CITY Councilor Nadya EmanoElipe is officially proclaimed as the substitute of the late City Mayor ‘Dongkoy’ Emano for the Vice Mayoral post in the midterm election Monday.

Provincial Governor Yevgeny Vincente “Bambi” Emano made the announcement during a press conference at the residence of the Emanos’ in Sta. Cecilia Village in Gusa, Cagayan De Oro City.

He said that the Emanos arrived a consensus Wednesday night endorsing Nadya as the worthy replacement for the Vice Mayoral slot, left vacant following the untimely death of “Dongkoy” early Tuesday morning.

Emano, the chair of the Padayon Pilipino in Misamis Oriental, raised the hands of Nadya amid a cheering crowd of supporters and appealed to the people of Cagayan De Oro to vote Nadya as the city’s Vice Mayor.

Dongkoy Emano, 76, was running as the Vice Mayor of Mayoral candidate Pompee Laviña under the coalition of the Padayon Pilipino-Centrist Democratic Party (PDP-CDP).

6000 AFP-PNP troops to secure 2019 polls in NorMin CAMP EVANGELISTA, Cagayan de Oro City -The Armed Forces of the Philippines and Philippine National Police will deploy more than six thousand personnel in northern Mondanao to secure the upcoming national and local elections on May 13.

This was bared by military and police officials during the final coordinating final coordinating conference conducted by the Commission on Election (Comelec) Region 10 at Camp Vicente Alagar, Cagayan de Oro City last May 6.

“We are confident that this midterm election 2019 will not be disrupted by any threat group, partisan armed groups and other lawless elements because of the security measures that we have in placed in collaboration with other agencies,” Brig. Gen. Tyne Bañas, assistant division commander of the Army’s 4th Infantry Division said.

“The 4ID and Police Regional Office (PRO) 10 are ready to respond to any eventualities that may arise. We will not allow any threat groups or individuals to disrupt or sabotage the electoral process so that the people of northern Mindanao will be able to freely exercise their right to suffrage,” he added.

The conference wrapped up the security preparations made by the two uniformed services which started as early as last year. Officials said contingency plans were laid down to ensure readiness of their personnel to

respond to any untoward incident in the provinces of Bukidnon, Misamis Oriental, Misamis Occidental, Camiguin and Lanao Del Norte.

Lawyer Wilfredo Jay Balisado, Comelec-10 regional director, said the role of the security sector including all law enforcement agencies is crucial in ensuring a peaceful, honest and credible election in the region.

“I assure each and every one that election laws, rules and regulations will be absolutely implemented,” he said.

Bañas and Balisado were also joined by PRO 10 director PBGen Timoteo G Pacleb as well as other election officers, senior police officials and army commanders in the region.

The 4ID said it tasked one brigade and six battalions composed of 2,783 personnel to secure polling areas across the region.

They will complement the 3,220 police officers that will be deployed by Philippine National Police (PNP).

Maj. Gen. Franco Nemesio M Gacal, commander of 4ID said, “We strongly support the rule of law and we will strictly implement the omnibus election code to ensure the conduct of an Honest, Free, Orderly, Peaceful and Credible May 13, 2019 election not only in northern Mindanao but in Caraga Region as well.”

‘Nadya’ galvanize bandwagon effect

LAWYER Nadya Emano, an incumbent City Councilor of Cagayan De Oro, is the official replacement of for Cagayan De Oro City Mayor “Dongkoy” Emano as a candidate for the vice mayoral post in the midterm election scheduled Monday.

“Dongkoy” Emano, 76, died of Pneumonia, Tuesday morning vacating the Vice Mayoral slot of the coalition political party of the Padayon Pilipino and the Centrist Democratic Party (PDP-CDP). The unfortunate incident took place, seven days prior to the election on May 13, 2019.

The coalition political party was saddened by the turn of event in the thick of the campaign period. Like the coalition political party, the sympathizers, leaders, and supporters of the revered “Dongkoy” Emano were in a quandary. What happens next?

The Commissions on E l e c t i on ( C OM E L E C ) opined that under the Omnibus Election Code, a substation is allowed when a candidate dies or incapacitated.

Under the election law, the members of the family could select and decide to endorse the official substitute of the incapacitated candidate.

In other words, any member of the family bearing the “middle name” or “family name” of the incapacitated candidate could be officially endorsed as the substitute candidate. The substitution of the candidate would last until midday on election day.

With the clock running and the lack of adequate time, the Emano family gathered in a close door conference, a day after the death of Dongkoy Emano Wednesday. It was during the deliberation that the family agreed on a consensus to proclaim Nadya as the official replacement of the candidacy of “Dongkoy” Emano.

During the formal endorsement/proclamation of Nadya, the teary-eyed Governor “Bambi” Emano explained that, undoubtedly his father “Dongkoy” would approve of the family’s decision.

He said that the family has to make a decision to be able to appease the sympathizers, leaders, and supporters of the coalition political party of the Padayon Pilipino-Centrist Democratic Party (PDPCDP).

The Emano family made

the right decision. Nadya Emano is the strongest Mayoral timber. With an impeccable integrity, Nadya could certainly carry out the mandate of the late Dongkoy Emano as the protector and the ally of the less fortunate.

To think of the limited time left, there were questions whether Nadya could carry a bandwagon effect in a short time. For the political observers, the question is moot and academic.

One must remember that Nadya has been in the thick of the campaign as the official spokesperson of Dongkoy. Nadya is already known to the voters in the city’s first and second district since she set foot on the campaign trail.

In other words, the people of Cagayan De Oro know Nadya like any other candidates. Thus, the thought of a bandwagon effect is not a remote possibility.

When “Dongkoy” filed his certificate of candidacy as Vice Mayor, doubts spread like wild fire that “Dongkoy” is already too old to withstand the campaign.

The pessimist also contended that “Dongkoy” is at the disadvantage, because of a younger rival. There are valid doubts of a consider-

On the other hand, Otso Diretso, which is affiliated with the Liberal Party, is the opposition party. And in this election, both of these parties are fighting tooth and nail for the heart and soul of the Filipino nation.

Like night and day, their campaign has taken contrasting position and plans on how, where and in what direction the country should proceed. The administration party seeks to continue the current policies and agenda of the Duterte Administration.

In addition, it has a naked ambition, a political agenda to perpetuate power beyond 2022 (the end of PRRD’s term). The opposition party, on the other hand, their goal is to defeat this political scheme and most of the agenda of the administration.

For all the much bruited and ballyhooed success that the Duterte administration has done for the country, we have to accept the fact that some of its current policies and agenda are not working. In fact, some are not merely disturbing, but alarming as well, especially the administration’s rapprochement with China.

China’s investment, credit and loans, which

might potentially plunge the Philippines into a Chinacontrolled debt trap (thereby potentially threatening Philippine sovereignty since the financial deals are debt-forequity swap), including its unfettered intrusion in the West Philippine Sea, is one example.

President Duterte’s war on drugs, crimes and corruption are both controversial and disconcerting. The administration’s ambitious “Build, Build, Build” infrastructure development program (at least worth P2.1 trillion or $2.2 billion of which 56 are funded with foreign loans mostly coming from China with Chinese contractors as the first bidder) and its economic agenda, which is socialistpopulist in make-up, could potentially rile the economy.

To check, curb and correct the “excesses” of government power by the current administration (and any future administration for that matter), the Filipino nation has to have viable and legitimate opposition candidates in Congress.

Otherwise, in the absence of checks and balances, which is the cornerstone of our democracy, the Duterte administration and his political party can certainly,

able number of “undecided” voters.

However, the entry of Nadya as a substitute for the Vice Mayoral slot suddenly changes the political playing field. Although, four days are left before the campaign period winds up, many things could happen.

There is now this wider perception that the “undecided” voters would rally behind Nadya. Aside from the undecided voters, Nadya would also get the “sympathy” votes.

Other than the “undecided” and “sympathy” votes, Nadya’s candidacy could amass the “sway votes” to her side and the coalition candidates. The “sway votes” are votes already credited to the rival candidate, but would suddenly shift to the other side on the final day. If the “undecided,” “sympathy,” and “sway” votes gathered as one to support a candidate, the bandwagon effect takes place. Why there is a need to elect opposition candidates in Congress

ELECTIONS in the Philippines had always been a binary choice for the electorates. As opposed to a parliamentary form of government, which is a multi-party system with multiple political parties across the political spectrum; in a presidential form of government, like ours, it’s predominantly a two-party system in which the voters give its votes largely to only two major political parties, i.e. the administration and the opposition.

Generally, voters basically elect the candidates based on their party affiliation, or better still, their hatred of the other party.

However, in the Philippines, due to our low level of political maturity, it comes with a political aberration i.e., the electors do not vote by reason of the party’s platform, agenda and its position on certain major issues, but they are more driven on the personality of the candidates.

The Hugpong ng Pagbabago and PDP-Laban are the administration parties, which supports President Rodrigo Duterte’s administration and his political, social and economic agenda.

with impunity abuse its power and impose its political will, and thereby, further its controversial and potentially unpopular political, social and economic agenda, including its alarmingly budgetary deficit prone domestic socialist- populist policies and foreign loans infrastructure programs. Simply put, sans opposition elected to Congress, it will spell the death of democracy and the birth of an authoritarian or a dictatorial presidency.

Supporting and electing opposition candidates by and of itself, do not necessarily mean that we support the Liberal Party, and by extension, former President Benigno Aquino III; and neither, does it signify that we want them to return to political power and take over the reigns of government in 2022.

In fact, I have been a supporter of President Duterte, albeit I speak truth to power.

What we simply need from the opposition candidates are their voices and votes on certain critical and major national issues, e.g., national security, health, education, energy, agriculture, transportation, communication, infrastructure, charter See ELECT, page 11

GSIS reminds outgoing gov’t officials on limited loan privileges STATE pension fund Government Service Insurance System (GSIS) has announced that it will limit the loan privileges of government officials and employees whose term of office will end by June 2019.

“As the nationwide election comes closer, GSIS is also implementing measures to put in check the membership records and loan accounts of concerned members. Over 30,000 confidential, coterminous,

appointed, and elective employees whose term of office expires in June will not be qualified to avail of GSIS loans,” GSIS President and General Manager Jesus Clint O. Aranas said.

FORMER Special Assistant to the President and 2019 senatorial candidate Christopher Lawrence “Bong” Go on Wednesday welcomed the signing into law of the act waiving in favor of firsttime job seekers government fees for the issuance of documents required for application for employment.

First-time jobseekers include fresh graduates, students who have taken leaves of absence and outof-school youth.

“Malaking bagay po ito para sa mga maghahanap ng trabaho sa unang pagkakataon pagka-graduate nila. Ano mang kabawasan sa gastos ay malaki ang maitutulong sa kanila na wala pang pinagkakakitaan. Muli po ipinakita ni Pangulong Duterte ang kanyang malasakit sa mga maliliit nating kababayan,” Go said.

He noted that an estimated 600,000 fresh graduates stand to benefit from the new law annually.

First-time job seekers may avail of the privilege when obtaining police clearance certificate, NBI clearance, barangay clearance, medical certificate from a public hospital, birth certificate, marriage certificate, and transcript of academic records issued by state colleges and universities.

The same privilege applies for securing TIN, Unified Multi-Purpose ID card and other documentary requirements issued by the government as may be required by employers of job

applicants.

The law covers all government agencies and instrumentalities, including GOCCs, LGUs, and government hospitals, as long as the fee or charge is paid in connection with the application for and the granting of licenses, proofs of identification, clearances, certificates or other documents usually required in the course of employment locally or abroad.

However, a qualified job-seeker can avail of the privilege only once.

Likewise, the waiver of the fee does not include those connected with an application to take a pro-

fessional licensure examination conducted by the Professional Regulation Commission or an application for a Philippine passport.

Go reiterated his commitment to fully support the programs and policies of President Duterte.

Among others, Go is pushing for a law that would enable the establishment of Malasakit Center in more provinces and strategic urban centers in the country and allow as well for the continuation of the program even after the term of President Duterte.

Communal, backyard gardening gaining grounds in Davao Region DAVAO CITY (DSWD XI) -- To combat the prevalence of undernutrition among children, the Department of Social Welfare and Development (DSWD) continues to expand the implementation of its communal and backyard gardening project among its partnerbeneficiaries in the Pantawid Pamilyang Pilipino Program in Davao Region.

Communal gardening is one of the projects of the DSWD to empower communities and promote good health among poor Filipino families. It aims to help address the nutrition concerns of beneficiaries by encouraging families to cultivate backyard or communal gardens.

DepEd-11 spokesperson Jenielito Atillo reminded teachers who will serve in far-flung barangays on their “serious responsibility in safeguarding the ballots.”

Atillo said they are confident of the teachers’ security while serving remote areas, where the presence of communist rebels is common.

On the part of the police and the military, Police Col. Eden Ugale said the region’s joint monitoring center has been operational and that the Police Regional Office-11 will be focusing more on Davao del Norte and Davao del Sur because of intense political rivalry.

Dept of Energy preps up for coming polls DAVAO CITY -- The Department of Energy regional offices here in Mindanao is readying for the coming May 13 national and local elections.

“DOE is preparing to secure the continuous supply of power in the region before, during and after elections,” says DOE-XI chief science research specialist Nilo J. Geroche.

He says that early as May 2018 the DOE has issued circular 2018-05014 creating Energy Task Force Election composed of several stakeholders in the energy sector. The task force also includes downstream oil industry sector and the security sector which consists of the Armed Forces, the Philippine National Police.

In Davao Region, the task force has closely coordinated with the distribution utilities “We have also established a Viber group to facilitate the reporting of untoward incidents, although we have enough power supply in Mindanao, there are circumstances beyond our control,” Geroche said.

Ramadan is a month-long fasting of to commemorate the first revelation of the Quran to Muhammad.

This annual observance is regarded as one of the Five Pillars of Islam.

For one thing, the fast is intended to bring the faithful closer to God and to simply remind them of the suffering of those less fortunate.

This is the reason why Muslims do charity works and feed the hungry. This is the foundation of the Islamic faith practiced by Muslims around the world.

Further, fasting is also seen an exercise in selfrestraint. It is a way to physically and spiritually detoxify. It is also a time to detach from worldly pleasures and focus on one’s prayers.

The task force comprises DOE, National Electrification Administration, National Power Corporation, National Transmission Corporation, Philippine National Oil company, Power Sector Assets & Liabilities Management Corporation, National Grid Corporation of the Philippines and Manila Electric Company as the members of the core group.

The task force has eight members – National Electrification Administration, National Power Corporation, National Transmission Corporation, Philippine National Oil Company, Power Sector Assets and Liabilities Management Corporation, Philippine Electricity Market Corporation, National Grid Corporation of the Philippines, and the Manila Electric Company. There are six other supporting organizations that are also onboard.

A lawyer by profession, Nadya did not file her certificate of candidacy (COC) in the midterm election on May 13, 2019. Instead, she opted to act as the personal spokesperson of her father in the various rallies in the city.

In her campaign speeches during political rallies, Nadya said that she has to divide her time by commuting to the towns of Misamis Oriental to campaign for her husband Prexy who was running for Vice Governor in the province.

She said that from the province of Misamis Oriental she would return to Cagayan De Oro City to represent her father in many a political rally around the city.

“I am making a personal sacrifice because I really wanted my father to win in the election,” Nadya said.

Mayoral candidate Jose Gabriel “Pompee” La Viña welcomed the endorsement of Nadya as his running mate.

“I am equally happy and sad about Nadya as my running mate,” La Viña told the press.

He said he was sad because of the untimely demise of “Dongkoy” whom he considered a “long time” friend and happy because of Nadya.

La Viña said he believes Nadya symbolizes the epitome of “Dongkoy” as the man of the poor and the less fortunate.

Congressional candidate Rufus Rodriguez also welcomed Nadya to the coalition political party. He said that the full force of the CDP and the Abante Mindanao (Abamin) leadership will vigorously campaign for Nadya’s candidacy as the City’s Vice Mayor.

Rodriguez said that as a qualified replacement, Nadya could certainly carry out the political aspirations of “Dongkoy” as the man of the masses.
