I accept with pride that my bosses at DepEd have announced a peaceful barangay and SK elections last week, including my home province of Lanao del Norte.

DepEd said that they have not received any incident of threat or harassment against teachers who served as election inspectors or members of the BEIs in the 2018 polls.

Although there were 42 violent incidents recorded from April 14 to May 14, there was no violence on Election Day itself.

The teachers who served

in the elections have likewise received their cash cards. Comelec has tapped more than 500,000 teachers as BEIs to serve in the 117,575 clustered precincts all over the country. The chair of each BEI will receive P6,000 while the members will receive only P5,000.

All district supervisors automatically receive P4,000 and all their respective staff P2,000. All of them received an additional bonus of P1,000 to cover for travel expenses. These teachers were also insured during Election Day but thank God there was no violence that occurred during the period, thus there was no need for insurance to be spent at this time.

When you are in the field to play, it is very good to remember to be sportsmanlike for various reasons.

There are many spectators who would come to enjoy the competitiveness and excitement of the performance of every athlete in different levels especially the kids. One reason why sportsmanship is important because it promotes healthy relationship with your peers. It is also important that a player always speak in a positive controlled tone when talking to anybody even to opponents.

Another reason is that, it will set good examples of spectators, namely children.

Kids are very observant at a young age and they can be easily affected seeing athletes or officials get into

the fight during the contest and adult can be affected as well.

Sportsmanship is an inspiration that a sport or activity will be enjoyed for its own sake, with proper consideration to fairness, ethics, respect and sense of fellowship. With one’s competitors a good sport “means a good winner” as well a” good loser.” The most common offense of the bad sportsmanship is the act of cheating or breaking the rules to gain unfair advantage.

Sportsmanship is the most important aspect of the game. Sometimes game will get intense, heated and personal, therefore, it must be learned in order to practiced it in a sticky situation.

Not etched in stone

House Justice Committee chair Reynaldo Umali derides those who expressed contrary opinion to the eight Supreme Court justices who ousted their chief justice on a quo warranto petition.

Umali derisively advised those who can’t take the majority decision to wait till they become justices themselves for no matter how brilliant they may be or how intelligent their opposition sounds, it is still the decision of the eight justices that’ll prevail.

Reading Umali’s defense of the majority justices made me quip, “Abogado ba talaga tong si Attorney Congressman?” Why the quip? Because any lawyer in this country worth his salt knows that Supreme Court decisions, meaning

a ruling by the majority, are not etched in stone.

Today’s majority decision can be reversed anytime by a new majority hence there is no basis for Umali to argue that the majority’s reasoning in granting Solicitor General Jose Calida’s quo warranto petition leading to Sereno’s ouster was constitutional rendering the opinion of all the law school deans and professors, 1987 Constitution framers, former Supreme Court justices who expressed contrary view, as trash.

Such position is not sustained by current judicial principles adhered to by the Supreme Court. It is the number that constitutes a decision and never the argument. The argument like the one rendered by

the majority in the quo warranto petition against Sereno may not be constitutionally sound and even be constitutionally infirmed, but since it was voted by the majority, it becomes the ruling of the Court.

Court rulings not being etched in stones can thus be reversed by the Court’s new majority. This freedom to reverse itself is inherent in the Court to enable it to listen to reason more sound than what was obtaining at the time the reversed ruling was issued.

Of course, human pride, which is a frailty in reality, may figure in heavily in the decision making processes of the magistrates of the highest court as alleged in this quo warranto petition. Remember that five

of the eight comprising the majority had unashamedly stripped themselves of any moral ascendancy to pass judgement on their chief justice when they testified against her during the impeachment hearings in the House.

An objective mind would have told this five shameless justices comprising the majority to inhibit themselves from participating in the quo warranto proceedings.

But lo and behold they insisted on judging Sereno who they already judged in See stone, page 9

DO YOU PRAY?

When tragedy strikes, it’s easy to harden our hearts and cry out, “God, why did you let this happen?” Maybe then, we started praying.

Before, when everything goes smooth, we would not even think a minute about praying... .

“To be a Christian without prayer, “said Martin Luther, “is no more possible than to be alive without breathing.” Prayer is the only way of becoming what God wants us to be. This is the reason, why Jesus spent many hours in praying.

Unquestionable, our needs bring us to a place of prayer. Confronted with danger or tragedies, as I mentioned earlier, we look for God’s help. Difficult times always cause the hearts of men to turn to God into

prayer.

Let me ask you: How long has it been since your’re brought your burdens to God? Since you asked His forgiveness for your shortcomings?

In his very interesting book “People in Prayer”, Dr. John White reminds us that prayer is a divine-human interaction and it is always God who takes the initiative.

White write: “God speaks and we respond. God is always speaking. To hear his voice is not usually a mystical experience. It consists merely of a willingness to pay heed to God who lays a claim to our lives.”

Yes, God always speaks.

It is up to us whether we will listen and respond to Him. Many think we are the ones who initiate prayer.

But prayers begin and end with God. There was a time, I wasn’t in the mood to pray any more. It seemed that God didn’t listen my prayer any more. I didn’t get what I prayed for. Of course, not... ! That’s not the meaning of praying to God. All my wishes will be granted?

Heaven forbid!

Sometimes, after we have prayed, God’s answers may puzzle us. But as time times goes by and as events unfold we see God’s purpose in his answers. We might get a larger vision, what HE likes. Not what WE like... .

I confess that long time ago I have been trying to persuade God to change other people in my surroundings or circumstances.

Nothing changed. Of course not, what a fatal attraction?

I got confused because God never granted my requests.

Meanwhile I got God’s answers to my prayers. Maybe very simple: I was willing to let God change me... .This is how each one of us should start. Happy endings.

Because I prayed according to His will... .

Speaking Out

Jeers and cheers

Expectedly, both jeers and cheers greeted the decision of the Supreme Court ousting Chief Justice Sereno by a vote of 8-6. And the noise is not expected to die down anytime soon.

Latest to join the fray in bashing the ouster decision was former Chief Justice Hilario Davide Jr. who said that the justices who voted against Sereno may be impeached. A majority of the Senate also passed a resolution urging the Supreme Court to review its decision. Sereno herself has asked President Duterte to resign for engineering the move to oust her.

Those who support the Quo Warranto 8, on the other hand, just as noisily proclaim that Sereno got her just dessert.

As in a basketball, the noise from the gallery will

not add one point more to alter the outcome of the game. The final result will really depend on the individual players – in this case, the 14 justices - who are actually on the court.

Senator Frank Drilon is first to acknowledge this. In so many words, Drilon says that the Senate has already expressed its sentiment on the matter. But if the majority of the Supreme Court ignores the Senate, there is nothing more the Senate can do.

As to the possibility of the Quo Warranto 8 being impeached, it is clear as day that any group contemplating this move would not even get to first base with the House Committee on Justice.

Sereno’s penultimate card is to file a motion for reconsideration as she and

her counsel have previously announced. But this, I believe, will only be pro forma.

At the back of her own mind, Sereno feels that the fight at the Supreme Court is already lost.

Inday Sarah enrolls at the Honda Safety Driving Center to advocate motorcycle safety Daughter of Philippine President Rodrigo Duterte and Davao City Mayor Attorney Sarah Duterte Carpio, better known as Inday Sarah to Davaoeños, begins her Safety Riding training at the Honda Safety Driving Center (HSDC) in Sucat, Paranaque as part of her support to Honda’s Road Safety Advocacy.

A lawyer by profession and a certified motorcycle lover and rider as influenced by her father, Atty. Duterte is known to go around her hometown of Davao on her Honda XR200. She is also an avid rider of Big Bike models.

As a politician well-versed in the country’s road and traffic conditions, Duterte wants to set an example to the Filipino people, whose lives heavily depend on various modes of land transportation.

Adding to this is the fast growing number of motorcycle riders, with sales growing at 115% from the previous year.

Statistics also tell that human errors caused by inadequate skills and lack of a proper safety mindset cause 90% of road accidents, which results in delays, losses, and even fatalities. This is what HSDC wants to counter with

its several courses focusing on safety practices for both two-wheels and four-wheels.

PUBLIC school teachers who ser ved in the recent barangay and Sangguniang Kabataan (SK) elections must indeed walk with their heads high since they’re considered as heroes by no less than their boss DepEd director Joel Eristain.

The cash cards containing the honoraria of teachers who served in the polls are now ready for release. Prior to the elections, the teachers un-

derwent intensive traning from Comelec as election inspectors for the manual voting.

They are called heroes because it is always a huge challenge for teachers serving as BEIs specially with all the pressure from poll watchers of all candidates, supporters of t he c andid ates and even from voters. About 300,000 public s cho ol teachers in the country served in the recent elec-

tion in 41,933 barangays except Marawi City. Each clustered precinct had a BEI with the chairman receiving P6,000 while the members received P5,000. There were two members. Aside from counting the p oll results, they also prepared the election returns and submitted these to the board of canvassers.

The teachers were also careful to always be neutral and non-partisan, otherwise they could face sanctions from either DepEd or Comelec or both.

PCCI urges more investments n tourism-related businesses

MANILA -- The country’s largest business organization, Philippine Chamber of Commerce and Industry (PCCI), is encouraging more investments in tourismrelated businesses, as it proposes a long-term plan aimed at making tourism one of the country’s biggest industries in 10 years, or by 2028.

PCCI director for Tourism Samie Lim said the group targets to raise USD20 billion investments in thousands of tourism enterprises employing Filipinos in 20 world class destinations.

“There are people who have a lot of money, they don’t know where to invest. We told them tourism is the next thing to invest.

I am getting business people to invest money, USD20 billion. The return of investments is USD150 billion (in tourism income) in 10 years, it’s better than investing in stocks,” he told reporters over the weekend.

Lim identified the areas of

investments as the so-called 5As forming the tourism supply chain - arrival, access, accommodation, attraction and activities.

“We advocated for open sky policy and we advocated for bringing in budget airlines and more airports. On arrival, meaning the infrastructure, when people arrive, how do they get into destination? The roads, the bridges, the communication system, and so on,” he explained.

Lim said the PCCI is currently evaluating an initial 10 provinces for tourism investments.

These destinations include Clark, Palawan, Bicol and Ilocos in Luzon; Bohol, Iloilo/Guimaras, Dumaguete and Leyte in Visayas; and Davao/Samal Island and Cagayan de Oro/Bukidnon in Mindanao.

The importance of SALNs Now we better appreciate how important it is for public servants – high and low – to file SALNs. Failure to do so can have dire consequences.

So it has become a yearly ritual

for government to publish the SALNs of high profile public figures.

Last week, we learned who were the “richest” and the “poorest” legislators.

My only question: who checks the figures reported by the SALN filers? I don’t know. But I have a suspicion that most SALNs are understated.

And to me, the filing of an inaccurate SALN is no better than failure to do so.

Barangay chairperson candidate of Calilangan, Almirah Sampiano said that her opponent, Samirah Benito’s supporters had padlocked the ballot box after five of her supporters casted their votes. Benito is the wife of Vice Mayor Jover Benito.

Sampiano said the supporters of Benito add more ballots into the ballot box causing commotions in the polling precinct. Supporters of both parties were hurt during the incident.

Merlita Angni, watcher of Almera Sampiano said that when the five supporters of Benito tried to add more ballots in the ballot box and padlocked the gate, she (Angni) was able to snatch the official ballots that were already filled up with the names of Benito’s

Buenavista incumbent Barangay chairman Limena A. Sampiano said that Bagian Guiday Inog, husband of his opponent aspirant for Barangay Chairwoman Omie Omayhaira Padrangan Inog served as her watcher who allegedly mauled the watcher of Sampiano after confronting him why he padlocked the ballot box.

It was alleged that after five of their supporters cast their votes, Inog padlocked the ballot box and went out of the precinct bringing the ballot box with him. Incumbent Barangay chairman Sampiano said she was not able to vote.

The spokesperson of incumbent Barangay chairperson Anie Pangcoga Sampiano of Barangay Tataya , and Zaiton Isreal Pangcoga said that when the ballot box arrived at the Arabic School at around 9:00 in the morning, the Board of Election Inspectors (BEI) started to call voters and allowed five or seven electors with already filled up official ballots to cast their votes.

The commotions started when their watchers started to beat and maul the watchers of their opponent. Security forces around, allegedly did not bother to interfere.

Pangcoga said the watcher who started the commotion went to Vice Mayor Jover Ogka Benito for refuge and the army did not do anything.

He said their supporters were not able to vote including his wife being the incumbent chairperson of the barangay because BEI Wilma Ali ordered to padlock the ballot box.

Norminah Hadji Casan Morro, aspirant for Barangay chairperson of Barangay Lumbac disclosed that when they arrived at the polling precinct, the supporters of her opponent Abbas Tonio Casan blocked the gate and her supporters were not able to cast their votes. She said that even her 60-year old father was not able to vote also because the brother of her opponent Zamzuddin Casan prevented him to go inside and blocked him.

Morro said she was the only one allowed to vote. Morro holding a photo showing the son of her opponent blocked the entrance together with another person. She said when her Barangay councilors filled up their official ballots, the BIE ordered to close the ballot box.

Solaica Abdulgani Zamar, incumbent barangay chairperson of Barangay Narra said that even before the start of voting, her supporters were hurt due to commotions. She said not even one of her supporters were able to vote.

Bainah Casan Disalongan, chairperson of Barangay Occidental Magulalong said what had happened in other polling precincts also occurred in their precinct.

Disalongan said that when the canvassing started lights were put off, watchers of her opponent added more ballots and were counted by the BOC even without the signature of the chairman.

Benefits of Summer Reading Program

Summer is the most awaited season by everyone. School as vacation and children take to relax at home. However, indulging in excess relaxation and fun can lead to reading loss as research has shown. There are many benefits to them that can be derived from these reading programs by children who attend them.

Enrolling in reading program is an excellent way of forestalling such reading loss. Therefore, parents should enroll their kids in summer reading program. This will serve as the continuation of their academic pursuit and their vacation will become useful to them. It will help Abdillah Asimpin of Barangay Ilian who is also the Vice Chairman of the Liga ng mga Barangay of Balabagan chapter appealed to President Duterte to intervene and order a special election for the affected barangays. He said that they want a special election because only less than 60 percent of voters turned out to cast their votes.

Asimpin stressed that there was no agreement on barangay clustering and there was no consent of the entire barangay chairman in Balabagan. He said even if there was a cluster of barangays, still they were not allowed to enter the polling places. He said only the administration candidates were allowed to vote. He tried to talk to the security forces and introduced himself as the incumbent chairman but he was told that it was the order of the Comelec official not to allow anybody inside the polling place.

He said days before the elections, a peace covenant was held where the concerned officials warned that anybody who violates the election regulations will be arrested.
