PaDayon-CDP, PDP-Laban kick off Oro City campaign

CAGAYAN de Oro City mayoral candidate Jose Gabriel La Viña released on Friday (March 29) three documents proving that he has no pending criminal and administrative cases.

La Viña released the documents as his PaDayon Pilipino-CDP coalition kicked off their campaign for the May 13 elections with a complete slate from congressmen to councilors in the two legislative districts of Cagayan de Oro City.

The first document is a certification from the Civil Service Commission (CSC) regional office in Metro Manila stating that La

Viña has no pending administrative cases in their office as defined in Section 46 Rule VII of the Rules on Administrative Cases in the Civil Service.

MAGUINDANAO -- The critically ill young man from Maguindanao who attended his graduation in a wheelchair has passed away.

Joemar Mangkok died at 25 years old of rheumatic heart disease, three days after attending his graduation at the Southern Mindanao Institute of Technology (SMIT) in Sultan Kudarat.

He died at 6:50 pm on March 26

PENRO-Camiguin conducts river clean-up

TO preserve the cleanliness of the river, the Provincial Environment and Natural Resources Office (PENRO)-Camiguin headed by OIC PENR Officer Merlyn O. Dumalahay conducted a clean-up activity in Guinsiliban River classified as Class ‘’C’’ in Guinsiliban, Camiguin recently.

The activity is in coordination with the Municipal and Barangay Local Government Units. The South Poblacion-Guinsiliban Barangay officials led by Chairman Wilfredo Napone and beneficiaries of the Pantawid Pamilyang Pilipino Program participated in the said activity.

The three-hour cleanup was able to collect 15 sacks of garbage consisting of cellophanes, plastic bottles, disposable cups, tin cans, food/candy wrappers, diapers and other wastes. There were also biodegradable debris like dead tree branches, leaves, bamboos and many others, These were accumulated along the riverbed which blocked the water passages and also on the riverbanks.

Meanwhile, an appropriation in the amount of P218,126 was allocated by Barangay No. 39 for the rehabilitation and declogging of canal.

Its SK fund amounting to P220,068 shall be utilized for various travel and training expenses,

anti-drug abuse program, health and nutrition program, socio-cultural and sports development program, office supplies and other operating expenses.

It has also allotted P1.1 million for payment of personal services.

The appropriations shall be taken from the barangay’s estimated income of P2.2 million, The Power learned.

Governance is about taking tough, even unpopular, decisions -- Jairam Ramesh MAMBAJAO, Camiguin -- President Duterte , now 74, takes the brunt of the challenges and intense criticisms as he continue on curbing corruption in government, fight illegal drugs, work for good governance, transparency and accountability in public service.

It’s still unfinished business for Duterte as he faces the remaining three years

of his presidency with a “do or die” thing.

With a P3.7-trillion national budget to spend for his ‘build, build, build’ economic mantra, his resolve to make things happen is shining through, but with some reservations, this according to Senate President Vicente Sotto III. 2019 is widely observed as the peak of ending the proliferation of illegal drugs but not without issues on allegations of EJKs and human rights violations, now that the country has withdrawn its membership from the International Criminal Court (ICC).

Ending corruption in government, reduce crime

index, suppress criminality and put a stop on ISISinspired terrorism, among so many others, are spillover issues and concerns the Duterte administration has to work on feverishly in the remaining months of 2019.

That said, the smoke of corruption still hung heavily on several departments like DPWH, DepEd, Customs, BIR, DENR, and many others.

Duterte’s clarion call addressed to all public officials, whether they were political opponents or friends, party mates, family or allies had landed partly on deaf ears, nor it worked effectively as it were.

Big plates don’t prevent crime ENLARGING the motorcycle plates is a faulty solution in solving crimes committed by suspects that are mostly riding in tandem. We have seen quite a number of videos taken by CCTV cameras. If the good Sen. Dick Gordon thinks that large license plates will deter these criminals then he badly underestimated what these hoodlums can do.

License plates can be covered or removed in the commission of crime. It’s as simple as that. The simplistic solution of replacing the standard license plates with bigger ones will not wash. Expect the millions of motorcycle enthusiasts therefore to stage those

protests.

In Davao City, then Mayor Rodrigo Duterte replaced the Jurassic CCTV cameras with High Definition models that capture images from afar. This upgrade was done to better equip the 911 network of the City Government.

The gruesome murder of well-known a restaurateur and golfer was solved in less than 24 hours because of HD CCTV cameras. A kidnap-for-ransom try by an Indian national who victimized his compatriot was solved in less than 8 hours.

What we are saying here is that local government units should invest their intelligence funds on HD

In Vietnam where motorcycles seem to outnumber its population, riders are using either open or half-face helmets in stark contrast to the full-face types which are popularly used in the Philippines.

I can imagine motorcycle-riding criminals being tickled to the bone with this naïve method of solving crime. The hardcore among them could easily beat the Land Transportation Office in coming out with those crime prevention license plates.

Sorry Senator Gordon but I have serious reservations with your offered solution.

Withdrawal Method NAAWAN, Misamis Oriental -- The argument peddled by defenders of the regime is that the International Criminal Court cannot run after President Duterte and President Xi for the alleged crimes they have committed against humanity for lack of jurisdiction; the Philippines has already withdrawn from the International Criminal Court and China is not a signatory member of the Rome statute.

The logic contradicts law enforcement realities or practices on the ground. Any country can nab a suspected criminal that threatens its security and disturbs its peace. The suspect need not be a national of the country; he could be an alien or a stateless person.

If any country can do it, there is no reason why the ICC as an arm of the United Nations, a community that represents humanity, cannot

run after any evil wrongdoer that disturbs the peace of humanity regardless of his country of origin, that is, whether it is a member state or not of the UN or a signatory or not of the Rome statute.

Withdrawal as a method to avoid something to happen presupposes that the thing to withdraw has entered and is still inside.

Otherwise what is to be withdrawn?

The Palace claims that the Philippines was from the beginning not a member of the International Criminal Court. If it is so then why did it pull the country out from that UN body?

There could be no other explanation, a self-serving one – to protect the skin of PRRD who has been charged in that body of committing a crime against humanity.

the ICC’s jurisdiction over the beleaguered tenant of Malacañang.

--------------------------- If you borrow money from the bank, you have to abide with the loan terms of the bank, not on some terms you wish for. You either take it or leave it.

This is the situation we are in with our loans with China. The Philippines has no choice but to abide by China’s terms. It’s accordingly natural for China to do anything to secure its interest, like insisting some collateral for said loans, say the natural resources of the country, for the Chico River Project loan. And the Philippines, the borrower, can have it or leave it, said more or less the Palace communicator and legal adviser Salvador Panelo.

While this sounds logically correct, at this point we cannot simply decide to

take it or leave it. The loan agreement had already been signed. If the Philippines has agreed with the terms without thinking, then it has to suffer the consequences for negligence. Unless, of course, on seeing the light, the Philippines unilaterally rescinds the loan agreement or withdraw from it before any fund is released. But this is wishful thinking. Duterte would never dare embarrass and sour his sweetheart relationship with China.

At any rate, China gets what it wants with or without the loans. In fact, it has already gobbled our national patrimony and grabbed our sovereign territory in West Philippines Sea and has in effect made our country its vassal state. NGAs conduct site visitation to far-flung Lanao Norte town

BAROY, Lanao del Norte -- A site visitation was conducted in one of the far-flung barangays of Nunungan town, Lanao del Norte to strengthen barangay governance and provide basic facilities and services at the grassroots.

Schools Division Superintendent Dr. Roy Angelo E. Gazo of Department of Education (DepEd) Lanao del Norte, Provincial Director Bruce Colao of Department of Interior and Local Government (DILG), Battalion Commander Col Rolando Orengo of the Armed Forces of the Philippines, Philippine National Police (PNP) and other stakeholders visited Barangay Pantar, one of the far-flung barangays in Nunungan.

This event was purposely made to strengthen barangay governance for the advancement of security, peace and order and provision of basic facilities and services at the grassroots and livelihood intervention.

DepEd checked the newly opened school, Pantar Primary School.

This school has 35 pupils.

Gazo said, “There should be a school even up to the farthest barangay according to law.”

Nunungan has nine schools in all. It has eight old schools and one Nunungan National High School (NNHS).

There were five newly opened primary schools: in Barangay Rebucon, Lupitan, Liangan, and Bangco.

Nunungan has the largest land area in the province of Lanao del Norte.

It has 25 barangays and has a total of 9, 533 registered voters.

Mayor Marcos Mamay, despite the distance, encouraged visitors to visit them regularly especially their tourist spot, Nunungan Lake.

BIR reminds taxpayers of April 15, ITR deadline ILIGAN CITY -- The Bureau of Internal Revenue reminds taxpayers to responsibly pay their obligations as the filing of annual income tax returns (ITR) will be on or before 15 April 2019.

Revenue District Officer Amanoding Esmail of Revenue District Office (RDO) 101, Iligan City, said that the Income Tax is a tax on all yearly profits arising from property, profession, trades or offices or as a tax on a person’s income, emoluments, profits and the like.

DTI chief promotes franchising to aspiring entreps PASAY CITY -- Department of Trade and Industry (DTI) Secretary Ramon Lopez championed franchising as a business model to future entrepreneurs at a time when the Philippines is experiencing an economic resurgence.

During his keynote address at the 2019 Franchise Asia Philippines on 27 March, Sec. Lopez stated that this is the best time to do business because the country’s sustained economic growth and the growing middle class provide a wide consumer base for new products and services.

He said that franchises thrive because of their tried-and-tested business concepts and wide network of mentors and fellow franchisers. The success rate for franchising is 90%, compared to 25% for traditional retail. According to the event’s organizer, the Philippine Franchise Association, there are 2,000 local and international franchise brands in the country as of 2018. These brands have established a total of 200,000 stores and employed 1.2 million Filipinos.

Business, consumer sentiments improve in Q1

MANILA -- Business and consumer sentiments both improved during the first quarter of 2019 generally due to better outlook on the domestic economy.

In a briefing Thursday, Bangko Sentral ng Pilipinas (BSP) Department of Economic Statistics (DES) Director Redentor Paolo M. Alegre said the Consumer Expectations Survey (CES) shows that the confidence index in this quarter remains in the negative territory at -0.5 percent but posted a big leap from the -0.22.5 percent in the previous quarter.

Respondents of the quarterly nationwide survey, done between February 5-16 for this quarter, identified additional or high income,

improvement in peace and order, availability or more jobs; and good governance as the reasons behind their improved outlook.

Outlook for the next quarter and year-ahead also improved.

Results of the latest survey showed that index for the next quarter traversed to positive territory at 10.7 percent from -0.8 during the survey in the last quarter of 2018.

Index for the year-ahead is 28.4 percent from 10.7 percent in the previous survey.

Amid the improved outlook, respondents expect inflation and interest rates to go up and for the peso to depreciate against the US dollar during the next 12 months.

Davao Sur coffee grower to join Boston coffee expo after winning national competition DAVAO CITY -- An Arabica coffee farmer from Bansalan, Davao del Sur will fly to the United States next month to represent the Philippines in the Specialty Coffee Expo (SCE) 2019 in Boston, Massachusetts from April 11 to 14 after bagging the top award in the recent 2019 Philippine Coffee Quality Competition (PCQC).

Marivic Dubria, manager of the Balutakay Coffee Farmers Association (BACOFA), said in an interview here on Wednesday that her entry’s ranking

had improved from second place in 2018 to first place this year out of the 34 Arabica coffee entries submitted by growers from all over the Philippines.

Dubria also represented the country, along with five other coffee farmers from Mindanao, in the SCE 2018 in Seattle, Washington.

The PCQC 2019, the third so far, was held at De La Salle University in Manila last March 23.

Giving the Student the Right Kind of Writing Practice

Another school year will start and teachers open up the pacing guide, turn to the first quarter, and see that it is time to teach the narrative essay.

They then spend weeks teaching kids to write one narrative essay. When that unit is over, they flip forward in the pacing guide and find that it’s now time to teach the argument essay. All year, each teacher faithfully follows the pacing guide, and when the end of the school year arrives, students have written one essay in each of the genres typical of student writing assignments.

This pathway doesn’t provide enough practice for writers. Writing minimal number of essays simply doesn’t offer enough time immersed in the art of crafting words and sentences. Improvement in writing is grounded in

But Dubria, a former daycare teacher, said she wants to help the Philippine coffee industry attain the annual demand of 27,000 metric tons before going full throttle with export.

She declined an offer from a prospective American buyer to ship 20 tons of coffee beans, which is almost equivalent to the association’s annual production, to the US a year.

Despite the growing demand, data from the Philippine Statistics Authority (PSA) showed the country’s coffee production had been seeing a consistent decline from 75,454 metric tons in 2014; 72,341 MT in 2015; 68,822 MT in 2016; and 62,077 MT in 2017.

The region’s share of the 2017 production nationwide was 17% or 10,839.95 MT, consisting of Arabica (2,200.47 MT), Excelsa (1,258.09 MT), Liberica (75.47 MT), and Robusta (7,305.92 MT), according to PSA. At present, BACOFA’s two foreign buyers are Canada and Japan. It has also established 14 buyers, mostly third wave coffee shops, in Manila and Davao City.

BACOFA has 250 coffee grower members and, collectively, their coffee farms measure about 400 hectares on the foothills of Mt. Apo. W h at a d d s t o t h e distinctive flavor of the BACOFA coffee is the volcanic soil, according to Dubria.

She said coffee growers in her community are becoming more open to the new technology in coffee growing, harvesting, and processing to ensure good quality, unlike before when their elders are reluctant to be taught by much younger coffee growers like Dubria herself.

She said more people are encouraged to embrace best practices when they saw how BACOFA is enjoying the huge market opportunity.

The workshop was collaboratively implemented with Teach Peace Build Peace Movement under the Pathways-iCOPE project funded by the Department of Foreign Affairs and Trade, Government of Australia. This was one of the many initiatives of Save the Children Philippines together with the Department of Education to pave the road to Marawi’s recovery particularly in the aspects of culturallyappropriate education, conflict-sensitive protection and peace-building.

The activity provided a creative venue and dialogue for Maranao students from Grade 4-6 to experience a platform of exchange,

Malicious envy is a destructive emotion that makes people feel inferior by comparison, even to the point of wishing they could tear down the successful person. This type of envy can be toxic in the workplace, leading employees to behave less cooperatively, and making people feel more justified in behaving unethically.

On the other hand, teachers who heard their

principals disclose previous failures believed the person had more “authentic pride” and came across as confident rather than arrogant. They also got the impression that this principal put a lot of effort into overcoming obstacles, and that made them feel less malicious envy and more “benign envy.” Benign envy brought out fuzzier feelings, with listeners not only believing the principal was deserving of success, but also feeling motivated to improve their own performance.

In addition, teachers can relate to facing obstacles, upon hearing about the successful principal’s missteps and can not only decrease internal competition among colleagues, but motivate other teachers to strive for success. Mangkok graduated with a degree in secondary education, a huge accomplishment for the young man who had to stop studying several times due to his illness.

According to his sister, Mangkok was feeling ill during his graduation.

“He was feeling tired, and I actually wanted to ask the people organizing the program if he could get his diploma ahead of everyone else, but he didn’t want me to do it. I had to keep massaging him to make him feel better,” Ayob said in Filipino in a phone interview with Coconuts Manila.

“Initially, he wasn’t supposed to go up the stage but he really wanted to. So I asked the teacher if it was possible to bring him up, and we asked the school interns if they could help,” she said.

After the graduation ceremony, Mangkok was immediately brought to the hospital. In a previous interview with Coconuts, Ayob said that her brother’s illness was discovered five years ago.

Mangkok’s proudest moment would not have happened if he didn’t insist on studying this semester, going against his family’s pleas for him to just rest.

“We didn’t want him to go to school because we wanted him to get better first,” Ayob said. “But he kept saying ‘I won’t wear a white cloth until I wear a black one.’”

‘No delay’ in target completion of Marawi rehab: del Rosario

TASK Force Bangon Marawi (TFBM) chairperson and housing czar, Eduardo del Rosario, on Friday assured the public that there is “no delay” in the target completion of the rehabilitation of Marawi City.

In a press briefing, del Rosario said the government is still “on target” with respect to its timetable for completion of the rebuilding of the war-torn city by December 2021, noting that it will be completed within the term of President Rodrigo R. Duterte.

“We have been hearing some critics that we are somewhat delayed in the rehabilitation of Marawi City. With regards to our timetable of completion, there is no delay,” he said.

“We are still confident that by December of 2021, the rehabilitation of Marawi City will be almost complete,” he added.

Del Rosario said early recovery activities will take about six months to one year, while actual recovery will commence a year after.
