DTI distributes baking starter kits to IDPs MARAWI CITY -- As the lead agency of Task Force Bangon Marawi’s (TFBM) Sub-Committee on Business and Livelihood, the Department of Industry (DTI) continues to provide more assistance to the affected entrepreneurs of this city.

The DTI has recently distributed 98 baking starter kits to the internally displaced persons (IDPs) who had undergone training on baking conducted by the Provincial Training Livelihood and Development Center of Lanao del Sur in partnership with the Pilmico Foods Corporation and USAID Strengthening Urban Resilience for Growth with Equity.

The starter kit contains a gas oven, basic baking ingredients, basic baking kits, food mixer and liquefied petroleum gas tank with hose and regulator.

“Pangarap ko dati na makagawa ng cake. Magagamit ko na ngayon sa wakas ang natutuman ko sa TESDA,” she added.

[It is my dream to bake cakes. I can finally utilize what I have learned from TESDA.] Basher also received

financial assistance worth P73 thousand (Livelihood Settlement Grant worth P20,000 and Transitory Fami ly Supp or t Package worth P53,000) and “pabaon” package from the Department of Social Welfare and Development (DSWD).

PNP launches youth campaign vs. drugs, terrorism in Ozamiz OZAMIZ CITY, Misamis Occidental -- The Philippine National Police launched the Kabataan Kontra Druga at Terorismo (KKDAT) anchored on the theme, ”Kabataang Bagani, Bagong Bayani” held at the City Hall grounds in Ozamiz City.

Envisioned to inflame the “spirit of volunteerism” among the youth and student’s sectors, this activity was launched to empower the said sectors to become proactive partners of the government in the nationwide campaign against illegal drugs and anti-terrorism especially to the PNP’s re-

covery, wellness program and in social integration program of the reform of illegal drugs personalities in combating the proliferation of illegal drugs and to prevent them from joining any terrorist organization.

Students from different colleges and universities, sangguniang kabataan (SK) federated and members of the 51 barangays in Ozamiz City participated in the KKDAT (Youth Against Drugs and Terrorism) launching.

In his welcome message, Ozamiz City police station operation officer Police Cap-

tain Dennis Tano stressed the importance of the youth sector in the achievement of KKDAT’s goal to make the province free from the dangers of illegal drugs and threats of terrorism.

He also said, “The project has a two-pronged goal which aims to enlighten the minds of the youth about ill effects of drugs in the physical and social aspect at the same educate them in the process of recruitment of NPA’s and other terrorist groups.”

Meanwhile, Ozamiz City police office community relations (PCR) officer Shiela Acosta encouraged the youth to stand firm and be proactive partners of the government.

“KKDAT aims to organized the youth movement that encourages and strengthens the youth’s ability in suppressing the

illegal drugs and terrorism problem in the country,” Acosta said.

Lawyer Andres Jun Fernandez, as guest speaker, meanwhile challenged the participants to involve themselves in development, help improve the lives of the people in the community and use their role as a youth.

He said this is just to show that the PNP cares for your future and your life, if you involve yourselves in illegal drugs or will join in any terrorist group, definitely, your families will be ruined and our community will have no direction.

Further, this movement intends to organize, train, mobilize the youth and student’s sectors as advocacy support groups that will stand against illegal drugs and terrorism through the advocacy programs of the PNP. (smrn/PIA10)

ILIGAN CITY -- As part of rebuilding the losses and reviving the businesses of Maranaos victimized by the Marawi siege, the Department of Labor and Employment (DOLE) introduces an integrated livelihood program (DILP) or the Kabuhayan program that provides grant assistance for capacity-building on livelihood and entrepreneurial ventures.

DOLE -10 Labor and Employment Supervising Officer Criste Perfecto shared that the program components include the Kabuhayan Formation, Enhancement, and Restoration.

“DOLE will provide a grant to the displaced individuals especially those who are currently staying nearby Iligan,” Perfecto said.

The beneficiaries of the program through the Kabuhayan Formation will be provided with startup capital to venture into individual livelihood or collaborative enterprises undertakings.

The Kabuhayan enhancement augments the existing livelihood of the beneficiaries by providing them additional working capital to help them sustain their businesses.

The Kabuhayan Restoration, on the other hand, provides working capital for the reestablishing of the beneficiaries’ damaged businesses.

“Definitely, our brothers and sisters in Marawi affected by the siege are qualified to apply in the program. We will cater to them depending on their needs which will be presented to us during the application,” Perfecto said.

The beneficiaries of the DILP will be supported with training on business

planning and basic entrepreneurship development to include enhancement of their production skills.

Under the kabuhayan program, DOLE will provide working capital in the form of raw materials, equipment, tools, jigs and other support services needed by the beneficiaries.

Meanwhile, Perfecto stated that the result of the Kathanor profiling would be the basis of the agency in the implementation of 2019 programs saying, “we have implemented the program since 2017 and 2018, but this year we will rely on the Kathanor database to avoid the duplication of grants.”

“We heard many of the IDPs are also staying in Cagayan De Oro City, so we also wanted to cater to them to make them feel that they are not left behind along with IDPs in Marawi,” Perfecto added.

The program falls under the group and individual category.

The livelihood projects classified for group categories include Micro livelihood which is composed of 15-25 members with maximum grant assistance of P250,000; Small livelihood which is composed of 26-50 members with maximum grant assistance of P500,000; and Medium livelihood composed of more than 50 members with maximum grant assistance of P1 million.

While the individual beneficiaries can avail of the Starter Kit or Negosyo sa Kariton (Nego-Kart) package with maximum grant assistance of P20,000 depending on the project requirement.

Fake DQ order against mayoral candidate worries Comelec execs Tuesday, May 14, 2019

CAGAYAN de Oro City--Top Commission on Elections (Comelec) officials have expressed concern over a disqualification order against a mayoral candidate allegedly issued by the poll body which was found out to be fake.

Comelec Commissioner Luie Tito Guia said his colleagues were alarmed when they have learned that a document began circulating on social media on Friday night.

Answering queries from Cagayan de Oro-based reporters, Guia denied the Commission issued such an order.

“I also told my fellow commissioners already and they are disturbed that our signatures can be copied,” the Comelec official said in an interview on Saturday morning.

The alleged order to disqualify city mayor Oscar Moreno, who’s seeking reelection, came out two days before the local and national elections on Monday, May 13.

Guia earlier dismissed the document as hoax.

“That is fake. It did not come from us. No resolution on the case was issued,” Guia said in a text message.

The three-page order states that the poll body issued the decision to disqualify Moreno on May 1, 2019, a non-working holiday.

The order was posted on the DDS News-CDO Facebook page at 6:56 p.m. Friday, with 404 shares as of Saturday morning.

The document stated that the disqualification case was filed by former Barangay Taglimao chairman William Guialani against Moreno, docketed as SPA No. 19-005 (DC), for disqualification.

Guialani based his petition on the number of Moreno’s graft cases, more than a hundred of them, some of which have been decided on by the Ombudsman, but the mayor was able to secure temporary restraining orders and writ Armed with a .50 caliber machine gun, a soldier tries to keep the voters in place inside the Malabang National High of preliminary injunction.

Music to my ears!

MUSIC - from the Greek “mousikos” and pertaining to one of the nine muses in the Greek mythology - is the art of combining sounds or sequences of notes into harmonious patterns hopefully playing to ears and satisfying to our emotions. An insipid and dry explanation - I must confess.

Can you, my dear reader, imagine a life without music? For me, it would be such a monotonous and boring world. I don’t think only about the musical “mayfly” or the so-called “musical nine days wonder”.

Music doesn’t consists of Groove or Techno alone.

I am not against these or other music trends, because each generation has its own music development. But we have greater riches of different kinds of music by going back to the Middle Ages, the Renaissance (which means ‘rebirth’), the Baroque Age, the Classical Period, and the Romantic Era up to 1900.

The Western tradition of music has its origins in the chant tradition of the Early

Christian Era. Everybody can develop his or her own passion of music. When I was four or so, I grew up already with those kinds of music. I asked my parents voluntary if I could get piano lessons.

It was easy for us because the church organist at that time was our neighbor and a proud owner of a grand piano.

I listened my first organ recital composed by Johann Sebastian Bach. My passion of music was in stage of development that made it possible for me to join the school band. The Beatles - and Rolling Stones later - era followed - much to the disappointment of my parents and grandparents, who still dreamed of their music, such as Jazz and Swing back to the Golden Twenties.

Everybody has his or her own music philosophy.

I learned from my dentist friend in Berlin, that her patients lose their state of anxiety by listening soft background music during having their teeth at-

tended to. A gynecologist explained, that if a pregnant woman mostly listens to classical music, her child might hear, learn, find out and experience another (better?) development then other children.

The church reformator Martin Luther (1483-1546) explained it in this way: “Many times, when I was in terrible darkness, I prayed and I listened music, which delivered and refreshed me!”

The German poet and composer E. T. A. Hoffmann said 1801: “If you start simply being speechless, music will take over!”

And Ludwig van Beethoven (1770-1827), without doubt one of the true and just awesome Western composers stated: “Music is utmost revelation then an wisdom and philosophy!”

“I feel like flying after entering a church, praying and listening the music of heaven!” the German poet Friedrich Schiller (17591809) philosophized about music in his drama “Maria Stuart”.

A simple melody can make feel us happy, sentimental, smiling or crying, aggressive or relaxed. A form of light entertainment in which songs, dialogue, dance, and humor are combined with a not too serious plot is as much as important then a dramatic opera or the single musician or street singer, not being a man of culture, but entertaining us people. Let’s develop our own passion of music, so that we might see the great resources for our daily life.

Almost irresistible

THINK a minute.

During the Korean War a South Korean civilian was arrested by the North Koreans and condemned to be executed. But when the young North Korean leader learned that the prisoner was not a soldier but the head of an orphanage caring for young children, he decided to let him live.

However, he ordered that the prisoner’s son be executed in his place. So the prisoner’s 19-year-old boy was shot and killed in front of his father.

After the war ended the United Nations captured this young North Korean leader who had ordered such a terrible murder. He was put on trial for his war crimes and condemned to death. But before he was executed, the South Korean father whose innocent son

had been brutally killed, asked for mercy for the man who had ordered his son’s horrible murder. The father said that the North Korean leader had been young when he ordered his son to be killed and had not fully understand what he was doing. “Give him to me,” said the father, “and I will try to teach him a kinder, better way of life.”

The United Nations granted this rare, amazing request of the father to take the murderer of his son into his own home and care for him. The father’s love completely changed the heart of that young, murderous North Korean leader into a kind and compassionate man.

The greatest force in the world is real, unconditional love that forgives and shows mercy even to our worst

enemies. In fact, it is the only kind of love that has the power to change our human heart. A wise person said: “The best way to defeat your enemy is to make him your friend.”

However, it is not natural for us humans to forgive like that, it’s supernatural.

As the saying goes: “To err is human, but to forgive is divine.” The only way we humans can fully and freely forgive our enemies is if God controls and rules our hearts. This is why that South Korean father, who was a true Christian and follower of Jesus, was able to forgive and love the North Korean leader who had murdered his son.

The power of forgiveness is almost irresistible.

Almost! Because we can still refuse to ask and receive forgiveness. But then we

pay the highest price for our pride and rejecting God’s forgiveness; because without it we cannot be freed from our guilt and live in a right relationship with our Heavenly Father. Our Creator has already paid the penalty for our wrong heart and sinful living with His own life. You simply and sincerely need to ask Jesus to forgive you for your sins and living your own way.

Then, He can start changing you from the inside out. He will even empower and free you to forgive others as He forgave you.

Just think a minute.

VCMs, 23 years after

ACCORDING to the Armed Forces of the Philippines (AFP), the election-related violence in yesterday’s local and national elections was “minimal.”

In Misamis Occidental, a town councilor was shot dead. A police corporal was gunned down in Kapatagan town, although the police said, it was not an electionrelated violence.

There are reported grenade blasts in Maguindanao though.

But what is more annoying in yesterday’s elections are the numerous complaints about the vote-counting machines (VMCs).

I don’t think the Comm i s s i on on E l e c t i ons (Comelec) has no time preparing for these *&^%$# vote-counting machines.

The automation law, otherwise known as Republic Act No. 8046, was passed in 1996, but the problems remain. It was 23 years ago, why o why, Comelec?

Perhaps, it is about time that the Comelec will look for other VCMs that works well during elections.

Comelec, why? I believe the people deserve an honest answer.

Riding in tandem shot dead ‘roving’ police corporal

ILIGAN City--A police corporal, assigned in Kapatagan Municipal Police Station (MPS) in Kapatagan town, Lanao del Norte died after he was shot several times by riding in tandem around 3 p.m. on Saturday in Barangay Panoloon, Sapad

town, a boundary of Kapatagan.

The victim, identified as Richard Garcia Gordiones, 30, a resident of Poblacion, Sultan Naga Dimap oro, L anao del Norte, was pronounced dead on arrival by attending physicians at the Provincial Hospital in Kapatagan.

Norte Provincial Police Office, said Gordiones was roving in the area as part of his assignment to provide security to voting centers for the May 13 elections when he was shot.

The suspects f led to the direction of Kapatagan town, initial police report revealed.

Solidarios, clarified that the incident is not election-related

because prior to the shooting, Gordiones was warned by the intelligence unit of PNP Lanao del Norte of the threat against him by the family of a drug personality who was killed in an anti-drug police operation.

Gordiones, who has been in the police service for eight years, is an operative of Kapatagan MPS’ drug enforcement

MARAWI City––The military here said Monday’s elections in Lanao del Sur were generally peaceful, adding that martial law may be the main reason behind it.

Col. Romeo Brawner Jr., commander of the Army’s 103rd Infantry Brigade overseeing the province, said that as of 3 p.m. on election day, they gathered reports of only

two shooting incidents, but one was related to a rido, or clan war.

“We can attribute this to martial law. We can implement the gun ban better, especially among the candidates and their bodyguards,” he said.

Brawner said that residents are also aware that in recent polls – like in the barangay and Sangguniang Kabataan elections, and also during the plebiscite for the Bangsamoro organic law –

violators were apprehended immediately and turned over to the police.

He said one was killed in the municipality of Lumbatan before noon when armed men fired and killed Lailanei Batara as the latter was driving his motorcycle along the highway. “It was not election related. Apparently there’s a long-standing feud,” Brawner told reporters.

He said another was wounded in a strafing in-

cident in Tubaran town also in the morning, but the victim is now stable.

Brawner admitted though that there were fistfights in some precincts, like in Amai Pakpak Elementary School in downtown Marawi, but these were stopped right away before these could escalate.

PH forest product exports up in Q1 2019: PSA

MANILA -- The country’s January to March’s free-onboard receipts for forest product exports increased further this year, according to the latest data of the Philippine Statistics Authority (PSA).

The 2019 first quarter export receipts, according to the PSA, totaled USD84.17 million to exceed USD55.19 million posted in the same period last year.

The number was more than double compared to what these goods generated in 2017, it added.

Despite decline in the plywood export receipts from USD26.34 million in 2018 to USD23.93 million this year, the receipts for lumber exports rose 107.5 percent from USD21.65 to USD44.93 million.

Monetary Board Reduces Policy Interest Rate AT its meeting on monetary policy today, the Monetary Board decided to reduce the interest rate on the BSP’s overnight reverse repurchase (RRP) facility by 25 basis points to 4.5 percent, effective on Friday, 10 May 2019. The interest rates on the overnight lending and deposit facilities were reduced accordingly.

The Monetary Board’s decision is based on its as-

sessment that the inflation outlook continues to be manageable, with easing price pressures owing to the decline in food prices amid improved supply conditions.

Latest baseline forecasts indicate that inflation remains likely to settle within the target range of 3.0 percent ± 1.0 percentage point for both 2019 and 2020, while inflation expectations have moderated further.

In deciding on the stance of monetary policy, the Monetary Board noted the impact of the budget delays on nearterm economic activity, but took the view that the prospects for domestic demand remain firm , to be supported by a projected recovery in household spending and the continued implementation of the government’s infrastructure program. In addition, the Monetary Board

observed that the global economic growth momentum has slowed down in 2019.

Meanwhile, ndications of slower growth in domestic liquidity and credit require careful monitoring.

At the same time, the Monetary Board also noted that the risks to the inflation outlook remain broadly balanced for 2019 amid risks of a prolonged El Nino episode and higher-than-expected

increases in global oil prices.

For 2020, the risks continue to lean toward the downside as weaker global economic activity could temper commodity price pressures.

Looking ahead, the BSP will continue to monitor developments affecting the inflation outlook to ensure that the monetary policy stance remains consistent with its price stability objective.

6 PTT Philippines sets P500-M capex for 2019

MANILA -- PTT Philippines has allocated PHP500 million for capital expenditures this year to help finance the opening of an additional 30 gas stations, among other expansion plans.

In a briefing Thursday, newly-appointed PTT Philippines President and CEO Thitiroj Rergsumran said they plan to have a little short of 200 stations nationwide by the end of this year.

“Last year we have 152.

Now 162 and (we plan to open) 30 something stations more,” he said.

Rergsumran declined to give figures on how much it costs to establish each branch, noting that this depends on the location.

During the same briefing, PTT Philippines Trading Corporation President and CEO Danny Alabado said they target to open more branches in Luzon and Cebu.

“We will open additional branches in regions where there are higher growth and high demand,” he said.

PTT is a wholly-owned subsidiary of Thailand’s largest oil and gas company PTT Public Company Limited (PTTPLC).

Rergsumran, who succeeded Sukanya Seriyothin, vowed to sustain the growth of the company’s oil and non-oil businesses.

The DTI, through the Board of Investments, offered to help NKG find the additional land for its expansion as well as introduce robot assistants in airports.

million that were sourced mainly from Japan, China, the United States, Singapore, and Switzerland. Equity capital investments for the period were channeled primarily to 1) transportation and storage, 2) financial and insurance, 3) manufacturing, 4) real estate, and 5) professional, scientific and technical industries.

Likewise, reinvestment of earnings grew by 13.7 percent to US$79 million from US$69 million in the same month a year ago. Non-residents’ placements in debt instruments issued by local affiliates (intercompany

US$435 million from US$455 million in February 2018.

On a ye ar-to-date basis, FDI net inflows amounted to US$1.4 billion. This level, however, was lower by 15.7 percent than the US$1.6 billion net inflows registered in the comparable period last year. The decrease in FDI net inflows during the period was due mainly to the 67.1 percent decline in non-residents’ net equity capital investments as placements decreased by 31.5 percent, while withdrawals grew by 236.5 percent. BSP Report on the Philippine Financial Systen highlights Sound and Stable Banking System THE Report on the Philippine Financial System for the second semester of 2018 highlights that with the banking system at its core, the financial system remains resilient amid evolving domestic and global environment.

Positive performance was evident across banking groups which posted sustained growth in assets, loans, deposits and capital. The universal and commercial bank indus-

try primarily financed the growth of the major economic sectors such as real estate, wholesale and retail trade and manufacturing.

Meanwhile, the thrift bank and rural and cooperative bank industries supported the retail lending segment, particularly in providing loans to consumers, the micro, small and medium enterprises and the agri-agra sector.

The financial soundness indicators affirm that the

banking system is stable and resilient despite global uncertainties. Capital, mainly comprised of common equity and retained earnings, remained well above domestic and global benchmarks; credit quality was satisfactory notwithstanding double-digit loan growth; profits generated primarily from core income were at record high; and the banks’ high quality liquid assets were sufficient to absorb shocks while adequately pro-

viding the financing needs of the growing economy.

The BSP’s surveillance activities are complemented with proactive engagement with supervised financial institutions promoting effective management and monitoring of incipient risk to the system.

Mel Georgie B. Racela, inked the memorandum of agreement (MOA) between the AMLC and the BSP at the Bangko Sentral ng Pilipinas Complex in Manila with BSP Deputy Governor Chuchi G. Fonacier and AMLCS Deputy Director Alvin L. Bermido signing as witnesses.

The AMLC implements and enforces Republic Act (RA) No. 9160, also known as the “Anti-Money Laundering Act of 2001 (AMLA),” as amended, and RA No. 10168, also known as the “Terrorism Financing Prevention and Suppres-

sion Act of 2012 (TFPSA).”

The AMLC ensures that the Philippines will not be used as a money laundering site for proceeds of any unlawful activity, and that the Philippines is secure from terrorism financing.

The AMLC, therefore, is empowered to investigate money laundering and terrorism financing; prosecute these crimes; and cause the confiscation of criminal proceeds.

The AMLC also enforces compliance by covered persons with the provisions of the AMLA, its implementing rules and regulations, and other AMLC issuances. The law authorizes the Council to impose administrative sanctions for their violations.

Pursuant to RA No. 7653, otherwise known as the New Central Bank Act, the Bangko Sentral ng Pilipinas, on the other hand, exercises supervision over banks and

quasi-banking operations of non-bank financial institutions. With the recent passage of RA No. 11211, the BSP’s powers have now expanded to cover money service businesses, credit granting businesses, and payment system operators.

The 2018 Implementing Rules and Regulations of the AMLA reiterate the power given to supervising authorities, such as the BSP, to assist the AMLC in implementing the AMLA and TFPSA by supervising, assessing, and monitoring compliance with AML/ CTF requirements through the conduct of AML/CTF inspection, examination, audit, or other mechanisms deemed appropriate.

Both agencies are under the leadership of the BSP Governor, who is the exofficio Chairman of the AMLC. The Governor assures to uphold effective collaboration between both

institutions by way of enforcing the Information Exchange/ Compliance and Enforcement Policies between the BSP and the AMLC, most especially the provision on the Coordination Committee, which facilitates the close coordination and cooperation between the BSP and the AMLC. The MOA updates the memorandum of understanding between the BSP and the AMLC executed on 28 February 2007. As the countr y’s situation has evolved through time, the fight against money laundering and terrorism financing have changed, particularly in the effective implementation of the rules governing the administrative proceedings before the AMLC. This MOA then represents another chapter of collaboration and information-sharing between the AMLC and the BSP.

It entails the use of integrated units, which enable the individual to personally process, assimilate and systematically practice wide range of values and life skills including work ethics.

The main Principle in Teaching AP is to do Integration. Integration is characterized by the following: 1. (Kovalik and Olsen, 1994) prefers questioning and problem solving to direct the process of acquiring knowledge and skills. 2. Reflects the interdependent real world involves the learner’s body, feelings, senses, and intuition in learning experience bases its practices on the characteristics of the human learner and on the interdependent nature of reality. 3. Provides holistic

context for learning leads to a greater ability to make a number of connections and to solve problems.

The teaching of Araling Panlipunan is expected to: contribute to the development of a wholistically developed citizen who is aware and knowledgeable of and critically analyzes current social issues and concerns in the local and global level.

GUIDING PRINCIPLES: Effective teaching of Araling Panlipunan is characterized as Meaningful , Integrative , Value – based, Challenging and Active, Meaningful: It is meaningful when students see the relevance and connection of their lesson to their lives because it has real – world application. It also becomes meaningful when students are challenged to use disciplined inquiry or use high – order thinking skills to construct meaning. It is meaningful when learning is authentic.

Integrative: The subject itself is an integration of several interrelated disciplines – history, economics,

geography, political science, sociology, anthropology, archeology and psychology. It is sensitive to and integrates multiple intelligences and learning styles of students.

It integrates cognitive skills required in other disciplines as it provides opportunities for students to conduct inquiry, develop and display data, synthesize findings, and make judgments.

Value - based: A powerful and effective AP teaching is value driven because its intended outcomes the development of the mamayang maka-Diyos, makalikasan, makabansa at makatao. Students learn democracy by experiencing democracy right there in the classroom.

It’s lessons are replete with value – laden concerns and issues where students listen to competing arguments, assess the merits of competing arguments and make informed and value- based decisions.

Active: It requires students to process and think about what they are learning.

Active learning is “hands-

on- minds-on-hearts-on”.

Students work individually or collaboratively, using rich and varied sources, to reach understandings, make decisions, discuss issues and solve problems. Students interact teachers by asking and answering questions as teachers explain. Students also interact with learning materials. Challenging: Learning task should neither be too easy to bore the students nor too difficult to discourage them. AP teachers should know their students more than anything else and so are in the best position to determine when the learning task are neither too easy nor too difficult.

With this guiding Principles I know we teachers in the Araling Panlipunan will surely have a meaningful journey in our teaching-learning process. As John Dewey told us teachers that EDUCATION IS NOT A PREPARATION FOR LIFE BUT EDUCATION IS LIFE ITSELF.

The Report also includes two box articles pertaining to the impact of prudential regulations on bank lending rates and the application of proportionality in domestic banking regulations. The results of the study in Box Article 1 indicate that the lending rate charged by banks has only marginally risen following the adoption of bank regulations and prudential reforms.

The article emphasizes that such increase is a necessary adjustment to maintain stability of the banking system.

Meanwhile, Box Article 2 shows that the BSP adheres

to the application of the principle of proportionality in the regulation and supervision of the banking system. The approach ensures the suitability of policies and creates an enabling ecosystem where regulatory and business objectives converge.

As a whole, the strong fundamentals of the financial system provided a solid foundation for its sustained positive performance in 2018. These, together with the BSP’s sustained implementation of financial sector reforms and support from industry participants, will enable the financial system to remain in the growth trajectory moving forward.

DEXTERITY TOWARDS DIDACTIC INFLUENCE

There’s no doubt that instructional leadership requires the school head to wear many hats. At various times, school heads must be administrators, managers, diplomats, teachers and curriculum leaders, sometimes all within one school day. It is definitely a balancing act, and school heads must be proficient in all of these areas, as well as able to fluidly move from one role to another.

Principals and school leaders continue to strive for balance and proficiency in their roles as instructional leaders. Among the reasons cited for a lack of proficiency and emphasis on instructional leadership in schools is a lack of comprehensive training. A deficit of time for executing instructional activities, unrealistic community expectations and a glut of paperwork were also cited as reasons for the shortfall.

As a school head, instructional leadership involves setting clear goals, managing curriculum, monitoring lesson plans, allocating resources and evaluating teachers regularly to promote student learning and growth.

Quality of instruction is the top priority for the instructional principal.

Instructional leadership is committed to the core business of teaching, learning, and knowledge. Staff members should meet on a regular basis to discuss how to do their jobs better and ultimately help students learn more effectively.

Four skills have been identified as essential for effective DIDACTIC INFLUENCE among school heads.1. Effective use of

resources. It isn’t sufficient for school head to just know their faculty’s strengths and weaknesses.

If specific resources can benefit the staff, the principal should be ready and prepared to provide them.

They should also clearly recognize that teachers thrive on being appreciated and acknowledged for good performance.

2. Communication skills.

Of course, instructional principals should be excellent communicators.

Interpersonal or people skills are crucial to the success of a principal.

They must be able to communicate their beliefs pertaining to education, including the conviction that every student is capable of learning. These skills inspire trust, spark motivation and empower teachers and students. 3.

Serving as an instructional resource. Teachers rely on principals and other administration officials to be sources of information related to effective instructional practices and current trends in education. Instructional leaders should be tuned in to all of the pertinent issues and current events related to curriculum, effective assessment, and pedagogical strategies. 4. Being visible and accessible. Lastly, good principals should be a positive, vibrant and visible presence in the school. Modeling behaviors of learning, focusing on learning objectives, and leading by example are crucial to the success of an instructional principal. In addition to these four qualities, a successful instructional principal should also have excellent planning and observation skills as well as proficiency in research and evaluation of both staff and student performance.

Manulife Global Preferred Income Feeder Fund offers regular income payout and long-term growth potential MANILA, Philippines Manulife Asset Management and Trust Corporation (MAMTC) recently launched the Manulife Global Preferred Income Feeder Fund (the “Fund”), a unit investment trust fund (UITF) that aims to provide investors with the potential for regular income pay-outs and longterm capital growth.

Preferred securities are a unique hybrid of bonds and equities with features from both asset classes, issued mainly by large and regulated institutions and/or companies with strong and stable cash flows such as banks,

utilities, and real-estate investment trusts (REITs). They can offer attractive yields relative to other incomegenerating securities, similar to high yield bonds, but with generally lower credit risks. They also have lower historical correlations to other asset classes which serve to diversify clients’ investment portfolios.

“Aside from their compelling yields, preferred

securities also show less interest rate sensitivity even in changing interest rate environments. They have also experienced fewer defaults compared to high yield issuers, and are in line with investment-grade issuers, globally1,” added Gaspar.

Davao Region ‘generally peaceful’ amid reports of vote-buying

DAVAO City--Davao Region remains generally peaceful on the first hours of election day despite reports of vote-buying and liquor ban violations, officials said.

Brig. General Marcelo Morales, Police Regional Office-11 (PRO-11) director, said Davao Region-especially Davao City--has still the highest security level compared to other areas in Mindanao.

“We have the highest security level and the deployed troops is almost double. We also established checkpoints,” said Morales in a press conference Monday here.

Social preparation for building of 1-unit 2-classroom building in a GK way held in Comval C OMPOSTEL A Valley Province--- The provincial government of Compostela Valley in partnership with the Department of Education (DepEd), National Commission for Indigenous Peoples (NCIP), Gawad Kalinga (GK) and the Tindog Comval Foundation hold a social preparation which is organized into two cluster teams to build one-unit two classroom school buildings in the IP and conflict areas in Sitio Side 4, Barangay Mangayon and Sitio Puting Bato, Barangay Ngan in the municipality of Compostela on May 8, 2019.

Attending the social preparation were the provincial and local officials led by Governor Jayvee Tyron Uy, DepEd officials led by Schools Division Superintendent Dr. Reynante Solitario, Mayor Lema P. Bolo, Provincial Government Heads, and the Barangay Officials of the said Barangays.

The identified areas for the building of school classrooms were being run before by the revolutionary New Peoples Army (NPA) and even have their Salugpungan schools built to influence the mindset of the local kids.

During the program, kids of the Matigsalob tribe in Sitio Side 4 gathered for the discussion of the plan for the ‘Bayanihan sa Paaralan’ which will commence on May 15 as it also requires the help of the community in building a classroom in bayanihan-way for 15-days with the help also of the capitol employees.

a Dutch fleet of 10 galleons under Joris van Spilbergen was defeated by a Spanish armada of seven galleons led by Juan Ronquillo.

From 1640 to 1641, a Dutch flotilla of three ships patrolled near Embocadero de San Bernardino to capture galleons coming from Acapulco, Mexico with no success.

However, the wreck of the RIJNSBURG, AMBOINA and BRUINVIS and the FUERZA DE SAN AGUSTIN are historically and culturally most significant because of the Battles of La Naval de Manila, a series of five naval engagements fought in Philippines waters in 1646, when the forces of Spain repelled various attempts by the Dutch to invade Manila, during the Eighty Years’ War. The outnumbered Spanish forces, which included many native Filipino volunteers, consisted of two (later, three) ancient, rotting Manila galleons converted to men-of-war by stripping guns from the fort of Manila, a galley and four brigantines.

The duo outfought a Dutch fleet of nineteen warships, divided into three separate squadrons. The Spanish-Filipino forces inflicted heavy damage on the Dutch flotilla, forcing them to abandon their invasion of the Philippines.

The victories against the Dutch invaders were attributed by the Spanish and Filipino troops to the intercession of the Virgin Mary.

On 9 April 1652, the victories in the five sea battles were declared a miracle by the Archdiocese of Manila after a thorough canonical investigation, giving rise to the centuries-old festivities of Our Lady of La Naval de Manila. The victories of the Dutch also ensured that the Philippines would remain a Catholic and not a Protestant nation.

Olivier Van Noort and the RIJNSBURG Built in 1637 at Amsterdam by the Verenigde Oostindische Compagnie (VOC or the Dutch East India Company) the Dutch pinnace RIJNSBURG was owned by the VOC and in service for the Kamer van Amsterdam.

The VOC was established in 1602, and remained a major trading industry until 1798. Following its establishment on the site of the razed city of Jayakarta by the Dutch in 1619, Batavia became the center of the VOCs trading network in Asia. Monopolies on nutmeg, black pepper, cloves and cinnamon were augmented by cash crops like coffee, tea, cacao, tobacco, rubber, sugar and opium.

To safeguard their commercial interests, the VOC and the colonial administration, which replaced it in 1799, progressively absorbed surrounding territory.

The RIJNSBURG was a VOC type pinnace class weighing 100 tons burthen (bm) of the type which was used mainly for transport and raiding by the Dutch.

The Dutch built pinnaces during the early 17th century. Dutch pinnaces had a hull resembling a small “fast” galleon, and were usually rigged as a ship (square rigged on three masts), or carried a similar rig on two masts (in a fashion akin to the later “brig”). Pinnaces were used as merchant vessels, pirate vessels and small warships.

After her first voyage to the East on 11 October 1637, the RIJNSBURG arrived on 28 April 1638 in Batavia (kamer van Amsterdam), the capital of the Dutch East Indies (present day Jakarta, Indonesia) and from thence proceeded to India.

In 1638, RIJNSBURG, was lost in a battle with the Spanish,off the Philippines.

Local legends have it that the ship fell into dire straits after Olivier van Noort, Jr., led a mutiny and took to piracy, lured by the riches to be gained by attacking the spice ships of the Portuguese in the East Indies, the Chinese and Japanese merchant ships trading with the Filipinos at the time, and the biggest prizes of all, the Spanish galleons plying the Acapulco-Manila route.

Van Noort was the son and namesake of the commander of the first Dutch privateer squadron to battle the Spaniards in December 14, 1600 when they sank the SAN DIEGO, flagship of the Spanish fleet under Antonio de Morga. When the elder Van Noort returned to Holland, he became the first Dutch to circumnavigate the globe.

But the reckless bravado of the young Van Noort reportedly proved to be his undoing, and the pirate ship RIJNSBURG was lost in battle when it rashly attacked a bigger Spanish galleon from Acapulco and was blown in two by the galleon’s bigger cannons.

The wreck of the pinnace washed up in the shores of Opol, a barrio of what was then known as the Segundo Distrito de Misamis.

Seven Seas Water Park and Resorts features a full scale replica of the shipwreck on a rock island as its center of attraction for the half hectare tsunami wave pool.

The AMBOINA and BRUINVIS Besides the RIJNSBURG, Seven Seas also features full scale replicas of relics from two other Dutch East Indiamen, the AMBOINA and BRUINVIS. The AMBOINA was a VOC type spiegelretour class 3-masted sailing ship built in 1629 of 550 tons burthen (bm) which was scuttled by her own crew on Sept. 9, 1647.

Records show it first departed Texel as a VOC ship on April 24, 1645 and operated out of Batavia until she was either blown up by the Spanish or by her own Dutch Crew on January 20, 1658 off Maginado in the Philippines.

A fluyt is a Dutch type of sailing vessel originally designed by the shipwrights of Hoorn as a dedicated cargo vessel designed to facilitate transoceanic delivery with the maximum of space and crew efficiency. It was not built for conversion in wartime to a warship, so it was cheaper to build and carried twice the cargo, and could be handled by a smaller crew.

“With these footnotes in a forgotten chapter of Philippine history, Seven Seas hopes to awaken the interest of our guests, especially the youth, in the relevance of history to current events, and keep in mind as they journey through their lives that we don’t have to reinvent the wheel every time we come to a problem that requires transport,” Paras said.

There were 3,700 VMCs in Davao Region, the Philippine News Agency reported on Sunday.

But Morales said Election Day in the region was generally peaceful.

“In this case, petitioner had been punished with dismissal from service with all its accessory penalties, including perpetual disqualification from holding public office,” reads a portion of the supposed order.

“Therefore, the Honorable Commission is dutybound to disqualify herein Respondent [Moreno] from being a candidate for the May 13, 2019 Elections,” it added.

The order was allegedly signed by Guia as the presiding commissioner, with commissioners Socorro Inting and Antonio Kho Jr. as co-signatories.

In an interview, Guia said he didn’t remember signing anything pertaining to the disqualification.

In a hastily called conference Friday evening, Moreno’s legal counsel Dale Bryan Mordeno said they did not receive any order from the Comelec.

Mordeno noted that the order that circulated on social media was not an official Comelec document as the wrong font was used in the text.

Meanwhile, government troops recovered a paper bag containing PHP1 million on Saturday in Barangay Dapiwak, Dumingag, Zamboanga del Sur. Lt. Col. Rufino de Leon, the Army’s 97th Infantry Battalion commander, said the paper bag containing money was recovered after the troops received information from concerned citizens regarding the presence of “goons” conducting votebuying activity and harassing residents in Barangay Dipawak.

De Leon said the troops were conducting security patrol when they received the report about harassment and vote-buying activity.

“Our troops found the money believed to be left by the goons of an unidentified politician at the back of an abandoned house in the said barangay,” De Leon said.

The recovered money was turned over to the election officials of Dumingag and Tubod, respectively, while the arrested persons were turned over to the Tubod Municipal Police Station for proper disposition.

“We in the AFP (Armed Forces of the Philippines) together with the PNP (Philippine National Police) are in full support of the Comelec (Commission on Elections) to have secure and fair elections. We will not allow anybody, regardless of what political party they belong, to threaten or intimidate our people in this electoral process,” said Ancan, who is also the Joint Task Force Zampelan (Zamboanga Peninsula and Lanao provinces).

Seven Seas relives forgotten chapter in Philippine History

THE Seven Seas Water Park and Resort in Barra, Opol, Misamis Oriental is slowly gaining a reputation as a world class tourism destination.

However, it seeks to do more than merely amuse guests as they experience

the facility’s water rides and other attractions. In fact, the park’s theme centers around a forgotten chapter in Philippine history that history teachers and their students can revisit with a field trip to Seven Seas.

Prominently featured as center pieces of the park’s pirate themed attractions

are replicas of Dutch privateers which waged a series of battles with the Spanish colonizers of the Philippines during the first five decades of the 1600s.

“We secured one of the pirate ship replicas from a water theme park in Indonesia, and the other two we built from scratch using steel and concrete” said Elpidio M. Paras, President and CEO of UC-1 Corporation which owns and operates Seven Seas during a recent interview with the CDO Bloggers.

“We came up with the idea of using them to educate while they amuse our guests on this particular forgotten chapter in Philippine history since the VOC in particular was based in

Batavia (present day Jakarta, Indonesia).”

In the center of the half hectare tsunami pool is a replica of the wreck of the RINJSBURG, which the oral tradition of legends from the 1600s say was a pirate ship skippered by the scion of Olivier Van Noort, the first of the Dutch navigators to successfully circumnavigate the globe.

Facing the pool is a reconstruction of Fuerte de San Agustin, a cotta or fort cum watchtower supposedly armed with cannon taken from the Dutch East Indiaman AMBOINA while the events tent entrance facade is a replica of the wreck of BRUINVIS, a Dutch fluyt that extant records say was either scuttled or blown up

by the Spanish during this period.

The Spanish-Dutch Wars in the Philippines, 1600-1646 According to historical sources, this period marked the height of the Spanish-Dutch Wars in the Philippines, when Dutch privateers harassed foreign and Spanish trading ships in a bid to wrest the colony from the Spanish crown.

Privateers were essentially privately owned armed and crewed by private individuals holding a government commission and authorized for use in war, especially in the capture of enemy merchant shipping and seize control of the seas.

During this time war, naval resources were aux-

iliary to operations on land so privateering was a way of subsidizing state power by mobilizing privately owned armed ships and sailors.

Being a privateer was only legal in relation to the countries which issued the papers so as far as the Spanish crown was concerned, the Dutch privateers were pirate ships.

In a series of battles spanning five decades, the Spaniards with the help of native Filipinos successfully turned back the Dutch time after time, from December 14, 1600; again in 1609 at the Battle of Playa Honda
