BUTUAN CITY – A 24-yearold man who was rushed to the Caraga Regional Hospital (CRH) in Surigao City died after more than an hour of admission and after being categorized as a patient under investigation (PUI) on March 26.

The person was considered PUI because of his recent travel to an area with a positive case of coronavirus disease (Covid-19) and also had a cough, Department of Health-Caraga (DOH-13) director Jose Llacuna Jr. told the Philippine News Agency on Friday night.

Before being rushed to the CRH, Llacuna said the patient was first admitted to a private hospital because of his chronic renal failure.

MANILA – The International Atomic Energy Agency (IAEA) is donating a thermal cycler and other essential medical supplies to assist the Philippines in its response against coronavirus disease 2019 (Covid-19).

“The IAEA is donating a RT-PCR Covid Detection Machine & software & various PPEs (personal protective equipment). Expected delivery date to the Philippines is on 31 March,” Foreign Affairs Secretary Teodoro Locsin, Jr. said on his official Twitter account on Thursday.

CAGAYAN DE ORO CITY -- Bukidnon Governor Jose Maria Zubiri Jr. has recalled his executive order that would prohibit the sale and delivery of rice supply outside the province.

Zubiri nullified Executive Order 18 (EO-18) on the same day after it was released on Friday, March 27, saying the directive became moot and academic supposedly after local rice traders assured him that Bukidnon has enough supply.

The order was met with backlash hours after it was released, with some netizens

“The LGU wants to take care of our health workers and frontliners so that they can continue their services in Marawi City,” Gandamra said.

Stop the Continuing Onslaught on IP’s Resources or Else!

THE Indigenous People are now serving notice to one and all that enough is enough! In a strongly worded Position Paper entitled, “Kasaysayan na Magpapatunay sa Lupang Ipinamana ng mga Ninuno (Ancestral Domain), the cooperative of the Indigenous People narrated their historical right on their ancestral domain which has all these years been the subject of massive exploitation of the rich and the powerful. But this time, they have awakened as they are advancing their firm resolve to collective fight to protect Abaga Ta Bayug (Mindanamora Falls) in Talakag, Bukidnon which they believe is a very sacred creation of Magbabaya (the Creator). Well, what else

is new?

The massive exploitation of the resources which once upon a time been the domain of the IPs has been happening not only in the Philippines but worldwide.

That process of deprivation is called the “enclosure of the commons.” The word “enclosure” describes the physical exclusion of the IPs from their commons (land) though being a common property of the IPs to be owned and controlled by the rich and the powerful.

Lands which were formerly the ancestral domain of the IPs are now owned and controlled by the rich and the powerful. This is concretely showcased in the hundreds of thousands of hectares of the choicest of lands in

rich but poverty-stricken island of Mindanao now transformed into big plantations which are planted with high value crops to supply the consumerist lifestyle of the people in the advanced countries. This is a paradox in an agriculturally-rich country that cannot even produce enough basic staples such as rich and milk for its people.

This truism is well narrated in the IP’s Position Paper. Indeed, the IPs have been living sustainably in their commons that include the ecosystems for thousands of years in the spirit of service and sharing. But where are they now? What happened to their lands, the natural seeds, the natural farming technologies

that they have practiced in harmony with the laws of nature?

Indeed, the economics of enclosure worked for the landlords and plantation owners but against the IPs. The massive rakings of a few provided the necessary justification for the privateers to expand the market economy despite the cost to nature’s economy and the sustenance economy being advanced by the IPs. All told, the enclosure of the commons which has taken place all these years against the IPs has put a few in control of the resources and as a consequence See RESOURCES, page 11

Covid-19: survival of the fittest The more intelligent would rule the less intelligent, or those who were less fit (Victorian England, 1820–1914)

COVID-19 outbreak has spread throughout the world. It reminds us of Darwin’s theory. Survival of the fittest. Corona virus has made the world public panic. Every nation gets suddenly terrorized.

The people in any country should keep themselves at home. They have to apply social distancing. The family at home must lockdown. It causes chaoes everywhere.

In micro-level—among the families—we can see the affluent families and the poor ones. They have different conditions in reacting to Covid-19. Let us imagine the real situation between the two different economic conditions of the families. And, also in macrolevel—among the nations

throughout the globe. They have different panorama in tackling the problem and surviving.

There is no more beautiful panorama around the world but mentally blurring and dark scenery of the environment. People get mentally stressed. As if Covid-19 both made all the same. No! It makes us all people different in reacting and feeling.

For the poor, in microlevel--it is different. When going out, we get scared.

When still keeping at home, we get tired. Tired of thinking about how to get a meager meal every day. How to keep the family served with them enough food.

Unfortunately, when l o ok i ng at t he f lu e nt

families— while keeping themselves at home—they always look to enjoy life.

The affluent families can enjoy the beautiful scenery behind their houses. They can enjoy the green and peaceful home yard. On the contrary, the ordinary, and very specifically the poor family, they cannot do it. They have to pursue a meager meal, selling things: food or anything as street vendors, working hard to be public transport drivers, Gojeck as well. What happens when they lockdown and stay at home?

Noone can imagine in such a chaos, panic with Covid-19. For poor families, it is either to die or to live.

The alternative is balanced: either A or B. A refers to

save themselves by keeping at home. They must stay at home, doing nothing and getting nothing. No, it is the same as when going out.

Therefore, they may choose B, to go out. They have to work, for finding a meager meal for their families.

That is in family lives with the different conditions of economic background.

On a much wider scale, we can see globally among the nations throughout the globe. Which one is the more intelligent among the people in any country?

Hints and Traces

There’s life after death

WE need to strengthen our faith in our life after death.

We need to reinforce that belief especially because nowadays there is clearly an ebbing away from that truth of our Christian faith.

We tend to get distracted by the things of this world, and worse, to get too attached to them as to ignore our life after death.

The readings of the Fifth Sunday of Lent, Year A, clearly tell us about this truth. We are meant for eternal life. We are meant for a life with God forever.

But we have to be ready for it, deeply realizing that what we have now in our earthly life is precisely the means and the path, not an obstacle, for us to enter into eternal life. We need to see the vital link between time

and eternity, the material and the spiritual, the natural and supernatural.

From the Book of Ezekiel, we read: “The Lord Yahweh says this, I am now going to open your graves. I shall raise you from your graves, my people, and lead you back to the soil of Israel.”

(37,12) Here, we already have an allusion of the truth about life after death.

This truth is reiterated in the second reading from the Letter to the Romans: “If the Spirit of him who raised Jesus from the dead has made his home in you, then he who raised Christ Jesus from the dead will give life to your own mortal bodies through his Spirit living in you.” (8,11) And all this point is rounded off with that beau-

tiful story of the raising of Lazarus where Christ clearly said: “I am the resurrection.

Anyone who believes in me, even though that person dies, will live, and whoever lives and believes in me will never die…” (Jn 11,25-26) We need to develop a sense of eternal life, making ourselves eternity-ready all the time, knowing how to connect our earthly time with the heavenly eternity.

We have to constantly remind ourselves of what the Letter to the Hebrews has told us clearly. “We don’t have a permanent city here on earth, but we are looking for the city that we will have in the future.” (13,14) We have to train our mind and heart, as well as our feelings and senses, to conform themselves to

this truth of our faith. In our personal prayers and meditations, let us consider from time to time the reality of heaven and reinforce that primitive yearning we have in our heart for a life without end, for a happiness that has no limits, which can only take place in heaven.

Let us remind ourselves frequently that our faith tells us that we actually come from God, and not just from our parents, and that we are meant to be with God forever in heaven after See LIFE, page 11

PCSO Readies PhP420 Million for Transfer to PhilHealth for COVID-19 Response MANDALUYONG CITY. Royina M. Group calls for uniform interpretation of quarantine guidelines

DAVAO CITY – As local government units in the country are on lockdown due to the coronavirus disease 2019 (Covid-19) outbreak, banana indus-

try leaders, through the Pilipino Banana Growers and Exporters Association (PBGEA), have called for a uniform interpretation of guidelines on the ground.

In an interview on Thursday, PBGEA executive direc-

tor Stephen Antig said they have requested the Department of Agriculture (DA) and the Mindanao Development Authority (MinDA) to issue statements calling for uniform interpretation of the guidelines since the

industry operates all over Mindanao.

Antig said their personnel in the field are having problems with ingress and egress because local government units have different interpretations of the guidelines that supply chains, especially food, should not be hampered.

However, he said they would continue to export their products so long as there are no logistical problems.

“We are very much into solving and alleviating the crisis in our little way as an association,” he said.

The banana industry in Mindanao covers six regions and 16 provinces with a production area of 88,000 to 90,000 hectares.

Meanwhile, Antig said they would be donating gloves, bananas, and other materials needed by frontliners, both in Mindanao and other parts of the country. (PNA)

DBM releases funds for Q2 salaries of gov’t workers MANILA -- The Department of Budget and Management (DBM) on Friday said it released the corresponding notices of cash allocation (NCAs) for the second-quarter operating requirements of all national government agencies (NGAs).

In a statement, the DBM said the release of the NCAs ensures unhampered operation of the national government in the midst of the coronavirus diseases 2019 (Covid-19) pandemic, as well as continuous provision of compensation to all government officials, employees and those engaged under

contract of services (COS), job orders (JOs), and other similar schemes.

“The said NCAs are ready for crediting to the respective MDS (modified disbursement system) accounts of agencies on the first working day of April 2020,” it said.

The DBM said also included in the NCAs released are funds to cover the clothing allowance, as well as the mid-year bonus (MYB) authorized under Republic Act No. 11466, or the Salary Standardization Law 5, which shall be released not earlier than 15 May 2020 as provided for by law.

The MYB is equivalent to one-month basic salary and shall be granted to those who have rendered at least four months of satisfactory service and are currently in service.

It further said special allotment release orders (SAROs) covering the salary differential to implement the first tranche of the compensation adjustment for civilian personnel, as authorized under RA No. 11466 and National Budget Circular No. 579, were also issued to enable agencies to release the salary adjustments effective 1 January 2020. DOLE approves first batch of workers to receive CAMP benefit in Davao Region Davao City LGU appeals for patience

DAVAO CITY -- Mayor Sara Duterte-Carpio has appealed to city residents to wait as the good distribution goes on a slow pace since repacking of goods could hardly beat the distribution.

Interviewed by the Davao City Disaster Radio, she said that something must be done to double time the goods distribution which aims to serve thirty barangays per day and 182 barangays per week.

Duterte-Carpio said that an estimated number of 322,600+ families will be catered to in the goods rationing of the city.

“The distribution of ration cards is done on a house-to-house to ensure social distancing,” she said.

Duterte-Carpio also assured that the region has enough supply of rice.

DAVAO CITY -- The Department of Labor and Employment (DOLE) Central Office has approved as of Thursday (March 26) the applications of 66 establishments with 1,989 workers in Davao Region, for the COVID-19 Adjustment Measures Programs (CAMP) benefit.

DOLE-XI reports in its press release that this is the first batch of workers who will receive the P5,000.00 CAMP benefit (per employee), most likely on the first or second week of April 2020.

DOLE-XI states that the cash benefit will be sent through MLhuillier, and that each employee will receive a Tracking or Reference No. from MLhuillier through the cellphone numbers they have indicated in the Employment Report.

According to the police report, the 13 residents of Mati came from their work at JDL Tunnel located in Purok 3, Barangay Bayugan 3 in Rosario, Agusan del Sur, and was instructed by

their employer on March 21, 2020 to go home to their families due to the Coronavirus Disease 2019 (COVID-19) pandemic.

The report also stated that due to the regional lockdown, the group was stranded in the boundary of Agusan del Sur and Davao de Oro; however, on March 23, they entered the region through the creeks and hills in Monkayo, avoiding the military and police at the regional checkpoint.

The group rode center car motorcycles going to the Barangay Poblacion, Monkayo and from there, hired single motorcycles to transport them to Maco via the mountainous roads in Mawab.

The group was intercepted at 3:00PM of the same day while waiting for a ride going to Davao Oriental. This happened after a concerned citizen informed the Maco Police Station that suspicious male

persons were buying food and cigarettes in a mini store at Barangay Binuangan, Maco.

Alfonso Tabas Jr, spokesperson of Davao de Oro Inter Agency Task Force for COVID-19, said that the citizen actually mistaken them as members of the lawless criminal group, New People’s Army (NPA).

Of the 66 qualified private companies, 26 establishments with 931 workers have applied with Flexible Work Arrangement (FWA), while 40 establishments with 1,058 workers have applied with Temporary Closure.

DOLE-XI Task Force COVID-19 is processing other applications at the moment.

According to DOLE-XI, the establishments with disapproved applications due to incomplete requirements will be notified through email for them to comply the lacking documents.

Under DOLE Department Order No. 209, series of 2020, or the “Guidelines on the Adjustment Measures Programs for Affected Workers due to the Corona Virus Disease 2019,” all private establishments affected by COVID-19 will be informed to submit applications to DOLE offices.

The companies are required to submit the Establishment Report Form (downloadable from the DOLE Region XI website, ro11.dole.gov.ph) and Company or Office Payroll for the month of February 2020 when the establishments have not yet implemented the FWA or temporary closure.

“If you have symptoms of Covid-19 you should go to PUI centers instead,” Sara said, noting that there are PUIs who insisted on staying at hospitals.

“I think as a PUI, if you are not sure that you are positive of Covid-19 but you exhibit symptoms, you are better off in the centers than in the hospitals that have patients with positive cases,” she said.

In order to avoid infection, Duterte reiterated that the public should stay home, observe social distancing and wash hands regularly with soap and water.

The Body Shop’s coastal clean-up with Planet CORA CONSCIOUS of the social and environmental problems the society of today exposes its inhabitants, The Body Shop has been one of the pioneers of sustainability.

With that, it constantly seeks for new projects in order to help the world we live in.

In the Philippines, as well as the rest of the world, piles of our mismanaged wastes wind up on our shores. Plastics and other nonbiodegradable wastes may be low-cost and convenient but

they stay long in our environment and may kill marine animals as they mistaken plastics for food. Singleused plastics such as plastic straws, plastic bottles and plastic bags are big contributors to pollution.

In line with this, The Body Shop Philippines partnered with Planet CORA a nonprofit organization dedicated in protecting the planet in gathering almost 200 volunteers for a Coastal Cleanup in Las Piñas, Parañaque

Critical Habitat Eco-Tourism Area (LPPCHEA). This cleanup helped in physically reducing wastes as well as creating awareness and inspiration for the volunteers to instill change in their lifestyles.

A total of 2.29 tons of waste were collected in just a span of two hours wherein majority of the collected were plastic bottles.

The Ocean Cleanup with Planet CORA is just one of the many advocacies of The Body Shop Philippines.

Planet CORA founder Antoinette Taus and Joey Mead King, who has always been Cleanup volunteer Yassi Pressman. passionate in beating the alarming rise of plastic pollution, joined the group in this endeavor.
