Oro Chamber pushes for COWD privatization C

AGAYAN de Oro City--Leaders of the largest business group in Northern Mindanao are pushing for the privatization of the city’s lone water utility, the state-owned Cagayan de Oro Water District (COWD).

Apparently galvanized by the remarks of economist Bernardo Villegas, leaders of Oro Chamber predicted that the distribution of potable water in the city would be more efficient if it would be operated privately.

Opol touted as next gateway to Visayas

OPOL, Misamis Oriental-The mayor of this municipality next to regional capital Cagayan de Oro confidently boasted on Wednesday that his town is the ne w gate way to Visayas.

This, after Archipelago Philippine Ferries Corporation inaugurated its Opol-B ohol route that evening via Fast Cat, a cataraman-type roll-on roll-off ferry.

The Opol-Bohol route, with a stopover in Camiguin, joins eight

other inter-island routes nationwide initiated by the company.

Blasts hurt two in Maguindanao COTABATO City-- A policeman and a civilian were hurt in a series of bombing incidents tonight that brought havoc to a predominantly indigenous Teduray community in North Upi, Maguindanao.

Senior Supt. Agustin Tello, provincial police commander of Maguindanao, confirmed the two of explosions that took place past 7 p.m.

“The information we received, the first explosion was believed to be a hand grenade lobbed near the

elementary school where a basketball event was happening. When the police responded, a secondary bomb exploded (IED), wounding one of our police responders,” he said.

Tello believed that the attack was meant to hurt policemen when an IED was planted to ambush the responding policemen.

He has no idea yet who as to the group behind the atrocities in Barangay Burungotan.

AFP remains on tight watch for Holy Week

HE Armed Forces of the Philippines (AFP) will continue implementing appropriate security measures to fully secure the country during the Holy Week despite the absence of major security threats against the annual religious observation.

“There is no specific threat monitored for the Holy Week but the AFP will not put its guard down. We will continue to conduct appropriate security measures where needed to safeguard vulnerable communities,” AFP spokesperson Brig.

Humans play role in climate change

ALREADY in 2013, the UN climate panel blamed humans for global warming and warns of rising temperatures and says global warming could have devastating effects as the risk of heat waves, floods and drought increases.

Rather than debating the facts of climate change, oil companies in the dock in California are questioning how long a climate consensus has existed. Two cities are suing oil companies for costs related to global warming.

An attorney for the Chevron oil company acknowledged in federal court that the company agreed with the scientific consensus showing humans are responsible for global warming.

But Chevron attorney Theodore Boutrous told the court in San Francisco that

the scientific consensus on greenhouse gas emissions was not fully formed until the past decade.

“The notion that we know today of a dynamically changing climate is relatively new in human understanding,” he said.

San Francisco and Oakland are suing the five oil giants — Chevron, Exxon Mobil, ConocoPhillips, Royal Dutch Shell and British Petroleum — seeking to set up an abatement fund that would force the oil companies to help the cities pay for flood damage and preventative measures they say are the result of global warming.

To clear the air, city by city - might this be possible?

Despite Chevron’s admission, the oil giants asked the court to dismiss the case, in part because Con-

gress has given regulatory agencies authority over the production and discharge of greenhouse gas emissions.

US District Judge William Alsup said he wants to strip away the politics and “stick to the science” behind the issue. He called on both sides to present “the best science now available on global warming.”

“This is a serious proposition to try to educate the judge,” Alsup said.

Legal experts said they have never seen a judge holding a tutorial on climate change, and they are eager to see how the oil companies explain global warming.

Chevron’s Boutrous said the oil giant backs a 2013 report by the United Nations’ Intergovernmental Panel on Climate Change (IPCC), which concluded it was “extremely likely” that

humans are contributing to global warming.

The Arctic sea ice thins as polar bears shed pounds.

But Boutrous insisted that earlier reports of the IPCC were less certain. When Alsup asked Boutrous if the other four oil companies agreed with his presentation, Boutrous said he was only speaking for Chevron.

The attorneys for the other four oil firms generally acknowledge the reality of man-made global warming, but none of them answered questions during last week’s court hearing.

Carework Must be Shared by Woman and Man

Zamboanga’s siege and our own siege experience remind us that all issues are women’s issues.

I also come here to honor women like former ARMM Vice Governor Bainon Karon, an MNLF bangsabai like some of you here in proud RANAO. Where could we be without the women who bore us, gave us room for nine months?

This Miriam College’s Women and Gender Institute (WAGI) 2016 study entitled “Baseline Research on the Issues and Status of Women in ARMM” reminds that carework must be recognized. “It is necessary to recognize reproductive

and carework as important contributions to peace building and therefore must inform policies, programs and activities aimed at addressing women, peace and security concerns….” Security is seen as a human experience of everyday life mediated through a variety of social structures (Truong real 2006).

We may not be in airconditioned offices with nameplates but the multiple burden to satisfy happiness of children and husbands is the biggest work. Labor of love must have its hourly recognition.

Greenpeace: DOJ ‘terror’ list puts innocents in danger

NVIRONMENTAL organization Greenpeace is calling to junk the government’s list that seeks to label more than 600 individuals as “terrorists,” saying that the move is careless and puts the lives of innocent individuals and advocacy champions in grave danger.

The organization is also urging citizens to be on guard and stand up to such efforts that pose threats to our constitutional rights and to democracy.

"We are gravely alarmed over such moves that target, harass, and criminalize individuals and organizations that legitimately work to protect human rights, in-

cluding those who seek to protect our rights to enjoy the blessings of nature, to a stable climate and to a healthy environment. The tagging of activists and environmental and human rights defenders is being used by those in power to make sure that the exploitation of the people and of our environment goes on unabated,” said Yeb Saño, Executive Director of Greenpeace Southeast Asia.

The list, drawn up by the Department of Justice (DOJ) to petition the Manila Regional Trial Court Branch 19 to formally cite the Communist Party of the Philippines (CPP) and its armed wing, the New

People’s Army (NPA), also included environmental defenders, educators, human rights lawyers and advocates, as well as singlename aliases that could be used against anyone, and names of people who are already dead.

“The listing is obviously a mechanism to discourage and limit the capacity of communities to stand up against environmental destruction, land grabbing, illegal fishing, illegal logging and the general corporatization of natural resources.

KIDAPAWAN City--Two soldiers were wounded in a cl ash w it h a st i l l undetermined number of New People’s Army rebels in the hinterlands of Magpet, North Cotabato Thursday, the militar y said.

Capt. Randy Llunar, civil military operations ( C M O ) of f i c e r of t h e Ar my’s 901st Infant r y Brigade, said wounded soldiers from the 19th Infantry Battalion were airlifted to Davao City for treatment.

One of the soldiers was hit on his head and the other sustained injuries on his arm, Llunar said.

Llunar said the troops rushed to Magpet after they confirmed reports that guerillas were sighted in Barangay Manobo.

“This was part of our focused military operat i ons … t o s e c u re ou r residents in the area. So we’re here to provide the

people peace and security,” said the militar y officer.

Llunar said he has yet to determine the leader of the NPA that clashed with his men along the boundary of Barangays Bangkal and Manobo.

The encounter, which started 1030 a.m. on Thursday, lasted for two hours, the militar y official said.

The area, according to the militar y’s intelligence reports, is under the NPA Front 53 whose leaders include a certain Commander Joel.

Suzuki vehicles among the most fuel efficient according to DOE test

Held a couple of months ago, the Department of Energy’s fuel economy run took on a 216-kilometer route on the SubicClark-Tarlac Expressway (SCTEX) and TarlacPangasinan-La Union Expressway (TPLEX), the run is part of the Philippine Energy Standards and Labeling Program (PESLP), which has now expanded its coverage to light duty motor vehicles. This also strengthens the DOE’s energy efficiency and conservation e-power mo program.

Of the vehicles entered by Suzuki, three were able to achieve outstanding results: Alto 800cc MT (24.81km/L); Swift 1.2 MT (23.27-km/L); Vitara 1.6 AT (20.57-km/L) Among the 52 official vehicles and 3 guest entries fielded by local car manufacturers and distributors, two dieselpowered vehicles, the Ssangyong Rodius and the Mini Countryman, obtained fuel efficiency ratings (FER) above 30-km/L. P1-M ‘shabu’ seized in Davao

AVAO CITY -- Drug enforcement authorities seized more than PHP1-million peso worth of “shabu” from two drug suspects who introduced themselves as members of the Moro National Liberation Front (MNLF).

The operation was conducted by the Philippine Drug Enforcement Authority (PDEA) inside a motel in Cabaguio Ave., Barangay W. Aquino, Agdao on late Thursday afternoon.

Antonio Rivera, Director of PDEA 11, identified the arrested suspects as Cader Macasasa Macud alias Kadir/Cader, 26, single, businessman, resident of Narra St., Purok 4F Banana Extension, Bermudez Com-

pound, Apokon, Tagum City; and Arsalic Liminio Gamba, 23, single, college student, resident of Narra St., Purok 4F Banana Extension, Bermudez Compound, Apopong, Tagum City.

Based on a report reaching PDEA, Rivera said an alias “Kadir” was peddling illegal drugs “shabu” in said place.

They were also further informed that the subject person is also a member of Moro National Liberation Front (MNLF).

Rivera said he then sent the Police Station 1’s Drug Enforcement Unit (SDEU) composed of SPO1 Niones, PO2 Manligoy, PO2 Cameros, PO2 Ponteras, PO2 Torreon, PO1 Protacio and a team from PDEA 11 to

conduct the drug buy-bust operation.

The suspects were arrested at around 5:35 p.m. inside Room #20 of Davao Motel located along Cabaguio Ave., Brgy. W. Aquino, Agdao. They were arrested after a PDEA agent purchased one rectangular sachet of shabu in exchange of

PHP1,000 buy-bust money placed on top of thirty nine (39) pieces 1,000-peso bills boodle money.

Davao, Taiwanese bizmen hold one-on-one business matching

DAVAO CITY -- Davao traders and members of a Taiwanese business group held a one-on-one business matching in Davao City on Thursday last week to explore possible trade partnerships.

Mindanao Business Council (MinBC) executive director Rolando Torres said the Taiwanese businessmen were on a trade mission for the first time in the Philippines.

The one-day activity was attended by 65 busi-

BOC-Davao stops car smuggling attempt DAVAO CITY--The Bureau of Customs (BOC) – Port of Davao seized an undeclared Sports Utility Vehicle (SUV) shipped among a used dump truck and a tractor head.

The shipment was confirmed after the container was opened, said BOC-Port of Davao District Collector Erastus Sandino Austria on Thursday.

Austria issued a Warrant of Seizure and Detention (WSD) on March 12 instructing Customs Police to confiscate the shipment’s contents.

This year Februar y 14 falls on Wednesday and at the same time Ash Wednesday; opening of the holy Week Celebration for the Catholic believers.

This is a very memorable and meaningful event where love and belief will be celebrated together.

Using Rubric in rating pupils’ composed the following: Unit test, home works/assignments, project, themes, and mentations. Other outputs contents different activities in music, sports, literary, math and the character traits.

I find it time consuming to finish it. I’ve even tried techniques to make it less burden on my part, but

Villegas’ remarks came at a time when three councilors sounded alarm on an alleged pattern of Metro Pacific Water Investments Corporation to privatize water districts in the country.

Councilors Teodulfo Lao, Enrico Salcedo and Reuben Daba feared that water rates would skyrocket if it is placed in the hands of the private sector.

Since January, MWIC has been supplying bulk water to COWD at P16 per cubic meter or 53 percent higher than what the utility’s previous supplier charged it.

MWIC is under the umbrella of Metro Pacific Holdings, which is owned by the Pangilinan family magnate.

Oro Chamber past president Elpidio Paras welcomed Villegas’ remarks, saying that COWD is “saddled by a lot of politics.”

According to Presidential Decree 98, the Cagayan de Oro City mayor appoints the directors of COWD but only the Ombudsman could remove them.

Mayor Oscar Moreno, who listened to Villegas’ remarks, said it is not yet the appropriate time to privatize COWD. “We can’t shortcut the process. We must first decrease non-revenue water before entertaining such plan,” Moreno said.

COWD has a high rate of non-revenue water, far beyond the Local Water Utilities Administration’s (LWUA) cap.

For now, the COWD is being assisted by the United States Agency for International Development (USAID) in its quest to lower non-revenue water.

March 20- Italpinas Development Corporation spearheaded a Mangrove Tree Planting activity with 1,250 mangrove seedlings in Punta Bonbon, Cagayan de Oro City.
