El Niño destroys P161m crops in Davao del Sur Wednesday, March 27, 2019

DAVAO City--Crop damage due to El Niño in five municipalities of Davao del Sur has reached P161.2 million as of March 20, 2019, according to the damage assessment report of the Department of Agriculture (DA) in Region 11 or the Davao region. Roy Jose Pascua, focal person for the Disaster Risk Reduction and Management of DA-11, told Kapihan sa Philippine Information Agency (PIA) on Friday that the rice and corn farmers in Bansalan, Matanao, Hagonoy, Kiblawan, and Magsaysay in Davao del Sur have already felt the impact of the onset of the El Niño. Pascua said the province reported a total of 3,582.7 hectares of rice partially damaged and 75 hectares totally damaged, and a total of 310.7 hectares of corn partially damaged and 10.5

El Niño, as “any changes in temperature will surely affect the production of the agricultural sector.” Cloud seeing, he said, has been scheduled tentatively from March 25 to May 25 to save the remaining half of the 13,000 hectares of rice farms in the province that have yet to be harvested, as well as high-value crops like mango, coffee, cacao, and other fruit trees in the upland areas in the province. He said Tropical Depression Chedeng, which had weakened into a low pressure area when it made landfall in Malita, Davao Occidental last Tuesday, had somewhat helped to increase the discharge levels of the dams in the province, bringing water to the dried up areas in the province. 25 March 2019 -- The Philippines’ leading carrier, Cebu Pacific (PSE: CEB) boosts its route network to and from its hub in Cebu as it is set to commence operation of its direct service between Cebu and Shanghai, China. The new route is in line with plans to expand capacity in Cebu to meet increasing demand. To mark the launch of the new route, seats on CEB’s Cebu-Shanghai flights will be sold for as low as PHP1 base fare from March 22 to 30, 2019. Travel period is from April 15 to September 30, 2019. Flights between Cebu and Shanghai will run six times weekly (Monday to Saturday), beginning April 15, 2019. The evening departure of the flights from Cebu to Shanghai will enable travelers from neighboring areas such as Davao, Cagayan de Oro, Dumaguete and Iloilo to connect seamlessly and fly to the biggest city in China. At just under four hours’ flying time, Shanghai is also a popular destination for Filipinos. Attractions include an evening cruise along the Huangpu River

The heat is on!

THE election fever gets hotter by the day, and the blame-game is back like no other. This is Philippine politics in action --- unrelenting, deceptive and at times more than a labyrinth of empty rhetoric said before the lowly electorate. For a country badly bitten by a virus called graft and corruption, election is basic to fill up democratic space, to fix economic and political woes but this exercise is not simply a walk in the park. As voters, we are entitled to listen to the candidates’ views, political, economic or otherwise. And as taxpayers for that matter, we are en-

titled to agglomerate our diverse mindsets into unifying forms of any kind -- the very backbone of democracy in this corruptstricken country. What we do have a problem with, however, is political deception in the manner campaigns are held --- and it starts at the local level. Comelec says it’s all systems go for the midterm election on May 13. Campaign period at the local level starts on Thursday, March 28 and ends on May 11. Truly, deceptions are now back with local politicos gunning their own bets, a cut-and-dry tactic in local politics. To say

it bluntly, elections are typically an exercise in hypocrisy. Politicians promise to high heavens that the forthcoming election is democratic , and yet they all contrive to keep it undemocratic by way of employing dirty tactics, if only to grab victory no matter what. Election in this country is indeed a modern-day legal fiction. Kudos to the graduates, parents Greetings to all who follow this column. I was unheard for the past weeks due to some personal reasons. I am back. My apology to those who were following this column. Before anything, it is graduation time again. The CYNOSURE wishes to congratulate the students who finally finished their college degree. After long years, the final moment has come. The indescribable feeling of fulfillment simply fills the atmosphere of merriment and celebration. If there is anyone who exudes the immeasurable happiness are the proud parents. It is not a joke to raise children in order to make them a better person or individual. During my younger days, I always heard the old folks,

who gathered around a makeshift table early in the evening, in the countryside. Talking over a round of “coco wine” (Tuba), one or two of them would huddle on a subject about how their kids are faring in college. I have no inclination on how serious they were about the necessity of selling their farm lots or working animals to enable them to pay for the tuition of their kids in college. Until, I was mature to discern on the importance of getting a college degree, I began to realize the frustration of the parents whose kids never take their studies seriously. There was this proud neighbor who sold his cows, carabaos and other important farm animals, believing that the doting

son was studying seriously while in college. In the end, the pride turned into desperation when they later found out that the doting kid did not actually enroll in college. After losing everything, farm lots and other properties, the vagabond kid pulled his parents into misery. Thus, the lively conversation, over a cup of the “coco wine,” turned into a sob story of failure and despair. On the other side of the countryside was a celebration – a merriment of accomplishment, of pride and respect. Here, comes the proud father whose son topped the class on graduation day. Friends, relatives, and neighbors were welcomed to partake in what appears to be a lifetime success.

There is always the reason to celebrate. However, amid the joys and merriment, still, it is not the right time to rest on the laurels of success. Drug war should change tack PRESIDENT Duterte himself admitted albeit with much reluctance that the country’s drug problem is getting worse three years after his administration launched the bloody war on drugs. The admission now demands a rethinking of the bloody strategy that has not made a dent in the country’s illegal drug trade. While many laud the president for his relentless fight in obliterating this social menace his admitted failure suggests the strategy is gravely wrong. He should not insist in pursuing this war availing of the same strategy that has been proved inadequate. Fear as a strategy will only work for a certain period of time. Never will it work forever. Shock and awe can be availed of but only for a short period.

Sooner or later the sting of such strategy wanes. Experts have been telling the administration that killings will never solve the country’s drug problem. Sadly, reality tells us that indeed this is true. Despite the more than 25,000 deaths of drug suspects the problem, as admitted by the president, is getting worse. Surely it’ll get worse because the root cause of the drug problem has not been truly grappled with by the effort itself to eradicate it. The illegal drug problem, generally speaking, is the result of hopelessness. We should realize that hopelessness is not just the problem of the poor but the moneyed as well hence we have drug abusers from all walks of life. When people, young and adults, resort to drug abuse something other than

curiosity must have triggered it. More often than not that trigger is hopelessness. Hopelessness about the future, hopelessness about life itself, hopelessness due to poverty, hopelessness due to being unwanted, unloved and lack of attention and recognition-seeking, among others. Drug abuse is therefore a mere symptom of a larger problem. Unless this larger problem is amply addressed no matter how much you kill these drug suspects, new abusers will surface. The illegal drug trade being a multi-billion pesos enterprise many unscrupulous businessmen are enticed to engage in it. But these type of businessmen knew that the illegal drug trade cannot survive because of them only. Criminologists tell us that for an illegal trade

to thrive it must have the support and protection of those in uniform, those in robes and those in government who are in barongs and suits. Truth is no illegal trade could last a minute without such support and protection. The administration’s current war on drugs has proven itself to be an enigma. Impact of El Niño may worsen more in April DROUGHT-DRIVING El Niño phenomenon may cause drier and warmer conditions nationwide this April. Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) said way-below normal rainfall in 26 provinces and below-normal rainfall in 57 provinces are possible next month. It added 51 provinces or 61 percent of the country may be already droughtstricken by the end of April this year while 32 other provinces can be under the dry spell then. “April is when we see severe impacts in terms of

meteorological drought,” said Analiza Solis, officerin-charge of the PAGASA Climate Monitoring and Prediction Section. Solis explained drought is a condition marked by either three consecutive months of way-below normal rainfall or five consecutive months of belownormal rainfall. Dry spell, on the other, is either two consecutive months of way-below normal rainfall conditions or three consecutive months of below-normal rainfall, she continued. At a recent forum in Quezon City, Solis reminded the public to brace for heat

It also forecasted that most parts of the country experienced way-below to below-normal rainfall conditions from March 1 to 20 this year. PAGASA also said temperature during such period was generally near-average, reaching slightly aboveaverage level in Mindanao and slightly below-average level in some areas of Luzon. On March 22, PAGASA announced termination of ‘amihan’ that brings cool winds to the country every year. End of ‘amihan’ signaled start of the dry season’s peak — the period commonly called ‘summer.’ Solis said last year, PAGASA announced termination of ‘amihan’ on April 10. She said PAGASA will continue monitoring El Niño so this agency can provide the public updates and advisories on the matter. Authorities have advised the people to avoid direct exposure to the sun between 10 a.m. and 3 p.m., drink more water, and wear light clothing to protect them from ailments due to excessive heat. 788 Davao City cops promoted to next higher ranks

DAVAO CITY -- Around 788 police non-commissioned officers of the Davao City Police Office (D CPO) were promoted to the next higher rank. Police Col. Alexander Tagum, DCPO director, said the huge number of promoted police officers can be attributed to the outstanding performance of the local police personnel in terms of overall administrative and operational accomplishment. Tagum administered the oath-taking and mass pinning of ranks to the newly-promoted police officers on Monday. He pointed out that the DCPO has bagged the National Award for Best City Police Office of the Year, Best City Mobile Force of the Year, and other national plaudits. “This is so because we have produced the best, tough, hardworking, dis-

ciplined and committed Davao’s finest worthy for a well-deserved promotion,” the DCPO director said. Tagum said that the newly-promoted officers will be taking on additional responsibility commensurate to their rank from Police Officer 1 or Patrolman. Meanwhile, Tagum said more PNP personnel were “downloaded” to the DCPO from Police Regional Office-11. “From 1,800 PNP personnel we are now around 2,200 excluding 1,500 Police auxiliary,” he said. “As what you can see we have more police in the headquarters and with the additional personnel most of them are newly-trained rookies PO1 assigned in the city.” With this number, Tagum hopes that they can serve and protect the public more. ment Initiatives (IDIS), during Monday’s Kapehan sa Dabaw, said the enforcement of the rainwater harvesting law does not only mean saving on water bill but “more on conserving water for next generation of Dabawenyos.”

MANILA -- The Philippine Amalgamated Supermarkets Association (PAGASA) vowed that it will ensure that subsidized rice from the National Food Authority (NFA) will be made more available in supermarkets across the country. MANILA – A total of 36 tourism enterprises in the Philippines were recognized for meeting minimum requirements set by the Association of Southeast Asian Nations (ASEAN) Tourism Standards in the Philippines. In Visayas, dry spell will be experienced in Bohol, Cebu and Southern Leyte and drought in Aklan, Antique, Capiz, Guimaras, Iloilo, Negros Occidental, Negros Oriental, Siquijor, Biliran, Eastern Samar, Leyte, Northern Samar and Samar (Western Samar). According to PAGASA weather specialist Bema Tajones, dry spell means three consecutive months of below normal rainfall and 21% to 60% reduction from

the average or two consecutive months of way below normal rainfall with more than 60% average reduction from the average rainfall. She said drought happens when an area experiences three consecutive months of way below normal rainfall with greater than 60% reduction from the average rainfall or five consecutive months of below normal rainfall with 21% to 60% reduction from the average rainfall. By end of May, PAGASA said only the provinces of

Misamis Occidental and Dinagat Islands in Mindanao will experience drought. Conditions in all provinces of Mindanao are expected to normalize beginning end of June although other provinces in the island will continue to experience drought during that month, as the “weak or even moderate strength” El Niño is forecast to continue until October before it will weaken in the last quarter of this year, according to PAGASA. Italpinas Dev’t breaks ground By MARK FRANCISCO Correspondent

THE second phase of eco-friendly apartments of Primavera City develop by Italpinas Development Corporation broke ground Monday (March 25). Dubbed as Citta’ Bella, Primavera City Phase 2 is 11 levels high just like her twin Citta Verde (Primavera City Phase 1) and eventual triplet Citta Grande (Primavera City Phase 3). All three mixed-rise developments will feature residential, commercial and office spaces to top at the roofdeck with a function hall featuring a stunning view of Macajalar Bay to the north and the Bukidnon mountains to the south. The rooftop of all three buildings will be installed with photovoltaic panels, making the entire premises an eco-friendly one. In particular, Citta Bella will offer 291 housing units in three types: studio, one-bedroom and penthouse. According to Italpinas Development Corporation vice-president for brand management Clara Elizaga, there will be six penthouse units at the 11th level of the edifice. The rest of the residential units will be spread out from the

fourth to 11th levels. Elizaga said that the first level is reserved for 17 units of commercial space while 36 office units are allocated at the second to third levels. The second building in Primavera City located along P.N. Roa Ave., upper Carmen, Cagayan de Oro City has a total of 106 parking spaces in two basement levels. The construction of the second phase is expected to complete in September 2021 with occupancy to start in early 2022. The whole Primavera City project, which will include a highrise tower to be called Citta Alta, will finish in 2026. Primavera City development sits in a spacious 55,000 squaremeter property in a very prime location in uptown Cagayan de Oro, Northern Mindanao’s premier new growth area.
