Education cluster steps up support for Marawi children ILIGAN CITY -- Young learners affected by the Marawi siege are slowly going back to normalization, according to an education official of Marawi City. Department of Education (DepEd)-Marawi Assistant Schools Division Superintendent Anna Zenaida Unte-Alonto shared one good thing about the resiliency of Maranaos saying “they easily overcome any adversity would come their way.” As the war-torn city continues to embrace an improved and progressive economy, the education cluster ensures to help the young learners get back to their feet through its programs and services. DepED-Marawi holds a series of activities involving Marawi learners and its partner-donors to support the recovery of Marawi Department of Education (DepEd)-Marawi Assistant Schools Division Superintendent Anna Zenaida Unte-Alonto urges young learners to continue their education and partake to the common good of the Bangsamoro community children. and be part of rebuilding a better Marawi.

“There is a need for continuous psychosocial support for our children in Marawi,” Unte shared in an interview. The DepED, Unte said, would sustain peace education promotion to the young victims of conflict to ensure that they are being led to the right path, all for peace and the common good of the entire Bangsamoro. “Interventions for these children are being conducted with our partners to make sure that our children will not be affected any more or not be influenced anymore by what had happened during the siege,” Unte asserted. DEPED Marawi prepares for Brigada Eskwela 2019 ILIGAN CITY -- The education cluster in Marawi City is all set for the upcoming conduct of Brigada Eskwela on May 20-25 this year, making the schools ready for learners a week before the opening of classes. Department of Education-Marawi Assistant Schools Division Superintendent (ASDS) Anna Zenaida Unte said the city

would join the annual national program of the education department teeming with activities that present the spirit of shared community and social responsibility for quality basic education to the learners. “We use our collaborative efforts together with the community, the parents, the teachers and other stakeholders to do minor repair

Mindanao Daily News turns 8, optimistic about the future WHO said that the newspapers have lost significance when the information technology has advanced by leap and bound in modern times? Ten years ago, when the social media and other multi-media platforms revolutionized human communication through the web. The community of nations is flooded with all forms of information. The web and the social media have given birth to a new form of media. People were enchanted with the technology that the modern society has become a captive sending the fears that the newspaper industry would fold up for good. However, as the race between the virtual world of information and the news-

paper’s hard copy is nearing the finish line, we come to realize that the newspaper would stay around for good. We recognized that the newspapers have lived up to its standard as the purveyor of truth. In other words, despite the stiff competition between the newspapers and the social media, the former remains the most reliable source of information. Obviously, the social media has become the source of various information that the controversy over truths, half-truths, and lies have sown disinformation and misunderstanding. Some platforms in the social media of information do not adhere to the principle of truth that instead of providing factual

information, it became the source of chaos and “fake news.” Everyone believed and welcomed the birth of the social media ‘though. However, after a serious soul searching on the question about truth and as partner of development, nothing can beat the newspapers. It was in the tradition of fairness and truth that the Mindanao Daily News (MDN) was conceptualized eight years ago on May 18, 2011. The MDN gave its birth at the time when the internet and all kinds of information started to flood the virtual world of the web. However, in spite of the advent of the internet that virtually shocked the world

of information technology, the Mindanao Daily News gradually moves forward. With the able stewardship of Dante Sudaria, an ambitious and young entrepreneur in the publishing industry, the Mindanao Daily News persevered and the rest was history. WITH Mindanao Daily celebrating its eight year today, May 18, 2019, it’s now ready for the digital challenge of the new millennium, which includes actively involving the daily newspaper in online news reporting not only on crimes and politics but more on developments in the Island of Mindanao. President and Publisher Dante M. Sudaria said Mindanao Daily’s digital innovation is very crucial for the paper since it started in 2010. “We need to embrace the digital challenge because we cannot compete with other newspapers and online magazines if we remain using the traditional ways in news reporting and publication.. Although, we are still using some of the very vital basics, modern digital technology is a big help for newspaper companies in the countryside.” Sudaria said since the entry of the worldwide web, the company has already been implementing the basics in digital publishing which is using social media platforms like Facebook, Twitter and Instagram. “In fact, since we used Facebook, we have easily captured online readership. Right now we have more than 160,000 online subscribers and they read all the news that we offer every day especially from both breaking news and updated developments in Southern Philippines,” he said. MD editor in chief Allan Mediante said he also welcome this development, adding that there is now a big market and readership in mobile phones. This development in the digital age, Mediante said, is a big

help for many newspaper companies to maximize in order to continue competing with other papers not only in Mindanao but the national broadsheets as well. “We feal that if we go digital like all other newspapers, there’s a big advantage that our news and developments in Mindanao will be read all over the globe. Online news reporting is a big help for regional newspapers unheard before from the countrysides,” Mediante claimed. DIGITAL PREPARATION To maximize the preparation of Mindanao Daily into the digital world, the Publisher Dante Sudaria went to Metro Manila and met with the experts in online marketing and advertising. Sudaria met the executives of Purple Bug Company and made a deal to supply the news content of the online version of Mindanao Daily while Purple Bug will take the lead in online advertising and promotions. In March, two executives of Purple Bug went to Cagayan de Oro and conducted a training on how to maximize the usage of the new website which was done completely by Purple Bug. The said training and workshop was participated in by MD employees, staffs and editors. In the same month, MD also hired the services of SEO expert and veteran journalist Joel Escol to take the lead in maximizing online presence and driving tens of thousands of daily traffic for the online edition of Mindanao Daily. The 1st Mindanao Governance & Leadership Excellence Awards in partnership with Philippine Veterans Bank happened last March 7 at Limketkai Luxe Hotel, this city. This yearly project which started this year aims at giving due recognition to government leaders and private sector achievers for bringing fame and honor to their communities. Conceptualized by MDN editor in chief Allan M. Mediante, the awards criteria for judging are consistency of best practices in governance (regulatory change, good management, utilization of technology and human resources management practices) – 20 percent; principled leadership (style – responsiveness to people needs through participatory service delivery, civic engagement, partnerships and resource mobilization for poverty reduction and local level development – 30 percent; and recognition & awards (ingenuity and originality in programs and projects conceptualization and implementation i.e. building cohesive local communities for a secure and peaceful environment, developing institutional and

BSP cuts banks’ reserve requirement ratio by 200 bps By JOANN VILLANUEVA

MANILA -- Bangko Sentral ng Pilipinas’ (BSP) policymaking Monetary Board (MB) on Thursday cut by 200 basis points the reserve requirement ratio (RRR) of universal and commercial banks’ (U/KBs), down to 16 percent. The cut, a decision made

during the Board’s regular meeting, came exactly one week after the MB slashed the central bank’s key rates by 25 basis points due to the continued deceleration of inflation, with the April figure at 3 percent. BSP Governor Benjamin Diokno, in a phone message, said the RRR cut will be implemented in three

stages, specifically 100 basis points by May 31 and 50 basis points each by June 28 and July 26, 2019. “For the other types of banks, the cut in RRR will considered in the next MB meeting,” he said. Last year, the MB cut U/ KBs’ RRR by a total of 200 basis points in line with the BSP’s bid to make monetary

policy more market-based. BSP Deputy Governor Diwa Guinigundo said the 200 basis points cut in banks’ RRR is estimated to release about PHP190 billion in the system. “Future moves will depend on future data of system liquidity and inflation outlook,” he told PNA in a phone message.

Meanwhile, ING Bank Manila senior economist Nicholas Mapa, in a research note, said this is now the right time to cut banks’ RRR since inflation continues to post slower growth and the domestic economy registered slower expansion of 5.6 percent in the first quarter of the year. See CUTS, page 27

MANILA -- Businessman Dennis Uy’s Udenna Group flatly denied that it has invested into a consortium that provided the vote counting machines for the recently concluded mid-term elections. The company said it does not have any links with the joint venture of multinational firm Smartmatic and its local partner Total Information Management (TIM). “There is absolutely no truth to the allegations that the Udenna Group or its Chairman, Mr. Dennis Uy, purchased a local IT company called TIM,” Udenna Group spokesperson Adel Tamano said in a disclosure to the stock exchange, amid claims on social media that the company had bought TIM to manipulate the results of the elections. Udenna has instructed its security and legal teams to investigate the persons linking the company to Smartmatic-TIM, he added. “We are considering filing civil and/or criminal cases, if necessary, to protect the reputation of Mr. Dennis Uy and the Udenna Group,” Tamano said. Smartmatic is a Venezuelan-based technology firm, which has expertise in providing electronic vote counting machines in various countries worldwide. ‘Tibayanihan Crew’ to help rebuild their community in Marawi

ALMOST two years after the liberation of Marawi City from ISIS-inspired terrorists in October 2017, evacuees from ground zero or the most affected area of the siege still remain displaced in transitional shelters and in other nearby towns. The problem of unemployment and the delay in rebuilding their homes continue to be a challenge. Some evacuees face difficulties due to the open drainage in Area 1 Transitional Shelter in Sagonsongan, Marawi City. “Our drainage here remain uncovered since the time it was constructed. We already documented 40 children who accidentally fell in the drain. Some were hospitalized while others were treated at home for minor injuries,” said Saripada L. Pacasum, Provincial Disaster Risk Reduction Management Officer of Lanao del Sur. Other stakeholders like government agencies and non-government organizations also face difficulties on how to solve the problem. “There are a lot of needs. Sometimes we get overwhelmed. Mindanao’s Showcase of Sustainable Tourism

HE Seven Seas Waterpark in Barra, Opol, Misamis Oriental is slowly carving a niche in the world tourism map for its nearby cities and Northern Mindanao, but there’s more to it than its famous slides and crystal blue water pools. For one, history teachers and professors can bring their classes on field trips to view the replicas of the Dutch privateers which are the centerpieces of the pirate themed water park, as firsthand references of the Eighty Years War between Spain and the Netherlands in the 1600s. Local historians would be more than happy to conduct history buffs and students through the pages of the back story behind the park’s theme. Or environmental planners, government executives and students have a first-hand look at just how sustainable tourism is actualized in the design, engineering and operation of the waterpark. Sustainable tourism Su st ai n abl e tou r i s m is defined as an industry committed to making a minimal impact on the environment and local culture, while helping to generate future employment for local people. Su st ai n abl e tou r i s m ensures that development is a positive experience for local people; tourism companies; and the tourists themselves. The env ironment is obviously important to tourism – without it, tourism would not exist. Both the natural environment (such as beaches, forests, and waterways) and the built environment (such as historic buildings and ruins) must be managed conservatively for an area to be environmentally sustainable. The 12 aims of sustainability in tourism have been defined by the UNWTO as: economic viability, local prosperity, employment quality, social equity, visitor fulfillment, local control, community wellbeing, cultural richness, physical integrity, biological diversity, resource efficiency, and environmental purity. “ The preser vation and sustainability of the environment is a rising trend among theme parks abroad,” said Engr. in the Philippines to employ sustainable solutions.” Solar energy Among others, Paras cited Seven Seas’ initial deployment of solar panels producing at least 250 kilowatt hours (kWh) of electricity daily in four locations in the parking lot, function room and landing pool. “These are just the start. We intend to cover the entire parking lot with solar panels to help us reduce our P1 million monthly electric bill. If we can save 30% a month that’s a lot of money we can use elsewhere.” Closing the Loop Another sustainability feature of the waterpark is its treatment of used water to make it safe for recycling. “ To be able to reuse water that comes from our toilets, washrooms and food establishments, it goes to a tank and is processed by our sewage treatment plant (STP). All of this is collected, processed and impounded. Nothing is thrown into the sea.” “The processed water is not yet potable but it’s very good for our plants because it’s full of phosphates and nitrogen so you can see how our greenery is all blooming

April 2018 was around P1.6M, but this year our bill went down to below P1M,” says Paras. Solid Waste Management The six hectare waterpark generates almost one truckload of waste each weekend. Seven Seas used to bring the segregated solid waste to the Opol Municipal dumpsite every few days. “We are soon bringing sustainability to the next level, by segregating the organic/ food waste for composting and gathering the plastic cups, containers and water bottles for recycling.” Biodegradable material like paper wrappers and food containers will be packed and bound for sale to local recycling outfits. Used cooking oil will be collected and sold to recyclers. “We are now building an onsite garbage segregation facility which will also include a composting bin.” Paras dreams that one day even the garbage can be repurposed to generate electrical energy within the park premises. An Uplifting Driving Experience – Suzuki Swift GLX CVT

Photos by KIT PILLA SUZUKI is known for their vehicle models that create a cult following. One model in particular is the Suzuki Swift. Now in 4th generation, it has undergone some changes in styling cues but has retained the endearing boxy silhouette that came to define its character. The result is an overall styling that appears muscular yet compact. The blacked-out pillars create the look of a floating roof and wraparound windows. The eye-catching 16-inch polished alloy wheels completes the whole package. The Swift is propelled by a 1,197 cc 4-cylinder DOHC gasoline engine which produces 82 HP @ 6,000 rpm and 113 nm @ 4,200 rpm. The engine was redesigned to reduce friction and improve combustion for better fuel economy. To further emphasize Suzuki’s commitment to efficiency, the Swift is now fitted with a continuously variable transmission (CVT). I have spent most of my time driving it in stopand-go urban traffic

and I was still able to achieve around 12 kilometers per liter. This car, however, is not only about saving fuel but about having a fun driving experience as well. Engaging the Sport Mode on twisty mountain roads beyond city limits, I managed 10 kilometers per liter. As with its predecessors, this Swift’s handling is spot on and it inspires confidence when taking corners at higher speeds. The trade-off is a firm ride, though the set up on this one felt better at smoothing out the bumps compared to those in the previous generations. Since most of us spend a lot of time sitting in traffic, Suzuki equipped the Swift with amenities to help keep each trip a pleasurable experience. Some of which are only available in vehicles at higher price points. An automatic airconditioning system maintains a consistent cabin temperature regardless of outside temperature. In fact, it kept the interior surprisingly cool amidst the summer heat

we are having now. Keep your passengers entertained with the 8-inch Infotainment System Display. The screen is strategically placed to minimize glare and the sound quality is excellent. You will be able to hear every line in your favorite movie clearly despite the traffic noise. One feature that is not usually available in cars in this category is the Cruise Control, which is a big plus when driving on tollways. You won’t have to keep looking at the speedometer to maintain the proper speed so you won’t take your eyes off the road. In my experience, it also helps in fuel economy. What I personally appreciated about the

Swift is its D-shaped steering wheel. Not only does it add sporty appeal, it also leaves more vertical leg room for taller drivers like myself. It does partially block my view of the speedometer, though, even after adjusting the tilt of the steering wheel. The instrument panel consists of analog speedo and tachometer, and a trip computer display that reads out real time fuel mileage. As Suzuki generously endowed the Swift with creature comfort features, they also did not scrimp on safety features as well. All Swift variants are equipped with antilock brakes with EBD function. Dual front air bags come as standard too. The GLX variant I have tested also

has parking sensors and reverse camera which helped me ease into those tight mall parking spaces. The all-new Swift has a 242-liter trunk space, quite generous for a car this size. The second row also has a 60/40 folding configuration for more versatility. With the second row completely folded, you get 556

liters of cargo space. Not bad, for a cute little hatch. The allnew Swift is available in three variants: GL MT, GL CVT and GLX CVT. Price starts at P 755, 000. MDN, BWM hold training on broadcasting as its CSR project to train non-mainstream journos

I learned a lot of things on how to become a better broadcaster. Then, all I had was confidence. Now, it’s confidence with knowledge. The activity was a lot of fun. I thought it would be awkward, but I found myself being comfortable with my fellow school broadcasters, and also with our speaker, who never failed to get my attention. He is now my role model of an effective speaker. It is because, through the four hours that I have listened to him, I never, even once, bored and all he said is still clear in my head. Radio Broadcasting was interesting. Indeed we learned many things. From one up to six o’clock in the evening, but our time was not in vain. Our speaker was tough. He sometimes made us laugh. We learned more than enough hoping that we will be on top. We learned the steps in news script writing. From pre-writing, drafting, revising, editing and airing. These steps were great, No one fall asleep.The infomercial was special. It should be testimonial. Not just only commercial, but it should be original. The Edukasyon sa Pagpapakatao lessons discuss the importance of hard work and resourcefulness in earning extra income. The Math classes, on the other hand, cover budgeting and financial planning. In my opinion, Granville voiced some very important details to think about, “The big mistake of the Euro is that it forces Germany to cooperate with countries that need spending, but Germany doesn’t need to. Lax monetary policy destroys pensions, saving and the banking system. So, there is no monetary stimulus. This is the Euro, welcome to the Euro”. Well, here is the question: drive on or turn back? Paris also wants banking union, common rules and institutions governing the bloc’s largest banks, in addition to a common deposit insurance scheme and a backstop to be used to support the winding down of failing banks. EU governments have agreed to set up the European Stability Mechanism (ESM) — a €500 billion ($575 billion) fund that is, intended to absorb bond market turbulence. But a deposit guarantee scheme was opposed in Berlin. However, debate is still ongoing regarding a euro zone budget and a common system for security savings. Germany and other northern euro zone countries have been reluctant to go as far as Macron would like to on this front. Special Savings: Retirement, Pension, College Allowance Fund, Coop Savings for Real Estate Acquisition (COSA REAL), Mortuary, and other Special Savings; WHEREAS, in pursuance of its goals of institutionalizing dynamic savings mobilization and capital build-up schemes to sustain its development benefits to the members, and to provide innovative savings and loan products, goods and services to its Members, NMPC instituted, developed and offered for subscription to its Members a Retirement Savings Plan, variously denominated “Cooperative Retirement Plan (Retirement Policy Contract)” or “Cooperative Retirement Fund (Retirement Special Savings Contract)”, which for simplicity shall hereafter be referred to as the ‘Retirement Savings Plan’; WHEREAS, under the terms of the various existing ‘Retirement Savings Plan’, a subscribing Member, who pays to NMPC a fixed monthly contribution for a designated minimum number of months, shall, upon his retirement from the MSUIIT, be paid the sum equal to the total of all his monthly contributions plus the stipulated interest thereon reckoned per annum; WHEREAS, subsisting types of ‘Retirement Savings Plan’ pay various interest rates ranging from 18% per annum; 15% per annum; 12% per annum; 9% per annum; and 6.9% per annum; WHEREAS, owing to an honest mistake in interpretation, a mistake moreover which has been compounded by long practice or implementation, the interest rate on the Members’ contributions under the Retirement Savings Plan has been computed on a compounded per annum basis; WHEREAS, there is no provision for a compounded interest in any of the existing “Cooperative Retirement Plan (Retirement Policy Contract)” or “Cooperative Retirement Fund (Retirement Special Savings) between NMPC and the subscribing Members; WHEREAS, current NMPC financial data shows that – • There are a total number of 217 Subscribers-Members under the various NMPC Retirement Savings Plan (i.e., 18%; 15%; 12%; 9%; and 6.9, to retire at age 65; • Their Total Contribution: P16,621,980.92 • Accrued Interest: P57,433,280.22 • Total Accumulated Value: P174,054,361.14 WHEREAS, the total liability of NMPC upon maturity of the subsisting various Retirement Savings Plans will severely impact on NMPC’s financial viability; WHEREAS, the effect of NMPC’s total liability upon maturity of the subsisting various Retirement Savings Plans deals a lethal blow to NMPC’s avowed concept and goal of “fair share of the risks and benefits’ among its Members; WHEREAS, there is a paramount and overriding need for an equitable and financially viable adjustment of rate of interest on Subscribers-Members’ contributions under the various Retirement Savings Plans; WHEREAS, retirement is the result of a bilateral act of both the employer and the employee based on their voluntary agreement that upon reaching a certain age, the employee agrees to sever his employment (Robina Farms Cebu vs. Villa, 789 SCRA 471, 484 [2016]); WHEREAS, retirement benefits are a form of reward for an employee’s loyalty and service to an employer and are earned under existing laws, [Collective Bargaining Agreements], employment contracts and company policies (Divine Word College of Laoag vs. Mina, 789 SCRA 369, 384 [2016]); WHEREAS, NMPC’s various Retirement Savings Plan under either the “Cooperative Retirement Plan (Retirement Policy Contract)” or the “Cooperative Retirement Fund (Retirement Special Savings Contract)” do not constitute retirement benefits but are interest-earning savings plans by the Subscriber-Member; WHEREAS, in Nacar vs. Gallery Frames (703 SCRA 439) the Supreme Court ruled that effective July 1, 2013 the rate of interest for loans or forbearance of any money, goods or credits shall be six percent (6%) per annum, based on Bangko Sentral ng Pilipinas Circular No. 799, Series of 2013, effective July 1, 2013; WHEREAS, the relationship of NMPC and the Subscriber-Member under the ‘Retirement Savings Plans’, is that of lender-borrower, the Subscriber-Member being the lender and NMPC being the borrower; WHEREAS, the interest to be paid by the NMPC on the monthly contributions of Subscribing Members’ under the various ‘Retirement Savings Plans’ upon the Member’s retirement [from MSU IIT] is an effective forbearance which shall earn interest at the legal rate (cf.: Republic vs. Court of Appeals, 383 SCRA 611); WHEREAS, the test of usury in a contract is whether it would, if performed, result in securing a greater rate of profit on the subject matter than is allowed by law; WHEREAS, under the law, interest earned and unpaid shall not earn interest; and a stipulation whereby interest due and unpaid shall be added to the capital, and as added capital, shall earn new interest (Art. 1959, Civil Code) constitute the basis of compounded interest, which stipulation does not exist on all subsisting ‘Retirement Savings Plans’ between NMPC and Subscribers-Members; WHEREAS, an equitable and financially viable adjustment of rate of interest on subsisting Retirement Savings Plan assures continued financial viability of NMPC, promotes a fair distribution of benefits among all its Members and will ensure Cooperative growth and the well-being of its Members; WHEREFORE, it is resolved, AS IT IS HEREBY RESOLVED, that all subsisting “COOPERATIVE RETIREMENT PLAN” and/or “COOPERATIVE RETIREMENT FUND”, hereinafter hereby renamed the “COOPERATIVE RETIREMENT SAVINGS PLAN” shall earn an interest at SIX PERCENT (6%) per annum; Provided that, the 6% per annum interest shall apply to all subsisting Retirement Savings Plan including those bearing per annum interest rates of 18%; 15%; 12%; 9%; or 6.9%; Provided that, member-subscribers of the various subsisting Retirement Savings Plans shall be informed in writing by Management; Provided further that, adjustment shall be applied prospectively, i.e., it shall take effect only after 60 working days upon confirmation by the General Assembly of this Board Resolution; Provided finally that, member-subscribers of the various subsisting Retirement Savings Plans shall continue bearing the rate of interest stipulated therein, up to and until, the period preceding the effectivity of the rate-or-interest-adjustment.
