MARAWI CITY, Lanao del Sur -- The Commission on Elections (Comelec) is taking a proactive step to combat vote-buying ahead of the May 9 elections.

Commissioner George Garcia disclosed in a press conference here Saturday, March 26, that the poll body is set to activate a multi-agency task force to conduct an investigation and act on reported votebuying.

Uy pushes forward 10-yr devt plans despite hiccups

THE reelectionist mayor of Northern Mindanao’s most industrialized town has vowed to push forward her 10-year municipal development plan which she admitted to have been slowed down by recent distracting events.

Villanueva, Misamis Oriental incumbent mayor Jennie Uy-Mendez, who is gunning for her second term under the Unity Team, said that her town’s rapid growth was not spared from the effects of Covid-19 pandemic yet the local government has always been responsive to the needs of its constituents.

“We pooled our resources and extend it to the sectors that were most affected,” Uy said in a one-on-one interview before the start of a grand rally Friday evening (Mar. 25), the official start of the local campaign for the May 9 elections.

Through the “Bayanihan Sa Paaralan” program of the Provincial Government of Davao de Oro, a conducive and safe learning environment for learners was made possible after a month of Bayanihan construction.

PH security force pledges safe, secured 2022 elections

MARAWI CITY, Lanao del Sur -- As this year’s national and local elections draw near with its date set on May 9, the security force of the country assured that they will be in the frontline so that everyone may have safe and secured voting.

Armed Forces of the Philippines (AFP) Chief of Staff Gen. Andres Centino emphasized that his troops, through the years, have been vigilant partners of the national government agencies, local government units, law enforcing agencies, and other stakeholders in the

locality in safeguarding the ballots.

As such, he once again affirmed his commitment, on behalf of the entire armed forces, that they will faithfully perform their duties and responsibilities delegated by the Commission on Elections (COMELEC), and work hand-in-hand with the law enforcement agencies to guarantee the orderliness and sanctity of elections while they will remain impartial with the existing political parties.

Global Economy of Death Vs. Economies for Life

IN our age, “have or have not” has mutated into “live or live not.” This is so because the regime of one percent that is controlling the world’s economy whose tremendous wealth is bigger than the combined assets of the ninety-nine percent of the world’s population. Are we really living in a world of abundance? If that is so, why are there still some 821 million people on earth still living in hunger and extreme poverty, who are mostly in Asia? That regime of one percent has created an “empire” that is responsible in burying humanity deeply in unbridled materialism and consumerism through neo-liberal capitalism that has given so much veneration to the profit-motive that has already captured the mindset of all governments, all institutions, all universities and even of all religions amidst morale collapse and religious apathy. That “empire” has sacrificed Mother Earth and the people to the altar of greed and profit that is now causing the Anthropocene 6th extinction of humanity through climate change.

How do we now countervail against an “empire” that has now put humanity in

the doomsday clock of “one minute before midnight?”

Let us now be awakened on these painful socio-economic-ecological-political realities as so much wealth of information from the mainstream media doesn’t touch on these issues. Let me begin by sharing with you a poem that says: “Where the mind is without fear and the head is held high, where knowledge is free, where the world is not broken down by narrow domestic walls, in that heaven of Freedom my Father, let my people awake!”

These poetic lines by India’s greatest poet, Rabindranath Tagore, reverberated in India some four-score years ago, as the once passive nation rose up against British Imperialism and claimed its independence, not through a bloody revolution but through persistent peaceful resistance called “Satyagraha” or love-force championed by the “Father of the Nation” named Mahatma Gandhi.

That Indian struggle against an empire which boast of colonizing a substantial portion of the globe thereby aptly earning the description of “an empire where the sun does not set,”

had put in clear categorical term the meaning of the slogan “El pueblo unido, no mas sera vincido” (the people united can never be defeated!) Whatever be the odds, be it against an “empire” or conditions that degrade human dignity such as dire poverty, gross inequities or social injustices, the people, at the end, would always triumph. But first they should be awakened and be capacitated to harness their collective strength, founded on a strong faith that they alone can solve their problems by resolving issues confronting their communities.

In our country, whether by law, by nurture and by its nature, cooperativism readily comes into picture as the only instrument now that can put to its knees another kind of “empire” that has caused the marginalization of the people, That “empire” is the primary cause of poverty, rooted in the powerlessness of the people.

That “empire” manifests itself in many ways. It could See ECONOMY, page 11

Hints and Traces

God will always forgive us NEVER doubt this truth of our Christian faith. As illustrated in that beautiful parable of the prodigal son (cfr. Lk 15,11-32), God is always ready to forgive us, no matter what sin we commit. All we have to do is just to go back to him in repentance, just like what the prodigal son did.

In life, anything can happen. We try to do what is good, but sometimes our idea of what is good can actually be bad. We just have to remember that even in our worst possible scenario, we can always count on God’s ever-ready mercy as long as we decide to come home to him.

We s h o u l d a l w a y s strengthen our faith in God’s mercy and compassion. Of course. We should also try not to abuse God’s goodness, even if we know that despite our best efforts we may end up abusing it just the same.

But whatever happens, we should come home. Just come home to our Father God. That’s what matters in the end.

We need to strengthen our spirit of divine filiation— that God is our father who is all merciful and compassionate, who is all willing to do anything for us just to get

us back to him. He knows that even if he has made us to be his image and likeness, that dignity often spoils us, and so we get into trouble.

This truth about our divine filiation is worth reiterating. It is what truly grounds us to the foundation of our life and nature, giving us the meaning and purpose of our existence. It’s a source of joy, confidence and serenity. It tells us what our filial rights and duties are.

More importantly, it tells us who we are and gives us an abiding sense that we are never alone, or worse, just on our own. It fills us with the conviction that we are children of God, that no matter what happens, God will always be with us and for us unless we reject him.

We have to be wary of our tendency to think that we are just on our own. That would be an attitude that can be suggested only by the devil who will always tell lies.

Sad to say, many people are succumbing to this trick of the devil. That’s why many now fall into some deep despair when misfortune comes their way. They feel there’s no one else to run to anymore. We should do everything to strengthen

our spirit of divine filiation.

Let’s always remember that God “takes no pleasure in the death of the wicked, but rather that they return from their ways and live.”

(Ez 33,11) And as shown

by Christ, God does not wait for man to turn back to him. He takes the initiative to reach out to us, sinners.

In all the miracles that he performed, Christ was more interested in forgiving the sins of those involved than in healing them of their infirmities and predicaments.

His love and compassion went beyond the concern for the bodily health of those characters. He focused more on their spiritual recovery.

We have to see to it that in proclaiming the gospel to the others, in our effort to present Christ to the others, we should not simply talk about the strictness of God’s demands and expectations from us, the high standard that he is setting for us. This will scare people more than attract them to Christ. We should always include God’s mercy in all our preaching and counseling.

3 unvaccinated Dabawenyo seniors die of Covid-19

DAVAO CITY – The three senior citizens here who died from the coronavirus disease 2019 (Covid-19) were unvaccinated, the local Covid-19 task force said Monday.

The three unvaccinated senior citizens succumbed to the virus between March 13 to 19, Dr. Michelle Schlosser, the Davao Covid-19 Task Force spokesperson, said in a statement.

“The casualties were severe to critical cases and required hospital care,” Schlosser said.

Fully vaccinated individuals and those who received booster doses only manifest mild or no symptoms at all when they contract Covid-19, she noted.

DA-10 turns over P20-M cold storage, packing facility to CdO CAGAYAN DE ORO CITY -- The Department of Agriculture (DA)-10 turns over the first monolithic dometype cold storage and packing facility in the region to the City of Cagayan de Oro, March 24.

DA-10 Regional Executive Director Carlene C. Collado handed the certificate of turnover of the said project worth P20 million to Mayor Oscar S. Moreno, as a component of DA’s proper storage of agricultural inputs of high-value crops.

Collado said the facility will aid the local farmers and market vendors in the city in maximizing the quality of their produce.

“It will extend the shelf life of highly-perishable commodities and reduce postharvest losses of the farmers and ensure a resilient food

system, especially during this pandemic,” the director added.

Located in barangay Kauswagan, the whole facility has a land area of 1,300 square meters, which is the counterpart of the city with a capacity of 300 metric tons of vegetables in crates and palettes.

The dome will serve as the region’s storage and packing facility with two loading docks, a pre-cooling room, areas for washing and rinsing, sorting, palletizing, and an office.

Moreno said the monolithic dome facility is meant to ensure that high-value crops of farmers seek to serve two ends: the supply and demand sides.

URC conserves water through reduce, Water refilling stations in Iligan urged to reuse and recycle program UNIVERSAL Robina Corp.

(URC), one of the country’s biggest food firms, has managed to save over 11 million cubic meters of water since 2018 through various water conservation initiatives integral to its corporate social responsibility.

“We recognize that water is a non-renewable resource, and that it is an essential input material in the production of our products,” said URC chief executive officer Irwin Lee. Lee said URC has saved enough water over the past four years to fill 4,600 Olympic-size swimming pools.

Last year (2021), the company managed to recycle over 860,000 cu m., enough to cover the water needs of 2.26 million people for a day.

These were all achieved via URC’s reduce, reuse and recycle program meant to optimize water use.

ILIGAN CITY -- After the two-day inspection of the Local Price Coordinating Council (LPCC) on 95 water refilling stations here, the City Health Office (CHO) called on the establishments to comply with their requirements.

Ecological Solid Waste Management – shall refer to the systematic administration of activities, which provides for segregation at source, segregated, transportation, storage, transfer, processing, treatment and disposal of solid waste; m. Environmentally acceptable – shall refer to the quality of being reusable, biodegradable or compostable, recyclable and not toxic or hazardous to the environment; n. Garbage Pit – a hole purposely used for the disposal of mixed solid wastes or any other type of wastes other than the compostable waste. o. Hazardous Waste – refer to solid wastes or combination of solid wastes which because of quantity, concentration, or physical, chemical or infectious characteristics may cause or significantly contribute to an increase in mortality or an increase in serious, irreversible, or incapacitating reversible illness or pose a substantial presence or potential hazard to human health or the environment when improperly treated, stored, transported of or otherwise manage; p. Industrial Establishments - shall refer to agri-industrial businesses, plants, mills and the likes; q. Institution - shall refer to hospitals, clinics, funeral parlors, schools, churches, public / private offices and the likes; r.

Junkshop – shall refer to any building, including its premises, in which junk or recyclable materials are stored. It can be dealing with a particular kind of junk/recyclable materials or with all kinds of junk/ recyclable materials, and it may thus assume a different business name; s. Junkshop Owners/Operators – shall refer to any person, firm, association, partnership or corporation who owns and/or operates junkshops for the purpose of buying or acquiring discarded junk/ recyclables solid wastes for commercial/trading purposes, and/or who collects and stores junk/recyclable solid materials therein; t.

Litter – refers to small pieces of waste or refuse such as but not limited to wrappers, cigarette butts, tissue papers, fruits and vegetables peelings, food wastes, food packaging, and the like; u. Littering – refers to an act of throwing or scattering small pieces of waste or refuse such as but not limited to candy wrappers, cigarette butts, tissue papers, fruits and vegetable peelings, food wastes, food packaging, and the like or causing or permitting the same; v. Materials Recovery Facility (MRF) - shall include solid waste transfer station or sorting station, drop off center, a composting and recycling facility; w. Open Burning – refers to the thermal destruction of solid wastes by means of direct exposure to fire or where the products of combustion are emitted directly into the surrounding air without passing through a stack or a chimney. This includes burning in a burn barrel. Furthermore, this definition shall apply to traditional small-scale methods of community sanitation termed “siga”; x. Oxo-biodegradable’ plastics - are a form of plastic that biodegrades significantly faster in the presence of oxygen quicker in the open environment than conventional plastics, turning into supposedly harmless biodegradable matter over a period of a few months to a few years; y. Plastic - plastic, polymeric material that has the capability of being molded or shaped, usually by the application of heat and pressure.

This property of plasticity, often found in combination with other special properties such as low density, low electrical conductivity, transparency, and toughness, allows plastics to be made into a great variety of products.

These include High-Density Polyethylene (HDPE) - is a thermoplastic polymer produced from the monomer ethylene known for its large strength-to-density ratio. It is used in the production of plastic bottles, corrosion-resistant piping, geo-membranes and plastic lumber.

HDPE is commonly recycled, and has the number “2” as its resin identification code, Linear Low-Density Polyethylene (LLDPE) - is a substantially linear polymer (polyethylene). It is used for plastic bags and sheets (where it allows using lower thickness than comparable LDPE), plastic wrap, stretch wrap, pouches, toys, covers, lids, pipes, buckets and containers, covering of cables, geo-membranes and mainly flexible tubing, Low-Density Polyethylene (LDPE) - is a thermoplastic made from the monomer ethylene. It is widely used for manufacturing various containers, dispensing bottles, wash bottles, tubing, plastic bags for computer components, and various molded laboratory equipment. Its most common use is in plastic bags. z. Plastic Bags - also known as sando bags, pouch, plastic shopping bag and plastic film bags used as Secondary Packaging Material.

Provided, That the collection, segregation and re-use of previously used packaging material shall be deemed recycling under this Act; Recyclable Materials - shall refer to any waste materials retrieved from the waste Stream and free from contamination that can still be converted into suitable beneficial use for other purposes, including newspapers ferrous scrap metal, non-ferrous scrap metal, corrugated cardboards, aluminum, office paper, tin cans and other recyclable materials; Receptacles – shall refer to individual containers used for the source separation and the collection of recyclable materials; Refuse – means any waste material except trees, logs, brush, stumps, leaves, grass clippings, and other vegetative matter; Residual Waste - shall refer to non-recyclable and non-biodegradable solid waste materials such as foils, rubber worn-out clothes, etc.; Re-use - refers to the process of recovering materials intended for the same or different purpose without the alteration of physical and chemical characteristics; Reusable bag - refers to a washable canvass bag or native bag “bayong” or any shopping bag used for carrying and transporting goods, which bags are made of organic or non-organic materials that can be used for several times; Sanitary Landfill – refer to a waste disposal site designed, constructed, operated and maintained in a manner that exerts engineering control over significant potential environment impacts arising from the development and operation of the facility; Secondary Packaging – refers to packaging that is used to support primary packaging, usually used and intended for the convenience of the consumer; Segregation - shall refer to sorting and segregation of different solid waste materials in order to promote recycling and re-use of resources and to reduce the volume of wastes for collection and disposal; Segregation at Source - shall refer to a solid waste management practice of separating at the point of origin such as commercial, industrial, domestic and institutional; Solid Waste - shall refer to all discarded household, commercial waste, non-hazardous institutional and industrial waste, street sweepings, constructions debris, agricultural waste and other non-hazardous/ non-toxic; Source reduction - refer to the reduction of solid waste before it enters the solid waste stream by methods such as product design, materials substitution, materials re-use and packaging restrictions Storage - shall refer to the interim containment of solid waste materials after generation and prior to collection for ultimate recovery or disposal; Tarpaulin - or tarp print in Philippines as it is often called is a large sheet of water-resistant or waterproof material that is crafted from canvas or plastic. Sometimes, it is made from polyester that is coated with urethane or made from polyurethane itself; Waste diversion - shall refer to activities which reduce or eliminate the amount of solid waste from waste disposal facilities Wet Goods – refers to any product that require refrigeration or freezing to maintain freshness such as fish, meat, and cooked food in restaurants, eateries or carenderias;”

Section 2. Section 10 of City Ordinance 962 Series of 2020 is hereby amended to read as follows: “Section 10. Fines and Penalties – Listed below are the fines and penalties for violating any provision under Sections 6, 7, 8, and 9 of this ordinance, to wit:

Section 3. Section 14, paragraph a and b of City Ordinance 962 Series of 2020 is hereby amended to read as follows: “Section 14. Regulations on the use of Plastic Bag a. Prohibition on the use of Plastic Containers/Packaging on dry goods.

– No business establishment shall utilize plastic as containers and packaging materials on dry goods. b. Regulating the use of plastic containers and packaging on wet goods. – Business establishment shall regulate the use of plastic as containers and packaging materials on wet goods. Plastic shall not be used as secondary containers and packaging for wet goods.”

Section 4. Section 16, paragraph “d” of City Ordinance 962 Series of 2020 is hereby amended to read as follows: “Section 16. Regulations on the use of plastic straws, plastic stirrers, plastic utensils and plastic advertisement and propaganda materials. d. The use of advertisement, buntings (banderitas), and propaganda materials made of plastic (polyethylene) materials including tarpaulin within the territorial jurisdiction of Malaybalay City is strictly prohibited.

However, the use of advertisement, buntings, and propaganda that are re-usable, biodegradable or compostable, recyclable and not toxic or hazardous to the environment shall be allowed. Provided, that the same shall be removed and properly disposed by the owner(s) after it has served its purpose, including those advertisements, buntings, and propaganda that requires permit and/or special permit.”

Section 5. Section 20 of City Ordinance 962 Series of 2020 is hereby amended to read as follows: “Section 20. Fines and Penalties for violating any provision under Sections 14, 15, 16, 17, 18, and 19 of this Ordinance.

Section 6. Section 26 of City Ordinance 962 Series of 2020 is hereby amended to read as follows: “Section 26. Fines and Penalties for violating any provisions of Sections 23, 24, and 25 of this Ordinance.

Section 6. Repealing Clause - Any Ordinance, Rules and Regulations, Resolution or Order, or part or parts thereof, which are inconsistent with the provisions of this Ordinance are hereby amended, repealed or modified accordingly.

The DOF chief said he expects to fully bring back revenue collection to prepandemic levels this year.

Department of Education Secretary Leonor Magtolis Briones has authorized all regional directors to commence the progressive expansion phase of face-to-face classes for both public and private schools.

The main protocols and standards in the DepEdDOH Joint Memorandum Circular 001, s. 2021 shall remain applicable as appropriate, with the following main parameters for inclusion: First, Expansion schools have been validated as compliant with the standards of School Safety Assessment Tool (SSAT). Second, Schools must be located in areas under alert levels 1 and 2 based on the periodic risk assessment by Department of Health. Third, Schools may already include other grade levels based on the capacity of schools. Fourth, Schools or Division must have secured the concurrence of the Local Chief Executive in the City or Municipality where the expansion school is located, and the schools must also have taken the proper coordination with their respective barangay officials.

Fifth, Students participating in the face-to-face classes must have the written consent of their parents. Sixth, Schools are given flexibility in contact time for teaching and learning, provided that meals are not taken in school except during managed recess. Seventh, Only

vaccinated teachers may participate in the face-toface classes, and vaccinated learners shall be preferred.

As a result from the directive by Secretary Briones for Regions to conduct the readiness assessment in all schools during the pilot implementation period, the Regional Directors have submitted a list of 6,686 schools nationwide that have passed the SSAT, of which 6,586 are public schools and 100 are private schools. This list will progressively increase as the rest of the schools are able to address their respective SSAT gaps.

The rest of the Regions, as well as Divisions in the above Regions outside of those already under Alert Level 2, are continuing their preparations for the expanded phase of face-to-face classes in anticipation of improvement in the COVID Alert Level in their respective areas.

That’s because doing a Zoom meeting requires more mental processing than face to face interactions, according to experts. Then we started hearing about this new disease called Zoom fatigue which defined as mental exhaustion that occurs after a day of videoconferencing.

Psychologists say several factors lead to Zoom fatigue.

The technological hiccups – video glitches, sound issues and WiFi interference – that frequently happen during virtual meetings can disrupt our ability to interpret messages and add to our unease.

Reading exercises were done daily and reading materials distribution were given weekly until learners achieved the desired reading efficiency. Learners have DTR or Daily Time in Reading where teachers called them for their reading exercise and record their time spent and miscues in their DTR to track improvement.

The school’s effort continued until Distinction Stage is realized. It is the stage where the school aimed that learners will be more functionally literate as each quarter goes on as well as 80% of the non-readers and frustration readers improved.

Meet Zigay Macalandong Amintao, host of MDNN Teleradyo’s Sowara

A Maranao by birth, Cagayan de Oro City-based entrepreneur Zigay Macalandong Amintao started off as a tourism staff in Gingoog City and as a Pasundayag sa Northern Mindanao top seller.

Little did she know that these stints that led to her friendship with fellow tourism enthusiast and acclaimed streaming MDNN TeleRadyo host Jules Baril would land her a spot herself in the exciting new world of online telecasting.

Zigay – who graduated with a degree in economics in Bukidnon State University - Gingoog way back in 1990 plus some Masters credits in educational administration and supervision at Holy Trinity College in Puerto Princesa City – is no stranger to tourism.

She was a tourism staff in Gingoog City during the time of then Mayor Romulo Rodriguez.

As fate would have it, the next stint of her life is to become an 30 years later, she became adept Northern Mindanao annual fair and the latter initially invited entrepreneur.
