DAVAO City––Re-elected Davao City Mayor Sara Duterte refused to reconcile with former House speaker Pantaleon “Bebot” Alvarez, who was re-elected to another three-year term as representative of Davao del Norte’s 1st district.

In a statement released on Tuesday evening, Duterte said Alvarez’s offer of reconciliation was deceiving and utterly lacked sincerity.

4ID soldiers armed selves with carpentry, painting tools CAMP Evangelista, Cagayan de Oro City--Armed with carpentry and painting tools as well as cleaning paraphernalia, thousands of soldiers participated in the six-day Brigada Eskwela in the different schools of regions 10 and Caraga last May 20.

With the theme: “Matatag Na Bayan Para Sa Maunlad Na Paaralan”, units under the 4th Infantry “Diamond” Division, Philippine Army showed its full support and commitment to the annual conduct of Brigada Eskwela 2019 to the national schools maintenance week of the Department of Education (DepEd).

The Brigada Eskwela aimed at bringing together the community to help prepare public school facilities for the upcoming opening of classes in June.

Anthony Y. Pacaman, Principal of Opol National Secondary Technical School in Cagayan de Oro City expressed his gratitude for the assistance of the Diamond Troopers. “The manpower provided by 4ID is of great help to us, especially in ensuring that the students will have clean and ready

C. de Oro school execs urged to find ways to fund perimeter fence

CAGAYAN de Oro City-Cagayan de Oro City exec called on the administration of Cagayan de Oro City National High School to “find ways” to fund construction of their perimeter fence and walls to ensure the safety of their students.

Mayor Oscar Moreno issued this appeal during the launching of the annual Brigada Eskwela cleanup campaign of the Department of Education (DepEd) which carried the theme “Matatag Na Bayan Para Sa Maunlad Na Paaralan (A Strong Nation for a Progressive School).”

Moreno said while he ordered the construction of perimeter fences in schools at barangays (villages) Balulang and Agusan, he did so out of a commitment he made with the communities there.

The mayor admitted that the city government’s funds were focused on funding construction of more classrooms in Cagayan de Oro’s hinterland or mountain barangays. (SC/CIO)

Ridiculous politics

PHILIPPINE politics and its practitioners, more often than not, have always been ridiculous, albeit sadly, since elections were introduce in these parts.

Try to think of this. Every administration candidate for senator in the last elections did their best to win a seat by doing the ridiculous. Then candidate Ramon “Bong” Revilla, for example, did not do anything in his tv ads other than dance but in all likelihood, as of this writing, may win his previous seat despite being jailed for plunder though he was acquitted.

He did not explain what his plans are but still he is likely to become a senator again. If this is not ridiculous, pray tell what is.

While the administration did its best to win all the seats that were up for grabs, the fear that the senate will become a rubber stamp to Malacanang resonated. It morphed into an issue that such scenario will not be good for democracy because check and balance will then be a thing of the past if the Senate be packed with proadministration senators.

Still the pro-administration candidates romped away with all the seats available including the seat won by reelectionist Grace Poe, who in the estimation of many political observers, is more of a pro-administration than anti.

Again, if by just looking at the results of the senatorial race you still

cannot conclude to its being ridiculous, I don’t know what is.

But what is more ridiculous about the whole thing is the administration’s insistence that the Senate could still play its role as the great equalizer in the equation of things especially in regard its task of performing check and balance against the abuses and excesses of the sitting administration.

If this insistence does not harbor on being ridiculous, I don’t know what is.

How can a 24-man Senate effectively perform its check and balance responsibility when 20 of its members have shown and are showing canine devotion to the sitting president?

such devotion, the fact that they have such devotion is irrefutable.

With such devotion, do not be ridiculous in imagining these 20 senators can summon the gall to go against the wishes of Malacanang. Expect instead that they will willingly kowtow to what Malacanang wishes them to do.

The naked truth that this will not do anything good to the country need not be emphasized here for it is a given.

The problem of the island commuters to Jolo, etc.

ZAMBOANGA City--The problem of commuters taking the boat to Jolo etc. has reached alarming proportion that ordinary commuters are finding it difficult to buy tickets to Jolo, Siasi, Bongao, Sitangkai and are forced to buy from scalpels who buy boat tickets to resell it at the wharf for a higher price.

Is there a collusion between the scalpels and some greedy enterprising ship personnel? Why is the shipping management allowing this? What can the local government units do to protect the citizens from being fooled by this unsafe practice?

What happens when you buy a ticket from a scalpel? What is your evidence you took the boat when your name is not on the manifest and in case of tragic accidents, your family has no evidence that it was you on the boat. They get nothing. No claims can be acted upon by the shipping management.

So, how do we protect

the riding commuters?

The duty bearers in this continuous abuse who ought to respond to this problem are: 1.The Philippine Ports Authority (PA) management 2.The Shipping Line management 3.The Maritime Industry Authority (MARINA) 4.The Philippine Coast Guard 5.The concerned Local Government Units of Jolo, Siasi, Bongao, Sitangkai and Zamboanga.

Personally, I think the following measures must be strictly enforced: 1. No ticket/ No boarding policy 2. Enforce the Same Ticket/Same ID holder policy.

3. The Shipping Line must have a ticketing officer at the Port Area/wharf to allow latecomers to buy ticket or they can come up with a daily cut off period (say 6 PM) for issuance of tickets).The shipping management must ensure that the same person holds

the same ticket. Or perhaps we can lobby for a law to be passed in Congress making it punishable for the Shipping Lines to sell tickets to fictitious ID holders.

Once enforced, the passengers will be discouraged from buying from the scalpels. This will put an end to this unscrupulous business of making hay at the expense of the riding public. This takes a concerted action from all the commuters.

All the duty bearers have the obligation to protect the riding public from being fooled by the scalpels.

We should not wait for a tragic shipping accident to happen and the rightful passenger’s family is deprived of claims all because we have allowed the scalpels to make a killing at the expense of the commuters.

In the meantime I urge the island LGUs together with the Regional Ports Management Authority (in the Bangsamoro Autonomous Region in Muslim Mindanao) to be vigilant

regarding the enforcement of the rules.

I am sure, the shipping lines do not want their business to be cut abruptly.

THE BSP today announced that Republic Act (RA) No. 11256, An Act to Strengthen the Country’s Gross International Reserves (GIR),was approved by Congress and signed by President Rodrigo R. Duterte last 29 March 2019.

The new law exempts from excise and income tax the sale to the BSP of gold sourced from small-scale mining activities. The measure also covers the sale of gold by small-scale miners to accredited traders for the eventual disposal to the central bank.

R.A. No. 11256 seeks to remedy the 99% drop in BSP’s domestic gold purchases from more than 900 thousand fine troy ounces (FTO) in 2010 to around 10 thousand FTO in 2019 as a result of the taxation of the sale of gold to the BSP beginning July 2011.

The tax regime under R.A. No. 11256 would allow the BSP to increase its purchases of domestic gold to further build up the level of the Philippines’ GIR, which serves as the country’s primary buffer

against external economic shocks. An increase in BSP’s gold purchases using pesos leads to a net increase in the GIR, thereby improving the country’s economic standing and lowering the cost of both funding for the Republic as well as doing business for the private sector. It also prevents the smuggling of Philippine gold through the black market to other countries and allows smallscale miners and traders to sell gold at international market prices.

While the National Government would only forego around P35 million annually from its income on BSP’s gold purchases, the Philippines as a whole is expected to benefit from keeping the gold right in the Philippines for sale to the BSP. Aside from helping build up the foreign reserves of the country, the law is expected to also lead to greater availability of gold in the domestic markets for jewelry making, dental requirements and other industrial and commercial uses.”

Ph Peso is Asia’s best performing currency THE Philippine peso has defied a yawning currentaccount deficit to emerge as Asia’s best-performing currency in February. And it may continue to surpass its peers.

Peso bulls say record remittances, rising investment and a buoyant domestic economy will propel further gains in the currency.

Easing inflation could also lend a hand, as higher real yields burnish the appeal of Philippine bonds.

The peso is among Asia’s biggest turnaround stories, as the currency bounced back from a 13-year low after a slew of economic reforms and a $170 billion infrastructure spending plan revived sentiment. Proactive central bank policy has also helped win over skeptics. “ The peso has been stronger recently and could continue to outperform in the region, amid sustained net foreign portfolio investments on a widely expected further declining trend of local inflation,” said Mike Ricafort, economist at Rizal Commercial Banking Corp. in Manila.

The Philippine currency strengthened 0.8 percent in February to 51.70 per dollar, the best performance among Asian currencies. It has climbed since the start of the year, as a pause in Federal Reserve tighten-

ing and easing global trade tensions fueled demand for developing-nation assets.

The peso was among the hardest hit in the emergingmarket sell-off last year, tumbling to a 13-year low of 54.41 in October as investors punished economies running current-account deficits.

Technicals back the case for further peso gains. The dollar-peso currency pair remains in a bear trend, hovering above initial support at 51.90, its Feb. 13 low.

Inflation data due March 5 could provide more fodder for peso bulls. Consumerprice gains may have eased to a one-year low of 4.0 percent in February, accord-

ing to a Bloomberg survey of economists on Friday afternoon, and within the central bank’s target band of 2 to 4 percent. Price pressures have waned since touching a nine-year high in September, thanks to government measures to boost food supplies.

THE Manila startup ecosystem ranked high in five categories in the Global Startup Ecosystem Report (#GSER2019) released recently by Startup Genome, a provider of innovation policy advisory services, research services and content.

GROUNDBREAKING. Some 152 households in Barangay Libuton, San Isidro, Davao del Norte will soon have their Two Units Multipurpose Pavement Post Harvest Facility through the LGU-led implementation of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

Present during the groundbreaking ceremony were local officials, DSWD staffs, and community volunteers.

For the construction, DSWD granted Php 612,200.00 while the municipality provided a Local Counterpart Contribution (LCC) of Php 40,100.00.

At present, the Municipality of San Isidro has a grant allocation of Php 12,744,000.00 under the Kalahi-CIDSS LGU-led implementation modality. It is set to complete 13 sub-projects in 13 prioritized barangays.

Pag-IBIG Fund grants 5,789 socialized housing loans worth P2.2B to low-wage earners in Q1 2019 Pag-IBIG Fund extended socialized housing loans to 5,789 members from the minimum-wage and lowincome sectors totaling P2.2 billion in the first three months of 2019.

The figure represents nearly 30% of the total number of housing loans financed by the agency from January to March. The amount, meanwhile, represents 13% of the total amount of housing loans released by the Fund for the said period.

USTP has also the Northern Mindanao Food Innovation (NMFIC) Center provided by the Department of Science and Technology (DOST) to help aspiring food and food processing businesses in Northern Mindanao i n te r ms of prov i d i ng technical assistance in the areas of packaging and labelling needs, good manufacturing process and food safety training, and other technical advice on improving shelf life and quality of products.

The NMFIC boasts of various equipment such vacuum fryer, spray drye r, v a c uu m p a ck ag i ng machine and other food processing equipment.

There are also packaging machines invested by t he D e p ar t me nt of Trade and Industry (DTI) that include a vertical granular form fill seal machine, shrink packaging machine, continuous b and s e a l i ng ma ch i ne and desktop cup sealing machine to better serve the food processors in the region.

USTP also offers skills training such as wiring installation, automotive, computer hardware servicing, electronics product assembly and servicing to name a few.

Meanwhile, the O W WA i s a l s o p l a n ning to collaborate with USTP-Cagayan de Oro and U ST P-C l ave r i a i n various projects under the reintegration program for the OFWS in order to make overseas employment a choice rather than a necessity.

Solon seeks review of party-list system THE participation of a large number of partylist groups, which are controlled by traditional politicians or large parties in the recently concluded elections, highlights the need for the incoming Congress to “seriously revisit” the Partylist System Law, a minority lawmaker at the House of Representatives said Tuesday.

In a news conference, Albay 1st District Rep. Edcel Lagman stressed that the purpose of the Partylist law is to “afford the marginalized sectors of having representation in Congress.”

“I am the principal author of this law…but that has been bastardized by the Comelec,” he said.

“Even the Supreme Court has came out with rulings which is not consistent with the spirit of the law,” Lagman said.

As originally envisioned, the partylist system was created in the 1987 Constitution with the aim of giving marginalized sectors or groups, including labor, peasant, urban poor, indigenous cultural, women, youth, and other such sectors as may be defined by law (except the religious sector), representation in Congress.

In 1995, Republic Act 7941 or the Party-List Act was enacted in order to define and prescribe the broad mechanics of this system representation. It limited the system to the marginalized and the political underclass.

However, a 2013 Supreme Court decision clarified that the partylist is a system of proportional representation open to various kinds of groups and parties, and not an exercise exclusive to marginalized sectors.

Under the new parameters set by the SC, national parties or organizations and regional parties or organizations do not need to organize along sectoral lines and do not need to represent any marginalized and underrepresented sector to qualify in the partylist system.

Lagman observed that this has allowed the participation of large parties and traditional politicians, as well as the rich and the powerful, to abuse the system.

“So one of the first things we probably have to do in the 18th Congress is to strengthen the partylist system and make it consistent with its collegiate intention of securing the marginalized sectors’ right of having representation in Congress,” Lagman said.

“And we should follow the formula of declaring who are the winners. There’s a two percent threshold

in the bill which has not been followed anymore,” he added.

Under the previous formula, a partylist group must win at least 2 percent of all the votes cast in the partylist election to be eligible for a seat in the House.

However, the SC declared the 2-percent threshold unconstitutional, and gave a seat to a partylist group that won less than 2 percent of the votes, and one or more additional seats to a group that polled more than 2 percent.

The High Court ruled, however, that the total number of partylist representatives must remain at 20 percent of the total number of seats in the House as prescribed by the Constitution.

There are presently 134 partylist groups -- from the 185 who applied -- that are vying for 59 seats in Congress. philippine news agency
