Tribes call on LGUs to imitate Duterte’s stance on mining

AVAO CITY – The indigenous peoples’ group Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (Katribu) appealed to local governments to emulate Davao City mayor Rodrigo Duterte’s stance on mining.

“We hope that this mining ban in Davao City encourages other local government units to institute ordinances against largescale mining,” said Katribu

spokesperson Piya Macliing Malayao .

She lauded applauded Duterte’s support in banning mining saying that the indigenous peoples “are the

most affected of the devastating effects of large-scale and corporate mining”.

“We are happy with the ordinance,” she said.

“Indigenous peoples from all over the country cheer Duterte’s stance on mining. We are very happy that Davao City has declared an audacious mining ban despite the goons and guns of mining corporations,” she said.

According to Malayao, the Cordillera region has mining applications “that

threaten many communities of indigenous peoples”.

These applications cover almost 1.8 million hectares, while 20 large-scale mining corporations are operating in Caraga, covering up to 534,540.22 hectares.

On Curriculum, Classroom, Textbooks: The K to 12 curriculum is standards and competence-based. It is inclusive and built around the needs of the learners and the community. The Curriculum is done and is available on the DepEd website. It is the first time in history that the entire curriculum is digitized and made accessible to the public.

The college General Education (GE) curriculum will have fewer units.

Subjects that have taken up in basic Education will be removed from the college general education curriculum.

What to do with China?

I talked on the phone last Saturday with Zambales Gov. Hermogenes “Jun” Ebdane who was a colleague in the Arroyo Cabinet. He has set up a high-tech coastal watch monitoring system in his province, in cooperation with a Canadian firm, to spot foreign vessels intruding into his provincial territorial limits.

This is clearly aimed at China which has started shooing away Zambales fishermen from the Panatag or Scarborough shoals, around only 230 kilometers from Masinloc town. What the Philippine government intends to do if China indeed intrudes into our claimed territorial waters, I have no idea as yet.

Over the weekend, a team of foreign journalists visited Masinloc as part of their study tour on the West Philippine Sea (South China Sea) issues. They belong to various international news organizations as Jefferson Fellows under the auspices of the East West Center based in Honolulu, Hawaii and skippered in their Philippine trip by EWC’s Ms.

the Chinese using water cannons.

They were terribly missing the protective presence of the US bases, according to “Cha”, and they (including the local LGUs) seemed not in the loop on what Malacanang is doing. I suspect Gov. Jun being not with the Liberal Party is the reason why. ***** CHINA -- The way things are shaping up and if things are not properly handled, our country is on a collision course with China in our territorial dispute. I remember having a chat sometime ago with the previous Chinese lady Ambassador Ma. She was stressing a more effective way of settling issues among neighbors, the Asian way.

Although we need to go to an international body like the United Nations to seek redress on a multilateral basis, we ought to have opened up also a parallel, backchannel route on a bilateral basis. President Ramos again called for “back-channel” direct contacts.

Why this was not done up to now, I still cannot understand. Fact is, we cannot go to war with other countries, much more with China. Lest we all forget: we all have Chinese blood in our veins. And yes, sorry to say, we are no match to China militarily. ***** PAPAL MAGIC -- I read a report earlier this week that Cuban President Raul Castro, a communist and brother of famous Fidel Castro, after meeting with Pope Francis, said that that he was “returning” to the Catholic Church. Cuba although a next door neighbor of the US has been an “enemy” of the US for half a century. It was through the recent facilitation and assistance of the Pope that both countries resumed diplomatic relations. As a result the 50-year economic blockade of Cuba that practically isolated it to the world, was lifted by the US. Mar Roxas still best LP bet in 2016

-oooMAR ROXAS STILL BEST LP BET IN 2016: I am someone who sincerely believes that Secretary Mar Roxas is still the best, and most qualified, candidate for the presidency of the Liberal Party for the 2016 elections, given his educational qualifications, his vast experience in government, and his undoubted personal financial wealth.

Yes, he is lagging in surveys, and many people inexplicably do not seem to regard him as a good material as president of this country, but, the truth is that Mar Roxas is the kind of president this country sorely needs at this point. I am confident that, given the right media and public relations campaign highlighting his fitness and capability to become president, people can be made to vote for him.

And why would Mar Roxas be a good candidate for president of LP in 2016?

First, it is clear that despite his long stint with different departments of government, from the legislative to the

executive, he and his family have not been directly or personally involved in any corrupt dealing, or in any government transaction tainted with graft.

-oooMAR THOROUGHLY PREPARED FOR PRESIDENCY: Sure, there have been talks about corruption among officials of the agencies he had the privilege of heading in the past, but it is clear the talks revolved only around those officials, not reaching Mar Roxas in any way. This is stupendous, as far as I am concerned, and could only indicate that Roxas did not have anything to do with those officials’ transactions.

Second, Mar is thoroughly prepared academi-

cally, particularly in the field of finance and economics.

He took up his elementary and high school courses at the Ateneo De Manila University. He then attended the Wharton School of Economics at the University of Pennsylvania, where he obtained a degree of economics in 1979.

Third, Mar is an accomplished politician. At age 35, he became the representative of the first district of Capiz.

Showing his leadership capabilities, he easily became the majority leader of the House of Representatives. In 2004, Roxas became senator, garnering 19 million votes, which was the highest ever garnered by any national candidate in any Philippine election.

-oooMAR’S COMPETENCE A L R E A DY P R O V E N : Fourth, Mar Roxas has already proven his competence with the laws he crafted, such as RA 8759 (which established an office in every town and city to help Filipinos look for jobs) and RA 7880 (which ensured fair distribution of education funds to help the youth of all provinces pursue their studies) and is credited for 43 bills and

46 resolutions in the 13th Congress, designed to fight smuggling, and support labor, education, economy and alternative energy.

Then, as secretary of trade and industr y, he sought the development of town markets or the “palengke” of every town and city as the basic unit of the economy and the root of progress, pursuing not only consumer welfare and protection but also sound trade and investment policies.

I can go on and on here, but my point is this: is there anyone else in the LP that could at least equal these achievements of Mar Roxas? With due respect, even with those who are now being considered as more popular than Mar cannot even approximate his least capabilities. Mar should be given a chance to prove himself now!

Senate not going to race vs time on BBL— Marcos Z AMBOANGA City The Philippine Senate may not be able to get right on schedule the passage of its own version of the draft Bangsamoro Basic Law (BBL before both Houses of Congress go on recess next month, but it will make sure to get the right BBL that is beyond any constitutional infirmities.

Marcos Jr. made the statement here yesterday when he presided over the Senate public hearing on BBL conducted jointly by the Committee on Local Government, which he chairs, the Committee on Peace, Unification and Reconciliation, and the Committee on Constitutional Amendments.

“Our priority is not to get BBL passed right on schedule, but to get BBL right by addressing all issues concerning its legality, constitutionality and enforceability,” Sen. Marcos said, stressing that his committee has been going around Mindanao for series of public hearings on BBL precisely to hear and listen to voices and sentiments of

For his part, Senator Allan Peter Cayetano, who joined the public hearing, pointed out his position not against the proposed BBL itself but against its provisions that do not conform to the Philippine Constitution.

He cited for instance the

right to self-determination, national security and equity as among the issues he wanted clarified before passing the BBL. Both Marcos and Cayetano claimed that because of their rigorous scrutiny of the BBL they have been unfairly, wrongly and unjustly accused of being anti-BBL and anti-Muslim.

“But we are not (that). I am not against BBL neither am I anti-Muslim, because if I were then I would not

have to conduct these public hearings. I could just have ignored it,” Sen. Marcos explained.

“Precisely our objective and priority here in public hearings this one is to make sure that we pass and have a BBL that is right, a BBL that will lead to achieving lasting peace in Mindanao, an a BBL that will be able to realize the dreams and aspirations of the people of Mindanao,” Marcos added.

Zambo Sur consumers complain of excessive charges despite daily brownout

PAGADIAN CITY, Zamboanga del Sur -- The City Council has summoned the officials of the Zamboanga del Sur Electric Cooperative-1 (Zamsureco-1) for a dialogue to shed light on the sudden increase in consumers’ electric bills despite the long hours of rotational brownout daily.

C ouncilor Arnold Gavenia, chairman of the committee on public utility, initiated the move through a resolution following receipt of numerous complaints about sudden increase of electric bills from the Zamsureco-1 memberconsumers despite the imposition of eight to 10 hour daily rotational brownout.

Gavenia said the Zamsureco-1 officials are summoned to appear before the City Council during its regular session on Tuesday, May 19, to shed light on the matter.

Also invited to appear on Tuesday are the Zamsureco-1 complainant

member-consumers as well as other concerned stakeholders.

“The complaint of the member-consumers should be acted upon immediately by the august body so that Zamsureco-1 can explain what is really happening, why there is an increase in the electric bills,” Gavenia said.

He said most of the complainants cited their latest electric bills have increased by as much as 25 percent compared from their previous billing when the daily rotational brownout has not yet been imposed.

The cause of the daily rotational brownout is the decline of power supply from the Mindanao grid.

P3B PPP projects to boost Butuan, Agusan economy B

UTUAN City - A Japanese business group and a local company had recently agreed to a P3-billion investment through Public-Private Partnership (PPP) for the development of water system, hydropower, agriculture and aqua-marine projects here and in Agusan del Norte.

Seen to boost this city and Agusan del Norte’s economy in terms of revenues and employment as well as improve the farmers and rural communities’ living conditions, the projects are expected to be at the highest level of activity and hit their targets by the end of 2015 and early next year.

The MOU aims to “Develop the regional economy of the Butuan Areas and establish a ‘private sectordriven PPP model’ for the development of the whole region of Mindanao.”

They also agreed to increase production and added-value to agro commodities and aquatic products by means of agro-aqua projects here, in Agusan del Norte and neighboring areas in Caraga Region.

The Caraga Regional D e vel opme nt C ou nc i l commended the agreement as “a move for more economic development of the region.”

Agusan del Norte First District Rep. Lawrence Lemuel Fortun expressed his full support to the

agreement saying it is “a healthy, progressive and developed macro-economic program for the city and the province.”

Following the signing ceremony, Engr. Lagnada said, “Our main objective here is to make this city economically sound, globally competitive and above all, uplift the living condition of Butuanons including those in neighboring areas.”

Prior to the MOU signing, the officials of the Japanese companies and their local counterparts inaugurated the dam foundation works of the P565million Butuan City Bulk Water project and the Industrial Rice Milling Plant here, the dam foundation works at Asiga Hydro Power project in Santiago, Agusan del Norte, and an eel processing plant at La Union Eel Farm.

Globe widens rollout of SingleSON solution

The solution was recently tested live on the Globe mobile broadband network and is the largest commercial deployment thus far for SingleSON. According to Globe, the performance of the solution achieved remarkable results and exceeded expectations with immediate improvement on both drop call rates as well as users’ throughput.

It also showed better mobile broadband traffic management & sharing of radio resources between layers and technologies.

To ensure ca lls are handed over properly, the Globe network is currently managing a total of 1.2 million neighbor relationships to date, which in three years’ time will grow to 2.1 million. 4 Mindanao papers win 6 of 12 PPI awards DAVAO City––Four Mindanao newspapers won six out of 12 journalism awards given by the Philippine Press Institute, including the country’s Best Edited daily and weekly papers.

Edge Davao of Davao City is the best edited daily newspaper and recipient of two other awards while Mindanao Cross of Cotabato City won as best edited weekly newspaper in the 2014 Civic Journalism Awards, an annual competition that aims to recognize outstanding journalism among community newspapers across the country.

Edge Davao was cited for “allowing the readers to arrive with a stand, succeeded in manifesting the conviction of the community members while embodying transparency and excellence in delivering the news to the community.”

The Mindanao Cross was recognized for its “remarkable approach of conveying concerns in a regional perspective while embodying excellence in writing and photojournalism which captures a substantial meaning of the situation of

Rufus Bill seeks P1b to fortify ‘Kalayaan Island’

CAGAYAN de Oro City––Two lawmakers have filed a bill seeking Php 1 billion to fortify and improve the existing structures in the Kalayaan (Freedom) group of Islands in the Western Philippines Sea. Rep. Rufus Rodriguez, of Cagayan De Oro City and Party List Rep. Maximo Rodriguez, Jr. of the Abante Mindanao, said that at present various countries, particularly China have built strong fortifications and military structures in the Islands surrounding the Kalayaan Islands.

In filing the House Bill No. 4167, the lawmakers argued that Kalayaan is a fifth class municipality in the province of Palawan in the Philippines inhabited by about 400 town people.

The lawmakers said that the government has to build more structures and fortify the defense of the island, including the islands surrounding it, in order to strengthen the claim and protect the country’s sovereignty.

At present, the Kalayaan Island has a 1.3 - kilometer airstrip used by the military and the civilians. “There is a need to repair the Rancudo airfield along with the construction of a safe harbor in the island,” the lawmakers said.

Aside from solidifying the country’s claim of the territory within the 200 nautical mile limit from the shoreline, the construction of the structures in the Kalayaan Islands would also improve the tourism industry of the Island, the proposed bill said.

Education is a right of an individual.

Through learning, he can be successful and can be someone he want to be. Schooling is the first step of these. In the Philippines, education is one of strategies in order to improve lives of individuals. However, along this strategies are several cases on poor schooling performance among students, such as dropouts.

This student performance has roots that even in these times

are subject of studies and researches. Lack of interest in subjects and even in schooling is considered one of the reasons.

A student’s interest would be lessen if he has other priorities that compete for their time and attention. For young ones, these include gaming or outdoor activities. As known, such activities are addicting, encouraging them to prioritize such than their studies.

Another reason is that a student does not perceive the classroom climate as supportive.

In situation like this, a student could find his self alone. He then feel that he don’t have a

space for other people’s attention, discouraging him to attend school.

Individual could also be demotivated through different structure and allocation of rewards in the classroom, causing him to lack interest in entering a subject or a school.

Problems like physical, mental, or other personal problems could also affect motivation in going to school. The person having problems like this may felt suffocated that demotivates him to do other important things such as schooling.

In order for plans to be achieved, one should be determined enough.

In order to gain learn-

ing, a student should push his self to study a particular lesson or subject. He should focus his self and interest in his studies in order to achieve the target. In addition to that, one of a teacher’s role is to do planning and a lot of thinking in order to gain interest among his class. Afterall, he has the control and the one who can motivate and drive students to listen and participate in classes.

A good amount of motivation is a big part in search of knowledge. In order to achieve a goal, one should be motivated enough.

Gaining knowledge is a complex task. Just like it, reading is found challenging for children especially on early grade levels.

There are determined reading problems among pupils. It is also important for teachers or parents to understand the source of reading problem of each child in order for it to be addressed.

The child might not recognize start or end sounds. Many children know their letter sounds, but cannot recognize these sounds when trying to sound out words.

He cannot spell the word. While there are a number of spelling rules, conventions and exceptions that take time to learn, spelling in the early

The child resists reading. Many children with reading difficulties start to resist reading out loud to their parents, and become easily distracted in reading times in school.

These are just part of several sources of reading problems among pupils.

Parents and teachers play big role in determining the reason behind a child’s difficulties in reading. Once it is determined, the teacher will directly know where to focus, in order for the child to learn reading easier.

I now worry that the milestones that both government and MILF achieved will be put to naught in one single sweep when the final version is passed. This is a repeat of Congress “writing its own peace agreement” as what Misuari’s faction complained about before. In fact, up to now, MNLF still complains about the alleged non-implementation of the original Tripoli Agreement

signed in 1976 during Marcos time. ***** NO MORE WAR ?-- Fast forward today. While Congress now talks of major revisions, MILF keeps saying that they will not accept a “watered-down” BBL. But at the same time, MILF hurriedly says they will not go back to war again. To me, this sounds more like an early warning that while MILF may not accept Congress’ own version, they will still continue their struggle through peace negotiations to get their “non-negotiable” concessions at another time, perhaps beyond the Aquino administration. A few months after the BWM celebrated its firstyear anniversary, Mr. Sudaria thought of coming out another paper that will also provide the readers the needed news and information, opinion, and entertainment apart from the business news that the BWM provides.

In early 2011, another daily paper came out, but was in magazine form. It was named Mindanao Daily Balita or (MDB)—and is published in multi-lingual dialects; Cebuano, English, and Filipino.

From the magazine form, MDB has evolved into a tabloid-size newspaper.

The editorial board–– with the permission of the publishers––then decided to change the nameplate of the paper from MDB to MDN or Mindanao Daily News on May 18, 2011– and expanded the MDN’s circulation from Cagayan de Oro to some parts of Mindanao.

Today, the Mindanao Daily News is circulating regional-wide. Copies of the paper are sent to Mindanao’s regional centers for distributions; Butuan City in Caraga region; Cagayan de Oro in Northern Mindanao (Northmin), Davao City in Davao region; and the cities of Pagadian and Zamboanga in Western Mindanao. The paper is also circulating in the Autonomous Region in Muslim Mindanao (Armm)—and in some parts of Southern Mindanao.
