Residents assert ownership through tarpaulins, spray-painting of names

MARAWI City––Facing uncertainties, desperate Marawi residents in Ground Zero, have resorted to posting their names or their store’s names through tarpaulins, iron sheets, plywood and spray-paints to assert ownership of their properties.

The tarpaulins and other makeshift signages bearing their names are displayed on walls, roofs, posts of their heavilydamaged buildings.

Many property owners also spraypainted their names on the remaining walls of their buildings.

CebuPac pushes forward with fleet modernization

Receives second, third, and fourth of seven A321ceo orders

he Philippines’ leading carrier, Cebu Pacific Air (PSE: CEB), beefs up its fleet with the arrival of three additional brand new Airbus A321CEO (Current Engine Option) aircraft.

With these deliveries, the CEB fleet is now comprised of 65 aircraft, specifically four Airbus A321CEO, 36 Airbus A320, eight Airbus A330, eight ATR 72-500 and nine ATR 72-600.

Cebu Pacific invested US$ 4.9 billion for its new A321 fleet, with deliveries of additional three A321CEOs and 32 A321NEOs (New Engine Option) spread from this year until 2022.

These new aircraft support Cebu Pacific’s expansion plans across the region, further boosting a network that now spans over 100 routes on 37 domestic

and 26 international destinations.

The new A321CEOs can accommodate 50

more passengers, with a total seating capacity of 230 seats. Coupled with investments in

avionics, this will enable CEB to operate more efficiently, and offer even lower fares to

its customers.

Cebu Pacific operates one of the youngest and most

modern aircraft fleets in the world, with an average age of 4.86 years.

Filipino scientists competent to do marine research in PH Rise WITH President Rodrigo R. Duterte sending off a team of Filipino scientists to the Philippine Rise on May 15, a professor from the University of the Philippines (UP) assured that Filipinos have the expertise to conduct marine scientific research (MSR) in the area.

“Yes, indeed we have the technical capability, meaning, the expertise,” said Dr. Mario Aurelio, director of UP’s National Institute of Geological Sciences, in an interview with ABS CBN News Channel (ANC) on Wednesday.

PH urged to prioritize educ to spur economic growth

Investing in education promotes economic growth.

This was according to Nanak Kakwani, a poverty expert from the University of New South Wales, who presented his paper during a seminar held at the Philippine Institute for Development Studies recently.

Citing China’s poverty reduction strategies, Kakwani said the level of importance it gives to education, especially in the tertiary level, might have played a role in the country’s economic growth.

“The amount of money

they [Chinese] are spending on higher education is amazing. If you go to their campuses you will find huge and beautiful infrastructure.

They are getting a lot of benefits in higher education,” Kakwani said, adding that higher education in China is highly subsidized by the government.

The same goes for Brazil, which saw a reduction in poverty after it “expanded the education system”—a move that is “highly propoor” according to Kakwani.

ARMM launches exhibit of worldwide miniature mosques

COTABATO City--Twenty-four miniature mosques are on display here as the Autonomous Region in Muslim Mindanao (ARMM) officially launched on Friday an exhibit of ‘Mosques Around the World’.

The exhibit is a competition event with participation from the region’s different offices and agencies. Participants constructed three-dimensional miniature replicas of renowned mosques from different parts of the world.

“For us to be reminded as Muslims of Mindanao that we are part of a greater Ummah (nation) and that it is essential for us to learn and know about them,” Sitti Djalia Turabin Hataman, Anak Mindanao (AMIN) foundation executive director, said explaining why ARMM launched the exhibit.

Each modeled mosque is displayed in a 1.5 cubic-meter glass box. A poster is displayed beside the model containing its name, country of origin, history, and significance. Criteria for judging are conformity and attention to detail (50 percent), workmanship and quality (30 percent), and presentation and overall impact (20 percent).

Cash prizes will be awarded to the models that best fit the competition’s criteria. A cash prize of P200,000 will be given to the first placer while P150,000 and P100,000 will be given to the second and third placers, respectively.

The exhibit, located outside the Office of the Regional Governor’s building, is in line with the celebration of the Pakaradjaan 2018 and the month-long observance of Ramadhan that would commence on May 15.

On the same day, the ARMM Ramadan Trade Fair 2018, consisting of 75 booths, was also officially opened to the public. Winners of the exhibit will be announced during the culmination program of the trade fair. (PNA)

He said the budget component is another important part of the establishment of NMRA, which could be done through an executive order by the President.

A Brand New Outlook ON BRIGADA ESKWELA By: GERARDO Y. LOKING

Brigada Eskwela, also known as the “Bayanihan Para sa Paaralan (Working Together for Schools)", added a new meaning to the Filipino concept of unity. From the image of barrio men bearing together the weight of a bahay kubo (nipa hut) on their shoulders to the image of volunteers braving storms and floods to help calamity-stricken communities, Brigada Eskwela brings to us a picture of people from different sectors of society repainting walls and blackboards, cleaning windows and doors, or repairing fences.One of the public school students who grew up in the culture of Brigada Eskwela is Russell de Guzman, a student leader at Makati High School. Since he was in elementary, he has been taking part in this activity.

“When I was in elementary, I would do it because it was a requirement for officers, and I had nothing to do during the summer vacation,” he shared.

“But as I kept on doing it every year, I realized it was also my responsibility to help.”De Guzman explained that it was a challenge for both public school teachers and students to put up with blackboards that have become too rough to write on,

chairs with broken armrests or uneven legs, and electric fans that do not work.

“It can really make you lose focus on the lesson sometimes.” WE knew there is a need to alleviate these challenges, and understood that as a student, he has a part to play. By being a volunteer in Brigada Eskwela, he saw that no effort is too small to make a difference.

As its name suggests, Brigada Eskwela assembles an army of volunteers to repair and prepare classrooms in time for the opening of classes. This year, it ran from May 18 to 23 under the theme "Tayo para sa Kalinisan, Kaligtasan, at Kahandaan ng Ating mga Paaralan(Stand for the Cleanliness, Safety, and Preparedness of our Schools)."The success of its implementation lies in the collaborative effort of school heads, private partners, local government units, and the community members, including parents and students.Through the initiative of the school heads, private partners are given the opportunity to contribute resources for the effort. And in honor of their goodwill, private partners are offered tax incentives of up to 150%.

Local government units and community members mostly provide manpower and

volunteer services during this week-long activity.

Partners from private companies not only donate cash and resources to the cause. Some of them also send their employees to schools to help.

Representatives from religious groups and members of local government units (LGU) such as policemen, firefighters, and bantay bayan also take part in putting up new donated blackboards, painting school fences, and mounting bulletin boards. Parents, teachers, and students from different school organizations also offer their help.“Everyone works from 8 am to 5 pm with very little supervision from the officers of the student government. We all follow the schedule prescribed since day one,” De Guzman explained.Throughout the years, the spirit of volunteerism in Brigada Eskwela has reached more people in the communities. In 2007 alone, it has generated more than P2.5 billion worth of support-in-kind and countless volunteer man-hours.

“More and more people from different sectors of the society extend help to our school every year,” De Guzman affirmed.

Muntinlupa City ‘best practices’ lauded

THE multi-awarded LGU of Muntinlupa City has added two more best practices feathers in its cap.

The National Archives of the Philippines, thru its Executive Director Victorino Manalo, cited Muntinlupa as the best model (among LGUs) for records management in the country.

Muntinlupa recently turned over to the National Archives its archival records of local and national importance – the very first LGU to do so.

Muntinlupa City Mayor Jaime Fresnedi explained that the turnover of documents was in line with the LGU’s thrust to advance efficient records management

as a tool for transparency and accountability.

Fresnedi explained that the move is meant to address huge information gaps created when LGU records are not properly turned from an outgoing administration to the next.

E x e c ut i v e D i re c t or Manalo said that Muntinlupa City has bestowed on the National Archives a treasure that will definitely enrich its collection. He expressed hope that other LGUs would follow suit.

More recently, Muntinlupa also earned kudos for its initiative in grassroots communication thru the establishment of the country’s first local active barangay

information officers’ network.

In 2014, Muntinlupa City Public Information Officer Tez Valencia-Navarro created the network, consisting of 50 information officers from the city’s nine barangays and offices of the city government.

The group has been consistently assisting the city government in facilitating information and education campaigns – an initiative which has even caught the attention of Presidential Communications Operations Office Secretary Martin Andanar.

Work-life balance?

HOW many hours do you work usually daily? We are all workers, whether we work in a plush carpeted office as executives and managers, in a hot and noisy assembly-plant as a factoryhands or as housewives at home.

Why do we work? Why do we slug five or six days a week (or even more?) for eight or more hours at a stretch? The church has had quite a lot to say about work and especially, the rights of the workers. And when you get through the church jargon, you’ll find statements on minimum wages for workers, needs for leisure and social benefits.

It is the Book of Genesis which tell us that work is God’s gift to human beings.

God gave us the will, power and intelligence to “fill the earth and subdue it” and not just talk about seeing the wild beasts, the fruits

and grains... .

We are given the enormous task of shaping the earth, whether as machinist in a textile factory, or as clerk in court. The important message is: Work is for man (and woman) and not man (and woman) for work!

Through work, man develops himself, his personality and his sense of self-worth.

It is also through work that man produces goods and services contributing and participating in the development and society.

In the encyclical Laborem Exercens (on human work), Pope John Paul II made it clear that there should be just remuneration for the work of an adult who is responsible for a family and this means enough money for the breadwinner to feed, clothe and maintain his partner and children, with provisions “for security for his future”.

I came across an Asian nation’s legislators overwhelmingly approved a bill that reduces the maximum weekly work hours.

South Korea is reducing its maximum working week from 68 hours to 52 hours in a bid to boost the country’s productivity and the number of children being born. But the average working week varies depending where you live in the world. So, which countries are “burning the midnight oil”?

In March, South Korea’s National Assembly passed a law that will give a substantial amount of its workforce a well-deserved break. It is the developed nation with the longest working hours, according to the Organization for Economic Cooperation and Development (OECD).

The South Korean government also believes it could even increase the

country’s birth rate, which has decreased substantially in the last few decades.

This new law will come into force in July 2018, although initially it will only apply to large companies before reaching smaller businesses.

Coming out of the closet

THINK a minute.

An airplane pilot came on the speaker system to the passengers: “This is your captain speaking. We’re flying at an altitude of 35,000 feet, and the speed of 600 miles an hour. I have some good news and some bad news. The bad news is we’re lost. But the good news is we’re making great time.”

There are many people who are making great time in life living in the fast lane.

But they’re lost and going the wrong direction.

Homosexuals are encouraged by many people just to come out of the closet and not be ashamed of who they are.

Some people say that they didn’t choose to be homosexual; God made them

that way. But the fact is that there has still not been one scientific study which can prove that homosexuals are born that way.

In fact, it is just the opposite. All the research and studies have shown that homosexuals can make the choice.

If people are born with any homosexual tendency at all, it is no different than any personality tendency like someone born with a bad temper.

Do we say it’s OK for that person to lose control of his temper and murder people because he was born that way? Of course not!

He’s still free and able to choose not to kill people, even though he may have a naturally quick temper.

In the same way, even if someone might have the slightest natural tendency toward homosexuality, he’s still free and able to choose not to become homosexual.

If homosexuals were born that way and God made them with no choice, then why does He say homosexuality is so wrong and condemn it as sin?

Throughout the whole Bible, God strongly condemns homosexuality as sin which is opposed to the clearly natural, right way He created us humans to live and reproduce. Remember, God created us Adam and Eve, not Adam and Steve.

Just like we are born free to choose whether or not we will be adulterers, murderers, thieves, liars, alcoholics

and vicious gossips, we are also born free to choose whether or not we will become homosexual. But the good news is that even if you already have chosen to become a homosexual, Jesus will still forgive you and give you a new life if you sincerely ask Him to start changing your heart.

So won’t you come out of the closet and into the light of Jesus forgiveness and truth, so He can start setting you free today?

Privacy Commission orders suspension of Jollibee online delivery MANILA – The National Privacy Commission (NPC) has ordered the suspension of local fast-food giant Jollibee's online delivery platform after it was found to be vulnerable to unauthorized access.

Aside from the online delivery platform, NPC also ordered the Jollibee Foods Corp. (JFC) to suspend the operation of all of its data processing platform to the public through the internet and also to restrict external access to their networks.

The Commission’s order is a result of its investigation in relation to a “data breach notification” submitted by JFC in December 2017.

“Persons unknown to the JFC Group appeared to have been able to gain access to the customer database of the delivery website for Jollibee,” the NPC said. In subsequent meetings with

the NPC, the dominant local fast-food company made assurances that it will institute corrective measures regarding the supposed data leak.

However, the NPC’s Complaints and Investigation Division (CID) found out that JFC’s delivery service website remains vulnerable to unauthorized access. “Such vulnerabilities may allow malefactors with little to moderate technical knowledge and skill to access personal information of Jollibee patrons through its website,” the NPC noted.

GSIS opens financial aid loan for DepEd members today MANILA -- The Government Service Insurance System (GSIS) on Tuesday will start accepting applications for the GSIS Financial Assistance Loan (GFAL) program for personnel of the Department of Education (DepEd).

Under the program, GSIS will lend a maximum amount of PHP500,000 to DepEd borrowers to pay the outstanding balance of their loan from accredited private lending institutions.

“Instead of offering the GFAL to DepEd personnel in selected cities and municipalities on a pilot run, we decided to open it to all

teachers and teaching personnel nationwide because we want more teachers to benefit from lower interest rate and better terms of payment from GSIS,” president and general manager of GSIS, Jesus Clint Aranas, said in a news release issued Friday.

“Reduced interest rates and smaller amortization spell savings and higher disposable take home pay for our members. This will definitely lighten their load,” Aranas said.

Ayala posts P7.7 billion in 1st quarter net income, up 10%

yala C orporation’s net income expanded 10 percent year-on-year to P7.7 billion in the first quarter of the year, lifted by the robust earnings growth of its real estate and power units.

Equity earnings from Ayala’s business units grew nine percent to reach P9.2 billion, boosted by contributions of Ayala Land, which jumped 15 percent as well as AC Energy, which nearly doubled during the period.

“The sustained growth momentum in our portfolio reflects the progress we have made in our longterm diversification strategy to establish new pillars of growth and expand into new markets,” Ayala President and COO Fernando Zobel de Ayala said. “While we remain positive about the domestic environment and the concentration of our investments will continue to be in the Philippines, we are establishing a growing presence regionally and globally in sectors where we can bring our expertise and capital as opportunities arise,” Mr. Zobel added.

Ayala Land Ayala Land sustained its earnings momentum in the first quarter, with net income climbing 17 percent to P6.5 billion from a year ago primarily driven by its residential and commercial leasing segments.

Revenues from property development climbed 27 percent to P26 billion on the back of new bookings and project completion.

Sales reservations expanded 16 percent to P31.5 billion, while net bookings grew 20 percent to P24.2 billion.

Ayala Land launched P10.9 billion worth of residential projects during the period.

Meanwhile, revenues from commercial leasing grew 11 percent to P8.2 billion, lifted by higher contribution from newly opened malls, offices, and hotels.

Ayala Land’s diversification strategy is increasingly gaining traction, with net income mix achieving greater balance. In terms of location, new estates and established estates (Makati, Bonifacio Global City, Nuvali, Alabang, and Cebu) contributed 55 percent and 45 percent of Ayala Land’s net income, respectively.

In terms of business line, Ayala Land’s development income (property sales and

construction) accounted for 66 percent, while recurring income (commercial leasing, hotels and resorts, and property management) contributed 34 percent to its net profits in the first quarter.

Ayala Land spent P26.7 billion in capital expenditure in the first quarter, comprising 24 percent of its budget for the year. A bulk of the amount was allocated to residential projects.

Bank of the Philippine Islands Bank of the Philippine Islands recorded a net income of P6.2 billion in the first quarter, a flat growth from the previous year, as lower non-interest income offset the improvement in the bank’s core banking business.

Total revenues reached P18.5 billion, three percent year-on-year. Net interest income rose nine percent to P12.5 billion, supported by expansion in average asset base. Total loans climbed 17 percent to P1.2 trillion, mainly driven by corporate loans. Interest income from loans grew by 18 percent year-on-year.

Total deposits reached P1.6 trillion, up 10 percent, with the current account and savings account ratio at 72 percent and loan-todeposit ratio at 76 percent.

Non-interest income dropped 8 percent to P5.9 billion on lower income from trust and investment management fees, securities trading, and asset sales.

Meanwhile, income from credit card business, bank commissions, stockbrokerage fees, and foreign exchange trading increased during the period.

Operating expenses rose 12 percent to P9.7 billion on accelerated ITrelated spend, operations and marketing, while asset

growth was accompanied by an increase in regulatory costs. This resulted in a cost-to-income ratio of 52.8 percent in the first quarter, higher than the 48.6 percent recorded in the previous year.

Total assets and total capital both expanded 10 percent to P1.9 trillion and P189.5 billion, respectively.

Capital adequacy ratio stood 13.55 percent and common equity tier 1 at 12.65 percent.

The bank recently completed its stock rights offering, raising P50 billion in additional capital to fund its growth strategy. Ayala subscribed to its proportionate and unsubscribed rights share, slightly raising its effective ownership in the bank to 48.6 percent.

Globe Telecom With consistent strong demand for data-related services and a larger subscriber base, Globe’s service revenues expanded eight percent to P33.6 billion, bolstered by its mobile, home broadband, and corporate data segments.

Mobile data revenues grew 26 percent to P12.6 billion as subscribers reached 63.3 million, up eight percent from the previous year.

Home broadband revenues improved 11 percent to P4.3 billion resulting from a 17 percent increase in subscriber base at 1.4 million.

Corporate data revenues likewise grew four percent to P2.6 billion. Data-related services accounted for 58 percent of Globe’s service revenues, with mobile data users making up for 55 percent of mobile subscribers.

The higher revenues and lower operating expenses supported the 18 percent growth in Globe’s EBITDA, which reached P15.8 billion in the first quarter. EBITDA margin remained healthy at

47 percent. Globe posted net profits of P4.7 billion in the first quarter, mainly driven by EBITDA growth which offset depreciation charges and non-operating expenses during the period.

As part of its network expansion and optimization plan, Globe initiated discussions with third-party groups for the establishment of a tower company that will help speed up the build and deployment of cellular towers in the Philippines.

Globe is looking to divest all or part of its tower assets to independent tower companies and open these up for lease to new and existing telco players. The Philippines has one of the lowest tower densities in the world, with under 20,000 towers serving a population of 100 million people.

‘Oplan Kalinaw’ nets 24 wanted persons in Davao

AVA O C I T Y -Twenty-four persons with standing warrants of arrest were arrested by authorities during the Oplan Kalinaw, or Joint Area Security Community Service and Protection Operation, conducted in different areas here on Friday.

Senior Insp. Maria Teresita Gaspan, the spokesperson of Davao City Police

Office (DCPO), said the operation of the joint security forces and law enforcement also resulted in the identity and profiling of 1,252 residents in Barangays Tomas Monteverde, 39-D, Talomo, Sasa, Buhangin, Bunawan, Toril, Tugbok and Calinan.

Among them were 1,118 persons and 134 without ID. The persons arrested

are facing various crimnal cases such as the violation of the Social Security System (SSS) law, statutory rape, frustrated theft, gambling among others.

DOH mulls extension of measles immunization drive in Mindanao GENERAL SANTOS CITY -- Anticipating tough days ahead due to the Dengvaxia controversy, the Department of Health (DOH) is considering this early to extend the ongoing mass supplemental immunization activity for measles and rubella in the entire Mindanao.

Health Secretary Francisco Duque III said in a press conference here on Wednesday afternoon that he has ordered their regional offices in Mindanao to prepare for the extension of the initiative to ensure that they cover all eligible children.

“My order is that, we should extend the period of the supplemental immunization activity because of the given obstacles

brought about by the fear of Dengvaxia,” he said.

Duque personally led the formal launching of the Mindanao-wide immunization activity for measles and rubella that will run until June 8.

The agency is targeting to cover a total of 2.7 million eligible children aged six months to below five years-old within Mindanao’s six regions during the month-long campaign.

Davao region topped the list with 588,000 followed by Soccsksargen with 506,600.

Duque, however, admitted that the Dengvaxia controversy has “tainted the integrity of the DOH’s entire immunization program.”

He said they expect some

parents to resist and not allow their children to undergo immunization due to fears that the effects would be similar to the anti-dengue vaccine Dengvaxia, which had been blamed over a number of deaths in Metro Manila and Luzon.

DOH had not conducted any mass immunization activity for dengue in Mindanao.

Citing their experience in the National Capital Region, he said the participation rate was considerably low in the first two weeks of the measlesrubella immunization activity after it was launched last April 25.

He said they only managed a performance rate of 3 percent or immunized around

42,000 children out of their 1.4 million target.

During a random survey conducted by their vaccinators, Duque said 2,000 out of 3,000 respondents did not allow their children to undergo vaccination due to the Dengvaxia controversy.

Because of this, he challenged local health workers to “step up and level up” their information and education activities on measles and rubella to ensure better results.

Duque said it is important for them to understand that the vaccines being used for measles and rubella have long been proven to be safe.

He stressed that the risks of potential complications of the disease are dangerous and

could lead to deaths.

In Region, the DOH already recorded a total of 767 suspected measles cases since January, with 110 already confirmed.

It recorded a total of nine deaths, all involving children who were not immunized.

Duque said the number of measles deaths in the region represent 60 percent of the total 16 fatalities recorded in the entire country.

“This should not have happened because measles is a vaccine-preventable disease.

We have enough supplies of vaccines and deployed substantial vaccinators so there’s no reason for our children not to get vaccinated,” he added.

DAVAO C I T Y – T h e Department of Education (DepEd) said health is the top reason why many teachers, most of them poll veterans, declined to serve in elections.

Other reasons cited include peace and order, especially in remote voting stations, and fear of being dragged into electoral protests. In this year’s barangay elections, conflict of interest is another issue because their relatives are running for barangay and Sangguniang Kabataan positions, said DepEd Region XI spokesperson Jenielito Atillo.

Atillo said honorarium and the fear of guns and goons have never been the major concern of the teachers during elections.

“Not all teachers but many opted not to serve, specifically because of health reason and members of their family are running in the barangay elections,” Atillo said in an interview Thursday.

He said many of those not serving in the barangay and SK elections are veterans of past elections. He added it was unfair that teachers, who are entrusted the ballot boxes every election to protect the votes, usually bear the brunt in cheating and ballot switching issues. Worse, the teachers were not provided the necessary financial and legal support during case hearings.

Atillo said these are the reasons why many teachers felt elated when they were no longer required to serve in the elections.

In this barangay and SK elections, Atillo said that in Davao City alone there are about 2,000 to 3,000 teachers and non-teaching staff who will be serving.

Despite some teachers not serving in this election, the Commission on Elections (Comelec) Region XI earlier said the number of BEIs is enough for Davao region. It was able to pool people and trained them for the barangay and SK elections.

Comelec bared a total of 24,918 chairmen and members of the BEI for Davao region. The poll body's regional spokesperson Krisna Samantha Caballero said the number of BEIs is enough.

Teachers are constantly tinkering, creating, learning, and growing. Action research is a slightly formalized version of what skilled teachers do every day. By honoring action research as systematic professional inquiry, we empower teachers to improve their practice. It’s easy to get started undertaking a small, powerful action research project in your classroom.

Let’s see what it can look like. Classrooms are complex social environments.

In addition to subject matter and developmental expertise, teachers possess very specific knowledge about the learning dynamics of a classroom. Teachers understand that everything from the culture of the school to the current dating status of particular class members may influence the success of a lesson. This complexity means that large-scale education research has limited applicability on a day-to-day basis. There are just too many contextual factors affecting the implementation of any generalized approach. This means that most of the daily dilemmas of teaching, topdown policies and large-scale research are not detailed or nuanced enough to be useful.

Here are 5 benefits of doing action research in the classroom.

1. Action research powers professional growth Action research is a powerful form of teacher-driven professional development .In Action Research for Professional Development, Jane McNiff suggests starting with the question “How do I improve my work?” She argues that action research is fundamentally a professional improvement strategy .At the Middle Grades Institute each summer, participants seeking graduate credit use the Institute to launch their action research. Then, they present their findings to peers at a statewide gathering in January of each year.

2. Action research makes change manageable. Action research helps teachers focus on one aspect of their practice they would like to improve. Specific questions and a finite time period bind each iteration. This ensures natural pauses for reflection and planning. Victoria Smith, a Language Arts teacher at Crossett Brook Middle School in Waterbury, Vermont, focused her research on a single unit where she experimented

with a choice model which had been inspired by the art teacher at her school. n the rapidly shifting world of education, action research helps prioritize which changes are worthy of extra attention.

Action researchers pick a slice of their practice and dive into the research literature, then they use data to evaluate success and draw conclusions.

3. Action research promotes collaboration The systematic nature of action research promotes purposeful collaboration. A team from Hazen Union Middle School, in Hardwick, Vermont, sought to create a new interdisciplinary unit called “I Belong,” so they worked together on an action research project to document and study the results. Educators can also collaborate between schools to share and compare related approaches. Check out this study looking at how student goal-setting is enhanced by digital tools, conducted by educators from Wallingford Elementary School and Shrewsbury Mountain School, in central Vermont.

4. Action research loves being shared. If you’ve ever wondered how to improve a

certain aspect of your practice, then it’s entirely likely another teacher is wondering how to improve that exact same aspect of their own practice. The Middle Grades Conference each January provides a venue for discussing action research and professional learning by teachers from around the state. Samaraweera expressed his belief that technology will lead to higher production, which will lead to higher employment and higher growth. “(In Sri Lanka), we offer incentives to investors in technology. The incentives are not just for Sri Lankans, but for foreign investors, too,” Samaraweera shared.

Retraining is something that can be done to help people not to lose their jobs, and retraining is something that the government can do, according to Parshad.

For the ADB chief, human touch should always be present. Nakao emphasized that despite the rapid growth in technology, people still need face-to-face communication.

“Why did we bother to gather here if we could conduct this (ADB annual meeting) through the internet?” he asked.

Nakao said hearing a person’s voice and seeing his or her facial expressions are still important for us to know how the other person feels. (PNA)

We can also hear it from our friends, colleagues and superiors. How it affects us? For me I believe that a clean place is a safe place to live I, this implies that cleanliness is very important to all of us. But what do you think is the proper way to achieve it?

We are in an institution that is designed to furnish learning spaces conducive to learning for our pupils.

Teaching them to become life long learners, molding and shaping their young minds to be good citizens in the future. Teaching cleanliness also counts, not only the concepts that can be found in textbook and other instructional materials but it is also learning by doing.

In our school one of the big problems is proper garbage disposal because until now there are some pupils who did not know the proper way of waste segregation. A big school like Pangantucan Central Elementary School whose total enrolment is more than two thousand five hundred pupils, it is really a disaster on the part

of the JERU members, SPG officers, Clean and Green Brigade as well as the teachers and principal to solve this problem.

Yes, we have trash cans, trash bins properly labeled inside the classrooms and almost everywhere inside the school premises but it seems like most of the pupils didn’t understand the purpose of these plastic container. Another problems of these this garbage cans are fully loaded, it takes the number of days to be collected by garbage truck so it will become eyesore to our surroundings.

IBON: TRAIN-induced price increases are permanent THE inflation spike marks the start of increases​driven by the Tax Reform for Acceleration and Inclusion (TRAIN)​in the prices of basic goods and services for the next three years, research group IBON said.

Further inflationary surges are likely to happen in 2019 and 2020 when the next two rounds of additional taxes on oil products take effect.

The Duterte administration’s banner TRAIN is among the biggest factors driving the inflation rate to its highest in over six years, said the group.

IBON noted that the headline inflation rate of 4.5% year-on-year in April is the highest since late 2011, bringing the year-to-date average inflation rate to 4.1 percent. This already breaches government’s inflation target for 2018.

As it is, food, vegetable and fuel prices are already palpably higher from a year ago, IBON observed. The price of regular milled rice has increased from Php35 to Php40 per kilo, of galunggong from P140 to Php160, of pork liempo from Php225 to Php240, sitao from Php60 to Php100 per bundle, and

red onions from Php50 to Php80. Just since January, the price in Metro Manila of diesel has gone up by over Php7 per liter to Php44.35 and of gasoline by some Php6.80 to Php55.37. LPG is also already much more expensive at some Php650750 for an 11-kg cylinder.

“The higher prices of basic commodities hits the country’s poorest 17.2 million families who do not get any personal income tax (PIT) benefits the worst.

This burden belies the Department of Finance’s (DOF) fake news claim that ‘99% of taxpayers’ will benefit from TRAIN,” said IBON executive director Sonny Africa.

Africa also said that government economic managers are being dishonest and insensitive when they downplay the impact on prices by saying that the inflation spike is only temporary.

“The price increases from TRAIN are very permanent and even if inflation rates moderate this does not mean that prices will be lower,” Africa said.

“It is grossly deceitful for economic managers to give

the impression or claim otherwise,” he added. “Prices will continue to rise for the poor from TRAIN’s new and higher taxes unless the government says that the inflation rate will turn negative, which is unlikely.”

According to Africa, while there are many reasons for inflation the government only seeks to divert from its direct accountability for TRAIN-induced higher prices by exaggerating the effects of global oil price and the peso depreciation.

Manila Water registered higher billed volume across its operating units, reaching 181.7 million cubic meters, up three percent.

Manila Water’s foreign investments have started to bear fruit, with their earnings contribution increasing 26 percent to P109 million in the first quarter.

DOF: Tax reform fueling PH growth

THE Department of Finance (DOF) said the first package of the Tax Reform for Acceleration and Inclusion (TRAIN) Law provides ample fiscal space for the government to fund programs that support economic growth.

In its Economic Bulletin on GDP, the department said Package 1 of the TRAIN Law will bring in additional resources for the government to finance its Build Build Build Program, as well as greater spending on social services.

“These investments are game-changing in the sense that they catalyze further investments, which, in turn, drive investment-led growth, generate meaningful employment, and subsequently reduce poverty,” the DOF said.

On Thursday, government data showed that gross domestic product (GDP) in the first quarter of 2018 grew by 6.8 percent, led by industry at 7.9 percent, services at 7 percent, and agriculture at 1.5 percent.

The DOF noted that aside from strong household consumption, government consumption was also robust in Q1 2018.

Government consumption increased by 13.6 percent in Q1 2018, a big jump from Q1 2017’s growth of 0.1 percent. This also surpassed household consumption in January to March 2018, which grew by 5.6 percent compared to the same period last year.

their take home pay is not less than PHP5,000 after deduction of monthly obligations. If they are indebted to more than one private lender, they may consolidate their loans and transfer the total amount to GSIS. The proceeds of the loan will be paid directly

by GSIS to the private lending institutions.

“This loan program is a balance transfer and debt-consolidation facility in one. It allows the members to take a second look at their spending habits -- if they are heavy borrowers, they might be spending beyond their means,” Aranas said.

“The best thing about GFAL is that the borrowers will go through loan evaluation and counseling process and are required to attend the GSIS Financial Literacy Seminar before taking out the loan to adopt good money management practices.”

All DepEd personnel may qualify for the loan if they are active regular GSIS members with permanent status and paid premium for the past three years; not on leave without pay; have an outstanding loan from DepEdaccredited lending institutions; and have no due and demandable loan account with GSIS. The borrower should also have no pending administrative case or criminal charge except for those who were sued by an accredited lending institution for non-payment of loan obligations as a result of the prioritization of GSIS and Home Development Mutual Fund (Pag-IBIG) loan payments under Department Order No. 38, s. 2017 on July 31 last year.

avail of GFAL. The interest rate of GFAL is 6 percent per annum computed in advance and payable in monthly installments for six years. Payments will be automatically deducted from the borrower’s salary. The loan has no processing fee. Availing of the loan is not compulsory but voluntary on the part of the members.

South Korea has currently longer working hours than any other developed country: an average 2,069 hours per year, per worker, according to 2016 data compiled by the OECD. The analysis covered 38 countries and showed that only Mexicans (2,225 hours/year) and Costa Ricans (2,212 hours/year) worked longer hours.

South Koreans bucked a global trend: studies carried out by the International Labor Organization (ILO) show that lower and middleincome countries tend to work longer hours than their richer counterparts, thanks to a series of factors that range from the proportion of self-employed workers in the labour force to lower wages, job insecurity and cultural issues.

Death by overwork is so prevalent in Japan that they have a word for it: Karoshi.

But South Korea is not the only rich country to defy the odds. Japan has a problem with “death by overwork”.

In more specific terms, the word means employees dying either from stressrelated ailments (heart attacks, strokes) or the ones who take their own lives because of the pressures

of the job.

The average of 1,713 hours worked per year in Japan is not among the highest in the OECD list, but beyond the number, there is the grim reality that the country has no legislation at all stipulating a maximum weekly hour limit and neither overtime limit.

In the 2015-16 financial year, the government registered a record 1,456 karoshi cases. Workers’ rights groups claim that the actual figures could be many times higher due to under-reporting. Japan has a problem with “death by overwork”, expressed not only by statistics but also the fact that the Japanese language has a word for this: karoshi.

According to ILO’s most recent figures, Asia is a continent where more people work the longest hours: most of the countries (32%) have no universal national limit for maximum weekly working hours and another 29% have high thresholds (60 weekly hours or more).

And only 4% of the countries abide by the ILO recommendations and set the international labour standards of a maximum of 48 hours or fewer for the working week.

In the Americas and the Caribbean, 34% of the nations have no universal weekly hour limit, the highest rate amongst regions.

One of the countries without a limit is the United States.

But it is in the Middle East where the legal limits are more open for long hours: eight out of 10 countries permit weekly working hours in excess of 60 hours per week.

In Europe, on the other hand, all countries have maximum weekly hours, and only Belgium and Turkey have legal working hours of more than 48 hours.

But it is Africa that shows the greatest number of countries in which more than one of third of the labour force works over 48 hours per week. The rate in Tanzania, for instance, is 60%.

Surveys have also identified cities in terms of average hours. In 2016, Swiss Bank UBS released an analysis of 71 cities that showed Hong Kong with an average of 50.1 weekly working hours, ahead of Mumbai (43.7), Mexico City (43.5), New Delhi (42.6) and Bangkok (42.1).

Mexicans, apart from the longest hours, are also subjected to one of the meanest holiday regimes in the world: their legal minimum paid annual leave is less than 10 days, like in Nigeria, Japan and China, for example, while regional neighbours Brazil offer a minimum of between 20 to 23 days.
