CAGAYAN DE ORO CITY -Agents of the National Bureau of Investigation, Region 10 (NBI-10) led other government agencies in confiscating some 203 pieces of Thermal scanners at a house in Barangay Gusa this city on March 24. CAGAYAN DE ORO CITY: The Research Institute of Tropical Medicine (RITM) has confirmed the first COVID-19 positive patient at the government-owned Northern Mindanao Medical Center (NMMC) here. Dr. Jose Chan, NMMC Medical Director, said during a press briefing Wednesday that the patient is a 71-year-old male
who resides in one of the city’s urban villages (barangays) here. Chan said that the patient came from Green Hills in San Juan, Metro Manila, who arrived in Cagayan De Oro City on March 7, 2020. 12-hour curfew set in Lanao del Sur
MARAWI CITY -- The Lanao del Sur provincial government will be imposing a new curfew starting March 25 as part of the measures to contain the new coronavirus disease (COVID-19).
A 12- hour curfew from 6:00 p.m to 6:00 a.m. will be implemented in the entire province starting March 25 until lifted and while the enhanced community quarantine persists, according to Executive Order 10
signed today by Provincial Governor Mamintal A. Adiong Jr. The curfew was previously set from 9:00 p.m. to 5:00 a.m. Exempted from the curfew are those working in
health offices, local disaster risk reduction and management offices, social work and development offices, Bureau of Fire and Protection, Armed Forces of the Philippines, Philippine National Police. Urgent cases where travel and movement are absolutely necessary for the preservation of life and health and for other humanitarian reasons are also exempted. “Violators shall be apprehended and dealt with in accordance with provisions of existing laws and regulations,” the order read. Mambajao suspends amusement places, ukay-ukay CAMIGUIN -- For public health and safety purposes, the Municipal Government of Mambajao temporarily closed all types of amusement places and entertainment business establishment including ‘ukay-ukay’ (assorted clothing) businesses and dry goods sections at new public market building, March 22. In accordance with the Executive Order No. 17, all types of amusement places and entertainment business establishments such as billiards, basketball court, volleyball courts, internet café, computer games Café, disco house, KTV bar, and the like will be closed. The order clarifies that an amusement includes all sites where facilities for
amusement or entertainment are provided. A site may be considered as a place of amusement even if a particular place offers educational value in addition to enjoyment, entertainment, or amusement. Muntinlupa City’s response to coronavirus – a timeline
IN the scheme of things, local government units are the first responders in case of any crisis or emergency. Any LGU’s response will depend on its state of readiness, its resources and its leadership. Using the following timeline, let me describe how Muntinlupa City has responded to the invisible enemy that is COVID-19. March 10 Mayor Jaime R. Fresnedi mobilizes COVID-19 Task Force. C it y He a lt h O f f i c e (CHO) head Dra. Teresa Tuliao leads an emergency meeting with the city government’s general service officers, schools division of Muntinlupa execs, and school principals for a briefing on COVID-19 updates and the disinfection initiative in public schools. Disinfection of schools and government facilities starts. Information drive on personal hygiene and cough etiquette – through the roving sound system and social media – launched. No confirmed cases of COVID-19 among Muntinlupa residents to date. March 12 Mayor Fresnedi orders barangay officials and the City Health Office (CHO) to intensify the identification of residents with travel history for monitoring. Barangay government
units prepare to install isolation areas for residents suspected to have contracted with the virus for monitoring of the local health office. Following the suspension of classes in Metro Manila, PNP Muntinlupa deploys additional personnel in malls to prohibit students from entering the premises. CHO sets up triage areas to serve as quarantine areas in Ospital ng Muntinlupa (OSMUN) for suspected COVID-19 cases. Barangay health workers are given training on protocols for the transfer, referral, and management of suspected COVID-19 cases. March 13 Councilor Raul Corro, the city council’s majority floor leader, says the council will look into passing local legislation to address panic buying and prohibit the hoarding of basic commodities. Corro adds that the City Council will also discuss the passing of a resolution encouraging the youth to observe a time of prayer during the health event of COVID-19 PNP Muntinlupa identifies choke points in the city’s boundaries for initial inspections while awaiting the final guidelines for the restriction of land travel to and from Metro Manila. March 16
Muntinlupa City announces its first confirmed case (PH139) as per the update of DOH on March 15. As of March 16, Muntinlupa CHO recorded 33 persons under monitoring (PUM) and 38 persons under investigation (PUI) in the city. Muntinlupa City Council, headed by Vice Mayor Artemio Simundac, declares state of calamity due to the COVID-19 emergency. The declaration will allow the city government to purchase personal protection equipment (PPE) for frontliners, medicine, food, supplies and other equipment to prevent the further spread of COVID-19 in Muntinlupa. City Council also approves the following ordinances: 1) An anti-hoarding ordinance that restricts bulkbuying of basic commodities to address the public’s panic buying. 2) An ordinance imposing a liquor ban to prevent gathering opportunities for city residents for the duration of the community quarantine. 3) An ordinance ordering the temporary closure of malls, except stores providing essential services, and the closure of public and private recreational facilities such as country club facilities for sports, fitness gyms, swimming pools, saunas, karaoke bars, beauty

parlors, spas, and the like. 4) An ordinance mandating restaurants, carinderias, and other eateries to only accept take-out orders and refrain from providing dinein services. The city government mulls providing relief goods for informal settlers and displaced workers affected by the temporary closure of establishments. March 17 Muntinlupa City announces its second confirmed case of COVID-19. Muntinlupa CHO also recorded 46 persons under monitoring (PUM), 43 persons under investigation (PUI). Muntinlupa City eyes extension for the payment of real property taxes (RPT) and business taxes. Mayor Fresnedi said RPT deadline of payment will be extended until April 30, while the business tax payment deadline shall be extended to the next quarter upon the approval of the City Council. Further, interest incurred on penalty for traffic violators is also being reviewed to be waived through an ordinance. What really matters
WE cannot deny that all throughout our life, we will always have to contend with differences and conflicts among ourselves. Our unity is not meant to be a uniformity. And if we know how to play our game well, so to speak, we would also know how to make use of our differences and conflicts to strengthen, not weaken, our unity. Our differences and conflicts can actually work for our unity, not division. The secret is always to live the virtue of charity. That is what really matters in life. As St. Paul said, charity “bears all things, believes all things, hopes all things, endures all things. Love never fails.” (1 Cor 13, 7-8) This is what brings us to heaven, in spite of our differences and conflicts. It’s a pity that in our differences and conflicts we end up eaten up by anger, if not by hatred and all other forms of negativism — irony, sarcasm, bitterness, resentment, etc. There are issues in life that can trigger not only different views, but also conflicting positions. And it would just be okay if we
end up disagreeing with each other, regarding our differences as irreconcilable. We are not expected anyway to agree with each other on everything in life. But what is not okay is when we fall out of love for each other. This does not mean that there are no right and wrong in our different and conflicting views, or that all positions hold the same value. Besides, most times we really would not know who or what is right and wrong, what is better or worse, in a particular issue. Whatever the case, we should try our best that we do not fail to live charity among ourselves. Nowadays, there are issues that are considered hot, controversial, divisive. They usually are political in nature, or they can be social, as in the case of gender, or cultural, as in the case of the difference between nationalism and patriotism. They can be matters of science, as in the question of global warming and climate change. They can even be issues about faith and religion.
Of course, each one of us has the right to express his view as forcefully as possible. It is just hoped that the forcefulness does not undermine the virtue of charity. We should try to learn how to be forceful and charitable at the same time in our discussions of issues. This is possible and it is imperative that we manage to learn to blend them. We need to continually ask and check ourselves if indeed charity is always lived when we happen to go through our differences and conflicts. In fact, the ideal is that the more different and conflictive we are among ourselves in our views and positions, the more charitable we ought to be with each other. Yes, our differences and conflicts can occasion greater charity, as they should. They are not meant to be destroyers of charity. We have to learn how to hold our horses when we feel provoked. Of course, we should try our best that in defending our respective positions, we avoid provoking others. This means that we have to try our best to

know the other parties as personally as possible, so we would have an idea of how they would react to our interventions. We have to be quick to understand others, to offer forgiveness when they commit a mistake or may happen to offend us. We should also be quick to ask for forgiveness when we are the ones who commit a mistake. And even in our most bitter conflicts, we should try to avoid inappropriate words. In the end, we have to realize that to be able to be charitable all the time, we need to be vitally united with God who is love himself, the source, pattern and power of charity. *** Fr. BARMM augments medical supplies for health workers MARAWI CITY -- The initial set of medical supplies and equipment, intended to augment the needs of the health workers in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), has arrived Tuesday, March 24, at the Bangsamoro Government Center in Cotabato City. BARMM Inter-Agency Task Force on COVID-19 Spokesperson Mohammad Asnin Pendatun said the procurement of these medical supplies and equipment is part of the Bangsamoro Government’s comprehensive plan to combat the spread of Corona Virus Disease 2019 (COVID-19). “Priority natin dito yung mga fronliners natin, especially yung mga nurses at doctors. We need to make sure that their needs are well taken care of or considered at the very least,” Pendatun said. The supplies, carried by the Philippine Airforce’s C

CAGAYAN DE ORO CITY -- The clamor for using latex gloves as a deterrent against COVID-19 can only do so much, as Northern Mindanao Medical Center (NMMCs) medical director, Dr. Jose Chan, reminds the public of the basics of countering the spread of the virus through handwashing, cough etiquette and social distancing. “I think we should go back to the directions from the Department of Health (DOH), City Health Office (CHO), and even from the City Hall, to always wash your hands,” he said. “Even if you wear latex gloves, and you don’t wash it, then there’s no use,” he shared, reiterating the importance of handwashing in killing the virus and how wearing a latex glove is not enough when it comes to prevention. He further noted, “regardless if you wear gloves and you touch things then touch your face or eyes, there is still a possibility of you being infected by COVID-19, so that’s why it’s always important to have proper hand hygiene.” “If you wear gloves, then you should still wash your hands while wearing your gloves,” he said, explaining “that the latex glove will merely act as a conduit for the virus itself unless it goes through proper sanitation and chemical contact to kill the virus.” It can be recalled that the

MANILA – The lockdown measure adopted by some countries around the world to suppress the spread of coronavirus disease 2019 (Covid-19) is costing the global economy USD25 trillion to USD30 trillion, Juwai IQI chief economist Shan Saeed said. “Presently, 127 countries are partially or fully lockdown(ed) in order to control the spread of the virus. The economic cost of global lockdown is around USD25 trillion to USD30 trillion, which is colossal,” Saeed said. He said the restrictions implemented by countries have affected airlines, manufacturing, hotels, and tourism globally.

Business suppliers can expect normalization of cargo flow this week – DTI Chief QUEZON CITY – Department of Trade and Industry (DTI) Secretary Ramon Lopez told manufacturers, retailers, and distributors of improved implementation of policies and coordination with law enforcers at checkpoints after recognizing the challenges of cargo trucks carrying essential food and non-food materials reportedly being barred at checkpoints due to the enhanced community quarantine (ECQ) in Luzon. “We can expect order and normalization in the movement of cargo this week,” Sec. Lopez told reporters during his market monitoring at Unimart Supermarket Greenhills on March 23, 2020. “While there were initial difficulties during the first two or three days of implementation, improvements have been reported since Friday of last week. The situations have eased up at checkpoints and we have been hearing more positive feedback on the movement of cargoes,” he added. This comes after the release of DTI Memorandum Circular No. 20-08 last March 20, 2020, which guarantees the unhampered movement of all cargoes and transit of personnel of business establishments allowed to operate during the quarantine period.

MANILA – Fitch Solutions forecasts the Bangko Sentral ng Pilipinas (BSP) to further utilize other policy tools more than the key rates this year to address the economic impact of the coronavirus disease 2019 (Covid-19). In a report, the unit of Fitch Group forecasts an additional 50-basis-point key policy rate reduction from the BSP this year after a total of 75-basis-point cut as of March. During the rate-setting meet of the policy-making Monetary Board (MB) last March 19, the Board allowed the temporary relaxation of BSP regulations on banks’ compliance reporting, calculation of penalties on required reserves, and the single borrowers limits. It also approved the temporary cut in the term spread on rediscounting loans vis-à-vis the overnight lending rate to zero. It likewise slashed its average inflation forecast for this year from 3 percent to 2.2 percent, and the next year’s figure from 2.9 percent to 2.4 percent. The BSP attributed this
decision to “lower-thanprojected inflation outturns in recent months, a sharp decline in global crude oil prices, and the adverse effects of the 2019 novel coronavirus disease (COVID-19) on global and domestic economic activity.” Rate of price increases last February slowed to 2.6 percent from month-ago’s 2.9 percent due to deceleration of the annual increase in the heavily-weighted food and non-alcoholic beverages index. The government’s inflation target for this and next year is a range between 2-4 percent. Fitch Solutions forecasts domestic inflation rate to average at 2.1 percent this year, and to accelerate to 3.2 percent next year. CCC calls for int’l cooperation on biodiversity management amid COVID-19 pandemic MANILA, 25 March 2020 – The Climate Change Commission (CCC) calls for bolder and more coordinated global action on sustainable biodiversity management to avoid outbreaks of infectious diseases, such as the Corona Virus Disease 2019 (COVID-19). The call comes ahead of the United Nations Biodiversity Conference scheduled in October, where countries are set to adopt a post-2020 global biodiversity framework that seeks to bend the curve on biodiversity loss by 2030. However, travel restrictions and quarantine measures being implemented to contain COVID-19 have resulted in the postponement of several preparatory meetings for the upcoming conference. The World Health Organization has recently warned that the COVID-19 pandemic is accelerating as global cases breached the 350,000 mark and fatalities soared past 15,000. In the Philippines today, the Department of Health confirmed 90 new COVID-19 cases and two additional deaths yesterday, bringing the national total to 552 infected individuals with 35 fatalities.
As governments around the world scramble to protect their citizens from the disease, more scientists and disease experts are attributing the emergence of new viruses and infectious diseases to the destruction of natural biodiversity and ecosystems worldwide. One of these covers the agreement between the city and the Archdiocese of Cagayan de Oro, which is the owner of a facility known as the Cursillo House located at Upper Cugman.
Under the MOA, as a gesture of Christian charity and humanitarian consideration, the ACDO shall allow free use of the subject property as a quarantine facility for PUM and PUI patients. For its part, the city government shall undertake the preparation works, needed repairs and installation of needed health facilities and equipment; provide medical personnel and staff to attend to the PUMs and PUIs admitted in the quarantine facility and undertake the payment of utility bills and other maintenance expenses, among others. MARAWI CITY -- The city government of Marawi directed that all off-site school activities implemented by all private schools and higher education institutions operating in the city, including online exams and tuition fee collection, be stopped. In an executive order released today, Marawi City Mayor Majul Gandamra explained that the cancellation aims “to ensure that grades of the affected students will not be adversely affected because of the limitations inherent in the currently enhanced community quarantine.” He also said this order was implemented due to the concerns raised by parents and students enrolled in different institutions in the city.
