MARAWI CITY, Lanao del Sur -- The Commission on Elections (Comelec) is taking a proactive step to combat vote-buying ahead of the May 9 elections. THE reelectionist mayor of Northern Mindanao’s most industrialized town has vowed to push forward her 10-year municipal development plan which she admitted to have been slowed down by recent distracting events.
