Street food, not safe: Expert T

HE Department of Health (DOH) has reiterated its warning to the public to be extra careful when eating street food, especially this summer when food prepared by the roadside is prone to contamination.

Taiwanese investors to invest in M’nao

THERE is no new strain of HIV (human immunodeficiency virus) in the country, the Department of Health (DOH) said on Wednesday.

The DOH made the statement after some online news sites reported that there is a new and more aggressive HIV strain in the Philippines.

1 killed, 21 hurt in Sultan Kudarat grenade attack L AMBAYONG, Su lt an Kudarat--Police here have launched a massive manhunt against a man who shot dead a teenager and injured 21 others in a grenade attack during a birthday party Wednesday evening.

Senior Supt. Raul Supiter, Sultan Kudarat Police direc-

tor, said a still unidentified attacker shot dead Jerome Balaba, 15, at about 9 p.m. in front of the Manzano residence in Barangay Palumbe, where a debut party was being held.

Balaba allegedly confronted a motorist, who just arrived at the birthday

bash, for wearing a facemask and acting suspiciously, Supiter said.

The confrontation angered the assailant who pulled a .45-caliber pistol and opened fire on Balaba, killing him instantly.

Supiter said the gunman also pulled a fragmentation

grenade and tossed it at the front yard of the Manzano residence where party guests also gathered.

He said all the injured victims were guests at the debut party of a certain Erica Bumatay.

AFP says over 4K Reds surrendered in 3 months

A total of 4,356 New People’s Army (NPA) regular members and their supporters have surrendered to government forces nationwide from Jan. 1 to March 15 this year.

“The figure is composed of 626 NPA regulars and Sangay sa Partido Lokal (SPL) or local party members and 3,730 Militia ng Bayan (MB), Underground Mass Organization (UGMO) members and mass supporters. Majority of surrenders happened in eastern Mindanao particularly in the regions of Davao and CARAGA totaling 97 percent or 4,194,” Armed Forces of the Philippines (AFP) public affairs office chief Lt. Pantawid Pamilyang Pilipino Program or 4Ps is an anti-poverty program that was designed to attend to the schooling or educational needs of children and youth who belong to most marginalized families or households in the country. This program is highlighted by the provision of conditional cash grants to parent-beneficiaries to provide for the schooling and nutritional needs of their children. The ultimate goal of the program is not actually the distribution of cash grants but the improvement of the educational, health and nutritional status of poor children.

4Ps is widely implemented across the country and it gained multitudes of beneficiaries or members who were all belong to poverty-stricken families or households. Children

who belong to these poor families are also made most vulnerable to educational marginalization, meaning deprivation of schooling opportunities. This is because financial inadequacies and economic problems and scarcities faced by poor families typically hinder the poor children from going to school or receiving sufficient educational services.

But with the advent of 4Ps, at least some form of financial or economic alleviation is offered to poor children for them to sustain their schooling.

The conditional cash grant offered by 4Ps is somehow a considerable contribution and assistance for these poor households to provide for the educational and nutritional needs of these children. Truly, with the services of 4Ps, education is made accessible even for the poorest of the poor children or learners.

Filipina assumes top UN post in Cambodia

THE Department of Foreign Affairs on We d n e s day announced that Filipina Pauline Tamesis, has assumed the highest ranking post in the United Nations system in Cambodia.

As UN Resident Coordinator, Tamesis will oversee the UN family of more than 20 specialized agencies, as well as affiliated programmes and funds, in Cambodia.

At a welcome dinner hosted by the Philippine Embassy in Phnom Penh, Ambassador to Cambodia Christopher Montero expressed pride and honor on her assumption.

Montero cited that “the appointment of Tamesis as UN Resident Coordinator in Cambodia is a source of pride for the Philippines and the Filipino community in Cambodia.”

“I am confident that she will be able to discharge her important duties with the same professionalism and excellence that Filipinos are known for,” he added.

How to be a good fighter

THINK a minute.

A few years ago Mike Tys on fought Evander Holyfied for the world heavyweight championship title. During the fight, Tyson got so angry he actually bit off a part of Holyfield’s ear! Most of us know that it takes a much stronger man to control his own anger than to let it control him.

Many homes are not happy because the husband and wife haven’t learned to control their anger and fight by the rules.

Of course, I don’t mean fist fighting, but rather arguing with words. There are 5 simple guidelines for fighting that would make a big difference in many

marriages and homes.

The 1st one is smart timing. If you are still angry, then it’s usually better to wait until both of you are in a better mood. “Take time out before you take it out on each other!” As one lady who‘d been married over 35 years said: “I’ve learned never to tell my husband bad news on an empty stomach!”

The 2nd guideline is to allow the other person the right to say, “I’m angry.” Let them tell you how they feel. If we don’t let others express their anger in a healthy way, then it will continue to build up until we finally blow up!

Who’s afraid of the International Criminal Court?

NAAWAN, Misamis Oriental--If the President really believes that his war on drugs is above board, he should sustain his February 2018 declaration welcoming an ICC investigation come what may.

Anyway, as President of the Republic, he is entitled to the ser vices of legal luminaries now in the government in the persons of Justice Secretary Aguirre, legal adviser Atty. Panelo, and Solicitor General Frank Calida to defend him. Add impeachment expert Atty.

Gadon to the team and you will have a formidable four-star defense battery.

The defense may play hard the argument that the war on drugs is a social and moral imperative to protect and secure the nation from the various evil spawns of illegal drugs, that is,

criminality in all forms that are weakening the bond of family and society and thus undermine the very foundation of the nation.

The war on drugs is about national security.

To secure the nation, it becomes a necessity to eliminate all its worse enemies, like those all involved in the commerce of illegal drugs.

This has to begin big with the hopeless drug users and addicts because they are easy to locate and identify.

Moreover, they have no means to fight back.

Anyway, if there are no drug users, there will be no pushers and there will be no drug lords.

This has been the argument for the war on drugs that has bewitched many and endeared Duterte to the people.

Indeed, no matter how inexhaustible the supply of illegal drugs and the component materials in producing shabu (meth-

amphetamine) from the country’s new friendliest ally, China, it is of no moment if all drug users are continually wasted.

To withdraw from the international body this time that he is an object of an investigation does not bode well for the toughtalking, hard-hitting crime-buster.

It looks so self-serving – a way out purely to save his own skin. Why would he be worried with the current moves of the ICC? After all, The ICC won’t even be able to serve him an arrest warrant because no one will ever receive it.

The President can easily retreat to Davao where no one will dare touch him even with a ten-foot pole.

Or, he can easily hole up in Camp Crame or Fort Bonifacio surrounded and secured by loyal and grateful state security forces.

And if tried and convicted in absentia, the grateful Philippine National Police and the military would not

dare arrest their doting Commander-in-Chief.

An external force should not dare bring our beloved President out of the country, otherwise there would be war. Thus, President Digong will never be meted any penalty and will remain scot-free, laughing at the whole world to his heart’s content.

So, who is afraid of the International Criminal Court?

We owe it, however, to the next generations to maintain our membership with the ICC. The withdrawal from the world justice tribunal puts to tatters and shreds the country’s safety nets from abusive more criminally minded future leaders than what it currently has.

Holcim PH, DCACI inks cement supply deal to support Mindanao development

Building solutions provider Holcim Philippines, Inc. has sealed an agreement to supply the cement requirements of a leading group of builders in Mindanao in 2018 to support the sustained development of the region.

Holcim Phi lippines will provide up to 320,000 metric tons of cement to the Davao Constructors Association Center, Inc. (DCACI), composed of 179 general contractor and builder companies operating in southern Mindanao. The company provided 220,000 metric tons of cement to the group last year.

Through the program, DCACI members can purchase cement at a discount from Holcim’s Davao plant or its designated warehouses in southern Mindanao.

DCACI President Michael Te thanked Holcim Philippines for the sustained partnership, and commended the company’s responsiveness to its members’ needs for pricing support, fast and efficient services, quality products and safe and secure deliveries.

Holcim Phi lippines President and CEO Sapna Sood said the program demonstrates the company’s support for DCACI as it takes on projects in line with the national government’s infrastructure push in the region.

“We are proud to be a partner of DCACI in the development of Mindanao.

Through this program, we are able to give DCACI the proper support to help its members build better with certainty the essential structures for the region,” added Sood.

The Department of Public Works and Highways received a budget Php 640 billion this year, a 40% increase from 2017 as part of the government’s commitment to upgrade the country’s infrastructure.

Duterte backs 6-month Boracay closure

MANILA -- The rehabilitation efforts aimed at bringing back the pristine waters of Boracay island will take about six months, an inter-agency task force official informed President Rodrigo Duterte.

During a League of Municipalities of the Philippines (LMP) event, Duterte said he was informed by Department of Interior and Local Government (DILG) officer-in-charge Eduardo Ano that it would “take a little bit longer” to finish the

rehabilitation of Boracay.

“He (Ano) told me it will take about something like six months. I told him “then do it,” Duterte said in his speech during the LMP General Assembly at the Manila Hotel on Tuesday night.

Duterte said he directed Ano to “just make the recommendation” where the Chief Executive will base his decision on the proposed Boracay shutdown to pave the way for the rehabilitation works.

“I told him, General, you are there, I place you there,

whatever is your decision I will support you,” Duterte said, recalling his Monday night’s conversation with the inter-agency task force chief.

Duterte had earlier warned to charge noncooperative local officials and appealed to the courts not to issue a temporary restraining order (TRO) so as not to exacerbate the problems in Boracay.

Presidential Spokesperson Harry Roque Jr. assured on Monday that the President would be fair in his decision based on the

task force’s recommendations.

Roque said whatever the decision of the President, “it would be for the welfare of Boracay”.

The inter-agency task force has recommended a total closure of the resort island but Roque clarified that the shutdown will not be permanent.

Duterte had described Boracay as a “cesspool” due to sewage and garbage problem destroying the island’s ecosystem and endangering the health of visitors. (PNA)

PCSO releases P797.6-M medical aid in February

MANILA -- The Philippine Charity Sweepstakes Office (PCSO), through its Charity Assistance Department (CAD), has spent PHP797.6 million for the Individual Medical Assistance Program (IMAP) in February.

In a statement Wednesday, PCSO General Manager Alexander Balutan said the PCSO head office alone released PHP450.1 million for 13,299 cases while, the branch offices released PHP347.5 million for 28,272 cases.

Compared to same month of last year, the IMAP allocation of PCSO head office rose by 25.8 percent from PHP357.7 million to PHP450.1 million, serving from 10,533 cases to 13,299 cases.

As for the branch offices, it rose by 30.89 percent from PHP265.5 million to PHP347.5 million, serving from 21,833 cases to 28,201 cases this year.

Teachers are willing to implement the integration of technology but “the problem was that many teachers were either infrequent users or they didn’t know how to use them”. Compounding this problem is the need for infrequent teacher users to have structured opportunities to develop and practice technology skills. The challenges facing teachers in their initiative are vast and complicated and affect them on a personal and professional level. Teachers are expected to develop their technological skills

and knowledge and use computers their classrooms.

Pedagogical issues challenge teachers’ approaches to teaching and learning and impacts traditional classroom practices.

Based on experienced, most teachers need additional year of experience using technology to become competent users of computers in classrooms. Teachers need up to one year solid experience in using computers to become proficient at integrating them computers in the curriculum. Comments by teachers “overwhelmingly expressed a need for teacher training on basic computer skills” Teacher training should not be limited to teachers who teach computer. This

need for teacher training is explained by the fact that most of the experienced teachers received little training in their formal education. It could also be a reflection of the need to update teachers’ knowledge in the world of fast moving technology of communication.

The training of all teachers on the educational use of computers gains special importance when considering integrating the computer into regular curriculum.

Teachers nowadays must have a one’s own hands-on exp er ience which will be useful then since technology keeps evolving from time to time.

He also emphasized the enhancement of domestic policies, with new regulations adopted to ensure competitiveness of businesses and industries.

Secretary Lopez also cited the recently issued tax law (TRAIN), where individuals are expected to have bigger take-home pay. With its implementation, it is expected to build a wider consumer base with higher buying capacity leading to greater opportunities for businesses.

Secretary Lopez reiterated that the Philippines is open for business, with DTI’s core

task of bringing more jobgenerating opportunities for all Filipinos.

During the event, APBC President Ed Alcordo expressed APBC’s gratitude for the Philippine government’s commitment in strengthening bilateral ties between Australia and the Philippines where foreign and economic relations have grown through 70 years of friendship, with a comprehensive partnership agreement signed in 2015.

At the end of the welcome reception, a meeting attended by Secretary Lopez, DFA Secretary Cayetano and AUSTAL CEO David Singleton was held. Mr. Singleton shared AUSTAL’s shipyard

operations in Cebu and its plan to expand its operations in the Philippines. AUSTAL makes fast, lightweight aluminum boats for civilian and military use. Davao City Mayor Sara Duterte shared her views this morning (March 21) on responsible parenthood and family planning, as the guest speaker of today’s Women’s Day organized by Davao del Norte Provincial Council of Women.

She shared this campaign as a strategy she had discussed with Davao City department heads to address poverty and to improve lives of Dabawenyo families.

ALS Maps 3 Barangays in Salay, Misamis Oriental

The DepEd Literacy Coordinating Council (LCC) describes illiteracy as a condition where numbers of a village inhabitants have little and/ or no knowledge in terms of the basic literacy skills such as reading, writing, numeracy and comprehension.

Sometime May 2009, it was reported that three barangays in Salay led the list of the country’s Top 30 “illiterate” villages namely Matampa, Alipuaton and Bunal. Barangay Matampa had the lowest Basic Literacy Rate (BLR) of 30.4 percent followed

by Alipuaton and Bunal with 32.9 percent and 44.8 percent, respectively.

As a response of Department of Education (DepEd), Misamis Oriental Division, a literacy mapping was conducted from August 2-4, 2017.

At least 50 ALS Implementers worked out the

activity with the two Education Program Specialists II in Alternative Learning System (ALS,) Mr. Andrian F. Tecson and Ms. Cheryl D. Ubalde. The team was grouped into three. Barangay Matampa group was spearheaded by Mrs. Zosima De Leon, District ALS Coordinator of Salay District while Mrs. Aselita B. Elarmo, ALS Mobile Teacher of Lagonglong and Mrs. Maria Celeste B. Salon, ALS Mobile Teacher in Salay acted as team leaderS for Barangay Bunal and Alipuaton, respectively.

To date, the said three villages were continuously served by the Alternative Learning System in Salay District. From the records of the ALS Salay District, Barangay Matampa was served for 8 years, while Barangay Alipuaton and Bunal were served for four and three years, respectively.

WHAT ARE THE ATTRIBUTES OF A SCHOOL REGISTRAR?

Keys to Classroom Management important jobs is managing the classroom effectively.

Of all the variables, classroom management has the largest effect on student achievement. This makes intuitive sense-students cannot learn in a chaotic, poorly managed classroom.

It is very important that there is a balance between teacher actions that provide clear consequences for unacceptable behavior and teacher actions that recognize and reward acceptable behavior.

Research has shown that the quality of teacher-student relationships is the keystone for all other aspects of classroom management.

Further, research has shown that teachers who had highquality relationships with their students had fewer discipline problems and rule violations than those who did not have high-quality relationships.

What are the characteristics of effective teacherstudent relationships? Let’s first consider what they are not. Effective teacherstudent relationships have nothing to do with the

teacher’s personality or even with whether the students view the teacher as a friend.

Past res earch has stressed the importance of establishing rules and procedures for general classroom behavior, group work, seat work, transitions and interruptions, use of materials and equipment, and beginning and ending the period or the day. Ideally, the class should establish these rules and procedures through discussion and mutual consent by teacher and students.

PCSO ASAP (At Source and Processing) Desks is a point of access to IMAP established through a partnership between the agency and hospitals that directly provide various health interventions to patients.

ASAP Desk is being manned by a hospital/health facility social worker employed but was trained

by PCSO. The social worker evaluates, acknowledge the application, and do the profiling of patients to establish his/her socio-economic condition and classification.

Once the data has been established, the social worker emails

them to PCSO. His/her job is only limited to appreciating the information he/she’s been given and determine the amount to release.

Once approved, it will be transmitted. The hospital will then credit the amount to the patient’s hospital bills or medicines.

However, the amount of assistance being approved depends on the social status of the applicant or patient classification based on PCSO classification. For example, if a patient belongs to Class A, he will only get 50 percent assistance based on net/case rate. If he belongs to Class F, he may get 100 percent.

This year, PCSO has allocated PHP3.6 billion for ASAP Desk. At present, there are 57 PCSO ASAP Desks in partner hospitals and

facilities all over the country.

Apart from the IMAP, patients can also avail of the Endowment Fund from the hospital.

Endowment fund is a direct financial assistance being given to the hospital to help them address the financial obligations of patients admitted in the charity ward of that hospital.

The fund is based on the hospital’s classification, which is determined by the Department of Health. Level 3 hospitals have PHP5 million allocation, Level 2 gets PHP3 million, and Level 1 gets PHP1 million.

This fund, however, is limited to government hospitals only, both Department of Health retained and devolved hospitals of local government units.

When it comes to classroom management, he revisits their framework as Panay-Bukidnon IPs. Instead of getting mad at disobedient or unruly students, he reminds them of the values their elders or parents have taught at home, which include respect for persons in authority or teachers.

Meanwhile, Insilada clarified that culture-based teaching is not against technology. As an educator, he also knows the importance of adapting to modernization.

However, he encourages his co-educators to make do with available resources.

To him, complaining and looking for the things the school lacks is a big waste of time.

“Even if we’re using culture-based teaching, we also know the importance of adapting to modernization. Pero kasi ginagamit lang namin kung anong available. Hindi na kami naghahanap ng kung anong wala, time is wasted (Even if we’re using culture-based teaching, we also know the importance of adapting to modernization. But we only use what is available. We don’t look for anything that’s not there, time is wasted,” Insilada said.

He shared that he also encourages his students to use cellphones and the internet but with emphasis on not abusing their use.

Champion of the IPs Insilada recalled he felt inferior growing up because

Moreover, he encourages his students to be achievers to avoid the pains of social exclusion.

“I tell them na ayusin nila ang pag-aaral nila. Sinasabi nilang mahirap sila pero sinasabi ko education is an equalizer, you will be empowered if you’re educated. ‘Di lang ‘yun I urge them to be achievers, since we’re IPs some people will exclude us but if we are talented and very special, people will have to include us. (I tell them to study well. They say they are poor but I tell them education is an equalizer.

Insilada said the poor and the indigent students have a special place in his heart. This why his eyes are focused on helping them improve their present conditions through education, despite the many challenges coming his way.

Mai-inspire ka sa kanila na lumalakad ng dalawang oras. Yun pa lang, mai-inspire ka to give the best you can. Nandoon sila to endure, to persevere in spite of kahirapan (What will happen if no one would stand up for them, would really try his or her best, and a teacher who will be an inspiration to go on despite the challenges. You will be inspired by them who walk two hours to school. That alone will inspire you to do the best you can. They are there to endure, to persevere in spite of poverty),” Insilada said.

Believing that teachers should be problem solvers and not whiners, Insilada also gives money to some students who are below the poverty line.

But I always choose to be positive. I no longer think that I’ll be lacking because as a teacher I should be a problem solver),” Insilada said.

One of the best teachers in the world Insilada’s culture-based education and genuine love for his community, especially the Panay Bukidnon IPs, landed him one of the top ten spots in the Global Teacher Prize award of The Varkey Foundation.

Together with the other teacher candidates from Turkey, South Africa, Colombia, United States, Brazil, Koen Timmers from Belgium, Australia, United Kingdom, and Norway, Insilada has the chance to win USD1 million.

The awarding for the Global Teacher Prize 2018 in Dubai is on Sunday, March 18.

“I will build a museum that will showcase the Panay Bukidnon culture, as well as support local performances and train teachers,” said Insilada when asked about his plans with the prize money if he wins the tilt.

Insilada has won the Carlos Palanca award multiple times for his Hiligaynon short stories. He received the 2017 Princess Maha Chakri Award, and was one of the 2014 Metrobank Foundation Outstanding Teachers.

He was also a national awardee for “The Many Faces of the Teacher” of the Bato Balani Foundation, Inc. in 2013. philippine news agency
