THE Bureau of Customs at the Port of Cagayan de Oro led by district collector Atty. Elvira Cruz received two new patrol boats on Tuesday to strengthen their anti-smuggling operations. Running on four outboard engines at 150 hp

each, the boats can run at a maximum speed of 45 knots and will soon be mounted with a .50-cal machine gun each. They comprise part of the 20-strong new fleet of patrol vessels purchased by the Bureau of Customs nationwide as the Duterte

Army, police to help CHR-10 vs. ‘NPA extortionists’ By NEF LUCZON

CAGAYAN DE ORO CITY – Military and police authorities in Northern Mindanao have signified intention to help the region’s Commission on Human Rights (CHR-10) against the reported extortion of personalities claiming to be part of the New People’s

Army (NPA). In an interview Tuesday, Maj. Francisco Garello, the Army’s 4th Infantry Division spokesperson, said they will cooperate with CHR-10 officials as soon they are ready to share information on the incident. “First, we need to receive their report and discuss with

them the incident,” Garello said, adding CHR’s cooperation is crucial to verify if the suspected extortionists are legitimate members of the NPA. In a statement, CHR Executive Director Jacqueline de Guia said CHR-10 and their counterpart office in Region 12 recently received

calls from unknown personalities claiming to be NPA members and threatening the regional staff. One caller demanded PHP200,000, De Guia said. Lt. Col. Michelle Olaivar, Police Regional Office-10 spokesperson, said they are ready to conduct an investigation to identify the

extortionists once CHR-10 allows them to do so. “What we ask is cooperation from the concerned people to help us, particularly if they have (valuable) information,” Olaivar said. In recent years, the 4ID has filed complaints before the CHR-10 accusing the Communist Party of the

How to Empower the Poor & the Vulnerable? WE live in turbulent times not just because of the corona virus pandemic but because of gross social inequities, painful realities and threats brought about by social injustices, climate change and violent extremism. We need leaders who can listen deeply, speak responsibly and generate new societal commitments drawn from inner capacities and universal values so that they can become principled game-changers who can inspire others to commit to action. That is what a transformative leader is. Indeed, glaringly, there is a need to effect social transformation in a highly skewed pyramidal social order where only a few oligarchs are in control of the economy in cohort with powers-that-be. Whenever we decide to begin to work for social transformation, we begin with enquiries on what to change and the result we want to produce. First of all, we must ask where are we now socially, economically, ecologically and politically? Our country is oozing with ecological resources, in fact the richest on earth but who controls? Who decides? Who profits? It is in this context that there is now an imperative need for a transformative leader who will effect social transformation as social change has been so elusive all these years despite 14 years Martial Law and twopeople powered revolutions With the 2022 National Elections now over, did the Filipino people choose right when they cast their votes to elect those who should rule the country, be it nationally or locally. Will the newly elected leaders be able to transform a highly skewed societal order by stopping

the rule of the elite and the oligarchs? These newly elected leaders can only become transformative by empowering the poor and the vulnerable to draw those in the margins into the mainstream of development process. Such is easier said than done but very much doable as shown in the 10year mayorship of Atty. Remedios Galutera Guiab in Wao, Lanao del Sur when the municipality not only became a developmental show-window but in unifying the once-upon-a-time poor settlers coming from different parts of the country and in bringing peace by stopping the Christian and Moslems’ conflict through rule of law. That fire in her heart to bring the rule of law in a troubled Wao began in the sixties when she chose together with her husbanddoctor to live in Wao in utter disregard to a life of fame, wealth and power that a young lawyer could easily have then. The young and beautiful lawyer from Nueva Viscaya is the daughter of a bar topnotcher and was well connected as no less than the late Senator Bobby Tanada and Sen Romulo were her law classmates but opted to serve the least of her brethren in Mindanao, providing legal services for free to those in need to put in clear categorical term the saying that those who have less in life should have more in law. As the Municipal Mayor then of Wao from 1988 to 1998, she brought to the fore an in-depth analysis on what was impoverishing the peasantry then as everyone was profiting from farming except those who do the back breaking job of farming – the poor farmers

Thus, they must be capacitated through continuing technical seminars and financial support to go into diversified and sustainable agriculture. It was so amazing to know that through her leadership, Lank Bank of the Philippines established a Lank Bank in Wao which was supposed to be built somewhere else. By empowering the peasantry, many were able to break the vicious cycle of poverty, unfettering the children from malnutrition and be schooled, many of whom have become professionals and even have the opportunity to work abroad. Because Wao did bloom agriculturally, it then earned the moniker, “Wonderful Agricultural Opportunity (WAO) in addition to being, We Are One (WAO) as oneness of the settlers coming from different tribes, culture and religions from different regions of the country loomed for peace to reign. What was so amazing during her ten-year stint as Mayor was her excellent resourcefulness to access funds to build school buildings, the beautiful municipal hall, constructing bridges and roads that were wellpaved, health centers and what have you. Even the salaries of municipal employees who before were receiving very low wages as Wao before her term was just a 5th class municipality unbelievably leap to higher significant class level. PhilHealth reports P32.8-B net income in CY 2021 STATE-run Philippine Health Insurance Corporation (PhilHealth) announced that it has posted a net income of P32.84 billion for the period ending December 31, 2021, higher by P2.8 billion or a growth of nine percent from the previous year. Revenues from health insurance contributions also grew by 15% than prior year amounting to P171.17 billion, owing to the increase in employed and self-paying/ earning members of around 7 percent, coupled by relentless collection efforts and the launch of an online premium payment facility for self-paying members in its Member Portal. It reported receipt of P71.24 billion in National Government subsidy for Indirect Contributors. All told, the intensified collection enabled PhilHealth to surpass its collection target by 10 percent. In terms of expenditures, total benefit claims expense totaled P140.16 billion, representing an increase of almost P20 billion additional claims, which is up by 16 percent compared to previous year’s P120.9 billion. This is attributed to the increased awareness on the various benefit packages available among the members. In addition to COVID-19

benefit payouts, PhilHealth also made substantial claims payment for other health services such as inpatient and outpatient care, primary care benefits, and Z Benefits availed of by its members and their qualified dependents. In total, contribution collections have still exceeded benefit payments by P31.01 billion, with PhilHealth paying 0.82 centavos in benefits for every P1 that it collected from the members. Meanwhile, the Corporation saw an increase in its investment income, earning a total of P9.5 billion which is eight percent higher than last year’s, exceeding target interest income by a staggering 40 percent. PhilHealth’s total assets rose 27 percent for a total of P347.48 billion compared to P274.46 billion in CY 2020, mainly due to increase in investments where receipts of National Government subsidies and maturities were placed after considering funding requirements. The growth was driven by its investment portfolio worth P331 billion which includes special savings deposits (SSDs) and time deposits amounting to P70 billion. These highly marketable assets can easily be liquidated and converted to cash in cases of unforeseen interruption to cash flow.

The rest of investments are in government and corporate bonds. With its reserve funds at P177 billion – or 25% more than in 2020 – PhilHealth’s financial perfor-

MANILA – Cash remittances sent by overseas Filipino workers (OFWs) grew by 3.2 percent year-on-year last March to USD2.594 billion, and an economist forecast continued growth in inflows as more economies reopen. Data released by the Bangko Sentral ng Pilipinas (BSP) on Monday showed that cash remittances in the first quarter this year grew by 2.4 percent year-on-year to USD7.77 billion. In a report, Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said remittances remain a bright spot for the domestic economy even if volume has gone down compared to the record-high monthly inflow of USD2.987 billion in December 2021. “ ( R e m itt a n c e s a re ) still a bright spot for the Philippine economy/GDP (gross domestic product), especially on consumer spending, which accounts for at least 75 percent of the economy; as the global and local economy further reopened towards greater normalcy,” he said.

MANILA – Local fiber broadband provider Converge has seen over a 50 percent increase in its residential subscribers in the first quarter of 2022 compared to March last year, with its network now able to reach more than 12.2 million homes nationwide. In C onverge’s firstquarter results briefing on Monday, Converge CEO and co-founder Dennis Anthony Uy reported a core net income growth to almost PHP2 billion in the first quarter of 2022, representing a margin of 25.4 percent. “We are seeing a solid growth of our financials in the first quarter of 2022 and we expect to hit our fullyear targets as we remain aggressive in our network rollout and marketing activities both in the residential and enterprise segments,” Uy said. In the first quarter of 2022, the company has grown its revenue by 50 percent to PHP7.75 billion compared to the same period last year. Converge said the first quarter of 2022 ended with the company having 1,802,202 residential subscribers, a 52.5 percent increase from March 2021. The company also continues to “aggressively” roll

out its fiber ports nationwide, reaching 6.5 million ports in March this year, on track to reach its “accelerated target” of 7.5 million to 8 million ports by 2023. In the first three months of 2022 alone, Converge deployed 643,528 new “fiberto-the-home” ports. This, it said, was the “fastest among the local players in the industry.” As of March 31, 2022, Converge’s nationwide network has reached more than 12.2 million homes, representing 47.3 percent household coverage. The company’s network is on track to reach its accelerated target to cover about 55 percent of households in the Philippines by 2023. Another aspect of Converge’s revenue growth is the continued increase in its enterprise customers, or small and medium enterprises (SME), corporates, large enterprises, and wholesalers. “The reopening of the economy and gradual thriving of SMEs has aided the segment’s growth. Revenues for the Enterprise business amounted to PHP935.5 million in Q1 2022, 25 percent higher versus PHP749.7 million in Q1 2021. DSWD XI assists 215 families thru Balik Probinsya DAVAO CITY – About 215 families affected by the COVID19 pandemic who went home to their provinces in Davao Region are being assisted by the Department of Social Welfare and Development XI (DSWD) through the Balik Probinsya Bagong Pag-asa Program (BP2P). In yesterday’s One Davao Virtual Presser, Lee Berdors, the BP2P focal of the DSWD XI bared that as early as second quarter of the year, the agency has already exceeded its target number of families who qualify to receive assistance from the DSWD. “ Our target number of families who will have to receive assistance from the agency is supposedly 150, However, the DSWD reached out to as many as 215 families who asked help as they went home from Metro Manila after getting affected by the pandemic”, said Berdos. The BP2P focal explained that the DSWD while waiting for the actual dispatch of relocatees from Manila who underwent the BP2P regular application, the DSWD expanded its scope of providing assistance to

The first assistance is the transportation allowance which is given to those who have been dispatched from Manila back to their province in Davao Region. Another assistance that DSWD provides is the livelihood assistance which they have synchronized efforts with the Department of Labor and Employment (DOLE). The livelihood settlement

assistance could reach as high as P50,000 per family which can really help them start a new business and sustain it through the years. Last May 11, 2022, the DSWD awarded the livelihood grant amounting to P50,000 to the Coderias Family of Davao del Norte.
