PROSPERIDAD, Agusan del Sur--- At least 26,580 households in Bayugan City need to secure Home Quarantine Pass from the city hall which will be used by only one family member to buy food and medicines after the city was placed under general community quarantine on March 19. Bayugan City Mayor Kirk Asis issued Executive Order No. 65 Series of 2020 declaring the entire city of three urban barangays and 40 rural barangays under general community quarantine to regulate the movements of the residents outside their homes to avert the spread of the dreaded Corona Virus Disease 2019 (COVID-19). TWO barangay health workers and a barangay kagawad died and another was seriously injured after a 10-wheeler truck allegedly driven by a drunk driver rammed
into the quarantine checkpoint at Camp Uno, Maramag, Bukidnon. Incident happened at around 10:45pm, Friday, March 20, 2020. The three fatalities were identified as Jomalyn Buhayon and Margie
Maribao, both barangay health workers and Aldren Gaitera, a Brgy Kagawad. Both brgy health workers were declared dead on arrival at the Bukidnon Provincial Hospital while the brgy kagawad expired a few hours later
at another hospital. Meanwhile, seriously injured is Beth Lumanca, a barangay health worker. All are residents of North Poblacion, Maramag, Bukidnon. The suspect was identified as Jemuel Gumanon, 24 years old, a resident
of Kimanait, Pangantucan, Bukidnon. He is now detained at the Maramag Police Station. Initial reports gathered from news sources revealed the truck was speeding towards Don Carlos, Bukidnon when
it mowed the quarantine checkpoint which was manned by the victims as well as police and military personnel. The truck driver tried to escape but was chased and cornered by responding authorities.

Iligan cops make facemasks out of old, delapidate police uniforms, innovate face shields ILIGAN CITY -- Amid the shortage of facemasks, members of Iligan City Mobile Force Company (ICMFC) have taken initiatives making facemasks out of old and delapidated police uniforms. ICMFC chief Lieutenant Colonel Roger Kent Andoy said his personnel thought of making makeshift facemasks because of insufficient facemasks they have while manning the checkpoint 24/7. The ICMFC is assigned to man at the checkpoint in Barangay Buruun, one of the five entry points in Iligan City for motorists coming from Lanao del Norte, Misamis Occidental, Ozamiz City and Zamboanga City.

Mambajao imposes anti-panic buying, hoarding ordinance CAMIGUIN -- In an effort to prevent shortages, the office of the Sangguniang Bayan of Municipality of Mambajao imposes the Municipal Ordinance No. 2020-05 or the anti-panic buying or anti-hoarding ordinance, March 18. The anti-panic buying or anti-hoarding ordinance prohibits purchasing and selling of any of the regulated basic goods or necessities more than the allowable number during public health emergencies. It applies to all establishments doing lawful business in the municipality and to all consumers purchasing any items regulated. TESDA-10 produces face masks for COVID-19 frontliners, vulnerable sector ILIGAN CITY -- Trainers, trainees and volunteer graduates of schools and training centers of the Technical Education Skills and Development Authority (TESDA) in Northern Mindanao are producing washable face masks for distribution to those at the frontlines of the government’s efforts to contain the spread of coronavirus disease 2019 (COVID-19). TESDA-10 Regional Director Tarhata S. Mapandi said each of the TESDA schools and training centers in the region were instructed to produce 1,500 masks. “We have 10 TESDA schools and training centers

here so we are expecting 15,000 face masks to be produced and distributed to front liners, local government units, those who cannot afford to buy face masks, and who cannot buy face masks due to scarcity of supply,” she said. Brace for more economic pain AS stocks plunge on a record low, brace for more economic pain ahead of the world’s feared health crisis --- the China-induced coronavirus. Not until the Covid-19 outbreak subsides, the brutal effect on our economy will continue as it were, pushing us to a dead end, hitting all sectors like no other. Indeed, coronavirus has taken a stronghold on the global economy and not until this tapers off, this kind volatility in our midst stays for quite a time. A global economic crisis is now inevitable, and fears of a global recession
will likely trigger further economic losses where all sectors are severely affected. The fear factor is now magnified globally and that lockdowns could place greater downside risks to the already volatile economy. And in the worst case scenario, everything will be very fluid and uncertain. With no signs of slowing down, the viral outbreak, declared as pandemic may stay a little longer, that is, if and when no treatment or vaccine for that matter will come to the rescue soonest possible time. There is now a collective call for both the government and Big Business to
pull their resources together to avert possible social tension that could result to community confusion and chaos. This health issue is fast becoming an economic issue thereby Congress should now act in earnest to pass a legislation that would serve as fiscal stimulus package as relief measure in this time of economic uncertainty. As I write this piece, Big Business, some of them are now acting on their own to spare their wealth to the needy is urging Congress to spend more money for the vulnerable communities nationwide.

Earth Democracy for Justice, Sustainability and Peace WHEN the late Chieftain of the Higaonon Tribe of Cagayan de Oro City, Fausto Orasan known as Datu Sandigan, was passionately advocating and protecting the integrity of the environment in the uplands against illegal loggers and miners, he was killed after seven attempts to his life. On the seventh attempt, his residence in Pigsag-an was rained with bullets by these armed men who, as narrated to me by Datu Sandigan himself, were even brandishing their high powered guns, shouting while walking in the streets at 2:00 o’clock in the morning not to follow the good Datu or else, they would also be killed, Miraculously, he survived but not the on the 8th attempt in the mining area of Tuburan during his
watchful visit as he was then a volunteer to report to the “Task Force Kinaiyan” which I am heading to stop these illegal mining activities as embodied in the “Writ of Kalikasan” issued a year before by the Court of Appeals. His life was taken away by the assassins’ bullets in that Saturday afternoon of September 13,2014 in his efforts to stop the degradation of the environment where the Higaonons are now living who were before inhabitants of the city but now have been pushed to live in the hinterlands. Why must Datu Sandigan sacrifice his life for Mother Earth? Perhaps, those who are viewing the planet as private property for enclosure of the commons to sat-
isfy their profit motive that have already captured the mindset of all governments, institutions, universities and even religious groups, Datu Sandigan, for giving his life for God’s creation, is crazy. That was how we were perceived before when we were lying in the streets to stop the illegal flow of logs in the 90’s. The truth is what Datu Sandigan had dedicated his life for Earth Democracy for justice, sustainability and peace which seemed to be too alien to a world that has been deeply buried in so much materialism and consumerism. No less then the world known environmentalist and a physicist Dr. Vandana Shiva, a professor in a University in Canada mentioned to me when she

When the body drags the spirit WE SHOULD always be wary of the usual conflict between our body and soul, and be ready to resolve it as quickly as possible so that the ideal unity of life can be achieved even as we go through the different situations of our life. Christ already warned us about this. “The spirit is willing, but the flesh is weak,” he told the three disciples who were with him in his agony in the garden of Gethsemane, advising them to always “watch and pray.” (cfr. Mt 26, 41) St. Paul described this conflict very graphically when he said: “I delight in the law of God, in my inmost self, but I see in my members another law at war with the law of my mind and making me captive to
the law of sin which dwells in my members.” (Rom 7, 22-23) For this, we have to learn how to monitor the condition of both our body and soul as we go through the different events of day. It’s a skill worth learning, especially because it is basic and indispensable in our effort to effectively attend to the real purpose of our life here on earth — our sanctification. Holiness is not only an affair of our spiritual soul. It also integrally involves our body. It’s ironic that many of us know a lot of practical skills, but we miss out on this one which is more important than any of them. We need to see to it that since we are supposed to be a unity of body and soul, both constituent
elements of our humanity should work in synch with each other, and ultimately be animated by the real and original source of life, unity and beauty, and that is none other than God. When the body is tired, bored, stressed, hungry, sick, etc., we should know what to do with it to make it properly animated in spite of those conditions which can give an opening for temptations to come and eventually dominate. This is where, as Christ himself said, that we have to learn to “watch and pray.” We should not allow the miseries of the body drag our soul to the same condition. Sanggalang AN ORDINANCE PROVIDING FOR THE PREVENTION, MITIGATION AND PREPAREDNESS FOR THE CONTAINMENT OF THE 2019 NOVEL CORONAVIRUS ACUTE REPIRATORY DISEASE (COVID-19), IMPOSING SANCTIONS FOR VIOLATION THEREOF AND FOR OTHER PURPOSES. WHEREAS, based on the report of the World Health Organization (WHO) as of 5 March 2020, the Novel Coronavirus Disease (COVID-19) has affected eightyfive (85) countries with fourteen thousand six hundred seventy – eight (14,678) confirmed cases and two hundred sixty seven (267) deaths. In response to the growing concern over the outbreak and the declaration of the World Health Organization (WHO) that the 2019 novel coronavirus (COVID-19) is now a public health emergency of international concern; WHEREAS, concrete and proactive steps must be undertaken to prevent, contain and restrict the possibility of spreading epidemic within the territorial jurisdiction of Malaybalay City; WHEREAS, pursuant to Article 2, Section 15 of the 1987 Constitution and section 16 and 17 the General Welfare Clause of the Local Government Code, local government units are charged with the promotion of the health and safety within their jurisdictions, including the provisions of services to control communicable diseases. As such, they must take the lead in the prevention and control of coronavirus at the local level.

The limitation of movement by competent authority of persons who have been exposed or are suspected to have been exposed to a person inflicted with a communicable disease. This includes voluntary home confinement which is the voluntary limitation of movement of a person within the confines of the person’ residence for a period of not less than fourteen (14) days. Section 4.
RULES AND PROCEDURES FOR QUARANTINE OF SUSPECTED OR CONFIRMED CORONAVIRUS VICTIM.
The roles and responsibilities of local officials and teams are as follows:
a. Local Health Office in close coordination with Regional DOH - Regularly check the condition of the PUMs over the course of the home quarantine through the Barangay Health Emergency Response Teams. - Issue Certification of completion of fourteen (14) day quarantine and clearance, as the case may be.
b. Philippine National Police - Effect compulsory confinement of persons arriving from a country with confirmed COVID-19 cases who refuse to undergo home confinement or voluntary quarantine at the BIU and ensure they are able to complete the fourteen (14) day quarantine period, in the unlikely event that Punong Barangay and the BHERT fail to convince the subject person or persons to - Voluntarily undergo the fourteen (14) – day quarantine. c. Barangay Health Emergency Response Teams - If symptoms are observed, immediately isolate and confine the arriving resident, now a PUI, to the BUI, prior to his or her immediate safe transfer to a DOH – designated referral center or quarantine facility for further examination and treatment. - Place the rest of the household under fourteen (14) day home confinement. Repeat the process for them, including contact – tracing. - If no symptoms are observed after fourteen (14) – day voluntary quarantine, report to the Punong Barangay who will inform the City Health Officer and recommend the lifting of quarantine and certify the PUI free from COVID-19 infection.
Section 5. PROTOCOLS FOR CONFIRMED CASE/S OF LOCAL TRANSMISSION.
Cases of local transmission include Filipinos and foreigners residing in the City. To prevent more cases of local transmission and community transmission, the City Mayor shall adopt measures against the possibility of spread COVD-19 to include but not limited to the following:
a.
Declare a state of calamity if there is a confirmed case of local transmission in the locality.
b.
Direct Local Disaster Risk Reduction and Management Council to assess the proximity of areas near the city where confirmed case of local transmission resides or frequents. The LDRRMC will submit a report to the Local Chief Executive with recommendations for the suspension of classes or work in public offices in the proximity.
c.
Work closely with the Department of Health in conducting contact tracing.
d. Disseminate to the public the results of contact tracing and areas where the confirmed case frequented. Mandate those who may have been in contact with the confirmed case to monitor symptoms of COVID-19 and submit to voluntarily testing if symptoms arise.
e. Direct the BHERT to refer individual person who are certain to have been in contact with a confirmed case and suffering from the symptoms of COVID-19 within fourteen (14) days of the confirmation of the disease, in the unlikely event that the Punong Barangay and the BHERT fail to convince the subject person or persons to voluntarily undergo testing.
f.
c. Patients Under Monitoring (PUM). Any person, regardless of nationality, race and age who have no symptoms but with either travel history to areas with local transmission or confirmed COVID-19 cases and/or history of exposure. They are mandated to undergo a fourteen (14) – day self-quarantine.
Direct the PNP to effect mandatory testing for those confirmed to be in contact with confirmed case/s of COVID-19 and showing symptoms within fourteen 9140 days of the confirmation of the disease, in the unlikely event that the Punong Barangay and the BHERT fail to convince the subject person or persons to voluntarily undergo testing.
g.
d. Local Transmission. Indicates that the source of infection is within the reporting location.
Direct the Local Health Office to strictly enforce home quarantine of patients under investigation.
h. Checkpoints and other means of curtailing the movements of concerned persons, vehicles and animals may be enforced provided the same is for a definite and limited duration of time and due regard is given to the constitutional rights of all individuals. When directed by the Secretary of Health, the transport and conduction of COVID-19 patients to the hospitals or health centers for isolation and treatment shall be allowed and upheld. No arrests and detentions shall be enforced except upon lawful process emanating from the courts or upon order of quarantine of the Secretary of Health in accordance with law for the purpose of preventing the introduction, transmission or spread of COVID-19. This Ordinance shall adopt the exceptions provided in item 4, of Executive Order No. 13, Series of 2020 of the Provincial Governor, dated 17 march 2020, relative to the curtailment of movement to be enforced at checkpoints.
Section 6.
OTHER PREVENTIVE MEASURES AGAINST THE SPREAD OF COVID-19
NOW THEREFORE, be it ordained by the City Council of Malaybalay in session assembled. Section 1. TITLE. This shall be known as the “Anti-COVID-19 Ordinance of 2020” Section 2.
Section 3
DECLARATION OF POLICY. It is an adopted policy that the City Government of Malaybalay shall promote and ensure the protection of the health and safety of its residents from all forms of communicable and non-communicable diseases, especially those which have epidemic effects. The Philippines is already one of the several countries with a confirmed COVID-19 case. As of 9 March 2020, there are twenty (20) confirmed cases in the Philippines. This raises the level of urgency and immediate actions to prevent the occurrence of a national epidemic. DEFINITION OF TERMS. For purposes of this Ordinance, unless the contrary is indicated, the following terms mean and shall be constructed as follows:
a. COVID-19. Coronavirus disease or COVID-19 is a highly infectious respiratory disease caused by the most recently discovered severe acute respiratory syndrome coronavirus – 2(SARS0CoV-2). The most common symptoms of COVID-19 are fever, tiredness and dry cough. b. Patients Under Investigation (PUI). Any person, regardless of nationality, race and age who has symptoms such as fever, cough, colds or sore throat with either travel history to areas with local transmission or confirmed COVID-19 cases and/pr history of exposure fourteen (14) days prior to onset of symptoms. They are mandated to undergo hospital admission.
e. Community Transmission. Widespread transmission beyond the defined geographical area evidenced by the inability to relate confirmed cases through chains of transmission for a large number of cases. f. History of Exposure. This includes (i) contact with a confirmed or probable case of COVID-19 infection; and (ii) worked in or attend a health care facility where patients with confirmed probable COVID-19 patients were being treated.
A contact is a person involved in any of the following (i) providing direct care for COVID-19 patients, working with health care workers infected with novel coronavirus, visiting patients or staying in the same close proximity or sharing the same classroom environment with COVID-19 patient; (iii) travelling together with COVID-19 patient in any of conveyance; (iv) living

2. Any person who refuse to undergo quarantine despite being mandated by the DOH or local health office.
3. Any health worker who shall negligently perform duties imposed upon him/her by the DOH, local health office or similar institution.
4. Refusal to subject himself to medical examination or testing that shall be required by the LGU or DOH as stated in section 4 and 5, hereof.

In order to prevent the entry and spread of COVID-19 in the community, the City Mayor shall adopt measures against its spread to include but not limited to the following:
1.
Prevention and mitigation a. Implement periodic precautionary measures such as sanitation, disinfection and any other measure against the threat and spreading of COVID-19 over: i. All city government properties and facilities including the respective offices, facilities and properties of the city barangays. ii. Public and private schools within city jurisdiction. iii. Private business within the city jurisdiction iv. All national government offices and properties within the city. b. Suspension of all crowd drawing government related events and activities including team-building and seminars conducted elsewhere, if any, in collaboration with the City Government.
c. Conduct of massive information drive to raise the consciousness of the constituents on COVID-19. The information drive may include fliers, leaflets and other information materials on COVID-19 through the help of barangay health workers, other officials and members of non-government organization in the area.
d. Ensure that only the official information and date provided by the DOH and WHO Philippines is used in advisories, updates and information disseminated on information materials, websites and social media accounts.

B.
Non – cooperation of entities or establishments:
1. Any establishments who neglects to follow quarantine procedures.
2. Any establishments who refuse to extend appropriate assistance and support to those who contracted the disease.
C. Non – disclosure or misrepresentation of travel history or medical condition.
Section 9.
PENAL PROVISIONS
Any person or entity who have been found to violate the sections on prohibited acts shall be subjected to the following penalties:
1.
Persons who were confirmed to have COVID-19 shall undergo a mandatory quarantine or other confinement identified by the DOH.
In case of minors, the minor shall be subject to confinement with the consent/approval of parents or legal guardians.
Refusal to follow the protocols despite the issuance of DOH orders and LGU ordinance shall be penalized with a fine of Five Thousand Pesos (P5, 000.00).
2.
Establishment owners/proprietors who negligently followed the protocols (medical supplies/quarantine protocols) will be penalized with a fine of Five Thousand Pesos (P5, 000.00) or suffer imprisonment of not more than one (1) year at the discretion of the court.
e. Tap the local media in informing the public about COVID-19 and the measures necessary to prevent and contain disease.
f.
g. All private businesses and properties are enjoined to implement their own periodic precautionary measure against the threat of COVID-19.
3.
h. Monitor the prices of medicines and medical devices and cause the filing of appropriate charges against any person or entity involved.
Establishment owners or entities who refuse or negligently perform orders of the DOH and local health office shall be subjected to a suspension or have their license revoke upon finding of any violation of this act.
4.
i. The business permits and licensing office shall conduct regular inspections, price control and monitoring activities and may impose administrative fines against erring entities or establishments or recommend prosecution of violation of this ordinance.
Any morgue, crematorium, funeral or embalming establishments offering cremation services who refuse to cremate or embalm any person confirmed to have died from COVID-19 despite the written permission from the immediate family of the victim of the department of health shall be subject to closure and cancellations of their business and mayor’s permit and the owners, proprietors and/or managers of the said establishments shall be penalized with a fine not exceeding Five Thousand Pesos (P5,000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court.
2.
Conduct a city-wide cleanliness and sanitation campaign.
Containment and Control
a. Organize Barangay Health Emergency Response Team (BHERTs) at the minimum ratio of one team for every five thousand (5,000) population and them to help implement prevention, mitigation, preparedness and response measure for the nCOV ARD.
5.
Those person who purposely and willingly disseminate fraudulent news that cause panic, distress and disturbance of public peace shall suffer a fine of Five Thousand Pesos (P5, 000.00) and imprisonment of twelve (12) hours without prejudice to the filing of other charges for violation of other laws.
b. Provide all medical staff, ambulance crew, BHERT members and other local health care workers including the PNP and BFP personnel who will potentially be exposed to or get in direct contact with PUI, with appropriate personal protective equipment.
6.
Non-disclosure or misrepresentation of travel history or medical condition shall be punishable with a fine of Five Thousand Pesos (P5, 000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court.
c. Mandatory requirement to all owner/proprietors/administrators of private establishments, including private hospitals to formulate their own safety measures to protect their employees.
d. Mandatory requirement to crematorium and/or funeral and embalming establishments to provide for the immediate cremation/burial of any person confirmed or suspected to have dies of COVID-19. These establishments are further required to coordinate with the DOH and/or local health authorities in formulating for the safe handling of the remains of persons confirmed or suspected to have died of COVID-19.
e. Direct all Punong Barangays to identify and designate an appropriate place that will serve as the barangay isolation unit in coordination with the City Health Office.
f. Monitor the arrival of barangay residents who recently arrived in the Philippines from a country with confirmed COVID-19 cases and coordinate with the Punong Barangay on actions taken.
Section 7.
FUNDING
The appropriate funding for the implementation of this ordinance shall be taken from the funds of the City, the Calamity Fund of the City may be utilized subject to the provisions of Republic Act No. 8185, amending Section 324 (d) of the Republic Act No. 7160, as amended, the City Mayor is hereby authorized to utilize the calamity fund and the usual accounting and auditing procedures.
Section 8.
PROHIBITED ACTS
The following shall be prohibited under this ordinance: A. Non – cooperation of persons identified as having the disease:
1. Any person who shall refuse to follow the protocol provided by the DOH with regard to persons confirmed to have COVID-19.
Section 10. APPLICABILTIY OF OTHER LAWS. Laws, ordinances and executive orders not contrary hereto have suppletory application where applicable. Section 11. SEPERATION CLAUSE. If any provision of this ordinance is declared invalid or unconstitutional, other parts or provisions thereof which are not affected thereby shall remain in full force and effect. Section 12. REPEALING CLAUSE. All ordinances found to be inconsistent with this ordinances are hereby repealed or modified accordingly. Section 13. EFFECTIVITY. This ordinance shall take effect immediately after its posting three (3) prominent places and publication in one (1) local newspaper of general circulation. Globe acknowledges LGUs in efforts to build cell towers across the country ENSURING connectivity for its customers during the COVID-19 quarantine period, Globe recognizes the local government units who supported its efforts to build more cell sites to meet resurging demand for telecom services. The company’s efforts to invest in building more cell sites relies on the cooperation of local government units (LGUs), barangays, and other stakeholders, which grant permits to jumpstart the construction. “LGUs play a vital role in building the necessary ICT infrastructure to improve the internet and mobile experience of our customers. Now with the sudden changes in work arrangements, there is an urgent need to build more cellular towers to serve the current data traffic that continuously grows exponentially. We need more cell sites to keep up with the demand

pected to remain indoors during the enhanced community quarantine, the Philippine Chamber of Telecommunications Operators has asked the public to use the internet more responsibly. Measures like limiting use of movie streaming apps and games during peak hours, limiting download of large documents and transfers or sharing of large data are being recommended. Globe has been aggressively modernizing and upgrading its network to provide its customers with seamless connectivity. Globe hopes that its efforts to increase the number of cell sites in the country would be complemented by the cooperation of local government units and stakeholders. Globe estimates an average of eight months and over 25 permits are needed before it can build one cellular tower.
