47 schools in Marawi ready for classes in June By Calvin Penaco

ILIGAN CITY -- Department of Education (DepEd) Marawi City Assistant Schools Division Superintendent Anna Zenaida Unte Alonto announced on the radio program of Task Force Bangon Marawi (TFBM) that 47 schools in Marawi are ready for the upcoming classes in June 2018. “Handang-handa na po kami sa pasukan na magtanggap ng mga mag-aaral. President Rody has a flair for drama which he uses to clearly drive his point. Instead of just confiscating smuggled luxury cars and auctioning them, as he is allowed by law, he orders them destroyed. And in a dramatic fashion. On two recent occasions, we witnessed on television how multi-million peso cars were flattened and reduced to scrap by graders - to the horror of high end car aficionados. In his much-touted fight against corruption in government, the President fired persons supposedly very close to him. Not content, he even followed this up with a shame campaign against his former political supporters. Nowadays, he even asks Presidential Spokesman Harry Roque to pre-announce the forthcoming firings. The message to corrupt

officials would have been loud and clear. Unfortunately, President Rody also has his share of misses which tend to negate his gains. In his bid to get closer to his new friend – China – he is opening the way for six Chinese firms to corner the bulk (around P17B) of rehabilitation projects for Marawi. On the surface, nothing wrong with that especially if these Chinese companies can offer the best terms. After all, the offer of the Chinese will be subjected to “Swiss Challenge”. Unfortunately, as it turned out, two of the companies have previously been blacklisted by the World Bank for alleged corrupt dealings involving Philippine projects. In an earlier clarification, the palace said that President Duterte was not aware of the blacklisting. Subsequently, the inclusion

of the two companies was justified for the reason that the blacklisting, for 6 years and 5 years of the two companies, had already lapsed. So what has happened to his “Ayaw ko sa corruption!” pronouncement? Again, appointees who turned out to be incompetent (if not downright corrupt) were simply re-cycled. They were pulled out from their previous posting and kicked sideways to other jobs with high-sounding titles. And just recently, he promoted to the next higher rank a Philippine Coast Guard officer who had been suspended over funds misuse allegations. It didn’t seem to matter to Lyne that as her kids were growing up, she was a mere rank-and-file employee of the Manila Bulletin in her

early years with the newspaper. Despite that financial handicap, Lyne managed to send her children to college, enabling them to finish their collegiate degrees on time. Indeed, this could have been one of the reasons why the owners of the Bulletin entrusted to her greatly responsible positions in the newspaper, like being the Vice President for Classified Ads, up to the time she retired from it in 2015, And all the while that she was doing a delicate balancing act between her role as the mother of her three children and her role as an officer of the Manila Bulletin directly dealing with its greatest source of income, its classified ads, See ina, page 5

Think a minute… An older man I know was walking back to his office after eating lunch. On the way back he met a friend, so he stopped and they talked a few minutes. As they were saying goodbye to each other the old guy said to his friend: “When we met just now, which way was I walking? To my office or to the restaurant?” His friend answered, “You were walking to your office.” The old man smiled and said: “OK, I guess that means I’ve already had my lunch, so I better get back

to work now.” That poor old guy’s memory was so short, he really didn’t know if he was coming or going! It seems no matter how hard we try, none of us can stop from getting older. Aging is a natural law and process we simply can’t stop or change. We can exercise, eat only healthy food, take vitamins, use all the best lotions and oils on our skin, but we’re still getting older every day. And if it’s true that our memory is the first to go, then I know I’m well on my way! It’s sad that many people

become grouchy, mean, or impatient as they grow older. But in fact, it should be just the opposite. As we grow older, we should grow sweeter, kinder, more gentle and accepting of others’ faults. We should become more compassionate and understanding of other people’s needs and problems, since we’ve learned how easy it is for us to make mistakes. Marawi mayor: Heed the lessons of war MARAWI CIT Y--Local residents should reflect on the bitter lessons of war as this city marks the first anniversary of the fivemonth bloody siege by the ISIS-inspired Maute group. This was the message of Marawi City Mayor Majul Gandamra during Wednesday’s commemoration marking the liberation of the war-torn city. “As we remember what had happened in Marawi last May 23, 2017 let us go back and reflect upon the few things...and remember all the men and women who had lost their lives so that our city could be released from the hostilities that reduced our city in rubbles,” Gandamra said during the commemoration rites, attended by national officials led by Presidential Adviser on the Peace Process Jesus Dureza. It was essential, Gandamra said, that the lessons of the war be instilled on the residents so that similar violence will never happen again. “We have seen much during the five-month siege. Properties and structures were destroyed, we lost our relatives and families,” the mayor said. “We are not

only here to give honor for the departed, the soldiers, police and civilians who sacrificed their lives for us but also to learn the lessons that the war has taught us.” Sec. Dureza shared Gandamra’s sentiment, calling on the people of Marawi to united behind the government in its effort to stamp out extremism in the city and neighboring areas. “We’re just visitors here and have not felt much the pain and hardship you have experienced,” Dureza said. He added; But you’re from here and you are in the best position to say what happened here, why it happened, and how can we prevent it from happening again.” Dureza, together with local, military, and national line agency officials, also

About 165 soldiers and policemen, as well as an estimated 908 Maute-ISIS Group terrorists were killed and 852 firearms were seized in the five-month campaign that began May 23, 2017 and ended in October. TIEZA expedites construction of temporary outfall in Boracay MANILA, Philippines – The Tourism Infrastructure Economic Zone Authority (TIEZA) has mobilized the construction of temporary discharge pipeline to fast track the rehabilitation activities in Boracay at the onset of the rainy season starting June. The temporary outfall will prevent flooding on various underground utilities and road construction

projects while TIEZA and the Department of Public Works and Highways (DPWH) augment their de-clogging activities in the drainage systems and sewerage facilities of Boracay. The outfall will have a discharge pipe extended up to 800 meters off the shore of Bolabog beach. It will cater drainage water from the central Boracay section. The waters to be

discharged from this outfall will be treated accordingly before being released to the continental shelf. This temporary outfall is part of the action plan to ensure that the 6-month Boracay rehabilitation program will be unhampered even during the June to December rainy season. Working side-by-side with the Department of Environment and Natural

Resources and DPWH, TIEZA hopes to complete the temporary outfall project by July 2018. The permanent outfall will be completed by January 2019. Monetary Board Reduces Reserve Requirements Anew The Monetary Board announced today the reduction in the reserve requirement ratio by one (1) percentage point as part of its broad medium-term financial market reform agenda. The reduction will apply to those reservable liabilities of all banks and non-bank financial institutions with quasi-banking functions that are currently subject to a reserve requirement of nineteen (19) percent. The move continues the BSP’s gradual and phased

reduction in reserve requirement ratios that commenced in March 2018. These operational adjustments are part of the BSP’s shift toward a more market-based implementation of monetary policy that aims to gradually reduce the BSP’s reliance on reserve requirements for managing liquidity in the financial system. The shift to the auction-based monetary operations under the interest rate corridor (IRC) framework has allowed the

BSP to provide more effective guidance to short-term market interest rates, which should help facilitate healthy price discovery on the cost of funds in the financial system. The reduction in reserve requirements is also part of the BSP’s broad financial sector reform agenda to promote a more efficient financial system by lowering intermediation costs. Moreover, the Monetary Board reiterates that the calibrated reductions in

reserve requirement ratios are not intended to signal any change in the prevailing monetary policy stance, as the BSP continues to have the scope to offset their potential liquidity impact via an expansion in auction-based monetary operations. Coming Back Home: Co-creating a Better Barangay Brgy. Inawayan, of the municipality of Sta. Cruz, Davao del Sur, is the first barangay outside of Davao city in the south. Home to around 7,000 Muslim and Christian residents, the community was highly dependent on fishing and agriculture. With not much economic activity, people left to look for opportunities in other places. These past few years, however, the economy started to pick up, thanks to the arrival of AboitizPower’s baseload power plant operated by Therma South. Suddenly, there were jobs even for skilled workers. The once lonely intersection was bustling with storefronts -- from barber shops to eateries, stores, and even a surplus shop. Inawayan residents who were working in other places started coming back home.

“Ang mga dugay na nga nihawa, nanguli na sa atong barangay (Those who left a long time ago have come home to our barangay),” said Punong Barangay Romulo Elula as he mused on the rapid progress of the barangay. From a fishing and agriculture-dependent village, Inawayan has become host to a number of commercial and industrial locators. “Before, people relocated to distant places to find work. But now that a lot of job opportunities have opened up for them here, they are coming back to our barangay. Residents were able to find work, especially during the plant’s construction. TAGUM CITY—Pregnant women are encouraged to avail the services of government-operated birthing facilities after the Department of Health and the local health office here noted the dwindling number of women who have given birth in the birthing facilities operated by the local government here.

This after the City Government of Tagum and the Department of Health recently inaugurated the safe birthing facility in Barangay Apokon, the third to be erected in the city after two facilities constructed in Barangays San Miguel and La Filipina, respectively. Mayor Allan L. Rellon disclosed that he had ordered the City Health Office, through the barangay

health workers, to intensify its campaign for women to avail not only the pre- and post-natal care services in the city’s health centers but also those of the birthing facilities operated by the LGU. This call was likewise echoed by Ma. Corazon Mendez, the development management office head of DOH XI, who was present during the inauguration of

the newest birthing home in the city. The said facility will be manned by three midwives and nurses paid by the local government while some of the equipment stationed in the area are donated by the World Health Organization. The program aims to further increase the productive capacity of small farmers and fishers in the priority provinces, raise their income, and contribute to the attainment of food self-sufficiency. EMBRACE To complement its partnership programs with DA and lending programs coursed through conduits, LANDBANK also launched in 2016 a loan facility to help address the financing needs of farmers, fishers, micro, and small enterprises in unserved areas across the country. Dubbed as EMBRACE or Empowering Barangays in Remote Areas through Credit and Enterprise, the program has more relaxed features and requirements, and lower interest rates for farmers to engage in projects like agricultural crop, livestock, and fishery production; as well as agri-enterprise and other livelihood activities. From January to December 2017, the Bank released P4.93 million in loans – with priority given to small farmers who are tilling not more than five hectares of agricultural land as well as small fishers who own or operate not more than three gross tons of fishing boat paraphernalia or fishpond owners or operators of not more than five hectares. Cumulative loan releases reached P6.18 million in less than two years since the program was launched. These retail lending programs are only among the wide array of services offered by LANDBANK, as it remains on the lookout for new programs and services to further expand its reach and provide greater financial and technical support to farmers and fishers across the country. It remains the biggest credit provider to small farmers and fishers and local government units, and the biggest lender to microenterprises and SMEs among government financial institutions.

As a whole, TSI has spent more than P43 million in its host localities since construction started in 2011. Elula shared that from TSI’s RPT contributions, the barangay will now be able to procure a dump truck to support its barangay solid waste management program, a barangay utility vehicle, and implement road concreting plans. Income levels have also improved . Based on a survey conducted in 2015, the average monthly income of an Inawayan household head was around P5,000, which has now doubled to P10,000 in 2017. While rapid development also brings about fears of environmental degradation, Inawayan’s environmental efforts have not been neglected. “TSI has annual programs like the coastal cleanup, which was something that we seldom did. We used to do one cleanup every three years before. But now, we do it annually and every year there is less trash to collect because of our joint campaign with TSI on proper waste disposal,” Elula shared. More school facilities and equipment have also been introduced, including classrooms, libraries, science laboratories, and tech-voc facilities. LANDBANK lends P62.5B to nearly 1M small farmers, fishers in 2017, strengthens direct lending

The Land Bank of the Philippines remained aggressive in channeling support to small farmers, fishers, and their associations with loan releases amounting to P62.5 billion in 2017. These benefited 837,653 farmers and fishers from across the country. “We at LANDBANK are doubling our efforts in lending to the agriculture sector, especially farmers and fishers, to help increase their productivity and income,” said LANDBANK President and CEO Alex V. Buenaventura. Apart from loans coursed through conduits such as farmers and fishers cooperatives, countryside financial institutions, and irrigators’ associations, LANDBANK is stepping up to expand its direct lending to farmers and fishers who are not members of accredited cooperatives and farmers organizations and are unable to access loans from formal lending

institutions on their own. SIKAT SAKA program One such financing window is the Sikat Saka Program, a joint program of LANDBANK and the Department of Agriculture (DA), which provides direct credit to small palay and corn farmers who are members of irrigators associations and/or endorsed

by farmers organizations. In 2017, LANDBANK released P1.8 billion in loans under the Program. Cumulative loan releases amounted to P6.2 billion as of end-2017, which benefited 15,702 farmer-borrowers from all over the country. The Program also offers integrated support services to the farmer beneficiaries

in terms of free irrigation services, market support, and crop insurance subsidy, which improves the viability of palay and corn projects. The farmers are likewise trained on credit discipline and financial management to teach them how to save, pay loans on time, and better manage their finances. AFFP

Meanwhile, for palay and corn farmers who are not covered by Sikat Saka, LANDBANK has another program especially designed for non-Agrarian Reform Beneficiary (ARB) small farmers and fishers in selected provinces in the country.
