Marawi BLGUs distribute food packs to IDPs amid COVID-19 threat

ARAWI CITY -Some barangay local government units (BLGU) of this city started to distribute food packs to their constituents amid the Coronavirus disease (COVID-19) threat.

The internally displaced persons (IDPs) of Barangay Sangcay Dansalan sheltered in transitory housing units in barangays Sagonsonogan, Mipaga and Rorogagus, received the rice, canned goods and water from the BLGU of Sangcay Dansalan.

Camid Gandamra Jr, chairman of Barangay Sangcay Dansalan, said that they are prioritizing their constituents who are in transitory shelters.

“Kami po ay humihingi ng lubos na pang-unawa sa aming nasasakupang barangay (Sangkay) pati na ang mga

kabarangay nating nakatira sa iba't- ibang karatig na siyudad na hindi po natin lahat mabibigyan ng sabay-sabay na ayuda. Sa kadahilanang limitado lang po ang ating galaw at mapagkukunan ng mga pangunahing pangangailangan dahil sa kasalukuyang krisis. Aming pong sinisikap na matugunan ang inyong pangangailangan sa abot ng aming makakaya,” said Gandamra through their Facebook page.

Meanwhile, Sarah Asnarezah Lomondot Abato, chairwoman of Barangay Marinaut West, shared that they distributed 5 kilos of rice to their constituents in transitory shelters and some home-based IDPs. “We intend to give the relief through house-to-house distribution to minimize people going out and to help prevent the spread of the virus,” Abato added.

DILG 10 calls for punong brgys to encourage people to stay at home With the increasing number of Persons Under Investigation (PUIs) and Persons Under Monitoring (PUMs) of coronavirus disease (COVID)-19 in the region, the Department of the Interior and Local Government (DILG)-10 calls for the punong barangays to help in encouraging their constituents to stay at home.

“When we protect ourselves by staying at home, we are also protecting our family, our barangay, and even our country as a whole,” said DILG 10 Regional Director Arnel M. Agabe.

“That is why we need the support of our Punong Barangays, through the active assistance of the Barangay Health Emergency Response Teams (BHERTs), to help in reminding their

constituents of the importance of staying at home,” he added.

With this, DILG 10 encourages the barangays to conduct recorrida and/or post announcements in conspicuous places to tell their constituents to stay home and only go out when it is really necessary.

As per Department of Health (DOH), those who need to be extra cautious are those who are of old age, pregnant women, and those with preexisting medical conditions such as diabetes, cancer, heart disease, chronic respiratory disease, and even those with weak immune system.

Considering this, there is a need for the BHERTs to intensify their information education campaign against COVID-19 and see

to it that social distancing, or the practice of reducing close contact between people to slow the spread of diseases, is being practiced in their community.

Thus, this includes the prohibition of any group gatherings.

Agabe reiterated the need for local government units and punong barangays to ensure strict compliance on the prohibition of mass gatherings such as public assemblies, common religious congregations and other similar activities that prevent social distancing.

He added that the government asks for the full support not only from barangay officials but also from the public as well to prevent and contain the spread of COVID-19.

DPWH deploys decon showers in Iligan amid COVID-19 threat

LIGAN City -– With Iligan City now implementing an Enhanced Community Quarantine in an attempt to contain the coronavirus outbreak, the Department of Public Works and Highways (DPW) Lanao del Norte 2nd District Engineering Office (LDN2 DEO)

has successfully built a prototype of a mobile decontamination shower for dispatch to the entry and exit points of the city.

“This is our humble contribution to the fight against coronavirus. We need to be united as one nation, as Filipinos, to win this great war against an

invisible enemy,” said District Engineer Alykhan Ali. Normally, decontamination showers are used as temporary sanitary facilities for chemical accident cleanup, rescue operations, training exercises, and emergency response. contaminants.

PUI dies, 5 others cleared of Covid-19 in Zambo

ZAMBOANGA CITY -- A patient under investigation (PUI) for coronavirus disease 2019 (Covid-19) died Saturday while still waiting for the test result from the Research Institute for Tropical Medicine (RITM), a health official said.

Miravite said the fatality was one of the 28 PUIs they have recorded since January in this southern port city.

The Department of

Health (DOH) said in a statement that the PUI is a known diabetic with travel history to the United Kingdom in January 2020 including a local travel.

DOH said the patient had “an initial working diagnosis of Urinary Tract Infection (UTI), to consider PUI for Covid-19 and subsequently expired on March 21, 2020”.

Perfectionism

Many of us believe perfectionism is a positive. You may count me in. More often than I’d like to admit, something seemingly inconsequential will cause the same feeling to rear its head again. Something as small as accidentally squashing the makeup, I was bringing my first girlfriend’s family for Christmas can tumble around in my mind for several days, accompanied by occasional voices like “How stupid!” and “You should have known better”.

Falling short of a bigger goal, even when I know achieving it would be nearimpossible, can temporarily flatten me. When a former agent told me that she knew I was going to write a book someday but that the particular idea I’d pitched her didn’t suit the market, I felt deflated in a gut-punching way that went beyond disappointment.

The negative drowned out the positive. “You’re never going to write a book,” my internal voice said. “You’re not good enough.” That voice didn’t care that this directly contradicted what the agent actually said. And, up to now, I didn’t finish my first book, yet... It’s already 2020... .

That’s the thing about perfectionism. It takes no prisoners.

If I’ve struggled with perfectionism, I’m far from alone. The tendency starts young – and it’s becoming

more common. Thomas Curran and Andrew Hill’s recent meta-analysis of rates of perfectionism from 1989 to 2016, the first study to compare perfectionism across generations, found significant increases among more recent undergraduates in the US, UK and Canada.

In other words, the average college student last year was much more likely to have perfectionistic tendencies than a student in the 1990’s or early 2000’s.

“As many as two in five kids and adolescents are perfectionists,” says Katie, who researches child development and perfectionism at West Virginia University.

“We’re starting to talk about how it’s heading toward an epidemic and public health issue.” The rise in perfectionism doesn’t mean each generation is becoming more accomplished. It means we’re getting sicker, sadder and even undermining our own potential.

Here is another great example: a perfectionist, French Claude Monet often destroyed his paintings in a temper while saying, ‘My life has been nothing but a failure’.

Perfectionism, after all, is an ultimately self-defeating way to move through the world. It is built on an excruciating irony: making, and admitting, mistakes is a necessary part of growing and learning and being human. It also makes you

better at your career and relationships and life in general. By avoiding mistakes at any cost, a perfectionist can make it harder to reach their own lofty goals.

But the drawback of perfectionism isn’t just that it holds you back from being your most successful, productive self. Perfectionistic tendencies have been linked to a laundry list of clinical issues: depression and anxiety (even in children), self-harm, social anxiety disorder and agoraphobia, obsessive-compulsive disorder, binge eating, anorexia, bulimia, and other eating disorders, post-traumatic stress disorder, chronic fatigue syndrome, insomnia, hoarding, dyspepsia, chronic headaches, and, most damning of all, even early mortality and suicide.

“It’s something that cuts across everything, in terms of psychological problems,” says Sarah Egan, a senior research fellow at the Curtin University in Perth who specializes in perfectionism, eating disorders and anxiety.

Culturally, I learned, we often see perfectionism as a positive. Even saying you have perfectionistically tendencies can come off as a coy compliment to yourself; it’s practically a stock answer to the “What’s your worst trait?” question in job interviews. (Past employers, now you know! I wasn’t just being cute).

It is difficult to tell who is motivated and conscientious and who is a perfectionist. In my daily teaching in Davao , I met the student who works hard and gets a poor mark. If she/her tells herself: “I’m disappointed, but it’s okay; I’m still a good person overall,” that’s healthy. If the message is: “I’m a failure.

I’m not good enough,” that’s perfectionism.

That inner voice criticizes different things for different people – work, relationships, tidiness, fitness. My own tendencies may differ greatly from somebody else’s. It can take someone who knows me well to pick up on them.

(When I messaged one of my friends I was writing this story, he immediately sent back a long line of laughing emojis).

Perfectionists can make smooth sailing into a storm, a brief ill wind into a category-five hurricane. At the very least, they perceive it that way. And, because the ironies never end, the behaviors perfectionists adapt ultimately, actually, do make them more likely to fail.

Communicating lockdown NAAWAN, Misamis Oriental – In a lockdown or in any measure on account of a national crisis, the first order of the day is to communicate assurance.

The government should communicate to the affected people in unequivocal and coherent manner to persuade, and for them to understand the situation – the purpose, the sacrifices needed, and the benefits for one and all of the restrictions required by the circumstance. All plans attendant to the exigencies need to be comprehensive and clear, not to come to the public in trickle and piecemeal, to avoid varied interpretations, confusion and uncertainties.

By all means, uncertainties should be eschewed because they scare and drive people to abnormal behaviors, like panic buying, hoarding, food riots and other destructive mob activities.

In a lockdown, since there would be work stoppage and income deprivation especially among daily wage earners, food rationing becomes a necessity. This should be incumbent in the lockdown plan to be communicated to the public to avert fear and

insecurity.

But, in the pandemic crisis at hand, it is doubtful if there’s still any merit in continuing the Metro Manila lockdown or community quarantine, much more in enhancing it with stringent restrictions and expanded coverage to include the whole of Luzon.

Certainly, the authorities are aware that there was a massive uncontrolled movement of people away from Metro Manila during the two-day grace period prior to the implementation of the lockdown. Hence, the virus has already spread far and wide before the lockdown hit the ground. The purpose of the lockdown which is primarily to contain the spread of the dreaded viral disease was already lost by said unchecked dispersal of people, thanks to the early announcement of the lockdown while the guidelines to implement it were still being forged.

Maybe, it is reasonable and expedient, after what happened, to just allow the virus to take its course and wait for its natural inactivity or death like the seasonal flu or colds.

The people, however,

should continue to maintain healthy lifestyle and precautionary measures against viral infection. Meanwhile, while waiting for the run of nature, the government ought to augment stock inventories for more medicines to address flu and pneumonia, the diseases associated to coronavirus infection, to respond to the needs of victims.

With the lockdown, the people, instead of worrying with just one, are now being devoured by fear of two monsters: coronavirus and hunger. The hunger fear is scarier than the other because its adverse effects are immediate and can drive anyone to anger and madness.

Indeed, considering the restrictions that prohibit many to earn a living, it becomes imperative to go into food rationing. Maybe, it’s not yet late for planners to devise a comprehensive plan for rapid acquisition and continuous augmentation of inventories and storage of food supplies in strategic locations, and for a rational strategy on the allocation and peaceful distribution of food packages and disinfectants, especially in depressed

areas at the duration of the lockdown.

Aside from locking down Luzon, the entire country is now placed in a State of Calamity. The exigencies require, more and more, that government authorities communicate what plans they have and forthcoming in manner that is coherent, unequivocal and easy to understand. 19 Filipino tablighs positive for COVID-19 quarantined in Malaysia

In a phone interview, Mama Sinsuat, NCMF-12 director, said the Malaysian Ministry of Health informed him about the condition of the 19 Muslim Filipinos.

“There was no clearance for them to go back after medical check-ups found them positive for COVID-19,” he said.

Two of the Filipino Muslims who attended the gathering and had gone back were earlier found positive of COVID-19. One of them died in Marawi City a week ago.

Three others were classified as persons under investigation (PUI).

The Malay Mail, a Malaysian newspaper, earlier reported that 513 Malaysians who attended the gathering had tested positive of the virus.

The tabligh convention drew around 16,000 participants from different countries, 14,500 of them Malaysians.

Sinsuat said the Ma-

laysian Ministry of Health provided him the names of 14 of those who attended from the Philippines.

He added he would relay to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) the names for them to help in the contract tracing.

Mohammad Asnin Pendatun, BARMM Cabinet secretary and COVID-19 Inter-Agency Task Force spokesperson, said they have 159 names out of the 196 believed to have returned to the country.

Sinsuat admitted they were having difficulty tracing the tabligh attendees “because the event was informal and that there was no coordination conducted by the delegates with the NCMF.” Even the head of the delegation has not been identified because there was a lack of coordination, he said.

Sinsuat said most of the tabligh missionaries from the Philippines travelled to Malaysia by sea through the backdoors in Tawi-tawi and Palawan.

Hotels as temporary quarters for health workers mulled

N official of the largest business organization in Cagayan de Oro City is proposing for hotel rooms to be used as temporary residences for he alth frontliners while they are on their two-week duty cycle.

It can be recalled that the

Northern Mindanao Medical Center (NMMC) has implemented a two-week duty rotation to minimize the exposure of its workers caring persons under investigation (PUIs) of COVID-19 cases.

This prompted former Oro Chamber president Irene Floro to propose that

hotels be used as temporary quarters for health workers.

This, even as Floro admitted that hotel occupancies in the city have tremendously dropped since Luzon implemented its community quarantine two weeks ago followed by Cebu and Cagayan de Oro City a week later.

Hotels together with other sectors constitute the

of these PUIs, city and municipal health office personnel doing thermal duties at ports of entry and checkpoints and barangay health workers supervising persons under monitoring (PUM).

As of March 23, there were ten PUIs confined at NMMC, the designated hub for infectious diseases in Northern Mindanao.

CCC helps Lanao del Norte LGUs access climate change adaptation funds

HE Climate Change Commission (CCC) extended technical assistance to the local government units of the Province of the Lanao Del Norte on accessing the People's Survival Fund (PSF)—the country’s climate finance mechanism for local climate change adaptation projects.

The technical assistance forms part of the Communities for Resilience Training Workshop held from 9 to 13 March 2020 in Cagayan

De Oro, which capacitated municipal planning and development officers and municipal disaster risk reduction and management officers of Lanao Del Norte on formulating and/ or enhancing Local Climate Change Action Plans.

As part of the workshop, resource speakers from the CCC’s PSF Unit discussed the fundamentals of accessing the fund, including the considerations for designing risk-informed and viable climate change

adaptation project proposals. Participants were also given the opportunity to present project ideas and draft PSF proposals for critiquing and mentoring. " Hi n d i n a h a d l ang ang limited resources [to implement our plans] because mayroon namang inintroduce na People's Survival Fund na pwedeng mag-augment sa gaps," Ms. Donna Bella Aguilar, Tubod Municipal Planning and Development Coordinator, said at the sidelines of the

Since the PSF grant approval and disbursement system was established in 2015, the PSF Board, which is chaired by the Department of Finance, has approved six climate change adaptation projects amounting to P330 million.

It has also approved project development grants worth PHP6 million for three projects.

Pursuant to its mandate under the law, the CCC has been working towards

widening the scope of technical support to LGUs for accessing the PSF. In 2019, it rolled out one-on-one mentoring sessions and launched an e-Learning platform to assist LGUs in develop full-blown proposals from their concept notes.

The one-on-one mentoring sessions, which are being implemented with the National Panel of Technical Experts (NPTE) and other development partners, aims to enhance the enhance the quality of submissions,

based on the standards of the law. Coaching sessions are now ongoing for the Province of Occidental Mindoro and the Municipality of Tolosa, Leyte.

The e-Learning Platform, meanwhile, provides a 12-week online course to enhance the knowledge of project proponents on climate and disaster risk and vulnerability assessment, the PSF and its approval processes, and other sources of climate finance.

Duterte-Carpio called on residents who arrived in the city by plane on March 6, 2020 and manifested symptoms like colds, cough, sore throat and loose bowel movement to confer immediately with the doctors either at the Sta. Ana Health Center fronting Magsaysay Park or at the Crossing Bayabas Health Center in

Toril so that they can be referred immediately to the Southern Philippines Medical Center for checkup and diagnosis.

She said residents who don’t experience the cited symptoms need not to worry but prodded were to stay home.

1st Davao COVID+ patient recovered DavOr to apprehend residents loitering without passes

NABUNTURAN, Davao de Oro -- The first COVID positive patient in Davao Region identified as PH130 has recovered and is set to be discharged today, March 23, 2020.

Davao Regional Medical Center (DRMC) Infectious Disease Specialist and head of the Emerging and Re-emerging Infectious Disease Control Team, Dr. Mitzie Lou Osabel confirmed through a text message that the result of the second swab test of PH130

is negative.

PH130 is a 21-year-old female resident of Pantukan, Davao de Oro, who arrived in Davao City last February 29 from United Kindom via Doha, Qatar and Manila routes.

She sought consultation for her cough at a local health facility in Pantukan on March 9, 2020, and was immediately isolated. On March 10, she was transferred and admitted for isolation and testing to DRMC in Tagum City, Davao del

Norte.

On March 15, her first swab test result showed that she was positive of COVID19 disease; however, bulletin from the Department of Health noted that she was in a stable condition.

Governor Jayvee Tyron Uy was elated upon hearing the news earlier today in his live radio guesting at Serbisyo de Oro radio.

The local chief executive also disclosed aside from the recovery of COVID

DAVAO ORIENTAL -- Anyone found loitering outside their houses with no Home Quarantine Pass (HQP) shall be apprehended by personnel of the provincial Interagency Task Force on COVID-19 (IATF COVID-19).

The Provincial Government of Davao Oriental is set to implement this policy on March 27 after details of the guidelines of such policy shall have been refined and considered ready for implementation by the provincial IATF COVID-19, Provincial Information Officer Karen Lou Deloso said.

Over the weekend, key members of IATF COVID-19 sat down in a small group meeting at the Provincial Disaster Risk Reduction and Management Office Operation Center “to resolve some issues regarding the implementation of the Community Quarantine in the province”.

“The Task Force hopes to implement the system on March 27 prior to the

The directive is stipulated under the municipal Memorandum Circular No. 166 dated March 23, 2020, as a measure to assist the affected individuals through the COVID-19 Adjustment Measure Program (CAMP).

The MC also requires the village chiefs to provide a list of individuals who are under-employed, selfemployed, displaced and marginalized who have lost their source of income due to the implemented government measures to stop the spread of COVID-19.

The said list will be used for the Tulong Pangkabuhayan sa Displaced/ Under Privilege Workers (TUPAD) program by the Department of Labor and Employment (DOLE).

The bank warns clients about scammers pretending to be from BDO. They may offer a 60-day loan

payment extension and ask for account details including OTPs, so they can proceed with transferring money to their account.

with avoiding (or starting and quitting) almost every sport there was. If I wasn’t adept at something almost from the get-go, I didn’t want to continue – especially if there was an audience watching. In fact, multiple studies have found a correlation between perfectionism and performance anxiety even in children as young as 10.

Mental health problems aren’t just caused by perfectionism; some of these problems can lead to perfectionism, too. One recent study, for example, found that over a one-year period, college students who had social anxiety were more likely to become perfectionists – but not vice versa.

In many ways, poorer health outcomes for perfectionists aren’t that surprising. “Perfectionists are pretty much awash with stress. Even when it’s not stressful, they’ll typically find a way to make it stressful,” says Gordon Flett, who has studied perfectionism for more than 30 years and whose assessment scale developed with Paul Hewitt is considered a gold standard.

Plus, he says, if your perfectionism finds an outlet in, say, workaholism, it’s unlikely you’ll take many breaks to relax – which we now know both our bodies and brains require for healthy functioning.

After all, many of us live in societies where the first question when you meet someone is what you do for a living. Where we are so literally valued for the quality and extent of our accomplishments that those achievements often correlate, directly, to our ability to pay rent or put food on the table. Where complete strangers weigh these onpaper values to determine everything from whether we can rent that flat or buy that car or receive that loan.

Where we then signal our access to those resources with our appearance – these shoes, that physique – and other people weigh that, in turn, to see if we’re the right person for a job interview or dinner invitation.

Fear of failure is getting magnified in other ways, too. Take social media: make a mistake today and your fear that it might be broadcast, even globally, is hardly irrational. At the same time, all of those glossy feeds reinforce unrealistic standards.

In my opinion, and I am not alone with it, it’s the idea that you don’t have to be perfect to be lovable or to be loved. It’s a work in progress. And, what I’ve noticed too, is that, each time I’m able to replace criticizing and perfecting with compassion, I feel not only less stressed, but freer.

Meanwhile, Miravite said five of the PUIs recorded since January have been cleared as they tested negative for Covid-19.

She said 93 of the 527 reported PUMs were also cleared during the same period. These PUIs have travel history to China, history of exposure with a confirmed case, visited a health facility with a confirmed case, and with respiratory symptoms (cough, colds, and fever).

The PUMs are persons who have traveled to China or had exposure to those with confirmed Covid-19 but show no signs and symptoms. They were asked to be home quarantined for 14 days and wear masks.

The patient known as PH 40, a 54-year-0ld male patient from Lanao Del Sur, was earlier confined at the Adventist Medical Center in Iligan City before he was transferred to the NMMC where he expired a few days later.

Chan said that the NMMC has tw0 well-trained doctors who are authorized to handle infectious cases like the SARS, MerCov and the COVID-19 virus.

The nurses who also attended to the patients were also placed under selfquarantine, all of them, including the doctors did not show signs of infection.

On Tuesday, the 40 health workers would start reporting to work after undergoing “stress debriefing,” Chan said.

He said it is normal for any “front liner” health workers to experience emotional, psychological and mental stress, especially those attending highly contagion patients.

“So far, all the 4o health workers are in normal condition – both mentally and physically,” Chan said.

Over the years, the Department of Health has cited the SFWD laboratory with excellent rating for proficiency testing. Many private companies and government institutions sent samples to the laboratory for bacteriological, physical and chemical tests results.

Since last week, SFWD has been giving free bottles of ready-to-use chlorine disinfectants to their clients having transaction in their office.

As preventive measure, clients going inside the SFWD building are asked to step on the foot bath and wash their hands with soap and observe a meter of social distancing when queuing at the cashier windows to pay their water bills. 70 percent Isopropyl alcohol are available for use to everyone.

Luzon said it is important to have proper mixing of chlorine and water if only to totally eradicate COVID-19 living on the surface. “Improper mixture would just temporarily collapse the virus but not kill them,” he emphasized.

Ruben Jarabata, Jr., SFWD senior chemist, said the proper and scientific mixture is seven grams of chlorine granules for every liter of water which could totally disinfect the surroundings.

He recommended the municipal health office to regularly disinfect public place at least twice or even thrice a day to ensure that the dreaded virus cannot penetrate the municipality.

He however warned the chlorine disinfectant is not intended for hand washing and should be avoided on the skin and eye contact.

He advised those who will do the backpack spraying to wear protective gears such as goggles masks, gloves and aprons and be aware that it is harmful to aquatic environment and plants.

He added the disinfectant can eliminate coronavirus on surfaces such as plastic tiles and ceramics.

He however remind sprayers to be careful when hitting metal surfaces because it is corrosive that it might damage metal surfaces of cars and motorcycles.

He advised to instead use non corrosive disinfectants
