Malacañang official thanks Oca for hosting Marawi IDPs

CAGAYAN de Oro City-A Malacanang official yesterday visited the Office of the City Mayor to thank the local government for hosting some of the internally displaced persons (IDPs) from Marawi who escaped to this city during the Marawi siege.

Secretary Abdullah Mamao, presidential adviser on overseas Filipino workers and Muslim concerns, paid a call on City Mayor Oscar Moreno to thank the latter for accommodating hundreds of Internally displaced persons (IDPs) in this city during the Marawi siege.

Mama-a was accompanied by LTFRB-10 Regional Director Aminoden Guro and Mayor Jabbar Tago, the new mayor of Pantar town, Lanao del Norte, among others.

Mama-o said now that the situation in Marawi City is returning to normal, “it

is time to also thank Mayor Moreno and the city for accommodating our brothers and sisters who sought refuge in this city during the siege.”

Mama-o said President Duterte wants to make Marawi better than what it used to be, even as the Chief Executive has been frequently visiting Marawi to personally see the progress of the rehabilitation effort being done in that city.

Hundreds of militants, many waving Islamic State black flags, launched the siege on May 23, 2017, in Marawi, a bastion of Islamic faith in the south of the largely Roman Catholic Philippines.

The fighting has left more than a thousand people dead, including 919 militants and 165 soldiers and policemen.

At least 1,780 of the hostages seized by the militants, including a Roman Catholic priest, were rescued.

CAGAYAN de Oro City--Eightyfive percent of graduating twelfthgraders from Misamis Oriental are expected to go to college this June, according to provincial senior high coordinator Rhodora Gallares, the data came from Grade 12 students who responded to an online survey initiated by the Department of Education (DepEd) regarding the particular matter.

In the survey logged via a website provided by DepEd, the students were made to respond to three choices – to go to college,

to take a job or do business or to proceed to technical-vocational education.

Most of the students who responded to the survey are the 4,513 graduating senior high students from Misamis Oriental.

Expert dissects revenue features of federal system Monday, March 5, 2018

“THERE is no single best expenditure assignment in a federal setup. The same is true with tax assignment,” said Philippine Institute for Development Studies (PIDS) fiscal expert and Senior Research Fellow Rosario Manasan during the forum titled “Why pursue Federalism?

Why not just amend the Local Government Code?” held at Congress recently. The forum was jointly organized

by PIDS and the Congressional Planning and Budget Research Department of the House of Representatives.

Manasan stressed this in response to fiscal issues that may arise should the government decide to adopt a federal system of government.

According to her, it is “critical that the expenditure assignment, tax assignment and intergovernmental transfers are designed in an internally consistent and coherent manner to provide subnational governments the right incentives

to deliver public services efficiently and effectively”, and be more accountable to their constituents. ‘’It is important to ensure utmost clarity in the assignment of functional responsibilities to the different levels of government in order to establish clean lines of accountability. Also, ambiguity in expenditure assignment is likely to result in either duplication of efforts in service delivery or under provision of some services,” she said.

The fiscal expert explained that in a federal setup, “functions and competencies whose benefits are national in scope should be assigned to the federal government (e.g., national defense, foreign affairs, economic stabilization and macroeconomic management) and functions related to the preservation of internal common market (e.g., regulation of international and interstate trade/ commerce) while public services

whose benefits are local in scope are best administered and financed by lower-level governments (e.g., basic education, health and social insurance).”

The same principle applies to tax assignment in different levels of government. Manasan explained that subnational governments should be given a significant degree of revenue autonomy to be able to raise their own income and be less dependent from the national government. “Again, as with the assignment of expenditure responsibilities, greater clarity in the distribution of taxing powers between the central government and subnational governments is critical,” she said.

Greater attention should also be given to the design of equalization transfers (otherwise, regional disparities may widen) and greater revenue autonomy for subnational governments should be secured (otherwise, local accountability may weaken),

THE Agribusiness Venture Arrangements (AVAs) and Sugarcane Block Farming (SBF), two government initiatives aimed at boosting farm productivity and income of agrarian reform beneficiaries (ARBs), should be encouraged.

According to a study by state think tank Philippine Institute for Development Studies (PIDS), AVAs and SBF can be successful as long as adequate government support is given to ARBs from the farm production stage to marketing and post-production activities.

Likewise, government must provide a policy environment for Philippine exports crops to be competitive.

Three of the country’s biggest export crops—banana, pineapple, and sugarcane—have been covered under the Comprehensive Agrarian Reform Program (CARP). Through AVAs, ARBs who were awarded with lands planted with high-value crops such as banana and pineapple can implement an agribusiness venture with private investors to make farming more economically viable for them.

Meanwhile, sugarcane farmers owning farms that are 10 hectares or less can set up cooperatives or organizations through SBF to consolidate their operations and attain economies of scale.

Recently, however, AVAs and SBF have been the subject of increasing scrutiny following reports that ARBs have not been successful in their partnerships with private investors

as shown in a 2016 study of the United Nations Food and Agriculture Organization. These have prompted lawmakers in both houses of Congress to propose legislations to review the AVAs and change some of the provisions governing how they are implemented.

“While it is true that many farmers have entered into onesided contracts, there are also existing arrangements which have benefited the farmers as indicated,” the authors of the PIDS study maintained. Thus, they suggested that it may be worthwhile to look into the conditions of the successful AVAs that can be inputted in the proposed bills.

Meanwhile, to strengthen the implementation of AVAs and SBF, the authors noted that the persistent problems faced

by ARBs need to be resolved.

First, they noted that farmers or cooperatives should have security of tenure over the land awarded to them so that they can partner with private investors. They added that “labor, farm machinery, and irrigation should also be available and accessible to them.”

Provision of credit is another necessity highlighted by the PIDS study. It cautioned that unless capital is provided, individual farmers will always be tempted to go into a lease agreement without thinking of its consequences.

“Financial assistance is needed by the farmer to ensure that recommended inputs are applied. If government

cannot provide the needed capital, it should look into the possibility of providing subsidized inputs to farmers or cooperatives,” the study suggested.

Since banana, pineapple, and sugarcane are export crops, the government does not have control over their prices. However, the study pointed out that the government can provide the necessary policy support such as pushing for lower tariffs for banana and pineapple. Doing so can potentially increase the country’s share in the global market for these high-value crops, which, in turn, will benefit local farmers.

For the SBF to be successful, the PIDS study recommended that the Department of Agrarian Reform must sustain the support services being given to the ARBs. Likewise, it urged government to lobby for the imposition of a quota on corn syrup after 2018 to ensure that the local demand for sugar will increase.

“Corn syrup, which is from China, was identified as a sugar substitute only in 2017 and therefore, an importation quota has not yet been set. This reduced the demand for sugar by soft drinks companies, which, in turn, led to a decline in sugar prices,” the authors explained.

Finally, they cautioned that creating a new government entity that would address the needs of the banana and pineapple industry is costly and tedious.

Government should pursue agri venture schemes, block farming—PIDS study says

according to Manasan.

She cautioned that in many decentralized economies, a vertical fiscal gap is evident. A vertical fiscal gap results when the revenue capacity of subnational governments as a group falls short of their expenditure responsibilities. Such gaps have been attributed to one or some combination of the following reasons: inappropriate assignment of responsibilities, centralization of taxing powers, and subnational governments’ pursuit of wasteful tax competition policies. These issues, she noted, may be addressed through revenue-sharing arrangements whereby subnational governments are given a share in the taxes that are levied and collected by the federal government. The internal revenue allotment or IRA, which is the share of the local government units in the taxes collected by the Bureau of Internal Revenue (BIR), is an example of a revenue-sharing arrange-

ment.

Since fiscal imbalances and disparities are present across regions due to uneven level of economic development, there should be intergovernmental or equalization transfers. Manasan said these are important in ensuring that the adoption of a federal system will not widen disparities in economic opportunities across regions. She said that equalization transfers should take into account the disparities in the revenue-raising capacity or revenue potential of LGUs in line with their expenditure needs.

Another fiscal feature discussed by Manansan is the subnational government borrowing, which she said is a “primary source of finance for local infrastructure that are critical in the delivery of local services”. However, it is important to set parameters (i.e., how much the subnational government can borrow? will the national government bail them

out in case they fail to pay their debts?) in providing credit financing to lower tiers of government. She said that fiscal risks, which are usually associated to poor subnational debt policy and management, should be considered to avoid the experience of federal states in Latin American like Argentina and Brazil in the 1990s.

Meanwhile, Manasan urged proponents of federalism to include the following provisions in crafting the proposed federal constitution: federal governments shall not guarantee payment of regional government and local government debt, regional and local government shall borrow for the purpose of financing capital investments only (Golden Rule), legislature shall enact a Fiscal Responsibility Law, and legislature shall enact a law addressing bankruptcy policy and insolvency mechanisms for regional and local governments.

‘Hot’ logs seized in North Cotabato KIDAPAWAN City--Environment officials on Friday confiscated more than 5,000 board feet of illegally cut logs in Magpet, North Cotabato.

Magpet municipal environment and natural resources officer, Erly Roque Baudi, said civilians had alerted the local government about the impending transport of illegally cut forest products in Sitio Intik, Barangay Binay, and

he quickly formed a team to check the information.

“We were met by freshly cut forest logs and lumber, which is illegal under local and national laws,” Baudi told the Philippine News Agency (PNA) in a phone interview.

He said the MENRO team came to the village without any police or military escort because of the possible presence of com-

munist rebels in the village.

In their investigation, MENRO officials found out that the logs were owned by a certain Jerry Dapan who claimed he has permits to cut down trees, especially durian trees.

It turned out, however, that Dapan’s permit does not include “Lawaan” trees that were among those seized and brought to the MENRO office in Magpet. (PNA)

SC’s acting Chief Justice is a Mindanawon DAVAO City--Senior Associate Justice Antonio Tirol Carpio has taken over as Acting Chief Justice of the Supreme Court starting March 1, the date of effectivity of the “indefinite leave” filed by Chief Justice Ma. Lourdes Sereno, who is facing impeachment by Congress.

This is the second time Carpio, chair of the Second Division and of the Senate Electoral Tribunal, is serving as Acting Chief Justice. The first was in 2012 when he assumed the post vacated by the impeached Renato Corona, from May 29, 2012 until Sereno, Corona’s suc-

cessor, was appointed on August 24 that same year.

Sereno, the country’s first woman Chief Justice, also has Mindanawon roots: she was born in Manila but her father was from Siasi, Sulu.

Her husband is from Davao City.

Carpio was sworn in as member of the Supreme Court on October 26, 2001, his 52nd birthday. He is set to retire next year when he reaches 70.

Under the Duterte administration, Carpio has been among the dissenting voices in the Supreme Court. He voted against the Marcos burial in 2016, last

year argued that martial law should have been declared only in Marawi City and not in all of Mindanao’s 27 provinces and 33 cities, and dissented as well in the extension of martial law.

He has also been very vocal on the issue of the West Philippine Sea and the Duterte administration’s policy towards China. Only last week, he told CNN Philippines that China’s continued militarization there is a national threat.

“If the present administration is sleeping on their job, it’s our duty to wake them up and to tell them to protect our sovereign

rights,” he said.

“Once we lose our sovereign rights in the West Philippine Sea, we can never get it back… China will never return it,” Carpio added.

According to his profile posted on the SC website, Carpio, shortly after his appointment in 2001, launched for the judiciary the Supreme Court e-library, the first full-text searchable and retrievable on-line law library in the Philippines and among the first in Asia.

The profile noted that Carpio has penned at least “836 full-blown decisions, leaving no backlog in his

docket, a feat rarely attained by a Supreme Court magistrate.”

Carpio finished elementary and high school at the Ateneo de Davao University, obtained his AB Economics degree at the Ateneo de Manila University and Law at the University of the Philippines where he graduated Cum Laude and was the class Valedictorian.

He placed sixth in the 1975 Bar Examinations.

Campus writer Carpio was also a campus writer. He was editor in chief of The Guidon, the school paper of the ADMU, Managing Editor

of the Philippine Collegian while in UP and chair of the Editorial Board of the Philippine Law Journal.

After passing the bar, Carpio went into private practice and founded the Carpio Villaraza and Cruz Law firm.

He served as Professorial Lecturer at UP Law from 1983 until 1992 when President Fidel Ramos appointed him Chief Presidential Legal Counsel, with cabinet rank.

“As such he worked for major reforms in telecommunications, shipping, civil aviation, and insurance industries,” it said.

Enjoying lazy days

AN exciting week is still ahead! Several meetings and seminars with business people are waiting. And another great event. I am blessed and very happy looking forward to the Tagum City Musikahan Festival - engaging the world through the language of the soul. Thank you so much Honorable Mayor Allan L. This is our biography's epigraph - whether we like it or not. Many times, I stressed this already in different writeups in distinct publications.

I am on my veranda as I write this, and although the month of March has just begun, only a few people seem to be in summer mood.

Yes, also today the sky is cloudy and looks like rain.

But a wonderful summer (?) breeze is around me, more and more flowers in my big garden are blooming. Summer or not - I am thinking again about some lazy days -somehow somewhere in future ... !

Hurray, doing nothing is really something. No, I am not talking about those people, who just hang out day-by-day and week-byweek by doing nothing and -maybe- just fed by someone.

No, I mean doing nothing is really something great after a period of really hard work.

By the way, it doesn't matter, if it regards us or our children.

Talking about our children: School vacations are coming soon, and yes, children also deserve several lazy days. If I talk about my nephews and nieces here, I am surprised to learn: sum-

mer school vacations are not equal to three months total laziness. There are dance-, gymnastic- or piano lessons as well as summer classes.

Great, guys! I like that!

Of course, time off should be really time off.

Days by the beach - with family or alone. Let's stay outside and do absolutely nothing structured. I love to do drawings, more write-ups (that's not work for me!) or reading. There are still books in my library, which need to be 'discovered'.

I still remember several lazy summer days, sitting in the blazing sun (shouldn't be done anymore of course!), eating a Popsicle, getting all sticky, and running away from the bees. Of course, while still in Germany, those old lazy summer days turned into lazy winter days too. Lazy

-oooPAGBILAO, QUEZON HAS NO POWER TO STOP THE OPERATION OF AN ELECTRIC COMPANY: Do the authorities of the town of Pagbilao, in the province of Quezon, have any right to stop the operations of a power company whose plant that is producing electricity is located in its territorial jurisdiction, just because the company is refusing to sign a contract requiring it to undertake various activities as part of its “corporate social responsibility”?

do not have any such right to stop the operations of the electric company based on that reason alone, according to Lucena City Regional Trial Court Judge Romeo S. Buenaventura.

In arriving at that conclusion, Judge Buenaventura subsequently issued an order on Friday, March 02, 2018, extending a temporary restraining order against Pagbilao, Quezos earlier decision to stop the power company from continuing the operation of its plant in the place.

Although the body is still six commissioners short, I hear from the grapevine that the Deegong may still add more women and some from the indigenous communities.

We have a blend of a disparate assembly of brains, experience and committed adherents who could do justice to the task at hand. I refer particularly to three octogenarian appointees whom I have been acquainted with over the decades. Former Chief Justice Reynato Puno, the Concom chair was also the chair of the board of advisers of the Centrist Democracy

Political Institute (CDPI) which I co-founded with Peter Koeppinger in 2009.

Reuben Canoy, a political giant of Misamis Oriental and Mindanao, and a federalism true believer who founded the Mindanao Independence Movement (MIM) and was a presidential hopeful in the late 1970s.

And one I consider my guru and a good friend since the late 1970s, President Cory Aquino’s local governments minister, Aquilino “Nene” Pimentel. It was my privilege then as deputy minister in the department to help Minister Pimentel work out the intricacies of appointments of several thousands of OICs, from governors to board members to mayors to councilors—the result of President Cory’s termination from govern-

TRAIN expected to yield P130-B revenues in 2018: DBM sec MANILA – Amidst complaints about the additional excise tax that goes with the Tax Reform Acceleration and Inclusion (TRAIN), Department of Budget and Management Secretary Benjamin E. Diokno said the new law is expected to yield PHP130 billion revenues in 2018.

Speaking before members of the Italian Chamber of Commerce in the Philippines, Inc (ICCPi) in a meeting entitled, “TRAIN: Driving the Philippine Economy in 2018”, held in Makati City on Feb. 22, Diokno said the expected revenue will steadily rise to as much as PHP220 billion annually and will generate close to PHP1 trillion in revenues over a five-year period from 2018 to 2022.

“TRAIN is an essential tool in our expansionary fiscal strategy. It will not only generate additional resources for priority programs and projects but also

make our fiscal program more sustainable,” Diokno said.

In his presentation, Diokno discussed the Philippine economic outlook for 2018 and how the Tax Reform for Acceleration and Inclusion (TRAIN) Law fits in the development agenda of the Duterte Administration.

He added that the full effects of TRAIN will only be appreciated in the medium to long-term.

“We are sure that the criticisms will die down once they see the impressive infrastructures built and the social services programs implemented,” Diokno said.

To finance the higher requirement for infrastructure spending, he said, seventy percent of the TRAIN revenues will be earmarked for the “Build Build Build” program while the remaining will be allotted for social services.

ABB will supply QEV Philippines, a local e-mobility start-up, with 200 Terra 53 multi-standard electric vehicle DC charging stations over the next three years, in an effort to promote emobility in the Philippines.

The first deployment will see four charging stations in various locations in Metro Manila by the first quarter of 2018, an important step in improving air quality and reducing carbon emissions on Manila’s congested roads.

MANILA -- The Philippine Competition Commission (PCC) sees no anti-competitive behavior in SMC Global Power Holdings, Inc.’s purchase of shares in Masin-AES Pte. Ltd., AES Transpower Pte. Ltd., and AES Philippines, Inc. In a statement Monday, PCC said its Merger and

Acquisition Office (MAO) has approved last Friday the acquisition deals made by SMC Global.

Under the transaction, SMC Global will hold 100-percent ownership in Masin-AES Phil, AES Transpower, and AES Philippines.

“There remains sufficient competitive restraints from competitors in the relevant

markets after the acquisition,” the PCC ruling read.

“The transaction is not likely to substantially increase the likelihood that the parties will engage in a coordinated behavior,” it noted.

MANILA - - Sy-led BDO Unibank Inc. (BDO) on Monday reported a seven percent jump in net income in 2017 to PHP28.1 billion, boosted by growth across all business segments.

In a disclosure with the Philippine Stock Exchange (PSE), the bank said improvements in all its businesses matched the financial institution’s earnings guidance for last year.

“Excluding consolidation effects of the life insurance business, however, this represented a strong 15 percent jump in core earnings on the back of solid growth in loans, low-cost deposits and fee-income,” it said.

Core businesses lending and deposit-taking as well as well as fee-based income drove the bank’s earnings last year.

BDO said customers loans went up by 18 percent to PHP1.8 trillion while total deposits rose by 11 percent to PHP2.1 trillion.

In particular, low-cost savings and current account (CASA), which account for 73 percent of the total, ticked-up by 12 percent.

With these output, the bank posted a 25 percent increase in net interest income to PHP81.8 billion.

During the same period, non-interest income went up by 13 percent to PHP47.2 billion, boosted by the 30 percent rise in fee-based income to PHP28.9 billion.

Last year, the bank’s insurance premiums increased by 23 percent to PHP9.9 billion and this, the disclosure said, “compensated for the expected 20 per cent decline in trading and forex gains to PHP3.9 billion given the challenging market conditions.”

“Overall, gross operating income advanced by 20 per cent to PHP129 billion,” it said.

The bank’s plan to further widen its reach through opening up of new branches, in turn, increased operating expenses by 21 percent to PHP84.9 billion.

Last year, the bank opened 76 branches bringing the total to 1,180, including the one in Hong Kong.

The bank ended 2017 with a gross non-performing loan (NPL) ratio of 1.2 percent from year-ago’s 1.3 percent while NPL cover got better to 146 percent from 2016’s 139 percent.

model and Centrist Democracy proposals. The former proposes a so-called hybrid presidential/parliamentary federal model while our latter proposal is a simple parliamentary-federal set-up.

The Concom may have to parse the implications of the two models well as the former wants to put in place a federal system during the incumbency of President Duterte (2022) while the Centrist goes for the establishment of a parliamentary government first (2022) and a gradual shift to a federal system (2022-2028) long after the tenure of President Duterte.

The Concom must hurdle two obstacles; the imprimatur of DU30 who is fixated in a “strong-French model-

universally elected president”; and the two houses of Congress, the final arbiter as they are constitutionally mandated to revise the 1987 constitution.

The current fear of the populace now that it can almost taste the texture of the coming change—pagbabago—is that Congress is not exactly trusted to embed into the new constitution their hopes and aspirations; but instead entrench further their prerogatives. Witness their refusal to enact the 1987 Constitution’s prohibition of political dynasties.

“yellow” minority in Senate threatens to prolong this conflict to a point where events will overtake the constitutional revision process. This minority can and will exhaust the patience of the Deegong, the HoR and the Cha-cha/ fed adherents, bringing into centerstage the possibility of a revolutionary government and destabilization.

So finally, our Centrist proposal for a constitutional convention (Con-con) could be the better alternative over the two other modes of constitutional revisions—peoples’ initiative (PI) and constituent assembly (Con-ass)—provided a combination of elected delegates be balanced with the appointed chosen delegates of the President. Most of those running as elected delegates would be the moneyed few, members of political dynasties whose clans and family interest take precedence. The chosen appointed constitutional experts even from the marginalized sectors – who could never afford and win an electoral campaign can counter and balance these dynasties – and give the presidential agenda a chance to be debated and pondered upon

well. We propose 40 percent to 50 percent of the latter to compose the Con-con delegates. Congress needs to enact this law.

Those who oppose constitutional reforms can bide their time; we, the proponents cannot. We waited for decades for the chance to reach this point— the possibility of a systemic reboot that will extinguish the underlying multitude of problems that have been haunting the Filipino— stark poverty, injustice and corruption in all levels of governance. We understand too that we have a flawed leader in President Rodrigo Duterte—a petulant, irascible political outsider who intimidates even his allies. But it is a given too that no leader in the past 100 years has emerged with the chutzpah to seriously challenge the oligarchy and the custodians of the status quo.

He is the leader who can escort us to where we should go. Or we all burn!

Bantula. A bamboo instrument that is use to call the attention of the community. The bantula is pounded by a solid timber to produce loud sound. The rhythm of the pounding depends on the intention of the caller such as calling the community to gather for a meeting, a warning that strangers are coming in the community, a warning for intruders, an emergency warning during floods or simply as a musical instrument.

However, this bantula is being used as a school “bell” to call the students or remind them of the time.

The school year has recently started among the Matigsalug community in Brgy.

Kalagangan. The bantula shall be sounded everyday to call the student’s attention.

Every year, Division of Bukidnon celebrated its Bantula Awarding Ceremony, this is to give recognition to the teachers who worked hard for the success of their

young learners.

That the true and correct name of the petitioner’s mother as reflected in her Certificate of Live Birth duly issued by the National Statistics Office is RAYSAH DILINOGUN BACARAT. Such certificate is herewith annexed as Annex “C” to form part of this petition;

That since primary school until graduating college, petitioner consistently used his correct full name AL-YUSHRIE BACARAT LAO. As proof of the same his Official Transcript of Records from Mindanao State University-Main Campus is hereto appended as Annex “D”;

Petitioner therefore desires that the error be corrected to conform to existing facts, to avoid confusion of his identity, and to set his birth record straight;

Petitioner notes that the present petition is filed not to evade any responsibility under the law, but only to correct errors and to avoid future problems that the errors may cause. In support thereof, appended hereto are the petitioner’s National Bureau of Investigation(NBI) Clearance dated 29 August 2017 and Police Clearance Certificate dated 13 September 2017 and Barangay Clearance dated 13 September 2017, Certificate of Good Moral Character from MSU-Main Campus dated 12 October 2016 as Annex “E”, “F”, “G” and “H”, respectively. Innovation and sustainability collide at WORLDBEX Seminars 2018

For the past decade, builders, designers, and creators alike have been faced with a dilemma. How do we innovate and push towards progress without all the damage? Seeking to address this conundrum, the Philippine World Building and Construction Exposition, or simply WORLDBEX 2018, is intent on opening up a much-needed dialogue among practitioners of the construction and design community at this year’s WORLDBEX Seminars.

Happening on March 15 to 18, from 9am to 5pm at the SMX Convention Center as a key event highlight of WORLDBEX 2018, this year’s WORLDBEX Seminars aims to explore the ways in which the industry can work together in “Shaping Innovations Toward Sustainability”.

Like its previous installments, this year’s series will feature an impressive roster of guest speakers both local and foreign. With only four seminars scheduled per day, attendees can expect a comprehensive and insightful exploration of the most recent building and design breakthroughs in sustainability and beyond.

On the first day, the seminars will kick-off with a talk on global safety issues with Engr. Bayani Bueser.

Technological innovation will set in a more convenient and efficient labor case management services at the National Labor Relations Commission (NLRC), the agency has announced over the weekend.

NLRC said it has partnered with the Asiagate Networks, Inc. in setting up a comprehensive system for the filing of Request for Assistance (RFAs) and case tracking for execution or release of judgment award in labor dispute resolutions.

The system will enable workers and employers to file a personal or online RFA and complaint and track its status for execution or release of judgment award. Records may also be easily tracked in cases where the same are already in archives and/or for disposal.

NLRC Chairman Gerardo C. Nograles said the innovation aims to provide accessible platforms for the public to avail all services of the commission for their convenience.

“Our goal is always to bring NLRC closer to the people,” Nograles said.

The project will be rolled out to NLRC’s Regional and Sub-Regional Arbitration Branches and Commission Proper (Luzon, Visayas, and Mindanao Division) for nationwide availability.

The system will enhance, improve and integrate the

existing Case Tracking System and other disparate systems, making it possible for NLRC to provide a more clear and transparent flow of labor cases.

It will also install a comprehensive and complete online system for the case and performance monitoring including case profiles and statistics of cases.

A comprehensive database of all cases filed in the Single-Entry Approach (SEnA) will also be provided to Regional Arbitration Branches for compulsory arbitration of original cases, as well as to the Commission Proper.

This will address the resolution of appealed cases, execution of final judgment, release of judgment award, and archiving and disposal of case records, with the facility of retrieval of related information.

The e-Case Tracking system is also expected to speed up the resolution of cases monitoring and strict observance of time limits in the conduct of case events, from filing to disposition, execution to release of judgment award, and archiving to the disposal of records.

Overall, the new system is set to deliver an automated tracking system of all the cases from filing to execution including its status on a real-time basis, providing public access on the status of cases, and status or execution. END

DOE to Energize Off-grid Areas (Taguig City). Three offgrid areas in Mindanao and Bohol were chosen as the pilot sites for the collaboration involving the Department of Energy (DOE), National Electrification Administration and the European Union-Access to Sustainable Energy Program (EU-ASEP).

The DOE and NEA on Friday (2 March) presented the program intended to put in place small renewable energy-based applications to spur economic development in host areas and the environs.

The DOE tapped the technical assistance of experts, through EU-ASEP,

to expand the country’s sustainable and renewable energy sources and utilization.

Representing Energy Secretary Alfonso Cusi, DOE Undersecretary Jesus Cristino Posadas said “there is a close correlation between energy, particularly electricity and social and economic development as being energy-poor is poverty-bound.”

“Most of the poorest of the poor are located in remote and far-flung areas which are not connected to the main grids of Luzon, Visayas and Mindanao –the so-called off-grid areas.”

“Energizing these pow-

er-poor areas will enable economic and social activities to be started and be sustained there,” added Posadas.

Off-grid areas being powered using diesel generators, the costliest power source, Posadas said decentralized mini-grids and solar home systems could revolutionize the energization in these areas.

EU-ASEP feasibility studies identified the common agricultural activities (i.e., corn shelling, flour grounding, rice hulling, winnowing, cassava and coconut grating, abaca stripping and fishing) in the areas where small-RE

based productive applications can be utilized to improve production for economic growth.

The three pilot sites include Sitio New Mabuhay in Malita and Sitio Mahayag in Don Marcelino both located in Davao Occidental with proposed projects on modernized abaca and corn processing, respectively; while Barangay Banacon in Getafe, Bohol was proposed with an ice plant (with household micro-grinding) project.

Some PHP24.5 billion for the unconditional cash grant has been included in the 2018 National Budget,” he added.

The unconditional cash transfers for the poorest of the poor will be increased to PHP300 per month in 2019 and 2020 benefitting 10 million Filipino households, he said.

TRAIN is not a perfect law, he said, but on balance it is a big plus for the economy.

“TRAIN takes into consideration the immediate, the medium, and the longrun effects of the law,” he added.

Diokno said the passage of Package 1 of TRAIN shows the commitment of the Duterte Administration in improving the economic conditions of the country and the general welfare of its people.

As such, they are qualified to work in the vocational strand that they have chosen.

But students have been galvanized to proceed to tertiary education because of the government’s move to universalize the right to quality college education in the country in the form of subsidy of college fees as well as through the various academic scholarships offered by both the government and the private sector.

There are 49 public and 14 private high schools in Misamis Oriental offering Grades 11 to 12. The number will increase to 65 once two more public high schools in the province will offer senior high tracks next semester, one in Jasaan and another in Magsaysay.

USTP holds Innovation Summit

The University of Science and Technology of Southern Philippines (USTP) will hold its first Innovation Summit on March 8, 2018 from 7:30 a.m. to 5:00 p.m. at the university gymnasium with the theme Rethinking Success in Innovation.

The summit serves as the launching of Technology Business Incubation, which aims to assist startups by providing opportunities to receive support groups that have innovations which have the potential of being commercialized.

The Innovation Summit will be a venue for students to showcase their projects and gain insight on current trends in consumerism and entrepreneurship. Invited investors may also go into business with innovations that students have made.
