‘Dispose fake items or face prosecution’

CAGAYAN de Oro City-The Bureau of Internal Revenue (BIR) warned owners of sari-sari stores, public market stalls, convenience stores, groceries and other retailers and wholesalers that they would face the full prosecution of the law if they were caught selling knock-off cigarettes.

Speaking to reporters yesterday, BIR Operations Group national head Remedios Advincula said that his Manila-based strike team will remain in Cagayan de Oro and neighboring provinces for the next few days to continue monitoring and intercept fake cigarettes at the distribution level.

Earlier this week, the BIR strike team from the central office had confiscated millions of fake cigarette packs at a warehouse in Cugman, Cagayan de Oro City and Villanueva, Misamis Oriental bearing the Marvel FAKE CIGARS. This is just part of the one milllion cigarette sticks that were confiscated by the Bureau of Internal Revenue (BIR) yesterday in two warehouses in Cagayan de Oro City and Misamis Oriental. SSS revises payment deadlines for contribution payments CAGAYAN DE ORO, May 16 -- In response to the widespread request from employers and individual members, the Social Security System (SSS) said it revised the payment deadlines for the payment of contributions for the applicable months starting January to June 2018.

Under Resolution No. 361-s.2018, the Social Security Commission revised the payment deadlines.

For employers, the existing deadline of 10th, 15th, 20th, 25th and month-end following the applicable month depending on the 10th digit of the 13-digit Employer No. has been moved to month-end following the applicable month.

For example, if an employer’s deadline for the payment of contributions for the applicable month of March 2018 is April 10, 2018, such contributions can still be paid until April 30, 2018 without penalties.

Similarly, self-employed and voluntary members can

pay up to the month-end following the applicable month or quarter of contribution payment regardless of the last digit of the individual member’s SS Number.

For example, if individual members failed to pay either their March 2018 or January to March 2018 contributions on their respective deadlines, they can still pay these contributions until April 30, 2018.

The revised payment schedule was implemented in view of the system infrastructure adjustments brought about by the RealTime Posting of Contributions (RTPC) program.

Any penalties paid by employers based on the existing payment deadlines covering the applicable months of January to June 2018 shall be refunded.

As of end-December 2017, SSS has more than 960,000 registered employers and some combined 8.63 million registered voluntary and self-employed members.

21 Piso-Piso beneficiaries can now secure their land title CAGAYAN DE ORO CITY -- Another 21 beneficiaries of the Piso-Piso Program can now secure their land title after City Mayor Oscar Moreno signed the Deed of Sale with Lawyer Edgar Cabanlas, chairman of the Task Force for the Emancipation of Piso-Piso Beneficiaries (TFEPB) on May 9.

Engr. Armen Cuenca, executive director of TFEPB, said that the beneficiaries are Moreno from Isla Cupa in Barangay Barangay Carmen and VetConsolacion, Macanhan in erans in Barangay Lapasan.

Mayor Oscar Moreno also signed a Contract to Sell with a beneficiary of Isla Cupa who availed the installment basis for land payment.

One of the beneficiaries, Amparo Tapayan, 65, said that they were living with her husband in Isla Cupa since 1976 and have been longing since then to get the title of the land where they currently reside.

MALAYBALAY City––President Duterte’s rants against the United States, European Union, United Nations and other foreign institutions early in his term and onward, although dismissed by many as just an expression of his annoyance over criticisms on the government’s bloody war on drugs, signaled a shift in the country’s foreign policy position. It may not have resulted in an “independent foreign policy” as Duterte would like to insist, but a shift is happening nonetheless.

Alongside the avowed distancing of the Philippines from its traditional allies in the international scene, Duterte is leaning towards China to the point of compromising the country’s stakes in the West Philippine Sea. He has argued that asserting Philippine sovereignty on that emergent flashpoint would only invite military aggression from Beijing, as if the militarization of the reefs and islets there isn’t aggression enough.

Contrast Duterte’s acquiescence to Chinese invasion of Philippine territory, including an exploration of the Philippine Rise which was kept a secret until it was over, to the bold stance of Indonesia and Vietnam against similar attempts by China in their possessions in the South China Sea. Unlike our two Southeast Asian neighbors, he misses the point that standing up to a regional bully doesn’t necessarily mean a declaration of war.

Of late, he flaunted Chinese President Xi Jinping’s supposed assurance that “we will not allow you to be

Last month, before leaving for his third official visit to China, Duterte declared, “More than anybody else at this time of our national life, I need China. I will not say something which is not true.” It can thus be said that his audiences with Xi were nothing more than paying homage to the master.

The question in everyone’s mind must be why the current administration seems so enamored with Beijing that it sees nothing wrong in issuing treasonous statements in relation to the Philippines’ territorial row with China.

In fact, the president has often chided his predecessor for bringing the case to the Permanent Arbitral Tribunal in The Hague, which came out with a ruling favorable to the Philippines in July 2016. Another way of stating it is that he would rather concede Philippine territory, if only to earn some favors (read economic assistance and loans) from China.

So what kind of character and daily lifestyle do you have?

What kind of marriage and family do you have?

There are many people who have heaps of money and status, but they have a low standard of living, because of the low level of their own personal character.

They gossip and use people to get what they want.

Revisiting Boracay

Except for a number of leftist Party-list organizations, which are legal fronts of the Communist Party of the Philippines and the New Peoples Army, only the grandstanding clerics and non-government organizations are still stirring up a storm from a whiff of wind. Ex-Justice Ma. Lourdes Sereno opted to fight her battle in her own turf and against her peers and democracy will not die just because she lost in that. Only the communists and their legal fronts are shouting “DEMOCRACY IS DEAD” -- a fiery statement which they are wont to trumpet anyway.

So we move on but wait.

Let me take you back to the other controversial subject -- Boracay – where some startling events took place

while the High Court was on fire. It looks like while everybody was focused on the Sereno debate, the vultures in Boracay are back with their brute exercise of power and insatiable greed.

While we are shown the luxuriant growth of algae that feed on untreated pollutants from the establishments along what used to be a pristine shoreline of Boracay, we have yet to be updated on the issue of massive corruption involving billions of pesos collected from environmental fees, the sale of wetlands, “sale” of permits to establishments which allowed to build structures within the so-called 25+5 shoreline demarkation. And if I were to add a question because this matter seemed to be buried in the polluted sands

of Boracay, I want to know why the water utilities failed to provide a decent sewerage system when their water rates is about the most expensive in the Philippines, if not the world?

The DENR , DPWH and DILG are showing us pictures of sewerage and drainage pipes to impress us they discovered something spectacular. Those are hogwash. What these agencies should tell us is why the water utilities has no sewerage system in this little island of 1,000 hectares and why the local government simply closed their eyes on this and other anomalies that reeks in this island paradise gone cesspool. Consider this, when President Duterte ordered the closure, the local government of Boracay, the local tourism industry and

the Department of Tourism estimated that the total estimated revenues loss will amount to P60-billion in the 6-month period that it will be closed. If this is so, then how come the facilities are so decrepit and yes, President Duterte is correct in calling it a virtual cesspool.

NPS condemns ambush of retired Ozamiz prosecutor Friday, May 25, 2018

THE National Prosecution Service (NPS), an agency under the Department of Justice (DOJ), on Wednesday strongly condemned the killing of a former state prosecutor in Ozamiz City.

In a statement, Prosecutor General Jorge Catalan Jr., NPS chief, said it is high

time that prosecutors be armed to be able to defend themselves from attacks.

“The senseless and violent bloodshed has gone long enough to demoralize those who have remained passionate and hardworking in their profession. Time and again, the prosecutors

are further exposed to the perils of the job that place them at greater risks and danger,” Catalan said in a statement.

“It is high time that a nationwide call to arm the NPS be made. That self-defense trainings and mechanisms be set in place to safeguard

Justice Secretary Menardo Guevarra ordered the National Bureau of Investigation (NBI) to probe the killing of a former state prosecutor in Ozamiz City.

Guevarra said he has directed the NBI to identify the perpetrators behind the killing of retired prosecutor Geronimo S. Marabe Jr., to determine their motive and bring them to justice.

He described the incident as another “murderous act” even as he assured that prosecutors are unfazed in performing their duties despite the latest killing.

“I have directed the NBI to investigate this latest attack. The DOJ will not take these violent incidents sitting down,” Guevarra said in a text message sent to Philippine News Agency (PNA).

“As we await for results of the investigation being conducted by police authorities and the NBI, let us remain hopeful that the truth will be revealed and the perpetrators be made to suffer the consequences of their treacherous acts,” he added.

Marabe was shot dead by

four unidentified assailants while he was driving his car in Barangay 50th District in Ozamis City Tuesday.

Marabe served as a public prosecutor for several cases involving the Parojinog drug cartel in Ozamiz City.

Last May 17, Guevarra expressed support for the move seeking to provide bullet-proof vests for state prosecutors and arm them for self-defense though he said they cannot easily do it because of budgetary constraints.

On Wednesday, Prosecutor General Jorge Catalan Jr., National Prosecution Service (NPS) chief, condemned the attack, stressing that it is high time that prosecutors be armed to be able to defend themselves from attacks.

Catalan also said the series of killings targeting prosecutors have raised serious concerns about their safety considering that the motive of the perpetrators is mysterious.

The NPS said Marabe was the 14th prosecutor killed in the

country over the last 26 years.

“Over the past 26 years, 14 prosecutors have been brutally killed, these prosecutors often called bastions of justice and defenders of truth earned the ire of assassins, and their lives cut short; their deaths until now are unresolved. Most of them were targeted in the line of duty and their deaths were obviously work related,” Catalan explained. “The figures do not lie. These blatant attacks have disturbingly escalated through the years. With each statistic more deliberate and brazen than the last; showing how these shameless perpetrators have become fearless of anything or anyone,” Catalan stressed.

Catalan, however, assured that prosecutors will not be intimidated by the spate of killings of their colleagues and continue to perform their duties under the law. Earlier this month, Quezon City Deputy Prosecutor Rogelio Velasco was shot dead while in his car with his children. (PNA)

who reportedly served as prosecutor in drug cases against the Parojinog family, was the 14th prosecutor killed in the country over the last 26 years.

“Over the past 26 years, 14 prosecutors have been brutally killed, these prosecutors often called bastions of justice and defenders of truth earned the ire of assassins, and their lives cut short; their deaths until now are unresolved. Most of them were targeted in the line of duty and their deaths were obviously work related,” Catalan explained.

“The figures do not lie. These blatant attacks have disturbingly escalated through the years. With each statistic more deliberate and brazen than the last; showing how these shameless perpetrators have become fearless of anything or anyone,” Catalan stressed.

He noted that each death of a fallen prosecutor is a tragedy that leaves a penetrating and pricking mark.

“A constant reminder

that another brethren fell prey to these cowardly acts by assassins hiding in their dark masks of anonymity,” he said.

But Catalan assured that prosecutors will not be intimidated by the spate of killings of their colleagues and continue to perform their duties under the law.

“Make no mistake, the NPS shall stand its ground.

These atrocities will never disable nor destroy this stable institution. We stand united and strong in these challenging times,” Catalan vowed.

“Scarred (and) disturbed by their untimely deaths, the National Prosecution Service, continuous to mourn and will remain steadfast in the call for a thorough investigation so justice is expeditiously served,” said Catalan.

School recruited volunteers who would participate in the brigade. Parents from the community were encouraged to join the week- long annual program.

Early morning of May 15, 2017, the teachers of Malinao National High School held a short program that signaled the start of the Brigada eskwela.

The presence of different groups of volunteers was

Reading problem in every school is common and Macabalan Elementary School is not an exemption.

Cornerstone is a partner of our school in bringing the children to read more.

It is a reach out project of the Couples for Christ Community. It provides a reading program that aims to serve the struggling readers in Grades 2 and 3 levels in our school.

Cornertone’s organizers encourage tutor volunteers who are capable of teaching children to read.

They include giving sessions for parents whose children are participants of this program in order to bridge the values formation and reading skills to these families.

Macabalan Elementary

School is the biggest school in North I district. It’s been two years now since the school and the Cornerstone have been partners in bringing the best service to our struggling readers particularly those who need more support and encouragement to read more. The program intends to make the children competent and help the parents raise their children grow holistically.

The school profoundly appreciates this partnership in molding the young kids to become a 21st century readers. their tasks. Teachers were so busy in structuring their classrooms. All the members of the brigade worked tirelessly for one week. They did all that and more with an inevitable spirit of camaraderie. May 20, 2017 was the last day of the week long activity.

Through the overwhelming support of the volunteers, the classroom are restructured and spruced up.

All school facilities are in good condition. The school soroundings is now free from all grasses. Generally, the school is now ready for the school opening.

As an educator,its hard to accept and think even some of our pupils were already victims of this reality. It seemed to be guilt

To his dismay, however,

the vice mayor said NCIP11 (Davao) responded that Codilla’s certification remains on hold because of some problems, such as her fluency of the tribe’s dialect, bloodline, and track record of service.

Al-ag found the reasons cited by NCIP unjustifiable, noting that Codilla has already undergone a series of validation process before she was selected and proclaimed as the tribe’s IPMR for the City Council last March.

DAVAO CITY--Five soldiers of the Army’s 46th Infantry Battalion were wounded after an improvised explosive device (IED) exploded on Monday evening in Sitio Patawon, Barangay Cabuyuan, Mabini, Compostela Valley.

A platoon of the 46th IB’s Charlie Company was moving towards Km 15, Barangay Cabuyuan, Mabini, Compostela Valley at around

10:55 p.m. when the IED exploded, a report released by the Police Regional Office-11 (PRO-11) said.

Chief Insp. Milgrace Driz, PRO-11 spokesperson, said the explosion was believed to be perpetrated

by Milisyang Bayan (MB) members belonging to the Apo Cluster B, led by a certain Janu.

The soldiers, whose names have not yet been

disclosed as of posting time, were evacuated by the responding troops of 46th IB. Driz said the Mabini municipal police and military counterparts are conducting a follow-up investigation on the incident.

No misuse, loss of funds in school equipment purchase: Mayor Sara DAVAO CITY--Mayor Sara Duterte-Carpio on Tuesday brushed aside speculations of funds misuse in the procurement of equipment for public elementary and high schools here.

In a press statement issued Tuesday, Mayor Sara said the city government has already complied with the Commission on Audit (COA) report pointing to the lacking documents supporting the procurement of equipment for public schools.

Duterte-Carpio issued the statement following reports that the Commission on Audit (COA) has

called the attention of the city on the procurement of the equipment.

“The required document, information and/or comments or explanation were submitted on time to the COA and all these matters were duly rectified and resolved,” the mayor said.

She said the transactions or procurement were the subjects of the COA Resident Auditor’s Audit Observation Memorandum (AOM) issued prior to the conduct of the required Annual Exit Conference for the year 2017.

“It is noteworthy that there were no misuse or loss

of public funds. As can be observed, no notice of suspension or disallowance was issued in relation to these COA AOMs because we put high value on transparency,” she said “Missteps, especially on erroneous or missing documents are immediately corrected to avoid doubt on the transactions. We are happy with the COA report because it helps us improve our system in transaction,” Duterte-Carpio added.

PH to develop AI-enabled workforce to address threat of artificial intelligence MANILA - The Department of Trade and Industry (DTI) together with the Department of Information and Communications Technology (DICT) and tech pioneer company AI Pros, are set to join forces to train Filipinos in using Augmented Intelligence (AI2) as a solution to the impending threat of artificial intelligence on the jobs in the Information Technology – Business Process Outsourcing (IT-BPO) industry, while encouraging investors and operators to create more Socially Responsible Business Process Outsourcing (SRBPO) in the countryside.

“Instead of AI replacing jobs in the IT-BPO industry which is estimated to affect half of the 1.3 million jobs in the sector, the workers will be trained and upskilled to make use of AI2-enabled systems. Basically, it’s making the AI system become the solution to the problem,” Trade and Industry Secretary Ramon Lopez explained.

“Augmented Intelligence will combine the power of artificial intelligence with human intelligence to upskill the Filipino workforce and make them more effective and productive by enabling them to do complex and higher-paying tasks.

This initiative, summed up under the “Philippine AI Workforce” brand campaign, will provide more jobs to Filipinos and bring the development to rural communities,” DICT Acting Secretary Eliseo Rio added.

“We are the first country to launch this kind of initiative. Instead of looking at AI as a threat to the

BPO industry, the Duterte administration is using AI2 to provide more opportunities for inclusive growth.

We will train and enable our workforce, regardless of their background and experience, to use AI2 to perform smarter and complete difficult tasks, and help them move up the value chain. The training will make them employable, operating even in the rural areas to make this program truly inclusive,” said Sec. Lopez.

DTI and DICT will introduce the presence of AI2 solution to the BPO sector in the Philippines (PH). The AI2 solution will employ impact sourcing by involving the masses in the sector’s growth. This will allow 482,000 unskilled workers to handle low-skilled work, while 525,000 low-skilled workers will perform midskilled work, and 309,000 mid-skilled workers will be able to do high level tasks.

DICT chief wants telco infra in ‘Build, Build, Build’

MANILA -- Department of Information and Communications Technology (DICT) Acting Secretary Eliseo Rio said that telecommunication infrastructure should also be included in the “Build, Build, Build” program of the administration.

In a press briefing We d ne s d ay, R i o s ai d the Philippine government must support the growth of the information technology and business process outsourcing (ITBPO) industry, a major dol l ar-e ar ner for t he country and backs the

gross domestic product expansion.

He added that the ITBPO sector is moving towards artificial intelligence system that would require “ver y fast and very expensive internet connectivity”.

“We have to build infrastructure. The ICT infrastructure in this country is almost all privately funded, almost no government investment for that, unlike our neighboring countries where the government really invested on telecommunication and information infrastructure, So, we are going to put that in the

Build Build Build Program of this government,” the DICT chief said.

Rio said the government should invest in international gateway and backbone telecommunication infrastructures, while the middle mile and last mile components will be made available to small telco players, and not to the two major telco firms in the country. He mentioned that the middle mile and last mile components shall be distributed to small telco players, which have subscribers and have strong presence in rural areas.

ernment investments on ICT infrastructure will improve internet connectivity in rural areas and would allow these areas to host IT-BPO players that would create jobs in the countryside.

The Duterte administration eyes to spend PHP8 trillion to PHP9 trillion for its Build Build Build Program, investing on infrastructure projects throughout the country.

Most of these infrastructures are roads, bridges, seaports, airports, and transport infrastructure, among others, but has yet to include ICT facilities.

Chief Insp. Jovie Espenido on Thursday also confirmed the arrest of fugitive Ozamiz City Councilor Ricardo “Ardot” Parojinog in Tung-kang Township, Pingtung County, Taiwan.

Espenido said that the local Taiwanese police arrested Parojinog Wednesday evening.

Parojinog was in hiding for 10 months, after his brother Ozamiz City Mayor Reynaldo “Aldong” Parojinog Sr. was killed during a raid on his residence in Lawis, Ozamiz City on June 30, 2017.

Elements of the Criminal Investigation and Detective Group (CIDG), the City and Provincial Police Office were about to serve six warrants against the Parojinog for alleged drugs and illegal firearms when reportedly met with a volley of gun fires by Parojinog’s security men.

Killed with Parojinog was his wife, Susan, his younger brother Octavio Parojinog, an incumbent provincial board member of Misamis Occidental, a sister and 11alleged security men.

The mayor’s daughter Ozamiz City Vice Mayor Nova Princess ParojinogEchavez, and son Reynaldo, Jr. – were also arrested during a separate raid. The two siblings are facing charges of illegal possession of firearms and ammunition, and illegal possession of dangerous drugs.

“Ardot” Parojinog, who was also reportedly involved in the illegal drug trade and other crimes, escaped during the simultaneous raid of the Parojinog properties in Ozamiz City.

Since 2017, Ardot Parojinog had become an object of a police manhunt after President Rodrigo Duterte offered a P 5 million reward for his arrest.

The PNP is now preparing their team that would be sent to Taiwan to transport Parojinog back to the Philippines. Malacanang is not yet giving any comment on the arrest of Parojinog.

in world affairs. Perhaps Duterte is convinced that the fulcrum of global politics has shifted to Asia. He sees the US as a sinking ship that must be abandoned, and so has chosen pragmatism over patriotism and longtime relations with Western powers.

What isn’t clear to Duterte is that as an economic power, China needs to play its role in the global market economy. It cannot afford to be isolationist, that is, rely on its huge domestic market alone to sustain growth. This requires offering concessions to other major global actors and drawing to its orbit nations that are less developed but rich in strategic resources.

This is why it has expanded its economic influence in the African continent and ironed out trade relations with the US. Duterte should have taken a cue from these moves that a country has neither friends nor enemies, only interests, a truism that could have guided his policy vis-àvis the geopolitical designs of China.

Me anw hi le, C hina’s promise of large-scale investments, the singular thing that motivates the Philippines’ submission to Chinese incursion in the West Philippine Sea and tirades against the West, has remained a promise almost two years into the Duterte administration.

In 2016, most equity capital investments came from Japan, Hong Kong, Singapore, the US and Taiwan. Last year, the bulk of equity investments came from the Netherlands, Japan, Singapore, Hong Kong and the US, according to the Bangko Sentral ng Pilipinas.

But China need not bring in huge investments at this stage since it’s already getting what it wanted from Duterte – the surrender of the West Philippine Sea – without encountering any resistance. Following the dictum of that ancient sage of war Sun Tzu, China has subdued the enemy without fighting.

Then how can this blatant abuse take place? The lame excuse we are getting is that that wide area of land cleared on top of the forest land took place long before the closure order. My gosh they haven’t stop their tomfoolery. The levelled ground and its color show this was a very recent activity.

Then I received several photos of West Cove being demolished not only by sledge hammers but the bastards set the building on fire! In any language you can term this ARSON. I received a copy of a police report which identified who were present in the building when several rooms of the hotel were burning. The owner of West Cove, a certain Cris Aquino, only recourse to reach authorities to air his grievance is via Facebook.

Pity the guy, I hope it is not because of his name that he is being subjected to this ignominy. In his posts, we learned that he obtained a special land use permit (for tourism) from DENR and had been paying his dues promptly. He said that it is not true that the Supreme Court nullified his FLAG-T permit. What seems to be his calvary is the cancellation of the FLAG-T permit

by DENR by the previous administration, which he said is presently under appeal with the office of the President.

If this Aquino reads Duterte’s edict that if complaints similar to his are not acted in 72 hours, these are either deemed granted or he should assert his right before the President himself. If the President is busy, you have an action man in the person of Sec. Christopher “Bong” Go who is also on top of the Presidential Management Staff to get your case moving.

Let’s leave Aquino in his misery and look at other administratively actionable shenanigans that is taking place in the rehab of the island. One big hotel establishment, which was reported as having grave violation, is not being touched. Many DENR and DILG officials are billeted here. Only the soldiers are living in tents.

Drug suspect in NorCot killed for ‘resisting arrest’ COTABATO CITY – Police said a suspected drug peddler included in its “high value targets” list was killed after he resisted arrest during a buy-bust operation in Libungan, North Cotabato on Wednesday.

Supt. Bernard Tayong, North Cotabato provincial police spokesman, said suspect Allan Pananggalan quickly pulled his .38 caliber revolver after sensing he was dealing with a policeman while peddling illegal drugs in Barangay Montay, Libungan town, past noontime on Wednesday.

Pananggalan was shot at close range by the plainclothes policeman who acted as the buyer. The suspect was rushed to the hospital but was declared

The iconic globe at the SM Mall of Asia lights up with the anniversary to launch SM’s 60th Anniversary celebrations. SM, which was established as a shoe store by Henry Sy, Sr. in downtown Manila in 1958, has since grown to become part of the lives of millions of Filipinos through its retail stores, malls, residential condominiums, hotels and convention centres, and banks.

SM launched its 60th Anniversary celebrations by lighting up the iconic Mall of Asia globe, and with it, starting off a series of exciting 60 themed visual attractions, fun experiences, and interactive activities for its customers from May to October in SM malls nationwide.

The SM story began in 1958 when founder Henry Sy, Sr. opened the first Shoemart store in downtown Manila, introducing exciting new merchandising and retailing concepts. At that time, Mr. Sy, who has been honored as the Father of Philippine Retail by the Philippine Retailers Association, thought that if he could sell a pair of shoes to every Filipino, he could be a successful man.
