Butandings sighted in Sarangani Bay GENERAL Santos City-Marine researchers reported on Friday fresh sightings of about three to five possible new migrant whale sharks or “butandings” at a portion of Sarangani Bay. D r. R oy Me j or a d a , marine biologist and inhouse veterinarian of the Sarangani-Environmental Conser vation and Protection Center (ECPC), said the whale sharks were spotted by their team on Thursday off the shores of Barangay Ladol, Alabel town in Sarangani.

He said the whale sharks (Rhincodon typus) were found in deep portions of the waters adjacent to several fish cages.

Mejorada, who heads a research tasked to monitor

and document the whale sharks in Sarangani Bay, said they surveyed the area following reports of their presence from residents and fishermen.

During the validation, he said the team took pictures of the whale sharks to determine whether they are new migrants or among the 16 already documented in parts of the bay since 2014.

Mejorada said they will send the pictures to the Large Marine Vertebrates or L AMAVE Res e arch Institute Philippines for proper verification.

“They have access to the whale shark database and the capability to process the pictures to establish if they were spotted previously anywhere in the country or not,” he said.

If found to be new migrants, he said it will bring the documented whale sharks in the bay to as high as 21.

Since January, the research team documented 14 new whale sharks, specifically spotted surfacefeeding in the waters off the Queen Tuna Park and Purok Silway here and at the Tuka Marine Park in Kiamba, Sarangani.

In 2014, two whale sharks, tagged as P640 and P641, were documented off the coasts of this city, making their current total count to 16.

ECPC, which is under the office of Sarangani Gov. Steve Chiongbian Solon, was earlier tapped by the newly-activated Task Force Butanding-GenSan to lead

the whale shark research.

The task force is composed of City Environment and Natural Resources Office, City Tourism Council, Bureau of Fisheries and Aquatic Resources, Department of Tourism, Philippine Coast Guard, Protected Area Management Board, Department of Environment and Natural Resources (DENR) and the coastal barangays here.

In response to the whale shark sightings in Alabel, Mejorada said Gov. Solon directed the implementation of measures to ensure the proper protection of the “gentle giants of the sea.”

“We need the cooperation of everyone to maintain a healthy environment for the whale sharks,” he said.

Gokongwei’s URC inaugurates P1-billion flour plant in Davao

DAVAO City--The Gokongwei-led Universal Robina Corporation (URC) inaugurated on Thursday a flour plant expansion worth over P1 billion in Davao City, making the city as “export base” for its flour markets in Association of Southeast Asian Nations (ASEAN) region.

JG Summit Holdings chief executive officer Lance Gokongwei said during the inauguration that URC’s new facility, an expansion of its 25-year-old 300-metric ton capacity flour mill, would serve not only the markets of Visayas and Mindanao but also neighboring ASEAN markets.

DAVAO City--After President Rodrigo Duterte had terminated the appointments of government peace negotiators holding talks with the National Democratic Front of the Philippines (NDFP), a military official here said Friday that they would push for the implementation of localized peace talks in a bid to address the root cause of conflict in areas perceived to be stronghold of the communists.

Lt. Col. Ezra Balagtey, spokesperson of the Eastern Mindanao Command (EMC), said the implementation of the localized peace talks is in line with the Duterte administration’s new “whole-of-nation approach” that aims to put an end to the 50-year armed struggle.

“We are in support to the local peace initiatives of some of our LGUs and national government agencies in Eastern Mindanao,” Balagtey said in a Facebook interview on Friday afternoon.

Balagtey cited some of the peace programs initiated by local government units that demonstrate and support the government’s goal of ending the communist insurgency across the country.

These were the Peace and Development Zones in Caraga region, and Davao’s Peace 911 – where he described as an example of “participative and inclusive governance” advocated by the local government units.

AVAO City has named three AboitizPower subsidiaries as among its top taxpayers in 2018, highlighting their role in helping shape the growing metropolitan through their support.

During the recognition ceremony dubbed “Pasidungog: Garbo sa Dabaw 2019” on March 15, the city government cited Therma South, Inc. (TSI) and Davao Light and Power Co. as the top real property and top business taxpayers, respectively, for last year.

Hedcor, AboitizPower’s run-of-river hydropower arm, was also acknowledged as part of the city’s top 10 real property taxpayers.

In her opening speech, Davao City Mayor Sara Duterte-Carpio lauded the support of the city’s top taxpayers and emphasized how the city would not be what it is today without them.

Tough luck on City Hall retirees CHARLOTTE, North Carolina--As someone who used to work in government, albeit in the judiciary, I know all too well the travails faced by government employees who don’t earn as much as those in the private sector.

Granted that government workers based in Cagayan de Oro and elsewhere in northern Mindanao earn better than most of their counterparts in the private sector owing to the Salary Standardization Law and the lower cost of living in the region, it’s not the same as those working in major Manila-based companies.

So it is with no small amount of shock and sympathy on my part when I read news online about the deduction of benefits to retired City Hall employees

in Cagayan de Oro or those about to retire from decades of service to the city.

The cause of the deductions is the allowances granted to them since 1993 up to 2010 during the administrations of the late mayor Pablo Magtajas and former mayor and now vice mayoral candidate Vicente Emano.

One such employee, Ruel Sabuero, reportedly went to the City Accounting Office to plead his case and I can imagine so did the other retirees whose benefits were cut by as much as P11,000 which is substantial for the average worker.

I also read online about City Administrator Teddy Sabuga-a’s assurance to City Hall employees and department officials that their

benefits received under the administration of Mayor Oscar Moreno have passed scrutiny by state auditors of the Commission on Audit (COA).

It doesn’t take a political genius to know the reason behind these allowances and that is, to put it bluntly, to buy the loyalty of government employees. The painful part comes when the state auditors come knocking on their doors and inform them without mincing words that their benefits are illegal. *************** That said, I hold the opinion that any benefits to be given to government employees should not be done liberally or used to distribute the spoils of political victory much less to

buy loyalty.

One such example as told to me by former Cebu Daily News editor Stephen Capillas is the calamity aid given to City Hall employees who supposedly suffered from the twin calamities of the earthquake and supertyphoon Yolanda in 2013.

Even if there was no substantial evidence proving that one City Hall employee in Cebu City sustained losses during these twin calamities, the P25,000 calamity aid was still distributed to City Hall employees See DENNIS, page 11

Happy people

IN these extraordinary times, conversations that end with happy notes are rare to come by, and sharing contagious laughter in an impromptu bonding is nothing but a description of happy, ordinary people amid the many adversities in life.

This leads to the latest UN Report declaring the country as the 69th in global ranking as the happiest for 2019. The Philippines climbed two notches higher compared to the same report last year.

In the same report, the Philippines placed third as the happiest country in Southeast Asia.

The UN data used six key variables to rank the country by happiness, namely GDP per capita, social support,

healthy life expectancy, freedom, generosity, and absence of corruption.

Likewise, the recent Happiness Index showed as well that civil servants in the country gave their jobs the highest rating of 6.6, using a scale of 0 to 10 in which 10 meant extremely happy; 5, neutral; and 0, extremely unhappy.

It was aimed at determining the satisfaction level among government employees in their respective jobs and the factors that influence their happiness.

They have that secured feeling, something to hold on to, and to be happy about sans the perks with which the workers in the private sector enjoy.

That said, having been employed with the govern-

ment for at least 10 years, I share the same indelible feeling. We received less, but we worked more. We were a picture of upbeat people in government because we served without much financial tantrums.

We lived a simple normal life heartily contend with we have -- no malls, mobile phones, no PCs, and no Facebook to be hooked with. Conversations were much alive at that time.

Our day would usually end up at either in iconic Divisoria, or at one of our favorite watering holes where we had the best of times – as one small band of brothers in public service sharing quality time together.

fortably and later, retired (some had already expired, sobs!) happily ever after.

Well, some good things would never last indeed. I hate to show up my skirts, but to turn nostalgic is sometimes good for the heart!

The UN panel on climate change has warned that governments worldwide must act fast if the impact of global warming is to be limited at a manageable cost. Its annual report will form the basis for a global climate deal “as soon as possible”.

Governments will have to reduce greenhouse emissions to zero by 2100 if the impact of climate change is to be kept in check at an affordable cost, a United Nations report said last Sunday. Such reports are not new. Only the dates are

being changed year by year!

Anyway, if rapid steps were not taken to cut the emissions, however, the price could rise considerably, it said, warning that a failure to curb global warming by the end of the 21st century “will bring high risks of severe, widespread and irreversible impacts globally.” I am not an expert, but allow me to question if it will be really at the end of the 21st century?

Such an “irreversible impact” would occur, for example, if Greenland’s vast ice sheets were to melt, which could result in the swamping of coastal regions and cities. It’s melting already. Please check out my last week’s column in this publication.

The effects of climate change were already evident in an increase in extremes of heat, heavy rainfall, the

acidification of the world’s oceans and a rise in sea levels.

According to the report released by the Intergovernmental Panel of Climate Change (IPCC), the cost of reducing carbondioxide emissions in the short term would not brake global growth to any great degree. It said annual projected growth of 1.6 to 3.0 percent a year in consumption of goods and services would be cut by just 0.06 of a percentage point per year if immediate action were taken.

The report is a 40-page synthesis summing up 5,000 pages of climate change studies already published since September 2013.

The studies establish with 95-percent certainty that almost all global warming seen since the 1950’s is man-made. Imagine - since

The document, which has been edited by officials from more than 120 governments meeting in the Danish capital, Copenhagen, has been furnished guidelines for a UN deal on global warming scheduled to be struck at an international summit in Paris already in late 2015.

7. Petitioner used the above-mentioned passport during his yearly travel to Saudi Arabia as pilgrimage guide (Sheik); 8. Petitioner, since then, was called and known as Sheik Noor thus he utilized the name Sheik Noor Menor Ibrahim by public acquiescence;

Petitioner used the same name, Sheik Noor Menor Ibrahim in his NoProfessional Driver’s License No. MO2-14-000263, BIR TIN Identification Card with number 711-905-V523-000, International Sheik for Hajj and Umrah Services in Manila Philippines, Inc. 13. The petitioner could not even renew his old passport because of the existence of the submitted new certificate of live birth-thus the petitioner’s profession as sheik (pilgrimage guide) is in jeopardy: worse, he may even skip the 2019 Pilgrimage to Mecca, Saudi Arabia.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this court on April 24, 2019 at 8:30 o’clock in the morning.

The experiential event coincided with the MME Department’s 79th Anniversary, making the Toyota Prius and Toyota Prius C units the centerpiece of their Engineering Week’s opening day.

During the ceremonial ribboncutting with student council leaders, TMP First Vice President Ms. Cristina Arevalo stated: “Our goal is to raise public awareness on the advantages of using HEV technology. There is no better way to start the advocacy than with our future engineers and craftsmen, who will shape our tomorrow.”

Toyota Motor Philippines brought in technical experts from its manufacturing plant in Santa Rosa, Laguna to conduct three sessions of a one-hour symposium discussing the environmental impact of emissions from various energy sources, and how fuel-

efficient but powerful hybrids like the Prius contribute to minimizing the automotive industry’s carbon footprint.

A dedicated test drive area also welcomed students for a short route with the Prius C hatchback. Accompanied by a Toyota technical representative to answer their questions, the test drive activity was enjoyed by almost a hundred student-drivers.

“It’s a real eye-opener for us,” said Paolo Napao, a 3rd Year Manufacturing Engineering student.

He is among the first to

try out the Prius C and attend the educational seminar afterwards. “You barely notice the engine starting because it’s so quiet, and the selfcharging battery makes it very convenient,” he added. Throughout the event, the students were able to break down the concept of synergy between the gas engine and electric motor plus battery of the Prius model.

MAPUA University is currently the first Toyota partner in its series of HEV campus tours, with University of Santo

Tomas (UST) and De La Salle University (DLSU) to follow in the coming months. This TMP effort is aligned with the Toyota Environmental Challenge 2050, posed

by Toyota Motor Corporation President Mr. Akio Toyoda to promote a sustainable approach to the future of mobility.

IT is the season again for graduation ceremonies for 12th graders. And this new memorandum issued by DepEd ordering public secondary schools not to invite politicians during the commencement rites is laudable indeed. For me, students must not be tainted with partisan politics. Visits of politicians in the graduation arena will leave a negative impression on the students.

We’re supposed to teach students

the value of public service. Politicians do public service but doing so in a partisan way will leave a negative impression to the wouldbe graduates. After all, these kids are semi-adults and are ready to work right after graduation since they are already equipped with basic skills.

DepEd clarified that inviting candidates for the May 13 elections is not prohibited per se but it is

highly discouraged this election season because it may be misinterpreted as endorsement of candidate by our principals and teachers.

A candidate’s attendance must be considered only if there is a valid and compelling reason. No form of campaigning must be allowed.

This includes tarp posters of the candidates spread strategically across the gym. The graduation speaker must stick to the theme.

Army holds peace concert, info caravan in MisOcc

OZAMIZ CITY, Misamis Occidental -- Army’s 10th Infantry Battalion of the 1st Infantry Division in Misamis Occidental celebrated its founding anniversary with the theme: Philippine Army (PA) 122 Years of Heroism: Serving the People, Securing the Land, highlighted with peace concert and information caravan at City Hall grounds.

The capstone of the activity was the static display of the different capabilities of the Army units, where the Ozamiznons get the chance to come closer to Army soldiers, mingle and interact with them, and have photo opportunities with them for souvenirs and pleasant memories.

On display are photo exhibits of Marawi Siege, PA heroes, kinetic and static displays of the latest PA capabilities particularly weapons, force protection gears,

transportation assets of Army, Simba vehicle, rescue equipment and other combat essential gadgets and equipment.

The annual celebration aimed not only to showcase the various entertainment, talents and skills of the soldiers but as well as to demonstrate the capability development and the Army’s significant accomplishments.

This year’s celebration also aimed to recognize the men and women behind the uniform who have been tirelessly working to help in bringing about lasting peace and sustainable socioeconomic development in the province.

In his welcome remarks, 10th Infantry Battalion commanding officer Lieutenant John Andrada said this is to connect the Army to the people of Ozamiz City and as their simple appreciation to all the Filipino soldiers of their sacrifices.

7. Petitioner cannot be born in 1996 because her older sister, Nafesah Husain Bato, was born on 2 August 1996.

On Wednesday, Malacañang announced the termination of the appointments of government peace negotiators with communist rebels.

Among those whose appointment papers were terminated include that of Department of Labor and Employment (DOLE) Secretary Silvestre Bello III as chief government negotiator, and government peace panel members Antonio Arellano, Hernani Braganza, Angela Librado-Trinidad and Rene Sarmiento.

4. The certificate of Live Birth of herein petitioner as registered had however, contained an erroneous entry. The error being committed through honest mistake, sheer inadvertence and, a clerical error, pertained to the year of birth, more particularly underscored as follows:

a. Year of birth: September 21, 1970.

A copy of his certificate of Live Birth is attached and made an integral part hereof as ANNEX “A” while, the erroneous entry is marked, ANNEX “A-1”;

5. The following documents which are attached and marked respectively will show the petitioner’s correct year of birth, as contra indicated in his Certificate of Live Birth; a. High school Permanent Record issued by MSU-University Training Center as ANNEX “B”;

b. Tax Identification Number (TIN) as ANNEX “C”;

c. National Bureau of Investigation (NBI) Clearance as ANNEX “D”;

d. Certification issued by the National Commission on Muslim Filipinos (NCMF) as ANNEX “E”;

e. Barangay ID Card as ANNEX “F”;

f. Police clearance as ANNEX “G”.

6. The correction of entry in the certificate of Live Birth issued by the PSA and Local Civil Registrar of Marawi City, Lanao del Sur, is in order. Petitioner has not deliberately caused the recording of the above-cited erroneous entry; and

7. Petitioner instituted this action to correct the foregoing erroneous entry in his certificate of Live Birth, and thus, puts his birth and other records in proper perspective.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this court on April 17, 2019 at 8:30 o’clock in the morning.

Let a copy of this order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur of Marawi City for three (3) consecutive weeks.

The local civil registrar of Marawi City, -Lanao del Sur and the Civil Registrar General, or any person or party who has an interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this petition or from the last day of publication of this order.

Further, let this Order be posted for fifteen (15) days prior to the date of hearing in the Bulletin Board of the Local Civil Registrar of Marawi City, Lanao del Sur and the Bulletin Board of this Court, also at the expenses of the petitioner.

The petitioner is directed to notify this court of the publication of this order not later than three (3) days before April 17, 2019.

Furnish copies of this order, together with the copies of the petition to the Local Civil Registrar of Marawi City, Lanao del Sur, the Hon. Solicitor General, Makati City, and the Administrator and Civil Registrar of the Philippine Statistics Office (PSA), East Avenue, Diliman, Quezon City, Manila.
