BUTUAN City – Three young New Peoples Army (NPA) guerillas were killed in a fierce gun battle with Army soldiers on Sunday in Carmen town in Surigao del Sur while another one who was still alive and rushed to a nearby hospital died on arrival.

Soldiers from the 36th Infantry Battalion treated a wounded NPA rebel after after the 15-minute clash with some 10 guerillas in the

All 50 pasengers, crew rescued as boat sinks off Sta. Ana wharf

AVA O C i t y -Forty-five passengers and five crew members were rescued after their boat bound for island hopping around Samal Island sank 150 meters away from the Sta. Ana Wharf here early Sunday, Philippine Coast Guard (PCG)-Davao Station Commander George Maganto said.

In a telephone interview, Maganto said MV Sam Christopher, was not overloaded but it sank at 7:55 a.m. when a rope that was connected to a sinker got entangled with its propeller.

Davao, whose headquarters is based at the wharf, immediately launched rescue operations, Col. Randolph Cabangbang, TFD Deputy Commander said.

Cabangbang said the sinking boat was ‘sa tapat mismo ng headquarters” (in front of our headquarters).

Maganto said all passengers were rescued by 8:20 a.m.

“We are conducting an investigation together with MARINA to identify who is at fault. The owner of the boat has insurance,” he said.

Policymakers need to revisit and rethink the scope of power of the Department of the Information and Communications Technology (DICT), according to a study of state think Philippine Institute for Development Studies (PIDS).

Established in 2015, the DICT is a government agency tasked to develop policies and plans for ICT development in the country.

It exercises broad powers over telecommunications and broadcasting, data privacy, consumer protection, and the promotion of trade and investment in ICT and ICT-enabled services (ICTES). Among its attached agencies are the National Telecommunications Commission, the National Privacy Commission, and the Cybercrime Investigation and Coordination Center.

According to PIDS consultant Lai-Lynn Barcenas in her policy note titled ‘’ICT Regulation and Regulatory Authority”, the law establishing the DICT has “insufficient guidance on the scope of the agency’s authority’’.

Barcenas noted that some of the functions of the DICT overlap or are incompatible with those of other departments. For instance, the Department of Trade and Industry (DTI) still governs the promotion of trade and investments on e-commerce, the improvement of ICT skills of the labor force, and network security and connectivity.

Rufus: Alam Lim’s nightmare THE wide margin of votes said it all: Alam Lim, a political novice openly endorsed by no less President Duterte was no match running against Rufus Rodriguez, a doyen and stage veteran in the halls of Congress.

Notwithstanding Alam Lim’s unlimited resources, the overwhelming fire of support of Cagay-anons had flickered constantly on the side of comebacking Rufus who suffered dismal defeat against the well-entrenched Oscar Moreno in his mayoral bid in 2016 national elections.

Lest I can be misconstrued, my warm openness and kind words to Rufus has nothing to do with politics, nor the old friendship, or the stories I had prepared for him during his early days as the emerging Cagayan de Oro leader, or my intimate association I have had with the Rodriguez’ family.

I speak from the heart as a taxpayer and a law abiding citizen who have long embraced this city as my second home.

During his stint in Congress, Rufus has bannered the name Cagayan de Oro and Mindanao for that matter with pride, spontaneity and clarity of purpose. Every time Rufus occupies the lectern, the name Rodriquez takes the front page the next day.

There is no debate therefore that Rufus, long regarded as media darling, has been – and will always be -- a good copy for both the local and national press, the international media included.

With due respect to the previous house representatives that we have had, Rufus has outshined them all – in terms of eloquence, relevance and pro-active leadership, to the many significant house bills spon-

sored and authored, and to the billions of peso worth of infrastructure projects implemented in the city.

To some, Rufus may not be the perfect ideal of a leader, but if we have to weigh-in closely , Rufus has got the sterling edge -- brain and heart combined, and the needed stamina to work 24/7.

There is no denying the fact that in this era of global competitiveness, Cagayan de Oro has no reason to remain status quo. The city has to take the road most travelled if it has to catch up with other booming cities like Davao and Cebu.

To realize this journey, we need a dynamic leader with nothing in mind but a clear vision and political will to leapfrog Cagayan de Oro into becoming a metropolitan city livable to all – rich or poor.

THINK a minute.

Years ago on the night of 14 April, the ship named Californian had come within 1500 miles of its destination of Boston Harbor in the U.S. It was midnight and Second Officer Herbert Stone reported for his watch.

He found his apprentice looking through binoculars at another ship in the dark distance.

He could see some lights, so Stone told the apprentice to try to communicate using the Morse Code light.

But the other ship did not answer.

Then five more white flashes came from the other ship, followed by another four white flashes, so Stone called his captain. The captain ordered more light

signals to be sent, but still no answer came. They noticed the other ship’s cabin lights were disappearing, so it appeared to be sailing away.

At 1:40 AM Stone saw the eighth and last white flash in the night sky.

It was not until 4 AM that they learned the truth about the other ship. Second Officer Stone and his captain had not understood that the lights and flashes from the other ship were alarm signals. That night of 14 April, the Californian had stopped in the middle of the ocean since there was a dangerous field of ice in the water. It was while they were stopped and waiting that they saw the lights from the other ship in the distance.

That is, even if you have a lot of money but don’t belong to a party with a well-established and maintained political machinery that operates up and down to the grassroots, your chance of winning is pitch dark, unless you are a popular actor or has done something spectacular.

The truth is more evident at the local level where most candidates are engaged in vote-buying.

Those with long groomed leaders and runners at the barangay to the purok level often win. ++++++++++++++

It is foolish to expect dif ferent resu lts f rom the same people who go through the same old ways and system of doing things.

If we want different results we either change the people or the entire system of doing things. It appears that changing the people to improve their plight, is an uphill struggle; then it might be convenient and easier to change the system to change the people for good.

We have been under a democracy for over half a century. Our democracy, however, has been warped and punctured by a value system that glorifies and ennobles autocracy, plutocracy and indecency,

thus the democratic system stalls and is getting us nowhere. It looks like the system fails us in choosing our leaders and in imposing social discipline.

It seems democracy as a system of governance is not fit for us.

Will our nation thrive better in an authoritarian rule? Whatever, the verdict of the people in the last two succeeding national elections favours it. A new ballgame may soon play. Board of Canvassers Officially Proclaimed Newly Elected Officials in Iligan City

LIGAN CITY – On May 14, the Board of Canvassers headed by the City Election Officer Atty.

Anna Liza Barredo as the Chairman, officially proclaimed the newly elected officials at exactly 3:00 pm in the afternoon held at the Sangguniang Panlungsod Session Hall, this City.

According to COMELEC, there were 218 total number of clustered precincts reported and Atty. Barredo stated that there were more or less 70% among the registered voters who participated the local election on May 13 this year.

DMCI infra revenues up 74% in Q1 MANILA -- Premier construction firm DM Consunji, Inc. (DMCI) saw its revenues from infrastructure projects surge 74 percent from PHP883 million to more than PHP1.5 billion during the first quarter of the year.

In a statement issued on Sunday, DMCI said its ongoing infrastructure projects include the Metro Manila Skyway Stage 3 (SS3), the SS3 Nagtahan Ramp, LRT (Light Rail Transit) Line 2 East Extension Project (Viaduct and Stations), TPLEX (Tarlac-PangasinanLa Union Expressway) Bued, and the Cavite-Laguna Expressway (CALAEx).

In February, the Department of Transportation also awarded the consortium of DMCI and Marubeni Corp. the PHP3.2-billion contract to install the track works and electromechanical system (EMS) of the LRT-2 east extension.

“Hopefully, the LRT-2 EMS contract is just the start of more infrastructure

projects for DMCI. We want to focus on helping the government implement its ‘Build, Build, Build’ program,” said Jorge Consunji, DMCI president and chief executive officer.

DMCI Holdings chairman and president, Isidro Consunji, told reporters on Thursday that they target to complete the EMS of LRT-2 east extension by the fourth quarter next year.

From January to March, DMCI recorded a 36-percent drop in revenues from building contracts. From PHP1.7 billion, building revenues slipped to PHP1.1 billion as most of the projects are near completion.

Revenues from energy projects expanded 202 percent to PHP602 million, while revenues from plant and utilities projects improved 29 percent to PHP404 million.

The National Economic and Development Authority (NEDA) is urging the administration's leadership to immediately release the PHP10-billion Rice Competitiveness Enhancement Fund (RCEF) that aims to help modernize and boost the productivity of rice farmers.

“It should be released hopefully early third quarter or earlier so needed certified seeds and machinery can be provided in time for the wet season or if not this season, the dry season,” NEDA Assistant Secretary Mercedita Sombilla said in a mobile phone message to the Philippine News Agency (PNA) on Monday.

NEDA Undersecretary Rosemarie Edillon said the RCEF needs to be released “fast” to make support readily available to farmers since it is part of the mitigating

measures of Republic Act (RA) 11203.

“Also, to catch the next planning season,” Edillon said in a separate message.

RA 11203, or the rice tariffication law, mandates the establishment of an RCEF that guarantees the

rice sector a PHP10-billion financial support annually for the next six years beginning 2019.

Edillon said PHP1 billion for credit is already available.

ANILA -- To dispel rumors on President Rodrigo R. Duterte’s alleged hospitalization, former Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go shared photos of himself sharing a meal with the Chief Executive.

Go said the photos were taken at the Bahay ng Pagbabago, formerly called Bahay Pangarap, the President’s residence in Malacañan Palace.

Group dares Senate: Stop Charter change

HE research group IBON is challenging the succeeding Senate to prove its independence by rejecting the proposal to amend the 1987 Philippine Constitution or Charter change (Cha-cha). Lawmakers should keep in mind the dangers that Chacha poses on Philippine economic sovereignty, said the group, and not be swayed into passing other laws that fulfill the consistent goal of Chacha to open the economy to full foreign participation.

In December last year, the Lower House transmitted its approved, consolidated version of proposed constitutional amendments, Resolution of Both Houses (RBH) 15, to the Philippine Senate.

Aside from establishing a federal state and removing term limits, Cha-cha would implement neoliberal amendments to the Philippine constitution.

IBON said that while

RBH 15 expires on June 30 this year, the Duterte government has sustained its espousal of Cha-cha by organizing an InterAgency Task Force on Federalism and Constitutional Reforms and can easily restart or expedite deliberations under an administration-dominated 18th Congress.

Partial unofficial tallies show a majority win for candidates backed by the Duterte administration, IBON noted. An administration win can bring standing Upper House support for Cha-cha to 11 comprised of incoming senators Bong Go, Ronald dela Rosa, Pia Cayetano, Imee Marcos, Francis Tolentino, Sonny Angara, Aquilino Pimentel III, Bong Revilla, plus incumbent senators Vicente Sotto III, Juan Miguel Zubiri, and Manny Pacquiao.

foreign investors. Moreover, said the group, Chacha will limit government’s role in protecting the Philippine economy and allow foreign ownership of natural resources, educational institutions, mass media and advertising, public utilities, and strategic enterprises.

The proposed amendments also remove pertinent provisions affecting Philippine employment opportunities, labor rights, and access to basic social services.

Cha-cha would remove provisions on using the preferential use of Filipino labor and limiting professions to Filipinos, noted IBON. This will worsen the country’s jobs crisis. For instance, more Filipinos go abroad for work than new jobs are created locally. In the first semester of 2018, the

average number of Filipinos who went abroad for work daily was 5,757, while only 2,263 new jobs were created on average per day during the same period, said IBON. The group added that important stipulations on labor rights such as security of tenure, humane conditions of work, and a living wage, are deleted in the proposed Cha-cha.

Already, IBON observed, 2018 data shows that 8.5 million workers of private companies and 985,000 workers in government agencies are still non-regular workers. Meanwhile, the Family Living Wage (FLW) as of March 2019 is at Php1,004 for a family of five compared to which the National Capital Region’s (NCR) minimum wage of Php537 falls short.

also narrows government’s role in providing basic social services such as health development and affordable housing by adhering to the neoliberal policy of privatization, IBON said.

The group further warned that proposals to open public utilities to full foreign ownership such as proposed amendments to the Public Services Act (PSA), and to increase areas that are open to foreign investments such as through revisions to the foreign investments negative list (FINL), are in the works and ground breaking the eventual neoliberalization of the highest law of the land. IBON said that legislative amendments such as these are being prioritized by government and will serve the same purpose of opening

Gingoog day care center gears for excellence in disasters GINGOOG CITY, Misamis Oriental – Early Learning Center (ELC) of Barangay 18 in Gingoog City proactively aligned its operations making it compliant with the provisions of Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act (DRRM Act), touted as a landmark legislation for DRRM in the country.

The learning center has been a recipient to the Gawad Kalasag award, the country’s premier annual awards for excellent contribution in DRRM and humanitarian assistance. For this year, it qualifies to be a hall of fame awardee for the Gawad Kalasag’s ELC category.

According to Office of Civil Defense (OCD) Region 10 Director Rosauro Arnel Gonzales Jr, through the Gawad Kalasag, the regional and national DRRM councils recognize programs, activities, and projects that protect high-risk communities against hazards and provide more capabilities in addressing vulnerabilities and coping from disasters.

Child Development Worker (CDW) Helen Tagupa said establishing an ELC that nurtures the holistic development of the child in a safe environment, the Barangay 18 constructed its learning center in an 882 sq.m. area (with the learning area comprising 504 sq.m.) and fenced with a non-climable barrier.

The learning center is accessible to children including children with special needs. The area is

more than the required area for Child Development Centers (CDCs) issued by the Department of Social Welfare and Development (DSWD).

It is free from hazards—busy streets, water hazards, broken glass, and dangerous machinery or tools.

Per the standards and guidelines for center-based early childhood programs for zero to four years old Filipino children, Tagupa said the center’s layout encourages both active physical and at the same ensuring the safety of children.

The center is also laid out in a manner that whatever the children’s activities, they are visible to child development worker at all times. In addition, certain areas in the center are covered with foam mats to ensure children’s safety, especially during active play.

Furniture and shelves are fitted to children’s height. Children can easily reach toys and materials that they may need. Shelves are sturdily built so it won’t topple over so easily.

Further, tables, chairs, shelves, storage racks are child-sized. They are sturdy and durable and won’t topple easily. They are easy to clean and disinfected.

The center’s play area is filled with lightweight, non-toxic toys and covered with foam mats to ensure safety during free play.

The CDW and parent aid have been trained on how to use the fire extinguisher and routinely

participate in various drills such as fire suppression and basic life support. The CDW as well parents and children has a whistle and flashlight attached to their identification to ensure that they have them at all times.

The center has also a gated exit to ensure that children will not loiter outside the center premises and at the same time keeps out strangers and unauthorized persons.

The center, meanwhile, has been very fortunate to be given by the local government unit of Gingoog City the covered pathway for the children and parents.

Water sanitation and hygiene (WASH) facilities The center’s water is supplied

by Gingoog’s water district and has a certificate of the water’s potability.

Faucets and water containers are routinely washed and scrubbed to avoid molds and dust contaminating water. The toilets are relatively private spaces with low doors that allow adult supervision.

They are functional and child-size.

The center’s handwashing/ tooth brushing area is equipped with faucets and washing/brushing materials accessible to children and within children’s reach. The area is appropriate to the child’s size to allow proper washing/ brushing habits to develop.

To ensure the safety of electrical connections, the Bureau of Fire Protection (BFP) regularly

inspects the center.

Emergency telecoms facilities—has a broadband radio, with fresh batteries, given by the barangay to be used during power outage and emergencies.

Security provision Punong Barangay Rogelio Pajaron said the Barangay 18 Council has issued a memorandum to the Barangay Tanods to patrol the perimeter of the center especially during school hours and at night.

The center has not only issued identification cards to its enrolled children but to their parents or guardians as well. This is to ensure that the child will be picked up only by the parent, guardian or person designated by the parents.

In case a parent cant pick up his/her child, he/she must inform the CDW beforehand of the person who will pick up the child instead of his/her. The designated person will then show proof of identification to the CDW when picking up the child.

Children’s ID not only contain the name and number of the emergency contact person but it also includes a flashlight and a whistle to be used during emergencies.

Barangay 18 is a coastal barangay and last April 2018, disaster struck when a number of houses were burned to the ground.

Because of this, the barangay council as well as the parents of the Child Development Center preschoolers’ and CDW, participated in a fire drill wherein they utilize seawater to extinguish the flames. Children were also taught how to use a floatation device, life jacket.

Noble Reunion in Las Vegas from May 8-12, 2019

LANNING for a family reunion entails a lot of work. But the ensuing merrymaking, bonding and heartwarming moments make it all worth it.

That is exactly what happened when members of the Albino Xavier Noble – Nieves Zuniga Suarez clan gathered for their 1st big reunion in Las Vegas.

Since two of the clan members live in Las Vegas, it was decided that the cousins who are now scattered in different parts of the world would meet there.

First to arrive were Drs. Tony & Wilma Dayrit of Maryland, followed by Marina Vasquez-Black and brother, Joey Vasquez who drove from Paso Robles. Joey had arrived a few weeks earlier from Manila.

The Noble siblings -brothers Manny Boy, Francisco Jr. and Jose Vicente, along with sister Bernadette aka Kookie & hubby Sonny Cue of Perth, Australia, drove from Los Angeles after spending time with Manny and family.

picked up Emelinda Fabella-Saguil in Arizona and together, they flew to Las Vegas while Cecile Dayrit-Lopez and older brother, Emilio Jr. flew from Los Angeles.

The 1st big event was dinner hosted by Joe & Paching Dayrit-Montanez at their well-appointed home at Rhodes Ranch.

Because the Nobles are both gourmets and gourmands, it was no surprise that Paching laid out a gastronomic feast.

Aside from her famous callos, potato salad, baked salmon, chicken a la king, white fruit salad, there was delicious lechon, crab cakes from Maryland, a variety of cheesecakes from Marin County and Porto cheeserolls and homemade brownies from Los Angeles.

Every single one of them is a great cook – from eldest cousin Emelinda who learned from grandmother Rosario Neri-Fabella and aunt, Edith Fabella-

Pelaez, to the Dayrit sisters, Cecile, Paching & Vicky, quite expected being daughters of Gely Noble-Dayrit to Cookie Noble-Cue whose mother’s (Flora NeriNoble) culinary expertise was also well-known in Cagayan circles and Marina Vasquez-Black whose mother, Rosalinda Noble-Vasquez, hosted unforgettable parties.

The 2nd day was another round of feasting – lunch at a Thai restaurant, followed by a friendly game of mahjong at the Montanez’ home.

Tony, Wilma, and Joey were driven to the Grand Canyon by Paching on Friday while the Noble siblings visited the Valley of Fire.

Those who did not go sightseeing were guests of Becky de Tagle & Wendy Garcia for brunch at Siena’s Bistro. Friday’s dinner hosts were Yiyit and Alvin Noble at their

lovely home.

It was there when the cousins held an impromptu meeting to decide the venue for their next reunion. Seeing them interact, joke around and just plain enjoy each other’s company was a joy to watch. Saturday morning was spent by the Noble brothers playing golf after which they all met for dimsum at a restaurant. They all watched LeReve at Wynn Hotel Sunday evening.

The Noble siblings went to the Grand Canyon and

Hoover Dam on Monday.

Theirs is an interesting story. The journey began when their grandfather, Albino Xavier Noble, was brought to Cagayan de Oro from Antique by his uncle, Dr. Francisco Xavier, husband of Mercedes Roa, when he was 9 years old.

Albino went to study at Silliman University, became a successful businessman and married Nieves Suarez of Manila and Camiguin. From this union came Estela N. Fabella, Herminia, Angelina N. Dayrit, Francisco, Rosalinda N. Vasquez and Mario.

Sadly, Herminia died during the war when she was only 20 years old while youngest sibling Mario died at the young age of 50.

The various activities drew these relatives together to celebrate life and love with promises to meet again next year in Oahu, Hawaii as the next venue.

Government employees are barred from being partisan.

Part of the resolution stated that Sotto “has been actively engaging himself in electoral matters and posting daily prayers, messages and comments in the social media which are all directed to the province electorates to further the election victory of his candidate in the vice gubernatorial and first district congressman race.”

It also stated that Sotto “posted damaging statements and malicious lies directly addressed to the people of Misamis Oriental (sic) when the results become apparent that his congressional candidate is on the losing end.”

Sotto was hired by the provincial board in 2013 when the now outgoing Vice Gov. Jose Mari Pelaez was still part of the majority bloc.

But when Pelaez sided with opposition second district Rep. Juliette Uy since October and the three-member Unabia bloc allied with the administration PaDayon Pilipino, the vice governor suddenly found himself in the minority and was stripped of all committee chairmanships.

In succeeding sessions, Pelaez would find himself locked in a heated debate with PaDayon Pilipino allied-SP members President Elipe and Gerardo Sabal III. Sotto being declared as persona non grata is seen as a continuing escalation of partisan politics at the provincial board – a circumstance that is expected to stay once incoming Vice Gov. Jeremy Jonahmar Pelaez takes over on June 30.

T h e n e w s e t of SP members will also come from PaDayon Pilipino(PDP-Laban) while vice governor-elect Pelaez is allied with Uy’s National Unity Party.

This paper sent a message to Sotto for his side on the issue but he has not yet returned it as of presstime.

The SP members who voted for Sotto to be declared persona non grata were Vincent Pelaez, Mercy Grace Acain, Wayne Militante, Leonard Winstanley, Kenneth Soldevilla, Dumadag and Sabal.

Also unclear is the DICT’s extent of authority over other components of the ICT sector such as telecommunications and broadcast information operators, ICT equipment manufacturers, multimedia content developers, IT solution providers, internet service providers, ICT training institutions, software developers, and ICT-ES providers.

The inadequacy of laws in ICT and the vagueness of the DICT’s scope of power have resulted in certain barriers in the country’s trade and investment on ICT services, Barcenas said.

One of the barriers noted by the author is the tedious application process in securing a legislative franchise and a certificate of public convenience and necessity, among other permits and licenses. It takes an average of five years to process these documents, slowing down investments in the telecommunications services.

Another issue is the constitutional limit imposed on foreign ownership of telecommunications, broadcasting, mass media, and advertising firms. The 1987 Philippine Constitution also prohibits foreign nationals from practicing their professions, specifically those needed in the ICT services.

These provisions restrain the entry of foreign capital, technology, and skilled human resource that could spur ICT development in the country.

To address these challenges, the author urged the government to further strengthen the DICT’s role in ICT matters by defining the extent of its functions, and clarify the role of DTI in promoting e-commerce.

She also recommended the removal of unnecessary requirements in the establishment and operation of telecommunications and broadcasting services providers, particularly the need for a legislative franchise.

Barcenas likewise proposed an assessment of the adaptive capacity of the present regulatory structure, and to consider establishing a single ICT regulator that has authority on all ICT matters, including the power to regulate industries normally handled by other regulatory authorities, and the authority to interpret ICT-related issues for the guidance of other regulators.

She also filed a bill “extending the period for Indigenous Cultural Communities/Indigenous Peoples to exercise the option to secure Certificates of Title to their ancestral lands under Commonwealth Act 41, as amended, or the Land Registration Act 496, amending for the purpose section 12 of Republic Act No. 8371, otherwise known as “The Indigenous Peoples Rights Act” which, according to House records, was approved by the House of Representatives on May 22, 2017 and transmitted to the Senate on May 24, 2017.

Catamco is Vice Chair of the committees on Local Government, Mindanao Affairs and Sustainable Development Goals in the 17th Congress (2016-2019).

She was chair of the House of Representatives’ Committee on Indigenous Cultural Communities and Indigenous Peoples Peoples in the 16th Congress (20132016).

Catamco figured in a controversy on July 23, 2015 when she led the police and military in efforts allegedly to “rescue” some 700 Manobos who sought refuge in the Haran compound of the United Church of Christ in the Philippines in Davao City, after fleeing their villages in the hinterands of Davao del Norte and Bukidnon to avoid getting caught in the crossfire between government forces and the New Peoples’ Army. Catamco argued the evacuees should be released, alleging they were held against their will.

Days after the failed attempt, Lumads and their support groups filed a complaint before the Ombudsman against several officials, including Catamco, for alleged usurpation of authority or official function, physical injuries inflicted in a tumultuous affray, serious physical injuries, qualified trespass to dwelling, grave threats, grave coercion, malicious mischief The Ombudsman dismissed the complaint a year later, citing lack of evidence.
