ILIGAN City--Authorities arrested on Friday (March 1) a 49-year-old laborer who was accused of sexually molesting the 14-yearold daughter of his live-in partner.

The suspect was at his house in Barangay Suarez here when the "tracker team," composed of the Criminal Intelligence and Detection Group (CIDG), Highway Patrol Team (HPT) and Iligan City Police Station (ICPS) 2, arrived to serve the warrant of arrest against the suspect who raped his step daughter on April 4 last year.

Reflecting the u n i v e r s it y ’s g o a l for personal and community development, the 100% enrolment coverage applies to the following Senior High School Strands (SHS) strands: STEM, ABM, HUMMS, TVL, and GAS. Successful enrolees of the grant are eligible for 100% free tuition and

RESIDENTIAL Peace Adviser Carlito Galvez, Jr. on Sunday said his office will issue a written apology to Tawi-tawi professor and civil society leader Arlene Navales-Sevilla who took her oath as member of the Bangsamoro Transition Authority (BTA) on February 22 in Malacanang but whose appointment paper was not among those released by Malacanang on February 27.

“We will make a written apology to her and the others for the unfortunate incident. Undersecretary Glo Mercado is trying to communicate with her and currently working to meet her as soon as practicable,” Galvez told MindaNews in a text message.

He said Sevilla is back in Tawi-tawi. “We are fixing our schedules now,” he said.

Sevilla, an Associate Professor and Director of External Affairs Scholarship Coordinator of the Tawi-tawi Regional Agricultural College and Executive Director of the Tawi-tawi Alliance of Civil Society Organizations, and a core member of the Anak Mindanao Provincial Team, told MindaNews on Saturday that Galvez or other officials of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (formerly Office of the Presidential Adviser on the Peace Process or OPAPP), had not communicated with her since February 27 when she asked Assistant Secretary Acel Papa why her name was not on the list of BTA members reported by the media.

The media reports based the list of 76 members from the appointment papers dated February 22 but released by Malacanang only on February 27. Sevilla’s appointment paper was not among the 76 released.

Instead, the appointment papers of four new members were released along with 71 of those who took their oath in Malacanang and the 41st nominee of the Moro Islamic Liberation Front who was unable to attend as she was recuperating from an ailment.

Seventy-two members of the BTA – 40 of 41 nominated by the MILF and 32 of 39 nominated by government, including Sevilla, took their oath in Malacanang on February 22.

The 80-member BTA will govern the Bangsamoro Autonomous Region in Muslim MIndanao (BARMM) during the three-year transition period until June 30, 2022.

Sevilla said Papa assured her on February 27 that she would look into the matter of her appointment paper but since then, no one from the OPAPP had communicated with her.

“Only silence,” Sevilla told MindaNews in Davao City on Saturday before leaving for Tawi-tawi via Zamboanga. Sevilla attended a conference in Davao City on monitoring mining operations in Mindanao.

“I deserve an explanation,” she said.

“Others” When Galvez said they will “make a written apology to her and the others for the unfortunate incident,” the “others” he was referring to are the 10 government nominees who, like Sevilla, had been vetted and cleared and were supposed to be on the “final” list. The 10 were stricken off the list barely four hours to their 2 p.m. call time in Malacanang.

Some of them were already on their way to Malacanang or were preparing to leave for Malacanang when they were told not to proceed anymore.

Sevilla said that when she learned three of her fellow nominees were taken out

of the list, she thought of changing her cultural attire into casual clothes and just spend the afternoon with her daughters but she received a text message to proceed to Malacanang.

ROTC graduates can help in clean-up drives ASIDE from beefing up the number of troops and helping in disaster response missions, Reserve Officers' Training Corps (ROTC) graduates can also help the government in its ongoing efforts to clean the country's vast coastal areas.

"The ROTC, aside from the trainings to become citizen soldiers and prepare them for HADR (humanitarian assistance and disaster relief ) duties, can set the example in caring for the environment by participating in cleanup drives both in coastal areas and forest reserves," Detoyato said in a message to the Philippine News Agency.

Earlier, Department of National Defense (DND) spokesperson Arsenio Andolong said the country is

planning to have reservist units, which can be activated in a moment's notice if needed.

"It is this state of readiness that we would like to achieve through the revival of mandatory ROTC along with the instilling of discipline, patriotism and love of country in our current youth and the other generations to come," he said in a message to the Philippine News Agency.

Since ROTC graduates are part and parcel of the AFP's Reserve Force, along with the Ready and Standby Reserves, Andolong said the former can be directed to report to their respective reserve units, which may be tasked to do any or all of the following when a contingency arises: * Serve as a base for expansion of the regular force in the event of war, invasion or rebellion; * Assist the government in relief and rescue operations in the event of calamities or disasters; * Assist the government in socio-economic devel-

opment and environmental concerns; * Assist in the operation and maintenance of essential government and private utilities (e.g. power, telecommunications, and water).

"When analysts profile and examine the military strength of adversary nations, they pay special attention to the quality and quantity of their reserve forces. Israel and Singapore, for instance, maintain a relatively small regular force to maintain the armed forces but they have a large and very capable number of reservists who can be activated in a moment's notice," the DND spokesperson stressed.

House Bill 8961 seeks to amend for the purpose Republic Act 7077 or the Citizen Armed Forces of the Philippines Reservist Act. Under the proposed measure, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools

in public and private educational institutions.”

The bill also states that ROTC training shall be a requirement for graduation.

As provided for, the following students may be exempted: those who are physically or psychologically unfit; those who have undergone or are undergoing similar military training; those who are chosen by their school to serve as the school’s varsity players in sports competition; and those who may be exempted from training for valid reasons as approved by the DND, upon recommendation by an educational institution where the concerned student is enrolled.

The proposed measure also strictly prohibits the use of ROTC training for “political” objectives and for teaching and instilling a particular political ideology on students. House Bill 8961 also specifically bans hazing and other forms of physical or mental abuse.

Raging bull

THINK a minute.

The worst shooting massacre in America’s history took place on the campus of Virginia Tech University. A student named Cho SeungHui went on a shooting spree killing 32 people before committing suicide.

Cho was a South Korean who moved to America at age eight. As a child he was quiet and well-behaved. In school Cho was excellent at math and most of his other subjects. He was well liked by his teachers who told the other students that Cho was a good example to follow.

He was seen as a smart boy and even quite popular with the girls.

Sadly, this all changed for Cho in middle school and

high school where almost every day he was teased and tormented for being shy and speaking English differently. This constant shaming of Cho by the other students became so painful that finally he refused to speak at all around other people. Every day he was either alone or bullied by other kids.

Finally, Cho’s parents took him to a youth club hoping this might help him.

Unfortunately, kids made fun of him there too. Furthermore, the adult leader of the group noticed that Cho might be developing some mental problems, so he encouraged Cho’s parents to take him to a doctor. But sadly, they did not do it.

Cho’s aunt in Korea became increasingly concerned as she heard his parents frequently talk about his older sister but almost never mention Cho. After years of being bullied and abused by other students, Cho became like a wounded, raging bull wanting to destroy everyone in his path. It’s a simple, tragic fact of life: “Hurt people, hurt people.” In other words, people who are hurting inside usually react by hurting other people around them.

In fact, most of our anger in one way or another is caused by some type of pain.

Maybe you are still angry because of the ways you’ve been hurt or humiliated in your life. It may have

happened years ago, but your emotional pain has not completely stopped.

But the great news is if you will ask Jesus to come in to your heart and take control of your life, He can start healing your wounds. He will also give you the strength to forgive those people who hurt you. It is then that you can finally be free to move forward and start fully experiencing God’s beautiful plan for your life.

Just think a minute.

Repentance in the context of historical injustices DAVAO City--March 6 of the year 2019 is Ash Wednesday. As most Catholics know, this day marks the beginning of the Lenten Period, the liturgical year of the Christian Churches lasting 40 days. Lent is the season marked for repentance, fasting, reflection, and ultimately celebration with a commemoration of Jesus Christ’s Resurrection on Easter Sunday. Count 46 days from March 6 and the 46th day would be Easter Sunday. Lent is the season when the believers’ focus is on Christ’s life, ministry,

sacrifice and triumph from death.

Islam – a faith tradition in the Abrahamic mold like Judaism and Christianity – also sets aside days of fasting and sacrifice, which is their Ramadhan to commemorate the first revelation of the Quran to Muhammad according to Islamic belief. But one can observe that Muslims seem to be more devout in honoring the Ramadhan days than Christians would for Lent.

There was a time in the preVatican II days when the Catholic Church was more

aggressive in encouraging the members to engage in fasting and abstinence, as well as to be more sensitive in making sacrifices (e.g. quit smoking and drinking alcoholic drinks) as well as giving more alms to the poor. But in the contemporary world that has become more secularistic, Catholics are not as eager and committed to honoring the tenets of Lent.

It might not be a bad idea to bring the faithful again to a deeper awareness of the meaning of Lent, not just as a time to make

sacrifices (through fasting and abstinence) but do be engaged in repentance of our sins that would bring about our reconciliation with God. This is the biblical notion of Atonement (see the book of Leviticus as to how the Jews of the Old Testament set aside days of rituals for this purpose). According to the Encyclopedia Britannica, atonement is “the process process by which a person removes obstacles to his reconciliation with God. BEIJING – Countries under the China-led Belt and Road Initiative (BRI) are expected to bring this cooperation to new heights as the Belt and Road Forum for International Cooperation will take place here in April.

Guo Weimin, spokesperson of the second session of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), said the political advisory body will continue to support the BRI of Chinese President Xi Jinping.

“The CPPCC has attested to great importance to BRI,” Guo said in a press conference here Saturday at the Great Hall of the People.

He mentioned that more than 100 countries and international organizations have joined the BRI as of end-2018.

MANILA -- Finance Secretary Carlos Dominguez III has directed the Bureau of Internal Revenue (BIR) to coordinate with the Department of the Interior and Local Government (DILG) in filing charges against local government executives found responsible for neglecting to check the presence of, if not tolerating, illicit tobacco trade activities in their respective communities.

Dominguez said in a statement on Monday that he already got a commitment from DILG Secretary Eduardo Año on his department's cooperation with the BIR in filing charges against these erring local officials.

“We should charge them for not doing their job,” Dominguez said during a recent Department of Finance (DOF) executive committee (Execom) meeting, referring to mayors and other local officials in areas where illegal cigarette factories have been uncovered by the BIR. Last December, Dominguez asked the DILG to investigate, and file the appropriate charges against the local officials and employees responsible for issuing a barangay permit to a fac-

tory manufacturing illicit cigarettes but disguised as a piggery in Bugallon, Pangasinan.

In a letter to Año, the Finance chief said the “inexcusable lapses” of the local officials and employees involved in the issuance of the permit “should not be left unnoticed,” more so now that barangays have the authority and resources to enforce all applicable laws and exercise diligence in inspecting establishments before approving applications to operate commercially.

Last Nov. 28, a joint team from the BIR and the National Bureau of Investigation (NBI) raided an establishment in Barangay Portic in Bugallon town and found it to be illegally operating a cigarette factory.

At least P2 billion-worth of cigarettes packed and imprinted with unregistered tax stamps and fake brand labels were seized during that raid. Authorities subsequently discovered that the factory was able to secure a barangay permit to operate as a piggery.

In his letter to Año, Dominguez pointed out that the barangay, as the smallest political unit, serves

as the government’s “first line of defense against the proliferation of illegal businesses” and its officials “are mandated to enforce all laws applicable within their jurisdiction and promote the general welfare of the barangay.”

“More specifically, barangays are given the power to issue barangay permits to businesses or activities which are located or conducted within their jurisdiction. The barangays are allowed to exact reasonable fees in the issuance of business permits for the limited purpose to cover only the cost of regulation,” Dominguez said.

Aside from coordinating with the DILG, the BIR will also work closely with other government agencies to

further step up its campaign against the illicit tobacco trade.

The BIR reported to Dominguez that its Strike Team and other concerned offices of the bureau “will actively coordinate with other government agencies to curtail further the proliferation of the illicit cigarette trade.”

BIR Deputy Commissioner Arnel Guballa said that as part of these efforts, the BIR Regional Investigation Division assisted a team led by the Bureau of Customs (BOC) last Feb. 9 in seizing and apprehending several unregistered cigarette-making machines and fake stamps inside an illegal cigarette manufacturing facility in Tacloban City.

DAVAO C I T Y – T h e Philippine Eagle Foundation (PEF) will spearhead “Wildlife is Here” to cast a spotlight on the unique wildlife species found in Davao Region's forests and marine environment.

In partnership with the Department of Environment and Natural Resources-Region 11 (DENR-11) and the Whitley Fund for Nature (WFN), PEF said it will hold a series of events from March 4 to 9 that will showcase the importance of often overlooked species of birds, beetles, butterflies, and marine wildlife found in the Davao Gulf.

PEF Communications Officer Nelizza Marzo said "Wildlife is Here" is in line with the United Nations (UN) World Wildlife Day celebrated globally every March to commemorate the signing date of the Convention on International Trade in Endangered Species (CITES) of Wild Flora and Fauna.

The convention unites 169 countries in the protection of the world's wildlife.

Marzo said PEF and partners will also unveil an interactive exhibit on Sunday that will feature species of birds, beetles, butterflies and marine animals found in the Davao Region. The exhibit will run until March 9 at SM Lanang Premier.

DAVAO CITY -- Agriculture Secretary Emmanuel Piñol assured farmers that the effects of the rice tariffication

Piñol said rice farmers can avail of assistance from the Rice Competitiveness Enhancement Fund (RCEF), which has a PHP10 billion allocation from RA 11203 on top of the budget of DA’s Rice Program.

SP extends deadline for business permit renewals in public markets, terminals

THE 18th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance extending the deadline for the filing of business permit renewal applications in the city’s public markets and terminals from February 28, 2019 to March 31, 2019.

This is in response to the request of the officers and members of Carmen United Vendors Association (CUMVA) and CdeO-Cogon United Market Vendors Association to Councilor Ian Mark Q. Nacaya, chair of the City Council committee on economic enterprises, for the extension of the

renewal period.

According to the market associations, most of the stallholders don’t have the financial capability, at present, to update their delinquencies on monthly rentals due to low sales for the past several months.

They attributed the situation to the presence of “mini palengkes” and big establishments like Ororama, Gaisano, Unitop, among others.

They, likewise, cited that the implementation of the new traffic scheme around the market area and the transfer of terminals of public utility vehicles have affected their income.

The legislation was favorably reviewed and endorsed by all members of the City Council. (SP/JAO)

1. That the parties hereto are about to enter into a contract of marriage, tentatively scheduled on 20 November 1996 in Davao City;

2. That the parties hereby mutually agree that their property relations as future spouses shall be under the regime of COMPLETE SEPARATION OF PROPERTY during the marriage;

3. That all the property, real and personal, now owned or thereafter to be owned by the future husband, Ruben Bernardo, shall remain to be his own exclusive and separate property, subject to his sole disposition, administration and enjoyment, while those of the future wife, Edith dela Peña, shall likewise remain to be her own absolute ownership, disposition and administration;

4. That all earnings from any profession, business or industry shall likewise belong to each future spouse;

5. That each future shall proportionately bear the family expenses, including the rearing and education of future children that may be gotten during the marriage;

7. That the future wife, Edith dela Peña, hereby allows Vanessa Bernardo, a daughter of the future husband out of wedlock, to make periodic visits to her father at their conjugal dwelling. citizens should ensure that the human rights of its citizens particularly the most vulnerable sector – the children – are respected, protected, and fulfilled. The bill recognizes the right of parents to discipline their children, but this right does not include the right to hit and hurt them. The protection of children’s rights does not end at the family door. Inflicting violence against children is wrong and unacceptable as it is when inflicted on adults.

The bill seeks to help parents and caregivers to explore options on proper child-rearing to avoid inflicting violence against children. Multiple studies have shown not only of the long-term effect of physical and humiliating punishment on child behavior, but also the prevalence of this practice in Philippine society. It is the State’s moral obligation to equip parents and caregivers with positive and non-violent discipline methods to help their children grow up to be peaceful and responsible citizens.

Save the bill!

When both chambers of Congress passed the proposed legislation in 2018, we heralded it as a landmark paradigm shift from our long-held culture of using violence to discipline children. However, instead of providing a clear legal framework for our society to change the tradition of inflicting violent punishment against children, we fear that the veto might even embolden parents and others to further harm children in the guise of discipline.

According to the 2016 National Baseline Study on Violence against Children conducted by the Council for the Welfare of Children and UNICEF, three out of five Filipino children have experienced physical and psychological violence and more than half of this is happening at home.

The same study revealed that corporal punishment has been identified as one of the top three issues that Filipino children want to be immediately addressed.

Further, we refute the notion that the practice of positive discipline is a foreign import from the West that is not applicable in the Philippines. As child rights advocates, we bear witness to the fact that it is the Filipino children, not some Western nation, who are clamoring for this legislation. The bill could have protected children from all forms of violence.

CHILD Rights Network (CRN), the largest alliance of organizations and agencies pushing for child rights legislations in the Philippines, laments President Rodrigo Duterte’s decision to veto the “Positive and Non-Violent Discipline of Children Act.” The decision to veto the passage of this bill is a renegation of the Philippine government’s commitment to protect children’s rights. Beating, kicking, slapping, lashing – these are all violent acts that cannot be carefully practiced nor rightly administered. We want to emphasize that violent discipline does not produce law-abiding citizens, but causes juvenile delinquency, aggression, inter-generational transfer of abuse, and even drug or alcohol abuse.

The passage of the Positive Discipline bill is in line with the Philippines’ commitment to the UN Convention on the Rights of the Child (UNCRC), which the country ratified in 1990. As a State Party to the UNCRC, our government committed itself to upholding children’s rights by ensuring their safety and giving them the same amount of protection from violence as adults (UN Office of the High Commissioner for Human Rights, 2009).

Article 19 of the UNCRC specifically states that governments must do all they can to ensure that children are protected from all forms of violence, abuse, neglect, and bad treatment by their parents or anyone else who look after them. Furthermore, the UN Committee on the Rights of the Child, in its 2009 Concluding Observations on the Philippines’ 3rd and 4th periodic report, specifically recommended to enact the Anti-Corporal Punishment Bill to explicitly prohibit by law corporal punishment in all settings, including in the home, schools, alternative childcare environments, places of work and detention facilities.

No jail time for parents in the bill The bill’s primary goal is to educate parents and caregivers on how to give responsive care and instill discipline on children without resorting to physical and humiliating punishment. There are no penal provisions in the bill that prescribes jail time to offenders. Rather, it prescribes seminars on positive discipline and anger management for those who use corporal punishment against children to educate them on alternative approaches to child discipline.

(191a)” There is a need that before the petition to annul the ante-nuptial agreement entered by petitioners from providing a complete separation of property relation petitioner in good faith request the Honorable Court that the petition be published in order that any creditors with whom petition has transacted and obligation will file an opposition to determine if petitioners property relation from complete separation to absolute community of property pursuant to Article 88 of the New Civil Code of the Philippines;

15. That since the petitioners did not observed their Ante-Nuptial Agreement it is but proper that they will terminate the said agreement and as such be cancelled as an annotation in the Certificate of Marriage of petitioners;

16. That with the termination and cancellation of the Ante-Nuptial Agreement in the Certificate of Marriage of petitioners, the property relation that will govern as husband and wife will be the absolute community of the property pursuant to Article 88 of the New Civil Code which provides:

“The absolute community of property between spouses shall commence at the precise moment that the marriage is celebrated. Any stipulation, express or implied for the commencement of the community regime any other time is void.” and in relation to Article 91 which states: “Unless otherwise provided in the this chapter or in the marriage settlement the community property shall consist of all the property owned by the spouses at the time of the celebration of the marriage or acquired thereafter.”

17. That there is no legal impediment that the annotation if the Ante-Nuptial Agreement in the Certificate of Marriage of Petitioners be cancelled;

18. That this amended petition is filed in good faith with other intention but to terminate the Ante-Nuptial Agreement in the Certificate of Marriage of Petitioners;

WHEREFORE, premises considered, it is most respectfully prayed of the Honorable Court that an Order be issued:

a) Ordering the Ante-Nuptial Agreement which provides a complete separation of property of petitioners property relations, as terminated and without effect, for and that the property relation of petitioners will be the absolute community of property pursuant to Art. 88 of the Civil Code of the Philippines;

Rituals of expiation and satisfaction appear in most religions, whether primitive or developed, as the means by which the religious person reestablishes or strengthens his relation to the holy or divine. Atonement is often attached to sacrifice, both of which often connect ritual cleanness with moral purity and religious acceptability.”

For us Filipino Catholics, the idea of atonement is most timely as we move towards March 16, 2021 which is just two years from now.

On this day, the Philippines will celebrate the 500th year of the Christianization of

the Philippines. Among various ecclesiastical and academic groups, there are already discussions on how best to celebrate this event. It can be assumed that all Filipinos will be bombarded by the significance of what took place half-a-millennium ago. But chances are, most interpretation of this significance will be romanticized. There will be jubilant celebration all across the land. Church and State will compete in making sure no stone is left unturned in order to make sure that the celebrations will be grand. Emphasis will naturally be in highlighting the positive, the favorable and the cause for joy.

I do not completely dis-

regard the positive significance of this historical moment. But one hopes we can be a bit more circumspect about the implications of this historical moment. It is my hope that there will be a range of opinions – from the various disciplines – on how to give meaning to this date.

What have been some of opinions shared by a number of social scientists and theologians regarding the kind of Christian faith predominant among Filipinos today?

We need to discuss these questions and find adequate answers from various sources.. But one more question begs to be asked. All throughout this historical process, has a “chauvinist Christianity” asserted itself to the point where it helped destroy the fabric of a belief system that for centuries held the people’s lives in a symbolic manner that made possible living a most humane, just and compassionate way of life? If this is so, isn’t it appropriate to critique this kind of Christianity that has persisted in the Philippines since the dawn of Spanish colonization?

And if this is proven as a fact, is it not a just thing to do for the Roman Catholic Church in 2021 to ask for forgiveness to our ancestors and their descendants for having committed this grievous “sin”?

In order to begin discussion on the above questions, the Ateneo de Davao University will convene another session of the PAKIGHINABI SERIES

GSIS offers emergency loan to 619 members, pensioners in Gloria, Oriental Mindoro

THE Government Service Insurance System (GSIS) is offering emergency loan to its 619 active members and old-age pensioners who are affected by tropical depression Usman in Gloria, Oriental Mindoro.

The deadline for application is March 18.

Active members with no existing emergency loan may apply for a Php20,000 loan while those who have not yet paid their emergency loan in full may borrow up to Php40,000, from which the remaining balance will be deducted.

To qualify, active members must be working or residing in the calamitydeclared areas, not be on leave of absence without pay, have no arrears in paying monthly mandatory life insurance or social insurance premium contributions, and have no unpaid loans for more than six months. They should also have a minimum net take-home pay of Php5,000 after the monthly premium contributions and loan amortizations have been deducted.
