Give Moros, IPs a chance to lead in gov’t, says Duterte PRESIDENT Rodrigo R. Duterte on Friday urged politicians and voters to give Moros and Indigenous Peoples (IPs) a chance to lead in government.

“Give our brothers and sisters a chance to lead.

Government’s cash transfer can minimize impact of TRAIN, says PIDS consultant THE implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) law could affect Filipinos living in poverty. However, its impact on poor households could be minimized through the proper implementation of the unconditional cash transfer (UCT) as stipulated in the law.

Under the TRAIN law, households belonging to the lowest five income deciles, which is estimated at 10 million poor families, are to receive cash assistance of PHP 200 per month in 2018, and PHP 300 per month in 2019 and 2020. Of the 10 million households, about 4.4 million are existing Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.

Using computable general equilibrium (CGE) analysis, Ateneo de Manila Assistant Professor Philip Tuaño estimated that poverty among households, in general, could increase by 1.72 percent due to changes brought by the TRAIN law. Fisherfolk and farmers are among the sectors that are expected to see the highest increase at 3.2 percent and 2.3 percent, respectively.

The first package of the TRAIN law covers the lowering of personal income taxes, simplifying the estate and donor’s taxes, expanding the value-added tax (VAT) base, adjusting oil and automobile excise taxes, and introducing excise tax on sugar-sweetened beverages.

However, Tuaño’s study showed that poverty incidence among households is likely to increase by only 0.26 percent if UCT is factored in. In this case, the increase in poverty incidence among fisherfolk and farmers is estimated at 1.35 percent and 0.06 percent, respectively. The poverty incidence among transport workers, on the other hand, is likely to rise by about 2 percent because of the TRAIN. But, with the implementation of the government’s Pantawid Pasada program, a decline of 8 percent in poverty incidence is expected among transport workers.

Given that UCT can offset increases in poverty incidence across all sectors,

Tuaño emphasized the importance of implementing the UCT in full.

Tuaño also pointed out that although the UCT can partially reverse the negative impact of TRAIN law on households, additional assistance from the government may still be needed to totally reverse the negative impacts of the law. The government, he added, should ensure that the revenues generated from the TRAIN law are allocated on programs aimed at alleviating the plight of poor and vulnerable households.

Likewise, he urged the government to help families belonging to the seven lowest income deciles and not just those who are below the poverty line.

Pay rules for May 13 polls out THE labor department has reminded employers in the private sector to observe proper payment of wages to their employees who will report to work on May 13, 2019.

In Labor Advisory No. 07, series of 2019, Labor Secretary Silvestre Bello III said employees working on May 13 are entitled to additional 30 percent in their daily pay. Under Proclamation No. 719 issued by President Rodrigo Duterte, Monday is a special non-working holiday to enable the public to exercise their right to vote during the mid-term local and national elections.

As a guide to employers and workers alike, the labor department prescribed the following pay rules: If the employee did not work, the “no work, no pay” policy shall apply unless there is another company policy, practice, or collective bargaining agreement (CBA) granting payment on special days.

For work done during the special non-working holiday, he/she shall be paid an additional 30% of his/her daily rate on the first eight hours of work [(basic wage x 130%) + COLA].

For work done in excess of eight hours (overtime work), he/she shall be paid an additional 30% of his/her hourly rate on the said day [hourly rate of the basic daily wage x 130% x 130% x number of hours worked].

If an employee works on a special holiday that also falls on his/her rest day, he/she shall be paid an additional 50% of his/her daily rate on the first eight hours of work [(basic wage x 150%) + COLA].

For overtime work on a special holiday that also falls on his/her rest day, he/she shall be paid an additional 30% of his/her hourly rate on the said day [Hourly rate of the basic wage x 150% x 130% x number of hours worked]. #Paul Ang

SM Foundation awards 500 Scholarship Grants nationwide SM Foundation recently awarded college scholarship grants to around 500 high school graduates nationwide on May 8. Simultaneous awarding were held in NCR, Tuguegarao, Cauayan (Isabela), Baguio, Rosales (Pangasinan), Tarlac, Cabanatuan, Olongapo, Pampanga, Clark, Lucena, Naga, Legazpi, Cebu, Iloilo, Bacolod, Tacloban, Ormoc, Roxas, Davao, Cagayan de Oro, General Santos, Zamboanga, and Butuan.

These SM college scholarship recipients had undergone tedious screening and selection process. Of the 500 new SM college scholars, 35% are from NCR and 65% are from the other provinces, bringing the total number of college scholars to 1,200 for school year 2019 – 2020.

Farewell Dongkoy

Charlotte, North Carolina--The political landscape in Cagayan de Oro City and the province of Misamis Oriental will never be the same again with the demise of former governor and mayor Vicente “Dongkoy” Yap Emano or VYE on midnight last Tuesday, May 7.

As founder of Padayon Pilipino, Emano led a colorful political life and career that spanned decades and he popularized the use of colors to identify himself, his allies and followers.

Mention the color violet in Cagayan de Oro or anywhere in Misamis Oriental and people will associate it with Emano. He was ahead of his time and his contemporaries.

As a media practitioner who followed Emano’s rise to power I had to look up and read the book of Italian philosopher Niccolo Machiavelli from time to time as reference point to fully appreciate how Emano operated as both politician and public official.

If you are allied with him, Emano would be loyal to you all the way at all cost. How could such loyalty not invite and inspire corresponding loyalty from people such as Felix of Nabulod, Tagoloan who sells fish everyday?

Politics 24/7 At one time Emano, then mayor of my hometown of Tagoloan, bought all of Felix’s fish and talked to him, telling him about his plans for Tagoloan. Emano made people feel good about themselves.

In fact, I think he may be among if not the greatest politicians Tagoloan had every produced. Emano mastered local politics and some of his closest and erstwhile allies including the late lawyer Fred Gapuz confirmed that Emano ate, drank, slept and talked politics 24/7.

A fellow Tagoloanon, Emano soon endeared himself to the hearts of many residents of Misamis Oriental including Cagayan de Oro City especially the vulnerable masses.

We both graduated from the same elementary and high schools. We breathed the same air from the mountain of Malaiba and soaked in the cold waters of Tagoloan river at different times in our lives.

Yes,our lives crossed paths in the course of our work and I think we did great. I might be his number critic during the course of his political career and saw how he worked the many

pawns he used to advance his agenda.

Political opponent But he was a fellow Tagoloanon and like any townmate was amazed at how he came so far in his public service. As I would always say during my radio and TV broadcasts “walang personalan, trabaho lang (nothing personal, just work).”

During my media career I was told by some of Emano’s people who happened to be my friends that he, also dubbed “Alas” by those within the Padayon Pilipino circle, was mad at me.

In some press conferences we did cross paths and no words were exchanged but I can see and feel the icy stares he would cast my way and I must admit it can be unnerving at times.

That said I still persisted in my work. Just a throwback; Emano was elected mayor of Tagoloan town at the time I worked at the 6th Municipal Circuit Court of Tagoloan-Villanueva Misamis Oriental branch.

I later learned to my surprise that Emano helped in the appointment of his political opponent the late Judge Arteo Valdehueza to the judiciary.

*********** Though the courts are under the Supreme Court yet we coordinated and supported the local government in all its activities including the weekly flag raising ceremony.

Even then I observed the mayor up close. I must admit Emano can be fun to see engaging people in conversation and Tagoloan had by that time grabbed the attention of local mainstream media because of his rising political star.

Our office is outside the Municipio or town and in fact people at the town hall can look down at the Court house or vice versa. At the time I saw a steady stream of visitors like lawyers, bankers and local media visiting Emano’s office everyday.

The mayor’s office in Tagoloan is where I met media practitioners in Cagayan de Oro like Bill Henson, Vincent Quinga and Sandy Bas and Rudy Ladso as well as Ben Emata and Noli Olarte.

Today is E-Day, vote for candidates with integrity EVEN then, the election fever remains high. Perhaps, the readers know of the latest about the controversy of the “disqualification” of Cagayan De Oro City Mayor Oscar S. Moreno to run for Mayor on May 13, 2019.

The Commissions on Elections (COMELEC), Second Division, has purportedly promulgated a resolution dated May 1, 2019 granting the petition to disqualify Moreno to run in the scheduled election today.

Of course, the Moreno camp would vehemently deny the disqualification issued by the COMELEC, which came out May 10, 2019, three-days prior to the election. Moreno’s camp hurriedly called for a conference with some members of the local media to make sure that the denial would hog the local newspaper Saturday. And, it did. Some local newspapers ran the story describing the COMELEC resolution as “fake” even without breaking the story.

Anyway, Moreno’s lawyers argued that it would be impossible to issue the promulgation of the order on a Holiday when the country is observing the Labor Day on May 1, 2019. They argued that the absence of

the COMELEC “seal” rendered the resolution was fake.

In trying to justify their contention that the resolution was fake, Moreno’s camp, even contended that they have a cellular phone number of Commissioner Luie Tito Guia, the presiding officer of the COMELEC Second Division, who signed the resolution.

Well, there is also a question on whether the mobile phone of the Comelec Commissioner Guia was authentic.

In contrast, the City Comelec Office, said that they have not received the official communication from the COMELEC Manila. The election official also said that they could not make verification of the resolution with the COMELEC out of propriety. “Whether a disqualification order was issued against Moreno, the fact, remains that the city Comelec would observe a “status quo” until the official communication is received by the Comelec office,” the election official said.

The same election official said that the date of the promulgation is not important because nobody knows if the commissioners were working even on

a holiday like the Comelec offices in other parts of the country.

There is, however, the greater possibility that the votes in favor of Moreno would be invalidated. In other words, if Moreno wins, he still could not assume as City Mayor because he was already disqualified. Thus, the next candidate for the City Mayor with the highest number of votes would automatically be proclaimed as the new City Mayor.

Aside from the Comelec Resolution, a suspension or dismissal order against Moreno is expected to be served this week. This event becomes inevitable because Moreno is facing about 100 graft cases in various courts.

Well, the election today would matter most to the people of Cagayan De Oro City. Another important event was the substitution of lawyer Nadya Emano as a candidate for the Vice Mayor following the untimely death of his father.

Former Cagayan De Oro City Mayor Vicente “Dongkoy” Emano, who was running for the Vice Mayoral post come May 13, 2019 election, died of Pneumonia at age 76. Emano died early morning on May 7, 2019, six days prior to

today’s election.

Emano, the founder of the Padayon Pilipino, served as provincial governor of Misamis Oriental in 19861995, City Mayor, 19982007, City Vice Mayor in 2007-2010. Again, elected as City Mayor in 2010 until 2013 Amid popular public demand, the Emano family decided to declare Nadya Emano as the substitute of her father’s candidacy.

It means that a vote for the late “Dongkoy” Emano would be a vote for Nadya Emano.

The coming of Nadya in the mayoral race changes the city’s political setting.

A lawyer by profession, Nadya is an incumbent City Councilor for the last nine years. Her experience as a legislator provided her the adequate tools to serve as the City’s Vice Mayor.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – The feuding families in Rajah Buayan of Maguindanao underwent settlement with the intervention of the military yesterday afternoon, May 8, 2019.

The Army’s 40th Infantry Battalion initiated the settlement of the two feuding clans from Sitio Wata, Barangay

Tabungao of Rajah Buayan.

The families involved in the feud were Zyn Kabalo and Yacob Salidatan, Battalion Commander and Deputy Brigade Commander, respectively, of 106th Based Command of the Moro Islamic Liberation Front (MILF).

Isulan Mayor Marites Pallasigue led the ceremonial hand over of the firearms assisted by her ABC President Jacosalem Galmak to 1st Mechanized Infantry Brigade Commander Colonel Efren P. Baluyot.

The firearms and explosives, which came from the 17 barangays of the town, consisted 2 M79 grenade launchers, sixteen 12-gauge shotguns, one Ingram, 5 calibre 38 revolvers, one forty lite modified pistol, 2 calibre 45 pistols, 1 modified 7.62mm rifle, 1 rocket propelled grenade, 1 hand grenade, 1 rifle grenade, and three 40mm grenades.

Doha-Davao direct flight to start June 18

GSIS offers emergency loan to 12K El Niño victims in Davao del Sur THE Government Service Insurance System (GSIS) opened its emergency loan window to active members and old-age pensioners in the province of Davao del Sur which has been affected

by El Niño. The deadline of application for the loan is May 23, 2019.

Under the program, members with no existing emergency loan may borrow Php20,000 while those who still have outstanding balance in their previous emergency loan account may be granted a Php40,000 loan. Old-age pensioners in the area may apply for a Php20,000 loan. At present, there is a total of 10,497 active members and 1,933 old-age pensioners in the area who are qualified to

apply for the loan.

To qualify, active members must be working or residing in the calamitydeclared area, not be on leave of absence without pay, have no arrears in paying monthly mandatory life insurance or social insurance premium contributions, and have no unpaid loans for more than six months.

They should also have a minimum net take-home pay of Php5,000 after the monthly premium contributions and loan amortizations have been deducted.

Pensioners who are also active members may apply for the loan only once.

Japan turns over school building to DavNor town DAVAO DEL NORTE -- The Government of Japan expects residents of Barangay Del Pilar of New Corella Municipality to “treasure” the P3.2 million classroom building that it had turned over through the Grant Assistance for Grassroots Human Security Project (GGP).

Attending the turnover rites held on Tuesday, May 07, 2nd Secretary Atsushi Kobayashi of the Embassy of Japan expressed hopes that “you will maintain it with utmost care to benefit the future generations.’

“Now that we have completed this project, we expect to see its immediate im-

OVER 300 undergraduate and graduate level scholars of the Department of Science and Technology (DOST) from all over the region participated in the a two-day Scholar’s Formation Program of DOST-Science Education Institute (DOSTSEI) held at the Grand Regal Hotel, Lanang, Davao City on April 26-27, 2019.

PRRD signs Law for Free’ Police Clearance, NBI, Medical Certificate and Other Job Requirements PRRD signed a law making some of the certificates and clearances required in applying to work as free of charges if you’re a fresh graduate.

According to the Republic Act, 11261 or the “First Time Job Seekers Assistance Act” newly graduated Filipinos is not required to pay fees in government agencies if they wanted to get clearances or certificates from them if they’re seeking for work.

Some of the documents before costs the newly grads hundreds of pesos each.

This is the list of certificates and clearances you can get for free: Police clearance certificate • National Bureau of Investigation clearance • Barangay clearance • Medical certificate from a public hospital • Birth certificate • Marriage certificate

THE Philippine unemployment rate has dropped for the second straight quarter according to the Social Weather Stations (SWS) survey.

Based on the survey conducted from March 28 to 31, 2019, the unemployment rate went down to 19.7% or approximately 9.4 million adult Filipinos who are unemployed.

This is 2.3% lower compared to the survey results in September 2018 (22%).

Among the 9.4 million unemployed Filipinos, 4.5 million were adults who voluntarily left their jobs, 3.6 million adults who were

retrenched, and 1.3 million adults who are first-time job seekers.

“The March 2019 survey found that the adult labor force participation rate is at 71.4% or an estimated 47.6 million adults. This is 5.2 points above 66.2% or an estimated 42.4 million adults in December 2018.

PH unemployment rate drops for second straight quarter—SWS

BDO Leasing and Finance, Inc. (BDOLF) posted a two (2) per cent growth in gross revenues to P795 million in 1Q 2019.

Role of drivers, operators in providing convenient transportation cited

PROVIDING safe and convenient transportation is a public responsibility of drivers and operators, the top official of the Land Transportation and Franchising Board (LTFRB) said on Wednesday.

Lawyer Martin Delgra III, LTFRB chairman, said public transport drivers and operators should work with the government in providing the public with convenient and safe transportation through the Public Utility Vehicle

Modernization Program (PUVMP).

Delgra graced the inauguration and launching of the modernized public utility jeepneys (PUJ) at Iloilo City Alliance Operators and Drivers Transport Cooperative (ICAODTC) office and garage in Sambag village in this city’s Jaro district.

Seven of the newly-inaugurated modernized PUJs are expected to ply four initial routes here starting next week, Delga said.

“This program of the government that started

in January will continue,” Delgra said in an interview.

Addressing the drivers and operators, Delgra said the implementation of the PUJ modernization will continue despite the opposition of some transport groups.

“We in the government are pushing for this because we think and we believe that this is good for the country. As you (drivers and operators) embrace the modernization program, you embrace the public responsibility to provide

public service to our common stakeholder who is there outside waiting for a ride,” he said.

Delgra said the modernized PUJs address the standards on safety of the riding public as it has Closed Circuit Television (CCTV) and dash cameras.

C ompared to other jeepneys, the modernized PUJs are more spacious and can provide extra convenience to the riding public.

Delgra added that the modernized jeepneys are environmental-friendly ve-

hicles that can help in the implementation of the Clean Air Act of 1999.

Francisco Milla Jr., Regional Executive Director of the Department of Environment and Natural Resources (DENR) in Western Visayas, said the modernized PUJs uses the Euro 4 standard.

The Euro 4 standard can lessen the pollution coming from vehicles as it reduces the toxic sulphur by 450 parts per million (ppm); reduces benzene by 4 percent; and reduces carbon dioxide emission that contributes to

climate change, he said.

“The Clean Air Act 1999, which is one of the priority agenda of the DENR, will finally be implemented,” he said.

Delgra lauded President Rodrigo Duterte for the implementation of the Public Utility Vehicle Modernization Program that drivers and operators “had long been waiting for.”

Aside from Iloilo, the modernization program will be implemented in all regions in the country, he said. (PNA)

P7 Marketing apparently has a Facebook page under the name Perfect Save’n Marketing followed by 1,892 people as of Friday evening. Its office, said one of its post, “is located at corner Osmeña St. and National Highway second floor above American Surplus fronting Emcor” in Tagum City.

Its earliest posts were dawn of April 25 as it updated its profile and cover pictures.

Shortly after, it posted a promo dubbed “X6 your money with a twist..”

It cited as an example that if one invests P50,000 in P7, he will receive 300% of his money, or P150,000, in “more or less 30 days.” The other 300% will be reinvested in P7 with a lock-in period of six months.

“The company will pay you an interest of 30% monthly for your remaining investment,” P7 said.

“P45,000 monthly up to five months then when your contract ends in six months the company will give you the remaining 300% (P150,000),” P7 claimed. “Within six months you gain P525,000,” it added.

MindaNews was able to talk to an agent of P7 Marketing but requested not to be identified.

A public school teacher, the agent said that P7 Marketing is one of the investment companies in Tagum City that offers easy cash to would-be investors.

He insists the company is affiliated with LYR Marketing even though the latter denied ties with P7 Marketing.

The agent said P7 was launched in Tagum last May 7 at Penny Lane Hotel and Casino.

To entice investors, P7 Marketing assures their investors that their money will be earning a huge interest for a month since the company is engaged in money trading, the agent said.

Meanwhile, the Aquino Medical Specialists Hospital Inc. (AMSHI) also issued similar warning, noting that the hospital has not been part of these investment companies mushrooming in Tagum.

“The board and management of the Aquino Medical Specialists Hospital Inc. (AMSHI) hereby inform its stakeholders and the general public that we are in no way connected to, an affiliate with or a member of any company or corporation in Tagum City and elsewhere engaged in payin and pay-out investment schemes,” the hospital wrote in a Facebook post Tuesday afternoon.

Monday, May 13, 2019 Emano’s classmates were either my teachers like Ray Abejo and Nora Lim or my neighbor like Sylvia Gaccion or my aunt Thelma Casiño or former regional director Arlene Bibanco-Pantanosas of the Bureau of Fisheries and Aquatic Resources (BFAR),Lamberte Yap,to name a few.

Emano graduated from Tagoloan Central School and was a classmate of my maternal uncle Dorico Espellarga.

My Tio Decoy told me once he called Dongkoy” Inteng Botikol”.

Even as I observed him from afar, I sensed that Emano prepared for his political future. The mayoral seat in Tagoloan town was only the beginning and he eyed the gubernatorial seat of Misamis Oriental.

When I transferred to a city court, Emano was appointed governor of the province. We met when I started reporting for Gold Star Daily. Maybe he saw my banner stories and asked about me to see if I worked in the judiciary before.

We were reconnected again and it was as if he knew me for a long time. I left GSD and was now with RMN dxCC where I would always get a call from the governor’s office. *********** What happened next I would write in the days to come. There is a lot to tell. The narrative is long and rich, spanning his journey to Cagayan de Oro City hall and me heading to COC TV. And in between somehow our lives intertwined over the course of our respective destinies. In the meantime let us give the Emano family time to grieve for their loss.

Emano’s ashes were scheduled to be brought to the Sta. Maria Catholic Church this Saturday May 11. I sincerely pray for the eternal repose of the soul of the distinguished man that Tagoloan produced.

I grieve for all his charm, his brilliance and for all his outstanding triumphs that made Tagoloan as great as the sons and daughters it had produced.

Mrs. Alonto said the secretary’s illness was triggered when he attended an event of the National Economic and Development Authority (NEDA) in Region 10 at the NEDA Building in Cagayan de Oro City on April 16 as keynote speaker.

The elevator of the NEDA Building was not working so he has to use the stairs, according to Mrs. Alonto.

“He have to catch up his assistant and the head of NEDA Mindanao Office who are both younger... They are walking faster. When he arrived at

the 3rd floor he asked for a rostrum, he said he was feeling dizzy and he can’t breath,” Macatbar-Alonto recalled in a phone interview with the Inquirer.

Mrs. Alonto said after the meeting, the secretary had to rush down stairs to meet some Muslim leaders and when he arrived at their hotel room, he has immediately laid down to bed.

The wife recalled that on the next day (April 17) the secretary was admitted in a hospital in Cagayan de Oro City.

On April 21, his doctor advised the family to bring him to Manila for further treatment but instead of going straight to the hospital, Sec. Alonto had to quickly attend a meeting.

“He is very workaholic, very meticulous. He doesn’t stop working even if he was in the hospital because he wanted to finish what he started,” Mrs. Alonto said.

The last few works the secretary was working even in the hospital were the Agroeconomic Zone, the Free-port Industrial Economic Zone in Tawi-tawi, the International standard airport in Picong, Lanao del Sur, the River Basin and the Mindanao Railway System.

“Even in the hospital, he was talking to me that when get out from the hospital, he will be pushing for the implementation of these projects,” Mrs. Alonto said.

Sec. Alonto was appointed in MinDA on September 9, 2016. He was the first Muslim chair of MinDA. The constitution said he has six terms that would end in 2022.

Alonto was elected as vice mayor of Marawi City in 1972 to 1974 and served as acting mayor in 1974 before he joined the Moro National Liberation Front (MNLF).

Thousands of people, waving violet flags, handkerchiefs and clothes lined along the highways of Claro M. Recto Avenue as Emano ashes was transported from his residential house in Sta.Cecilia Village, Gusa, Cagayan De Oro toward the municipal town of Tagolo-an, 30 kilometers east of the city.

From the family residence, the dilapidated black pickup vehicle that Emano used during his term as a public official for 33 years, carried the ashes placed in an urn, which was driven directly to the Candelaria Church of Tagolo-an.

Emano’s only son, Yevgeny Vincente “Bambi” Emano, the incumbent provincial governor, delivered the family message to the thousands of people who joined the funeral and attended the “requiem mass” Saturday morning.

Placed in an adorned porcelain, Emano’s ashes was placed in a special box beside the grave of her daughter “Nenotchka” who died in a car crash in Tagolo-an almost 20 years ago.

However, during the remaining days in the hospital, “my father changed his mind and agreed to a three-day wake hoping that the flower vendors in front of the St. Augustine Cathedral in Cagayan De Oro City could earn,” Emano said.

He said that his father loved the poor and the less fortunate that he preferred to live a simple life and has never bought a new car since he became a public servant.

A radio reporter described the flowers offered to the late Emano as enormous and unbelievable since it took seven dump tracks to haul all the flowers sent during the wake of Emano.

“My father’s last instruction was to care for the poor and the oppressed and provide them in whatever capacity the chance for them to enjoy a brighter future,” Gov. Emano said.

He said that the Padayon Pilipino has adopted the color violet as the official color because it denotes the sufferings of the poor and the less privilege.

“You must use the color violet because every time you see it, you will be reminded of your obligation to the poor and the oppressed,” the young Emano said.

It for the reason that after a public demand, the family has decided to proclaim my younger sister, lawyer and City Councilor Nadya Emano, as the substitute of my father’s vacated Vice Mayoral post come May 13, 2019 election.

In appealing for support for Nadya’s candidacy, Emano said that he believed that Nadya could efficiently perpetuate the aspiration of his father as a servant of the poor, the desolate, and the oppressed masses.

He served the government in various capacities before he became a member of Duterte’s cabinet. He was elected as vice mayor of Marawi City in 1972 and became acting mayor of Marawi City in 1974. He was likewise elected as an assemblyman in 1979 and sat as the interim head of the Regional Autonomous Government.

Alonto passed away at 10 p.m. Thursday due to lung and heart complications. He was 74.

His remains will be flown back to his hometown in Lanao del Sur on Friday. (PNA)
