Andanar: Normin poverty incidence drops to 17.3%

P15.00 SP enacts animal disease prevention, control law
THE 19th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance providing for the rules and regulations for the prevention and control of emerging and re-emerging infectious and zoonotic animal diseases, providing penalty for violations thereof. The Animal Diseases Prevention and Control of Cagayan de Oro City was enacted to prevent the entry, transmission and spread of infectious animal diseased into the city. It shall also protect the animal industry by ensuring healthy and productive livestock and poultry, ensure food safety and protect the local populace from the harmful effects of emerging and re-emerging infectious and zoonotic diseases and prevent the negative socio-economic and environmental impacts caused by the occurrence of animal diseases. This is pursuant to the Local Government Code mandating the city to exercise necessary powers essential to promote the health and safety, as well as enhance its economic prosperity. DCTOO shores up travel industry amid quarantine restrictions DAVAO CITY Tourism Operations Office (DCTOO) is in full support of the local tourism industry’s bid to recover from the global health crisis. During the strict lockdown periods last year, several industries connected to tourism like aviation, restaurants, hotels, convention, and events, and tourist spots were forced to either layoff employees or totally close shop. Davao City Tourism Operations Office head Generose Tecson, on Wednesday, March 3, during the ‘Madayaw Dabaw’ program on 87.5 Davao City Disaster Radio said that they are coordinating with the local tourism industry on setting tourism guidelines in anticipation of the lifting of the general community quarantine (GCQ) status
in the city. “They are making the plans right now and we will be talking about it and supporting them in anticipation of lifting GCQ,” Tecson said. With the progress of vaccination taking some time, health and safety will be one of the primary concerns of the city government on travelers in the city. However, Tecson clarified that only essential travels are allowed in the city following the strict quarantine classification. MALAYBALAY CITY, Mar. 4 (PIA)--The Department of Public Works and Highways (DPWH) has recently completed two multi-purpose buildings that now serve indigenous peoples (IPs) in the province of Bukidnon. In a report to Secretary Mark A. Villar, DPWH Region 10 Director Zenaida Tan said the buildings located in the municipalities of Impasugong and Kitaotao can now be used as a venue for learning, meetings, and activities, as well as temporary shelter for transients. The building structures are built with an open hall for gatherings, restrooms, a lodging area with rooms, and a balcony. Region 10 receives 17.4K Coronavac vax for healthcare workers CAGAYAN DE ORO CITY - On board Philippine Airlines (PAL) flight PR 2519, 17,400 doses of Sinovac’s CoronaVac vaccine arrived here this morning, signaling the start of the COVID-19 Vaccination Program in the region. The vaccines, which were part of the 600,000 doses donated by China to the Philippines and arrived on February 28, were immediately transported to the storage facility of the Department of Health Region 10. Presidential Communications Operations Office (PCOO) Secretary Martin Andanar welcomed the arrival of the vaccine. He was in the city in time for the regular meeting of the Regional Task Force to End Local Communist Armed Conflict (RTFELCAC 10). “I am delighted to receive the good news that we are moving closer to achieving our goal of providing equitable access to the COVID-19 vaccine, and further protecting the lives of the Filipino people from the pressing concerns brought by the COVID-19,” the PCOO chief said. Secretary Andanar, the designated Cabinet Officer for Regional Development and Security for Northern Mindanao (CORDS
X), is tasked to oversee the implementation of the development priority programs in the region. “I am hoping that the successful commencement of the rollout of the vaccine in Metro Manila will encourage others to get vaccinated, because the life-threatening effects of the virus will remain if we choose otherwise. Above all, if not for ourselves, we should think about the welfare of those vulnerable members of our families,” he added. According to DOH 10 Assistant Regional Director David Mendoza, these initial supplies will be allocated for the frontline healthcare workers in the region only, giving priority to third level hospitals. The inoculation is set to begin tomorrow Friday, March 5, 2021 at the Northern Mindanao Medical Center (NMMC). Some 8,700 frontliners are expected to benefit from this. “We will abide strictly by the guidelines given and we will administer it first in third level hospitals. Lower level hospitals and infirmaries that are willing to accept the vaccine will follow,” he said. DOH 10 has also prepared its Quick Substitution List (QSL) to prevent wastage of the vaccines.

Sandalan ng Pamilya sa Panahon ng Pandemya
IN 2003, no less than Her Excellency then President Gloria Macapagal Arroyo came to attend a big Cooperative Summit in Cagayan de Oro as the Guest of Honor. In that momentous event, I as then CDA Regional Director proclaimed Del Monte Philippines, Inc. Employees & Community Credit Cooperative (DMPIECCC) as one of the Most Outstanding Cooperatives not only in the region but in the country with no less than Her Excellency GMA giving the award. And why not? DMPI-ECCC has come a long way since it was established in 1963 by then employees of the Philippine Packing Corporation and now called Del Monte Philippines, Inc. with only around 75 members with just an initial capital of P10,500. To date, membership has reached 1,800 and the capital has grown to over five hundred million pesos. What is so amazing is that the cooperative has passionately advanced the essence of cooperativism which is members-owned (no one shall be left behind); value-based and philosophy driven (not so much giving veneration to the profit-motive but to service & compassion); and exemplifying sustainability adhering to the principles of social inclusion, ecological
integrity and good governance). Indeed, whatever gain the cooperative gets, goes back to the members as every member receives at least 21% on dividend alone. The cooperative has indeed made life better to all the members, scaling the heights amidst the onslaught of COVID-19. It has concretely shown the truism of the cooperative’s theme in the recently conducted Annual General Assembly -: “DMPI-ECCC: Sandalan ng Ating Pamilya sa Panahon ng Pandemya.” As shown by the cooperative, the spirit of cooperativism shines through and with strong will and determination, the DMPI-ECCC has trail-blazed the truism that darkness cannot defeat the light, not even the darkness of poverty, climate change, social injustice and inequities. Yes, the members are really being taken cared-of by the cooperative from the onset of the pandemic as well as the non-members and those in the communities. This is the practice shown by the thousands of cooperatives as well across the country where the spirit of compassion continues to shine through and put the cooperatives in the limelight as partners of the government in combatting the effects of COVID-19. distributing basic necessities, to medicine and other sanitary kits, assisting our frontliners, the LGUs among others, cooperatives lead the way. It was because of these contributions of the cooperatives including DMPI - ECCC that our beloved Senator Christopher Lawrence “Bong” Go recognized the cooperatives’ efforts when he stated recently that, “Cooperatives have become an important force in countryside development and nation-building. Not only have they contributed to the development of the sectors they represent but they have also encouraged the empowerment of their respective stakeholders and communities.” Prior to my appointment as Chairman at the time of my regional directorship from 2003 to 2015, DMPIECCC has been a “feather in the cap” in advancing the essence of cooperativism not only making life better but in becoming a countervailing force against climate change, trail-blazing paradigm shifts for clean energy to debunk the use of coal, in empowering the Indigenous Peoples and in building transformative cooperatives for people, planet, prosperity and peace See PAMILYA, page 11

Economy to improve with vaccines arrival
THE much awaited arrival of the vaccines in the country will have a great impact on our economy. Malacañang authorities and especially Pres. RODRIGO R. DUTERTE are very much worried. Because the rising prices of basic commodities could prolong the period of suffering and gloom. The president even admitted that the situation in the provinces had become a big problem for his administration. It’s because projects were barely progressing. As our peso is always affected by interest rates which are going higher and higher. Thus, destroying our economic gains. The result is that the paying capacity of our peso goes down. Thus the “common tao” has less to receive with the purchasing power of our peso. The low capacity of our peso means less food items to bring home. The less food items mean there will be times when poor families go on hungry meals to stretch the food they have bought.
On other days they would apportion the food and adults skip meals for the children to eat. Still other families would cook only porridge and sometimes noodles to have little meals. No more viands of fishes or meat for they have no money to buy. With two months of 2021, our economic life was starting to repair some foothold. Despite the good news reports remained disheartening. And for the following it has been slow recovery for portions of businesses. Even when the needle of the vaccine, where over it may come from is finally administered to every Filipino, recovering completely wouldn’t be over immediately. It would be hoping against hope. For there is no vaccine for the time and lost opportunities. Many nat ions have started inoculating their citizens but in the Philippines, Filipinos will have the wait for months before getting this dose of protec-
tion. The main reason is that our government doesn’t have the money to buy the precious vaccines. So we have to borrow from rich nations to enable us to have these vaccines. With this requirement for COVID-19 response our government’s foreign loans hit P741 Billion or $15.44 Billion. These loans are coming from foreign creditors. Cebu Landmasters to launch economic housing brand in VisMin MANILA – Cebu Landmasters Inc. (CLI) has announced the 2021 rollout of its flagship economic housing brand Casa Mira to four more key cities in the Visayas and Mindanao (VIsMin) regions as the response to the massive demand for safe and secure value housing heightened by the pandemic. CLI chief executive officer Jose Soberano III said the housing backlog in the VisMin region became “very apparent” last year as infections from the coronavirus disease 2019 (Covid-19) surged highlighting a need for economic housing in secure and well-planned communities. “Many new residential seekers met that need by purchasing Casa Mira homes. As demand in other parts of the region continues to be
largely unmet, we’ve made it our mission to roll out more Casa Mira projects in more VisMin cities to fill that gap,” he said in a statement Friday. A study from Leechiu Property Consultants disclosed that the housing backlog is estimated to reach 6.8 million housing units by 2022. Ten Casa Mira communities with a development cost of PHP10.24 billion and a total of over 10,000 housing units are currently in five VisMin locations: Cebu, Bacolod, Cagayan de Oro, Iloilo and Sibulan, Negros Oriental. New developments will be launched in Dumaguete this month and in other key cities in VisMin in the next few months particularly in Ormoc, Puerto Princesa, and Davao City.
At the height of the pandemic in 2020, Vismin residents purchased in record numbers CLI’s Casa Mira housing units priced from PHP1.6 million. Virginia Farms grows pork production thru LANDBANK MANDAUE CITY, Cebu – From a humble backyard venture that started in 1968, Cebu-based Virginia Farms Inc. (VFI) is now regarded as the oldest and largest integrated farm-to-pork business in Central Visayas. With its 360-hectare farm in the town of Asturias and a pork retail chain with 51 outlets, VFI has been helping address the meat requirements in Luzon since last year as pork growers there have been largely af-
fected by the African Swine Fever (ASF) outbreak. The company was able to ship a total of 10,760 hogs last year and continues to ship frozen carcasses weekly to the region. Established in 2016, the meat cutting facility can process up to 1,000 hogs daily. Meanwhile, the modern slaughterhouse, which was inaugurated in 2019, can accommodate up to 1,000 heads per day at a processing rate of 100 heads per hour. VFI also availed of a short term loan from LANDBANK in 2020 as a working capital for the expansion of The Pork Shop. Since its inception in 2008, this retail business has grown significantly, with outlets now spread across Cebu, Iloilo, and Biliran.

DOLE issues ventilation rules for the workplaces, PUVs THE labor department has issued new guidelines on the proper ventilation of workplaces and public transportation to prevent and control the spread of COVID-19. Signed by Labor Secretary Silvestre Bello III on March 3, Department Order 224-21 spells out fresh rules for private establishments and public transport. The set of guidelines include the installation and utilization of exhaust fans in indoor workplaces, restrooms and water closets; ventilation in air, rail, land, and sea transport, and other measures to improve and maintain the quality of air in the workplace and public transportation. “Adequate ventilation should be strictly enforced inside the workplace,” the order states, as properly maintained ventilation within a building and other indoor workplaces eliminate contaminated air and reduce the risks of exposure to potentially virus-contaminated air. For non-air-conditioned spaces, the guidelines recommends maximizing natural ventilation through the use of doors, windows, and other openings. If natural ventilation is not feasible or inadequate, mechanical ventilation shall be provided. For air-conditioned spaces and Heating, Ventilation, and Air-condition-

It provides concrete, tried-and-tested solutions to
the problems faced by the education sector. Independent learning has become more relevant now because students are not in school. We have to consider that each learner has a different learning environment while at home. The education sector is one of the sectors most affected by the crisis because of the lockdowns it caused. As a result, the online learning platform began to operate as the best way to pursue one’s education. This has been a trending topic of discussion among educators, parents and government agencies, such as the Department of Education and Commission on Higher Education, while the media has been pointing to the nation’s unreadiness in the so-called new normal.

Oftentimes, some educators confuse accountability with compliance. However, by simply heeding instructions and promptly obeying the rules and regulations inside the classroom or in the school is not an outright act of accountability. Educators must come to realize that accountability is not only about learners following orders, demands or academic procedures. Rather, it is about cultivating in them the value of staying committed to their own growth and learning and acceptance of responsibilities. Therefore, developing accountability among the learners is a crucial factor in helping them succeed
both in life and in work. Accountability helps them to be responsible in their assigned task and develops their concern among their peers. Aside from that, they begin to learn to delegate tasks to their classmates and strategize as they aim to accomplish the task successfully. Moreover, accountability builds trust among them. It opens the door of harmonious relationship by nurturing understanding and connection wherein group effort is celebrated as a privilege through kindness, courtesy and respect. More importantly, developing accountability promotes a learning environment wherein learner collaboration is promoted and diminishes negative competition among them alongside with genuine friendship and improved communication and strong social relationships.

dard screening protocols, all 35 boxes (17 for Zamboanga, 18 for Tuguegarao) were stored in a 20-footer refrigerated carrier reefer van, equipped with cooling
systems, to preserve the condition of the vaccines. A total of 21,000 doses were carried by CebGo, the operator of Cebu Pacific’s turboprop fleet.
Upon arrival in Zamboanga this morning, the vaccines were turned over to the local government for proper handling, in preparation for distribution to medical
facilities. The shipment for Tuguegarao is estimated to arrive by 3PM this afternoon, to be followed by similar releasing procedures. “We are happy to support the rollout of the government’s vaccination program.
