DAVAO CITY – President Rodrigo Duterte on Thursday told the Armed Forces of the Philippines (AFP) to dismantle detachments and go for the mobile checkpoints on two sides of the highway manned by forces in groups.

Panabo lauches TESDA National TVET Enrollment Day and Jobs Bridging

PANABO CITY -- The Public Employment Service Office (PESO) in partnership with the Technical Education and Skills Development Authority (TESDA) conducted the first National Technical and Vocational Education Training (TVET) Enrollment Day and Jobs Bridging dubbed as “Magsanay.Magka-hanapbuhay.

Magtagumpay,” on February 27 at Panabo City Gym, Barangay J.P. Laurel.

The nationwide simultaneous activity catered more than 2,000 enrollees and applicants in Panabo City that were mostly participated by Senior High School students. TVET aims

to strengthen the promotion of TESDA scholarship and training programs in Davao del Norte and to provide employment opportunities to graduate students.

TESDA Provincial Director Dr. Remegias Timonio encouraged all sectors to join the event since this year’s available slots for Davao del Norte in 39 accredited Technical Vocational Institute is only 10,000.

“The activity will facilitate the enrollment of TVET applicants for special clients in coordination with the Department of Labor and Employment (DOLE), Local Government, Academe, Non- Government Organization and other stake holders”, Timonio

East West Bank bares P5.1B income MANILA -- Antonio Moncupa, vice chair and CEO of the Gotianun-led EastWest Bank bared the other day that his bank posted a P5.1 billion net profit on higher interest income and fee-based earnings. A 48 percent increase from last year.

The profit translated to a return on equity of 13.8 percent, better than the ratios of other publicly-listed peers.

Return on assets was at 1.7 percent.

Moncupa said they are pleased to see the 48-percent increase in net income after 2016’s 70-percent increase.

“We appreciate the efforts of EastWestbankers that made this possible. I am sure these results will only motivate our colleagues to continue to exert efforts to serve our customers better and show their deep appreciation for our customers’ continued trust and confidence in EastWest,” added.

At 23, Muntinlupa City is one of the youngest cities in the Philippines. But it has already become one of the frontrunners in its class in terms of competitiveness and quality of life for its residents.

Last year, Muntinlupa City was adjudged “Most Business-Friendly City in the Philippines” by the Philippine Chamber of Commerce and Industry (PCCI), among the “Top 3 Most Competitive Highly Urbanized Cities in Government Efficiency” by the National Competitive Council and “Most Child-Friendly City in the National Capital Region” by the Regional Council for the Welfare of Children.

Significant awards received from other organizations include the following: “Most Innovative LGU”, “Best in Program Effectiveness”, “Most Improved Nutrition Program Management”, +Jose Rizal Award for Bloodletting Program”, “Best in Health Emergency Management in Metro Manila” .

Formerly a sleepy farming and fishing community up to the 80s, Muntinlupa began its gradual but steady rise to urbanization later in the decade. On March 1, 1995, President Fidel V. Ramos signed into law Muntinlupa’s City Charter, which converted Muntinlupa from a municipality to a highly urbanized city.

Muntinlupa City has been under the helm of soft-spoken lawyer Jaime R. Frenesdi from 1998-2007 and again from 2013 to the present. A businessmancivic leader before he joined politics, (he still is an active member of the Kiwanis Club of Muntinlupa, Rizal) Fresnedi traces his roots to Marcelo Fresnedi. Marcelo was one of the moving spirits behind the move in the 1900s to declare Muntinlupa a separate Municipality from Taguig. This came to fruition in December 19,

1917.

Last Thursday, Muntinlupa Cityhood Day, Fresnedi thanked the various stakeholders who all helped make the transformation of Muntinlupa possible.

- Each barangay will receive a donation of one ambulance and one fire truck from the city government.

A pilot was flying his small airplane, a Cessna 150, when suddenly he lost control. His plane began spinning and falling to the ground! He panicked and began doing everything he could think of with the controls. After many seconds of his Cessna plane spinning and falling, it returned to just normal, level flying and he was safe again! Even though the plane fell more than half a mile, the pilot survived because he trusted the plane enough to let go.

Duterte inaugurates housing projects for servicemen, IDPs in Lanao ILIGAN CITY--President Ro dr igo Ro a D uter te led the groundbreaking ceremony of a housing program for police and military personnel in the town of Baloi, Lanao del Norte on Wednesday.

The Ar me d Forces of the Philippines/Philippine National Police housing program under the National Housing Authority (NHA) will consist of 1,000 houses within a 210,000 squaremeter property in Brgy.

Maria Cristina, said NHA general manager Marcelino Escalada Jr. Escalada said the h ou s i ng u n it s wou l d occupy around 140,000 square meters, and the rest of the property would be utilized for a multipurpose covered court, as well as play and green areas.

Each unit will sit on an 80 square-meter lot with a floor area of 60 square-meter. It would be equipped with a living room, dining room, toilet and bath, a family area and two bedrooms, Escalada said.

Escalada said each unit would cost around PHP950,000 and would benefit AFP and PNP personnel within Region

10 and nearby provinces.

Minus the PHP70,000 subsidy that President Duterte has already committed for each beneficiary, the NHA official said recipients would be paying a low amortization cost of PHP5,700 per month for 25 years.

The housing units will be delivered to the beneficiaries by December next year.

O n t h e s a m e d ay, meanwhile, Duterte also flew to Marawi City to lead the inauguration of the Bahay Pagasa Phase 2 in Brgy. Mipaga.

The Bahay Pag-asa is an immediate shelter and accommodation housing complex for internallydisplaced persons (IDPs) , featuring 60 singledetached houses with individual kitchen, toilet and bath facilities.

Basilan farmers to produce calamansi juice ZAMBOANGA CITY -Calamansi farmers in one of the towns of Basilan province will start the production of juice in April, this year.

This, as the construction of the calamansi processing plant in Barangay Tairan, Lantawan town is set to be completed this month.

Secretary Myra Mangkabung of the Department of Science and Technology in the Autonomous Region in Muslim Mindanao (DOST-ARMM) said they have released PHP3 million for the construction of the processing plant in Tairan.

Mangkabung said the PHP3 million allocation includes the purchase of the needed equipment and tools in the production of juice as well as for the farmers’ capacity building.

Mangkabung told the Philippine News Agency that so far the farmers in Tairan have an existing four hectares farm planted to calamansi.

“They are expanding the

farm to six hectares and that’s more than enough to sustain continuous production of calamansi juice,” she said.

She said DOST-ARMM would also assist the farm-

ers in marketing the calamansi juice products.

She said the production of the calamansi juice would boost the income of the farmers in Barangay Tairan, Lantawan. (PNA)

MAL AYBAL AY CIT Y-Security preparations for Bukidnoon’s annual Kaamulan Festival are already in place, the Philippine National Police (PNP) and the Army’s 403rd Brigade said.

Col. Roland Orquia, 403rd brigade deputy commander, said the heightened security measures would take effect despite the absence of imminent security threats.

“We must be cautious at

all times considering that terrorists usually strike at very opportune time when everybody is unprepared,” Col. Orquia said.

Orquia said the military would assist the local police in providing security, including the deployment of troops in the Kaamulan grounds and other strategic locations.

“We will also deploy a K-9 bomb sniffing dogs, specifically during big events,” the

Army official added.

Sr. Supt. Benedicto Pintor, Bukidnon police provincial director, said all security plans are already in place.

On top of checkpoints, Pintor said plainclothes police officers would also be deployed in strategic areas.

Pintor has called on participants to observe security protocol to be implemented on March 24, during the festival’s main event--the

Kaamulan Street dancing.

“On March 24, we will ban the bringing or carrying of backpacks, umbrella, dark eyeglasses and bull cap in the center oval where the performers present their dances,” he said.

Gov’t should pursue agri venture schemes, block farming—PIDS study says The Agribusiness Venture Arrangements (AVAs) and Sugarcane Block Farming (SBF), two government initiatives aimed at boosting farm productivity and income of agrarian reform beneficiaries (ARBs), should be encouraged.

According to a study by state think tank Philippine Institute for Development Studies (PIDS), AVAs and SBF can be successful as long as adequate government support is given to ARBs from the farm production stage to marketing and post-production activities.

Likewise, government must provide a policy environment for Philippine exports crops to be competitive.

Three of the country’s biggest export crops—banana, pineapple, and sugarcane—have been covered under the Comprehensive Agrarian Reform Program (CARP). Through AVAs, ARBs who were awarded

with lands planted with high-value crops such as banana and pineapple can implement an agribusiness venture with private investors to make farming more economically viable for them. Meanwhile, sugarcane farmers owning farms that are 10 hectares or less can set up cooperatives or organizations through SBF to consolidate their operations and attain economies of scale.

Recently, however, AVAs and SBF have been the subject of increasing scrutiny following reports that ARBs have not been successful in their partnerships with private investors as shown in a 2016 study of the United Nations Food and Agriculture Organization. These have prompted lawmakers in both houses of Congress to propose legislations to review the AVAs and change some of the provisions

PCSO issues being used for personal gain - Solon “Mr. Chair, it is evident from the last hearing, that this meeting is being used as a venue for personal squabbles of our PCSO (Philippine Charity Sweepstakes Office) officials, which frankly doesn’t need attention of the public.”

This was the opening statement and manifestation of Davao del Sur Lone District Rep. Mercedes Cagas during the continuation of the House Committee on Games and Amusement hearing last Wednesday.

Cagas believes much has already been said on the issue of Small Town Lottery (STL) operations of PCSO, and the primary concern of the hearing is to deliberate on the failure of PCSO to generate the projected income resulting to failure of the process on the part of the national government.

“On the part of PCSO, the termination and revocation of license to operate is one. On our part, in aid of legislation, we should propose amendments to the charter of PCSO for a more strengthened and balanced system in monitoring all the operations of PCSO,” said Cagas, addressing Committee Chairman Paranaque City 2nd District Rep. Gus Tambunting.

In the said hearing, Negros Oriental Rep. Arnolfo Teves and jueteng-bagwoman-turned-whistleblower PCSO Director Sandra Cam engaged in a heated argument where Cam accused the former of being an STL operator.

Teves vehemently denied the accusation and challenged Cam to present legal documentary evidence on the next hearing. If she

Bakery Fair 2018 opens in Davao City

DAVAO CITY--The Filipino-Chinese Baker y Association (FCBAI) has opened the 10th International Exhibition on Bakery, Confectionery and Food Service Equipment and Supplies at SMX Convention Center in Davao City on Thursday. The event will run from March 1 to 3.

FCBAI past president Bien Enrico Ah said there are 78 companies and international exhibitors from Japan, Italy, Singapore bringing with them latest machineries and equipment.

He said FCBAI is holding the event in Davao to share this kind of exposure not only to the Dabawenyos but the people in Mindanao on the latest baking equipment and technology.

Ah said the event is the first in Mindanao where the baking industry shows an uptrend. "There is also big growth in terms of bread products consumption among Mindanaoans," he added.

There are 21 types of technical seminars and product presentations for free during the three-day fair. The lectures are provided by experts on the latest techniques in baking, he said.

Cecil Abarquez Dela Cruz, the president of the Davao Bakers Club said the club has some 30 members around Mindanao who have physical bakery stores. It is really of great advantage that the Bakery Fair 2018 is held in Davao City as this would benefit us all. The technology and the exposure to the latest ingredients would help us improve our products, she said.

With improved products, Dela Cruz said the organization aims to make it comparable to those in Manila and in other countries.

"We can benefit on the technology and the science behind it because you cannot bake with the recipe alone as you need to improve your knowledge about baking and know the science behind it," she said.

BFAR urged to increase fishing ground in Davao DAVAO CITY -- A city councilor appealed to the Bureau of Fisheries and Aquatic Resources (BFAR) to allow the city’s fisherfolk to fish up to 20 kilometers from Davao’s shoreline to increase their production.

On Tuesday’s City Council regular session, Councilor Conrado Baluran passed a resolution asking BFAR to increase the fishing grounds to help the fisherfolk and improve their present economic situation.

“If we continue not to listen to the battlecry of our municipal fishermen, then it is not possible that one day, we only have to realize that we have been deprived of the very jewels right before our eyes,” Baluran said.

Based on the latest report by the National Statistical Coordination Board, Baluran said the poverty incidence of the fisherfolk in coastal towns including Davao City is at 41.1 percent or an average earning of PHP178 a day.

“We are moved by the

recent survey that says ‘Filipino fisherfolk, among the poorest in the country’. It is with a heavy heart to ponder that in spite of our abundant marine resources our fishermen remain to be the underprivileged regardless their significant contribution to our economy,” he said.

He said Republic Act No. 8550 as amended by Republic Act No 10654 Section 4 No. 64-66 otherwise known as Fisheries Code of the Philippines states in part that small fisherfolk are only allowed to catch fish within the boundaries of Municipal Waters which is 15 kilometer from the shoreline.

“The declining number of fish catch within the municipal waters over the years have adversely affected our fisherfolk who are left below the poverty line, which oftentimes resulted in drastic measures such as sailing farther beyond the law provides,” he said.

Duterte, PNP chief open 3-day National SWAT Challenge in Davao DAVAO CITY -- President Rodrigo Duterte and Philippine National Police (PNP) Chief Director General Ronald dela Rosa led Thursday the opening of the three-day National SWAT Challenge in Davao City participated in by 60 teams from the police, army and other law enforcement agencies.

Up f o r g r a b s a r e PHP300,000 for the first winning team; PHP200,000 for the prize; and, P100,000 for the third winning team.

get PHP50,000 each.

The additional cash prize was committed by President Duterte.

But, “What is at stake here is the winning unit’s pride,” said dela Rosa when asked about the prizes.

The participating teams can gain from the competition are strength, stamina, and skills, he pointed out.

This would also bolster friendship, camaraderie, and esprit-de-corps, according to Dela Rosa. After all, he said, they would be facing the same enemy.

He also emphasized on the improvement of their level of competence. According to dela Rosa, the winner would be the team that will be sent to special operations using their skills acquired in training, weaponry and special tactics.

The PNP chief stressed on the competition’s significance in the current situation when the country is being challenged by terrorism and orgnaized crime.

It is also timely when the PNP is undertaking antiterrorism and insurgency

drills to test the interoperability of the government law enforcement agencies.

Dela Rosa said the SWAT Challenge is highly competitive. It is three-day actionpacked competition among the best SWAT units of the PNP all over the country and the highly trained elite tactical units of the army, navy, marines and air force.

DAVAO CITY -- Law enforcement agencies in the city need to strengthen their coordination even if the local police force is 95-percent ready to handle crisis situations, Philippine National Police (PNP) chief Director General Ronald Dela Rosa said.

Dela Rosa voiced the observation in an interview with reporters after “Southern Storm,” an antiterrorism and crisis management drill at the Abreeza Mall Davao.

He admitted that coordination was their “weakest link” but assured there is no letup in their preparation for any terror attack similar to the Marawi siege where

government forces engaged Islamic State-inspired militants for five months.

Dela Rosa, director of the Davao City Police Office from 2012 to 2013, said law enforcers here are trained, prepared, and equipped to respond to any crisis situation but staging a simulation exercise (Simex) was necessary to strengthen coordination among law enforcement agencies, city and barangay officials.

“Ginawa ang Simex na ito, dahil nakita nating yung weakest link natin is coordination, ginawa ang Simex para coordinated lahat – interoperability ma-establish (We did the Simex because our weakest

link is coordination, we did the Simex so that we can become more coordinated and interoperability can be established),” he said.

At least 10 government agencies participated in the exercises to “ensure a whole-of-nation approach in responding to crisis.”

Duterte admin ends tenancy of 78-year old farmer in Laguna STA. CRUZ, Laguna – After 50 years of being tenant, agrarian reform beneficiary (ARB) Paciano Mitra, 78 of Barangay Limao, Calauan, Laguna finally received his transfer certificates of title (TCTs) in a ceremony held on Wednesday, February 28 at the provincial office of the Department of Agrarian Reform (DAR) in Sta. Cruz, Laguna.

Mitra was accompanied by his wife, Nenita, 76 during the distribution ceremony as they thanked DAR under the leadership of Secretary John R. Castriciones and the administration of President Rodrigo Roa Duterte for the release of their land titles.

“I’ve been farming for 50 years yet I do not own the land,” Mitra, speaking in local dialect, said in an interview after the ceremony.

The distribution on Wednesday was led by Usec.

“We give importance to every land title distribution activity that we undertake.

This is very important to the lives of our farmers,” Bello emphasized in his message to the ARBs. He also lauded the efforts of DAR officials and employees in the province of Laguna.

Among those who received their land titles were Arsenia B. Ojinal, 78 and her daughter, Rosa Ojinal Yongco, 49 years of age and a mother of five.

Both Arsenia and Rosa, residents of Barangay Imok, Calauan, Laguna are widows.

“It’s sad that my husband died last year. He was not able to witness this event,” Arsenia, in her local dialect lamented.

Rosa, widowed eight years ago said her husband must be happy now that the land is finally given to his family.

The Philippine Overseas Employment Administration (POEA) warned licensed recruitment agencies and medical clinics catering to OFWs not to be duped by an online registration system allegedly operated by the Gulf Co-

operation Council (GCC) Ministry of Health.

In an advisory, the POEA said the Department of Health (DOH) has denied that it approved the scheme that requires the applicant to pay a registration fee of US$10 for the provision of Pre-Employment Medical Examination.

The D OH prohibits the Medical Facilities for O verseas Workers and Seafarers (MFOWS) from participating or using the said online scheme.

In Department Circular No. 0371 issued on

December 22, 2017, DOH said that “since the online registration system charges an additional fee to the OFW applicants and can be restrictive to few selected DOH-accredited OFW clinics, it may be construed as another form of decking and monopoly of health examination services for Filipino migrant workers”.

The POEA advised the public and DOH-accredited clinics for OFWs to report to the DOH any activity pertaining to the said online registration system.

In the Philippines, more than 300 participants logged nearly two thousand journeys from three key areas – Metro Manila, Cebu, and Davao – to help uncover the nature of Filipino drivers. The data from these journeys revealed that the Philippines achieved the highest driving performance score among all the countries that participated in the global study. This means that Filipinos have smoother journeys (less incidents of harsh acceleration and harsh braking) and are more efficient than other participating countries such as Malaysia, Germany, and the Netherlands.

The results of the study also showed that contrary to a common local stereotype, gender has no significant influence on driving performance, with personality type more likely to predict your driving style. No more Marawi-like siege Dela Rosa said the Islamic State-inspired militants could no longer launch another assault similar to the Marawi siege after suffering a heavy blow.

During the drill at the Abreeza Mall, he told reporters that they have received information that the remaining members of the Maute Group have been recruiting members “but based on our assessment they cannot launch a Marawi City-like siege.”

But he added they would still need to prepare to prevent a repeat of the Marawi siege, which erupted on May 23 last year.

Last October 16, after nearly five months of combat operations, the military killed Abu Sayyaf leader Isnilon Hapilon, the socalled emir of the ISIS in Southeast Asia, along with Omar Maute.

President Rodrigo R. Duterte then declared Marawi liberated from the influence of the Maute Group. But it was only on October 23 that Defense Secretary Delfin Lorenzana announced the termination of combat operations in the besieged city.

As the President’s hometown, Davao City police director Alexander Tagum said it’s possible that the city will become a target of terror attacks.

“After the Marawi attack and persistent threat coming form southern Philippine terrorists and knowing Davao City is the home of our President, we look upon it na hindi impossible na target nila ang Davao (it’s not impossible that they will target Davao),” he said.

“That’s the reason why they (PNP) picked Davao as the first Simex area to practice similar incident na kinakatakunan natin (we fear) for us to be prepared in the future,” he added.

Tagum urged residents to report to authorities any suspicious individuals so that the police can take appropriate actions.

Thus, they suggested that it may be worthwhile to look into the conditions of the successful AVAs that can be inputted in the proposed bills.

Meanwhile, to strengthen the implementation of AVAs and SBF, the authors noted that the persistent problems faced by ARBs need to be resolved.

First, they noted that farmers or cooperatives should have security of tenure over the land awarded to them so that they can partner with private investors. They added that “labor, farm machinery, and irrigation should also be available and accessible to them.”

Provision of credit is another necessity highlighted by the PIDS study. It cautioned that unless capital is provided, individual farmers will always be tempted to

go into a lease agreement without thinking of its consequences.

“Financial assistance is needed by the farmer to ensure that recommended inputs are applied. If government cannot provide the needed capital, it should look into the possibility of providing subsidized inputs to farmers or cooperatives,” the study suggested.

Since banana, pineapple, and sugarcane are export crops, the government does not have control over their prices. However, the study pointed out that the government can provide the necessary policy support such as pushing for lower tariffs for banana and pineapple. Doing so can potentially increase the country’s share in the global market for these highvalue crops, which, in turn, will benefit local farmers.

For the SBF to be successful, the PIDS study recommended that the Department of Agrarian Reform must sustain the support services being given to the ARBs. Likewise, it urged government to lobby for the imposition of a quota on corn syrup after 2018 to ensure that the local demand for sugar will increase.

“Corn syrup, which is from China, was identified as a sugar substitute only in 2017 and therefore, an importation quota has not yet been set. This reduced the demand for sugar by soft drinks companies, which, in turn, led to a decline in sugar prices,” the authors explained.

Finally, they cautioned that creating a new government entity that would address the needs of the banana and pineapple industry is costly and tedious.

Honda sends off Troy Alberto to Asia Talent Cup and Thai Talent Cup Honda Philippines, Inc. (HPI) officially sends off international rider Troy Alberto to Idemitsu Asia Talent Cup (ATC) and the Honda Thai Talent Cup, premier international races in the Asian region that use the Honda NSF250R, a bike made especially for racing.

The only Filipino selected to take part in ATC, Alberto completed a series of try-outs last August 2017 and begun with test races in Malaysia last February 19 to 20.

The race, which will run for several months, will have six rounds and will be held in various locations including Thailand, Japan, and Qatar and will begin on March 16.

Alberto also qualified for the Thai Talent Cup, and will begin competing in April. The races aim to hone racers that will eventually compete at the Motorcycle Grand Pix or MotoGP. HPI will also be hosting the Happy Honda Days activities at the Manila, Cebu and Davao Flagship Shops to invite more riders to visit and experience the shops’ offerings and give back. The activity will start on March 2 and will

include free learn-to-ride and test ride sessions of Honda’s motorcycle models, as well as refreshments, games and giveaways.

“The Flagship Shop is more ready than ever for Honda’s growing community of riders with its improved extensive services,” Mihara said.

“With our Happy Honda Days, you can visit the Flagship Shop on weekends to further experience these services.”
