A Reflection: Filipinos always complain about the corruption in the Philippines. Do you really think the corruption is the problem of the Philippines? I do not think so. I strongly believe that the problem is the lack of love for the Philippines. Let me first talk about my country, Korea. It might help you understand my point. After the Korean War, South Korea was one of the poorest countries in the world. Koreans had to start from scratch because entire country was destroyed after the Korean War, and we had no natural resources. Koreans used to talk about the Philippines, for Filipinos were very rich in Asia. We envy Filipinos. Koreans really wanted to be well off like Filipinos. Many Koreans died of famine. Korean government was very corrupt and is still very corrupt beyond your imagination, but Korea was able to develop dramatically because Koreans really did their best for the common good with their heart burning with patriotism… Koreans did not work just for themselves but also for their neighborhood and country. Education inspired young men with the spirit of patriotism. 40 years ago, President Park took over the government to reform Korea. He tried to borrow money from other countries, but it was not possible to get a loan and attract a foreign investment because the economic situation of South Korea was so bad. Korea had only three factories. So, President Park sent many mine workers and nurses to Germany so that they could send money to Korea to build a factory. They had to go through horrible experience. In 1964, President Park visited Germany to borrow money. Hundred of Koreans in Germany came to the airport to welcome him and cried there as they saw the President Park. They asked to him, “President, when can we be well off?” that was the only question everyone asked to him. President Park cried with them and promised them that Korea would be well off if everyone works hard for Korea, and the President of Germany got the strong impression on them and lent money to Korea. So, President Park was able to build many factories in Korea. He always asked Koreans to love their country from their heart. Many Korean scientists and engineers in the USA came back to Korea to help developing country because they wanted their country to be well off. Though they received very small salary, they did their best for Korea. They always hoped that their children would live in well off country. My parents always brought me to the places where poor and physically handicapped people live. They wanted me to understand their life and help them. I also worked for Catholic Church when I was in the army. The only thing I learned from Catholic Church was that we have to love our neighborhood. And, I have loved my neighborhood. Have you cried for the Philippines? I have cried for my country several times. I also cried for the Philippines because of so many poor people. I have been to the New Bilibid prison. What made me sad in the prison were the prisons who do not have any love for their country. They go to mass and work for Church. They pray everyday. However, they do not love the Philippines. I talked to
two prisoners at the maximumsecurity compound, and both of them said that they would leave the Philippines right after they are released from the prison. They said they would start a new life in other countries and never come back to the Philippines. Many Koreans have a great love Korea so that we were able to share our wealth with our neighborhood. The owners of factory and company were distributed their profit to their employees fairly so that employees could buy what they needed and saved money for the future and their children. When I was in Korea, I had a very strong faith and wanted to be a priest. However, when I came to the Philippines, I completely lost my faith. I was very confused when I saw many unbelievable situations in the Philippines. Street kids always make me sad, and I see them everyday. The Philippines is the only Catholic country in Asia, but there are too many poor people here. People go to church every Sunday to pray, but nothing has been changed. My parents came to the Philippines last week and saw this situation. They told me that Korea was much poorer than the present Philippines when they were young. They are so sorry that there are so many beggars and street kids. When we went to Pagsanjan, I forced my parents to take a boat because it would fun. However, they were not happy after taking a boat. They said that they would not take the boat again because they were sympathized the boatmen, for the boatmen were very poor and had a small frame. Most of people just took a boat and enjoyed it. But, my parents did not enjoy it because of love for them. My mother who has been working for Catholic Church since I was very young told me that if we just go to mass without changing ourselves, we are not Catholic indeed. Faith should come with action. She added that I have to love Filipinos and do good things for them because all of us are same and have received a great love from God. I want Filipinos to love their neighborhood and country as much as they love God so that the Philippines will be well off. I am sure that love is the keyword, which Filipinos should remember. We cannot change the sinful structure at once. It should start from person. Love must start in everybody, in a small scale and have to grow. A lot of things happen if we open up to love. Let’s put away our prejudices and look at our worries with our new eyes. I discover that every person is worthy to be loved. Trust in love, because it makes changes possible. Love changes you and me. It changes people, contexts and relationships. It changes the world. Please love your neighborhood and country. Jesus Christ said that whatever we do to others we do to Him. In the Philippines, there is God for the people who are abused and abandoned. There is God who is crying for love. If you have a child, teach them how to love the Philippines. Teach them why they have to love their neighborhood and country. You already know that God also will be very happy if you love others. That’s all I really want to ask you Filipinos. I sincerely hope that this essay inspire us all and show LOVE for our homeland.

18 new school buildings to rise in Zamboanga
ZAMBOANGA CITY -Eighteen school buildings worth PHP467.63 million are up for construction in this city’s first district this year. These projects are funded by the Department of Education (DepEd) under the agency’s School Building Program and will be constructed through the Department of Public Works and Highways (DPWH). First district Rep. Celso Lobregat, chair of the House Committee on Public Works and Highways, told the Philippine News Agency that the school building projects have already been bidded out and “are up for construction.” The school building projects are the following: Rio Hondo Elementary School; Talisayan National High School; Pasonanca Elementary School; Labuan Central School; Recodo National High School; Sta. 1 killed, 4 arrested in drug ops in Lanao PAGADIAN CITY, Zamboanga del Sur -- A drug suspect was killed while four others were arrested in a joint law enforcement operation in the nearby province of Lanao del Sur, officials said Saturday. Maj. Ronald Suscano, Army’s 1st Infantry Division information officer, said the anti-illegal drugs operation was conducted at around 9 a.m. Friday in Barangay Pindolonan, Ganassi, Lanao del Sur. Suscano identified the slain suspect as Max Diangka, who resisted arrest by the raiding team. He said Diangka opened fire that prompted the government operatives to return fire resulting to his death.
He said arrested were Ramon Diangka, Alinair Aminola, Emil Merda and Jalalodin Diangka. The raiding team seized 37 heat-sealed plastic sachets of suspected shabu; three caliber .45 pistols; three caliber .38 pistols; one M-16 Armalite rifle: assorted ammunition; assorted illegal drug paraphernalia; identification cards; and cellular phones. BULUAN, Maguindanao – At least 1,200 indigent residents of three Maguindanao towns received medical and other health services from the provincial government during a medical mission last March 21-23. Lynette Estandarte, Maguindanao budget officer and head of Maguindanao Peoples Medical Team (MPMT), said a total of 1,279 individuals are from the upland towns of North Upi, Barira and Buldon. She said recipients from the remote villages of the three towns received medical and dental services from the provincial medical team as well as its partners – military physicians and nurses from the Army’s 6th Infantry Division. Aside from medical and dental services, free medicines and vitamins were also given to the recipients who were grateful the provincial government reached out to them. “We extended medical consultations, circumcision and even free haircut to children,” Estandarte said.
Estandarte said the medical team has been roaming around far flung communities to bring health services right at their doorstep as ordered by Maguindanao Governor Esmael “Toto” Mangudadatu. “He cannot be here to serve you but he sent us to assist you on your health needs,” Estandarte told the recipients in the vernacular. The 15-man Maguindanao people’s medical team is composed of a two lady physicians, four nurses and health assistants. It quickly responds to address the health needs of internally displaced families in Maguindanano where armed hostilities between Moro rebels and government forces send poor families out of their homes into evacuation centers. Estandarte said highly communicable diseases normally spread in thickly populated and unsanitary environment “so that is the reason why we need to quickly respond on the first day of mass displacements in Magundanao.” (PNA)

2.7kg LPG cylinders ‘for outdoor use only’ PAGADIAN City--The Department of Energ y (DOE) requires manufacturers and retailers to comply with the additional marking of ‘For Outdoor Use Only’ on the body of every small-sized 2.7 kilogram liquefied petroleum gas (LPG) cylinders sold in the market. This new rule is outlined in Department Circular No. DC2018-03-0004 entitled: “Prohibiting the sale and distribution of small-sized 2.7kg capacity and below LPG cylinders without the required “For Outdoor Use Only” marking in addition to the usual mandatory marking for LPG cylinders.” The policy is consistent with the revised Philippine National Standards (PNS) 03-1:2014 issued by the Bureau of Product Standards specifying the additional mandator y marking to be indicated in the body of small-sized 2.7kg LPG cylinders. The new marking also ser ves as a warning to consumers that the product should not be used inside their homes. Other mandatory markings are brand name and logo, net content in kilogram, tare weight in kilogram, date of requalification (month/ year) and safety warning signs and other informational signs as prescribed. The DOE advises the public that 2.7 kg cylinder lacks the following safety features: pressure relief valve (PRV) and regulator, without this two components, the possibility of having LPG leaks is much higher as compared with household LPG cylinders which comply with these features. This is a major reason why the DOE is advising the consumers that smallsized 2.7kg LPG cylinders should only be used outside for proper outdoor ventilation to prevent the accumulation of LPG vapor in an enclosed space that would result in fire hazards, including explosion. The Circular also outlined the penalties for any violation committed by

Bill vs. privatization of public hospitals passes committee level MANILA -- A House of Representatives’ panel has approved a measure prohibiting the privatization of all public hospitals in the country. The House committee on health, chaired by Quezon Rep. Angelina Tan, approved House Bill 7437, otherwise known as the “Anti-Privatization of Public Hospitals, Health Facilities and Health Services Act.” Bayan Muna Party-list Rep. Carlos Isagani Zarate, the principal author, said the bill aims to protect the right to health of the Filipino people, the poor especially, by maintaining and upholding the public character of government hospitals and by prohibiting any form of their privatization. “Health care must be made accessible, affordable, and appropriate to the needs of the
people. Public hospitals, as part of the public health care delivery system, must be fully developed and strengthened by the government, not privatized,” Zarate said. “This bill is a major step to address the inaccessibility and inequity in health care made worse by privatization of public health services,” he added. Under the bill, at least 90 percent of the total bed capacity of all public hospitals should be allotted to indigent patients. The bill also seeks to penalize violators of the proposed act with a fine ranging from PHP100,000 to PHP800,000 and even removal from public office of responsible officials. Zarate said the bill can be further fast tracked and pass during the third reading when Congress resumes its session in May. (PNA)
CAGAYAN DE ORO, March 21 — The city of Cagayan de Oro is supporting the intention of the Bureau of Fire Protection (BFP) to enhance its firefighting, emergency medical and rescue services. The 18th City Council on its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing the city mayor to enter into and sign the Memorandum of Agreement (MOA) with the BFP covering the use of one emergency vehicle (ambulance). The city is one of the recipients of the vehicles from the government of Japan in line with the project “Providing emergency vehicles to 15 Local Government Units in Mindanao.” Under the MOA, the BFP
shall shoulder the taxes, duties and fees in the importation of the emergency vehicle, provide yearly maintenance repair of the emergency vehicles stationed in the locality and provide additional personnel to the City Fire Station. For its part, the city shall shoulder the handling and transportation cost from Subic Freeport Zone to BFP National Headquarters and from BFP National Headquarters to Cagayan de Oro City. It shall also provide assistance in the yearly repair and maintenance of the vehicle and provide shelter or garage of the vehicle in case there is no available garage in the fire station. Two years after my father, Mr. Melanio Pauco Mauricio, Sr. of Ramos, Tarlac, passed on to the great beyond, I continue to be firm in my belie that he was a man who lived with the grace and guidance of God. I personally witnessed many proofs of this grace and guidance of God for my father, but I request our readers here to allow me to dwell on just a few of them today. First, Daddy lost his mother, Mrs. Restituta Melegrito Pauco Mauricio, early on in his life, while he was only five years old. In his recollections shared with me and my siblings in times past, Daddy complained that because of his very tender age when his mother passed away, he could not even remember how she looked. As a result, Daddy grew up under the tutelage of his own father, my grandfather Mr. Juan Dizon Maur icio. On account of economic difficulties, howe ver, D addy managed to complete only his elementary education (at
the R amos Elementar y School), and his secondary education at the Central Luzon High School (at Paniqui, Tarlac). After high school, my father no longer pursued a college degree, and instead joined a cousin of his in endless wanderings. -oooSKILLS IN T YPING USING OLD TYPEWRITERS PUT TO GOOD USE BY MY FATHER: Those wanderings notwithstanding, Daddy learned how to skilfully use typewriters--the forerunners of the current personal computers when it comes to composing communications or other documents---and a little of stenography. This came largely an an influence of his older brother, Atty. Walfred “Fred” Mauricio. Uncle Fred convinced Daddy to learn typing and steno-taking, which he did, enabling him to find employment because of these skills. It was at this point that my father came to know of a young lass who was then steeped in studying at the Philippine Normal College at Taft Avenue, Manila, by the name of Salvacion Haber Lazo, of San Ildefonso-Sta. LuciaVigan, Ilocos Sur. Unknown to the young lady, who would become my Mommy, Daddy had become infatuated with her right away when they were both passengers of a JD Bus (JD buses were highly

popular then, plying the route Taft Avenue-Quirino 2-2, Quezon City). One day, Daddy asked a friend of his from our town in Ramos to join him in riding in the JD bus where my mother was again a passenger. The two of them sat directly behind her, and talked in Ilocano about Mommy. To the surprise of Daddy and his friend, Mommy suddenly blurted out, also in Ilocano, the following: “So you are also Ilocanos. How dare you to be talking about another Ilocano.” That started their colorful courtship and, of course, our own lineage. -ooo“ORATOR” WAS ONE TRAIT ASCRIBED TO MY FATHER: After Daddy and Mommy got married and we, their four sons (me, Philip, Leny and the late Ariel), made our appearance, Daddy found himself involved in politics after winning as a councilor in our town. He subsequently was drafted into the Liberal Party in the province, which then was headed by a young Rep. Jose “Peping” Cojuangco, Jr. Because of his natural skill in public speaking--Cong. Peping and his fellow councilors used to call Daddy an orator---my father became a regular speaker in sorties of the congressman. Not long after, Peping learned that my father wasn’t able to pursue a college education.

That prompted him to direct my father to study at the Cojuangco-owned Dr. Nicanor Reyes Memorial Colleges in Paniqui to get a college degree. Daddy was subsequently given a degree in education, by the grace of God and by the intercession of Cong. Peping. Daddy turned that degree into a passport to land other government jobs, which he used, in tandem with Mommy, to enable us (including the youngest in our brood, Marisa, who also became a lawyer) to pursue our own college education. Indeed, all of these came from God’s blessings, guidance and protection for my father while he was still alive. Yes, we can only say now, thank God in the Name of Jesus. As I am standing here behind this podium, I cannot help but remember all the other times I have been given the privilege to speak on behalf of my batch: two years ago, in tenth grade, I expressed my words of gratitude; in sixth grade, I delivered my Valedictory Speech, and in Kinder 2, I gave my first Welcome Address. I was standing there at
the center and did not know to whom I shall turn my head whenever I greeted the university officials. So young and naive. Now, I am yet again having an exceptional chance to share my insights, personally express my gratefulness, and of course, speak on behalf of you, my fellow graduates. Albert Einstein, developer of the Quantum Theory and Theory of Relativity. Thomas Alva Edison, inventor of the incandescent bulb and phonograph. What do you think are with these men that made me mention them now? Yes, they all had great contributions in everyone’s lives and they are all school drop outs.
But that does not mean that we need to stop schooling in order to succeed. They had their own reasons for their decisions. We all have different ways in building ourselves in accordance with our perception of our own success. Our journey in our Senior High School life was like a roller coaster ride – not because we had our fair share of ups and downs but because of the plot twists we experienced all throughout these years. May I see a raise of hands: Who among you here tried having failing marks in exams? Who has had days of community service due to extensive number of tardiness? Who has gone crying due to Research? Who has thought of giving up? Who wanted to succeed? You see, we have faced innumerable challenges and surpassed all of them because of our will to suc-
ceed. We may have thought of giving up at the middle of the stormy days, but our dreams were bigger than our problems. We say ayoko na but our action does laban pa. You see, what’s good with us Filipinos is our resiliency. We can easily recover from any mishaps: we stand up after tumbling into hardships bringing with us new lessons we’ve learned. House OKs bill institutionalizing alternative learning system Good news for every Juan who has either none or limited access to formal education and who lives in far-flung communities. The House of Representatives has approved on second reading House Bill 7392, or the proposed “Alternative Learning System Act”, which seeks to make education accessible to all by institutionalizing the alternative learning system (ALS) in the basic education. As referred in the bill, the ALS is a parallel learning system that provides an alternative learning arrangement to learners, who, for acceptable reasons to be determined by the Department of Education (DepEd), cannot be admitted to the existing formal basic education. It includes both the non-formal and informal sources of knowledge and skills. The ALS shall cover outof-school children, youth and adults, persons with disabilities (PWDs), indig-
enous peoples (IPs), and other marginalized sectors of society, who either have none or limited access to formal schools, and who are usually located in far-flung communities, including those in areas with armed conflict. The bill aims to guarantee equal opportunity for learners in every barangay, including residents of unreached, underserved and conflict-affected communities, to avail of systematic and flexible alternative basic education program outside of the formal school system. The measure likewise proposes to promote lifelong learning in all streams of education to ensure the learners’ sustainable future. It intends to institute a mobile teacher program especially in far flung, unserved, underserved, and conflict-affected communities. The bill tasks the Secretary of Education, through the appropriate DepEd of-
ficer, to exercise general supervision and administration over the ALS programs. It mandates the DepEd to strengthen the implementation of Non-Formal Education (NFE) and Informal Education (InfEd) programs. The DepEd likewise is directed to prescribe an appropriate minimum number of session hours or days required for the completion of ALS programs to ensure that the learners enrolled therein are provided with adequate and quality schooling and training at par with the formal educational system. The measure provides that the ALS Accreditation and Equivalency (ALS A & E) Test shall be in paper and pencil test designed and administered by the DepEd to measure the competencies of those who have neither attended nor finished elementary or secondary education in the formal school system. Education Program of our government is now going up the hill to reach our IP’s, teaching them the modern Technology especially in
farming which is the main source of their livelihood and Education is absolutely beneficial for society and eradicates illiteracy and may provide every individual determination to reach their goal and have a better life in the future. Parental involvement in children’s education from an early age has a significant effect on educational achievement, and continues to do so into adolescence and adulthood. The quality and content of fathers’ involvement matter more for children’s outcomes than the quantity of time fathers spend with their children. Family learning can also provide a range of benefits for parents and children including improvements in reading, writing and numeracy as well as greater parental confidence in helping their child at home. The attitudes and aspirations of parents and of children themselves predict later educational achievement. International evidence
suggests that parents with high aspirations are also more involved in their children’s education. In 2007, around half of parents surveyed said that they felt very involved in their child’s school life. Two thirds of parents said that they would like to get more involved in their child’s school life (with work commitments being a commonly cited barrier to greater involvement). Levels of parental involvement vary among parents, for example, mothers, parents of young Children, parents of children with a statement of Special Educational Needs are all more likely than average to be very involved in their child’s education. Suntingon Elementary School at Division of Cagayan de Oro City, Region X, was one of the lucky recipients of DepEd Order No. 43 s. 2017, Teacher Induction Program (TIP) field Try-out in the four chosen regions in the country. Suntingon Elementary School has eight (8) inductees; three from the primary grades and five from the intermediate level. We conducted Teacher’s Induction Orientation or session for almost three months which started last December, 2017 to February, 2018. We had these twice a week which started at 3:30 to 5:00 in the afternoon and even beyond official time. We also have six mentors spearheaded by the school principal Mrs.

However, prior to the said monitoring of the TIP try-out, pre-observation and coaching by the said observers and mentors were also conducted. The learners involved during the observation were given free-snacks sponsored by the Basic Education Sector Transformation (BEST), Central Office. It was a great privileged of the School mentioned above whose being the first to experience and realizes the field try out of this new program for teacher’s assessment of the Department of Education, the PPST.

BMI Research keeps forecast of 50 bps hike in key rates MANILA -- BMI Research continues to project a 50 basis points increase in the Bangko Sentral ng Pilipinas’ (BSP) key rates this 2018 as inflation is expected to sustain its uptrend. In a study, the subsidiary of Fitch Group cited the decision of the BSP’s policy-making Monetary Board (MB) to keep rates steady after its second rate setting meet for the year on Thursday. Hence, the reserve repurchase (RRP) rate is still at three percent, the repurchase (RP) rate is 3.5 percent and rate of the special deposit account (SDA) facility is 2.5 percent. These three represent the key rate, the ceiling rate and the floor rate of the central bank’s interest rate corridor (IRC). BSP Governor Nestor A. Espenilla Jr. attributed the MB’s decision to maintain the key rates to expectations
of within-target inflation rate in 2019 using the 2006 base year and within-target rate for this and next year using the 2012 base year. The Board projects inflation to average at 4.5 percent this year and 3.5 percent next year using the 2006 base year and by 3.9 percent this year and three percent next year using the 2012 base year. The government’s inflation target for 2017-19 is a range between two to four percent. 3-year US GSP extension to benefit PH By Kris Crismundo
MANILA -- The country’s gains from the United States Generalized System of Preferences (US GSP) will be extended for three years after US President Donald Trump signed the Omnibus Spending Bill, which reauthorizes the trade preference program. In a statement Sunday, Department of Trade and Industry (DTI) said the US government approved the renewal of GSP and extending it until Dec. 31, 2020. “The renewal authorizes the GSP through 31 December 2020 and includes a mechanism that refunds tariffs paid from 1 January 2018 through the reinstatement date of the program,” DTI said. The US GSP provides zero-duty in products coming from beneficiary countries, including the Philippines. The said trade preference program covers 5,057 goods or 47.7 percent of 10,600 tariff lines in the US. “We wish to thank the US Government for the timely renewal of the GSP program, as Philippine exporters will continue to benefit from enhanced market access to the United States under GSP,” DTI Secretary Ramon Lopez said. Kibawe National High School offered Plumbing and Shielded Metal Arc Welding (SMAW) specializations in the TVL Strand of which they were required to undergo Job Immersion as part of the curriculum of the Grade 12 TVL Strand. It is also a final requirement before their graduation. The Grade 12 TVL students of Kibawe National High School, Natulongan, Kibawe, Bukidnon has just ended their 10- day Job Immersion. Thirty five Learners of the TVL Strand were deployed to the different stakeholders within Kibawe and other municipalities nearby. Seven were deployed at E. Narsico Machine Shop and another five learners were also deployed at the Local Government Unit of Kibawe and was later transferred to PABAMA Transport Inc. due to their demand for skills specialization in welding that the LGU could not offer. Due to the limited access to establishments who will submit to the
conditions provided by the DepEd on the Memorandum of Agreement (MOA), the learners were not able to be accommodated at once. They were scattered to different shops and establishments accredited by TESDA. Some were even deployed at Don Carlos Bukidnon, Two learners at Lumpayao Machine Shop, Another two at Abejo Black Smith & Machine Shop and three learners at R. Way Iron Works & Concrete Products. Four learners were also deployed in Maramag, Bukidnon, two at Bebot C. Automotive and Machine Shop and another two learners at R. Cuizon Machine Shop. After a week the last five learners were deployed at Tanilon Machine Shop in Kibawe, Bukidnon. Job immersion for the learners who mastered their skills in both Plumbing and Welding generated positive responses among the companies they are into. Other stakeholders have even granted allowances to the learners. They’re thankful of the learner’s presence and their services. Earning
while learning is enjoyed by most of the learners who participated in the work immersion. Others were offered free board and lodging specially those who were assigned at Maramag and Don Carlos, Bukidnon. Some learners were even offered to work in the company after their graduation. They were only required to submit Biodata and Residence Certificate (Cedula). According to the learners Job Immersion opened their doors to the world of employment. Having mastered their skills, they are now ready to face another milestone of their life. Even ready to take the TESDA Assessment in SMAW NC I which will be held within the month of March before graduation in April 3, 2018. Duterte confident Bong Go has ‘huge chance’ in Senate bid
DAVAO CITY -- President Rodrigo R. Duterte expressed high hopes that his top aide, Special Assistant to the President (SAP) Christopher L awrence “Bong” Go, would win in the senatorial race in the 2019 midterm elections. “You’ll see, he will win as senator,” the President said during the 16th founding anniversary of the Supreme Tribal Council for Peace and Development Inc (STCPD) on Friday night at the 3rd Infantry Battalion headquarters, in Malagos in Calinan district here. In pushing for Go’s candidacy, Duterte said he personally witnessed how his aide of over 18 years has been working for public good. When he was mayor, he said Go even dealt with communist rebels under a certain “Commander Bob”.
“He’s friends with Bong. That’s why if there was somebody the military has to kill, that guy,” he said in jest, pointing to Go, who was seated at the back row. “But if he becomes senator, he would be extraordinary. Duterte orders crackdown on ‘colorum’ PUVs DAVAO CITY -- President Rodrigo R. Duterte has ordered a crackdown on “colorum” or illegally operating public transportation in the country following the deadly road accident involving the Dimple Bus Company in Occidental Mindoro. He admitted though that the board is now thinking of ways and means on how the PCSO could collect form these AACs that have a shortfall in their PMRR. “If we immediately terminate their authority to play STL their company might just fold up and we can no longer collect from them. We must think of ways and means on how we could collect, after all, the money they owe is a debt to the government that needs to be collected,” he said. He said that of the 85 AACs actively playing STL, majority is still “in good standing”. In 2017, the PCSO had approved 92 AACs, some were terminated in that year but these were immediately replaced.

In Grade School, I experienced getting zero in my Math quiz because I subtracted the numbers instead of adding them, but that taught me to be more cautious of my work. In High School, I almost got zero again in a test because I failed to read the instructions which said “answer in all capital letters”. Good thing our teacher gave consideration to all those students who answered in lower cases that time. Pressure – that is my greatest enemy but it also played an important role in building myself. My teach-
ers expect too much from me. My classmates look up to me. You may think that the feeling must be so great but for me. It is not. My mistakes are easily noticed and they easily judge me based on those mistakes. I get low scores too and even sometimes spend the night crying because I do not know how to balance my responsibilities anymore then end up failing the people who believed in me. Fellow Liceans, I am openly expressing myself because I want you to realize that anything that happened to us in the previous years, even the smallest of things, has contributed a lot to our humanity. I want you to accept your flaws because that made you who you are today. As we have come to end of our Senior High School journey, let us not forget to acknowledge the values of gratitude we’ve inculcated and humility coupled with our faith in our Almighty Creator. This paves the way for us to reach this point in our life and achieve these fruits of our labor. So many people had a hand in our success. The DepEd is mandated to hire ALS Mobile Teachers, literacy Volunteers, and Instructional Managers to serve as ALS Learning Facilitators in order to augment the manpower resources needed in implementation of the ALS programs throughout the country. The bill calls for the establishment of at least one ALS Community Learning Center (CLC) in every municipality and city throughout the country. The Department of Interior and Local Government (DILG) shall help enlist the support of local government units (LGUs) as DepEd partners in the operation of the ALS. The Local School Board may, for its part, create a local ALS committee and provide for its composition, as necessary. It shall set aside a portion of the proceeds of the Special Fund for the utilization of ALS programs within the LGUs’ respective area of jurisdiction. Balutan said there will be a temporary slowing down of revenues from the STL because some Authorized Agent Corporations (AACs) will be sanctioned and/or terminated for violations of the IRR. “The revenue collections would be definitely affected by these changes as the PCSO Board has reviewed and revised the IRR to suit up with the prevailing situation,” Balutan said. The PCSO earned almost P4 billion from its January-
February STL collections from the current 85 STL corporations. Balutan said some delinquent AACs will be terminated for repeated violations of the STL-IRR especially various cases of under-remittance of the Presumptive Monthly Retail Receipt (PMRR). He refused to give the name of AACs that will be terminated. “I do not want to preempt the collegial decision of the Board.
