NEA awards Camelco ‘excellent performance’

MAMBAJAO, Camiguin--Consistent in the delivery of services in the areas of financial, technical and institutional operations for the last 15 years, the National

Electrification Administration (NEA) has rated Camiguin Electric Cooperative (Camelco) triple A status, or excellent in over-all performance.

General Manager Adrian Ebcas said Camelco has attained an average weight of 95 percent

in its operational performance based on the key performance standards set by NEA, making it to the list of top performing electric cooperatives in the country with triple A ratings.

Metro Cagayan de Oro master plan for sustainable urban infra dev’t underway

THE National Economic Development Authority Region 10 is in the process of formulating a Master Plan for the Sustainable Infrastructure Development of Metropolitan Cagayan de Oro. Sustainable urban infrastructure expands on the concept of urban infrastructure by adding the sustainability element with the expectation of improved and more sustained urban development.

In the construction and physical and organizational structures that enable cities to function, there is the aim of meeting the needs of the present generation without compromising the capabilities of the future generations (Tiwari, 2016).

According to the College of Engineering and Applied Science of the University of Colorado Denver, urban infrastructure refers to the engineered systems (water, energy, transport, sanitation, information) that make up a city.

However, challenges resulting from increasing population growth generated a need for sustainable infrastructure that is high performing, cost-effective, resource-efficient and environmentally-friendly. (UCD, 2015) NEDA-10 Regional Director Mylah Faye Aurora B. Cariño said NEDA-10 received the notice to proceed with the P 64.857 Million project last 23 January 2019, followed by the kick off meeting 7 February 2019.

A Regional Consultation was held 11 March 2019 at a local hotel with LGU Chief Executives, government planners, civic society groups and media, following its presentation to the Regional Land Use Committee 4 March 2019.

“We have managed to come up with the vision for Metro Cagayan de Oro which shall form the basis for the Metro CDO Master Plan, among other things,” Ms. Cariño said.

The 12 month study aims to formulate a master plan for the sustainable urban infrastructure

development of Metropolitan CDO; guide decision-makers in the preparation and approval of plans, policies, and programs/ projects/activities (PAPs) in the urban growth center; and improve the competitiveness, security, and resiliency from disaster; and general urban conditions of the metropolitan area.

Background The Metro Cagayan de Oro Master Plan had its beginnings in 1990 when the Metro CDO Special Development Project was first proposed by regional planners through the Integrated Area Development paradigm then in vogue. This was followed in 1996 by the proposal to develop a Comprehensive Metro CDO Master Plan.

In 2009, the Expanded CDOIligan Corridor (CIC) Area was identified as Metro CDO, the hub for trading and services, which was formally recognized in 2017 with its inclusion in the Philippine Development Plan of 2017-2022 as the realization of Metro CDO by 2025.

Finally, the Metro CDO Master Plan for Sustainable Infrastructure Development was formally approved in 2018, and funds provided under the General Appropriations Act of 2018 through the Project Development and other Related Studies (PRDS) Fund.

Metro Cagayan de Oro Metropolitan Cagayan de Oro was formally included in the Philippine Development Plan of 2017-2022 which envisions Region 10’s role in National Development with the emergence of Metro CDO as the Philippines’ 4th Metropolitan Center by 2025 as a major gateway & trans-shipment hub, and Key educational center with potential growth in the banana industry, rubber, bamboo, cacao, coco coir, coffee, agribusiness, and tourism.

With a total population of 1, 219, 005 as of 2015 and total land area of 2,221, 13 square kilometers, Metro CDO initially planned to include the two cities of Cagayan de Oro and El Salvador in Misamis

Oriental, eleven municipalities in Misamis Oriental (Initao, Gitagum, Libertad, Laguindingan, Alubijid, Opol, Tagoloan, Villanueva, Jasaan, Claveria, and Balingasag) and six municipalities in Bukidnon (Manolo Fortich, Baungon, Sumilao, Malitbog, Libona, and Talakag).

“Originally 11 municipalities and 2 cities were involved but the configuration of Metro CDO has evolved,” said Ms. Cariño.

“More municipalities are being considered.”

Population trends indicate Metro CDO will have a total population of 1,382,574 on 2.73 growth rate by 2020, to grow further to a populace of 1,559,475 on 1.28 growth rate by 2025.

Key Deliverables Key deliverables for the project include ensuring the Metro CDO Vision is consistent with national and regional objectives of the Philippine and Regional Development Plans for 2019-2022; stakeholders profiles and determination of physical, climatological and socioeconomic attributes; infrastructure

requirements to support the Metro CDO development, and the overall framework, action plan, business case/pre-feasibility study of top priority PPAs and communication plan.

With the help of the Consultants for Comprehensive Environmental Planning, Inc. (CONCEP), the project will conduct situational analyses of economic development, land use, transport and connectivity, environment and disaster risk reduction, housing, services and facilities, recreation and tourism, energy and power.

National Alignment The Metro CDO Master Plan for Sustainable Urban Infrastructure is aligned with the Philippine Development Plan of 2017-2022 dubbed “ AmBisyon Natin 2040, and the National Spatial Strategy which sets the direction of future growth recognizing population, geography and the role of cities as engines of economic growth, with infrastructure providing efficient connective networks of sustainable urban and rural

communities, consistent with the country’s long-term vision and the Regional Development Plan 2017-2022 and Strategic Development Areas.

Identified Key Development Zones in Region 10’s SDAs include Lanao del Norte Development Cluster, Iligan Industrial Core, LADP Impact Zone, CDO Metropolitan Area, and the Misamis Ecozone.

These KDZs are conceived to capitalize on commonality of resources, optimize potentials and identify concerns for more focused interventions; serve as areas of efficiency, innovation and creativity; anchored on the National Spatial Strategy: concentration/regional agglomeration; connectivity; and vulnerability reduction Development Challenges Among the development challenges in Metro CDO that the Sustainable Urban Infrastructure Master Plan aims to address are the following needs: An efficient transport system as evidenced by traffic congestion resulting in opportunity costs lost

and increased costs of vehicles in gridlock; the absence of efficient mass public transport (e.g. bus rapid transit, rail) and weak enforcement of traffic rules.

Improved Solid Waste Management to address indiscriminate waste disposal by households, institutions and industries into waterways and water bodies; non-segregation of wastes despite local ordinances.

Resilient infrastructure to manage and control flooding events in downtown CDO which paralyzes economic activities.

Environmental Integrity to curb rampant and unchecked conversion of prime agricultural lands (with Misamis Oriental as a Top 10 province with biggest number of conversions) and the major challenges to land management and economic growth.

Priority Areas for Development Among the identified priority areas of development in Metro CDO as a Land Use and Master Plan for the Metro CDO that includes the following key vision elements: Making communities more resilient/sustainable; Balancing Socio-economic opportunities; Connectivity; Septage & Sewerage Facilities; Efficient Mass Transport System (BRT/Rail); Establishment of Disaster Risk Management & Mitigation, and traffic monitoring office; Walkable neighborhoods, parks and open spaces geared toward sustainable environment; and a Metro-wide Solid Waste Management System.

Ways Forward Following the ongoing data collection needed to flesh out the master plan, the Consultants are scheduled to deliver a Midterm Report by July, 2019; with the delivery of the Draft Final Report set for December 2019.

This would include the draft Master Plan and Pre-Feasibility Study which will be presented to the Infrastructure Committee and the Regional Development Council general assembly on the same month, with the delivery of the Final Report (Master Plan and Pre-FS) expected by January 2020.

Get hold of happiness THINK a minute.

There is an emotional sickness called Sudden Wealth Syndrome. It happens to people who suddenly become wealthy by winning a lottery jackpot or inheriting heaps of money. But what these newly rich people often learn painfully is that it does not end up being the happy dream they expected.

They discover what many other rich people already know: Money cannot buy true happiness that lasts.

That is our problem.

We think that happiness is something out there that we have to find and get, such as money, a position of respect and power, or physical pleasure and fun experiences. But even when we do finally get it, we learn that it does not last and make us completely happy

and satisfied for the rest of our lives like we expected.

So how do we get hold of happiness that lasts for a lifetime? The first big step is we simply must admit that we are not completely happy and that we need help. But that is usually hard for us strong, independent human beings to do. We are like the man who came home drunk one night.

As his wife helped him into bed she asked him if he wanted her to pray for him. He nodded yes. So she began: “Dear Lord, I pray for my husband who lies here drunk.” But her husband quickly interrupted her and said: “Don’t tell Him I’m DRUNK! Just say that I’m SICK!” In our heart and conscience, we all know that we have done things wrong

and failed to live the way we know we should. We have not lived in a daily, right relationship with our Maker.

But many of us simply refuse to admit that our way of living is wrong. Furthermore, we do not like to admit that we cannot fix our life and make it right by ourselves.

But until we honestly face these clear facts of life, we can never change to become truly, totally happy.

Why waste another day of your life? Sincerely ask Jesus to forgive you for living your own, wrong way, and ask Him to take full charge of your heart and life every day. Only then, can you have peace with your Creator and finally get hold of happiness that lasts. You have absolutely nothing to lose, yet everything to gain.

Big plates don’t prevent crime

ENLARGING the motorcycle plates is a faulty solution in solving crimes committed by suspects that are mostly riding in tandem. We have seen quite a number of videos taken by CCTV cameras. If the good Sen. Dick Gordon thinks that large license plates will deter these criminals then he badly underestimated what these hoodlums can do.

License plates can be covered or removed in the commission of crime.

It’s as simple as that. The simplistic solution of replacing the standard license plates with bigger ones will not wash. Expect the millions of motorcycle enthusiasts therefore to stage those protests.

BERN, Switzerland (MindaNews/27 March) – Again, it took the horrific images of what man-made wastes are doing to nature to shock us into thinking about our damaged environment.

This month, we were horrified to know that up to 40 kilos of plastic had been pulled out from the carcass of a Curvier beaked whale that had washed up east of Davao city. Inside the whale, according to authorities who did the post-mortem, were 16 rice sacks, 4 bananaplantation style bags and multiple shopping bags.

The outrage over yet another preventable death in our seas made me think about the Philippines and Switzerland, and what we can learn from each other.

Interestingly, Switzerland – a country that is a model for cleanliness and waste management – is not planning to ban disposable plastics. This is not like the European Union

cameras with High Definition models that capture images from afar. This upgrade was done to better equip the 911 network of the City Government.

The gruesome murder of wellknown a restaurateur and golfer was solved in less than 24 hours because of HD CCTV cameras.

A kidnap-for-ransom try by an Indian national who victimized his compatriot was solved in less than 8 hours. What we are saying here is that local government units should invest their intelligence funds on HD CCTV cams to have clear recordings of incidents and facilitate solution of crime.

We were among those who changed our ways for a cleaner environment, preferring to bring cloth or paper bags when doing our grocery. Other stores followed suit, giving you a plastic bag for your purchases only if you ask for it.

The Swiss Federal Council said it remains committed to “avoiding, reducing, reusing and recycling” measures on managing trash. And when facing big business and industry, it still prefers business solutions and voluntary industry measures such as the charges on plastic bags.

But copying the Swiss way is easier said than done.

Switzerland, after all, only has a population of some 8 million. Managing the waste of 104 million Filipinos, on the other hand, immediately presents a huge logistical problem. How to collect the plastic efficiently, and where to dispose of the plastic wastes of such a big population?

PROSPERIDAD, Agusan del Sur--Gov. Adolph Edward Plaza has urged former New Peoples Army (NPA) rebels to productively make use of the more than P200,000 individual governments’ financial support for them rather than lavishly spend them on revelries.

This appeal was aired by the governor during the awarding of Enhanced Comprehensive Local Integration Program (E-CLIP) benefits on Wednesday afternoon to the former communist guerillas and the ground-

breaking ceremony of the proposed halfway house project for the rebel returnees.

“I’m worried that you will just extravagantly waste the money just for Karaoke parties,” Plaza said. “Your neighbors and relatives may lure way to spend for a big celebration since you’re back to the folds of law, but when all your money is gone they will just turn you away.”

FEAR has a place in leading and managing others. But if it is used for short-term achievement, as a negative motivator, or as a source of power over others, it can have a damaging long-term effect. It depends on the conditions under which fear is employed and the personal qualities of the leader employing it. A leader’s role should involve reducing fear among associates to a minimum.

Ne w KPI’s, ac t ion plans, and strategies that don’t decipher the bad organizational habits and practices like managing by fear culture won’t even scratch the surface of the performance problem.

Fear – based management makes teachers become reluctant to innovate because of the risk that if anything went awry they would be crucified. The wracking with the stick or getting short term change out of a fear of consequences only perpetuates long – term

fear which decreases innovation, collaboration and growth.

On the other hand, leadership quality lies in demonstrating full understanding and competent threat management. The relationship of fear and leadership as ever more complex sense fear is associated in management but not in leadership.

While both leadership and management seek the cooperation of others, the manager has control and the leader does not.

The manager can motivate with rewards and punishments, while the leader must win hearts and minds. Therefore, fear is a part of management but not of leadership. More interesting questions than the one posed are “’what kind of fears?’ and ‘what is a leader’s relationship to fear? If a leader is helping people face legitimate fears, in order to take action, then that’s an example of real leadership.

DTI promotes Filipino brands overseas

MANILA -- The Department of Trade and Industry (DTI) is actively promoting Filipino brands abroad as more home-grown franchises are expected to penetrate markets overseas.

DTI Secretary Ramon Lopez said local franchises are coordinating with commercial attaches assigned in other countries “which are like their networks also”.

“Whenever they go to other countries, our commercial attaches in those countries are their tie-ups.

And we are helping promote the franchising opportunities they give both to the mainstream market there not only Filipino communities,” he told reporters Wednesday on the sidelines of the opening of Franchise

Asia Philippines 2019.

Lopez pointed out there are overseas Filipino workers who intend to invest in the Philippines, while there are foreigners carrying local franchise brands in their countries.

Philippine Franchise Association (PFA) president Richard Sanz said 30 Filipino brands have already penetrated markets overseas, and 70 more are expected to follow suit in three years, or by 2022.

Sanz said majority of these 30 brands is comprised of food franchises.

Unlike educational equality, which may focus on school outcomes alone, equity is more justice-centered and tends to refer to school outcomes and structures in relation to access to opportunities, including health care, curriculum, and academic and social supports. School leaders often grapple with challenges to building equitable learning environments and opportunities for all students.

When schools become more racially, culturally, linguistically, and economically diverse, student needs may also change. These challenges can cause tension within school communities, requiring a concerted effort to effectively address them.

In this context, the role of teacher leaders is essential to school equity efforts. Not only are teacher leaders able to support overburdened administrators, but they also have insight into their colleagues' concerns and are well positioned to respond to students' varied needs. Creating partnerships between equity-minded teachers in a school is an important first step for equity work.

Teacher leaders and school administrators should consider the following question: Who are the equity-focused teachers in our school?

Given that equity work may require teachers to challenge their assumptions about how schools and society

operate. It may be best to begin with exemplar teachers who are skilled at building culturally responsive lessons, value students' voices, or support programs for marginalized student groups. Because many Educators express uncertainty or lack of knowledge about social issues students face, partnerships among equity-focused teachers can be foundational to schools' change efforts.

It is unnecessary to single out "teachers who could benefit" and much more advantageous to gain momentum with already equityconscious teachers who just need to know that they are supported.

The interview transpired at the sidelines of a BIWAB decommissioning conference at a hotel in Cotabato City on March 12 this year.

“No one recruited me. I volunteered,” she added.

It was 1976, in the early years of the vicious and bloody attempt of then President Ferdinand Marcos to quash the Moro rebellion, when she decided to join the training for women called the Bangsamoro Women Auxiliary Course under the Moro National Liberation Front. She volunteered because “mothers hide the young girls or let them wear old women’s clothes in great fear that when the soldiers come, their daughters will be raped or sent to faraway places, never to be seen again.”

“I didn’t want that to happen to me.

I volunteered at a young age thinking that maybe in the future, I can protect myself or other women if I knew how to fight.”

She trained at a jungle camp in Datu Odin Sinsuat town for 45 days under cadre officer Badtrudin H. Malik. A cadre officer, Wilma explained, was someone who was foreign-trained. She learned basic military tactics and discipline with the rest of the group but segregation was practiced when the training was on physical fitness as their faith does not allow women to be seen by men under a state of dishabille.

“There was no BIWAB then. We just trained to defend ourselves and to fight. It was not well organized but what was important was that women were trained militarily,” said Wilma, who later on would be the training officer of the entire brigade.

It was not until 1984, after the MILF split from the MNLF, that BIWAB became part of an official structure, with headquarters and battalion formations in the 32 BIAF camps in Mindanao, she said.

Ling Gumander, 67, is the brigade commander of the BIWAB. She was the first woman who trained in the jungle in 1972, following the prodding of now interim Chief Minister Ebrahim Murad who was a friend and a fellow athlete in their elementary years in Simuay, Sultan Kudarat. Slight of build and surprisingly agile for her age, Ling said she initially trained for three months in the jungle where she was taught how to handle firearms and ammunitions, how to fire a gun.

“We were not allowed in the firing line, but we were the reserve force. If something happened to the men in the field, we were next in line,” Ling said.

They sought refuge in foxholes when the military started to rain bullets on the camps, never leaving the area until they were told to do so by the commander.

When the shelling stops, they continue to do their tasks.

One incident stands out in Wilma’s memory probably because it tested her leadership skills as battalion commander. In 1997, Camp Rajamuda in Pikit town, North Cotabato was attacked by government soldiers.

The battle was so fierce and sustained that they suffered severe casualties. The women were always ready, with their packs filled with basic survival tools, water and biscuits in case they were commanded to retreat.

“We were in the foxhole when I saw a woman in the other house who was still combing her hair when the shelling began. I just saw the cat jump out of the window when all hell broke loose. Hit by a mortar fire, the house close to us burst into flames,” she recalled.

When everything was quiet, they ventured out and started looking for the woman. They first saw a scrap of malong buried under a mound of debris. When they started digging, they saw that the woman was spared from death when she landed on a grove of bananas that cushioned her fall and covered her.

They regrouped and a short while later, a comrade came to inform them to retreat as there were no more warriors left in the battleground and the wounded were needing medical attention. The BIWAB fled towards the Pulangi river but couldn’t find bancas to bring them across to safety. Wilma had to think on her feet to keep them all safe as it was daylight and they were vulnerable out in the open.

She connected all the ropes they could find and tied it to the tallest person who knew how to swim and ford the treacherous Pulangi.

Those who had difficulty crossing the river, including two children, had to be towed and assisted by men waiting on the other side.

“At the temporary camp there were many who were wounded, and even if we were not actually the medics, we had medical training so we immediately went to work,” Wilma said.

What was important, she emphasized, was that they were all there together.

“Unity,” she emphasized.

Estrada’s all-out war In 2000, President Joseph Estrada declared an all-out war against the MILF. At that time the BIWAB was already in place with general headquarters in Camp Abubakar. This camp was the target of the government soldiers as it was the headquarters of then MILF chair Salamat Hashim. Fighting went on for days, weeks and months. Intensive fighting between the MILF and the soldiers started in April and lasted until July of that year. For as long as the fighting continued, the BIWAB was there supporting the BIAF, shoulder to shoulder as Ling would say. They did not leave until the camp was overrun.

“We lost many lives in that war,” Wilma said, including an infant who was born inside a foxhole.

“But little do they know that by leveling Camp Abubakar, many small Camp Abubakars mushroomed in the region led by different commanders who were dispersed in that war,” she added.

4 Principles According to Wilma, BIWAB has four principles: Islamization, military build-up, self-reliance and strengthening of organization.

Wilma said that at the core of their principles is their faith. Islamization is continuous and guides them in all their actions whether on the battleground or in the home.

In all their trainings, they follow the Aqidah which is the deep belief in the scripture of the Holy Quran. They are taught the proper rules of war that do not violate the rules of the Quran especially on the codes of conduct.

The tenets of the Aqidah is similar to what Geneva Call, an international humanitarian organization, is espousing. Wilma said she has joined a training conducted by Geneva Call on International Humanitarian Law Birds store food to prepare for the coming rain, Wilma said. Just like the birds, the women revolutionaries spend their time planting and storing food so that when war breaks out, they will be ready. They have a supply and logistics group that ensures food and other support materials are handily available. This is the principle of self-reliance.

“In 2003, we were no longer in Camp Abubakar, but as I said, new camps were built by the commanders with the chain of command still intact,” Ling said. This is the principle of military build-up. In that same year, Buliok was attacked by government soldiers when another all-out war was declared by Pres.

of organizational strengthening. Wilma, as the training officer, had by then organized 140 women trainers in the 33 BIWAB formations in the 32 BIAF base commands and in the main headquarters in Camp Darapanan, Sultan Kudarat, Maguindanao. The military trainings ended in 2012 when the Aquino administration and the Moro Islamic Liberation Front forged the Framework Agreement on the Bangsamoro which was signed on October 15, 2012 paving the way for a new autonomous political entity, the Bangsamoro, to replace the Autonomous Region in Muslim Mindanao.

Wilma says BIAF Chief of Staff Sammy Al Mansour (now known by his real name Abdulraof Macacua, the BARMM’s Minister of Environment, Natural Resources and Energy), declared an end to military training of the BIWAB after the FAB signing but capability trainings on “Islamic perspective and advocacy” continued until 2015, a year after the signing of the Comprehensive Agreement on the Bangsamoro.

On the peace process BIWAB was not visibly in the frontline of the peace process but their work was no less crucial in sustaining peace. The women commanders ensured that agreements on the peace process were not violated by the MILF combatants and they were in charge of explaining updates each step of the way as the nuances of the various agreements were hammered out by both parties.

Now, with the Bangsamoro Transition Authority, BIWAB will be decommissioned even though they do not have firearms to surrender. They are after all, the wings of the Bangsamoro Islamic Armed Forces. In the meantime, they are just waiting for instructions from their leaders.

Riding on the crest of this new dispensa-

tion, Wilma said they are aware that not all of the BIWAB members will be absorbed in the police or military. What will be in store for them?

“We hope that the women will have the opportunity to build a new life for themselves and their family. They need upgraded skills to enhance production in the sector that they belong, whether farmer, fisher folk or trader,” Ling said.

Education is a great leveler. Ling advocates scholarships for children especially at the orphanage of the martyrs so that they will have better options in life.

Women commanders long to go on a pilgrimage to Mecca. Ling said Hajj is one of the pillars of Islam that they are mandated to do at least once in their lifetime. She hopes this is going to be a reality under the administration of Chief Minister Murad.

Settling down Unlike most of her peers, Wilma has a degree in Political Science at the South Christian College of Midsayap, and has in fact worked for five years as employee of Pikit town with normal working hours of 8 a.m. to 5 p.m., without breaking stride as mujahidat.

When war broke out in Pikit in 1997, she had to resign from her job to respond to the demands of war.

After the decommissioning, the women look forward to a new life with their families.

For Ling, it would mean spending more time with her husband, also an officer of the BIAF. For Wilma, now a grandmother, this is a time to renew ties with her four children who are now professionals and working with government.

There are other women who have dedicated their lives to the movement and who did not marry, or those who married but have no children like Ling.

No tears then

War exacts a great toll on the soldiers, family and the community. Wilma said in all her years working as battalion commander even under extreme difficulties, she has not a shed a tear.

“If you’re a soldier, you do not cry,” she said. “You can’t think of being afraid or to feel sorry for yourself in the middle of the battlefield. We have accepted the fact that we will die anytime.”

But when she was preparing for a barong to wear for an MILF commander and helping him try it on for the oath taking of the Bangsamoro Transition Authority in Malacanang, her tears fell.

“I could hardly believe that our commanders who fought on the field for so many years would now be wearing nice clothes for a ceremony in Malacanang,” she sighed. “I never thought I would live to see the day.” Those were tears of happiness, and wonder, too.

Real sacrifice “The real sacrifice is eating one boiled banana in the morning and one in the afternoon.

Or going hungry for days during war. This is not to mention the lives lost and the misery we all have to endure for years,” Ling said.

“But if we all did not sacrifice before, then there would have been no Bangsamoro Organic Law and no Bangsamoro Autonomous Region in Muslim Mindanao today,” she said.

Ling looks forward to the transformation of the BIWAB into a social movement that will continue to take care of the women in the Bangsamoro. (Amalia B. the application of the rates, Power Supply Agreement (PSA) contracts and Capital Expenditure (CAPEX) projects.

“The NEA report card on Camelco getting a Triple A rating runs counter to the newspaper report that the cooperative has been operating in the red as alleged during the supposed public hearing conducted last March 18, 2019.

Ebcas explained that the reported accumulated losses of P426 million over the years were clearly reflected in the statements of changes in members’ equity and not classified as Camelco’s outstanding debt.

In the years 2014, 2015 and 2016 alone, Camelco’s audited financial statements categorically showed a total comprehensive income of P45M, P57M and P21M, respectively, which is the basis of NEA’s evaluation of the profitability parameter of the cooperatives.

During the hearing, however, Camelco reported the uncontrollable increase of system loss that greatly affected its financial operations due to the significant increase in accounts payable - power amounting to P47M in 2017, not P76M as published in the Business Week Mindanao dated March 25, 2019. These numbers were reflected in the cooperative’s audited financial statements.

As of February 2019, Camelco’s total effective rate, as approved by the ERC, is P15.83/kwh exclu-

sive of distribution VAT of which P2.6/kwh only goes to the cooperative in the form of distribution, supply and metering charges.

With its unique island location, Camelco is appealing for congress and other inter-related agencies such as ERC, NPC-SPUG to take into account the cooperative’s profile and operations for a subsidized generation and universal charge rate of at least P7.50/kwh.

There are growing calls for governments to regulate the manufacture and use of plastic, or to ban plastic production right away. Local governments are also under pressure to legislate or enforce ordinances on waste segregation and proper disposal of plastics.

A practical thing is to do our part. There are so many inspiring stories of Philippine communities that have reduced their waste enough to manage it well later. The operative word here is reduce, which means doing something before the waste goes out of our homes and later finds its way to our dumpsites — or to the sea.

Local governments can also pass ordinances limiting the use of plastics. As mentioned by a MindaNews editor, Cagayan de Oro City is a pioneer in Mindanao in prohibiting business establishments and vendors from using plastic bags. I also know that in Pilar town in Siargao island, the local officials have prohibited vendors from using plastic bags, preferring the use of newspapers or banana leaves when say, wrapping fish and other marine products in their wet markets.

The future could be leading to a ban in the manufacture and production of plastic, especially the ever-present plastic bags that clog our esteros and other waterways and choke our seas. And there should be materials or renewable resources that can be presented as alternatives to plastic. But until that glorious time comes, we can pitch in with sustained efforts to cut down on our plastic wastes.
