Smartphones make people more tired, less productive, study says ONE in five women and one in eight men are becoming more tired and less productive, a new Australian study on mobile phone use revealed on Tuesday. Led by the Queensland University of Technology in Australia, researchers surveyed 709 mobile phone users across the country aged 18 to 83 years and asked them a series of questions based on a similar study 13 years ago. Identifying a phenomenon “technoference”, researchers discovered a significant increase in people blaming their devices for “losing sleep, becoming less productive, taking more risks while driving and even getting more aches and pains.” According to study lead, Dr. Oscar Oviedo-Trespalacios, the issue is so bad that 24 percent of women and 15 percent of men are now considered See STUDY, page 11

Ebrahim wants ‘moral governance’ for Bangsamoro

NORTHERN Kabuntalan, Maguindanao--The head of the Bangsamoro Transition Authority of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Saturday declared he will push for an Islamized governance for the new region. “If we cannot do it then our jihad has failed, I am pushing for a moral governance,” BARMM Interim Chief Minister Ahod Balawag Ebrahim (Al Haj Murad Ebrahim) told his audience in Barangay Gambar here which he said was his hiding

THE Department of the Interior and Local Government (DILG) has ordered the Philippine National Police (PNP) to immediately probe the involvement of three ranking officers of Police Regional Office (PRO) 12 (Soccsksargen) in a PHP2-billion investment scam. They allegedly issued checks that bounced due to insufficiency of funds in the PPM bank accounts. Some 30 police personnel and civilians are allegedly involved in the scam. Malaya said the DILG chief has warned other PROs of the scam. “I want the other regions to know of this scam so that they do not fall prey to a similar scheme. Comelec all set for start of local campaign AS LOCAL CANDIDATES gear up for the May 13 elections, the Commission on Elections (Comelec) has expressed its readiness for the start of the campaign period for local aspirants on Friday. “We are as ready as we will ever be,” Comelec spokesperson, James Jimenez, said in an interview Wednesday. Jimenez noted that their city/municipal election officers will monitor possible campaign rule violations by those who are running in the polls. “The campaign period pretty much runs by itself. Our only concern there is looking out for possible violations,” he said. Jimenez, however, is not discounting the possibility that their field officers would be overwhelmed by the sheer number of candidates at the local level. “With more than 18,000 positions in contention, you are looking at several thousands of candidates at play. You can tell that within two hours, our personnel will already be overwhelmed,” he said. Jimenez, however, said he is confident that they would be able to handle everything, with assistance from the public by reporting to them any campaign irregularity. “The reports from the people are very vital as much as the Comelec needs to observe due process,” he said. Local candidates include those running for a congressional seat at the House of Representatives; provincial governor; provincial vice governor; members of the Sangguniang Panlalawigan; mayor; vice mayor; members of the Sangguniang Panlungsod; and members of the Sangguniang Bayan. Classes in public schools begin June 3

N official of the Department of Education (DepEd) on Monday said classes in elementary and secondary schools nationwide for school year 20192020 will open on June 3.

In an interview with reporters in Makati City, DepEd Undersecretary and Chief of Staff Nepomuceno Malaluan confirmed that classes will open on the first Monday of June. Republic Act 7797 or “An Act to Lengthen the School Calendar from 200 days to not more than 220 Class Days” states that the school year shall start on the first Monday of June but not later than the last day of August. “Very near the Christmas break, we said that we should not put ourselves in the same pressure position that we had. DepEd opens expo on tech, education SOME 4,080 students and teachers from 16 school divisions in the National Capital Region attended on Tuesday the opening of the Department of Education’s (DepEd) Cyber Expo 2019 in Pasay City. The expo is a three-day education and technology event which aims to recognize the achievement of learners in the various technology fields; to demonstrate the latest methods and approaches in education and technology; and to discuss the technological innovations and strategies that help improve the teaching-learning process. In her speech, Education Secretary Leonor Briones said the event is aligned with DepEd’s promotion and implementation of the information, media and technology skills which forms part of the K to 12 curriculum. “There three ways by which information and communications technology (ICT) can support our curriculum. First, is the delivery of ICT subjects designed to build up the competencies of our children. Second, major area will focus on the ICT-assisted teaching and third, it will address the IT-assisted learning,” she added. Briones said Deped has been delivering computer laboratories that would allow teachers to teach computer classes in Grades 4 to 6, basic programming in Grade 7, multimedia skills in Grades 8-10, and vocational courses such as computer servicing and call center services in ICT for Grades 11 and 12 students. “Under this program, DepEd will install a digital

Think a minute. Winston Churchill was 65-years-old when he first became England’s Prime Minister. It was May of 1940 and England’s military was not prepared for war. So when Hitler’s massive German army began attacking the British Isles, almost all of the military experts expected Germany to quickly and easily conquer England. But these experts could not imagine that in only seven months, Winston Churchill would help change the history of both England and the entire Western World. During those months, when the families of Great

Britain gathered in their homes to listen to their leader over the radio, their feelings of fear and hopelessness were replaced with great confidence and courage. Why? Churchill knew just how to inspire the English people to believe in themselves and in their just cause of defending freedom by stopping the spread of evil tyranny. In fact, defeating Germany’s powerful army became “England’s finest hour.” It has been said: “People who feel good about themselves do their best.” Whether it is at work on the job or at home with their family. So if you want people to change, you must help them believe in them-

selves so they will want to change and become their best. But when we criticize or shame our children, our wife or husband, or people we work with, we only hurt them and tear down their self-confidence. So why should we expect them to be better when we have made them feel and believe they cannot do it? We all do our best when we feel good about ourselves. A successful businessman says: “Instead of catching people doing something wrong to criticize and punish them, try to catch people doing something right and praise them for it. Then they will want to keep doing that right thing and always do their best.”

GENERAL Santos City--Really puzzling! This DuterteMisuari puzzle! President Duterte coddles and is beholden to Misuari. Evident! The erstwhile top Moro rebel leader, founding chairman of the Moro National Liberation Front, has obviously Duterte under his spell. Evident! Read media reports of how the two have been relating. Misuari now demands federalization. If this cannot be given to him, he will declare war. To utter such a threat in the face of the President and Commander-in-Chief of the Armed Forces is unthinkable. But Duterte didn’t rebuff Misuari; instead, sounding conciliatory, he proposed two panels formed to discuss what Misuari wants. This happened during their conversation in Malacañan last March 20 on Misuari’s return from the United Arab Emirates and Morocco where he attended meetings under the auspices of the Organization of Islamic Cooperation. This was not the first of Misuari’s demands, frank or otherwise, that Duterte had favorably considered. Palace officials, particularly President Spokesman Salvador Panelo has belabored trying to clarify or interpret what Duterte had clearly said to show him as being “in control”. In doing so, he only highlighted the obvious. In this latest episode, Duterte revealed their conversation during a campaign speech – not in an interview or through a Palace source – Misuari’s demand for federalization as promised to him by President Corazon C. Aquino and threat of war if denied. He told his audience, among them reporters, his thoughts and response to Misuari: “So meron ako isang revolution pa. Sabi ni Misu-

He noted that Camiguin has been touted as one of the best tourist destinations in the country, where people flocked all year round for its white sand beaches, falls, springs, dive spots, and other attractions. Based on its financial statement in 2017, Camelco’s debts to its power suppliers have reached PHP76.5 million. Last year, the utility incurred debts of about PHP47 million. Camelco sources its electricity through a power supply agreement (PSA)

from FDC Misamis Power, which supplies the utility with four megawatts; King Energy Generation Inc., two megawatts; and GN Power--which has yet to go online--one megawatt. Camiguin’s electricity users are currently paying PHP16.45 per kilowatt hour, considered as of the more expensive rates in Northern Mindanao. Camelco’s current contracted power supply is 10.73 megawatts, but it is using only less than a half of that, at 4.7 megawatts. With expected operation of GN Power to go online, Romualdo said Camelco’s consumers could end up paying PHP21 per kilowatt hour, which could be the highest in Mindanao. The congressman said the exorbitant electricity rate was due to “over contracting” as Camelco went into deals with power producers more than its required need. To lower the island’s electric rate, the lawmaker proposed that Camelco cancel its contract with KEGI. “The problem with this PSA is that it is over contracted and we (consumers) are paying for this,”

The President personally handed over the assistance to beneficiaries of the Department of Social Welfare and Development’s (DSWD) anti-poverty programs in a ceremony held at the South Cotabato Provincial Capitol covered court. Some 38 community organizations composed of about 1,000 poor families received checks for livelihood grants under the DSWD’s Sustainable Livelihood Program (SLP) while 300 other poor households got their cash subsidies under the unconditional cash transfer (UCT) program. Duterte, who was also here for the grand campaign rally of senatorial candidates under the administrationbacked Partido Demokratiko Pilipino – Lakas ng Bayan (PDP-Laban), urged the beneficiaries to use the grants properly, stressing that these were intended to make their lives better. “Let us be clear. That is why each school division has its own internal auditor aside from a COA resident auditor which scrutinizes and rechecks matters according to protocol.l From an HR viewpoint, the payroll department is critical because both teachers and non-teaching employees are sensitive to

payroll error sand irregularities. Good employee morale requires payroll to be paid timely and accurately. The primary mission of the payroll department is to ensure that all employees are paid accurately and timely with the correct withholdings and deductions and that the withholdings and deductions are remitted in a timely manner. This includes salary payments, tax withholdings and deductions from paychecks. DepEd usually schedules making payrolls every other week so public school teachers can claim their salaries every fortnight. Is that in the conversation? Clarifying or interpreting what is clear only complicates the puzzle. Question No. 1 What does Misuari have to easily win for him special favors from President Duterte? To Duterte Misuari is a great revolutionary who is the key to lasting peace in Mindanao. From the very start of his administration he sought the presence of Misuari in the final resolution of the Moro problem regardless of the Government-Moro Islamic Liberation Front Agreement just waiting for the final act of the Congress. The 17th Congress could have passed the final act, RA 11054, a year earlier had the rewriting of the bill not been delayed because Misuari could not come out of hiding until November 2017 — after the suspension of his arrest order for rebellion through the intercession of the President. But to his co-rebel leaders and co-founders of the MNLF, as a revolutionary, as a peace negotiator, as a local government executive and peace maker, he is discredited. Let’s revisit the past: • Until 1977, Misuari was the unquestioned leader of the MNLF. However, after the signing of the Tripoli Agreement in 1976, the MNLF gradually disintegrated. The Salamat Hashim group, now the MILF broke away in 1977; the Dimas Pundato Reformed Group followed in 1981. After the signing of the 1996 Final Peace Agreement, the Misuari MNLF further splintered. In 2001, the MNLF Council of 15 (Central Committee) ousted him as MNLF Chairman for incompetence, then conferred the title “Chairman Emeritus”. • Misuari negotiated peace with the Philippine Government for almost thirty years including the review of the Final Peace Agreement. He signed the “uncompleted” 1976 Tripoli Agreement and the 1996 Final Peace Agreement — its “review” still pending and claimed “not fully implemented”. The 90-day exploratory talk for the implementation of the 1987 Jeddah Accord ended in a stalemate. All these yielded dissatisfaction. • As ARMM governor, he was not better than his two predecessors in terms of governance and socioeconomic development. In fact, he is now facing a corruption case as governor. • As ARMM governor and an international peace awardee, he was supposed to be among the top peace makers in Mindanao. Yet,

in 2001 he staged a short revolt in Zamboanga City and Jolo; and another in Zamboanga City in 2013. Question No. 2 What does Duterte lack that Misuari can provide? D ut e r t e , w on w it h 15,970,018 votes, 38.6% of 41,341,402 valid votes canvassed – a little more than 2.5 million less than the votes of Manuel Roxas II (2nd) and Grace Poe (3rd) combined. Yet, halfway his sixyear term, his key election promises are still promises. By his own admission, he is frustrated in his war vs. drugs. His “Build, Build, Build” program is lagging; his campaign to eradicate corruption in government is still mostly threats. Federalization, a historic political reform to shift government from the unitary to the federalized, looks doomed. According to surveys, the vast majority of Filipinos are not ready for it; all efforts done so far got snagged in the Congress – the Senate standing firm against the House. Evidently, Duterte is desperate. The 18th Congress is his only hope. Mutual Back-scratching Both Duterte and Misuari want federalization. What Misuari can have of his demand – whole, little or nothing – would depend on how Duterte could attain his federalization. He desperately needs the full cooperation of the Congress. Is Misuari of help? Duterte might have seen one; by a long shot, Misuari’s “war threat” might help elect Duterte’s men to the Senate. Duterte is the only postMarcos President to actively campaign for his Senate bets — even before the official start of the campaign period. At the Marikina City rally last March 21, he presented the war threat: Misuari is demanding federalization; he will declare war if he we fail to give it to him. In short, he will dangle the Misuari threat to help his candidates win the Senate. He is sure most of the House members behind the federalization bill will return. With a federalization-friendly supermajority in the Senate, federalization will be a cinch. Misuari can have his “federalization” according to the Constitution. War can be averted. People know Misuari staged short revolts in 2001 under President Arroyo and in 2013 under President

The bulk of internally displaced persons (IDP), numbering 39,600 individuals, came from Maguindanao where the military has been fighting the Bangsamoro Islamic Freedom Fighters since February. “The IDPs left their homes in their haste to escape the fighting,” Meher Khatcherian, who heads the ICRC in Lanao del Sur, said. Khatcherian said over 1,800 families or 9,000 individuals were displaced in Lanao del Sur last week as the military hunted the remnants of the Maute group that seized Marawi city in 2017. He said the affected families from Tubaran and Pagayawan towns in Lanao del Sur have fled to the nearby town of Marugong. “Living conditions are difficult for those in evacu-

Automated verification system The selected areas that will be using VRVM are Manila, Quezon City, Caloocan City, Cavite, Pangasinan, Nueva Ecija, Cebu, Iloilo, Negros Occidental, Misamis Oriental, Davao del Sur, Zamboanga del Sur, and BARMM. In areas that will be using the electronic verification, a voter will put his/her finger (index or thumb) in the machine’s scanner. If the voter has a record in the system, his/her picture and other details will appear on the screen. The EB will then push the “VERIFY” button and the machine will issue a verification receipt. The voter will give it to the EB, and the latter will give him an official ballot. The voter is reminded to make sure that the ballot is clean without any markings. If, otherwise, he/she should not accept it. Once, he/she receives the ballot together a ballot secrecy folder and marking pen, the voter may proceed and cast his/her vote, by shading the oval opposite the name of the candidates, he/she has chosen. The public is reminded to shade at least 25 percent of the oval, which is accepted by the VCM. Overvote, undervote Voters are likewise reminded not to overvote as their vote will be considered stray since the machine will not count any ballot with overvoted position. However, the people are allowed to abstain for positions where they can only vote for one candidate or undervote or vote less than the required number of candidates allowed for the position. After voting, the voter will personally insert the ballot into the VCM, he/ she must wait for a second as the machine will issue a receipt. The Board Chairman will then put an indelible ink on the voter’s index finger. He/she then drop the receipt into the box and exit the polling center. If after 6 p.m. and there are still voters within the 30 meters radius of the polling place, who have yet to cast their vote, the voting shall continue to allow them to cast their votes without interruption. The poll clerk shall, without delay, list the names of said voters. The voters listed shall be called to vote by the clerk by announcing each name three times in the order in which they are listed.
