Udarbe was referring to the “Minimum Access Volume” (MAV), a group of big time private rice traders, authorized by the government to import rice. “The MAV is expected to deliver 350,000 metric tons of imported rice any time in February or March this year, but whether the supply could pull the prices of the rice in the market remain to be seen,” Udarbe told the Manila Times. C ompostela Valley Province -- The province opens its “20th Founding Anniversary and 11th Bulawan Festival” celebration with the Bulawan Fun Run and Duathlon on March 4, 2018 at the Provincial Capitol Grounds, Cabidianan, Nabunturan, Comval. As early as 5’o’clock in the morning, more than 9,000 registered runners from the different Local Government Units (LGUs), national and local government agencies, private institutions and individuals in Comval and other neighbouring places participated in this year’s Bulawan fun run and duathlon activity as the opening salvo. Governor Jayvee Tyron L. Uy said that the proceeds of the event will go mainly for the repair of school buildings in the province and other infrastructure needs. “We want to showcase this year that we are going
to emphasize the environment since this will be the key for our sustainability in our province especially in the next generation,” he said. Gracing also the occasion were Congressman Karlo Nograles of the 1st District in Davao City as the Guest of Honor together with 1st district Congressman Maricar Zamora of Comval, Provincial Officials led by Vice Governor Manuel E. Zamora, Municipal Mayors led by the League of Municipalities of the Philippines (LMP) president Mayor Ruberto M. Yugo of Pantukan and municipal officials. The advocacy run and duathlon was indeed successful. On February 26 2018, with Musikahan on the lead, Tagum City’s Five-in-One International Celebrations officially commenced. The City Government of Tagum has always been adamant at making music an essential part of Tagumenyos’ culture as people. For that reason, Tagum City has always made the Musikahan Festival a priority event for its constituents to enjoy. This year, the LGU kicked it up a notch with it a 5-part celebration, welcoming the Musikahan Festival, the 20th Araw ng Tagum, the State of the City Address of Honorable Mayor Allan Rellon, Tagumenyo Bisa’g-asa, and the New City Hall Transfer Anniversary. Performers from all over Tagum proved that Tagum is indeed the Music Capital of the South. An estimated number of 5,000 performers came together to make history, breaking Tagum City’s previous record at 3000 from the previous year. With the participation of 18 schools, 20 churches, the LGU Officials of Tagum, and our very own Chamber Chorale, the opening ceremony left Tagumenyos stunned with various performances showcasing different talents. L i k e w i s e , w it h t h e help of SPA Music Arts Combo, the JR Symphonic Orchestra, the Tribal and Muslim Musicians, and several other performers displaying their talents, Tagumenyos got to witness the best opening ceremony of the Musikahan Festival thus far. To make the night even more memorable, the songs chosen were a big hit to Tagumenyos as the performers sang their hearts out with This is the Moment, Let there be Praise, and Like an Eagle. Moreover, Tagumenyos enjoyed a grandiose fireworks display as the highlight of the opening program. MARAWI City--Go Negosyo and Philippine Franchise Association (PFA), in partnership with the Department of Trade and Industry (DTI), Provincial Government of Lanao Del Sur and the City Government of Marawi launched the program, "Franchise Intervention to Rebuild Marawi (FIRM)" for Internally Displaced Persons (IDPs) in effort to restore Marawi City's once-thriving business economy. FIRM, a two-day program held at the Provincial Capitol of Lanao Del Sur that provides franchise and entrepreneurial seminars and offers special franchise investment packages. Seminars focused on how to be a successful franchisee, entrepreneurial mind-setting and franchise business model were presented during the program. WFP is mobilizing additional resources to cover the needs of its current operations until May, including early recovery activities that involve food and cash-based assistance.
Conflict-affected farmers in Marawi get food assistance FILIPINO farmers affected by fighting in Marawi are to receive food assistance from the United Nations World Food Programme (WFP). This has been made possible by a P12.4 million (€300,000) contribution from the Government of Italy to WFP. “Italy stands with the Philippine Government in its efforts to assist the people of Marawi,” said Italian Ambassador Giorgio Guglielmino. “Our partnership with the World Food Programme will support the food needs of thousands of Filipinos as they rebuild their lives.” Fighting broke out in Marawi City in May 2017 between government forces and armed militant groups linked to the so-called Islamic State. PDP-Laban’s crafting ‘junkies,’ ‘wannabes’
RESURRECTING from the bowels of obscurity, the Partido Demokratikong Pilipino – Lakas ng Bayan (PDP-Laban) is now revving up with a vengeance. Buried in the oblivion of anonymity for the last 20 years, the PDP-Laban, originally organized by four opposition leaders from Mindanao, including Sen. Aquilino Pimentel, Jr. then Mayor of Cagayan De Oro City, the PDP-Laban became one of the political pillars that catapulted the housewife Corazon Aquino into the Presidency in 1986. The PDP-Laban was purposely organized to set the tone of the political opposition in Davao and Cagayan De Oro City against the strongman Ferdinand Marcos in the latter days
of the military rule. The PDP coalesced with Sen. Benigno Aquino, Jr., then one of the prime movers of Laban, to bring the opposition against the Marcos regime to the national political platform. The Lakas ng Bayan was a coalition composed of the political opposition PDP-Laban, Lakas ng Bansa, the Liberal Party-Salonga wing, the National Union of Christian Democrats-United Muslim Democrats of the Philippines, the Philippine Democratic Socialist Party, Bandila and Pinaghiusa. The coalition was organized with the sole purpose to oust Marcos. The political opposition reached its pinnacle when Marcos, after losing support from the United States, fled
the country at the height of the civil-military uprising in Edsa on Feb. 25, 1986. The Edsa uprising was initiated by the Roman Catholic Church led by Cardinal Sin after Marcos was declared winner in a snap presidential election on Feb. 7, 1986. Cardinal Sin made the call after the NAMFREL, an independent election quick count with an “inclined” support to the political opposition, described the snap presidential election as fraudulent. The Edsa uprising succeeded when then Chief of the Constabulary, Lt. Gen. Fidel Ramos and Defense Chief Juan Ponce Enrile, obviously on the advice of the U.S. Pentagon and CIA, abandoned Marcos

A man reaps what he sows…” (Galatians 6:7, the Holy Bible). -oooOSG FILES QUO WARRANTO CASE TO NULLIFY APPOINTMENT OF CJ SERENO: As this edition of Kakampi Mo Ang Batas reaches those who regularly read its contents in the Philippines and elsewhere in the world, the quo warranto case seeking the setting aside of the appointment extended to Chief Justice Maria Lourdes Aranal Sereno by then President Noynoy Aquino already reached and had been filed with the Supreme Court by Solicitor General Jose Calida. I will not dwell on the
legalities or on the finer points of law which Calida’s petition raised, and I have a number of reasons for not doing so. First, my daughter, Maria Luisa Mauricio, was one of the lawyers of the Office of the Solicitor General who had a hand in the preparation and filing of the petition in that case. I am sure many will say I will be necessarily favoring my daughter and the OSG in any comment I will make. Second, the sub judice rule now applies to the Calida petition. Sub judice simply means that if a matter has already been brought for adjudication or resolution to the courts (even to the courts which are of lower rank than the Supreme Court), its merits or lack of it can no longer
be discussed publicly. The rule requires to leave the resolution of the case to the courts alone. -oooKARMA AND SERENO AND OTHER OFFICIALS OF THE COUNTRY: Be that as it may, I couldn’t help but look into the issue of “karma”---or the oftacknowledged phenomenon which assures that whatever one did or has sown would certainly come back to him or her sooner than later--affecting Sereno’s case. Indeed, whatever we did to another human being is going to be repeated to us somehow. This is something that is written in the Bible, in its Galatians 6:7, which precisely intones: “…Do not be deceived: God cannot be

A man reaps what he sows…” Inevitably, God is going to make everyone account for whatever they have done, making sure that whatever pain or blessing we imparted to others would come back to us in more ways than one. There are many incidents showing karma’s effects that could be read from the Bible. One of them is the story of Adoni-Bezek, a king who used to cut the fingers off the hands and feet of the kings whose kingdoms he had subdued, making the hapless monarchs eat from the crumbs that fell from his table. THINK a minute. An African man who had three wives asked his Irish friend who had only one wife, this question: “Do you like your wife?” His Irish friend replied: “I like her very much!” The African man shook his head and said very sadly: “I don’t like any of mine.” A famous comedian gives this advice to young couples before they get married: “Of course, it’s important to love each other; but if you want to be really happy together, you better LIKE each other.” Ray Rosa grew up in Italy and came to America as a young man in 1921. There he met and married his wife, Isabel. They settled
in a small town where Ray worked as a barber most of his life. Just a few years ago, Isabel became very sick and had to move to a nursing home in a nearby town to live. Ray’s life and daily routine completely changed. Every morning, 7 days a week, he takes a bus to the nursing home where Isabel waits for him in her wheelchair. They spend the day together and Ray takes care of her. Sometimes he brings his guitar and sings Italian songs for the other sick patients, and gives free haircuts to some of the men there. Then at 5:30 every evening, Ray says goodbye to his wife and catches the
bus home. It’s very clear that Ray’s life has become one with his wife’s, so that his life is wherever she is. That’s real love and happiness. It doesn’t get any better than that. You just can’t fill your heart with real happiness until you give it away to someone else. Jesus Christ teaches that our life is much more blessed and happy when we give more than we receive. Marriage is all about giving and forgiving. It’s living everyday with your best friend for life, so your two lives become one. Marriage is a decision and commitment you make not just for a few years, but for the rest of your life—no

After Cory Aquino, the PDP-Laban has lost its glimmer and was resigned to oblivion. In fact, its PDP-Laban’s formidable candidate, Sen. “Koko” Pimentel III, now Senate President (thanks to Duterte’s election to the Presidency under the PDPLaban), could not even win in Cagayan De Oro City, the supposedly political turf of Pimentel’s PDP-Laban. During the mayoral election in 2001 against Dongkoy Emano, Koko Pimentel lost by a margin of about 50,000 votes. Perhaps, the lost has left a political scar in the Pimentel’s heart that until now, the Pimentel finds it hard to accept defeat and reconcile with Dongkoy Emano. Thus, in an interview with a local newspaper
back in 2015 when Emano planned to align with Duterte (Emano’s certified friend), Sen. Pimentel, Jr. was adamant on welcoming Emano to the PDP-Laban political party. Pimentel reportedly mused the “awkwardness to support Emano when they (Pimentel) were campaigning against Emano in the 2013 mayoral elections.” Emano failed to align with Duterte in the presidential poll because Duterte made his final announcement just few days before the deadline for the filing of the certificate of candidacy. By then, Emano, whose Padayon Pilipino political party has an alliance with the opposition United Nationalist Alliance (UNA) has decided to support the presidential bid of Jejomar Binay. With Duterte’s election as President, the PDP-Laban political party has reinvigorated. Now, the PDP-Laban is working hard to gain and regain lost political ground. It now welcomes all political “butterflies” to its fold, including the languid and the perceived to be corrupt public officials. Political observers opined that sooner, the political termites and leeches among the political tyrants would gobble up the PDP-Laban, which would, again, lead to its ultimate downfall. Well, the CYNOSURE hesitates to believe that the PDP-Laban would blow into pieces in the near future.

DFA to increase passport processing capacity By Filane Mikee Cervantes
MANILA -- The Department of Foreign Affairs (DFA) is eyeing to increase its passport processing capacity to meet the rising demand for Philippine passports. During the House probe on slow passport processing on Tuesday, DFA Secretary Alan Peter Cayetano said the demand for passports “shot up” after the validity of Philippine passports was extended to 10 years from the previous five years. “When we took over, the demand shot up. So in 2016 alone to 2017, (the demand

MANILA -- Home improvement and construction supplier Wilcon Depot Inc. expects to reach its target of 65 branches in 2020, or a year early, as it continues aggressive expansion to meet demand as the government rolls out more infrastructure projects. “When we listed (at Philippine Stocks Exchange), our target is to do 65 branches by 2021. Now, we are trying to fast track it, we might be able to do it in 2020… Practically, all the
sites are ready, and we have the funds,” Wilcon Depot Founder and Chairman Emeritus William Belo said in an interview. DENR 10 celebrates World Wildlife Day To spearhead the campaign in educating the youth on the importance of wildlife, the Department of Environment and Natural Resources, Region 10 (DENR 10) through its Protected Area Management and Biodiversity Conservation Section (PAMBCS) conducted a symposium on March 2, 2018 in Cagayan de Oro City. The symposium was attended by selected students of Macabalan National High School. The activity is in observance of the World Wildlife Day which is celebrated globally every March 3, the day when the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was adopted in 1973. The theme for this year’s celebration is “Big cats: predators
under threat.” This year’s celebration focused on big cats – Lions, Tigers, Leopards and Jaguars as well as their smaller cousins such as Cheetahs, Snow Leopards and Pumas, who are facing many different threats, most of which are caused by human activities. According to SeeTheWild Organization, roughly 80 percent of the 40 wild cat species are shrinking and sixteen of them are considered vulnerable, endangered, or critically endangered. MinDA seeks P1.35-T 2019 Mindanao budget DAVAO CIT Y -- The Mindanao Development Authority MinDA) is pushing for a higher budget share for Mindanao at PHP1.35 trillion for 2019-2020 to usher in sustainable development and the realization of the Duterte administration’s vision for the island. MinDA Chair Secretar y Datu Abul Khayr Alonto said the appeal for higher budget is for Mindanao to catch up with the Dutertenomics target of boosting the island-region’s economy by seven to eight percent, and reducing poverty to 20 percent by year 2022. Alonto said budget increase is focused on the prioritization of sustainable infrastructure development to support industries, the small medium enterprises, and other projects to bring down poverty. Among the projects included in the budget are the priority projects u nd e r t h e Mi n d an a o Development Corridors (MinDC) amounting to PHP603 billion. These are the Trans-Mindanao High-speed Railway System, Land Transport Connectivity and the Mindanao gateways – ports, airports. DAVAO CITY – After the successful 2018 Davao Regional Athletic Association (DAVRAA) Meet, Davao City is again hosting the regionals next year. This developed after Compostela Valley province begged off to host the 2019 DAVRAA because its sports facility is not yet ready for next year when it is supposed to host the sporting event. It was a wish granted for Mayor Sara Duterte-Carpio, who asked the Department of Education (DepEd) that Davao City will host the regional meet again because she wants more “hosting practice” in preparation for the 2019 Palarong Pambansa. Davao City is bidding for the hosting of next year’s
national games. “I asked Department of Education if we can host DAVRAA 2019 and they responded that it is possible and we will just discuss it but in principle, it’s already approved,” she said. Duterte-Carpio said the city will be using the sports facilities at the University of the Philippines Mindanao (UPMin) Mintal campus, which will be completed next year. The mayor even asked the local chief executives in the region to allow Davao City to handle DAVRAA. Filed on February 28 by the Senate Committee on Local Governments after a series of public hearings, consultations and technical working group meetings, SB 1717 aims to create a Bangsamoro that will be parliamentary in form, with a Chief Minister as head of government, two deputy Chief Ministers, a Cabinet, and a Parliament of at least 80 members. The bill, now up for plenary debates with the Senate eyeing passage before Congress takes a break from March 24 to May 13, replaced the four proposed Bangsamoro laws earlier filed, including the version submitted by the Bangsamoro Transition Commission
(BTC), the body tasked to draft the BBL, composed of 11 representatives nominated by the MILF and 10 by government (GPH). The Senate proposes fiscal autonomy for the Bangsamoro, a major problem in the past and present autonomous regions in the Moro-dominated areas. It also provides for an annual block grant which shall be the share of the Bangsamoro in the national internal revenue of the Central Government and will be automatically appropriated to the Bangsamoro Government and reflected in the General Appropriations Act. The bill also adopts the BTC’s proposed PhP 100 billion Special Development Fund (SDF) but instead of allocating it over a period of 20 years as proposed by the BTC, wants the amount spread across 10 years, at 10 billion pesos a year. The SDF is intended to “rebuild (the Bangsamoro’s) conflict-affected communities and catch up with the rest of the country.” SB 1717 provides that the transition period for the establishment of the Bangsamoro shall commence upon ratification of the BBL and its first regular election will be held “three years from the ratification of this Basic Law.” Under the Comprehensive Agreement on the Bangsamoro (CAB) that government and the MILF signed on March 27, 2014 after 17 years of peace negotiations, the now 27-year old Autonomous Region in Muslim Mindanao (ARMM) is deemed abolished upon the ratification of the BBL. The BTC draft had proposed that the first regular election be held on the first Monday of April 2022. This proposal was adopted by the House of Representatives’ Committees on Local Government, Muslim Affairs, and Peace, Reconciliation and Unity, in their working draft that consolidated four bills earlier filed in the House, including the BTC draft. The House committees are conducting four more public hearings on the BBL – on March 8 and 9 in Buluan, Maguindanao and Koronadal, South Cotabato, and 15 and 16 in Tubod, Lanao del Norte and Marawi. The House earlier gave assurance they would pass the Bangsamoro law before the recess. Parliamentary SB 1717 was filed a day after the 20-member Consultative Committee tasked by President Rodrigo Duterte to review the 1987 Constitution, voted for a Presidential form of federal government. The Senate bill adopted the form of government envisioned under the GPH-MILF peace agreement. The Bangsamoro “will allow them self-governance that will put an end to their feeling of alienation which for decades have fueled their rebellion,” Senator Juan Miguel Zubiri, chair of the
Senate’s Sub-Committee on BBL, said in his sponsorship speech on February 28. “ The Parliamentar y System of government,” he explained, “is closer to their tradition as the Parliament mirrors their traditional leadership such as the Ruma Bichara (Council) of the Sultanate of Sulu or the Atas (Council) Bichara of the Sultanate of Maguindanao.” “Everyone will have a voice in the Parliament,” Zubiri said as he noted the “innovative features of party representation, district representation, and reserved seats and sectoral representation ensures that no one is left behind.” The Senate bill proposes two provisions on the Parliament — anti-dynasty and turncoatism — that were not in the BTC draft. “No Party Representative should be related within the second civil degree of consanguinity or affinity to a District Representative or another Party Representative in the same Parliament,” the Senate version proposes. It also says a member of Parliament elected under the proportional representation system shall forfeit his or her seat for any of five grounds listed, among them “transferring to another party during his / her incumbency.” Zubiri, a Mindanawon from Bukidnon said SB 1717 aims to address the historical injustices committed against the Bangsamoro, “correct the mistakes of the past” and prevent “another Marawi.” (See sponsorship speech) “Mr. President, I do not want to sound like a warmonger, but if we do not heed this clamor for change in the Bangsamoro, God forbid, restlessness among the armed groups in Mindanao could spiral out of control. The possibility of another Marawi siege would not be far from the horizon. The country can no longer afford more bloodshed. Our generation has suffered long enough from the clutches of poverty, from the evils of war. Let not our children and their future suffer some more. Never Mr. President, never,” Zubiri said. ‘On the right side of history’ He called on his colleagues to be “on the right side of history, and certainly, passing the BBL now is on the right side of history” that would pave the way for a “just and dignified peace not only in Mindanao but in the whole of Philippines.” The proposed law, he said, gives “greatest latitude if not full autonomy to the Bangsamoro government that will be established, to assert their political and
economic self-determination and pursue development programs for their people according to their peculiar historical, cultural, religious and national identities.” In his co-sponsorship speech, Senator Sonny Angara, chair of the Senate Committee on Local Government, said passing the BBL is “not only necessary” but “also life-saving, and hopefully life-changing.” Angara noted that many skeptics say the BBL will just give rise to other breakaway groups and will not lead to peace. “Their position is understandable for one only needs to look at the past for proof of this. But to them I say, let us look to the future with hope and optimism. I say, we should not stop trying to find the solution for peace and prosperity in Muslim Mindanao.” The BBL, he maintained, “comprises our greatest legal arsenal for achieving peace, which will ultimately help unleash the other positives of the peace process.” Under the CAB, the passage of the BBL is tied to the normalization process and the decommissioning of weapons and combatants of the MILF. ‘Fertile ground, no longer for violence or for terrorism’ “Where our armed forces laid siege on Marawi City to stop terrorist-rebels in their tracks, we need to enact this law so that no other armed group could recruit and amass critical support. Never again should any of our beautiful communities, especially those in Mindanao, ever be at risk of being leveled or destroyed by human hands,” Angara said. He expressed confidence that the BBL will ensure that the Bangsamoro will “become fertile ground, no longer for violence or for terrorism, but instead for opportunity and active civic engagement.” The BBL, he stressed, “could very well be our most effective means of keeping religious extremism and secessionist tendencies at bay—and hence, of achieving long-lasting peace.” In her co-sponsorhip speech, Senator Risa Hontiveros said the passage of the BBL will “change that narrative” of “violence, oppression, and marginalization” in the Bangsamoro. She said passage of the BBL will “renew our commitment to democracy,” will be “an institutional recognition of the justness and legitimacy of the cause of the Bangsamoro people,” and is “our commitment to peace.” (Carolyn O. DAR turns over farm equipment and livelihood projects to farmers

The farmers of the Malaueg Savings and Trading Cooperative will receive a production center for livelihood enterprise worth P225,000. The project will be implemented under the Village Level Processing Center Enhancement Project (VLPCEP). “The project under the VLPCEP includes the improvement, enhancement, and expansion of existing building intended as a production center for livelihood enterprise of farmers.
