PRESIDENT Rodrigo Duterte on Wednesday encouraged Filipinos to join advocacies that empower women. Duterte made this call in a pre-recorded speech aired during an online forum organized by the Philippine Commission on Women to celebrate National Women’s Month. “I urge the people to participate in advocacies that promote women empowerment,” he said. He also recognized women’s important contribution to unifying the Filipino people. “The government recognizes the role of women in nation-building and upholding the fundamental equality before the law of

to city vet in drive vs ASF

THE City Veterinary Office needs a little support in terms of equipage because they don’t have their own laboratory and they lack personnel. This, indeed, needs a little legislation.” This was stressed by Councilor Romeo V. Calizo after hearing the reply of Dr. Lucien Anthony P. Acac, Assistant City Veterinarian on his inquiry on whether the office conducts a periodic survey and inspection on the probable presence of the African Swine Fever (ASF) in different barangays. As the ASF is resilient and footbath may not be a guarantee to deter its transfer from one place to another, a pro-active move against it must be undertaken by the City Veterinary Office, Calizo added. According to Dr. Acac, the City Veterinary Office does not have its own laboratory and is only dependent on the Regional Animal Research Diagnostic Laboratory for the testing of blood samples collected from infected hogs. The office has its protocols where it can only accommodate the testing of blood samples for reported cases of infections, he said. “Kung reported lang, for disease surveillance then ma-accommodate nila pero kung everything is normal, then we will collect blood samples and submit it to See SUPPORT, page 10

‘Reimagine hope,’ JAZA urges youth IN what way can the youth continue to be a driving force in improving the lives of Filipino, even in the face of uncertainty and various calamities? Delivering the keynote at an online conference organized by the alumni of the Ayala Young Leaders Congress (AYLC) on February 27, Ayala Corporation Chairman and CEO Jaime Augusto Zobel de Ayala urged young leaders all over the country to “reimagine hope,” as a way to power through the changes faced by communities and the rest of the country. “I share the belief that hope indeed springs eternal, especially in challenging situations,” said Zobel de Ayala. “However, I believe that hope is not about being passive and just waiting for good fortune to come. Hope, I believe, requires determination, action, and inspiration.” The conference was one of several online events organized for the 1,685 members of the AYLC alumni network as well as their partners and supporters. Through this initiative, AYLC aims to open up opportunities for collaboration and collective action in the service of communities nationwide. Administered by Ayala Foundation, AYLC is the Ayala group’s flagship youth development program.

Zobel recalled that in the early months of the COVID-19 pandemic, people and countries had to deal with a lot of ambiguity and fear, but over time “institutions and individuals slowly came together and bravely faced the unknown.” Through initiatives like Project Ugnayan, the Ayala group and its partners from the business sector provided food aid for over 14 million individuals in the Greater Metro Manila Area during the early months of the pandemic. In addition, the Ayala group provided financial support for its employees, as well as the employees of partner organizations. Said Zobel: ”Along with many others, determination amidst ambiguity and a bias towards action, rather than just standing still were among the driving factors to Ayala’s COVID-19 response. As an institution, we felt that we could meaningfully help in mitigating the pandemic’s impact, and we were fortunate to find partners who shared this belief and commitment.” In his talk, Zobel also recognized the initiatives led by AYLC alumni, who transformed compassion into action in the face of various challenges. These included the Malong for Marawi project, which

Andanar sees economic rebound as vax program kicks off

MANILA – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Monday expressed optimism that with the start of the arrival of Covid-19 vaccines, the country can gradually return to its progressive track. The PCOO chief joined President Rodrigo Roa Duterte and other members of the Cabinet at the Villamor Air Base (VAB) in Pasay City on Sunday to witness the arrival and turnover ceremony of 600,000 doses of Covid-19 vaccine by Sinovac Biotech Ltd. donated by the People’s Republic of China. This event paved the way for the Philippines to start its Covid-19 vaccination program in key hospitals in Metro Manila, including the University of the Philippines- Philippine General Hospital, Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium, Lung Center of the Philippines, Veterans Memorial Center, East Avenue Medical Center, and the PNP General Hospital. In his weekday show Network Briefing News, Andanar urged the public to join the government in undertaking a new step towards recovery, especially in the rollout of the vaccination program and maintaining to adhere to the health protocols.

Hindi po uubra ang pagbabakuna kung kaunti lang ang magpapaturok (It is even more important that we unite for the implementation of health protocols, and hopefully for the vaccination. This will not work if only a few of us will get vaccinated),” he added. He emphasized that herd immunity can only be attained if majority of the Filipino public are willing to be inoculated. He assured that the gov-

Ito po ay isang isyung pangkalusugan kaya makialam po tayo, magtanong. Ang inyong pamahalaan naman ay handang makinig at magpaliwanag (The vaccination is not a political issue. typhoons and other natural calamities. Zobel also challenged the AYLC community to “find inspiration and embrace greater collaboration among each other, between different alumni chapters, and perhaps even across AYLC generations.” Aside from Zobel, the event also featured three AYLC alumni who shared their own takes on “reimagin-

ing hope,” and how this might be harnessed for the greater good. These were Ria Salvana (AYLC 1999), who spoke about her experience in the private and business sector; Elvin Uy (2003), who shared his story as an educator and active member of the not-forprofit sector; and Tobit Cruz (AYLC 2010), who spoke about hope as experienced in local government service. AFTER a year-long ‘vacay’ (read: stay at home) we are now reopening our economic doors with the easing of travel restrictions and placing the entire country to MGCQ once we reach the 2-million mark of people vaccinated. But these measures are not without economic and health dislocations of all sorts on a global scale — created by Covid-19 pandemic. For almost a year, health protocols like social distancing and wearing of masks are the norms of the hour. Covid -19 pandemic had indeed ‘re-engineered’ man’s lifestyles. The great repair was so massive such that it forced people to lock themselves at home for fear of getting caught by the millions of killer debris that had engulfed the entire planet

Earth. And we have this fearful forecast circulating that the great monster architect will permanently reside on planet Earth even if vaccines will weaken its sting, wreaking havoc in all corners of the globe. Lockdowns have become the new normal and like it or not, these are now part of our daily existence, even if the pandemic is completely down —and out. Amid an increase in preventive measures against the epidemic such as travel restrictions, school and business closures and the cancellations of large-scale public events, monster Covid -19 presents a clear and present danger to human lives. The number of people diagnosed with the new Covid-19 variants keep on

Ruffy Magbanua

rising, and is now feared by all countries affected, with the US taking the lead. The number of confirmed cases of Covid-19 had already surpassed the million mark and the death toll - by the thousands - is still rising by the minute. For now, the world is still in jeopardy and the renovation may continue as it were. This may take sometime, dependent on how fast mankind can mass produce that elusive vaccines. Have my say

Looking for bad news or ‘doom scrolling’ SINCE the beginning of the pandemic, I keep on scrolling and scrolling and scrolling. I find myself in bed at night scrolling news sites and knowing this is not healthy for me… so why am I doing this?” Easy to explain: I am looking for (somehow) good news. It’s a question many doomscrollers have been asking themselves. There are multiple reasons why the urge to read may be so strong: the feeling of safety in knowledge, especially during difficult times; the design of social-media platforms that constantly refresh and boost the loudest voices; and, of course, the human fascination aspect. Beyond knowing intuitively that doom scrolling makes us feel awful, studies

conducted during the pandemic have corroborated this, linking both anxiety and depression to the consumption of Covid-19 related media and increased time spent on smartphones. So, why do we keep endlessly scrolling – and why can the practice feel oddly soothing? And could there actually be surprising upsides to keeping our eyes locked on our feeds? “The precursor to going online was that people would watch the 11 o’clock news, [which] was terrifying,” says Dean McKay, a Fordham University psychology professor who specialises in compulsive behaviour and anxiety disorders. That terror, when witnessed from the comfort of the viewer’s home, however, had a po-

Klaus Doring

tentially calming effect. McKay describes the attitude as people acknowledging “things are pretty horrible, [but] I’m comfortable, so I’m going to be able to sleep well tonight knowing that [I can feel good about] my station in life”. McKay suggests doom scrolling could be a “modern equivalent”. But, unlike the 2300 news, it doesn’t stop at a fixed hour. During the uniquely uncertain and scary times of 2020, it’s no surprise that people like Bernstein scrolled well into the night. They needed information – at first because little was available about See NEWS, page 11

Speaking Out

Muntinlupa City @ 26 MUNTINLUPA City which is turning 26 today will mark the milestone event with subdued ceremony where Mayor Jaime R. Fresnedi is expected to lay down plans for the recovery of the city. March 1, 1995 marked the day when President Fidel V. Ramos signed the city charter conferring on the former 5th class municipality the status of a highly urbanized city. This writer became Muntinlupa’s first city mayor while Fresnedi became its first city vice mayor. The early period of cityhood was marked by rapid strides in city governance, health, education and welfare programs but was tempered by several tumultuous attempts by rebels to unseat the Cory Aquino government.

As of t his wr it ing, Fresnedi is expected to roll out Muntinlupa’s recovery plan which is anchored on vaccination, economy, education and infrastucture. We learned that the city government has already ordered 400,000 vaccine doses from Aztra Zeneca which is a little bit more than the 383,000 which the City Health Office is targeting to immunize. The lower figure is 70 per cent of the city’s population, the minimum target to achieve “herd immunity”. In order to implement the vaccination program, the city has identified 6,758 medical front-liners from barangay health centers, emergency responders, the Ospital ng Muntinlupa and 6 private hospitals, includ-

Ignacio Bunye

ing Asian Hospital, who can inject the vaccines. They will be organized into 82 vaccinations teams and deployed in 35 vaccination posts. They have the capability of vaccinating 8,200 individuals per day. Fresnedi is confident that the COVID vaccine is safe. To encourage more vaccinations, he and the members of the city council, led by Vice Mayor Temy Simundac, are willing to be the very first to be vaccinated. Simundac told this writer in jest, however, that See MUNTINLUPA, page 11

Cebu Pacific permanently removes change fees Passengers can now rebook as many times as they need

THE Philippines’ leading carrier Cebu Pacific (PSE: CEB) permanently removes change fees, allowing passengers to rebook as many times as they need. The carrier believes that flexibility is critical in restoring passenger confidence in air travel. “In a recent survey we conducted, flexibility remains to be one of the considerations of our passengers when deciding to travel again. Because of this, we are removing our change fee effective immediately. As we work on rebuilding our network and supporting

domestic tourism, we will continue to listen to our passengers so we can make it even more convenient for everyjuan to fly again,” said Candice Iyog, CEB Vice President for Marketing and Customer Experience. With the removal of change fees, passengers may now rebook their flights as many times as they need at no cost. A minimal fare difference may still apply. The IATF has recently released a new set of simplified requirements for domestic travel which states that travel authorities and health certificates will no

longer be needed. Quarantine protocols will also be only required for those showing symptoms. “This is a timely announcement as well, as we support the recent IATF announcement on the standardized travel requirements, and as we celebrate our 25th founding anniversary this month,” added Iyog. Passengers may conveniently manage their bookings online through the “Manage Booking” portal on the Cebu Pacific website: http://bit.ly/CEBmanageflight. Simply log in us-

ing your Getgo account, if applicable, or enter your booking reference to access your booking online. Bookings can be modified up to two (2) hours before the flight. Passengers may also easily update their contact information and addresses, as well as correct misspelled names, nationality, birthdays, and salutation through the same portal. Those who booked their CEB flights via travel agencies must coordinate requests through their respective agents. Apart from this new See REMOVES, page 9

MANILA – The rollout of coronavirus disease (Covid-19) vaccine program is expected to increase chances of further reopening the domestic economy and support bank lending amidst its continued slowdown as of last January due to the pandemic. Data released by the Bangko Sentral ng Pilipinas (BSP) on Tuesday showed a deeper year-on-year contraction in bank lending, excluding those placed by banks in the central bank’s overnight reverse repurchase (RRP) facility, of -2.4 percent from month-ago’s -0.7 percent. Ricafort said this development is “consistent with slower business/economic conditions, in view of the GDP (gross domestic product) contraction of -9.5 percent in 2020 and -8.5 percent in fourth-quarter 2020 largely brought about by the Covid-19 lockdowns/ pandemic.” “The latest -2.4 percent contraction in bank loans data (is) also consistent with expectations/estimates of low single-digit yearon-year contraction in 1Q (first quarter) 2021 GDP (partly due to higher base/ denominator a year ago, shortly before the Covid-19 pandemic/lockdowns),” he said. Ricafort said bank lending growth “has always been much faster, by about 7-10 percentage points, vis-a-vis GDP growth) for many years/decades.” In the coming months, he said further easing of quarantine restrictions is seen to boost bank lending since this will result in more active economic activities thus, a pick-up See SEEN, page 9

However, Grace has been amiss and neglected to pay, without any just and valid ground, the monthly installment due as agreed in the Promissory Note.

10. Notwithstanding the written demand for payment made by LTMPC to Grace, she neglected and refused to pay and settle the outstanding balance, to the continued damage and prejudice of LTMPC 6.

11. That pursuant to the provision in the Promissory Note, in the event default, the ENTIRE OBLIGATION, inclusive of the interest and penalty charge, shall become due and demandable.

12. Thus, as of now, Grace’s Outstanding Balance to LTMPC amounted to FOUR HUNDRED TWELVE THOUSAND AND SIXTY FIVE PESOS (Php 412,065.00), Philippine Currency, inclusive of interest, penalties, attorney’s fees and court fees which remained unpaid, without just and valid grounds. (Underscoring and emphasis ours) 14. To stress, a solidary obligation is one in which each of the debtors is liable for the entire obligation, and the creditor is entitled to demand the satisfaction of the whole obligation from any or all of the debtors. Thus, when Rustie and Roxingrace undertake to be “jointly and severally” liable with Grace, it means that his obligation is solidary. By stating “I promise to pay, jointly and severally”, the agreed to be sought out and be demanded payment of the entire obligation. 15. Moreover, the promissory note, wherein Rustie and Roxingrace undertook to be solidarily liable for the principal loan, partake the nature of suretyship and therefore is an additional security for the loan. The surety’s liability to the creditor is said to be direct, primary, and absolute; in other words the surety is directly and equally bound with the principal. The surety therefore becomes liable for the debt or duty of another even if he possesses no direct or personal interest over the obligations nor does he receive any benefit therefrom. IV. DAMAGES LTMPC re-pleads the foregoing allegations and further states: 16. As a result of Grace’s neglect and refusal to pay her loan obligation, LTMPC was compelled to secure the services of counsel in order to protect its interests for which defendant Grace should be ordered to pay or reimburse to LTMPC the attorney’s fees equivalent to twenty (20%) percent of the total amount and court appearances of not less than Two Thousand Pesos (Php 20,000.00) 17. Since LTMPAC is constrained to pay the necessary cost and incur litigation expenses in the process, these litigation expenses and cost of not less than Twenty Thousand Pesos (Php 200,00.00) must be reimbursed or paid by defendant Grace to LTMPC. PRAYER

WHEREFORE, PREMISES CONSIDERED, it is respectfully prayed of this Honorable Court TO ORDER defendant Grace, Rustie and Roxingrace TO PAY the following:

a.

The amount of FOUR HUNDRED TWELVE THOUSAND AND SIXTY FIVE PESOS (Php 412,065.00), inclusive of interest, penalties, attorney’s fees and court fees representing Defendants’ Outstanding Balance;

b.

Twenty (20%) percent of the total amount due as Attorney’s Fees plus Appearance Fee at the rate of TWO THOUSAND PESOS (Php 2,000.00) per court hearing/ conference; and

c.

The cost of suit.

LTMPC respectfully prays for such other reliefs as may be just and equitable in the premises.

HOW DISCIPLINE SETS THE TONE FOR EFFECTIVE LEARNING By MYLENE P. TUGAS Teacher III South 1-A Central School

DISCIPLINE. This often comes to mind at the mention of classroom management. An organized and well-established classroom yields better learning among the learners. As a matter of fact, creating and sustaining a well-organized classroom promotes a productive learning environment wherein learners feel that they are safe, secure, and well-facilitated by the teacher. In other words, effective classroom management paves the way for the teacher to engage the learners in effective learning. To ensure success and sustainability of the established rules, regulations and routines inside the classroom, constant monitoring and assessment must be taken into account. Aside from that, a culture of shared responsibility between home and school must be firmly established and maintained so

that the overall performance of each child will be closely monitored leading towards shaping his/her personality. In a well-managed classroom, discipline concerns and issues can be easily identified and remedied especially when rules and corresponding consequences are clear and impartially implemented. Also, learners feel that they are treated equally and fairly since they fully understand the policies from the beginning. This implies that setting classroom policies and corresponding consequences must be carefully communicated and explained to the learners and to their parents or guardians. As a result, implementing an effective classroom management will give the learners the parameters that will help them determine and feel a measure of control over their learning environment.

“A good teacher can inspire hope, ignite imagination and instill a love of learning” -Brad Henry-

It was never been my dream to be an educator. When I was a little kid, I always pity my teachers who untiringly taught little children to count, read and write in school. Aside from their teaching loads they were also bombarded with tons of additional workloads. But life has full of surprises, 12 years ago, I was called to be a teacher. Teaching was never been an easy job yet it is the most fulfilling. Twelve years in the field of education has definitely widened my horizon and my maturity about the vital role of educating the youth and preparing them for the world of work and societal responsibilities. I always hold to that ideal that it is not entirely about how much knowledge you have earned or how lofty your designation have become, but most importantly, it all about inspiring, igniting and instilling love of learning among our learners. As an educator, I have the will and determination to design a comprehensive and concrete plan in ensur-

Cautiously designing a Classroom Management Plan is tantamount to arranging a productive and meaningful classroom experience. It entails creative skills from its crafting to its actual implementation. It is a valuable way of making sure that everything relevant to the teaching-learning process is within the teacher’s control and is well managed. It is likewise counted in as a preventive action to avoid any unpleasant occurrences. A teacher’s good management ability is prerequisite to establishing outstanding classroom setting which in due course will be advantageous to the pupils. goal of constantly creating a pleasant and conducive classroom set-up. Additionally, it leads us to consider embracing determination, commitment and devotion at all times and strive to be a better version of ourselves as a classroom manager. Also, it directs us to consider enforcing the set rules, regulations and procedures to ensure that they are religiously followed by the pupils. Moreover, this type of plan will awaken our senses that we shouldn’t just be apportioning so much attention to the pupils’ academic performances, rather put equal weight to the factors that will contribute to its attainment such as classroom arrangement and safety. And also, we will be challenged to think of more ways on how to recognize our pupils’ achievements.

ing that my pupils perceive learning as a meaningful and relevant gateway to the real world. In my own classroom, I strive to create a meaningful learning environment for my pupils to acquire significant learning outcomes. Through creating a safe environment that is interactive and collaborative and that promotes problem-solving and critical thinking skills, my learners can perceive that learning is meaningful and fun. A welcoming environment accommodates a variety of learning styles and encourages learners to present their opinions while respecting the opinions of others. By giving learners a voice in class, not only do the learners benefit from peer-peer learning by enriching the course material with personal experiences and knowledge, but they also take responsibility for their own learning and, therefore, enhance the integration of their new knowledge into practice. Promoting independent thinking is essential so that students can take what they have learned and apply it in real-life situations. Therefore, I endeavor to make my classroom an arena for students to learn skills and demonstrate outcomes.

The largest room there is on earth is that for improvement. And while it is true that we can never attain perfection, we may nevertheless maintain trying to conquer excellence. This is what good leaders are, this is what a good governance does. School sites are among those physical structures that one can take notice while travelling from one place to another. Consequently, it is referred to as one of the show-windows of a certain place. Hence, it’s incontestable that all school administrators who were previously assigned, presently serving and will be appointed to take over any school are faced up with the similar challenge – to improve the school for the benefit of the children as well as to exhibit a better representation and esteem for the division. With the open-handedly offered services of the school administrators anchored with the bursting support from all the teachers and parents as

he prefers to be vaccinated in private, because he will receive his shot in the butt. Programs to help the most badly affected by COVID are in place, Fresnedi said. These include continuous distribution of relief packs, zero interest loan assistance, Deliver to Recover Program Kasama ang Grab, Community Mart (in coordination with the Office of Vice President Robredo, and job fairs. There is also TUPAD (Tulong Panghanapbuhay sa mga Disadvantaged/ Displaced Workers - a DOLE project) in coordination with GAD (Gender and Development Office) , DRRMO (Disaster Risk Reduction and Management Office) and the Office of Congressman Ruffy Biazon. Merkado sa Muntinlupa – a street market open Friday, Saturday and Sunday to help MSMEs was also launched just last week. The city government has also distributed mobile tablets for students and laptops for public school teachers. 72,628 city scholars continued to receive their allowances. Just ahead of Muntinlupa City Day, Fresnedi inaugurated the Extension of the Muntinlupa Student Center for Life Skills in Laguerta, a covered court at the Muntinlupa National High School Tunasan Annex, the Phase 1 Development of the Alabang Viaduct, and later today the Cupang Health Center. A few days ago, Fresnedi led the inauguration ceremony of Phase 1 of the Development of Alabang Viaduct, an initiative of the National Government through its “Green, Green, Green” program. Fresnedi thanked the Department of Budget Management for selecting Muntinlupa as one of the recipients of the “green fund” amounting to P17.29 million. Fresnedi said the beautification of the area is a welcome development to the city’s green space and park improvement efforts. The Department of Budget and Management (DBM) launched the “Green, Green, Green” program which aims to make the country’s 145 cities more livable and sustainable through the development of public open spaces. The newly constructed open space in Alabang Viaduct showcases an iconic sculpture resembling a water lily which is commonly seen near the shore of Laguna de Bay and local tributaries that empty to the lake. Muntinlupa City Architect Don Causapin, designer of the architectural and interior design of the urban space, said the park’s centerpiece symbolizes Muntinlupa residents’ strength, resourcefulness, and perseverance as water lilies are characterized as resilient plants and able to thrive and bloom no matter the extreme conditions. Causapin hopes that the open space will uplift the spirit of the residents who will visit the area as they find beauty in the elements found within their hometown. Muntinlupa City is among local government units in the country championing sustainability and building of open spaces as part of climate change mitigation. In 2020, Muntinlupa represented the country as one of the finalists in the World Wide Fund for Nature’s (WWF) One Planet City Challenge (OPCC). The WWF-OPCC is a global competition that recognizes cities with effective climate change action plans. WWF lauded the city’s action plan to combat the urban heat island effect. The organization highlights the city’s holistic approach towards sustainability including gardening initiatives, first aid trainings to equip city employees in assisting the public during particularly hot periods, climate responsive agriculture training for urban farmers, aquaponics, vertical farming, mulching and mushroom culture. the virus, and then because they got sucked into the never-ending news cycle about it. As Pamela Rutledge, director of the California-based Media Psychology Research Center, puts it, doom scrolling “really just describes the compulsive need to try and get answers when we’re afraid”. After all, we do have to assess whether new information constitutes a threat. “We are biologically driven to attend to that,” says Rutledge. Doomscrolling really just describes the compulsive need to try and get answers when we’re afraid – Pamela Rutledge “Unfortunately, journalism to some degree plays to that tendency,” she adds. Provocative headlines and stories draw in readers because they elicit fear and urgency. “There’s a sense of, if I know all the latest news, I can better protect myself and my family.” Pamela Rutledge, I strongly agree with you! Anyway, I am still looking for “somehow” good news to write about. public to join hands to ensure that the needs and rights of women are protected. “Let us all work hand-in-hand to address the needs of women and honor their immense contribution to society. Mabuhay ang ating kababaihan,” he said. In March last year, Chief Presidential Legal Counsel Salvador Panelo touted the various efforts initiated by the Duterte administration for women empowerment in the country. He said the Duterte government has pushed for measures not only to promote the welfare of women but also to “fill the gaps” in upholding gender equality. “The Duterte administration has made significant strides to empower our women. Some of these are giving them more financial, health and medical benefits or assistance, better work opportunities and improved working conditions,” he said. On Jan. 9, 2017, Duterte signed Executive Order 12, which seeks to attain and sustain “zero unmet need for modern family planning” through the implementation of the Republic Act 10354 also known as the Responsible Parenthood and Reproductive Health Act. RA 10398 declares November 25 of every year as National Consciousness Day For The Elimination Of Violence Against Women And Children. Meanwhile, Proclamation 1172, series of 2006, declares November 25 to December 12 as the 18-Day Campaign to End Violence Against Women.
