ISAMIS ORIENTAL: Misamis Oriental is adopting measures to cushion the impact of the COVID-19 pandemic as a way of welcoming the “new normal” economy, Provincial Governor Yevgeny Vincente Emano said Friday.

He said that the people of Misamis Oriental are ready to welcome the “new normal” condition in June as the provincial government embarks on alternative steps to reinvigorate the local economy.

Agusan frontliners relax with aromatic steam bath

R O S P E R I DA D, Agusan del Sur--Frontliners and health workers in this province can now rejuvenate and detoxify their tired bodies after 24-hour duty at the hot steam bath chambers available at the Provincial COVID-19 Task Force Emergency Operation Center and at the provincial hospital here.

Gov. Santiago Cane, Jr. initiated the setting up of the steam bath rooms as a step ahead to protect the protectors, citing the frontliners at the different checkpoints of the provincial boundaries of Agusan del Sur and health workers at the D.O. Plaza Memorial Hospital (DOPMH).

Frontliners and health workers from the Rural Health Units of the 13 towns and Bayugan City of the province can also use the

steam bath therapy facilities.

The facility can accomodate at least 8 persons per chamber.

He said the initiative has been inspired by the experience of Interior and Local Government Secretary Eduardo Año who revealed that it was the traditional steam therapy that helped rid the COVID disease from his body system.

Año has reportedly used traditional remedies like inhaling steam from boiling water and gargling with salted water although there is no evidence that steam therapy can kill the coronavirus or that salty water can prevent respiratory diseases, according to the US Centers for Disease Control and Prevention and the World Health Organization.

Cane’s younger sibling, Engineer Roderico Cane, offered his award-wining invention, a innovative pneumatic boiler that produces steam for the disinfectant chambers separately avail-

able for female and male frontliners and health workers.

Roderico recommended the lacing of a lemon grass essential oil on the conical steam chimney of the steam rooms of which he said its aromatic smell will help relax the human body and remove its toxins.

“There’s no harmful effect of the lemon grass essential oil since this is a food supplement,” Roderico said.

The pneumatic boiler he invented won first place

in the Mindanao Inventors Conference and Exhibits in 2009. The boiler uses rice hull as its fuel is an efficient machine which boil water in just two hours in contrast to the traditional LPG-fueled boiler which takes four to six hours of heating.

The steam bath chambers at the Emergency Operation Center and DOPMH however used the LPG fuel since it could produce steam towards the chambers for only two minutes.

The rice hull-fueled pneumatic boiler has

been used by Roderico’s Joy Tablesauce Company in Butuan City which mainly produce banana ketchup and food supplements such as lemongrass capsule and hydrosol.

Roderico , a mechanical and industrial engineer, made the rice hull powered pneumatic boiler after realizing that the company spent P90,000 a month for the LPG consumption because of the long period of time that will be needed before getting to its boiling temperature.

With his invention, the company lowered its fuel cost by 90 percent while productivity increased by 30 percent.

Burnt rice hulls can be also used as carbonated hulls which is a good soil conditioner to make vegetable plants grow healthier.

Already, Roderico’s machine was fabricated by a cooperative in Bohol producing the famous Calamay, a sticky sweet delicacy made of coconut milk, brown sugar, and ground glutinous rice. It can also be flavored with margarine, peanut butter, or vanilla. Kalamay can be eaten alone or can be used as a bread sandwich.

BECAUSE of the new normal, every aspect of the labor force worldwide is now practicing work from home for some of its employees.

That holds true for DepEd, too. Personnel considered as high-risk individuals shall be prioritized for home from work arrangement.

Persons who are at high risk of being infected are elaborated as those 60 years old and above, those who are immunocompromised or with co-morbidities and pregnant women. The work from home is not just an initiative of DepEd but is a compliance of Civil Service Commission Memorandum Circular 10, s.2020.

Cagayan de Oro City Division Memorandum 245, s. 210 stipulated an alternative work arrangement in which all personnel will report for two days and render eight hours service a day. In this work scheme, each personnel is required

to submit an Individual Workweek Plan and an Individual Accomplishment Report which give details on job-related tasks that were done in the office and at home. This is a monitoring and reporting mechanism of the Division Office to validate performance of assigned work and functions and ensure delivery of essential services and priority programs.

The weekly work plans and accomplishments are important to school heads, supervisors, unit and section heads, division chiefs and regional directors in accountability on the welfare of staff, ensuring the continuous delivery of technical assistance and guidance to teachers/school heads/ non-teaching personnel/ supervisors to keep them productive at this time of GCQ, development of proposals to the LGU and respective schools division for school concerns at this

time of GCQ, providing information on lessons or skills learned during this crisis that can be shared/ applied later on at work and reporting to DepEd. Even if school administrators and other DepED personnel do not physically report to the office daily, the communication flow is not hampered by the absence of physical gathering. Similar to other offices and departments, the whole DepEd utilizes video conferencing. Even the teachers themselves initiate this kind of virtual gathering to convey important directives and clarify tasks and future plans relevant to their functions.

Through these initiatives, DepEd personnel, officials, and school administrators continue to render service and produce outputs and results even outside the office.

1) When did you start your ice cream business?

Creamistry is a very young business. It started in the midst of the city under community quarantine where most of us are very affected of the present crisis. Some businesses stopped, employees suddenly become unemployed, so do we. Our resources started to deplete given we are eating everyday and no income is earned. Then I sincerely asked the Lord to give me ideas on how could I possibly generate income when most of the residents of Cagayan de Oro are barely leaving their

homes. Then God reminded me of our typical teenage bonding during college days. We used to make ice cream as snacks on a hot afternoon way back years ago. From then on, l started searching for unique flavors that are catchy and will tickle the customers’ curiosity on how does this ice cream taste because palate really matters in the food industry. With the help of my brother, I was able to sell my first batch of homemade ice cream to his officemates and the feedback is positive. That gave me a kickstart. I posted online and asked my friends to share

(The truth shall set us free) On October 13, 2019, a kindred spirit in the cooperative movement who was so passionate in advocating to correct a social wrong perpetuated by so-called Electric Cooperative in Davao del Norte was murdered for fighting for what is right, what is true and what is just. Mr. Glenn Ordonio, the Finance Officer of the Davao del Norte Electric Cooperative which is registered with the Cooperative Development Authority had been brutally killed by cabal of vested interest which served as a clear warning to his colleagues not to pursue anymore their advocacy to fight for social justice or else they too will be murdered – thus, DANECO did cease to exist. The overwhelming decision therefore of some 49,056 MCOs (memberconsumer-owners) in a referendum on May 2012 to be registered with CDA and to recognize the co-ownership of the members and really be a genuine cooperative bowed down to the 1,773 who voted for NEA. Perhaps the contention that the Philippines is a nation of coward people is worth contemplating.

In remembrance of a kindred who willingly gave-up his dear life for social justice, may I share this simple poem, Veritas Liberabit Vos, as I firmly

believe that Glenn is now in the loving embrace of the Unseen Being for serving the least of his brethren, the MCOs, sacrificing his very life so that their rights as co-owners of a multi-billion utility be recognized.

Social injustice looms in so many ways in a highly skewed societal order. It is seen in the life of the peasantry tilling the land not their own, and if they own the land, they do not control the mode of production and marketing. This is

the reason why everyone profits from farming except those who work under the excruciating heat of the sun – the farmers.

It is manifested in the life of the Filipinos who are victims of so many marketing layers as everything sold in this country, from needles to tractors, passes at least five marketing layers. A bag of Ammonium Sulfate fertilizer which is just bought in Ukraine at P100 per bag is sold in Mindanao at P1,500. Lipitor bought in New Delhi at 30 centavos per pill is sold in the Philippine pharmacies at P50.

But the height of social injustice is perpetuated in the life of the 11 million member-consumer- owners (MCOs) of so called Electric Cooperatives who until now are deprived of their fundamental right as shareholders of their respective multi-billion peso ECs. When computed, the total MCOs capital shares will reach more than a trillion pesos which until now remains unrecognized!

Every time the MCOs will claim such right, they will just be told that they have only contributed P5 as membership fee. The truth is, in the unbundling of their monthly payment, it is shown that from the very beginning, each MCO has

been paying two items as their patronage contributions which are: a) the total amortization cost which is about P0.36/kWh and b) the provision for Reinvestment which is about P0.11/kWh. This means a monthly capital contribution of about P94.54 based on the monthly consumption of about 200kWh per month or about P1,134.48 per year. After all these years (about 65 years as MCOs), each one has a total patronage capital contribution of about P70,000. This is very categorically stated in the EC’s By-Laws under Sec. 1, Article 2, “the members are the joint owners of the Cooperative with their individual equity in its assets determined on the basis of their patronage.”

I was informed that the MCOs are not even notified of their respective patronage capital contribution which is contrary to the provision of the By-Laws under 2(b) Article VII, “. . . within a reasonable time after the close of the fiscal year notify each patron of the amount of capital so credited to his account.” There are about 119 ECs in the country and in region 10 alone, we have about eight, namely: See TRUTH, page 11

Reinvent, recover, move on We have to be prepared for the ending of this stayhome dispensation. Hopefully it will be soon. We just cannot be held in lockdown mode indefinitely. One day, we just have to go out and try to do the usual business as normally as possible.

Definitely, things will not be the same. There may be new circumstances that will only have a short life-span. We just have to bear them and try to make the most out of them. But we also have to be ready to contend with those that may last till death.

The important thing is that we should not allow ourselves to be dominated by gloom, sadness, feeling of frustration and discouragement just because things would not be the same as they were before the pandemic.

We just have to learn to move on, doing whatever is necessary to adapt to the new things that will surely come about. No need to waste time to lament over lost opportunities, quashed dreams and ambitions. To be sure, life still has a lot

more to offer us, and it’s up to us to face the new challenges that actually offer us new opportunities.

Thus, we have to learn to be resilient, knowing how to re-invent ourselves to tackle more effectively these new challenges and opportunities. Let’s remember that if one door closes, another one opens.

Let’s recover our zest for life. And if need be, let us just grin and bear it, never allowing our smile and sense of humor to disappear.

Let’s remember that God is always in control, and that with him everything works always for the good, including things that can cause us great pain and suffering. Thus, the first thing to recover and to keep strong and vibrant should be our spiritual life, our life of faith, hope and charity, our piety, our prayer and spirit of sacrifice.

We already have all the means to protect ourselves, defend and conquer the bad spirit that can insinuate itself into our life. We have God’s word, we have the

sacraments, we have the edifying life-testimonies of saints and many other holy men and women, including those who are still alive.

It’s really up to us to choose which way we want to take in facing a new chapter in our collective life after this horrible pandemic. Of course, we need to study things very well.

We have to learn to listen to all parties with different and even conflicting views, then weigh the various possibilities and options they offer us.

There will always be some kind of general guidelines that all of us should follow. But in the end, what we choose should be something that is adapted to our personal situation.

And while we have to make our own decisions, always taking some unavoidable and calculated risks along the way, let’s always assume a sportsman’s attitude. We should do our best to play the game of life to win, but we should not forget that in spite of everything, there is always the possibility of

a loss or a defeat.

So win or lose, up or down, we should just move on, knowing what is absolutely essential in our life that can always be attained by us, no matter what happens in our life. If we have the proper spirit, we know, as mentioned above, that everything will always work for the good in him who is with God. Thus, the ultimate secret, the most reliable key to the real success of our life, is to be with God. Let’s remember that he was the one who started everything in us, and he will also be the one to complete and perfect things. Ours is simply to go along with him in good times and bad, in our successes and in our failures.

This truth of our faith should never be lost as we enter a new, post-Covid19 phase in our life.

DA-10 ensures livelihood, food security in response to COVID-19 DALWANGAN, MALAYBALAY CITY, BUKIDNON – In a bid to address food security during the COVID-19 pandemic, the Department of Agriculture in Northern Mindanao (DA-10) has turned over native swine piglets, Itik Pinas and mushroom fruiting bags to some farmer-associations and rural improvement clubs (RIC) in Bukidnon and Misamis Oriental.

Three associations each received 12 heads of native swine piglets with a total amount of P19,602.00.

Beneficiaries include, Miarayon Farmers Association of Talakag, Bukidnon, Del Monte Foundation, Inc. of Manolo Fortich, Bukidnon and San Isidro Farmers Association of Medina, Misamis Oriental.

“Dako ni ug ikatabang sa panginabuhian labi na kanamo, mga kababainhan.

Daghan pa ang matabangan kung manganak ni pohon,” said Zaida D. Bueanbisto, RIC president of Miarayon, Talakag, Bukidnon.

[This would be a great help especially to us, women. In time, when they bear offspring, more women can benefit of it.]

Meanwhile, the Tigkalaan RIC of Talakag, Bukidnon

received 75 heads of Itik Pinas amounting to P7,500.00.

OIC-Regional Executive Director Carlene C. Collado of DA-10 said, “The intervention provides livelihood and food security for said beneficiaries.”

Native Swine piglets and Itik Pinas are the production of DA-10’s research station, the Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC)

in Dalwangan, Malaybalay City “Said intervention is one of the main sources of cash income in rural areas and provides financial safety umbrella, especially on the onset of COVID-19 pandemic,” RED Collado added.

He further said, “aside from that, native swine production promotes self-sufficiency and provides greater food security

and increases income.”

Meanwhile, farmer-associations in Don Carlos and Dalwangan, Malaybalay City in Bukidnon and one RIC of Miarayon, Talakag, Bukidnon, each received 100 pieces oyster mushroom fruiting bags with a total cost of P10,500.00.

Mushroom fruiting bags which costs P35.00 each could lasts for three months of continuous food supply for every

household.

Each bag has an estimated production of 200 grams within the said period, which provide guaranteed food.

DA-10’s mushroom production target of 20,000 fruiting bags is an immediate COVID-19 response from its three research stations, Research Center for Upland Development in Dangcagan, Bukidnon and Research Cen-

ter for Hillyland Development in Claveria, Misamis Oriental and NMACLRC in Dalwangan, Malaybalay City, Bukidnon.

Carmelito Lapoot, the officer-in-charge of DA’s Research Division shared, “providing immediate food assistance is one of our efforts in improving lives. We have to increase production effectively and efficiently.” (ATCabig)

MANILA – The Department of Tourism has issued “new normal” guidelines for accommodation establishments (AEs) amid the coronavirus disease 2019 (Covid-19) pandemic.

Released on May 25, the Health and Safety Guidelines Governing the Operations of Accommodation Establishments covers the operations of AEs in the areas of guest handling, reception and concierge, rooms and housekeeping, food and beverage service, kitchen sanitation and dis-

infection, public areas, hotel and transport service, engineering and maintenance service, business practices and management, and suppliers of goods and services.

In a statement, Tourism Secretary Bernadette Romulo-Puyat assured stakeholders this would “prove responsive” to the needed changes amid the health crisis.

“The tourism sector, with the support of the government, will recover and resume once travel restrictions have been lifted

following the safety protocols and measures for the new normal in travel,” she said.

Under Section 5 of the guidelines, an AE is required to have the guests complete a health declaration form upon check-in, to encourage online payment upon booking, and to conduct body temperature checking using a thermal scanner.

Only guests cleared during screening shall be allowed to enter the hotel perimeter to check-in.

2GO shifts gears to reunite OFWs with their families 2GO Group Inc shifts to higher gear its passengers’ service operations to support government’s directive to speed up the homecoming of over 24,000 overseas Filipino workers (OFWs) stranded in Metro Manila due to the coronavirus pandemic.

The group, which operates the Philippines’ largest integrated supply chain, said it is “ready, willing, and capable”’ of safely transporting the locally stranded OFWs and other individuals to the Visayas and Mindanao

regions. In fact, 2GO has been supporting the Balik Probinsiya program of the government since it started.

Last May 24, two of its vessels -- the M/V St. Therese of Child Jesus and the M/V St. Leo the Great -- left Manila with 1000 repatriated Filipinos on board who were finally on their way home after being held up in the capital while undergoing the mandatory 14day quarantine since April.

2GO’s fleet of passenger ships has made numerous hassle-free trips between

Manila to its 12 service ports in Visayas and Mindanao ranging from Bacolod down to Zamboanga.

To ensure safety and wellness of its passengers and crew, 2GO management has set in place strict health and sanitation protocols that are being enforced to the letter. New sea travel guidelines are also being implemented such as social distancing in the sleeping and dining areas, regular temperature checks and less contact with crew throughout the trip.

SECTION 4. GENERAL PROHIBITION ON GAMBLING. It shall be unlawful for any person to participate directly or indirectly in any game scheme or activity that involves placing of money or any article as bets and where winning is dependent upon luck/chance, skill or both. Minors are also hereby prohibited from participating directly or indirectly in any forms of gambling.

Provided that, no person shall allow any form of gambling mentioned in Section 5 of this ordinance to be conducted or carried on in any real property that he/she owns or under his/her administration. In addition, no person shall be allowed to conduct any form of gambling in any inhabited or uninhabited place of any building or dwelling.

Provided further, that no person shall possess any ticket, paper, matter containing letters, figures, signs or symbols which pertain to or are connected games prohibited herein, nor possess cards, chips and other gambling paraphernalia which have been used, or about to be used, in any form of gambling as mentioned in Section 5 herein. Mere possession of those things or materials before, during and immediately after the conduct of such illegal gambling shall be considered as a “prima facie” evidence for purposes of this ordinance.

SECTION 5. PROHIBITED ACTS. The following acts of gambling within the territorial jurisdiction of Oroquieta City are hereby prohibited, but not limited to: bingo, illegal cockfighting, spider fighting, “hantak”, tong-its”, jueteng, bookies for jai alai or horse racing, horse fighting and etc. that usually involves game fixing and other lotteries, card games, mahjong, slot machines and other mechanical game inventions or devices, boat racing, and other races, basketball games, boxing, volleyball games, soccer games, billiards and any ball games, dice games, computer or online, mobile games and the like and other contests that include game scheme, whether upon chance or skill, which does not have legal franchise from the national or local government or any other appropriate government agency, wherein the wagers consists of money or articles of value are made or in the exploitation or use of any other mechanical devices or contrivances to determine by chance the looser or the winner thereof.

SECTION 8. PENALTY CLAUSE. Any person found violating the provisions of this ordinance, shall be administratively fined the following:

a.) For violations of Sections 4 and 5:

1st Offense ------------------------------------ P1, 000.00 and two (2) hours of community service

2nd Offense ----------------------------------- P3, 000.00 and four (4) hours community service

3rd Offense ------------------------------------ P5,000.00 and eight (8) hours community service

The administrative fine enumerated above shall be paid to the City Treasure’s Office within 72 hours from the date of apprehension. Furthermore, the implementing agency who apprehended the violator shall receive 50% of the administrative fine; the funds generated by the barangay or police office shall be allocated for peace and order purposes, but not limited to. Provided, that in the case wherein the apprehending officer is from the barangay, they are to turn over the offender to the PNP. In addition, the offender which will render community service shall be supervised by the PNP.

Provided, further, minors apprehended shall be taken to the CSWD or PNP station. Their parents shall be notified and summoned immediately for disciplinary actions. The offending minor shall not be released without the presence of the parent/guardians. Parents and guardians shall be liable for the payment of the corresponding amount of the offense under Section 8.

PROVIDED, FURTHER, that the collection of penalties shall be shared in the following schemes:

50% (fifty percent) --------------------------------- City Government

50% (fifty percent) --------------------------------- Apprehending office/agency

SECTION 9. Failure on the part of the violator to pay the administrative fine as provided for in the immediately preceding Section shall cause the filing of a case in proper court and, upon conviction, shall suffer the following penalties:

a.) For violations of Sections 4 and 5: 1st Offense-fine of Php 1,000.00 and/or imprisonment of 5 days at the discretion of the court

2nd Offense - fine of Php 3,000.00 and/or imprisonment of 10 days at the discretion of the court.

3rd Offense - fine of Php 5,000.00 and/or imprisonment of 15 days at the discretion of the court

Provided, that in the case falling under Section 8 if after 72 hours a case is not filed with proper Court and the violator opted to pay the administrative fine, the City Treasurer’s Office shall accept the same with corresponding surcharge of five percent (5%) per month. And, if the case has been filed in Court and the accused opted to pay the fine in accordance with Section 8 hereof, the City Treasurer’s Office shall likewise accept the same as an administrative fine, with the corresponding surcharge of ten percent (10%) per month. Provided, further, that in the computation of the fine and the surcharge thereof under Sections 8 and 9, a fraction of a month shall be considered as one (1) month.
