DOTr urged to release P2.5 B fuel subsidy

CAGAYAN DE ORO CITY: A lawmaker on Friday urged the Department of Transportation (DOTr) to expedite the release of P 2.5 billion fuel subsidy for the public transport sector to cushion the impact of the fuel price hike.

House Deputy Speaker and Cagayan de Oro City Rep. Rufus Rodriguez said that the public transport sector made the call during the stakeholder’s meeting Thursday with the Land Transportation and Franchising Board (LTFRB-10) here.

He said that Congress allocated the amount of P 2.5 billion under the 2022 General Appropriations Act (GAA).

Davao City begins P70-M building for kids with special needs

DAVAO CITY – Despite delays brought about by the pandemic, the city has started building a PHP70million facility that will offer medical attention and treatment to children with special needs.

Councilor Antionette Principe, the chairperson of the committee on ethics and good government, said Thursday via the Davao City Disaster Radio the project was initially budgeted with some PHP40 million but the city increased the funding to have special design features that will offer more comfort and safety for the children.

ISIS-linked Dawlah Islamiyah’s planned offensive in Lanao del Sur thwarted

LANAO DEL SUR - The ISISlinked Dawlah Islamiyah’s planned offensive in Lanao del Sur was thwarted anew by the Armed Forces of the Philippines - Western Mindanao Command, the military reported Wednesday.

This, after a successful military offensive against the bandits in Barangay Ilalag, Maguing, this province last March 1, 2022.

According to military reports, the terror group was led by Abu Zacariah, the so-called new emir of ISIS in Southeast Asia. He was reportedly planning to conduct offensives against government forces during the upcoming Ramadan when monitored by the

intel sources of the military in Western Mindanao.

During the skirmishes in barangay Ilalag, Maguing town, this province, the military reported three casualties from the bandits after they successfully overran the rebel’s camp and seized hundreds of war materials including armalites, machine guns, antitanks and ammunitions.

Soldiers foil IED explosion in Sulu

GOVERNMENT soldiers have foiled a supposed bombing incident after they safely defused an improvised explosive device (IED) allegedly planted by Abu Sayyaf Group along the side of a road in Patikul, Sulu province.

Lt. Col. Domingo Robles Jr., commander of the Philippine Army’s 35th Infantry Battalion, said in a statement that operatives disarmed the IED on Sunday afternoon in Sitio Daan Putih, Barangay Anuling in Patikul.

The recovered components of the IED include three electric blasting caps, a six-meter wire, one-meter detonating cord, one-gallon ammonium nitrate fuel oil, 12 volts motorcycle battery, 128 four-inch common nails, and 37 10 mm two-inch steel bars.

The IED was turned over to the Philippine National Police-Provincial Explosive Canine Unit.

Robles said the IED’s location was tipped off by concerned residents in the area.

He said troops were then immediately deployed along with their K9 teams.

BFAR helps unify aquaculture fish breeders in AgSur

BUTUAN CIT Y – The Bureau of Fisheries and Aquatic Resources in Caraga (BFAR-13) has facilitated the unification of aquaculture breeders in Agusan del Sur into one association.

In a statement Thursday, the BFAR-13 said at least 20 private fish nurseries and hatchery operators and four hatcheries operated by the local government units in the area have formed into a group dubbed as Agusan del Sur Freshwater Fish Breeders Association.

“The group is composed of nursery and hatchery operators from 13 municipalities and one city in Agusan del Sur covering a total of 230 hectares of aquaculture-producing areas in the province,” the BFAR-13 said.

The officers of the association were formally inducted on Tuesday in Prosperidad, Agusan del Sur, the agency added.

In the same statement, BFAR-13 Senior Aquaculturist Edgardo Balambao welcomed the convergence of the different aquaculture nurseries and hatchery operators in the province.

ILIGAN CITY -- More farmers in Barangay Digkilaan, here, will now have access to agriculturerelated information and technology that could help increase their farm productivity and enhance their agricultural practices.

Only Then Can There Be Peace

POLITICAL candidates have the propensity to waggle before the Filipino voters that when elected, they are the ones to make life better as they will eradicate poverty, counter climate change and bring peace in war stricken areas as armed conflict is escalating. Their roadmap of achieving peace is easier said than done. If you are the ones to bring peace honorable candidates, first, you must know the root causes of armed conflict and why the poor and the oppressed are opting for armed struggle.

POVERTY. SOCIAL INJUSTICES. GROSS INEQUITIES. POLITICAL PATRONAGE. MASSIVE OPPRESSION ESPECIALLY OF THE INDIGINOUIS PEOPLES. These are some of the root causes of armed conflict that must be uprooted not through bloodshed but by the strength of the human spirit in cooperation, love and service to one another irrespective of creed, race, culture, class, gender ideology and color.

No less than His Holiness Pope Francis in his speech in Malacañang a decade or so ago gave a categorical statement on the imperative need to debunk social disparities that are putting the country in disarray. He

said, “it bids us all to break the bonds of social injustice and oppression that give rise to glaring scandalous social inequities.” Indeed, “braking the bonds of social injustice and oppression through the on-going protracted war and 50 years of armed struggle by the National Democratic Forces and different liberation fronts seems to be not the solution. On the contrary, it has worsened the economic condition of the inhabitants especially in this beautiful but broken island of Mindanao as hundreds of thousands of our people especially the Indigenous Peoples have been displaced. In fact, since 2016, some 93 Chieftains of different tribes of the Indigenous Peoples here in Mindanao have been killed.

For what? For standing-up to protect their ancestral domains which have been transformed into massive plantations.

In San Vicente, Sumilao, Bukidnon, a powerful corporation had in 2016 fenced the 5,000-ha. ancestral domain of the Manobo Tribe led by Bae Merlita Mayantao and converted the tribe’s ancestral domain into a ranch with support from a well-known Security Group. When the tribe protested one early morning,

FIFTY years ago, Martial Law was declared by President Ferdinand Marcos on September 21, 1972. This month we are celebrating the 36th anniversary of the Edsa People Power Revolution of 1986 that ended 14 years of this dictatorial regime without resorting to arms. As ecumenical religious leaders, we can look back and reflect on the lights and shadows of this period.

The Martial Law regime was one of the darkest, if not the darkest, period in the history of our nation, if only because it pitted Filipinos against Filipinos, the government against its own people. This can be gauged in terms of the outbreak of violence in various forms: 107,000 primary victims of human rights violations; 70,000 persons arrested, mostly without warrants of arrest; 34,000 people tortured; and 3,200 killed by the military and the police. These figures do not include the thousands of displaced Christians and Muslims affected by communal violence in Mindanao triggered by the declaration of Martial Law. Based on a Supreme Court ruling in July 2003, $683 million (or P34 billion) worth of Marcos assets in various Swiss banks were

declared ill-gotten. An estimated $5-10 billions of ill-gotten wealth was plundered by the Marcoses during their two decades in Malacañang. A number of these plunder cases are still pending, with the son, Ferdinand Jr., representing the Marcos estate.

Martial Law was preceded by the Jabidah Massacre on Corregidor Island in 1968. This gave rise to the formation of the Moro National Liberation Front and the successive rounds of communal violence against Christian and Muslim communities in many parts of Mindanao during the 70’s and 80’s. In the same year 1968, the New People’s Army was organized which fomented a Communistinspired armed struggle in almost all regions of the country. Hence, either as cause or effect, the earlier Marcos Administration in the late 60’s, followed by Martial Law, deepened the polarization as well as the pauperization of Philippine society.

On the other hand, the People Power Revolution manifested a nation’s yearning for the return of democratic institutions — particularly in terms of due process, freedom of the press, and respect for human rights. The image

a barrage of bullets rained upon them and there and there, three of the members of the tribe died and three wounded including two of Bae Mayantao’s children.

But such social injustice against the Indigenous Peoples is just a “tip of the iceberg” (one-tent seen, nine-tents unseen). What could be a more horrible scenario of oppression than shown in the lives of the Manobo-Pulangiyon Tribe in Butong, Quezon headed

by Datu Rolando Anglao.

For five years now, more than a thousand tribal families have been living under shattered tents along the 4-lane highway and are just eating “kamote” once a day or nothing at all. Where the children are swimming in a nearby river, it is also there where they are drinking. All the children are malnourished and sickly and three children have been hit by running cars.

Recently, a Certification issued by the Secretary of the National Commission of the Indigenous Peoples and all of the NCIP Administrators categorically certified that the “one thousand one hundred eleven hectares See PEACE, page 11

of Mary, later acclaimed as Our Lady of EDSA, became a focal point for the thousands of people, ostensibly without a leader, that filled the national highway intersecting the two military forces in Camp Aguinaldo and Camp Crame. The continued broadcasting of Radio Veritas, despite the attack on its main transmitter station, kept up the spirits of the street protestors throughout the four days of non-violent action and prayer.

Starting from the core value of the HUMAN DIGNITY of every person, we religious leaders can help build in Philippine society a Culture of Life, a Culture of Human Rights and a Culture of Peace. It is these Gospel values — of being maka-Dios, maka-Tao and maka-Kapayapaan— that we look for in our candidates for public office. No to extra-judicial killings. No to warrantless arrests. No to plunder and corruption that ultimately deprive the poor of their basic needs.

But Yes to the resumption of peace talks. Yes to addressing the root causes of un-peace and working for reconciliation among warring groups.

As the firm pivots from pro ducing pasalub ong products before the COVID-19 pandemic, Bestfriend Goodies now concentrates on Ready-To-Eat (RTE) nutritious foods. The firm sought further assistance from DOST for adopting five more RTE technologies: Arrozcaldo, Binignit, Champorado, Chicken Tinola, and Monggo with Dilis in pouches. The S&T intervention also includes the provision of the equipment: Fully Automatic Double Layer Sterilization Retort.

“This project does not only improve the economic

During the opening of the bid, only one (1) representative from the bidder shall be allowed to be present. The COA representative may witness the opening of the bids.

10. The bidder who offers the HIGHEST BID shall be declared as the winner.

11. In case there are identical offers constituting the highest bids, a new sealed bidding shall be immediately conducted until such time that the same is broken.

12. A Notice of Award shall be issued to the winning bidder/s who shall then pay in full the bid price to the LTFRB under a special account within fifteen (15) days from receipt of the Notice of Award. The ten (10%) cash bond shall be deducted from the total bid price to be paid.

13. Should the winning bidder fail or refuse to pay the bid price within the fifteen (15) day period, the cash bond posted shall be forfeited in favor of the LTFRB. 14. In case of default by the winning bidder, the second and the third highest bidders, after being duly notified, may increase their respective bids to the amount equal to or higher than that of the highest bid; and whoever among them tenders the highest bid shall be awarded the auctioned property, in lieu of the defaulting bidder. The defaulting highest bidder shall be disqualified to further bid on the rest of the auctioned vehicles.

15. Once full payment is made, a Certificate of Sale shall be issued by the concerned LTFRB. 16. The winning bidder shall be advised to take out from the impounding area the awarded vehicle within five (5) days reckoned from the full payment of the bid price.

17. All the applicable taxes and expenses relative to the transfer of ownership and issuance of the necessary certificate of registration shall be borne by the winning bidder.

CAMIGUIN -- In observance of the Rabies Awareness Month with the theme, “Rabies-Free na Pusa’t Aso, Kaligtasan ng Pamilyang Pilipino,” the Office of the Provincial Veterinarian (PROVET) of Camiguin has scheduled activities and programs that pet owners on the island can avail.

During ‘OK Doc!’ radio program, Provincial Veterinarian Dr. Lordgin V. Gamo said PROVET will be doing a house-to-house mass rabies vaccination from March to April. He added that Camiguin is also strengthening its animal quarantine protocols to ensure the safety of both animals and humans on the island.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on April 21, 1999 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

Another is that, with digitally designed quizzes, question order and options can be randomized, so each student’s quiz is unique. Second, Fillin-the-Blank Cloze Activity.

For a quick, short answer assessment tool, cloze activities are a great fill-in-the-blank alternative. To complete this option, teachers write a series of statements about important lesson points, replacing key topic terminology with blank spaces. Third, Matching Questions. Similar to multiple choice questions in quizzes, matching questions offer students a bank of words or phrases from which to choose their answers. When using matching questions, teachers provide text and/or images and ask students to pick an option from column A, and the corresponding matching option in column B. Fourth, Forum Post. Asking students to contribute to a forum post is an excellent way to gauge student understanding, pique

We ardently pray that the Church, that His Holiness, be vigilant enough and be up to the task of breaking those bands that have dehumanized our people so that we can regain back the human dignity of our oppressed but struggling people and in effect, end armed struggle. We firmly salute former Congressman, former Secretary of the Department of Agriculture, the amazing Hon. Leonardo Montemayor, whose heart beats for the poor and the oppressed Indigenous Peoples.

As one of the authors of the Indigenous Peoples Rights Acts or IPRA Law when it was passed in 1997, he firmly believed then that the Law was the one to protect the rights of the IPs. He is now sort of puzzled why despite the Law, the massive oppression goes on without let up.

Let us learn a lesson from the late Bishop Oscar Romero of El Salvador. He once said, “When I gave food to the hungry, they called me a saint; when I asked why the poor are living in so much poverty, they called me a communist.” For asking such

question, he was shot one early morning while celebrating Mass.

Perhaps we must question why only 50 families are pocketing 70 percent of the Gross Domestic Products in this country? Of the rich resources we have, let us ask: WHO controls? Who decides?

Who benefits? Only by breaking oligarchical control can we have genuine peace because “war” has been waged against the Filipino people that are impoverishing them even without using guns but a flawed socio-political-system through political patronage that has buried us in deep social unconsciousness and when awakened will be tagged as “red.” Let us now all wake up and be conscienticized against these fallacies of life!

“These are the organizations that cemented our long friendship and mutual respect for each other.

Like me, he was a bit of a serious/ reserved type of a guy and that probably explains why we both find pleasure in the company of like-mended fellows like Elpie Paras, Ralph Paguio and the late Ghaye Alegrio.”

“Rudy, Ralph, Elpie, Ghaye, and myself, were part of a ‘’Revolving Chair” at Orochamber and Promote CDO since we were all heavily involved in CDO and Northern Mindanao’s tourism, trade and investment promotion and managed the CDO City annual “Kagay-an Festival” for over half a decade,” he added.

Vegafria recalls how Rudy as Oro Chamber president in 2010 led a coalition of local business organizations in a one day business shutdown in protest against the tax bureau’s oppressive tax assessment collection practices which resulted in the transfer of the then BIR Regional Director.

“During that year the whole

business community of Region X was having difficulties in dealing with exorbitant tax assessments with the tax bureau,” recalls former Oro Chamber President Efren T. Uy, who was president of the Misamis Oriental FilipinoChinese Chamber of Commerce and Industry, Inc. (MOFCCCII) during the time.

“Through his leadership skills, we were able to convince the different chambers of our neighboring cities and provinces to organize a coalition of chambers in Northern Mindanao. The collective act was done by having a successful one-day business holiday, the socalled “Sira Protesta”, to protest against the tax bureau. And that achievement was credited to his excellent leadership,” Uy stressed.

This was just one of the reasons why Rudy was appointed Private Sector Representative to the Regional Development Council, Region 10 from 2010-2016, and PCCI Regional Governor in 2012 – 2013.

In another instance, Vegafria cited Rudy’s key role as PODC Vice President and General Manager in facilitating the donation of a 2,800 meter lot within Pueblo de Oro Township to the Oro Chamber during his tenure as Oro Chamber President in April 20, 2006. Fittingly enough, the office building was completed and officially occupied on June 2, 2008 during the term of Rudy as Oro Chamber President .

“Oro Chamber is among a few chambers in the Philippines which owns its own building and office. It stands as a living testament of the Oro Chamber’s past and present officers, trustees, staff and members, whose hard work, loyalty and dedication brought us to where we are in the chamber movement today,” Vegafria noted.

“Today, Oro Chamber building stands with pride in the middle of Cagayan de Oro’s landscape and is popularly now known as the Oro Chamber Business Development Centre.”

The two friends paths again intersected when Rudy became Rotary Club of West CDO president in RI year 2002-2003, the same year that Vegafria served as District Governor of RI District 3870.

Besides hosting a successful Rotary Discon district conference, RC West CDO also hosted the first Oro Open Golf Tournament at Pueblo de Oro Golf & Country Club, which was eventually institutionalized as an annual fund raising project of the club for many years. Not the least, he was seconded to the RC of Uptown CDO where he became its charter president.

“I remember Rudy as a kindhearted and affable gentleman,” said Mr. Luchangco. “He was also a striking figure and loved his family and went to great lengths to make sure they were always well taken care of and protected.

After retirement, he and his family continued to be associated with us through his residency in the Golf Estates of Pueblo de Oro. We will sorely miss his presence.”

“Rudy was the kindest most generous husband, Dad, and Papoo,” his wife Celine recalls. “I would test him at times, asking for his last lychee in his Buko-Lychee and he would freely give it with no tinge of hesitation (hahaha).

When we would go on trips, he would offer the best seats (window seat).”

He always welcomed my Mom to every home we had, always making sure she had her own room, would drive her and pick her up when she had mahjong.

Rodriguez appealed to the DOTr and LTFRB] to release the P2.5 billion to “our drivers as soon as possible” considering the P10 increase in the prices of petroleum products this years.

Rodriguez cited the report of the Department of Energy (DOE) about the “year-to-date” adjustments of oil prices with a net increase of P7.95 per liter for gasoline, P10.20 per liter for diesel, and P9.10 per liter for kerosene.

“When prices of petroleum oil increase, it always follows that fares and prices of goods will also increase, affecting our consumers -- an alarming comdition for an economy like the Philippines, still recovering from the Covid-19 pandemic,” Rodriguez said.

Presidential Decree 603 or the Child and Youth Welfare Code provides that emotionally disturbed or socially maladjusted children should be treated with sympathy and understanding and shall be entitled to treatment and competent care and that the physically or mentally handicapped child shall be given the treatment, education, and care.

She said the infrastructure, located near the People’s Park, is eyed for completion in January 2023.

She also announced that for its opening, many medical professionals and social workers will be offered jobs to man the operations of the building.

It will be equipped with a physical therapy room, swimming pool for aqua therapy, occupational therapy sensory gym, speech therapy, audio rooms, special education rooms, and an urban garden on the fourth floor.

Elegy for a Kagay-anon Uptown Pioneer

ONE of Cagayan de Oro’s pioneers who built up Uptown Cagayan de Oro has passed on, but his legacy lives on in the township he helped establish which

perfectly embodies the city’s trailblazing spirit, and his various engagements in civic society organizations where he was a well-respected voice.

Rodolfo Luciano Meñes was born in Magalang, Pampanga, but grew up in Sampaloc,. Manila. He was a true-blue Atenean who got his grade school to college education at the Ateneo de Manila (University). He got his MBA degree from the Asian Institute of Management (AIM) and spent his entire career in real estate.

He started with Bancom, the Philippines’ first investment bank during the 70’s, where he was responsible for landmark projects such as Harrison Plaza and Cebu Reclamation. While working at Bancom, he married Celine Ongpin in 1981, whom he met while working with Jose T. Pardo.

Rudy next moved to Greenfield Properties, the United Laboratories real estate company managing EDSA Central, and later to San Miguel Properties, and

Rudy and Celine with their apos Celina, Mikaya and Stella Noble.

Legacy Homes.

In June 1995, he joined the Investment Capital Corporation of the Philippines (ICCP) and moved to Cagayan de Oro to help establish the Pueblo de Oro Township.

At a time when Cagayan de Oro was still a sleepy town in the 1990s, ICCP recognized the potential global competitiveness of Cagayan de Oro and chose to locate its 360-hectere Pueblo de Oro Township in an area which had hitherto been brush and pastureland.

In tandem with ICCP visionary Guillermo D. Luchangco, Rudy and the PODC team brought in key investors foremost among of which was SM City Cagayan de Oro, the first SM Supermall in Northern Mindanao, and the anchor locator for the Pueblo de Oro Business Park.

Another pioneer at Pueblo Business Park was

Concentrix Philippines (which started in 2005 as Link2Support), the first ever call center in Cagayan de Oro. Now renamed Concentrix, it has expanded the original 2,500 square meter facility with 250 seats to over 2,000 at present.

Still another pioneer locator in the Pueblo Business Park was the Primavera Residences condominium, the first project of Filipino-Italian joint venture Italpinas Development Corporation in Mindanao established in 2010.

Two of the city’s leading educational institutions have also moved into the Township: Xavier University-Ateneo de Cagayan now expanded with its XU Basic Education Complex with the Pre-school, Junior High, and Senior High Schools (Academic Track and ALGCIT), and Corpus Christi School grade school and high school Pueblo de Oro Campus.
