AGAYAN de Oro City--The Renewable Energy Management Bureau under the Department of Energy (DOE) has identified Camiguin as one of the potential areas for locally funded Low Enthalpy Geothermal project.

The project is an initiative of the national government that aims to further explore and evaluate lowenthalpy geothermal areas that might be suitable for power generation using binar y technolog y and other direct-use applications.

During their conduct of Information Education and Communication campaign for the comprehensive resource assessment in partnership with Philippine Information Agency (PIA) in Region 10, Geothermal Energy Management Division Chief Ariel D. Fronda said that geothermal energy could be a source of several uses, such as power plants. Fronda added that a typical geothermal power plant producing thousands megawatt of electricity displaces million barrels of fuel oil, equivalent to saving hard-earned dollars.

DAVAO CITY -- A top executive of the Mindanao Development Authority (MinDA) revealed that the brownouts in the cities of Davao and Cagayan will stay because of less supply and high demand for electricity.

Romeo Montenegro, communications director of the MINDA, said these areas continue to have a demand for electricity, being the economic

centers of Mindanao.

He cited the need to conserve energy. “We need to conserve energy during times when we have reserves and all the more need to do demand management on energy when our supply is decreasing,” Montenegro said.

He said that electric cooperatives outside these cities are able to manage the electric

Montenegro said the TSI coal fired power plant in Binugao, Toril which was restored following a maintenance shutdown cannot supply electricity beyond the contracted power need which is 100 megawatts for the Davao Light and Power Company since the power plant also allocates energy to other electric cooperatives in Mindanao.

He said the Davao Light has sourced its largest power needs from the Agus-Pulangi hydropower source, which is the largest power source in Mindanao.

“The problem is, AgusPulangi can only produce up to 20 percent of its full capacity in the last several days. Given its 900 megawatts expected capacity, it can only deliver 200 megawatts or less, dropping to 150 megawatts three days ago because of the low water level in Lake Lanao due

to the El Nino phenomenon,” Montenegro said.

He said if Davao Light and Power Company takes all energy from the TSI coal fired power plant, it will result in brownouts in many areas of Mindanao.

Montenegro said there will be no fairness if that happens.

“Davao Light can only tap up to the extent of its contracted power from the TSI. The entire capacity of the TSI is also contracted to other electric cooperatives that are equally in need of supply no matter how big or small it is based on their specific contracts,” he said.

DAVAO CIT Y -- The Davao City Water District (DCWD) said that preparations for the full implementation of the Php 19-billion project in barangay Tamugan this city is on track.

DCWD spokesperson lawyer Bernie Delima, however, said they still need to get hold of the Sangguniang Panlalawgian Resolution, which is expected to be released next week. The SP Resolution is a basic requirement to attain a handful major permits which by this time is the only missing document.

Among the permits that need to be worked on are the Environmental Clearance Certificate from the Department of Environment and Natural Resources, the Free, Prior and Informed Consent permit from the National Commission on Indigenous Peoples, another permit from the

Department of Energy and a few other major permits from government institutions.

“Of the hundred permits that we need to comply, majority is minor ones and several of them were already issued,” he said.

The Tamugan Water Project with all permits issued will proceed construction this year with a target completion by 2019.

Delima said once the Tamugan water source is ready three years from now, only 10 of DCWD’s production wells will continue to operate and the rest of the 57 existing wells will be rested.

He said they need to rest the 37 production wells mostly located in Dumoy and 10 others in Lubogan and Toril areas.

“But we will continue to build new production wells as part of our goal until 2025,” he said. The five new wells will be built in Talandang, Indangan, Marilog, Tugbok and Cabantian.

He said this is in preparation to the increasing growth of their clients especially that the Tamugan Water Project will now service those in District 2 areas.

Started in 201l, the Philippine Industrial Energy Efficiency Project (PIEEP) is promoting industrial energy efficiency through the adoption of an Energy Management System (EnMS / ISO50001) and Systems Optimization to make industrial operations more energy efficient, reliable and competitive.

In its latest initiative, PIEEP is conducting a two-day training on Energy Management Systems for 54 Industrial Users of various industrial companies operating in the Cagayan de Oro-Iligan Corridor (CIC).

Scheduled from March 1-2, the two day training session targets persons designated by management as responsible

for implementing the energy management system (EnMS).

“This will walk participants through the PlanDo-Check-Act cycle as it applies to ISO 50001 energy management standards,” said Oscarlito C. Malvar, national project coordinator. “Participants will be taught how to establish an effective energy policy, set improvement targets and objectives, establish energy performance indicators, identify significant energy users, and opportunities for improvement.”

Malvar said participants will also be mentored on the value of conducting industrial system optimization assessments in order to identify early energy saving opportunities and build momentum for the energy management system.

PIIEP is aligned with the National Climate Change Action Plan (NCCAP) 20112028 that aims to promote and implement energy efficiency and conservation at the national level to help

address climate change concerns.

Its project components include the Energy Management System, Systems Optimization and Enhancement of Financing Capacity with partner banks DBP, BPI and Landbank.

Target b enef its in clude electricity savings of 2,057,755 megawatt hours (MWh), fuel savings of 6,071,000 gigajoules (GJ) and an estimated “Direct Environmental Benefit” of 261,754 metric tons of carbon dioxide (equivalent emissions reduction from fuel and electricity savings).

Initially, focus sectors identified included Food & Beverage, Basic Metals & Steel, Chemicals and Pulp & Paper Products. This has now been expanded to include cement, semiconductor and microelectronics, and Water Utilities.

With technical assistance from the United Nations Industrial Development Organization (UNIDO) and financial assistance from development partners such as the Global Environment

Facility (GEF) and local development banks, the PIEEP can help the Philippines meet its commitments to global environmental agreements, secure a low carbon future, and more importantly, achieve inclusive and sustainable economic growth that establishes a competitive market environment, creates decent employment opportunities, and helps eradicate poverty.

The project aims to promote sustainable energy management system and achieve energy efficiency best practices within the Philippine industrial setting with the purpose of achieving energy savings and contributing to climate change mitigation efforts.

This objective will be achieved through the introduction of energy management system (EnMS) standards (compliant with ISO 50001), systems optimization (SO) for steam, compressed air, and pumps, and financial opportunities for energy efficiency investments. The GEF has provided a grant of $3.166 million for the 5-year project period.

NGCP steel tower in North Cotabato bombed ALEOSAN, North Cotabato-Unidentified armed men, for still unknown motive, tried but failed to topple a steel tower of the National Grid Corporation of the Philippines (NGCP) early Wednesday morning.

According to Superintendent Bernard Tayong, speaking for North Cotabato police office, said three improvised explosive devices were attached to three posts of NGCP tower No. 63 in Purok 4, Barangay Pagangan.

He said the same tower was bombed by still unidentified men on January 14 but it was not toppled.

Chief Inspector Jun Napat, Aleosan town police chief, said two IEDs exploded at about 12:20 a.m. Wednesday while another bomb did not.

At about 5 a.m., village officials found another live IED still attached to one of the posts.

Quoting village officials, Napat said the local residents

heard loud blasts but did not bother for fear they may be harmed.

Napat said the tower remained standing although two of its full legs were severed.

“We are securing it while bomb experts are trying to defuse the third bomb,” Napat said.

The attempt did not affect transmission of 69KV line from Kabacan NGCP substation to Simuay, Sultan Kudarat station.It was the second attack on NGCP transmission tower

in North Cotabato this year.

On Jan. 14, the same tower was bombed but it was not toppled too.

About 16 steel towers have been bombed in North Cotabato, Maguindanao and Lanao del Sur in 2015 that contributed to the power deficiency of the Mindanao grid.

The NGCP condemned the attack and urged villagers to help the power distributor prevent similar incident in the future. (PNA)

While, the government is doing its best for the full implementation of the k to 12 next school year, we also need a leader that could truly change the pace of our educational system.

An ideal leader has an exemplary character. It is of utmost importance that a leader is trustworthy to lead others. A leader needs to be trusted and be known to live their life with honestly and integrity. A good leader “walks the talk” and in doing so earns the right to have responsibility for others. True authority is born from respect for the good character and trustworthiness of the person who leads.

A leader is enthusiastic about their work or cause and also about their role as

leader. People will respond more openly to a person of passion and dedication.

Leaders need to be able to be a source of inspiration, and be a motivator towards the required action or cause. Although the responsibilities and roles of a leader may be different, the leader needs to be seen to be part of the team working towards the goal. This kind of leader will not be afraid to roll up their sleeves and get dirty.

Good leaders are tolerant of ambiguity and remain calm, composed and steadfast to the main purpose. Storms, emotions, and crises come and go and a good leader takes these as part of the journey and keeps a cool head.

A good leader inspire people to make a difference to their lives and to the lives of other people.

“Our lives are now more difficult compared to previous years, when we could catch fish just near the village,” he said.

Junvic Guiritan, a local fisherman said a recent study noted that sediments in the sea have increased.

He said he used to get cray crabs, giant tiger prawns and shrimps.

“In 2007-2011, I could get a bucketful of lambay or blue crabs, but today I’m lucky if I could get five kilos,” he said.

He noted that shells and other fish have been gone.

Local fishermen admitted that illegal fishing activities also contributed to dwindling catch but emphasized that siltation is the biggest problem.

Claver town hosts several mining companies such as Adnama Mining Resources Inc., Taganito Mining Corporation and Platinum Group Metals Corporation.

In Nagubat Island, Alambique, a fisherman named Vincent Catulmo said their catch has decreased as a big portion of the sea has become silted.

Engr. Alilo Ensomo Jr., regional director of Mines and Geosciences Bureau-Caraga said they have received a report about the problems allegedly caused by siltation.

He said they will conduct separate investigation and tell the mining companies to remove the silt if the report turned out true.

He said Caraga State University has conducted a study on the siltation in Gigaquit and its impact on the marine ecosytem and fish catch.

He added the MGB will also check if sand and gravel quarrying operations along Baoy River in Gigaquit also contributed to the siltation.

Nerio G. Casil, regional director of the Bureau of Fisheries and Aquatic Resources-13 did not comment on the issue.

DTI turns over P1.1 million SSF projects to Sibugay IPIL, Zamboanga Sibugay - - “I would like to give emphasis on the role of the cooperators. In your hands lie the responsibility of proving the sustainability of your businesses within two years from the time these equipment are turned over to you by DTI.” This was the message of Engr. Al-Zamir I. Lipae, provincial director of the Department of Trade and Industry during the recent launching of the Shared Service Facility (SSF) projects for 8 women/farmers’ organizations and cooperatives held at Upper Pangi Barangay Hall, this municipality.

Lipae said after two years, assessment will be conducted before granting full ownership of the equipment to the SSF project grantees.

Engr. Noel A. Bazan, Acting ARD said, “I encourage all cooperators to manage your businesses with utmost dedication to be profitable. I urge you to set aside fund for savings so that when you need to buy new equipment, you have enough funds to sustain the business.”

SSF projects aim to improve the quality and productivity of micro, small and medium enterprises

(MSMEs) by addressing the gaps and bottlenecks in the value chain of priority industry clusters, through the provision of processing machines and equipment under a shared system.

This will als o give MSMEs access to better technology, and more sophisticated equipment to accelerate their bid for competitiveness, and help them graduate to a next level, and can tap better and wider market.

ADOPTING SKILLS DEVELOPMENT IN THE NEW EDUCATION CURRICULUM AT SCHOOL ESTERLITA T. LEONO, MT-I

The Educational System the country is experiencing now created different views from among the people of different walks of life, various sectors have reacted on it with contradictory and in contrasting statement defending on how it gives favour and comfort to them being affected with its adverse outcome.

Before it came into existence, the Department together with its under-secretaries had considered a careful steps in making decision as the program was piloted in selected schools in the country for full implementation.

Researches had been conducted to reveal how the curriculum can gradually change the educational conditions of the country being on the bottom of its performance based on EDCOM reports.

As an educator, I took a bolder step in giving more premium to skills development as the essence of the offering of the TVL (Technical, Vocational and Livelihood track) as the curriculum is designed for the purpose. In answering the dire need of guiding the youth to the right track they had chosen, the preparation took several brainstorming session to come up with a more significant program that aligns to the strand of the

program.

As a pilot school institution in Bukidnon, Valencia National High School crafted memorandum of agreement to the leading industries of the community to serve as partner in the implementation by accepting possible graduates as the pioneer batch of its full blown implementation. The external stakeholders played a vital role for the realization of the program.

To cater the need of students who are specialized in baking and making bread and pastries, the opening of a school bakery had been materialized as an avenue to develop and honed skills in cooking. More alternative programs had been employed to supplement learning on the said specialization.

The operation of the schools bakery had impacted the implementation of the program as it is directed towards understanding entrepreneurship that enhances critical thinking as far as preparing the students ready in the world of work in consonance to the departments DepEd Order 10533, that puts so much emphasis on the actual application of the learned theories in school by bringing them to actual manual skills development.

Tremendous change in student’s perspective had been observed when many had positively responded to the curriculum offering as evident to the increased of enrolees of the said track. Many opted to enrol on the closely associated offerings of the TVL because they can still have the access to some related skills for them to minimize financial expenditures.

As we manage the school bakery, it gives me more understanding how the new curriculum offering will alleviate financial hardships in the case of the parents, since the students will also earned as they are on study, and can make a savings based on the good entrepreneurial management and actual student laboratory engagement.

The government share is equal to one-percent of the gross income of renewable energy resource developers, wherein 40% of it will be given to local government.

Another is the benefits pursuant to ER 1-94 where in here, a host community could acquire one centavo for every kilowatt-hour of electricity generated. This would then be given through the form of electrification fund (EF), development and livelihood fund (DLF) and reforestation, watershed management, health and environment enhancement fund (RWMHEEF).

DOE envisions to formulate policy and guidelines for the development of low to medium enthalpy geothermal energy resources for small-scale power generation, agro-industrial and direct application. The Climate Bond, which has been certified by the CBI, is the first in Asia and the Pacific and the first ever Climate Bond for a single project in an emerging market. Climate Bonds, a relatively new asset class, are issued in order to raise finance for climate change solutions — climate change mitigation or adaptation

related projects or programs.

These might be greenhouse gas emission reduction projects ranging from clean energy to energy efficiency, or climate change adaptation projects.

“Geothermal energy development will play an important part of the shift to a low-carbon economy. The Philippines and Indonesia in particular have enormous geothermal potential; we expect this bond to be the first of many in the region,” Kidney said in a statement posted on CBI’s website.

The Philippines has an estimated 4,790 MW of potential geothermal capacity. Although only a small part of these resources is being exploited, the country is already the world’s second largest geothermal power producer; 11% of the country’s installed power capacity (1,868 MW in 2013) is geothermal energy, accounting for 9,605 gigawatt-hours of generation in 2013.

The government wants to boost this capacity by 70% by 2030 to reach 3,200 MW. The ambitious target is based on geothermal energy’s perceived advantages in environmental performance, energy security, and avoidance of fuel import costs.

However, only 20 MWs have been added since 2008.

Barriers include the high cost of steam exploration, long development lead times, and the small number of experienced local developers and lenders.

The Climate Bond, amounting to US$225 million (Php10.7 billion) will provide credit enhancement to AP Renewables, Inc. (APRI), the AP subsidiary that owns and operates the TiwiMakban geothermal facilities.

The credit enhancement will be in the form of a guarantee of 75 percent of the principal and interest on the bond, ADB said in a statement.

In 2015, ADB committed to double its financing for climate change adaptation and mitigation by 2020, including playing a catalytic role to crowd-in private sector climate finance.

“The Asian Development Bank’s backing is a good example of the key role development banks play. Its credit-enhancement, and the consequent lower cost of capital for the project, is exactly what’s required if the sector is to grow as rapidly as we need it to,” he said, adding: “ADB’s support for Climate Bonds Certification promotes clear standards for assets that are important to addressing climate change. Investors can be assured of the climate change credentials of this bond.”

Consistent with ADB protocols: In his 12-page “Report and Recommendation of the President to the Board of Directors” dated June 11, 2015, Takehiko Nakao, ADB president and chairman of the Board since April 2013, said that the project is aligned with ADB strategy and operations since it is (a) consistent with strategy 2020 and the midterm review strategy 2020, which list infrastructure, the environment, and finance sector development as three of ADB’s five core areas.

“For finance sector devel-

opment, the project advances goals of developing new products and deepening capital markets to channel national savings productively. In terms of infrastructure, the project supports clean energy and private sector engagement.

For environment, it reinforces ADB’s support to the Philippines in pursuing a low-carbon path for economic growth,” said the 60-year-old Nakao, who once served as vice minister of finance for international affairs at the Ministry of Finance of Japan before joining ADB. The project is also (b) consistent with the country strategy. “Among the main pillars of ADB’s country partnership strategy for the Philippines are private sector development, reduced environmental degradation, and vulnerability to climate change. The project supports each pillar. It is also in line with ADB’s programs to increase investment in infrastructure through PPPs, and to increase the availability of long-term finance to fund infrastructure investment.”

It is also (c) consistent with the energy policy. “The project is consistent with ADB’s Energy Policy, which emphasizes support for renewable energy in DMCs [or developing member countries].

Lastly, according to Nakao, the project is (d) consistent with the financial sector operation plan. “The plan recognizes that the Asia and Pacific region’s capital markets require the participation of institutional investors to mobilize longterm savings for infrastructure development. The plan also supports the promotion of debt capital markets, including local currency bonds, and ADB’s use of innovative financing mechanisms such as credit enhancements to enable the financing of infrastructure.”

Cleanergy supports PHL energy needs: The Tiwi-MakBan facilities, the 7th and 4th largest (respectively) geothermal power stations in the world, were developed in the 1970s by the government’s National Power Corporation. Originally built with a nameplate capacity of 676 MW (234 MW at Tiwi and 442 MW at MakBan), the facilities had fallen into severe disrepair by the mid-2000s. Effective power availability of the two plants by 2007 was at 41% for Tiwi and 63% for MakBan, well below industry standards.

AP, through APRI, acquired the plants through public bidding in 2009. By mid-2013, APRI had increased power availability in both plants to above 90% as well as improved generation efficiency and significantly extended the plants’ operating life. By 2015, the Tiwi–MakBan facilities account for 14% of the Luzon grid’s dependable capacity of renewable energy.

The Tiwi-MakBan geothermal power plants form part of AP’s Cleanergy brand, which also includes hydroelectric and solar power plants.

AP is presently operating more than 50 MW of hydropower plants in Mindanao through its subsidiary, Hedcor, Inc. Hedcor’s 68.8 MW run-of-river hydro power plants in Manolo Fortich, Bukidnon is set to go online in 2017. The company is planning to develop another four to five

hydropower plants in addition to its 22 hydropower plants already online in Benguet, Davao City, Davao del Sur, Ilocos Sur and Mt. Province to meet its target of 2 billion-kilowatt hour (kWH) annual power generation by 2020.

Aside from that, AP is also tapping geothermal energy sources and is set to start exploration and development of geothermal power plants in Mt. Apo and Mt. Sibulan, which already received unequivocal support from IP communities and local government units in the areas.

And its first foray into solar energy, the 59 megawatt peak (MWp) Php3.59 billion solar energy project (solar farm), is being undertaken through the San Carlos Energy, Inc., a joint venture of AP and the US-based SunEdison, the world’s largest renewable energy development company.

He explained that using GPS, actual damages are recorded. Data gathered are then processed by PRISM personnel.

“Accurate data on the extent of damages will help our policy makers and leaders determine what assistance the government can extend to affected farmers,” Mangindra said.

Bryan Arap, PRISM-ARMM focal person, said agriculture technical experts go to the fields, assess the situation and using smartphones, could determine what kind of insects and pests have destroyed agricultural crops.

“Soon we will come out with identified rice areas using maps so we can identify the country’s rice producing areas,” he added.

Johny Maloom, PhilRice researcher, said the system is using satellite images to come up with a drought map.

“What we are doing now is to pinpoint affected areas and come up with data that will help determine the extent of damages,” Maloom said.

PRISM will also monitor the damages brought by calamities like floods and infestation using the technology.

For most farmers, this year’s drought can be the worst, which destroyed a huge part of agriculture areas in the region.

ARMM is composed of the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

Among the rice producing towns of Maguindanao is Ampatuan municipality, where the extent of damage caused by the dry spell can be readily seen by the naked eye.

Mandag Sumagayan, 58, of Barangay Malatiman in Ampatuan, could not imagine how to recover his losses.

“Look around and you can see the extent of damages.

Newly planted palay now looks like ordinary carabao grass,” the father of eight said to illustrate how his green farm turned into brown and super dry field.

Rats feasted on his rice that has already produced grain.

“I am yet to recover from rat infestation and here comes the El Niño. How can I recover?”

Sumagayan lamented.

He added a government extended palay variety could not be planted because there is no water to prepare the fields for planting.

He is keeping his fingers crossed that the rainy season will come soon and hopes that a government response to help them will come.
