of it and greeted by Huskies which give you a joyride over the glaciers.

Glaciers, according to our sled instructor, are made up of ice topped with about 15 feet of snow. A chopper took us there passing over snow-capped rocky mountains which makes you forget the hours as you contemplate over the strange yet awesome site.

As I pondered weak and weary, I remembered having read somewhere that the ocean is actually 97% of the earth’s water and that 2.15% is from glaciers and ice. The Davao City Water District which draws water from the aquifers is only a drop of the total 0.61% ground water on earth. Fresh waters from our lakes and rivers are almost insignificant but given the fact that these add up to what man can

imbibe we have to take care of these water sources and the environment where these are found.

The glaciers in Alaska and elsewhere in the north and south poles hold substantial volume of water but it is cheaper to desalinate sea water than to liquefy the ice caps and transport it to arid regions in the equator, the Philippines included.

Closer to home, at the height of the just concluded midterm elections, water supply and the lack of it became a staple of the opposition’s campaign.

Otso Diretso senate slate created an issue against themselves for questioning the rationale behind the government’s plan to put up dams and condemning the idea of sourcing loans and technical expertise from China to expedite the construction of the dams.

But dams make inexpensive reservoirs which can mitigate flash floods and allocate water for irrigation, much need supply for water-starved Manila Water and Maynilad and for hydropower plant that could add to the critical energy generation for the entire Luzon. Makes us wonder therefore why the opposition thought it was a bad plan.

once aired his beef noting that many parts of Central Luzon are submerged in water when rains come but would ironically suffer shortage when summer sets in. Part of the solution is for the government to construct dams in Kaliwa and Laiban a plan which the opposition opposed.

There is the vast Laguna Lake where raw water can be drawn and processed, something which the water concessionaires can do with the billions that they collect from consumers for distributing waters supplied by the government/ Metropolitan Water and Sewerage System. Sadly they would rather wait for government to do that for them. Something has to be drastically done, short of dismissing MWSS officials as the President had announced but that will be altogether another story.

The lake water is an alternative source for Metro Manila in the same manner that in Davao City, DCWD had entered into a contract with Apo Agua Infrastructura, Inc., to tap the surface water of Tamugan and Panigan rivers. Mt. Tipolog is the main recharge area of the twin rivers which had been reforested and well-guarded by the Indigenous tribes. Opposite the river banks of Mt.Tipolog

moreover is the presence of banana and flower plantations and livestock operation that are located in the slopes which are part of the protected watersheds of Panigan. Organic and pesticide pollutants have to be totally eliminated as these are health hazards.

These should be immediately addressed by the new members of the Legislative Council in the same manner that the Laguna Lake Authority must address the pollution problems with iron hands.

The pollution problems in Laguna Lake are thousand times worse than that of Tamugan and Panigan rivers given the various heavy industrial establishments and trash from habitations that ringed the lake.

However, just the same, the issue of pollution poses as a big challenge given the fact that these two potential sources of water are on the pipeline for development.

The meager source of fresh water in our earth has to be conserved and preserved by us. There are no more galactic forces to guard our earth as the Avengers have done their final and mythical end game.

Mother, son, militiamen arrested in Claveria raid 2019 Brigada Eskwela: Matatag na Bayan para sa Maunladna Paaralan

To provide the learners with the essentials of quality basic education, the Department of Education - Division of Misamis Oriental, headed by the Schools Division Superintendent Randolph B. Tortola, held its kick-off program to launch the 2019 Brigada Eskwela last May 20, 2019 with the theme “Matatag naBayan para sa Maunlad na Paaralan.”

Launched in 2003, Brigada Eskwela is the National Schools Maintenance Week that aims to bring together all education stakeholders to participate, promote and contribute their time, effort, and resources to prepare public school facilities for theupcoming school year.

All school heads took the lead in planning the activities geared towards making the schools ecologically conscious, resilient, clean, safe and conducive to learning. Not only teachers but also parents, barangay officials, employees of different government agencies and the local government

unit participated the event.

The private sector also contributed in cash and in kind. The series of activities were conducted such as cleaning the campus, painting of classrooms and tree planting.

To ensure that all public schools implemented the said program, Schools Division Superintendent Randolph B. Tortola instituted monitoring officials who are required to submit a report on the conduct of the 2019 Brigada Eskwela on the schools districts they are assigned. We are happy to find out, on the basis of the evaluation and validation, that it was not just plainly promoting the so called bayanihan spirit among the education stakeholders but more on achieving the common goal of nurturing lifelong learners whose values and competencies enable them to contribute meaningfully to nation-building. In summary, the 2019 Brigada Eskwela week-long activities within the Division of Misamis Oriental was successful.

1 killed, 2 hurt in Zambo canning factory explosion ZAMBOANGA CITY -- One died while two others were injured when an industrial steam machine of one of the canning factories here exploded before noon Tuesday, the police said.

Major Chester Natividad, Police Station 9 chief, disclosed the explosion occurred around 11:30 a.m. Tuesday at the Southwest Asia Canning Corporation in Calle Dumagsa, Zone 1, Barangay Talisayan, some 26 kilometers west of City Hall.

Natividad identified the fatality as Zacarias Rico, 49, an assistant operator of an industrial steam machine or commonly known as a boiler.

Wounded were Francisco Dumagal, 39, boiler operator; and, Mark Anthony Villaflores, 28, safety officer.

Natividad said initial investigation showed the victims were undertaking repair works when the boiler suddenly exploded.

He said the estimated cost of damage was placed at PHP1.5 million.

CLAVERIA, Misamis Oriental--Armed with a search warrant, the Criminal Intelligence and Detection Group (CIDG) backed by the Special Action Force of the Philippine National Police (PNP SAF) and the Regional Mobile Force Battalion (RMFB) seized a cache of firearms and ammunitions shortly after it raided the compound of Salvaleon family in Barangay Malagana at dawn yesterday.

The raid resulted to the arrest of Mrs. Gertrudes Salvaleon, her son, Reagan, and members of the Citizens Armed Forces Geographical Unit (Cafgu); and allegedly yielded several high-powered firearms, and sack of ammunitions.

The yielded firearms included armalite rifles, M14, M16, and hundreds of live ammunitions.

In an interview over a local radio stations, Mayor Miraluna Salvaleon vehemently denied they owned the firearms seized by the CIDG. She said those firearms were owned by the military especially the Cafgus detailed at the family compound.

“Actually, wala man gyud sa sulod sa family compound nakuha ang mga armas pero sa gawas ra. Gani kana nga mga armas iyaha na sa mga Cafgu nga nagabantay sa family compound,” said Mayor Salvaleon, who was just

re-elected in last May 13 local and national elections.

The town mayor said she suspects a certain Jaime Cawasan was behind the raid as he surrendered to authorities the other day.

Family feud Mayor Salvaleon narrated how the feud between the Salvaleons and Cawasan (also known as “Dudot”), a former member of the New People’s Army (NPA).

She said: “It all started when this certain Jaime Cawasan mortgaged the 38,000 hectare family land to the Salvaleon family.”

Such transaction, the mayor said was not known to the Cawasan family as Jaime Cawasan only transacted with her mother, Mrs. Salvaleon.

She added that on many occasions Jaime Cawasan had requested for “add ons” until the mortgaged amount reached to P2 million.

The mayor said Jaime and his family wanted to take back the land and promised to pay the mortgaged amount in staggered basis, but it did not happen prompting the Salvaleon family to return the land.

It gained the ire of Jaime, said Mayor Salvaleon. She said Jaime started harrassing the Salvaleon family such as burning the family tractor, death threats and all other types of harassments.

“Pamatyon daw mi niya tanan so sa kahadlok ug kabalaka sa akong inahan mao to nga nagrequest pud mi sa services sa mga Cafgu mao naa sila sa among compound nagbantay matag adlaw,” the mayor said in vernacular.

Influential family The Salvaleon family was reported to be the most influential family in Claveria town and they

owned a lot of business in the area prior to joining politics.

Pair of Philippine eagles ready to take flight to Singapore DAVAO CITY -- The two captive-bred Philippine Eagles - Sambisig and Geothermica, are ready to take their flight on June 4 to Singapore on a 10-year mission to help government and the Philippine Eagle Foundation (PEF) raise awareness on Philippine wildlife conservation to the international arena.

Andi Baldonado, the PEF Development Program Manager, said it aims to get more people to support the mission of Sambisig and Geothermica. Sambisig is a 17-year-old captive-bred female Philippine eagle while Geothermica is a 15-year-

old male born to parents Junior and Kahayag on January 7, 2004.

Baldonado said the travel of Sambisig and Geothermica is covered by the Wildlife Loan Agreement signed between Department of Environment and Natural Resources (DENR) Secretary Roy Cimatu and Dr, Cheng Wen-Haur of the Wildlife Reserves Singapore (WRS).

Currently, the government and PEF are preparing for the flight of Sambisig and Geothermica via Philippine Airlines.

Keepers of WRS and PEF are also on hand for

exchange of knowledge and the safe transport and care of the pair, especially in the quarantine phase.

Dr. Jayson Ibañez, the PEF Director for Research and Conservation, said there is a standard transport so that the Eagles will not be exposed to stress. The cabin is well prepared such as the provision of the leather hood, proper carpeting, roof with soft cushion.

They are also looking at securing facsimile passport so that they remain to be Filipinos on a mission just like the overseas Filipino workers.

Loaning a pair of Phil-

ippine eagles is a 10-year work before finally taking off with the signing of the agreement. It took a decade for the crafting of the concept until the major push happened when incidents of avian influenza hit Pampanga in 2017.

SoCot cops note downtrend in crimes vs. children GENERAL SANTOS CITY -- The number of recorded crimes against children in South Cotabato province has continued to decrease since last year, thanks to the success of Oplan Tokhang and improved awareness on the problem among residents.

Lt. Josie Alog, women and children section chief of the South Cotabato Police Provincial Office (SCPPO), said Tuesday the recorded crimes against children in the province’s 10 towns and lone city dropp ed by nearly half since last year.

In 2018, Alog said they recorded a total of

239 cases, which was 45 percent lower than the 524 in 2017.

Alog said they saw the same trend in the first quarter of the year, with a total of 39 documented cases that included acts of lasciviousness, incestuous rape, attempted rape, and statutory rape.

Alog attributed the decreasing incidence to their continuing information and education campaigns in local communities as well as the success of the government’s “war against illegal drugs” under Oplan Tokhang.

DATA science is an interdisciplinary field that uses scientific methods, processes, algorithms and systems to extract knowledge and insights from data in various forms, both structured and unstructured, similar to data mining.

When the Internet became a phenomenon in the last 20 years or so, that’s when data science also became trendy although the practice has already been occurring in advanced countries as early as 1960.

Today, there is a growing number of data science employees in the Philippines. Aptly, they are called data scientists and they are usually employed by corporate firms as well as government agencies

who need these people such as DOST, Phivolcs and NBI. Just like other fields of knowledge, these scientists also adopt their own continuing education. Thus, they educate themselves with the latest in predictive analysis, data visualization, machine learning and big data, inviting speakers from abroad.

Although not really hyped among the masses but data science is essential in virtually everything the Philippine government does. Of course, the stuff is available online too.

All one needs is a sense of curiousity and a knack for perseverance for everything you can possibly need to know about the field is available online on YouTube.

Capacitating HS graduates thru work-based skills training

MANILA -- While having a college degree remains the best way to get into a high-paying job or a stable career, it is not the only means by which you could land a good job and secure a bright future for your family.

Joey Rosal, EEI Corporation Skills Training and Certification Group senior manager, believes in this idea, emphasizing that high school graduates have huge potential to be employed if provided proper industry training.

“Hindi rin naman lahat tungkol sa trabaho ay matututunan mo sa paaralan. Alam naman natin na talagang malaki ang gap between the academe and the industry so we as part of the industry we’re trying to fill the gap with a good program so we can prepare the youth with acquired

competency and knowledge in the skills that they will choose,” Rosal told the Philippine News Agency (PNA) in an interview.

EEI Corporation, a construction company that provides a wide range of engineering services -- construction of large scale, heavy and industrial projects as well as infrastructure and property development, is one of the companies that partnered with the Philippine Business Education (PBEd) in providing skills training that may lead to employment through its YouthWorks program.

10 CAAP remits P3.5-B dividend to nat’l gov’t

MANILA -- The Civil Aviation Authority of the Philippines (CAAP) on Tuesday announced that it has remitted PHP3.5 billion in dividends to the national government for 2018, the highest in its history.

In an interview with the Philippine News Agency (PNA), CAAP spokesperson Eric Apolonio explained that the increase in CAAP’s income was due to several factors.

CAAP’s income, he said, comes from the 42 airports that it manages, overfly fees, take off and landing fees, parking fees, and aviation schools.

RJ added that he wants to work and earn his own money in order to free his parents from the responsibility of sending him to college.

PBEd Executive Director Love Basillote said YouthWorks is a five-year training program, where industries commit to create at least 1,000 work-based training positions per year for the youth who are not in education, employment or training.

Basillote added that PBEd launched the program last year with the United States Agency for International Development to help the youth gain work experience so they could be empowered to drive democracy, economic growth, and transformation of the country.

“For our Metro Manila drive, just two weeks ago we were in Quezon City, in addition to our drive here in Makati and around 450 youth registered there. So, why do we promote techvoc (technical-vocational) because I came from a family supported by tech-voc at ang lola ko ay isang weaver at ang lolo ko ay isang karpintero (and my grandmother is a weaver and my grandfather is a carpenter),” she said.

Through their hard work, Basillote related that her grandfather and grandmother were able to raise all their children and send them to school.

“They provided a better future not only for their children but for their grandchildren as well,” she added.

The process YouthWorks is open to 18 to 24 years old who finished high school before or after the K to 12 implementation.

They can register and be part of the training for possible jobs in construction, manufacturing, agriculture and fisheries, energy, and banking and finance as long as they are not in education, employment or training.

Interested youth must prepare their birth certificate, high school diploma and proof of parents’ or family’s income.

To know where they can register, they can check PBEd’s website for the recruitment drive schedules.

Successful applicants will be matched with the available industry and life skills training programs based on their credentials.

The life skills training includes personal development, communication with other people, work ethics, leadership, safety and health

in the workplace, rights and responsibilities of employers and employees, and financial literacy.

All trainees will be provided with training allowance and a certificate after they have completed the work-based training.

Youth empowerment Believing in the capabilities of the present-day youth, Rosal said young people sometimes need a chance to get a job and become productive members of society.

“Magandang opportunity ito in empowering the youth and nagpapasalamat kami na nakasama kami sa mga workforce training program with the University of Makati para makatulong sa mga kabataan (This is a good opportunity in empowering the youth and we thank [PBEd] that we’re one of those that provide workforce training program with the University of Makati to help the youth),” he said.

Rosal explained that the University of Makati will train successful applicants for a month. Afterwards, EEI will provide them industry training for 20 days.

“Then, one month actual training at the job site then we’ll employ them into our workforce. We’ll accommodate 30 youth for masonry and 30 youth for tile setting, and this program that we have is for males, may be other partners can accommodate the female applicants. We believe that these youth can do the job, they’re physically fit for the job,” he said.

To ensure their healthy work relationship with their bosses and co-workers, Rosal said EEI has included personality development and values formation in their training program.

He added that the airlines submit a flight plan if it would pass the Philippine air space, and there is an automatic billing for that.

The CNS/ATM, according to Apolonio, has been operational since 2018. Its full operation started in January 2019.

Managing 42 airports contributed significantly to the increase in CAAP’s income.

“The landing and take off fees in all 42 airports have increased (last year).

A substantial number of these airports have also increased their terminal fee,” he remarked.

Concession fees, not just from the airlines but also from others using the airports, are another contributing factor.’

Meanwhile, CAAP announced that its computed dividend for 2018 was only PHP958.5 million. However, it reported excess cash of PHP2.55 billion, and thus remitted PHP3.5 billion dividends.

CAAP did not remit any dividend from 2011-2015, arguing that “it has full fiscal autonomy”.

“The Chinese investors who originally wanted to invest in Phividec but were displaced by the state-owned company of China, were asking if we could supply them with electricity at a rate of P3.50 per kilowatt hour (kWh) but I told them that is impossible because our rate per kWh is already P11.00” he added.

However, Vera Cruz is confident there is sufficient electricity in Mindanao to power the Iligan ISP even with the incoming ISP at the Phividec Industrial Estate in Villanueva and Ayala Land’s Habini Bay mixed-use development in Laguindingan, Misamis Oriental.

He cited the present oversupply of electricity and nearby sources like GN Power Kauswagan coal plant and the incoming VisayasMindanao Interconnection Project of NGCP as indications the supply of enough electricity should not be a problem in the near or distant future.

Sources at the local Iligan power utility said large-scale industrial plants like the planned ISP can actually procure their own power supply from generation companies (gencos).

“As the franchised power utility serving Iligan City, ILPI will only bill them for distribution wheeling or connection charges plus mandated government charges such as lifeline subsidies, and VAT and the NGCP transmission charge (for non- embedded gencos).”

“Our bulk power rate is around P1.50 lower than our residential rate or around P9-P9.50 per kilowatt hour (kWh),” said the source who preferred to remain anonymous.

“Once Retail Competition and Open Access (RCOA) and the Wholesale Electricity Spot Market (WESM) are in place in Mindanao as mandated under the Electric Power Reform Act (EPIRA), that would be the direction,” he added.

Meantime, ILPI has a Distribution Wheeling Service Agreement (DWSA) with bulk power users like PILMICO and Republic Cement, who have their own Power Supply Agreements (PSAs) with independent power producers or gencos.

“Hence, ILPI shall take care of the power supply for captive market custom-

ers who are not eligible for RCOA. The wheeling service is for contestable customers with demands of 500 kilowatts (KW) and above.”

Distribution wheeling service is exclusive right of distribution utilities like ILPI by virtue their franchise. NGCP transmission services/charges would only be foregone if the power supplier is within Iligan, and does not require the use of the National Grid Corporation of the Philippines.

Besides the price of electricity, another sticking point of the current negotiations with interested investors is the mode of payment for the back taxes owed by the defunct NSC to the City Government of Iligan.

“We have to agree first on the price the investor will pay for the back taxes NSC owes the city government and then hopefully we can close the deal with them.

Two years ago, the Iligan City government assumed full ownership of the defunct National Steel Corp. (NSC) plant in November 6, 2017 after the liquidator failed to redeem the company’s real properties of over P5 billion real property back taxes owed to the LGU following the expiry of the one-year period prescribed by the city treasurer’s office.

Iligan City acquired all NSC assets including its lands, buildings, machineries, facilities, equipment, tools, scrap, parts, et. al. by virtue of a Tax Delinquency Auction Sale last October 19, 2016.
