NGCP, Cepalco on standby alert for today’s elections

CAGAYAN de Oro City-Mindanao-wide grid monopoly National Grid Corporation of the Philippines (NGCP) and local utility Cagayan Electric Power and Light Company (Cepalco) are all set for the barangay elections today. In a phone interview, NGCP Mindanao District 3 communications Mae Curiano said that they have activated their overall command center as early as Friday. Mindanao District 3 comprises Misamis Oriental, Bukidnon, Camiguin and North Cotabato. Cagayan de Oro City-One hundred fifty police would be deployed, mostly in Lanao del Norte, to replace teachers who would back out during the 2018 Barangay and Sanggunian Kabataan (SK) elections in today’s (May 14), an election official here said Thursday. Rene Magbutay , regional director of the Commissions on Elections (COMELEC) in Northern Mindanao, said that the 150 policemen underwent special training to serve as the member of the electoral board if the need arises. He said that the police would be trained to be acquainted with the manual election process and the other election rules and policies. Magbutay said that the policemen came from the regional police command in Cagayan De Oro City who would be deployed to Lanao Del Norte on Monday. Lanao Del Norte is among the five provinces of Northern Mindanao. Magbutay said that there were cases in the past elections where the

DOH-10 launches Ligtas Tigdas Supplemental Immunization Activity

W

ith t h e i n creasing case of Measles in the country, the Department of Health (DOH)–10 will conduct a supplemental immunization activity starting May 9 to June 9, 2018. In a recent guesting in Lambo Dyes radio program of the Philippine Information Agency (PIA)-10, Dr. Dave Mendoza of DOH-10 explained that the doorto-door immunization campaign aims to stop the spreading of the viral disease Measles or Tigdas. Karen Yee of DOH10 said that there will be two ways of ensuring that more children will be immunized and these include

door-to-door immunization where health workers from the barangay stations, city health and rural health offices will give immunization in a house-to-house visit, and stationing of health workers in a designated area where mothers can go with their babies for an immunization. She stated that babies, 6 months to 59 months old or those who are below 5 years old should be immunized from May 9 to June 9 to decrease the number Measles cases. Aside from the ‘welltaken care of ’ babies, DOH also strives to immunize the street infants/kids since they are recognized as very vulnerable to Measles.

Meanwhile, Mendoza said that Region 10‘s Measles case rose from 56 in 2017 to 500 in 2018 due to the season that the country is experiencing. “Summer is the best time for viral infections and Measles is a viral disease,” he added. The main symptoms of Measles include fever, rashes, red eyes, cough, colds, body pain, and weakening. People who were not yet immunized with the anti – Measles vaccine are known to be prone to such disease. Further, Mendoza urges parents to take part in the said activity for it is a way to prevent Measles outbreak

HOAs to receive livelihood program on June The City Housing and Urban Development Department (CHUDD) is set to implement the Social Entrepreneurship Program (SEP) for the livelihood applicants of the Homeowners’ Associations (HOAs) from the different relocations sites of the city. Around P2 million has been allocated as initial capital for the livelihood program of the HOAs. Engr. Ermin Stan Pimentel, head of CHUDD, clarified that the program aims to help increase the income of families who are beneficiaries of the existing housing communities. However, there are only

six HOA’s who submitted their livelihood proposal to CHUDD and these include San Juan 1 Lapasan Homeowners Association Inc. which proposed rice trading as a livelihood; Cagayan de Oro Resettlement Socialized Housing Project 3 (CDORSHP-3) of Barangay Iponan that focuses on hollow block making; GKShell Calaanan, Barangay Canitoan, rug making; Bueno Oro Homeowners Association Inc. (BOHAI), rice trading; Oro Habitat Phase 2-A, rice trading; and FS Catanico Homeowners Association Inc., rice trading. Pimentel clarified that

the target number of HOAs who can avail the livelihood program is 20 and each group will be given P100,000 as capital. Before the capital is given, the approved beneficiaries will undergo some training to understand the concepts on basic management and product development. Doing so will aid the beneficiaries gain knowledge on how to handle their business. CHUDD now urges other HOAs to submit their project proposal to the office of CHUDD so they will be included before the start of the program on June. (ALR)

Per DepED Order No. 18, s.2014 stated that at the end of the Second Quarter, a midterm break shall be observed to evaluate individual teachers and their collective performance, as well as to conduct the In-service Training (INSET) activities in support of continuing professional development. This advocacy of the Department of Education implies that every teacher should be properly guided and equipped with the know-how of teaching and learning process through revisiting and reviewing some areas or concerned in performing the duties and responsibilities of an effective and efficient teacher.School Learning Action Cell, commonly known as SLAC is an activity held in every school during this semestral break to facilitate learning from the resource speakers from the community, school head or from peer to peer mentoring. It is a holistic

mission of today that through training’s and seminars, teachers craft as facilitators of learning in school becomes more prolific to improve every leaner’s knowledge, skills and attitudes for them to be globally competitive. There are so many topics to be discussed that is worth interesting. Revisiting of the Code of Ethics for Professional Teachers in the Philippines is really in time to review ourselves on the proper conduct of the teachers. It also emphasizes the teacher’s relationship with the state, with the community, learners, higher authorities, parents and business.A discussion on Learning Disabilities and Its Causes is very vital for every teacher. In this topic, teachers can identify the learning difficulties in children and know the causes of learning difficulties. So much so, teachers can gain knowledge through understanding and helping the pupils with learning

difficulties. The child is said to be the center in the educational process. They are our main concern in delivering effective instruction for quality outcomes. It is therefore, the main task of the school agents is to protect the children from any form of discrimination and take positive action to promote their rights. Ensuring responsibilities of parents and the extended family to provide guidance for the child which appropriate to her or his evolving capacities should also be ensured by the teacher. Ensuring the children and young people are respected, given the chance to develop and enjoy security, and allowed them to participate would also be a good idea to discuss during a SLAC session. Howard Gardner of Harvard has identified seven distinct intelligences. This theory has emerged from recent cognitive research and “documents the extent to

which students possess different kinds of minds and therefore learn, remember, perform, and understand in different ways,” according to Gardner (1991). According to this theory, “we are all able to know the world through language, logical-mathematical analysis, spatial representation, musical thinking, the use of the body to solve problems or to make things, an understanding of other individuals, and an understanding of ourselves. Where individuals differ is in the strength of these intelligences – the so-called profile of intelligences -and in the ways in which such intelligences are invoked and combined to carry out different tasks, solve diverse problems, and progress in various domains.” Including different Learning Styles and Multiple Intelligence is very important during SLAC. Teachers were given the chance

to identify and describe different learning styles and know more about multiple intelligence. Likewise, they must ensure that pupils possess different kinds of minds and learn, remember, perform, and understand in different ways. Moreover, challenging an educational system that assumes that everyone can learn the same materials in the same way that a uniform, universal measures suffices to test pupils learning. These SLAC will eventually prepare our teachers for the age of globalization. Their attendance to these seminars will help create an effective learning environment, improve teachinglearning situations, keep updated on modern instructional devices and inspire them to become better teachers in the modern world. Since the department is offering free training’s and seminars, teachers must grab this opportunity for self- improvement.

‘Legal abomination’: SC votes 8-6 to oust CJ Sereno MALAYBALAY City--In a historic first, the Supreme Court (SC) voted on Friday to remove from office Chief Justice Maria Lourdes Sereno. Voting 8-6, the SC granted the quo warranto petition filed by Solicitor General Jose Calida, which was based on Sereno’s failure to submit a complete statement of assets, liabilities and networth as required by the Judicial and Bar Council (JBC). “Wherefore, the Petition for Quo Warranto is granted. Respondent Maria Lourdes P. A. Sereno is disqualified from and is hereby adjudged guilty of unlawfully holding and exercising the office of the Chief Justice,” the dispositive portion of the SC’s decision said. The tribunal declared the position of Chief Justice vacant and directed the JBC to start the application and nomination process. The eight Justices who voted to grant Calida’s petition were: Associate Justices Teresita Leonardo De Castro, Diosdado Peralta, Lucas Bersamin, Samuel Martires, Francis Jardeleza, Andres Reyes Jr. Alexander Gesmundo, and Noel Tijam, the ponente of the decision. The six Justices who dissented were Senior Associate Justice Antonio Carpio, and

marks the first time in the country’s history that the SC ousted one of its members, usurping a power that solely belongs to the Senate and destroying the judiciary. Vice President Leni Robredo, in a statement read to media, denounced the High Court’s decision to oust Sereno. Robredo said the ruling “plunges the nation into uncertainty, because it undermines the Constitution, which states that the Chief Justice are among a crop of officials that may removed from office only through impeachment.” Chief Justice Ma. "Home sweet home" words we can always heard from people who missed their home. Some people said that, there's not other place like home which you can stay happily. A home is a place where you can relax and do everything you want to do because this is the place where you really belong. A home is also a place where parents nurture their children to be a good citizen in the future. Taught and assigned them different household chores to develop their skills. It is also our great desire that the school children can feel that they really belong to school because they are given attention, love and comfort. If our pupils learned to love the school they will always come to study their lesson everyday and they can acquire knowledge and will learn different skills in preparation for their bright future. It's nice to become a part of their lives, nurturing and

molding them to be a good citizen in our country. In Proverbs 22:6 Train up a child in the way he should go; and when he is old, he will not depart from it. A bible verse that will always remind me how important my role is as a teacher. Teaching them the core values everyday guiding them to the right directions of life, telling them about God and inspire them to study hard. In my 25 years experienced as a teacher, I observed that if you showed love and compassion to our pupils, they will also love us and eager to come to school because they felt the comfort we've given to them. I have 5 years experienced as a Kindergarten Teacher at Children's Learning Center is Busco, Quezon, Bukidnon and 20 years in DepEd many of my pupils became professional and successful in their lives. Their words of thanks and admiration made me felt that I am a successful teacher. That is why I can say to myself school is my second home.

Leonen argued that the general grant of jurisdiction for quo warranto actions under Article VIII Section 5 (1) of the 1987 Constitution should be read in the context of the provisions of Article XI Sections 2 and 3 as well as the principles of judicial independence and integrity inherent in several sections of the Bill of Rights. Combined wisdom

It doesn’t need rocket science to understand that the combined wisdom of the country’s law school deans, professors and six Supreme Court justices is far better than the wisdom of eight justices who have proved themselves to be rogues in robe in regard the unconstitutional removal of Chief Justice Ma. Lourdes Sereno from office through quo warranto proceedings. That the eight Supreme Court justices have proved themselves rogues in robe is beyond any iota of doubt when they granted the quo warranto petition after making public their contempt for their Chief Justice whose appointment frustrated their dream of occupying her seat in their lifetime. Apologists of the eight rogues in robe are pleading that we first read the majority decision and listen to reason why such unconstitutionality was reached. In social media language this plea of the apologists is called troll whose intention is simply to divert from the patent unconstitutional majority decision. We should not even give the apologists’ diversionary tactic a chance to see light. It should be nipped in the bud, meaning, no discus-

That the majority decision is unconstitutional is fact. Not because there were eight justices who said it is not unconstitutional makes the majority decision constitutional. The combined legal wisdom of the law school deans, professors and six justices who said the quo warranto petition is not the constitutional way to unseat constitutional officials such as the chief justice settled this issue in a very convincing manner. The majority decision could be likened to the Supreme Court sitting as the Presidential Electoral Tribunal unseating Vice President Leni Robredo from her post because in the manual recounting of the protested votes the 25 percent shading threshold no longer applies but the higher 50 percent threshold.

The established constitutional manner in removing the chief justice is through impeachment. The established shading threshold that the automated machines could read was set at 25 percent on the day of election. Could both be changed because of the whimsical and capricious say-so of the majority of the Supreme Court Justices? But going beyond the unconstitutionality of the majority decision lurks the bigger evil that we should all be alarmed and frightened about. The majority decision proved to all and sundry that we are no longer a country of laws but a country of men for it can’t be denied the sole person that led us all to this is President Rodrigo Roa Duterte. It is a settled fact that PDU30 declared himself Sereno’s enemy and thus ordered the fast tracking of her removal from office. What triggered his anger

against the chief justice is of no moment. As a lawyer himself, PDU30 knows you do not remove a constitutional official simply because you have declared that official your personal enemy. PDU30, however, has a track record of reacting negatively to foes, real or imagined. Will Sen. Leila Delima be in jail now if he did publicly make his contempt for her courage to stand up to him past and present? What happened at the Supreme Court Friday last week was not just the unconstitutional removal of a sitting chief justice but the massacre of the nation’s institutions. We now have a strongman who did not have to do a Marcos to become such because of the people’s collective default in not opposing his authoritarian ways that started with his popular war on drugs that despite becoming bloody we still remained silent. At this point in our country’s history, it should be clear to everyone that Sereno’s ouster would bring about more division and more disputes among our people, who even now are already well-divided and enmeshed in deep dissension for one reason or another. This forebodes more ill for the future of our alreadytroubled country, as the division and dissension among our people would

That is why, in the aftermath of all of these, my plea to Filipinos everywhere who still entertain, somehow, some degree of concern for the nation is: we should now aspire to learn to rely more on our God and Savior whose Name is Jesus, by forcing ourselves to remember in our minds and instill in our hearts His commands in His Bible, and by obeying each one of these commands. -oooFILIPINOS SHOULD LEARN TO RELY ON THE WORD OF GOD: If we will only read and meditate on the Word of God, and strive to carry out our day-today affairs in accordance with His commands, we will not fail to realize that the debilitating division in the country today, and the gripping and crippling poverty and rebuke of many among us, actually constitute curses from God which He has rained down upon us because we have turned our backs on Him. We will also surely understand that Sereno’s ouster, like the much earlier ouster of former President Marcos, of former President Estrada, and of former Chief Justice Renato Corona, have

caused, and will continue to cause, God’s curses to come to us as a nation. Of course, I am not saying that the ousters we refer to here were right, or were wrong. No, I am not making any judgment at all. What I am merely saying is that, based on the Bible, it is warned that a people who have no desire to know and obey the Word of God, the Bible, are bound to undergo difficulties and sufferings, and many other curses from God. -oooA CALL FOR FILIPINOS WHO LISTEN TO, AND OBEY, THE WORD: In the Bible, for example, many of its verses contain one overriding command: the citizenry should not fight against, but should subject themselves to, their leaders, because the Bible considers leaders as having been instituted and therefore are under the protection of God. Then, side-by-side with the command not to fight against a country’s leaders is the command to instead pray for those leaders, and ask that God will be the One to deal with any of their wrongdoings. And that is the truly acceptable way of behaving towards leaders from the point of view of the Bible. Instead

of directly acting against their leaders, the people should strengthen their faith in God, and be strong in their belief that it is God who will level all things up. At this point, therefore, I am making a call for those who are still fiercely believe in the power of prayer, to start a movement of Filipinos who are reading and studying and obeying the Word of God, the Bible. 73% of 8-12 Year Old Filipino Students at Cyber-Risk:

National DQ Impact Report published by DQ Institute, Globe, and DepED in association with the World Economic Forum The 2018 National DQ Impact Report, a collaborative work among DQ Institute, Globe and DepEd, involved 3, 819 primary public and private school students. The study profiled the students’ level of access to devices and the internet, types of online activities they are involved in and their susceptibility to cyber-risks. Results of the study were announced in association with the World Economic Forum on Safer Internet Day 2018. According to the study, up to 73% of Filipino students, aged 8 to 12, are exposed to at least one cyber-risk, which include

cyber-bullying, video gaming addiction, meeting strangers online, online sexual behaviours. This is significantly higher than the global average of 56%. “The study provides a deeper understanding of the Filipino students’ online behaviour. With Globe Telecom’s Digital Thumbprint Program (DTP), we hope to further equip the youth to adopt to the new digital environment and help shape the future leaders in our country,” said Globe Senior Vice President for Corporate Communications Yoly Crisanto. The study also showed

that the average 8-12 year old Filipino child spends about 34 hours per week in front of digital screens for entertainment alone, 2 hours higher than the global average. 53% of them access the Internet through their own personal mobile phones, and 50% of them are highly active on social media platforms. In addition, the study found that Filipino children use social media sites such as Facebook (67% compared to 39%) significantly more than the global average, which may lead to higher exposure to online cyberrisks.

“It is very important for Filipino children to learn how to use social media more safely and responsibly. They are highly involved in what we call a “risky-pair”: using their mobile phones and actively engaging in social media activities compared to children in other countries,” says Dr Yuhyun Park, founder of the DQ Institute. Crisanto emphasized that the study will be used in addressing cyber-risks that Filipino students are most susceptible with and in improving digital citizenship level of students in the country, as part of the

John C. Maxwell once said “Leadership is Influence”. It’s a very simple statement and one that has been commonly repeated. It is a statement that short on words, long on insinuation, deep on meaning and wide on elucidation. Leadership through influence is not a topic that can be discussed or “put to bed” to anyone’s pride through one blog post, or even a thousand. It is an ongoing leadership preoccupation to fathom the role leaders’ play in guiding the thought processes and actions of others in a way that will support organizational goals. But, we have to do the right thing. What are some things you can actually do to increase the influence factor in your working environment? Here

are a few suggestions to consider: Encourage conversation and debate. To influence is not about having all of the answers easily favored or having things go our way every time. It’s about becoming known, involving the members in an organization and engaging others in discussion, decision making about things that matter and necessary. In order to gain influence we must also at times be willing to be subjective and that means listening, sometimes arguing, debating and sometimes finding ways to see things from a variety of viewpoints is good and healthy in an organization. When we become known for our ability to include others in decision-making we also earn their buoyancy, trust

and self-confidence. Be Consistent, The work environment is often in a state of continuous change. People/members will welcome your influence if your actions are dependable with your words. Simple demands cause us to emphasis, refocus or think more about an issue under discussion. It usually contains few words but those words are powerful enough to make an important impact on the direction a conversation takes or the conclusions that come out of it. Leading with decency is one of the appreciable trials of leadership. Let’s arise with defining our terms, starting with leadership. Chinese envoy vows more grants to fund PH projects

Permeating every aspect of school life, the school principal is an educator, administrator, coach and mentor. The principal’s role has evolved over time; from the top-down lone authority tasked with rescuing vulnerable schools from failure, to an effective leader who encourages those qualities in students and teachers, motivating them to step out beyond classroom boundaries to transform the school from a workplace to a learning place (Hallinger, 2005). Twenty years ago, teachers and even assistant principals didn’t take on school leadership roles. In order of importance, the usual responsibilities of a principal were managerial, political and instructional in nature, and the roles were separate. Now, many principals are experiencing diminished managerial and political priorities in favour of increased instructional and student learning priorities, and the roles are more interconnected (Hallinger, 2005). The principal remains the designated leader of the school, but today, leadership is distributed across different people and situations – it’s more like patterns of influence across many players. Leadership effectiveness depends on how this influence promotes leader and teacher learning (and sometimes parent learning), in ways that improves the engagement, learning and well-being of all students. This is not the work of one person.Distributing leadership does not mean the principal delegates responsibility to others and remains aloof from what is happening in students’ learning environments. It involves interacting with teachers and developing relevant materials, routines

and structures to promote learning (Timperley, 2011). The principal sets the tone for the entire school – studies over the past 25 years have shown the school principal’s effects on classroom instruction operate more through the school’s culture and by modeling rather than through the direct supervision and evaluation of teaching (Reeves, 2008). An instructional leadership mindset includes an intense moral purpose focused on promoting deep student learning, professional inquiry, trusting relationships and seeking evidence in action (Timperley, 2011). Great leadership requires attention to daily management tasks involved in running an organization; Creating a safe and secure learning environment and effective interventions for students in need, catching great teachers doing things right, and supporting them with genuine appreciation and emotional intelligence. Educational leadership is more than a spot on a hierarchical organization chart. The quality and practice of leadership at every level has a demonstrable impact on organizational health in general and on student achievement in particular. (Reeves). A number of recent research studies have shown that school leaders have an impact on student learning (Leithwood & Seashore-Louis, 2011; Robinson, 2011). Vivian Robinson (2011) conducted a meta-analysis of 30 studies which examined the impact of educational leadership on student learning. Her analyses of the studies identified five different leadership practices that made a significant difference to student learning.

Renewable Energy Corporation (NLREC) which hosts an 81-megawatt wind farm in Barangay Caparispisan in Pagudpud town, has been growing forest trees as part of its greening program. Local officials and residents witnessed the ceremonial planting of the 205,000th seedling within the 625-hectare wind farm in the said village. In 2014, the NLREC started to plant indigenous trees in a once barren area where the towering windmills were installed. “The first major goal of this effort was to produce 350,000 seedlings and plant 205,000

within three years,” said Maria Meliza Tuba-Principe, senior manager for Stakeholder Relations and Corporate Social Responsibility of the NLREC. The reforestation program was launched as part of the company’s commitment to provide livelihood opportunities to the host communities and to advocate environment protection. The NLREC hired a forester to directly supervise the setting up of tree nurseries and ensure that they grow healthy and robust. Host communities are also hired as plant nursery staff, forest and forest-fire suppres-

sion guards, and reforestation workers. At least 36 community partners were also trained to provide indigenous seedlings for the company. Upon request, the NLREC also provides seedlings to other local government units and nearby communities in support of the national government’s expanded greening program. Based on NLREC’s corporate social responsibility program, the Ayala-led company is also developing a sanctuary for endemic flora and fauna in the next five or 10 years. (PNA)

On Thursday, government data showed that gross domestic product (GDP) in the first quarter of 2018 grew by 6.8 percent, led by industry at 7.9 percent, services at 7 percent, and agriculture at 1.5 percent. The DOF noted that aside from strong household consumption, government consumption was also robust in Q1 2018. Government consumption increased by 13.6 percent in Q1 2018, a big jump from Q1 2017’s growth of 0.1 percent. This also surpassed household consumption in January to March 2018, which grew by 5.6 percent compared to the same period last year. Government data also showed that tax revenues increased by 14.3 percent in the first three months of the implementation of the TRAIN Law, higher than the 13.4-percent increment in tax revenues in the same period last year. The TRAIN Law provides new sources of tax collection for the government, such as excise taxes on oil products, automotive vehicles, and sugar-sweetened beverages. The additional tax collection is intended for the government’s Build Build Build Program to improve infrastructure and connectivity throughout the archipelago, as well as enhance the quality of the local workforce by investing in human capital development. “Strong macroeconomic fundamentals, such as strong external position and ample fiscal space, will continue to sustain the momentum for high growth,” the DOF said.
