SMC donates 85,000 liters more of fuel to shuttle front-liners San Miguel Corporation (SMC) marked Labor Day yesterday with a fresh donation of 85,000 liters of free fuel for government’s Libreng Sakay programs, which provide free transportation to thousands of medical front liners and workers reporting to hos-

The donation, which consists of 40,000 liters of fuel for the Metro Manila Development Authority’s (MMDA) free shuttle program and another P45,000 liters for the Department of Transportation’s (DoTR)

parallel program, were provided by San Miguel subsidiaries SMC Infrastructure and Petron Corporation.

Iligan City downgraded to Modified Community Quarantine

ILIGAN CITY - Mayor Celso Regencia announced Thursday that Iligan City would be downgraded to an “MCQ from enhanced community quarantine (ECQ)

starting May 1st.

“This order shall take effect on May 1, 2020 until recalled, set aside, or revoked by the undersigned,” Regencia said in an announcement

live over the Facebook page of the Philippine Information Agency – Iligan City, Lanao del Norte.

Under Executive Order number 40 declaring the MCQ most of the guidelines from the ECQ have

been retained except the clustering of barangays and centralizing the issuance of home quarantine pass.

Iligan Transport Group asks for interim fare increase

ILIGAN CITY ----- After the Iligan City Government allowed the resumption of public transport subject to social distancing, an Iligan based transport group is asking for a “temporary” increase in the minimum fare for the duration of the ‘Modified Community Quarantine” (MCQ).

Instead of seven pesos, the Coalition of Lanao del Norte Utility Transport for Change (CLUTCH) is requesting the Land Transportation Franchising and Regulatory Board (LTFRB) and the Committee on Transportation in Congress to allow them to temporarily increase the minimum fares in Iligan City to 15 pesos for as long as social distancing is mandated under the MCQ. LUTCH is an Iliganbased association of around 2,000 jeepney operators and drivers covering 24 routes in Iligan City, Lanao del Norte and Misamis Oriental.

DOTr issues guidelines for public road transport in GCQ areas Starting May 1st, public transportation in moderate and low-risk areas under general community quarantine (GCQ) will resume operations at reduced capacity to ensure compliance with strict safety measures against COVID-19 transmission, according to the Department of Transportation (DOTr).

“Public transportation in the road sector will be available in areas declared under GCQ but we will strictly impose health safety standards at all times to ensure the safety of our drivers and passengers,” said DOTr Assistant Secretary for the Road Transport and Infrastructure Mark Richmund de Leon.

All permitted PUVs and transport terminals and operators must adhere to all three essential components dictated in the protocol/ guidelines - Safety, Capacity and Coverage/Scope.

Safety refers to guidelines that reduce contact, transmission, and spread of the virus through the mandatory use of face masks and gloves for drivers. Thorough disinfecting practices of vehicles, terminals, and even

among passengers are also required.

Capacity and passenger load factors will be required for each mode of transportation to ensure that physical distancing is followed.

Passenger load for public utility buses (PUBs) and public utility jeepneys (PUJs) should not exceed 50 percent or half of the vehicle’s capacity, excluding driver and conductor.

For UV Express and taxis, passenger load should not exceed two passengers per row, except for the driver’s row where only one passenger is allowed. Tricycles, on the other hand, must not exceed one passenger in the side-car, and back riding will not be allowed.

As for private vehicle owners, private cars and motorcycles will be allowed to operate for the purpose of essential travels as defined by the Inter-Agency Task Force (IATF).

Cars will only be allowed one passenger to occupy the front passenger seat, while front-facing seats shall not exceed two passengers per row.

ANY institution needs management. A school is definitely one of them.

Aside from managing fellw faculty and staff, one needs to manage the students too. Some of them can be problematic especially if they are minors whether they’re in elementary or secondary. Whereas elementary kids can be noisy in the classroom, secondary studes’ concerns can be more serious, ranging from possible use of illegal drugs within the school campus to bullying and

physically assaulting other students, etc. And since the school’s students are also minors, it is also part of management’s job to take the concerns of the parents into consideration.

Thus, the ideal time for DepEd to appoint a principal to a new school must be every April. In this way, he or she will have two more months to prepare for the incoming academic year which will start by June. The new principal can also familiarize with the environ-

ment inside the school campus. Remember that each atmosphere of each school is unique. You have to take into consideration the culture of the people in that particular barangay where the school is situated. You also have to count in the “tradition” factor i.e. activities or policies that have been practiced in the school which are not seen elsewhere.

Classroom management is beyond making lesson plans. It is beyond

interacting with each student in the room individually. It is the holistic actions that you do in managing your class as the room adviser. It can be as trivial as establishing procedures on when should a student speaks. Many teachers establish these rules at the beginning of the school year. In short, classroom management is the process of ensuring that classroom lessons run smoothly, implying the prevention of disruptive behavior.

Wilcon Depot supports the relief efforts of Project Ugnayan W ILCON Depot, the country’s leading home improvement and construction supply retailer, has supported Project Ugnayan by donating an amount of 25 million in hopes to provide additional assistance to millions of families and communities affected by the quarantine in Metro

Manila.

The fund raising program is a collaboration between top business groups in cooperation with the Philippine Disaster Resilience Foundation (PDRF) that supports the Filipinos in need to get through the month-long enhanced community quarantine. The accumulated funds will be used

to distribute gift certificates and grocery support to poor families whose source of living has been affected by the current situation.

The company has also been continuously working their way to support the frontline workers for their courage and heartfelt efforts to fight the battle against COVID-19.

Wilcon has donated 16,000 personal protective equipment (PPE), 60,000 face masks, and bicycles through Go Negosyo, in collaboration with the Project Kaagapay: Protect our Healthcare Heroes. The medical equipment will be distributed to different hospitals

across Metro Manila.

What could be a more pitiful sight than a newly born baby, having been bestowed with the blessing of life but whose first salvo on earth is to live with physical deformities. Babies being born without fingers, without eyes and even without anus seems to be the new normal in Mindanao. In my sorties around this beautiful but broken island, birth of deformed babies loomed and the latest of this happened a month ago in Ticalaan, Talakag. I met Mr. Tommy Linggian known as Datu Bando and he narrated to me the birth of his grandchild without anus. The baby has to be operated to create a gateway for his wastes. Datu Bando, poor

as they are, has no money for that and the baby is now in the brink of dying.

Why is this happening? It is because all the watersheds are now contaminated with so much chemical fertilizers, pesticides and herbicides.

In a research done, the two hundred thousands of hectares of plantations are using these poisonous chemicals that as if they are dumping to water tables some 2,000 dump trucks of poison daily. If you are poor pregnant woman and drink from the watersheds, the fetus will be deformed.

In fact, according to studies, of the 8 kinds of chemicals being used by these plantations, 7 are already banned in other countries. Two

corporations operating in Mindanao were already kicked-out from Puerto Rico as these corporations have caused so much cancer in that country.

Let us protect our watersheds as water is life. Of the four (4) elements of nature (fire, water, wind and earth), it is water that symbolizes life simply because there could be no life anywhere else in the cosmos without water. Water is so essential, so precious that we sometimes can’t help but be poetic about it. Indeed, “the passion of the heart burns so hot that without the cooling breath of the lungs, the flames of the heart would devour not only itself but also the entire

world. Thus, next time you drink a glass of water, or bathe, or shower, or wash your hands, next time you pass a river or a stream, a lake, or an ocean, think of the healing merciful powers of water.”

For those who are residing in Mindanao, those poetic lines may not apply as water may not have a healing power at all but may in fact, mean sickness or perhaps, slow death. Why is this so?

In all counts, despite the inadequacies of protective gear and testing machines, Filipinos proved we can overcome. Rosy as it may seem, COVID will linger for a while. The government can feed the needy but with

ESPORTS – video gaming organized into amateur and professional seasons of play tournaments – has exploded in popularity over the last several years.

Casual audiences will grow to some 307 million viewers by 2021 and industry investment grew 837 percent between 2017 and 2018. Generation Z is the gaming generation with 91 percent of children between ages two and 17 enjoying video games in some form.

Given the huge popularity of video games, the rise of esports must not be surprising. Many schools are now embracing esports as students form clubs and begin to participate in organized leagues. A growing number of universities even offer esports as a varsity

program on part with traditional college sports, including scholarships to play.

Do esports have a place in schools? It’s a positive social program and a healthy component of a well-rounded STEM education. Esports improves self-esteem, better hand-eye coordination, improves visual-spatial reasoning, improves eyesight, meaningful social interaction for students who would otherwise be playing at home, improves graduation rates and learning outcomes through participation in extracurricular activities and scholarship and travel opportunities. For esports to provide real support for STEM, educators must be thoughtful about how they organize their programs.

Addressing online learning challenges As educators and parents have shifted towards online learning platforms, students show they are able to adapt to online classes. Educational institutions however, still face challenges on how to urgently onboard teachers and how to enable their institutions with the right tools and techniques to fully utilize and maximize digital learning.

In interviews with educators, Abalos shared that their biggest challenge was the lack of internet connectivity—a

main prerequisite for online learning. He also stated that some teachers and students lacked the necessary basic skills for digital learning such as familiarity with using emails and navigating video call tools.

In Michelle Peralta’s case, she touched on how limited screens at home can impact learning. This is even more amplified for kids enrolled in public schools, where priorities are on other important necessities such as securing food inside the household. In such cases, accessible learning materials and trainings are crucial.

Maximizing learning at home According to Usec. Pascua, while school opening

is dependent on measures to address COVID-19, “but looking at opportunities, the quarantine has made us explore other means on how to enable parents with basic education materials for their children.”

One measure DepEd has taken was to launch DepEd Commons, an online learning platform where teachers can upload content that parents, students, and other teachers can access online. According to Pascua, more than 4.2 million users nationwide have visited the site in its first four weeks of implementation.

“Globe and TM subscribers can use DepEd Commons free of charge,” added Usec.

Pascua. “We’re continuously uploading content and train-

ing teachers on how to make content.” As for the rest of the population without internet access, DepEd is looking to optimize other media such as radio and television, to foster remote learning as well.

panies operating thousands of hectares of vast plantations on top of the eight sub-watersheds in Bukidnon which comprise the Cagayan de Oro watershed are heavily using chemicals as fertilizers, herbicides and pesticides to mass produce fruits. This method of farming called “conventional agriculture” that relies on the massive use of chemicals is still the mode of production in our country even such has already been banned in neighboring Asian countries for the harm done to the environment and to the health of the people.

There are even chemicals already banned abroad but are still being used in our country. How’s this? What is bad for the Japanese or Koreans is good for the Filipinos? That smacks of discrimination, isn’t it?

Before I be accused of sounding a false alarm, it is but proper to raise this point scientifically and categorically.

There is a law of nature that says, “Everything goes somewhere else.” Based on that principle, it is my contention that all these non-biodegradable toxic chemicals, while vanishing from our sights, are finding their way in the air, into our water-table, and ultimately, into our bodies. Don’t you know that the more than 200,000 hectares of plantations in Mindanao are using toxic chemicals heavily that as if 2,000 dump-trucks of toxics are being poured to the watersheds daily?

Some chemicals don’t just seep down unnoticed to the watershed; these are washed down the river then, to the sea, particularly Mercury used to extract gold in the uplands of Cagayan de Oro. Mercury is ingested by small fish and the small fish is ingested by big ones. In each food chain, mercury is biomagnified; when the big fish with bio-magnified mercury is made as “kinilaw” “sin-

guba” or “sinigang,” again, there is bio-magnification in our bodies that would cause cancer or heart attack. I wonder how many have gotten cancer or died of stroke not knowing that these carcinogenic chemicals are the culprit.

Our watersheds, rivers, air and soils are already contaminated with toxic chemicals. In fact, it is already in the news lately that in Davao, “eight kinds of pesticides, seven of which are banned internationally, were found in the air and water samples obtained from the rivers and the communities of Tawantawan, Manuel Guaianga and Daliaon Plantations, all of which are situated near banana plantations” Water samples have been checked and found to be contaminated in Davao.

Cagayan de Oro is similarly situated like or even worse than Davao, being surrounded by thousands of hectares of plantations using chemicals intensively.

The only difference is that water examination has been conducted there, we have yet to do that in our beloved City to check on how contaminated our water is.

As you know, many are now afflicted with all kinds of cancer and many babies are now being born deformed, without fingers, or arms or legs. It is my contention that a pregnant woman must avoid drinking from the contaminated watershed. This means that even with an iota of doubt or suspicion on whether the water is contaminated with toxic chemicals or not, we must not waste a single minute and act with sense of urgency to demand to the concerned agencies to check on the quality of water.

Just in case the water has some toxic elements, God forbids! Counter measures can be had to protect the health and life of hundreds of thousands of people in the city. Water is life; if it is contaminated, it becomes a poison, a harbinger of death.

Thus, next time you drink a glass of water, or bathe, or shower, or wash your hands, next time you pass a river or a stream or lake or Macajalar Bay, be wary but this time, let us join the advocacy of cooperatives, imbued with a firm collective intent to fight for our inherent and constitutionally guaranteed right for a healthful and balanced ecology. Only then can we think of the healing power of water and not anymore, drink now and die later.

IF the enrollment figures of last year are a basis, the Philippine education system will be expecting around 27 million students to enroll in the basic education system in the coming school year. With the early closure of the school year in March, the community quarantines in effect and the still unclear future that the COVID-19 pandemic will bring, DepEd and our millions of learners are facing enormous challenges.

In a recent evaluation on ALS interventions done here in Mindanao during the quarantine period, platforms such as Messenger, Google Classroom and DepEd Commons emerge as the most common technological interventions used. There are also the door to door delivery of worksheets and take-home learning activity sheets. These modali-

ties are being used and explored during the quarantine period and will serve as key learning points for implementation in the bigger education system.

While home school and online learning are among the proposed solutions, access to technology and the Internet especially in remote areas remains a challenge. In the public education system, it is not uncommon for students to lack Internet connection at home or be unable to afford to load their phones regularly. Some do not even have computers or phones at all. As this is a reality that many schools, students and communities will face, DepEd proposes a combination of different learning modalities and will be using the blended learning approach.

vidual study/online classroom work or Blended Learning will allow students to learn at their own pace under guided modules. DepEd has launched on an online study platform calle DepEd Commons (accessible to both private and public schools) to help students continue their lessons. It has also developed an ALS platform in partnership with Unicef and online tutorials for ALS teachers and students.

However, the challenge of technology access still remains for public school students. Other factors such as home environment (conduciveness to learning), learner attitudes toward home learning and technology competence can affect learner outcomes and the effective use of Blended Learning. Learning at home also requires parent participation and support.

VI. Fresh Air Ventilation Systems • 100% external fresh air is filtered and supplied to cabins and onboard public areas.

• Air filters and cooling coils thoroughly checked, cleaned and replaced to ensure healthy air quality.

VII. Medical Centre • Isolated wards available in the Medical Centre • Contaminated items and medical waste will be properly sealed and disposed according to health and safety guidelines.

• Used face masks and protective equipment disposed at designated central collection points.

• Medical equipment and waste bins cleaned, disinfected and washed twice daily with hospital grade disinfectant.

VIII. Crew Members Practices & Standards • Twice daily temperature checks.

• All Frontline crew are required to wear face masks.

• Housekeeping and F&B crew required to wear disposable gloves.

• Designated crew may also wear protective garments and eye protection if

As for Michelle, she keeps her children busy with online classes and other activities that fit her kids’ interests, while also using digital tools being used by her children’s schools.

“That is the role of technology: to bring new tools,” says Usec. Pascua. “And this quarantine period has given us a new perspective towards learning. We need to prepare for this situation in the months to come, review existing tools, and to build on other platforms and technologies to deliver the education that we need.”

Aboitiz businesses to strengthen ‘agile’ approach in 2020 amid COVID-19 woes T

Capex adjusted to P47 billion; P1.8 billion of internal and external aid to-date

HE Aboitiz Group and its business units are carefully weighing opportunities and further embracing an agile strategy in the execution of its 2020 plans with the ongoing global threat of Coronavirus Disease 2019 (COVID-19), “Digital infrastructure investments in previous years and regular business continuity planning have allowed us to cope with the adverse impact of COVID-19. While it’s anyone’s guess how the future will unfold, we assure our stakeholders that we are fully equipped and prepared to guarantee the continuity of all business transactions,” said Sabin M. Aboitiz, Aboitiz Group President and Chief Executive Officer.

This comes as the Aboitiz Group began adjusting to a work environment that has vastly changed since the middle of March due to the COVID-19 pandemic.

“One of the first steps we took was to protect our team members. We earmarked P900 million in assistance (early release of end-March salary and the 13th or 14th month pay) to help our team members cope with the COVID-19 pandemic. We did more online work, more work from home--preventive measures are going to be the name of the game until a COVID-19 vaccine is developed,” Aboitiz noted.

Under the Department of Energy’s new Department Circular No. 2020-04-00080, communities that host power generation projects can now use their Energy Regulations 1-94 (ER 1-94) revenue shares from these facilities to combat the effects of COVID-19.

About P500 million worth of ER 1-94 funds are currently available for AboitizPower’s host local government units for their COVID-19 response efforts.

In addition, about P400 million in monetary and inkind assistance were extended to serve affected communities as well as medical and govern-

ment frontliners nationwide.

To date, the Aboitiz Group has contributed P1.8 billion for its COVID-19 response efforts. This excludes various payments waived, reduced, extended, or restructured to help customers cope with the impact of COVID-19.

For the most part, the Aboitiz Group is optimistic that it can weather potential headwinds.

“Most of our businesses are in industries that are vital to keeping the economy running. Filipinos need electricity, food products, and money, for example. And for our other businesses, we have been prudent in capital expenditure spending so this should not be much of a problem,” Aboitiz said.

To keep the economy going, the Aboitiz Group is looking to spend P47 billion in 2020. Down by a third from the originally-set P73 billion capital expenditure (capex) figure, the new capex moves back some spending, considering the impact on the group’s and country’s future growth.

Most of the capex reductions were from the infrastructure, power, and land units. These mostly covered operating, maintenance, and expansion costs.

Power At present, Aboitiz Power Corporation’s power generation and power distribution facilities continue to operate 24/7 nationwide, delivering much-needed energy to areas under enhanced community quarantine (ECQ).

“While the country’s total demand for power has dipped since the start of the ECQ, we are seeing an increase in consumption due to higher temperature. We also expect a gradual increase in demand as we adjust to the gradual easing of the quarantine,” said AboitizPower President and Chief Executive Officer Emmanuel V. Rubio.

Unit 1 of GNPower Dinginin, an ongoing AboitizPower project considered to

be of national significance, will synchronize by the fourth quarter of 2020 and will commence commercial operations by the first quarter of 2021.

The challenge and opportunity for them relocate back to the province and start a new life. In the long term, it takes a political will for the national leadership to disperse the industries from the center and periphery of the National Capital Region to the provinces. According to Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra III, the official guidelines state that the mode of PUV that will operate in each route in the GCQ areas will be guided by the number of passengers that will be transported.

“PUV modes with higher passenger capacity such as buses will be prioritized consistent with the Department Order No. 2017-011 or the Omnibus Guidelines on the Planning and Identification of Public Road Transportation Services and Franchise Issuance.”

“In areas where buses are not enough to serve the actual passenger demand, or the road characteristics will not permit their operations, PUVMP compliant PUVs are the next priority.”

“In areas with unavailable buses and modern PUVs, PUJs and UV Express may operate. In areas were no other mode of public transportation is available, tricycles may be permitted to operate as determined by the LTFRB in coordination with the corresponding LGU,” Chairman Delgra said.

The LTFRB has already finalized the mechanism for issuing of special permits to allow PUVs to operate.

Drivers and operators may apply for the permit, free of charge, through LTFRB offices or by email through LTFRB's online channels.

Transportation Assistant Secretary for Road Mark Steven Pastor said the guidelines are well thought of, and are aligned with the policies set by the IATF and DOH on social distancing.

“Social distancing protocols are our priority so we must prioritize vehicles that provide the least physical contact,” said Pastor.

“Modern buses and PUVs have bigger capacity and some are equipped with an Automatic Fare Collection System (AFCS) which prevent physical contact

when paying fares so they are our priority choice to transport people in GCQ areas,” he added.

Private vehicle owners, PUV drivers and operators, and private or public transport terminal operators who violate the guidelines will be sanctioned and penalized.

The LTFRB, Land Transportation Office (LTO), Inter-Agency Council on Traffic (I-ACT), and authorized personnel of the IATF against COVID-19 will conduct daily random inspections in terminals and depots to ensure strict compliance with the service, sanitary, and operational requirements of the guidelines.

"The DOTr is also calling for the help of enforcement agencies such as PNP and local government units (LGUs) to help ensure that social distancing and sanitation is observed in terminals and vehicles in these municipalities," de Leon said.

"Let us all do our part to safeguard the health of all drivers and commuters in the transport sector."

T’S been over a month since Xavier University - Ateneo de Cagayan decided to shut down and temporarily halt operations in all of its campuses.

The XU community is left to face uncertainty due to the novel coronavirus (COVID-19) pandemic.

In response to the pandemic, various changes have been implemented in Xavier Ateneo.

Transition to Work-From-Home Arrangement In his memo, Xavier Ateneo president Fr Roberto Yap SJ detailed the work-fromhome arrangement.

Administrators, faculty, and staff are all encouraged to continue with their tasks and submit their deliverables online.

To aid employees, the minimum net pay is

adjusted for the month of April. A moratorium on payables to the university was also granted for tuition/ books, counterpart installments on subsidized laptops, CHED Bridge loans, and Sendong loans.

Strengthening of Online-Learning Support Fr Yap also calls for the strengthening of the online learning capacity of Xavier Ateneo. The teaching faculty are called to conduct classes through online learning methods. Committees were set in place to enhance online learning facilities and to help faculty moderate their classes.
