DTI-10 targets 15 additional Negosyo Centers for NorMin in 2018

Northern Mindanao will have 15 additional Negosyo Centers (NCs) this year through the Department of Trade and Industr y in Region 10 (DTI-10). DTI Bukidnon is set to launch five (5) NCs, DTI- Lanao del Norte targets four (4) NCs, while both Misamis Occidental and Misamis Oriental are to establish three (3) more NCs each before 2018 ends. There are already 805 NCs nationwide. With only 28 NCs maintained in the region in 2016, DTI-10 managed to launch 26 NCs last year. Today, 54 operating NCs serve Micro, Small and Medium Enterprises (MSMEs) all over the region. Republic Act No. 10644 or the “Go Negosyo Act”, signed into law by former President Benigno S. Aquino III, pushed the establishment and the continuous development of the NCs. This act seeks to create more employment opportunities by strengthening the capability and

knowledge of MSMEs. The services under these centers are not limited to training provision. MSMEs can get business registration assistance, business information and advocacy, business advisory, and business evaluation. They can also avail of services such as technology transfers, marketing assistance, among others. Just recently, the Department of Information and Communication Technology (DICT) and the DTI inked an agreement that will provide free internet and online learning in selected Negosyo Centers nationwide. To aide this movement, NCs nationwide are set to strengthen digital literacy through e-commerce and website development for MSMEs. Aside from this, 43,189 clients were assisted in 2017 through the region’s 54 NCs. Through these centers, a total of Php 41.8M worth of micro loans were released to 98 MSMEs through Financial Institutions (FIs)

Interviews from topnotches in some National examinations when asked what preparations they made before the exams, they simply say “read, read and read”. Findings and recommendations from curriculum planners show that, one factor among many issues why pupils have difficulty

Information asymmetry in the political strategies INFORMATION asymmetry is the condition in which there is a gap between the top leaders and the people. The top people have more strategic information compared to the laymen. In a national scale, the policies tend to be based on the power-based solution than on the values-based solution. At best, they can only reach up to the interestbased. Yet, strategic policies can be the key success in changing the nation. In political dimension, strategic policies are made by the top leaders, the national leaders. They have the power. And, the most dangerous one is when they have absolute power. This is the condition creating

information asymmetry in the country. When the national problem is being solved the political consideration dominates the solution and decision. The national problems can deal with the national poverty, national education and the human resources, and other national aspects. All the national budget used for making the policies and executing the programs are stipulated based on the power-based. The political parties that dominate will have more power urging their big-interest to be executed. Their cronies will benefit the policies and the outputs. The people, who are the laymen will never know

exactly whether the output of the policy execution can make them get the benefits. Strategically, such condition is the phenomenon in political strategies in any country. The problem solution is based on the power and at best based on their big interests. There is a good strategy if it is implemented for the whole nation. The political policies which are valuesbased will lead to the better improvement of the people. It needs openness. This openness is started by the top leaders, the national leaders. Values-based problem solution is very effective for making the changes of highly political environ-

ment. The national strategy can be formulated through the national constitution or at least the highest source of lawful regulations. Through these regulations—based on the law-- all the policies underneath should be embedded, and compulsory. All these regulations are designed by the top people in any government in any country. It is time to cut clean: did other SC justices fail to file SALNs, too? LIFE’S INSPIRATIONS: “… Likewise, every good tree bears good fruit, but a bad tree bears bad fruit…” (Jesus, our God and Savior, in Matthew 7:17, the Holy Bible). -oooMAKATAO? OR FOR PURELY PERSONAL INTERESTS ALONE? I have to concede that the objective in the putting up of MAKATAO (Mambabatas Para sa Karapatang Pantao, or, loosely, lawmakers for human rights) is quite noble. With repeated human rights violations nowadays of many of our countrymen, whether in the public or private sectors, there is really a need for an organization like this. The question, however, is, will MAKATAO also scrutinize human rights violations committed by their fellow lawmakers? Will MAKATAO look into the human rights violations attributed to the govern-

ments of former presidents Noynoy Aquino and his mother, Cory Aquino? Or, will MAKATAO only focus on alleged human rights violations by the Duterte government? We do know that here in the Philippines, there is a penchant for putting up organizations with varying aspirations, but there would be no denying the fact that the underlying desire by those who organize them is to advance personal, family, and political interests alone. Because of this, I pose a challenge to MAKATAO: launch an honest-to-goodness investigation on abuses and human rights violations by your own colleagues, particularly the abuse of pork barrel funds. Would this be okay, Albay Rep. Edcel Lagman? -oooEVERYONE SHOULD NOW COME CLEAR: DID OTHER JUSTICES FAIL TO

SUBMIT THEIR SALNs, TOO? Uh oh... this reminds every person of this Biblical story about sinning: “... But Jesus bent down and started to write on the ground with his finger. If the claim of Chief Justice Maria Lourdes Aranal Sereno that there are other justices who have not submitted their SALNs (or Statement of Assets, Liabilities and Networth) is true, and I suppose it should be true otherwise Sereno would not be raising it against her colleagues, what then should be done? If Sereno can be removed from office because she failed to submit her complete SALNs when she was appointed justice of the Supreme Court, what

then can we say of the justices she has fingered for the same “violation”? I guess everyone owes it, first to God, then to the Filipino people, then to the Judiciary as a whole, to come forward and clear themselves of Sereno’s charge. Someone said: “Death is the worst part of life!” A famous entertainer once said: “I’m not afraid to die, I just don’t want to be there when it happens!” Unfortunately, when it’s our time to die we don’t have any choice but to be there! Death is a fact of life that none of us can escape! Sooner or later, every one of us is going to stand alone and look death in the face! Don’t forget, the statistics and chances of death are 100%, it never fails: one out of every one people die! No one has ever gotten out of it alive! It doesn’t matter how

rich, powerful, strong, or healthy we are—we’re all going to die! It may be a few more years or next week. So are you ready now? But almost worse than the fact of death is the fear of death. In the back of our minds we know that every day we’re getting closer and closer to the day we die. But is our death the end of us? Does death have the last word? Does it destroy our plans for living and take away all our hope? The answer’s quite simple: it depends on how and who you’re living for. When it comes to death, Jesus Christ has been there and done that. He walked

right into the grave and jaws of death…and came right back out alive! Jesus Christ, not death, is the One Who has the last word. He’s the only person in history who could do it—for one simple reason: He’s God Himself. So we never again have to fear death! You see, if you’re living His way every day in a personal relationship with Him, Jesus said He’s going to lead you safely through death into eternal life with Him. Fraudulent pension claims cost GSIS P1.6b

Fraudulent collections of pensions has cost state pension fund Government Service Insurance System (GSIS) about PHP1.6 billion, thus, the implementation of a three-month revalidation for pensioners 79 years old and below to update the list. In a briefing Tuesday, GSIS President and General Manager Clint Aranas said it was found out that about

48,843 pensioners still receive pensions even if they have already died. He, thus, called on pensioners to avail of the Annual Pensioners’ Information Revalidation (APIR) and appear on the various GSIS offices, use the GSIS Wireless Automated Processing System (GWAPS) or take advantage of the caravans set from March 23

to June 30, 2018 nationwide to activate their status and continue receiving pensions. Pensioners who are totally disabled, those who are 80 years old and above, those with medical condition but have legal guardians who are not survivorship pensioners are excluded to appear for revalidation and may instead request for home visitation from GSIS.

Communities in Marawi City and outlying municipalities in the Provinces of Lanao del Sur and Maguindanao have started on the road to recovery following the destruction left by the Marawi crisis that lasted from May to October 2017. The conflict has taken a heavy toll on rural livelihoods and industries, as well as the food supply and agribusiness value chain on which smallholders depend for their daily subsistence. While humanitarian relief continues, the Food and Agriculture Organization (FAO) of the United Nations, with support from the Government of the Kingdom of Belgium, has been delivering assistance to help returning and displaced farmers to reestablish their livelihoods and food security. With a USD500 000 (Php25 million) contribution from the Government of the Kingdom of Belgium through the FAO-SFERA (Special Fund for Emergency and Rehabilitation Activities), FAO is distributing rice, corn and vegetable seeds, fertilizer, farming tools and broiler chicken production packages to 4 949 farming families in Marawi, Lanao del Sur and Maguindanao. Solons push for insurance coverage of industries for risks from terrorism

House members on Tuesday expressed support for a proposal to ensure the continued financial capacity of insurers to provide industries with coverage for risks from terrorism. The lawmakers backed the proposal embodied in House Bill 817, principally authored by Rep. Rodel Batocabe, which aims to allow the national government to help insurers cover losses in the event of a terrorist attack under certain conditions, and impose assessments on the insurance industry to recover all or a portion of the insurance payments. The bill was filed amid the reality that many businesses are not able to purchase insurance protection against future terrorist attacks. This situation is a serious threat to industries where lenders and investors required terrorism protection for their investments. Real estate, transportation,

construction, energy, and utility sectors of the economy are vulnerable, creating broader threats to the national economy, the bill states. During the hearing presided by committee chairman Rep. Ben Evardone, Rep. Alfredo Garbin, Jr. expressed concern over the refusal of insurers to cover acts of terrorism in insurance contracts. He said this policy is i mpl e me nte d t h rou g h non-insurance coverage of construction companies operating in rebel-infested areas in the country. It has something to do with the kind of instruction being given to them and certainly the competence of the teachers in the language being taught. The administration of the English Proficiency Test (EPT) to teachers applying in the Department of Education (DepEd) is basically a commendable move for it would measure the level of English proficiency of each of the teacher applicant who would soon take an important part in helping carryout the mission and vision of the Department of Education.

Davao water utlity asked to stop underground drilling

DAVAO CITY--The Davao City Council’s committee on environment and natural resources has called on the Davao City Water District (DCWD) to stop its underground drilling operations because it might affect the city aquifer. Councilor Diosdado Mahipus Sr., the committee chairman, said the water level of the city’s aquifer “is fast depleting” and that tapping other sources would be a more viable alternative. “It is high time for the bulk water supplier to utilize surface water,” Mahipus said during Tuesday’s City Council session. He said more than 3 million gallons of fresh water from the city’s springs, watersheds and other surface sources remain untappped. Meanwhile, Councilor Pilar Baraga also asked Mahipus’s committee to act on the concern of Interface Development Interventions (IDIS). Braga said in her privilege speech that there is a need to ensure the Water Re-

In response to the DepEd Order No. 37 s.2017 re: Department of Education Drug-Free Workplace Policy, the Division of Misamis Oriental conducted an orientation to all the Division Office Personnel held on March 13 and 14, 2018 in Demiren Hotel, Cagayan de Oro City with a total number of four hundred one (401) participants coming from the different sections of the division. The said activity aims to discuss the legalities, guidelines and procedures on the conduct of authorized drug test for officials and employees including teaching and

non-teaching personnel of the Department. It is noted that drug abuse is a complex and multifaceted psycho-social problem with far-reaching adverse effects. Evidence shows that drug abuse can affect not only the individual and his or her family, but also his or her workplace and community. It can impair job performance, cause medical and social problems, result in costly rehabilitation and even threaten public safety. Drug testing shall be a requirement for initial entry to the Department for appointive public officials and employees. Any applicant

found positive for drug use shall be denied entry to government service. Drug Test Certificates issued by accredited drug testing centers shall be included in the employment records of the officer or employee in the custody of the Personnel Division. Davao City excludes rebels, law offenders from aid program DAVAO CITY--Davao City Mayor Sara Duterte-Carpio has streamlined the local government’s “Lingap Para sa Mahirap” Program to exclude members of the New People’s Army (NPA) and law offenders in the list of qualified residents who can avail assistance. This was announced Tuesday by City Chief Information Officer Jefry Tupas, who said the amendment in the program rules is meant to ensure that the assistance can reach deserving and qualified residents. Lingap para sa Mahirap is a city government program that provides health assistance to Davao residents including a hospital financial assistance, funeral/ burial assistance and pharmaceutical assistance. Under Executive Order No 7, Tupas said members of the NPA and individuals who are injured for committing crimes would no longer get assistance. Lingap was institutionalized in 2001 as a city government program under then-Mayor now President Rodrigo Duterte, providing wide-ranging health services to thousands of patients and covered the bills for funeral, ligation and vasectomy. On a daily basis, the City Social Services and Development Office (CSSDO), which is in-charge of the Lingap program, is servicing at least 150 to 200 indigents. The Department of Education mandates that education should be made accessible for all. Education for all denotes that everyone has the right to schooling and gifts of knowledge even those who belong to the most marginalized sectors in the community. These marginalized sectors include the indigeneous people. The remoteness of the tribal or indigeneous communities or settlements makes it too difficult for educational services and amenities to completely reach the IP learners. That is why IPs belong to those sectors who are most deprived

of educational benefits and privileges. This deprivation adversely causes worse educational marginalization or degradation among these IP learners. That is why in response to the objective of meeting the learning needs and addressing the educational problems of the IP learners, many public schools and learning institutions across the country employ programs that promote the education for the indigeneous individuals and learners. Advocacy and outreach programs and projects of schools typically prioritize IP learners as beneficiaries. Many schools conduct actual

visitation to IP communities not only to bring some forms of material amenities for these people but most of all to orient, remind and enlighten them about the noble objectives, importance, benefits and contributions of education in their lives. There are public schools that pursue the so-called “Adopt an IP Child Project’’ and other advocacy programs for IP learners. Through these programs and services, teachers, school leaders and other education entities are given the opportunities to contribute towards uplifting the educational status and lives of these indigeneous people and groups.

The general sentiment here (Davao City) was that they were happy and pleased and the processing was smooth, Abejuela said. Abejuela bared that DFA targets to process 4 million passports this year. In 2016, DFA issued 3.1 million passports and 3.6 million in 2017. Abejuela said the increasing demand for passport was noted starting in 2012. The Department of Education (DepEd), through the Bureau of Curriculum Development, launched the ALS - K to 12 Basic Education Curriculum to guarantee that Alternative Learning System (ALS) curriculum is aligned with the K to 12 Program. The ALS - K to 12 Basic Education Curriculum is expressed in content standards, performance standards, and learning competencies. It also defines the minimum competency standards for learners an alternative pathway of learning and certification parallel to the formal school system. DepEd Assistant Secretary for Public Affairs Service and ALS G.H. Ambat emphasized the significance to modify the previous ALS curriculum that would help dismiss concepts of difference between ALS graduates and graduates from the formal school system. “We are true to our mandate that no learner left behind. With this new curriculum, we hope that the ALS learners would have the same quality of education that would avail them of the four exits of K to 12: higher education, employment, entrepreneurship, or middle level skills development,” she
