Desperate Otso Diretso THE Liberal Party candidates known by their slogan “Otso Diretso” are in dire need of a crowd for a much needed cathartic ego massage. They have gone around trying to muster an audience which would listen to their peroration but even their colleague Mar Roxas had gotten tired of their campaign refrain and opted to split away from Otso Diretso. They challenged the senatorial candidates of Hugpong ng Pagbabago to a debate which Mayor Inday Sara accepted. But with some air of arrogance, they directed the HnP Chairman to come up with the rules of the engagement. The feisty Mayor shot back: “Gawin nyo pa akong secretary?” And did I hear Mayor Inday saying “Ano kayo hilo?” They have tried every trick. Visiting market places and crossing busy streets

They posted pictures on Facebook but instead of gaining support, they earn some unkind sneer. But people cannot be faulted. They abhor shaking hands with market vendors and in some video clips which naughty characters posted on FB, it shows people they tried to reach out to apparently not interested and even avoided them like plague. What a pathetic scene. So desperate was Gary Alejano for one that of late he has resorted to dirty tricks. He picked Bong Go, the former Special Assistant to President Duterte as his victim. He claimed that the Department of Interior and Local Government is funding the campaign paraphernalia of Bong. He is actually

resonating the criticism of detained Sen. Leila De Lima on candidate Bong Go. The frail woman was earlier quoted by her media attack dogs as saying “where Bong Go is getting his funding”. The former SAP responded with a short and stinging remarks: “Definitely not from drugs or drug lords”. De Lima had quieted since then but Alejano, an incorrigible apostle of his mistah Antonio Trillanes, had taken the cudgels for her. True to form, however, he used fake news to diminish the popularity of Bong Go by claiming that DILG spent for the t-shirts some barangay officials wore in the first national convention of the Liga ng mga Barangay. In the process moreover, Alejano impleaded DILG Sec. Eduardo Año who vehemently denied his allegation. “You are barking at the wrong tree”, an angry

Año slammed Alejano. Woe to Alejano and the rest of Otso Diretso for acting like a raging bull in a China shop, he just created another veritable enemy not only in the head of the local government units but also among the barangay officials who attended the Liga. So hopeless are the LP candidates they coalesce with the Communist Party of the Philippines legal front: Bayan Muna led by Satur Ocampo. What an odd mixture of different political and ideological persuasions this assembly had become. Any which way you look at it, they have succeeded in coming out with a formula for their political suicide.

officers, and soldiers allegedly linked to the illegal drugs trade. He said those on the list have 24 hours to report to their superiors, or they will be hunted down by the police and military. Many of those on the list had long been dead, or wrongly named. Many others had been killed after the partial release of the list. By December 2016, in a series of TV interviews, however, the President said his list of 163 had grown to 6,000 names. Two years hence, the President said his list enrolls the names of 82 politicians running in the May 2019 elections. This matter is more than just about a list, and its disclosure, more than just a story that the Duterte Administration seems to want the news media to publish and broadcast with no thought to the journalistic values of fairness, accuracy, and independence. Instead of rushing to print or air, we now urge all our colleagues to exercise utter prudence and fastidious judgment in evaluating this “story.” To be sure, the “story” offers just a list of names, but not the full, substantive details of why or how those on the list had been tagged or plugged as so-called “narco politicians.” In the Duterte Administration’s view, naming and shaming those seeking public office allegedly involved in the illegal drugs trade may serve the public interest. But absent convincing proof of the Administration’s claims, or cases it has filed or plans to file in the courts, such naming and shaming redounds to mere trial by

publicity of political rivals, and a publicity stunt for the public and the news media’s transient amusement. Such naming and shaming calls attention to the possible invasion of privacy, as well as denial of due process and presumption of innocence, for those on the list. Once published or broadcast, the travesty will be magnified as a collective disregard for the rule of law, and a clear breach of the time-honored traditions of fair, accurate, and independent journalism, by the news media. Rather than seek publicity for its unverified “narco list” story, the Duterte Administration should waste no time to build cases, file charges, prosecute, and send to jail the guilty, if indeed it had proof and evidence on hand. The Constitution, in Article III, Section 14 (12), upholds the principle of presumption of innocence. Contrary to Mr. Panelo’s assertion, there are no exemptions to this principle. In what seems to be his own apparent doubts about the list’s veracity, Mr. Panelo has said that those on the list could always sue for libel, if it could be proved that they had been falsely tagged or accused. But that also means that the aggrieved parties would have to file suit against newsmedia agencies that would publish or broadcast the names on the unverified list. The likely respondents, though, will not include the President, because he enjoys immunity from suit while in office. Verify, verify, verify. And do so independently. That is the first thing that the news media can and should do,

before running a list that tags and links people to hateful crimes, on the mere say-so of the President and his political lieutenants, Taking their word at face value, reporting their claims uncritically, rushing to print or broadcast just a list that tags people without proof, are not without serious consequences. All these could put the life and liberty of persons in serious peril; all these could put the ethics and credibility of the journalism profession in serious doubt. It is from the courts — by due process, by evidence, by fair trial – that the people must know who are guilty, and who are innocent. It is not the Duterte Administration that, by press release alone, must name and shame possibly both the guilty and the innocent via an unverified “narco list.” We, journalists and media organizations can, at the very least, refuse to play along when the government and those who are supposed to lead the nation play fast and loose with due process and the rule of law. Gov’t, media can’t play fast, loose with due process and rule of law

WE, JOURNALISTS AND MEDIA ORGANIZATIONS, express grave concern about the likely breach of professional ethics and adverse legal implications of the publication and broadcast of the Duterte Administration’s list of public officials allegedly involved in the illegal-drugs trade. The list reportedly enrolls the names of 82 candidates in the May 2019 elections. The list was reportedly based on still to be verified intelligence reports and wiretapped information received from foreign governments. President Duterte and his spokesperson Salvador Panelo have announced plans to release the list to the public next week, even before the National Bureau of Investigation could validate its contents, or even before the authorities could build cases and file the appropriate charges against the alleged malefactors. The chief of the Philippine Drug Enforcement Agency said he is against the release of the list, adding that his agency has yet to re-validate it. The Commission on Elections’ spokesperson said the government must “convict first” before those on the list could be disqualified as candidates. On Aug. 7, 2016 at a wake in a military camp in Davao City, the President had read names from what he called a “validated” list of 163 barangay captains, municipal mayors, vice mayors, representatives, judges, police

ANOTHER sea turtle or pawikan nest was discovered inside the plant complex of AboitizPower subsidiar y Therma South, Inc. (TSI) last February 23, 2019. This is the second discovered nest after the previous one was found last December 14, 2018. Security personnel spotted a dark shape crawling along the shoreline of the coal-fired power plant at around 11:00 p.m. and, at first, thought it was an intruder. To their surprise and relief, they instead found an olive ridley sea turtle laying her eggs. Since the discovery, TSI has built a temporary enclosure to protect the nest. TSI will also be coordinating with experts from the Cleanergy Park, operated by Davao Light and

Power Co., the Department of Environment and Natural Resources, and Ridge to Reef Environmental Consultancy for the protection and monitoring of the nest. Disomnong dated January 22, 2019 and which read in part:

1. Petitioner is of legal age, Filipino and resident of Barangay Lilod, Balindong, Lanao del Sur, Philippines, where he may be served with notices, orders and other processes of this Honorable Court;

Respondent Local Civil registrar of Balindong, Lanao del Sur, is the custodian of all the records of birth of person born in the Municipality of Balindong, Province of Lanao del Sur and, may be served with notices, orders and other court processes at the Grounnd Floor, Municipal Hall Building, Balindong, Lanao del Sur;

On the other hand, respondent National Statistician and Civil Registrar General of the Philippines Statistics Authority (PSA), is likewise impleaded as central custodian of all records of birth in the country and ay be served with notices, orders and other court processes of the Honorable Court at the National Statistics Office (NSO) Building, East Avenue, Diliman, Quezon City;

SPECIAL PROC. NO.: ML-443-2019 3. Petitioner was actually born on January 1, 1954 at Lilod, Balindong, Lanao del Sur but, the fact of this birth was not registered in the Local Civil Registrar of Balindong, Lanao del Sur, owing to the fact that registration birth during said time was necessary;

4. When petitioner was became of age and enrolled in the formal education to earn a degree, he bore the birth January 1, 1954 up until he first got a job in 1988 as Messenger in the Bureau of Customs assigned at the Manila International Airport (MIA);

5. On January 1, 2019, petitioner reached his compulsory retirement at age Sixty Five (65) and, one of the requirements is the submission of his Certificate of Live Birth;

6. Petitioner went to the Philippine Statistics Authority (PSA, for Bravety) to get a Certificate of No Birth. However, he was surprised to learn for the first time that he had a Certificate of Live Birth extant the PSA’s system. He did not know that his younger sister Calima M. Disomnong filed a Certificate of Live Birth that indicated as erroneous year of his birth. It appeared that petitioner’s year of birth was 1957 instead of the correct year 1954;

7. Thus, the error committed though honest mistake and sheer inadvertence, pertained to the year of birth, more particularly underscored, as follows: a. Year of birth: January 1, 1957. A copy of his Certificate of Live Birth is attached and made in an integral part hereof as ANNEX “A” while the erroneous entry is marked as ANNEX “A-1”;

8. For this reason, petitioner’s retirement benefits are put on hold until his birth is corrected from 1957 to 1954;

9. The following documents which are attached and marked, respectively, will show the petitioner’s correct year of birth, as contradicted in his Certificate of Live Birth: a. Senior Citizen’s ID marked as ANNEX “B”; b. Bureau of Customs ID Cars as ANNEX “C”; c. Service Records as ANNEX “D”; d. GSIS Member’s Print out, as ANNEX “E”; e. GSIS UMID Card as ANNEX “F”; f. Certificate of Compensation Payment/Tax Withheld as ANNEX “G”; g. Certificate of Marriage as ANNEX “H”; h. Personal Data Sheet as ANNEX “I”; i. Examination Permit as ANNEX “J”

10. The correction of entry in the Certificate of Live Birth of the petitioner issued by the NSO and Civil Registrar of Balindong, Lanao del Sur, is in order. Petitioner has not deliberately caused the recording of the above-cited erroneous entry; and

11. Petitioner instituted his action to correct the foregoing erroneous entry in his Certificate of Live Birth, and thus, puts his birth and other records in proper perspective.

SPECIAL PROC. NO.: ML-443-2019 Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this court on March 21, 2019 at 8:30 I the morning. Let a copy of this Order be published at the expense of the petitioner in a newspaper before general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks. The Local Civil Registrar of Marawi City and the Civil Registrar General, or any person who has interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this petition of from the last day of publication of this Order. Further, let this Order be posted for fifteen (15) days prior to the date of hearing in the Bulletin Board of the Civil Registrar of Marawi City and Bulletin Board of this Court, at the expense of the petitioner. The petitioner is directed to notify this Court of the publication Order not later than three (3) days before March 21, 2019. Most of these houses are concrete. “The families involved were given 15 days to pack up and was allowed to voluntarily demolish their houses so that they can still use it if they want to build another
