JUST before leaving the borders of Davao City, a certain power plant may have piqued the interest of curious passersby. With a massive dome that can be seen even from airplanes, the 300-megawatt Davao Baseload Power Plant is a hard sight to miss. The sheer size of the power plant may seem imposing, but the plant has been gaining traction in industrial tourism, becoming a go-to destination for educational visits through its Energy Education Center. The plant complex is also home to some vibrant marine and avian life, with some 300 sea turtles hatching from Therma South, Inc.’s (TSI) coast just last year. Birds, pawikans, and tour groups are not the only things that frequent the plant. TSI’s coal jetty also bustles with activity a few days every month when panamax ships deliver important fuel. Because of this, TSI has consistently landed in the Top 10 Importers for the Port of Davao for the past 4 years ever since it began commercial operations in 2016. “For the previous year [2019], the Port has collected nearly 30 billion pesos. ZAMBOANGA CITY -- The city government is studying the possibility of tapping the river in Barangay Malayal, Sibuco, Zamboanga del Norte, to augment the water supply of the Zamboanga City Water District (ZCWD). Dr. Elmeir Jade Apolinario, City Disaster Risk Reduction Management Office (CDRRMO) chief, said Monday that they already discussed the matter with the municipal officials of Sibuco. “They said they will have to look at the proposal, which is beneficial not only

to Zamboanga City but also to the whole municipality of Sibuco,” Apolinario said. Apolinario said the interconnection of pipelines from the Malayal river towards the west coast of this city would require a huge amount of money. ILIGAN CITY -- A former member of the New People’s Army (NPA), who enjoyed government support after he surrendered a year ago, was shot dead Saturday by still unidentified gunmen, in Barangay kalilangan, this city. The fatality was identified by police investigators as one Darwin Saparo, 29, a resident of sitio Lemon, Barangay Kalilangan, Iligan City. Police investigation showed that Saparo was shot several times which caused his instant death. He was attending to his poultry farm at the back of his house when unidentified gunmen alighted from the scene, and without provocation, straffed him with bullets. Saparo was a member of the Indigenous Higaonon tribe. When he surrendered to the government last year, he benefitted the government’s Expanded Comprehensive Local Integration program (ECLIP) and he received a total of Sixty-five Thousand Pesos (P65,000) from the government, which also used to put up his poultry farm. Uneasiness of doing business NO MORE hassle in doing government transactions? Think again, Virginia. It’s still loaded with uneasiness when it comes to doing business transactions with government. That said, the recent announcement of Honasanled DICT and the so-called Anti-Red Tape Authority to remove hitches in business registration may result to another directive gone awry. As proof that red tape still thrives in the bureaucracy, try to engage in any government entity and most often than not, frustrations await you with

a long, puzzling list of requirements. And the transport industry is no exemption to the bureaucratic transactions imposed by government bodies mandated to implement the transport modernization program. This virus called red tape still lurks into the vein of government transactions i.e, the requirements in the transport modernization program. Transport operators are crying out loud on the very stringent bank requirements and inefficiencies of government agencies tasked to imple-

ment the Public Utility Vehicle Modernization Program (PUVMP). The recent launch of the first national business onestop shop (NBOSS) may come as a rescue, but this remains to be seen as far as compliance of this DICT directive is concerned. The DICT says that the NBOSS is a one-stop shop allows the completion of business registration in nine steps within seven and a half days. Join the One Mindanao Energy Cooperative THE year 2014 was the formative year of the One Mindanao Energy Cooperative, the first of its kind in the Philippine, if not, in the cooperative world as it is one to save Mother Earth from climate change and from ill health. Such trail-blazing move of the cooperative leaders in Mindanao was so amazing that it got the full-hearted support of no less the nationally known environmental advocate Congressman from Oriental Mindoro, Cong. Ray Umali. Despite his very busy schedule, the good Congressman found time to travel to the different regions of Mindanao during the holding of regional cooperative power summits, firmly supporting the cooperatives’ advocacy to own and manage the Agus Pulangi Power Complex. And rightfully so! They asked, why must Mindanawons suffer power shortages when the island

oozes with watersheds that can generate enough hydroelectric power for the people? They contended that the reason for these shortages is that the existing hydro generation plants have not been well maintained, thus, not optimized. Because of this, six coal-fired power plants will be established in different regions of Mindanao which are already banned in other countries as “coal burning power plants are making people sick and shortening their lives- thousands of them,” “Burning coal is leading cause of smog, acid rain and global warming,” the Union of Concerned Scientists said. That, “In an average year, a typical coal plant generates 3,700,000 tons of carbon dioxide, the primary human cause of global warming-as much carbon dioxides as cutting down 161 million of trees; 10,000 tons of sulfur diox-

ide which causes acid rain that damages forest, lakes and buildings, and forms small airborne particles that can penetrate deep into lungs; and 500 tons of small airborne particles, which can cause chronic bronchitis, aggravated asthma and premature death; and so many toxic chemicals such as 225 pound arsenic which will cause cancer.” Well, that is what a typical coal plant can do, typical meaning just around 100 megawatts. The six coalfired power plants that are being established all over Mindanao have a total megawatts of 2,167. These are not acceptable to the people of Mindanao especially to the 4 million cooperative members who are environmentally conscious. Those big capitalists and their political cohorts who are putting-up these are saying that coal-fired power plants are clean. That’s oxy-

moron! NO such thing as clean coal. Yes, more than 8,000 cooperatives in Mindanao are serving notice to one and all that they are collectively opposing the putting-up of coal fired power plants. As a countervailing measure, hydro-power plants in Mindanao must be wellmaintained and optimized to cater to the increasing needs of power. Yes, they are binding themselves into a One Mindanao Energy Cooperative to own and manage the Agus Pulangi Hydro Power Complex. They are financially capable as their combined assets total more than one hundred billion pesos. The will to win THINK a minute . . . A father was trying to get his little boy to drink a glass of milk but the son kept refusing; so the battle of wills was on. The father then poured himself a glass of milk and challenged his son to a race to see who could drink their milk the fastest. When the son had finished drinking his entire glass of milk, he said: “Let’s race again!” The will to win is built into all of us, some more than others. In fact, massive armies led by ambitious men like Alexander the Great, Julius Caesar, and Napolean Bonaparte, marched off to foreign lands simply to conquer them. The military general Robert E. Lee said:

“It’s a good thing war is so terrible, otherwise we would like it too much.” However, the good side of man’s drive to conquer has given us tremendous discoveries that have advanced mankind. Like the team that Captain Earnest Shackleton led to boldly explore the bottom of the world: Antarctica. Amazingly, this is the advertisement he put in the local newspaper to attract men to join his team: “Men wanted for dangerous duty. Small wages. Bitter cold. Constant danger. Safe return doubtful.” Not a smart and appealing advertisement, right? Wrong! More than 5,000

men applied in response to that ad. But why would so many men want to risk everything to be part of such a miserable, dangerous journey? The answer is man’s will to win and conquer. It’s that powerful. That’s why it is so important that we control and use our will to win in a mature, constructive, and right way. It also means learning to lose gracefully, while keeping our good character and relationships as our life’s greatest ambition and goal. We can conquer others in sports competitions, career or business, but lose the real competition of life: our honest character and right relationship with our Maker

Agri NorMin capacitates staff on climate change education THE Department of Agriculture - Regional Field Office 10 (DA-RFO 10) developed a training on capacity enhancement and mainstreaming of climate change in increasing the capability of some DA-RFO 10 staff and its attached agencies on February 26-28, 2020. The three-day activity focuses on climate change risk and its mitigation strategies in the city of Cagayan de Oro. It also includes updating of technologies and practices for climate change adaptation and mitigation. C ar melito L ap o ot, officer-in-charge of DA’s Research Division noted that a more productive and resilient agricultural industry requires better management of resources. According to Lapoot, adaptation practices for crops is through the use of resistant or tolerant varieties, the use of nextGen varieties for saline, rainfed, lowland irrigated inbred and hybrid areas, among others. The 1987 Constitution guarantees every Filipino, the right to education which provides that, “The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make education accessible to all.” Thus, the Department of Education (DepEd), the country’s biggest bureaucracy ensures the optimal development of a learner to be a skillful and purposeful person which is able to contribute to the society at large in the present and the future. Realizing this constitutional mandate, DepEd has strived to offer various curricular programs to address specific needs of learners in the country. One of these is the Special Education (SPEd) Program which was opened the first time by TCES on June 3, 2019. The school catered 32 learners with only 24 coming from Tubod and the other eight, from the neighboring municipalities. Opening the program was not a walk in the park. Educational facilities were very limited. There was only one special education teacher deployed in the school. Moreover, 17 out of the 32 learners didn’t have

any diagnosis as to their specific disability. These problems hinder the teacher to provide appropriate intervention to develop the exceptional child’s potential which caused alarm on the school administrators. With the school’s goal to provide accessible quality education to the learners, it had devised ways to address these problems. The app is an easily accessible offline digital reference for DENR personnel and law enforcers to help them correctly identify various species of wildlife. Currently, it has 480 species in its library, which is easily searchable using the app’s filtering tool. This feature, he said, is very useful for identifying unfamiliar species by narrowing down descriptive categories. The species library is also publicly available online at wildalert.ph. It is now being used for pilot testing by selected DENR officials and law enforcement officers and is targeted to be available nationwide among DENR officials, including forest rangers by April 2020. No less than our beloved President Mayor Rodrigo Roa Duterte said that if it is a means to life like water, it must not be used to rake money by the oligarchs as what two elite families are doing in the business of water in Manila. Thus, it must rightfully be owned and managed by the people themselves through their cooperatives so that they can exercise that God given right of decision making, thus, democratizing wealth and power. In that way, the people will be empowered to have access and control over their resources and utilities. Let us be mindful that poverty in Mindanao is rooted in the powerlessness of the inhabitants to own and manage these resources and utilities which are controlled only by a few elite thus, the exclusivity of growth and development. The call for inclusive growth primarily means that resources and utilities be managed and controlled by the people themselves. In my sorties around Mindanao during the regional power summits, it was amazing to see an awakened citizenry, showing their collective force and ready to take responsibility. Yes, it is about time to put power where it rightfully belongs, that is, to the people. This time, I am not just talking of political or economic power but electric power! And there is no choice! It is renewable energy owned and managed by the people through their cooperatives and NEVER coal-fired power plants which are considered a Curse to the people and the environment! Tubod Central Elementary School (TCES) supports the ‘HAMON: BAWAT BATA BUMASA’ (3Bs) of the Department of Education which aimed at making every learner a reader at one’s grade level. Based from the overall results of the national assessments, many grade level learners are struggling in early language, literacy and numeracy, low achievement levels in English and Mathematics. This is associated with the poor performance in reading and comprehension, in both elementary and high school in both languages and content areas. TCES shared the same dilemma regardless of the implementation of all the reading programs of DepEd, the school itself has been doing a lot of reading enhancements, reading remediation and reading interventions, to suffice the reading needs of the school, and yet the institution fails to solve it. Hence, included in one of the school meetings is not to move the learner to the next grade level if such has difficulty in the said area. In connection with the reading predicament, the school thought of reading initiatives to solve the problem. READING TIME is a reading initiative of the Student-Pupil Government (SPG) Officers who help slow readers to read during their free time, specifically after taking their lunch. SILID ARALAN PA…BASA NA involves parents of the slow readers who were given reading materials by the teacher-adviser. The said reading materials are used by the parents at home for teaching/guiding their children to read. PAGBASA MO…CONCERN AKO is another reading initiative which involves parents and stakeholders who are staying inside the campus during class days. They extend services to the school by helping learners to read. During vacant time, they stay in the Storylandia together with the learners during their free time and who are identified as frustration readers READ, SPELL and CREATE sets the teacher to introduce the word during the flag raising ceremony. After presenting the word, the teacher will let the pupils spell the word, then call pupils to use the word in a sentence.
