Small-scale gold miners get tax relief OFFICIALS of the Bangko Sentral ng Pilipinas (BSP) applauded the amendment of the National Internal Revenue Code that exempted smallscale miners from paying income and excise tax for the gold that they sell to the central bank.

President Rodrigo R. Duterte signed into law Republic Act (RA)

11256 on March 29, 2019.

BSP Governor Benjamin Diokno said the amended law is “an excellent and much needed law.”

“It remedies the 99 percent drop in domestic gold purchases from more than 900 thousand fine troy ounces (FTO) in 2010 to around 10 thousand FTO in 2019 as a result of

the taxation of the sale of gold to the BSP beginning July 2011,” he said.

The BSP chief explained that the amendment of the NIRC will allow the central bank to increase gold purchases from domestic sources “to further build up the country’s gross international reserves (GIR).”

Cops among the victims of investment scams in R-12 GENERAL Santos City-Police authorities in Region 12 raised alarm on Wednesday over the continuing proliferation of various illegal investment schemes in the area that already lured and victimized thousands of residents.

Brig. Gen Eliseo Tam Rasco, regional director of the Police Regional office-12, said their monitoring showed that many residents, including ranking officials and members of the Philippine National Police (PNP), continue to fall prey to the mushrooming investment scams.

He said the fraudulent activities have thrived despite numerous warnings and public advisories from various government agencies.

DOT warns public vs. fake travel businesses

THE Department of Tourism (DOT) on Tuesday warned the public against non-accredited entities engaged in travel and tours, airline ticketing and other travel businesses.

“Recently, various reports have been received by the Department of Tourism on the proliferation of nonaccredited entities advertising services in different social media platforms for airline ticketing, travel and tours arrangement, hotel booking, and training offerings for travel business SUNSET BOULEVARD. OZAMIZ CITY, Misamis Occidental -- The Ozamiz City Health Office commemorated the Philippine International AIDS Candlelight Memorial 2019 held at the city hall grounds emphasizing on the need for people living with and affected by HIV to join hands and reflect on the past and the precious lives

that have been lost.

Anchored on the theme: “One Big Fight for PLHIV Health and Rights,” it serves as a community mobilization campaign to raise social consciousness about HIV and Aids.

In his welcome message, City Health Officer Paul Singh said, “With 33 million people leaving with HIV

today, the International Aids candlelight memorial serves as an important intervention for global solidarity, breaking down barriers of stigma and discrimination and giving hope to the new generation.”

Singh said the Aids candlelight memorial aimed to raise public awareness to stop the spread of HIV/

Aids.

He also said the Philippine International AIDS Candlelight Memorial reminds us of the tremendous impact that HIV and the AIDS movement have had on our lives.

MARAWI CITY -- The Bangsamoro Government and the World Food Programme (WFP) signed a memorandum of agreement (MOA) to strengthen their collaborations on projects focusing on food and nutrition security and disaster risk reduction management interventions.

Esmael Pasigan, executive secretary of the B angsamoro G overnment, and Stephen Guiling, representative and country director of World Food Programme, signed the MOA on Wednesday morning, May 22, in Cotabato City.

The collaboration also includes the usage of the port and warehouse services and open space of the Polloc Freeport in Parang, Maguindanao for the installation of mobile storage facilities to receive, store, and deliver humanitarian goods and emergency relief items.

The Department of Education (DepEd) Ozamiz City kicked-off the Brigada Eskwela 2019 held at Ozamiz City National High School.

With this year’s theme, “Matatag na Bayan Para sa Maunlad na Paaralan,”

DepEd officials led the kickoff ceremony and caravan of the 16th “Brigada Eskwela” at Ozamiz City.

Filinvest extends med services to ‘poorest’ farming village in B‘non AROUND 3OO residents, mostly rice and coconut farmers, including their children in Barangay Spring, Kibawe town, Bukidnon Province, have availed of free medical, dental, and eye care services through a oneday medical-dental-feeding mission by Filinvest’s FDC Misamis Power Corporation (FDC Misamis) and First Bukidnon Electric Cooperative (FIBECO) held in the said barangay on May 3, 2019.

Spring is one of the “poorest” villages in Kibawe with a population of 1,836 as of February 2019.

Village chief Rene Densing said the event was truly a “blessing” for their poor residents who can hardly go see a doctor for medical check-up.

“They can’t even afford to buy medicines or vitamins for their kids,” he added.

“Most of them are just reliant to the barangay.”

Laid-back Camiguin

MAMBAJAO, Camiguin – This ‘island born of fire’, hasn’t changed its laid-back landscape literally. Save for some resorts rising, the ambience of this tiny island province has remained unperturbed through the years.

The island’s rustic scenery still enjoys that magnetic come-on to the tired and weary in search of temporary escape from urban living. That alluring charm is still there – alive and kicking.

Truth of the matter is, this pear-shaped island, gifted by nature has simply ignored the convergence of modern living.

Except perhaps of the entr y of social media, Camiguin has remained an ‘island of pure imagina-

tion’, where the furtherance of simplicity in living is most prevalent in its five municipalities where fishing and a little farming are the main source of livelihood.

Though Camiguin enjoys being called ‘a home away from home’, it has its share of downsides and the mess starts from the port of entry in Balingoan where fixers abound, asking for “facilitation fee” for their services rendered on securing port entry tickets.

For the first-time tourist, this comes as bad first impression. Port facilities are not that impressive either. Toilets stink, waiting sheds too low-class, and its upkeep, never world-class.

On board a cranky, ageing ferry, the short one hour voyage is one hell of a ride.

The vessel had maneuvered over strong waves, yes, but not without aching its way to Benoni, the island’s only commercial seaport.

One thing is noticeable though, and this is all about the resilience of people wanting to experience what Camiguin has to offer sans the inconvenience of a boat ride like inadequate safety measure while on board.

This comes as no surprise because most often than not, safety precautions in this country are strictly imposed on sea travel only after a disaster or worse, a tragedy happened, where people are killed and properties damaged. And worst, national pride dampened.

eclipsed scanty infrastructure facilities. A manifestation of this observation came after a quick look at the forest-capped Katibawan Falls.

While the falls may have an awesome sight to behold, getting there is not as pleasant as imagined. The road leading to this tourist spot is a scene not pleasing to the eye, definitely a bane to the tourism industry of the island.

APPARENTLY feeling compelled to dispel the people’s fear they will just ensure the Senate’s transformation into a rubber stamp of Malacanang, the newly elected and reelected senators issued strong words during their proclamation Wednesday they’ll never be. But ironically at the same time they did, with the exception of Sens. Grace Poe and Nancy Binay, with much pride the signature fist bump or fist salute of the president showing their subservience to him.

Proving one’s independence from Malacanang as a duly elected official, in this case as senators, is not just possible by simply issuing strongly worded statements such as the one made by the

newly–minted senators. It goes beyond mere words no matter how strong they may be.

It starts with your own candidacy. How did you become a candidate? Were your candidacy launched by at least a good number of the people who want you to serve them as their senator or was it the Malacanang occupant who egged you to run?

In this regard, it’s a fact that the neophyte senators run because the president want them to run. This has been admitted by them and by the president himself. This is the underlying reason why the president campaigned hard for them and why their campaign war chests were admittedly

better than the others as the causal result.

As what we’ve mentioned in our previous columns, these deep and wide war chests was proved by their seemingly unlimited political ads before and during the campaign period on prime time television that cost them millions and millions of pesos.

Their being handpicked by the president made all these things possible. Undeniably also government resources enabled the president to campaign for these favorite candidates of his all over the country unhampered by logistical concerns.

These particular group of newly elected senators, you know them all, can never be expected to have a mind of

their own for their mind is already owned by the man who caused them to run, who campaigned hard for them to ensure their victory, and who must have made possible their access to a bottomless campaign war chest.

The others may have not been directly asked by the president to run. But apparently they have asked to be included among the elite that the president endorsed.

Politics mold everyone’s life

WHETHER we abhor it or hate it, politics is part of our everyday life. A simple greeting to a neighbor or a friend is a kind of politics.

When we talked to someone, we are exercising the politics of human relations.

Thus, opinion writing is largely an expression of the thoughts about politics.

Radio commentaries are also political expressions carried in the air lanes.

There is nothing in this world without having connection with politics.

It is just how an individual reacts to political opinions in written form or in the air lanes that politics draw its meaning. If an individual person does not agree with the opinion or commentaries it is the personal biases that creates

the discriminatory political thoughts.

Unless the political opinions or radio commentaries are deliberate for one reason or another, the thoughts are purely personal in context.

We are ventilating the issue, because of the many contradictions in understanding the political thoughts, whether in writing or on other forums.

For instance, there is a big difference between a paid political radio commentary compared to those that were not. In the paid political radio commentaries or political writings, the focus of the political thoughts is basically “image building” of the politician or otherwise. Image building is not privy to the politician alone, but is also indispens-

able for companies and big businesses.

Image building is very important for businesses and companies as a way of getting patronage in the market. Companies also employ image building as an effective marketing strategy to maintain the consumers’ loyalty. This method is called “political marketing” strategy.

Based on the earlier premise that opinion in written form is part of the daily political thoughts of the community, it is inevitable for the CYNOSURE to set aside politics in its opinions.

In other words, political thoughts and opinions are the reason for the CYNOSURE to exist. After all, the thoughts and opinions

Aside from writing about the political thoughts and biases of the community and its people, the CYNOSURE also introduces immediate remedy to the prevailing social issues.

3 die, 3 hurt in Lanao Norte road mishap TUBOD, Lanao del Norte -- Three motorcycle passengers died while three others were seriously injured in a road mishap along the national highway of Kakai Renabor, Tubod, Lanao del Norte on Tuesday afternooon.

A report from Major Rodolfo Dongiapon, Tubod police chief , identified the three fatalities as Samia Pasan Montila, 30, a resident of Purok Mentring, Maigo, who was declared dead on arrival by the attending physician; Charlyn Mondido Sumagang, 33, a resident

of Barangay Libertad; and Amenola Hadji Latip, a resident of Kolambugan town who died in the hospital a few minutes later.

Dongiapon said the three other passengers who suffered serious injuries were Jenelyn Filipino Sayre, 31, a resident of Poblacion, Magsaysay; Mohammad Jalil Pasan Montila, 9, a resident of Maigo town; and Antonina Pang-an Balatero, 55, a resident of Kolambugan town.

Initial investigation disclosed that the Toyota Sedan was traveling from Tubod

proper going to Kolambugan when it collided with the motorcycle loaded with passengers.

Master Sergeant Mark Debb Namuag, police investigator, said the unidentified driver of the Toyota Sedan with plate number AA 1884 fled on board a Toyota Revo towards Kolambugan town.

PDEA-11 calls for drug test on high school students DAVAO CITY -- With the approaching opening of classes in June, the Philippine Drug Enforcement Agency-Region 11 (PDEA-11) has called on secondary schools to conduct a random drug test on their high school and senior high students.

Lawyer Benh Joseph Tesiorna, PDEA-11 assistant regional director, told

reporters during Wednesday’s AFP –PNP press briefing here that even the Jesuit-run Ateneo de Davao University (AdDU) “will be implementing a random drug test among its students.”

“I had a talk with them I think four months ago,” Tesiorna said.

Tesiorna said the AdDU asked the PDEA about its

concern on the legality of conducting a drug test on students and if the expenses can be covered by the government.

“I explain to them that if it is provided in its student handbook then they can implement it,” he recalled telling AdDU school officials.

“I just don’t know if the other school or colleges would

follow as what will Ateneo would do but think Ateneo will be implementing that this school year,” he added.

Day care center for San Isidro children opens Protection assured for SAN ISIDRO, Davao Del Norte (DSWD XI) -- The Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KalahiCIDSS) of the Department of Social Welfare and Development (DSWD) recently turned over a newly constructed day

care center to Barangay Sabangan, San Isidro, Davao del Norte.

Kalahi-CIDSS granted Php 956,529.00 for the construction and fixtures while the municipality provided a Local Counterpart Contribution of Php 67,200.00.

During the turnover ceremony, the key of respon-

sibility was handed over to the Barangay Sub-Project Management Committee (BSPMC), community volunteers, and parents.

The project was realized through the local residents’ engagement in the local development process of the program. They are the frontline in planning, imple-

mentation and management of the project.

With the completion of the project fully furnished with tables, chairs and other fixtures, students will no longer need to walk eight (8) kilometers to reach the nearest school.

The new day care center can cater 33 children.

DAR targets complete land acquisition and distribution by 2022

LAND acquisition and distribution (LAD) free by 2022. This is the target of the Department of Agrarian Reform, following President Rodrigo Roa Duterte’s directive to complete the distribution of agricultural lands to landless farmers before the end of his term.

A three-day national conference was recently held for the proper accounting of the remaining workable balance for distribution to agrarian reform beneficiaries.

“The objective of this conference is to ensure that we will achieve the President’s mandate of a LAD Free Philippines by 2022,” DAR Secretary John R. Castriciones said.

During meeting strategies and recommendations were formulated to speed up the acquisition and distribution of lands in the country.

The crafted implementation plan will be presented to the President on the next Cabinet meeting on June 6.

“At present, we have already done initial steps in streamlining the land conversion process. The InterAgency Task Force on land use conversion has already drafted its implementing rules and regulations. If approved by the Cabinet and President Duterte, then it will be implemented immediately,” Castriciones said.

The task force was formed to further expedite the processing of requests to convert agricultural lands for residential, commercial and industrial use, and submit a report on the anomalies in the conversion processes.

Castriciones also directed the DAR field operations office to come up with proposals for the streamlining of LAD processes.

Further, the DAR is hard at work in realizing Executive Order 75 where it is ordered to acquire all government-owned lands devoted to or suitable for agriculture but are no longer actually, directly and exclusively used for the purpose for which they have been reserved.

“This E.O. will help us.

This will be a boost to the Comprehensive Agrarian Reform Program. This will fast-track the distribution of lands, particularly government-owned lands, to qualified beneficiaries,” Castriciones said.

The DAR is also challenging itself this year to achieve a zero backlog in the resolution of cases related to agrarian justice delivery.

“Our major target is to address the needs of our primary clients—the farmerbeneficiaries, the landless farmers, and the farmworkers with due regard to the rights of landowners,” said Castriciones.

“We have set our targets starting this year until 2022 to achieve a zero backlog for both the Department of Agrarian Reform Adjudication Board and Agrarian Legal Implementation cases,” he added.

“We are incorporating all of this into a cohesive and strategic program. We hope a favorable response from the President and the Cabinet. If all goes well, immediate implementation will follow.”

New autopsy on Cebu player wins Php 107.2 M Dayag sought 6/42 Lotto jackpot prize THE labor department has requested the National Bureau of Investigation to conduct an autopsy on the remains of Filipino worker Constancia Dayag who was found dead in her room at her employer’s residence in Kuwait on May 14.

Acting Labor Secretary Renato Ebarle said the request was made pursuant to the desire of her family for a conclusive determination of the cause of Dayag’s death. The autopsy will be done as soon as remains arrive in Manila on Thursday.

“At the very least, the second autopsy will help give her family the peace of mind that they deserve. Equally important, the procedure may provide us a clearer view of the circumstances surrounding her death,” Ebarle said.

MANILA, Philippines -President Rodrigo Duterte has signed a measure institutionalizing the govern-

ment’s strategy in reducing national poverty.

certain qualifications, to uplift marginalized sectors from poverty and to improve the quality of life for all.

Among those qualified for the program are farmers, fisherfolks, homeless families, indigenous peoples and those in the informal settler sector, and geographically isolated and disadvantaged areas including those without electricity.

Under the law, qualified poor household beneficiaries will be provided with conditional cash transfers for a maximum period of seven years to improve the health, nutrition and education aspect of their lives. The National Advisory Council may recommend a longer period under exceptional circumstances.

Qualified household beneficiaries on a nationwide basis shall be selected by the Department of Social Welfare and Development (DSWD) using a standardized targeting system.

Standardized Targeting System, under the law, re-

fers to a system identifying who and where the poor households are through the generation of a socioeconomic database of poor households that is adopted by national government agencies and implemented by the DSWD. The DSWD is tasked under the law to conduct a regular revalidation of beneficiary targeting every three years.

QUALIFICATIONS FOR ELIGIBLE BENEFICIARIES To be eligible for the cash grants, household or families must meet the following criteria: • Classified as poor and near-poor based on the Standardized Targeting System and the poverty threshold issued by the Philippine Statistics Authority at the time of selection; • Have members who are newborns up to 18 years old as well as those who are pregnant at the time of registration; See LAW, page 11

• Willing to comply with the conditions specified by this Act The following schemes shall be observed in the implementation of conditional cash transfer: • Financial aid of not lower than P300 per child enrolled in daycare and elementary programs for a maximum of ten months per year; • Financial aid of not lower than P500 per child enrolled in junior high school for a maximum of 10 months per year; • Financial aid of not lower than P700 per child enrolled in senior high school each month for a maximum of 10 months per year; • Health and nutrition grant shall not be lower than P750 per month for a maximum of 12 months per year.

The law states that all qualified beneficiaries of 4Ps shall automatically be covered in the National Health Insurance Program (NHIP).

“The necessary funding for their coverage shall be sourced from revenue generated pursuant to Republic Act No. 10351, otherwise known as the “Sin Tax Reform Act of 2012,” the law stated.

For continued program eligibility, the law obliges all qualified householdbeneficiaries to comply with the following conditions:

pregnant women must avail of pre-natal services, give birth in a health facility and receive post-partum care and post-natal care for her newborn; children from newborn to five years old must receive regular preventive health and nutrition services, including check-ups and vaccinations; children aged one to 14 must avail of deworming pills at least twice a year; Children five to 18 years old must attend elementary or secondary classes at least 85 percent of their time; at least one responsible person must attend family development sessions with DSWD, at least once a month.

Failure to comply with set conditions will subject the household-beneficiary to case management process which may lead to the termination of cash grants.

Any person who will be found falsifying their data or information in the registry to avail of the conditional cash transfer program may be imprisoned for a month up to a year or be fined with not less than P10,000 but not more than P100,000.

“We worked hard for it for the last few years and its passage is a strong symbol that the Government values the welfare of our small scale gold miners who are forced to settle for lower prices for their gold in the blackmarket,” he said.

Guinigundo explained that this measure is a winwin situation for both the small scale miners, who will now have higher return for their gold, and the government, which would be able to buy gold using the local currency instead of using US dollars when it purchases gold overseas.

“With higher and sustained and comfortable import and short term debt coverage, we can be favorably considered both by the market and the credit rating agencies. That should translate into lower borrowing costs for both the Government and the corporates,” he said.
