Villar still richest senator

SENATOR Cynthia Villar retained her ranking as the richest member of the Senate based on her 2018 statement of assets, liabilities and net worth (SALN) released Monday.

Villar’s declared net worth as of December 31, 2018 was pegged at P3,719,941,858 with zero liabilities.

Villar was followed by Senator Manny Pacquiao, who reported a net worth of P3,005,808,000.

Pacqiuao declared assets amounting to P3,151,813,728, while registering liabilities amounting to P146,005,728.

The eight other senators who landed in the Top 10 richest are Senate President Pro Tempore Ralph Recto (P555.32 million), Senators Juan Miguel Zubiri (P182.85 million), Sonny Angara (P135.84 million), JV Ejercito (P132.82 million), Franklin Drilon (P97.72 million) Sherwin Gatchalian (P96.21 million), Grace Poe (P93.039 million), and Richard Gordon (P71.285 million).

RESIDENT Rodrigo R. Duterte has signed into law the Magna Carta of the Poor which is meant to uplift the standard of living and quality of life of impoverished Filipinos.

Duterte signed Republic Act 11291 on April 12, 2019 but a copy of which was released to media on Monday (May 27).

Under the law, “the government shall establish a system of progressive realization or implementation to provide the requirements, conditions, and opportunities for the full enjoyment or realization of the following rights of the poor, which are essential requirements towards poverty alleviation.”

It also states that there will be a non-diminution of the rights of the poor or that “all other rights of the poor provided under existing laws shall remain in full force and effect.”

Within six months from the effectivity of this act, the National Anti-Poverty Commission (NAPC) shall, in coordination with the government departments and agencies, with the participation of the local government units and the

basic sectors, promulgate rules and regulations to carry out the provisions of this Act. This Act was passed by the Senate of the Philippines as Senate Bill 2121 on January 29, 2019 and adopted by the House of Representatives as an amendment to House Bill 5811 on January 30, 2019.

It shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.

On April 17, Duterte also signed into law an act institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps).

ROTC Bill approved on final reading

THE House of Representatives approved on third and final reading House Bill No. 8961 or the proposed “Reserve Officers’ Training Corps (ROTC) Act,” which seeks to institutionalize, develop, train, organize and administer basic ROTC in Grades 11 and 12 in all public and private educational institutions.

The measure received 167 affirmative votes, four negative votes, and no abstention from the House Members.

THE Department of Education (DepEd) welcomed the revival of the mandatory Reserve Officers Training Course (ROTC) after its proposed implementation in Senior High School (SHS) passed the third and final reading at the House of Representatives.

San Franz still tops HIV cases

RESIDENTS of San Francisco should be aware that this booming town in Agusan del Sur tops cases of persons inflicted with human immunodeficiency virus better known as HIV. Chrisan Perez Ranario, Nurse II at HIV AIDS Core Team at D.O. Plaza Memorial Hospital (DOPMH-HACT), said San Francisco maintains its number 1 spot on people with HIV having 21 cases while notably the neighboring town of Prosperidad followed with 15 cases.

San Francisco was also recorded number 1 last year with the same number of cases and so with Prosperidad while Buenavista town in Agusan del Norte ranked third with 14 cases, Lingig town in Surigao del Sur with 10 cases

and Nasipit in Agusan del Norte with 9 cases.

Ranario noted some 79 HIV patients have discreetly sought medical help from DOPMHHACT clinic or more known as Heart Room since 1984 of which 23 of them already passed away while 27 who religiously frequent their checkup have shown dramatic improvement on their health.

She however warned that 50 patients no longer showed up at their clinic and are on the loose that can have sexual contact their dreaded disease to innocent people.

“In most cases, the parents of willing HIV victims are actually the ones who resisted medical checkup at TACT for reasons that their son or daughter might be ridiculed in public,” Ranario said.

2019 elections results: Harsher policies ahead

ADMINISTRATION-BACKED bets dominated the 2019 midterm elections especially in the Senate. The Duterte administration will certainly fast track its priority neoliberal policies as soon as the 18th Congress opens. It already used its super-majority in the 17th Congress to pass socioeconomic measures aggravating the country’s jobs crisis, poverty, and underdevelopment. More and harsher ones loom with many elected officials unlikely to favor any policy reversals from neoliberalism.

Questionable results The electoral success of administration-backed candidates and party-list groups was controversial. The 2019 midterm elections were marred by massive vote-buying, widespread breakdown of voting machines, and suspicious delays in the transmission of results. The Duterte administration also visibly used public resources not just to support its preferred candidates but also to sabotage the campaigns of its opposition. Progressive candidates, party-list groups, and their supporters were subjected to particularly virulent attack.

Duterte-endorsed Hugpong ng Pagbabago (Faction for Change) candidates took nine of 12 senatorial slots: Cynthia Villar, richest senator and wife of the country’s richest oligarch; Taguig representative Pia Cayetano; reelectionist senator Sonny Angara, son of the late senator Ed Angara; reelectionist and former senate president Koko Pimentel, son of former senator Aquilino Pimentel; Special Assistant to the President Christopher “Bong” Go; former chief of police Ronald “Bato” dela Rosa; Imee Marcos, eldest daughter of ousted dictator Ferdinand Marcos; jailed plunderer former senator Ramon “Bong” Revilla; and former Metro Manila Development Authority (MMDA) chief and presidential political adviser Francis Tolentino.

Many winning party-list groups are either linked with or outrightly backed by the administration: the Sara Duterte-backed Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) party-list; Duterte ally Gloria Arroyo-backed AKO Bicol Political Party (AKB); richest multi-billionaire congressman Michael Romero’s One Patriotic Coalition of Marginalized Nationals (1 PACMAN); Ilocos Norte warlord Rudy Farinas’ Probinsyano Ako; and Duterte-endorsed Marino, whose nominees are Davao-based businessmen. Election watchdog Kontra Daya described these groups as ”dubious and making a mockery of the party-list system”.

Meanwhile, the Makabayan bloc of progressive partylist groups defied systematic state-sponsored attacks and vilification to take six seats in the 18th Congress, only one less than it got in the last elections. Bayan Muna (BM) obtained over 1.1 million votes to get three seats for the first time since 2007. Gabriela Women’s Party (GWP), ACT Teachers Party, and Kabataan Party-list all won one seat each. The last member of the bloc, Anakpawis, whose farmer- and worker-dominated machinery suffered violent attacks and killings however failed to retain its seat in the House of Representatives (HOR).

Most of the HIV carriers checked by DOPMH-HACT health workers are males having sexual contact with same sex with 95 percent or 75 persons while 4 percent or 3 persons are female and 1 case of a pregnant whose child died after two months from birth while the mother died months later.

Ranario noted most of HIV carriers are coming from the Lesbian, Gay, Bisexual and Transgender community, some were from commercial sex workers , few from people having multiple sex partners and those infected with sexually transmitted disease.

The Provincial Health Office headed by Dr. Jacqueline Frances F. Momville is in the forefront of maintaining the heart room for HIV patients temporarily located at the old annex building of the DOPMH. Ranario aired her apprehension that the P3-million DOPMH-HACT building which is almost finished might be delayed in its operations for lack of nurses and doctors who will managed it.

The Department of Health (DOH) in Caraga expressed alarm over the increase in the number of people who had tested positive for the human immunodeficiency virus (HIV) in the region.

Caraga, as of February, recorded 17 new HIV cases, which were verified to have been acquired through sexual contact, according to the Sexually Trans-

mitted Disease/AIDS (acquired immunodeficiency syndrome) Cooperative Central Laboratory and reported to the government’s HIV/AIDS Registry.

Jose Llacuna Jr., DOH Caraga regional director, said 12 cases were reported during the same period last year.

Records from the DOH said 651 cases, with 69 deaths from HIV/AIDS, had been recorded in the region from 1995 to February 2019.

“We acknowledge that there is an alarming trend in the increase of HIV cases in Caraga and nationwide. We hope that through proper education we will be able to help in countering this increase and in [coming up with] better implementation of measures,” said Llacuna during the recent 36th HIV/AIDS annual memorial commemoration.

Duterte says Go can be senator until 2031 if ‘you just do your duty’

DAVAO City--President Rodrigo Duterte on Friday expressed confidence that his long-time aide and now senator-elect Christopher Lawrence “Bong” Go will perform well as a legislator and even serve for 12 years or until 2031 if “you just do your duty.”

Duterte advised his former aide in his speech during a Thanksgiving Dinner Thursday at the Arcadia Activity Center in Davao City Thursday to copy his style and always avoid corruption.

“Kung makuha ni Bong ‘yan, six years siya? Ang tagal niya. Di ba gikwentahan kita? (If Bong would get it, six years? That’s too long.

Did I tell you?) Compute for you? Sabi ko, six years ka. You just do your duty, perform another six years.

That’s 12 years. Wala kang problema magtrabaho (You have no problem working),” the President said.

A senator’s term of office is six years. The 12 newlyelected senators will serve until 2025 but they can serve for 12 years or until 2031 if

reelected in the 2025 polls.

Duterte also teased Go, who landed third in the senatorial race, to thank opposition senator Antonio Trillanes IV who made him to appear in a Senate probe last year, alleging the then Special Assistant to the President was involved in the Philippine Navy’s frigate deal.

The President said his appearance in the Senate and the way he defended himself was impressive, which made him popular.

“Sinabi ko (I told him),

‘Bong, just be on the right side. Senador ka balang araw (You will be senator one day),” Duterte said.

The President also said Go’s heading the health committee in the Senate is good.

“Health Committee. Good choice,” said Duterte, who reminded Go that he should take care of the people and always prioritize their interests.

The SEC f inding is clear: that Rappler Inc., has indeed violated the law when it allowed the entry of foreign investors and also allowed, specifically, Omidyar Network Fund LLC, to have control on ‘corporate matters’ of Rappler based on its own submissions to the SEC. Rappler however contended that its funding from Omidyar Network is through Philippine Depositary Receipts which “does not give the owner voting rights in the board or a say in the management or day-to-day operations of the company.

But the SEC have pointed out that the PDRs give foreign shareholders

control because of a provision that Rappler cannot change its corporate structure without their approval.

As the SEC noted, Rappler breached this constitutional limit when it allowed Omidyar to exercise control over its corporate affairs as provided for in their internal agreement, in exchange for a fund infusion of $1 million.

In the broader Philippine media industr y, Rappler is just one among the thousands of media entities in the country and whose operations have remained free.

To raise the fear of authoritarian rule under the Duterte administration is interpreting too much.

The facts established do not support such fear of media clampdown.

Therefore, the fate of one media entity found to have run afoul with the law translates to media repression in the country is stretching the argument a bit too much.

Our system of justice is based on the rule of law, which is, in fact, enshrined in the 1987 Constitution.

It means that the law applies to everyone. And the law must be applied the same regardless of race, gender, status or any other consideration.

Press freedom is for the brave

THINK a minute.

Years ago I visited someone in prison. I was deeply saddened as I watched all those people locked up, living their life inside a little room.

Tragically, although many of us have never been convicted of a crime, we still live our entire lives locked inside a prison. Saddest of all, we are the ones who build the walls that hold us inside, so we are not free to live our life to the fullest.

We become our own worst enemy—through our own wrong thinking about ourselves. Someone said: “When you lose your confidence, you lose the battle.”

In zoos a baby elephant is

tied with a strong steel chain to a large post. At first, the young elephant pulls and tries to break free from the chain; but finally it gives up and stops trying. After that, only a thin rope is needed to tie that huge, powerful elephant down and stop it from moving anywhere.

For the rest of its life that elephant believes the lie that it is too weak to break that thin little rope, so it never even tries again!

Sadly, in a similar way, if I let myself believe I cannot go any farther in life, even though it is not true, then I won’t. That is the destructive power of believing the lies of my own wrong thinking about myself. The enemy I

am fighting is in my own mind.

But it can happen the other way too. “Nearly every man wastes part of his life trying to show abilities he does not have to get other people’s approval he cannot keep.” A popular T.V. program in the U.S. is American Idol. It lets ordinary people show their singing talent.

The problem is some of them have no singing talent at all! Yet they believe they do! Remember: “You can’t put in what God left out.” So don’t waste your life trying to succeed at something you were not made to do.

There’s a saying: “The best psychologist is the one inside you.” But that is only

They have civil courage because they know the rules and they believe that following the rules will result in the orderly society that they value. As the book author described how social misbehavior is put down in Switzerland: “There’s always someone else who will say something — usually a senior citizen.”

Civil courage is defined in several ways. It is “a type of courage, related closely to heroism, in which a person acts bravely to intervene or take a stand in a social situation”. It is “ brave behavior accompanied by anger and indignation that intends to enforce societal and ethical

Prior to the 2016/17 school year, when the first cohort entered grade 11 of the new senior secondary cycle, basic education ended after four years of secondary education. With the enactment of the K-12 reforms, secondary education was extended from four to six years and divided into two levels: four years of Junior High School and two years of Senior High School.

All six years of secondary education are compulsory and free of charge at public schools. Since the construction of public senior high schools and classrooms still lags behind the need created by the K-12 reforms however, a new voucher system was put in place to subsidize SHS study at private schools. The voucher amount is capped and does not fully cover tuition at most private schools keeping this option out of reach for socially highly disadvantaged families.

The government sponsors study at low-cost private schools with tuition waivers and subsidies for teacher salaries in an attempt to “decongest” the overburdened public system. The Philippine “Educational Service Contracting” program (ESC) is, in fact, one of the largest such systems in the world.

Private high schools in the Philippines teach the national curriculum, must be officially approved and abide by regulations set forth by the Department of Education. The number of ESC tuition grantees increased by 40 percent between 1996 and 2012 and accounted for almost 60 percent of all private high school students in 2014, reflecting that publicly subsidized private education is a growing trend with increasing numbers of low-cost private schools now entering the Philippine market in the wake of the K-12 reforms.

Higher alcohol, tobacco taxes to fund Universal Health Care: Duque M

ANILA -- Department of Health (DOH) Secretary Francisco Duque III on Friday stressed the importance of passing the pending sin tax bills in the Senate to ensure sufficient funding for the Universal Health Care (UHC) program and improve health condition in the country.

In a press brifieng at the Department of Finance, Duque said the DOH envisions the Philippines as one of the healthiest countries in South East Asia by 2040.

“This can only be done if we keep Filipinos healthy and we provide affordable health care to those who

get sick, and these are the two main reasons why we need to increase tobacco and alcohol taxes once more,” he added.

More than being a means to raise funds, Duque said increased alcohol and tobacco taxes are a health measure which would keep Filipinos especially the youth away from smoking and drinking alcohol.

“It is harder for the youth to buy these harmful products for the youth when the prices of alcohol and cigarettes are higher.

We can only reduce consumption by making these ‘sin’ products less affordable to consumers,” he said.

Peso seen to remain firm vs. USD amid correction

MANILA – The Philippine peso is projected to trade between 52.00 to 52.10 against the US dollar this week after its recent correction following a two-week rally, Michael Ricafort, Rizal Commercial Banking Corporation (RCBC) Economics and Industry Research Division head, said.

The peso depreciated

by PHP0.47 or 0.9 percent week-on-week against the greenback last week and closed at a two-week low of 52.16.

He explained that amid the peso’s slight weakness, several factors are seen to continue lifting it up, including the report of the government’s record-high budget surplus last April amounting to PHP86.9 billion.

He said this particular factor is positive for the country’s credit rating, which received a notch upgrade to BBB+ with Stable

outlook from S&P Global Ratings last April 30, after the credit rater noted the country’s "healthy external payments position, contained fiscal deficits and stable public indebtedness”.

Another plus factor for the peso is the drop to twomonth low of crude oil prices in the international market because of concerns on the US-China trade issues, which, in turn, also resulted in lower US government bond yields.

The recent cut in the Bangko Sentral ng Pilipinas‘ (BSP) key policy rates and on domestic banks’ reserve requirement rate (RRR), the seasonal increase of remittance inflows from Overseas Filipino Workers (OFWs) in line with the school enrollment period, and the tail-end of vacation spending will further boost the local currency’s strength, Ricafort said.

“The revenues gathered from sin taxes provide the much-needed financing to realize our health reforms.

More people, especially the poor, are now covered by the national health insurance program and it enabled us to scale up our non-communicable disease (NCD) prevention program and to assist our tobacco farmers,” he said.

The DOH and Philheath need a total of PHP257 bil-

lion to improve the health insurance coverage of all Filipinos and expand the benefit packages they provide.

“We need to secure sufficient and sustained resources to ensure that the health system will be set up and transformed as envisioned in the next 10 years,” said Duque, adding that President Rodrigo Duterte and the Cabinet members have approved the DOH’s proposal on increased alcohol and tobacco taxes.

Duque also urged civil society organizations, medical communities, and health advocates to continue supporting the DOH in its campaign against alcohol and tobacco.

“Three out of four Filipinos agree that tobacco taxes must be raised based on the recent Pulse Asia Survey. There is clearly a demand from the people to get this done,” he said.

There are still nine days remaining in the 17th Congress for the pending bills on increased alcohol and tobacco taxes to be passed.

According to the World Health Organization (WHO), the bills could reduce prevalence of tobacco use nationwide while providing additional revenue

to fund the government’s UHC program.

The WHO said a tax of PHP90 per pack of cigarettes is projected to achieve the most substantial decline in the rate of people using tobacco.

“This translates to 14.5 percent by the end of the current administration’s term, from the 23.8 percent in 2015. A PHP60 increase, meanwhile, is expected to decrease the prevalence of tobacco use to 17.0 percent,” WHO said. (PNA)

Economic managers announce growth catch up plan MANILA – Economic managers have agreed to further strengthen coordination with other agencies, especially on acquiring permits and other requirements, to fast-track implementation of infrastructure and socioeconomic programs to meet 2019 growth targets amid the impact of budget delay.

Finance Secretary Carlos Dominguez III, in a statement after the meeting of the Economic Development Cluster at the Department of Finance (DOF) Friday, said officials of both the Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr) are optimistic of meeting their disbursement program for this year.

"To enable them to attain their targets, it would require close cooperation and support of other government agencies by expediting the approval of permits and other requirements,” he said, as he expressed hope that “no major weather disturbance will disrupt the implementation of the projects.”

The social protection programs that were agreed to be implemented faster include the national ID System, 4Ps, social pension, unconditional cash transfers, and fuel marking program.

Dominguez said that aside from these programs, the government will also “double its efforts in the agriculture sector, which

should expand by at least 2 percent per year.”

He explained that if the 2018 national budget was approved on time, growth in the first quarter of the year would have risen between 6.6 to 7.2 percent instead of the four-year low of 5.6 percent.

President Rodrigo R. Duterte signed this year’s budget only last April after the impasse in Congress.

Dominguez said that since t he gover nment worked on a re-enacted budget in the first quarter, there was about PHP1 billion underspending per day.

He, thus, stressed the need to put in a “carefully crafted and bold expenditure catch-up plan to enable us to hit a GDP growth rate of above 6 percent this year.”

He said spending from January to March this year reached PHP778 billion, little moved from year-ago’s PHP772 billion.

The programmed spending for this year amounts to PHP3.774 trillion, or about 19.6 percent of gross domestic product (GDP) while total infrastructure disbursement was set at PHP1 trillion or about 5.2 percent of domestic output.

Dominguez also noted the need for the participation of the private sector to help boost economic growth, thus, the enactment of the Ease of Doing Business in May 28, 2018 to entice more businesses.

He also said that “the Executive and the Legislative branches of government also need to work together

in passing legislation that allows for a business-friendly environment, such as the Public Service Act, Foreign Investments Act, and the Retail Trade Act.” The continued deceleration of domestic inflation rate, which declined to 3 percent last April after peaking at 6.7 percent in September to October last year, is also positive for the economy, he said.

"We will intensify our efforts to restore last year’s upward momentum in our growth rate,” he added.

DAVAO CITY — Around 200 young children participated in the 3rd Children’s Games at the Our Lady of Lourdes Parish at Central Park in Bangkal, this city, on Sunday.

Philippine Sports Commission (PSC) Chairman William “Butch” Ramirez said it was his first time to join the parade since the Children's Games was revived in May 2017.

"This is my first time to march after all several Children's Games we conducted for about 18,000 kids, we already lost count because I'm also from here and I

just live nearby," Ramirez said.

He thanked Fr. Toto Espana for caring for the welfare of the youth.

He then told young participants that the Children's Games is for everybody -- rich or poor.

"There's no nat ive, Christians nor Muslims since we are all Filipinos, we are one," he added.

Atillo reminded the new teachers that teaching does not only require intelligence but emotional quotient, because they are dealing with children.

“It is difficult to be a teacher. Children are very delicate population,” he said.

Asked if there are possible vacancies for new teachers, Atillo said there are, among others, new items approved by the Department of Budget and Management.

‘No pain, no gain’ in education A

S MANY would agree, sur viving college is not an easy task and completing a degree takes a significant chunk of this challenge. We also know that no matter how difficult it may be, many Filipino parents are determined to have their children obtain that college degree, whatever it takes.

This has been long part of family tradition and values through the years. The ultimate benchmark for success is usually associated with gainful employment and self-fulfillment in post-college careers.

On the other hand, many people equate not getting any college degree with failure. While I do believe this is a common misconception and not necessarily correct, I also think that college is an excellent training ground for taking on the easiest and most difficult tasks in life. College provides the soon-to-be professional readiness tools necessary in embarking on new tasks, more complex conditions, and in building his or her future. Success is measured not by the level of education one obtains but by the quality of life and sense of fulfillment one gains. Now that the country’s educa-

tional system has shifted into K to 12, it’s now giving our young generation more time to prepare themselves into the real deal adult life has to offer.

Early this year, I was fortunate to be awarded as one of the outstanding alumni of my college, the College of Arts and Social Sciences (CASS) at the Mindanao State University – Iligan Institute of Technology (MSU-IIT) in Iligan City. I personally received the recognition from MSU-IIT Chancellor Dr. Sukarno Tanggol and Dean Dr. Marie Joy Banawa in a gala organized by CASS. Alongside my college friend and now a colleague in government service, Bangsamoro Transition Authority Commissioner Mussolini Sinsuat Lidasan, and several other outstanding leaders in government and the private sector, I walked up the CASS stage once again. In 1999, I first walked up this stage to receive the College Leadership Award, having served as student council president and vice-president during my senior and junior years.

Recent education reforms have sought to boost enrolment levels, graduation rates and mean years of schooling in elementary and secondary education, and to improve the quality of higher education. Many of these reforms were adopted against a backdrop of declining educational standards in the Philippine education system during the first decade of the 21st century.

A UNESCO mid-decade assessment report of

Southeast Asian education systems, published in 2008, found that participation and achievement rates in basic education in the Philippines had fallen dramatically, owed to chronic underfunding. Such deficiencies were reflected in the poor performance of Filipino students in international assessment tests, such as the Trends in International Mathematics and Science Study (TIMSS). In 2003, the last year the Philippines par-

ticipated in the study, the country ranked only 34th out of 38 countries in high school mathematics and 43rd out of 46 countries in high school science.

To address these shortcomings, the Philippine gove r n me nt i n it i ate d structural changes in the basic education system and significantly boosted education expenditures.

Crucially, the “Kindergarten Education Act”, enacted a mandatory preelementary year of Kindergarten education, while the “2013 Basic Education Act”, extended the elementary

and secondary education cycle from 10 to 12 years.

The importance of this new 12-year education cycle (K-12), cannot be understated. As such, the K-12 reforms are an essential step to improve the global competitiveness of the Philippines and bring the country up to international standards.

In addition, education spending was increased greatly: between 2005, when it hit its nadir, and 2014, government spending on basic education, for instance, more than doubled.

DepEd recognizes the benefits of teaching children using their mother tongue.

Local and international research have found that children learn to speak, read and write more quickly in their first language and can pick up a second and third language more easily if taught in their first language. In the same way, they acquire other academic competencies more quickly, particularly in science and math.

Trhough Department Order No. 94, DepEd instituted the Mother Tonguebased Multinlingual Education with the following major languages of instruction: Tagalog, Kapampangan, Pangasinense, Iloko, Bikol, Cebuano, Hi-

ligaynon, Waray, Tausug, Maguindanaoan, Maranao, Chavacano, Ivatan, Sambal, Akianon, Kinaray-a, Yakan and Sinurigaonon.

Aside from their mother tongues or first languages, the children are taught English and Filipino as subjects focusing on oral fluency starting in the first grade. From the fourth grade onward, Filipino and English are introduced as languages of instruction.

To practically apply it, a teacher must use the regional language as the medium of instruction but allot a special time to the speakers of other languages using the regional language as a bridge to learning in other languages.

“The school is the most powerful institution when it comes to shaping the hearts and minds of the youth. It is essential, therefore, to use the school as an invaluable instrument—as it already is—to ensure that Filipino students are geared to become disciplined, active, responsive, participative, and patriotic citizens and able defenders of our country,” said Abu. The bill provides that a mandatory two-year Basic ROTC program shall be established for all students enrolled in Grades 11 and 12, which shall form part of the basic curricula for the Senior High School Education and, thus, qualified for graduation.

This shall be in pursuance of the provisions of the National Defense Act and the 1987 Constitution, which intends to produce well-trained and prepared reservists for military and civic service.

In addition, the ROTC program shall also aim to instill patriotism, love of country, moral and spiritual virtues, respect for human rights and adherence to the Constitution.

It shall include the following program of instruction: a) enhancing the students consciousness in the ethics of service, patriotism and nationalism, developing personal discipline and leadership, and encouraging

creative thinking for scientific and technological development; b) basic military training to motivate, train, organize and utilize for national defense preparedness and civil-military operations; and c) civil training for the students to be active participants and volunteers in the development and improvement of health, education, ecology and environmental protection, disaster risk reduction and management, and human and civil rights awareness and law enforcement.

The measure mandates the Department of National Defense (DND), the Department of Education (DepEd), and the Technical Education and Skills Development Authority (TESDA), in consultation with other relevant government agencies and private stakeholders, to design and formulate the program.

Among those exempted from the ROTC program shall be: (1) those who are physically and psychologically unfit; 2) those who have undergone or undergoing similar military training; and (3) the school’s varsity players.

Graduates of the ROTC program shall be eligible for commissionship/lateral entry and enlistment in the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the Philippines Coast Guard (PCG), the Bureau of Jail Management and Penology (BJMP), and the Bureau of Fire Protection (BFP).

The bill also stipulates that those undergoing Basic ROTC and those accepted in the ROTC Advance Course shall be provided with free hospitalization in any government hospital in case of accident or injury during the training.

Earlier, the senator said he supports the return of ROTC as it is a “powerful means of instilling patriotism and discipline in the Filipino youth.”

The DepEd also emphasized the inclusion of important values and lessons in the ROTC curriculum and implementation.

These are patriotism, nationalism, national heroes and history of the Filipino nation, Filipino citizenship, civic duty, discipline, respect for human and civil rights, rule of law, law enforcement, critical thinking, leadership, scientific and technological development, disaster preparedness and response, rescue and first aid, and recovery and rehabilitation, ecology and environment protection, and anti-drug abuse and anti-poverty.

On Wednesday, DepEd Secretar y Leonor Briones, in a press briefing in Malacañang, said she is personally in favor of the revival of ROTC for SHS students.

“I think we need ROTC now so that we have a source of defense. We cannot be relying on other countries to defend us. We have to rely on ourselves,” she said.

Estate tax amnesty rules finalized by June

THE Bureau of Internal Revenue (BIR) has conducted public consultations to discuss the proposed Revenue Regulations (RR) to implement the provisions of Republic Act 11213 relative to the Estate Tax Amnesty, officials of the bureau’s Public Information and Education Division said in a statement on Monday.

On the proposed RR that was posted at the BIR website, taxpayers are given two years from the effectivity of the finalized RR to file the Estate Tax Amnesty Return (ETAR) or BIR Form No. 2118-EA in triplicate copies at the Revenue District Office (RDO) having the jurisdiction over the last residence of the decedent.

If the decedent has no legal residence in the Phil-

ippines, the return shall be filed with RDO 039 – South Quezon City. The estate tax amnesty shall cover the estate of the decedent/s who died on or before December 31, 2017.

An estate tax amnesty rate of 6 percent with a minimum tax amnesty amount of PHP5,000 shall be imposed on each decedent’s total net taxable estate at the time of death without penalties at every stage of transfer of property.

However, the Estate Tax Amnesty shall not extend to the following: a) Delinquent estate tax liabilities which have become final and executory, in which case the Tax Amnesty on Delinquencies may be applied; and b) Properties involved in cases pending

The streamer was found by members of the Cagayan de Oro Press Club, Inc. (COPC) who gathered at the Press Freedom monument to launch the week-long commemoration of the 37th Press Freedom Week.

The streamer was later set ablaze following a 7 a.m. mass attended by members of the COPC. “We condemn the redtagging of the NUJP,” club member Uriel Quilinguing, also a former president of the COPC as well as a former chairman of the NUJPCagayan de Oro Chapter, said.

Quilinguing said the COPC and other media groups in Cagayan de Oro City condemn what they called ‘baseless accusations’ against the NUJP. Quilinguing called on the media to stay united in the face of threats which, he said is also the theme of Press Freedom Week.

Pamela Jay Orias, chairperson of the Cagayan de Oro Chapter of the NUJP, said a free press is a hallmark of a free and democratic society.

“A critical press serves the public interest and should therefore not be subjected to attacks,” Orias said.

No group has come out to claim responsibility for the red-tagging.

In February this year, The 4th Infantry Division said it has nothing to do with the alleged “list” identifying 19 individuals and 4 organizations as members of the Communist Party of the Philippines (CPP).

In a press statement, 4ID Commander Brig. Gen. Franco Nemecio M. Gacal said: “We are making friends not enemies.”

Gacal said the document shown by members of Karapatan during an activity held at Philtown Hotel did not come from the military.

Karapatan is an alliance of individuals, groups and organizations working for the promotion and protection of human rights in the country.

“It (list) does not belong to us and we do not engage in cheap propaganda,” the military official said.

Marawi in the national consciousness has been associated with bad news – kidnappings and rido (clan wars), drugs and election violence – and recently the siege.

But behind those headlines, the country’s lone Islamic City is just like most cities in the Philippines, says Timonera, who co-founded MindaNews in 2001 and is one of its editors.

“The Meranaos, too, eke out a living, they go to church, they go to the streets to protest unjust policies, they spend quality time with their loved ones, they celebrate, their children play and go to school. This is the side of Marawi that I would like to show to the world, a picture of the city and its people that may never be seen again after the fivemonth long siege in 2017.

Timonera has been covering Marawi since the late 1980s. Iligan, where he lives, is just 36 kilometers away from Marawi, whose old name was Dansalan.

Dansalan was where Timonera’s father, Pedro Jr., was born in 1925 at the Lanao General Hospital, now referred to as the Amai Pakpak Medical Center.

The US Army under John Pershing, built the hospital a few steps away from the Kilometer Zero marker.

The hospital was among those attacked by the ISlinked Maute Group on May 23, 2017, Day 1 of the Marawi Siege.

Marawi has a long colorful history and is home to Lake Lanao, the country’s second largest lake. It is also among the coolest areas in Mindanao, situated 700 masl.

Timonera has been a journalist since shortly after graduating from the MSUIligan Institute of Technology in 1986.

He covered Iligan City and the rest of the Lanao provinces from the late 1980s up to the early 1990s for various newspapers and wire agencies, doing both writing and photography, the latter a hobby since college days.

He moved to Manila in 1992 and joined the reportorial staff of the Philippine Daily Inquirer, and resumed his Mindanao coverage when the family returned to Iligan five years later.

I was covering a protest march passing by a bridge in 2003, but when I looked down into Agus River, wow!

I was able to take only one picture of the woman washing her dishes and cooking pots and rushed to catch up with the protesters.

Among his well known coverages was the firing squad staged by the Moro Islamic Liberation Front in the town center of Masiu,

When the president declares that vote-buying has become an integral part of Philippine elections, do the voters accept vote-buying as the norm?

I recall a point made in a Manila radio talk show that there is a problem in the relationship between Filipinos and the leaders that we elect, because the Filipino voters do not think of themselves as citizens who can demand accountability and good performance from those that they elected; instead they behave more as fans and supporters who will tolerate the actions of their leaders even if they misbehave in public or abuse their positions.

What interests me about civil courage is that while it is closely related to heroism, it really does not need a hero or a leader. The ordinary citizen can take a stand in a social situation as long as he or she has conviction and believes in his rights.

In a period where there are many attempts to revise history and malign the heroes or leaders of the past, it is reassuring to ponder this idea (not mine, but from an original thinker): The more citizens with civil courage a country has, the fewer heroes it will need.

local government officials vilified Leftist candidates, sabotaged their campaigns and political alliances, and attacked their party-list machinery. This is another manifestation of government’s intolerance of activists advocating for genuine change and raising public awareness on issues and proposing genuine solutions.

Looming sell-out and repression The overwhelming number of winning candidates are from the same political

parties, political families and elite interests behind the system of anti-people and anti-development laws in the country. They are likely to reprise or keep on with more of the same to the further detriment of the economy.

Among the exclusionary measures passed by the 17th Congress under the Duterte administration is the Tax Reform for Acceleration and Inclusion (TRAIN) law, which lowered personal income, estate, and donor taxes on the rich while burdening the poorest majority with higher consumption taxes.

Another measure is the Rice Tariffication Law which liberalized rice trade, making the country over-reliant on a narrow global market for its staple food, amid still merely token production support for millions of rice farmers. There is also the extension of Martial Law in Mindanao, despite the Commission on Human Rights (CHR) already noting rampant human rights violations in the region.

Senate president Vicente Sotto III said that the Senate will take up amendments to the Public Services Act (PSA) and the Human Security Act (HSA) in the closing days of the 17th Congress until June. The amendments to the PSA open critical public utilities such as power, telecommunications, and transportation to excessive foreign ownership and control. This compromises national security and civil defense, on top of making vital public services expensive and inaccessible especially for lower income families.

Amendments to the HSA meanwhile threaten to further restrict civil liberties and human rights. As it is, the Duterte administration is already coming down hard on supposed drug personalities and alleged ‘terrorists’ and supporters in gross disregard of due process and the law. Critics fear that HSA amendments will only give the government freer hand to crack down on the political opposition and other perceived threats to its rule.

The electoral results will also likely embolden the Duterte administration to push for Charter change (Cha-cha) serving its narrow political agenda.

Amendments to the 1987 Philippine Constitution focusing on federalism and full economic liberalization remains priority legislation for the Duterte government.

From the time of Fidel Ramos to the current administration, various efforts for Cha-cha were consistent in seeking to lift restrictions on foreign exploitation of natural resources and on foreign ownership of land, public utilities, education institutions, and mass media and advertising . The rationale is that attracting foreign investments will supposedly be the key for economic development.

The same rationale is behind other bills considered important by Malacañang pending in Senate committees, such as the National Land Use Plan, supposed contractualization ban, and the Tax Reform for Attracting Better and Higher Quality Opportunities (TRABAHO).

Aside from pushing PSA amendments, the National Economic and Development Authority (NEDA) reportedly also plans to recommend the following to the Legislative-Executive Development Advisory Council (LEDAC): sugar industry liberalization, creating a Department of Water, and exempting government’s line-itemized projects from the election ban.

All these seek to make it easier to do business and profit from public utilities, land and natural resources, and building infrastructure. The TRABAHO bill is also a misnomer because its real focus on lowering corporate taxes and rationalizing incentives may, if anything, actually even squeeze employment and workers’ salaries. Even the supposed law ending contractualization may end up being a smoke-screen that creates the conditions for legitimizing contractual arrangements rather than ending this.

Instead of bringing development, Cha-cha and the rest of the Duterte administration’s priority bills are likely to worsen the effects of the business-biased, neoliberal policies of the past decades. The economy today is characterized by shrinking agriculture and Filipino manufacturing, dismal jobs generation, and chronic poverty. This cannot be cured by further opening up to foreign capital and without the state more actively intervening in the economy for strategic industrial development, redistributing income and wealth, and providing needed social services.

Keeping watch The executive, legislative, and judicial branches of government are overpopulated by administration allies or otherwise intimidated into passivity. The manufactured results of the midterm polls strengthens the hand of the Duterte administration and its elite supporters to implement self-serving economic and political measures at the expense of the Filipino public.

More than ever, the country’s patrimony and sovereignty and the people’s rights and welfare are at stake.

Also more than ever, the steadfast resistance of organized basic sectors is critical. The decades-strong social movement is the most reliable bulwark against the distortion of the economy to serve narrow elite interests. The progressives in Congress and their allies in government, down to the local level, can help push an alternative eco-

nomic agenda. Domestic agriculture and Filipino industry can be developed, the environment protected, people’s welfare upheld, and economic independence attained. – With report from Casey Salamanca/IBON.org

Among others, GDP target this year has been lowered to between six to seven percent while deficit target is at 3.2 percent of domestic output.

Meanwhile, Department of Budget and Management (DBM) acting chief Janet Abuel said that because of the delay in the approval of this year’s budget, it will be hard to fully implement the cash-based budgeting system, which requires all state agencies to pay within the year all the contracts they need to accomplish.

She said deadline for the infrastructure projects and payments for these contracts has been moved to December 31, 2020 while those for Maintenance and Other Operating Expenses (MOOE) will be on June 30, 2020.

THE wife of a late scion of Kagay-anon Local Hero Gen. Nicolas Capistrano has been cited as one of the awardees during the 26th Anniversary Ulirang Ina Awards 2019 (Ina ng Angkan Category) held May 12, 2019 at the Manila Hotel Centennial Hall.

This award is given by the ULIRANG INA AMA AWARDS FOUNDATION, INC. every year to deserving

mothers who demonstrated passion, dedication and sacrifice not only to their respective fields, but also to their families.

The award was handed out by t he found at ion President, Wilfredo M. Talag and Foundation Honorary Chairperson, Justice Angelina Sandoval Gutierrez(ret.), who emphasized on the Filipino values and tradition and

strengthening of family ties.

The Ulirang Ina ng Angkan Award is given to mothers who have at least eight children or more and who was able to send at least three or all of the said children to school and earn a degree.

Mrs. Capistrano, not only managed to send all nine of her children to college, but all of them are already certified professionals in their own fields.
