MORO National Liberation Front (MNLF) founding chair Nur Misuari warned he will hang in public drug addicts and drug lords in the Autonomous Region in Muslim Mindanao (ARMM).

“We will support the government policy to get rid of all drugs. We will hang all those who are violating this, hang them in public if they are caught doing the violation flagrantly,” he told his followers at the 50th anniversary celebration of the MNLF at the Davao Crocodile Park on Sunday.

Philippine Drug Enforcement Agency director general Aaron Aquino said in a media interview on Feb. 19 that most of the barangays with non-functioning Barangay Anti-Drug Abuse Councils are in the ARMM. He said officials of barangays with inactive BADACs Members and supporters of the Moro National Liberation Front (MNLF) under founding chair Nur Misuari attend are most likely involved in drugs.

Socot alarmed over rising number of HIV-infected teens

GENERAL Santos City-Health officials in South Cotabato province have raised the alarm over the rising number of local teenagers who have been infected with the Human Immunodeficiency Virus (HIV), some of whom are even in the late stages of Acquired Immune Deficiency Syndrome (AIDS).

A total of eight high

school students in the province have tested positive for the deadly disease this year alone, based on the screening and confirmatory tests facilitated by the Integrated Provincial Health Office (IPHO).

Region 10 economic indicators show positive growths in 2017

CAGAYAN DE ORO CITY, March 15 --- The Northern Mindanao economy manages to perform well in 2017 as most of the region’s economic indicators showed improvements during the year, according to the National Economic and Development Authority (NEDA).

Engr. Cecilio Clarete, chief economic development specialist of NEDA-X, said in a media forum that both the region’s tax and customs bureaus reported increases in collections.

Tax collections was reported at P12.33 billion in 2017, up by 3.2% compared to the P11.9 billion collected in 2016. Customs receipts amounted to P13.9 billion in 2017, higher by 42 % compared with the 2016 customs take of P9.7 billion.

He said the improved performance of both collection bureaus was attributed to their relentless collection drive such as going after erring taxpayers and campaign to encourage stakeholders to properly declare their shipment and pay the right taxes.

Production increases were also noted in the agriculture sector. The rice crop showed it has recovered from the ill effects of El Nino as palay production increased by about 5%. The palay average yield also improved by 2.31%. On the average, the region produced 4.54 metric ton per hectare in 2017. Although there was increase in the production volume, the total value of

palay went down by 18% to only P11.596 billion because the average farm gate prices dropped by 22%, from P20.04 in 2016 to P15.56 in 2017.

Corn production also went up by 5% to P1,287,303 metric tons. Yellow corn, which constituted around 63% of the total corn production increased by 7%.

The value of corn production further went up, estimated at P15.05 billion, due to the increase in the volume and unit prices of both yellow and white corn varieties.

Other major crops, which include vegetables, rootcrops, fruits and industrial crops, also registered 23.3% growth in 2017. These crops all posted production increases during the year. The huge increase, about 55%, in sugarcane production influenced the favorable performance of industrial crops. Banana, which comprised 54% of the total fruit production, also grew by 3.52%.

Meanwhile, the Department of Trade and Industry in the region also monitored 79% growth in new investments from P18.59 billion in 2016 to P44.41 in 2017. Among the provinces, Bukidnon posted the highest increase in new investments.

The Securities and Exchange Commission, on the other hand, generated a total investment of P605.49 million, 89% higher compared to the SEC-monitored investment recorded in 2016.

ARMM celebrates Bangsamoro Week of Peace 2018 MARAWI CITY, Lanao del Sur, March 13 -- Officials and employees of the different line agencies and offices in the Autonomous Region in Muslim Mindanao (ARMM) kickedoff the celebration of this year’s Bangsamoro Week of Peace with a parade in Cotabato City, March 12.

With the theme “Hope and Solidarity in Struggle”, the celebration recognizes the Bangsamoro’s ongoing struggle for self-determination, which is driven by shared aspirations and strengthened by the diversity of its people.

Several activities in the different areas of region was also lined-up to raise awareness and consciousness on the Bangsamoro’s narrative. Tanaw (Historical Seminar and Workshop) in Quezon City and Valenzuela City (March 14); Medical Mission in Metro Manila (March 1415); Bangsamoro Women’s Summit in Cotabato City (March 17-18); and Moro Youth Camp in Corregidor Island (March 18).

Amir Mawallil, executive director of the Bureau of Public Information-ARMM, said these activities are geared towards educating the youth about the history and struggle of the Bangsamoro.

He said that Bangsamoro Week of Peace is about commemorating the 50th

year of Jabidah massacre.

Aside from the regular observance that ARMM would usually do on Corregidor Island, a Moro Youth Camp will be conducted on the island where 35 youth delegates from different areas of ARMM are to participate with a purpose of learning on the history of the Bangsamoro struggle and to share with them the essence of remembering the Jabidah Massacre.

DILG Camiguin facilitates planning workshop, policy review CAMIGUIN, March 19 -- To further assess and identify the internal and external factors that are supportive and unfavorable to achieving the objectives with the programs and projects of the Provincial Government of Camiguin, the Department of the Interior and Local Government (DILG) Camiguin Provincial Office conducted a one-day Strategic Planning Workshop and Policy Review at Ardent Spring in Mambajao.

Led by DILG Camiguin Provincial Director Rhona G. Pedraza-Abadilla, the activity identified strategic options using the (Strengths, Weaknesses, Opportunities and Threats) SWOT Analysis in determining the present state and desired future-ready of the local government unit; strengthening the positive points, indicating which point should

be improved, determining chances of growth, increasing the opportunities and reducing errors.

Camiguin Provincial Governor Maria Luisa D. Romualdo shared that with this undertaking, she hopes that the vision and objectives of the provincial government will be understood by all so that everyone will march with the same cadence towards one direction.

She believed that the output produced in the activity would help the provincial government in identifying the factors that will improve the efficiency of the province.

PH’s persistent gender gap Wednesday, March 21, 2018

The Philippines slips to the 10th rank in the latest Global Gender Gap Index by the World Economic Forum (WEF). It remains the most gender-equal nation, however, in Southeast Asia.

According to the WEF, this decline from 7th in 2016 in the country’s global ranking is due to its failure to address the gender wage gap in several local industries.

In a study, PIDS researchers Jose Ramon Albert

and Jana Flor Vizmanos confirmed this claim. They found that men remain better compensated in the areas of services, trade, and manufacturing, which are among the country’s major sources of growth. Such is the case despite the huge employment share of women in these sectors.

The story is worse in the case of persons with disabilities (PWDs). Comparing the economic activities of

men and women with disabilities, PIDS researchers Aubrey Tabuga and Christian Mina found that PWD women allot more work time to nonincome-generating jobs such as household duties and personal activities.

THE Bankers Association of the Philippines (BAP) reiterated its commitment in pursuing the Philippine banking roadmap during its annual membership meeting last March 19 where it elected new officers and directors for the term 20182019.

Launched in 2016, the BAP introduced the Philippine Banking Roadmap, with the support of the Bangko Sentral ng Pilipinas (BSP), in providing a more convenient and faster way of delivering banking services to its clients.

It also espoused the Government Securities Roadmap for a more costefficient trading of fixed income instruments and sustained regular dialogues with regulators for the liberalization of the foreign exchange market. THE Armed Forces of the Philippines (AFP) needs to recruit at least 500-600 new officers every year to take the place of officers who resign and retire from government military service.

Department of National Defense (DND) Secretary Delfin Lorenzana disclosed this to media at the sidelines of the Philippine Military Academy graduation events over the weekend.

The computer and the internet’s evolution these past few years have been staggeringly fast. A computer that used to fill an entire building in 1965 has about the same computing power as a modern-day cellphone. Most of the popular forms of media like TV, radio, and print are slowly being nudged from their pedestal by the internet. Everything seems to have changed drastically these couple of years, and this includes the K-12 education system.

All students these days know how to use a computer and the internet, and most of them are using social media networks to share their thoughts and to support each other.

Educators these days know how to harness the power of the internet and social

media to get in touch with their students, and hear their thoughts.

Basically the better the building’s condition, the better the students and their teachers perform. There was a survey done with different schools in the US as subjects, they sought to find out just how much of an impact a school building’s condition and facilities affect the students and teachers. Some results point out those better facilities led to less truancy, smoking, and substance abuse in the students. It was also determined that with better school buildings test scores rose up significantly.

And even the behavior of the teachers and how well they instruct their students seem to increase along with improvements in the school.

Students perform better when they have the opportunity to tell their teachers what things in the classroom needs improvement. Con-

trary to the old belief that students are too young to know what they need, K-12 education systems now give the students the opportunity to give pointers to their teachers on how they can better deliver their lessons so that the students can understand.

Educators are not looking at their class as a collective; they see them as different individuals with different needs, which is why some students lag behind the others when it comes to the lectures. Educators can help these students keep up by giving them personalized attention.

These are just some of the recent trends in the K-12 education system.

These are promising signs that show the educational system in the country is improving and no longer stagnant.

-oooI F S E R E N O’ S I M PEACHMENT REACHES THE SENATE, IT WOULD BE AN ADMISSION THAT HER APPOINTMENT AS CJ IS VALID: There is an important and interesting issue that is going to crop up if the entire House of Representatives will finally vote to approve the articles of impeachment that its Justice Committee has already come up with against Chief Justice Maria Lourdes Aranal Sereno.

This issue goes like this:

if the House plenary will give its approval to the articles of impeachment and send it to Senate for the required impeachment trial before senators, this will be a clear admission by the government that the appointment of Sereno as chief justice was, after all, legitimately and legally made.

This is because the 1987 Constitution says that only those who have been legally installed r are subject to impeachment. Because Sereno’s impeachment will already be forwarded to the Senate, that would be a recognition that she is an impeachable official, so that her appointment had no defect in the first place.

Under this eventuality, the quo warranto case that Solicitor General Jose Calida

filed against her with the Supreme Court---on the claim that Sereno was not legally appointed---will lose any factual or legal basis.

-oooSERENO CRITICS AND FOES MUST DO SOME SERIOUS THINKING AT THIS POINT: As I see it, this matter has to be thoroughly studied first by Sereno’s foes. For various scenarios come to mind once her case reaches the Senate. If the quo warranto case becomes useless precisely because the commencement of the impeachment trial by our senators would constitute an admission of the validity of her appointment, Sereno’s critics and foes will have nothing but the impeachment trial as their last card against her.

peachment, however, is that, the required number of votes from Senator-Judges may not reach the Constitutional quota to firm up the ouster by impeachment of the chief justice. If the Senate vote fails to meet the Constitutional requirement, she will not be impeached and, consequently, she will remain this country’s chief magistrate for the next 20 years or so.

And because the quo warranto case against her shall have lost its sting, no other remedy would be left for those who want her out.

Get hold of happiness

THINK a minute.

Have you heard of the new emotional sickness called Sudden Wealth Syndrome? It happens to people who suddenly become rich by winning a big lottery jackpot, inheriting a lot of money, or other quick ways. But then what these newly rich people often find out is that it doesn’t end up being the happy dream they expected.

They soon discover what many other rich people already know: money can’t buy happiness that lasts.

But that’s just our problem: we think that happiness is something out there that we have to find and get, like money, a position of respect and power, or

physical pleasure and fun experiences.

We think we’ll finally be happy after we get out of school or when we get married. But then even when we do finally get it, we find out it doesn’t last and make us happy for the rest of our lives like we expected.

So how do we get hold of happiness that lasts for a lifetime?

Well, the first big step is we must admit that we’re not totally happy and we need help. But that’s hard for us strong, independent human beings to do!

We’re like the man who came home drunk one night. As his wife helped him into bed she asked him

if he wanted her to pray for him. He nodded yes.

So she began: “Dear Lord, I pray for my husband who lies here drunk.” But her husband suddenly interrupted her and said: “Don’t tell Him I’m DRUNK! Just say that I’m…SICK!” In our own heart and conscience we all know that we’ve done things wrong and failed to live the way we know we should. The Bangsamoro struggle will continue until the objective is finally achieved

Reflecting on the 50 years of the Jabidah Massacre and the series of massacres since the late 1960’s against the innocent Bangsamoro people, culminating in the revival of the struggle of the Bangsamoro people for self-determination, we are confident that despite the many challenges we are facing, the Bangsamoro struggle will continue until the objective is finally achieved.

Yes, it is true that after more than 50 years, there is no conclusive result achieved. However, as the late MILF Chairman Shiekh Salamat Hashim has always been emphasizing, the leadership of the Bangsamoro Struggle has

successfully planted the seed of the struggle and therefore the struggle will continue until the objective is finally achieved.

Today, we do not only say the seeds are planted but the Bangsamoro struggle already bears fruits.

The Political Agreements from the 1976 Tripoli Agreement to the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro(CAB), which are signed agreements between the Philippine Government and the Bangsamoro people represented by the organized fronts and witnessed by the international community are clear fruits of

the struggle which must be preserved and implemented.

Our generation may not be able to fully enjoy the fruits of the struggle.

However, we are confident that succeeding generations will continue to carry on the struggle until finally the objective is fully achieved.

Therefore, after the seed is planted, it grew and reached the stage of fruition, and undoubtedly it will continue to produce more and more seeds to be planted.

This is my personal perception of the current stage of the Bangsamoro struggle. We have not fully achieved our objective but the struggle, God willing, will survive and continue

Covering Jabidah Massacre commemoration circa 1988

ILIGAN City--Thirty years ago, when I was a newbie promdi journalist, I got invited to cover the commemoration of the Jabidah Massacre, that story of Moro fighters secretly trained, then massacred, on Corregidor Island in the Philippine government’s covert attempt to retake Sabah.

The Moro National Liberation Front (MNLF) also considers March 18 as its founding day.

At that time, I was already comfortably crisscrossing both Lanao provinces, sometimes alone, in search of news. I was young, just a few years off college, and single. I was with the Media Mindanao News Ser vice (MMNS) at that time, an alternative news agency, but also doing “tabo” (journalists’ lingo when one contributes stories to other agencies for extra income) for Manila Standard and Agence France-Presse.

The commemoration, I was told, would be somewhere up in the mountains of Lanao del Sur. A journey on bus, banca, and lots of walking in the mountains.

Exciting!

A memorable journey it turned out to be.

We needed someone who could speak the language.

That’s where a long-time college friend, Bong Ibrahim, came in handy. He was a student leader in the Mindanao State University’s (MSU) main campus in Marawi at the time when I was also wreaking havoc in MSU’s Iligan campus at the height of the protests against Marcos.

We took a bus, then jeepney, from Iligan to Karomatan (now called Sultan Naga Dimaporo)

in Lanao del Norte. Only a hundred kilometers away, but it was a long trip at that time, when most of the roads weren’t paved. Then in Karomatan we hired a fisherman so he could bring us to Malabang on his pump boat.

But the boat malfunctioned along the way. So the fisherman asked another fisherman to tow us back to Karomatan. Unfortunately, the boat was pulled backwards, so the propeller was rotating in reverse, thus loosening it. It fell and disappeared into the sea.

We stayed a few hours in a village somewhere between Karomatan and Malabang while the boatman was finding ways to fix the problem.

We reached Malabang maybe 9 o’clock in the evening, at the time when most of Lanao del Sur had no electricity. (The Lanao del Sur Electric Cooperative, we were told, owed the National Power Corporation millions of pesos).

The next day was the walk to the camp. We took a tricycle to somewhere, and then started the walk up the

mountain. The trek started at 4 p.m., and we reached the camp at midnight.

Somewhere along the way, Merpu got so tired, and asked the MNLF rebels if he could please ride a horse. They let him. Unfortunately, he fell off the horse. We told him this “news” will get to the farthest corners of Mindanao.

Hahaha!

Other than that, it was a very pleasant walk with several armed rebels with us, them showing us every now and then where the military detachments were.

Meranao villagers in nipa huts gladly offered us water.

The next day, there was a long program commemorating the Jabidah Massacre.

Members of the MNLF’s elite force, the National Security Command composed of Tausug warriors, performed drills for everyone to see.

Various speakers took turns on the makeshift stage, and there were chants of “Allahu Akbar!” and sporadic firing of the AK47 towards the sky, amidst the solar eclipse.

When it was time to send our stories, uh-oh, how do you do that up there in the mountains way back in 1988?

Those days, we either called our newspapers in Manila by collect long distance, or we sent our

stories via LBC or JRS. Mobile phones were unheard of. No emails, no fax machines. No telegrams in the mountains, too.

But Mer pu was the “roger roger tango tango whiskey whiskey” kind of guy, part of those radio clubs with VHF radio transceivers that was so in vogue in the ’80s. Icom, Kenwood, etc.

We scanned various frequencies, thanks to the MNLF’s antenna up high on a bamboo pole. We chanced upon two young girls with very nice voices chatting.

“Control, break control, break!” Merpu said, as how I remembered it (I never got into this expensive hobby).

“Control, sorry for interrupting.”

“Go ahead!” said one of the girls. Very nice of them to accommodate us. They were from Cotabato City, they said.

Then Merpu asked the girls if they could please transmit our stories via collect long distance telephone call to Manila? We were expecting a “no,” considering how weird a request that was, coming from strangers. But they said yes!

So we dictated our stories, word for word, over VHF radio to the girls.

SSS surpasses 2017 target revenue

MANILA – The state-run private pension fund Social Security System (SSS) surpassed its 2017 target revenue, with PHP200.5 billion in total earnings from members’ contributions, investments, and other income last year.

The agency’s unaudited financial performance showed its total revenues for the period January to December 2017 increased

by PHP26.04 billion from PHP174.46 billion in 2016 or 5.6 percent higher than the PHP189.79-billion target.

“We achieved good numbers in 2017 on the back of our intensified campaign to increase our collections. We are pleased that the efforts of the SSS management and employees paid off,” SSS President and Chief Executive Officer Emmanuel Dooc said in a statement.

Contribution collection, which comprised the bulk of the pension fund’s revenue for 2017 was at PHP159.72 billion, up 10.6 percent or PHP15.36 billion from the 2016 figure of PHP144.36 billion.

The remaining PHP40.78 billion in total revenues came from investments and other income, which soared 35.5 percent from PHP30.10 billion in 2016.

Similarly, the expenditures of the pension fund for the same period, which included benefit payments and operating expenses, jumped 26.5 percent to PHP180.2 billion from PHP142.46 billion in 2016.

Of the total expenditures, PHP170.68 billion were released for benefit payments, which climbed 28.4 percent from PHP132.98 billion in 2016.

Remote SoCot community gets own water system

POLOMOLOK, South Cotabato--Residents of Sitio Amguo in Barangay Landan here will no longer endure the grueling daily trek just to obtain clean water supply.

Sitio Amguo’s local government unveiled over the weekend a water system that will not only serve 84 poor tribal households but nearby farms as well.

Brian de Eyoy, project coordinator of the Provincial Planning and Development Office, said the Provincial Capitol spent about PHP2.9 million for the installation of the hydraulic ram pump.

The lack of potable water and scarce water resources around the community made life very difficult for

residents, mostly members of the B’laan tribe who depend on seasonal upland farming for their livelihood.

Village leader Pendro Pandita said the problem was compounded by the village’s isolated location, which hampered the delivery of basic government services.

De Eyoy said the project was among the priorities set this year under its spring development initiative for waterless communities.

He said the water system, a borrowed technology from the non-governmental Pasali Aid Foundation that assists marginalized communities, features a reservoir with an indigenous filtering system and has a capacity of 25 cubic feet.

It is attached to six impounding tanks or tap stands strategically installed in various areas of Amguo to provide water to the community’s clustered households, he said.

Citing Pasali’s assessment, he said the technology is ideal for the community as it can operate 24/7 with little supervision, has low maintenance and repair cost, and does not need fuel or electricity to operate.

De Eyoy said it would enable residents to save time, put an end to carrying heavy water jugs to and from the water source, improve their general health, and venture into possible vegetable growing and animal rearing.

Diesel prices up, kerosene to go down Tuesday

MANILA -- Diesel prices will go up on Tuesday (March 20, 2018), but kerosene prices will go down.

Oil companies said they would implement a forty centavos-per-liter increase for diesel, while some of them would roll back prices of kerosene by fifty-five centavos per liter effective

6 a.m. on Tuesday.

Jetti, Total, Petron, Seaoil, Phoenix Petroleum, Flying V and Shell will raise diesel prices.

But at the same time, a rollback for kerosene will be implemented by Petron, Seaoil, Shell and Flying V. No price adjustment would be implemented on gasoline, the oil firms said.

PCSO spends P797.6M for IMAP in February P hilippine C h a r i t y Sweepstakes Office (PCSO) through its Charity Assistance Department (CAD) has reported on Tuesday that the agency spent P797.6 million for the Individual Medical Assistance Program (IMAP) in February.

“Of the P797.6 million, PCSO Head Office released P450.1 million for 13,299 cases; while the Branch Offices released P347.5 million for 28,272 cases,” said PCSO General Manager Alexander Balutan.

Compared with February last year, the IMAP allocation of PCSO Head Office rose by 25.8 percent from P357.7 million to P450.1 million, serving from 10,533 cases to P13,299 cases.

As for the Branch Offices, it rose by 30.89 percent from P265.5 million to P347.5

million, serving from 21,833 cases to 28,201 cases this year.

Balutan reported that of all the cases received at the Head Office, hospitalization or confinement had the highest amount spent in February at P185.7 million for 4,766 cases, followed by chemotherapy at P129.5 million for 2,784 cases, and requests for medicines at P55.5 million for 3,140 cases.

As for the Branch Offices, hospitalization also had the highest amount spent at P173.23 million for 12,216 cases, followed by requests for medicines at P97.78 million with 9,460 cases, and laboratory/diagnostic procedures at P15.26 million with 2,688 cases.

“Our target for year 2018 is to open eight new branches more. If we accomplish this, we only need to build 10 more in the coming years and before 2022, we would have established a branch in 81 provinces,” said Balutan.

While hospitalization is the most requested assistance, dialysis cases are very alarming in the Branch Offices. From one case last year, dialysis rose to 915 cases in February this year amounting to P7.18 million.

Meanwhile, no transplant request was reported in the Branch Offices in February as compared with the 12 transplant requests last year.

When it comes requests per region, Region III has the most number of cases with 5,176 cases, followed

by Region IV-A with 4,573 cases, and Region VI with 2,976 cases.

The IMAP is a flagship program of PCSO under the CAD. It is designed to attend to the financial

needs of all individuals with health-related problems through the provision of financial assistance.

PCSO issues a guarantee letter to the hospital or partner health facility, which assume the obligation of a specific amount due from the client for the services rendered.

PCSO ASAP Desks is a point of access to IMAP established through a partnership between the agency and hospitals that directly provide various health interventions to patients.

ASAP Desk is being manned by a hospital/health facility social worker employed but was trained by PCSO. The social worker evaluates, acknowledge the application, and do the profiling of patients to establish his/her socio-economic condition and classification.

Once the data has been established, the social worker emails them to PCSO. His/her job is only limited to appreciating the information he/she’s been given and determine the amount to release.

Once approved, it will be transmitted. The hospital will then credit the amount

to the patient’s hospital bills or medicines.

However, the amount of assistance being approved depends on the social status of the applicant or patient classification based on PCSO classification. For example, if a patient belongs to Class A, he will only get 50 percent assistance based on net/case rate. If he belongs to Class F, he may get 100 percent.

This year, PCSO has allocated P3.6 billion for ASAP Desk. At present, there are 57 PCSO ASAP Desks in partner hospitals and facilities all over the country.

Apart from the IMAP,

patients can also avail of the Endowment Fund from the hospital.

Endowment Fund is a direct financial assistance being given to the hospital to help them address the financial obligations of patients admitted in the charity ward of that hospital.

The fund is based on the hospital’s classification, which is determined by the Department of Health (DOH). Level 3 hospitals have P5 million allocation, Level 2 gets P3 million, and Level 1 gets P1 million.

Leadership effects on student learning

Review of evidence suggests that successful leadership can play a highly significant and frequently underestimated role in improving student learning. Specifically, the available evidence about the size and nature of the effects of successful leadership on student learning justifies important claims.

Leadership is second only to classroom instruction among all schoolrelated factors that contribute to what students learn at school. While evidence about leadership effects on student learning can be confusing to interpret, much of the

existing research actually underestimates its effects.

The total (direct and indirect) effects of leadership on student learning account for about a quarter of total school effects. This evidence supports the present widespread interest in improving leadership as a key to the successful implementation of large-scale reform.

Leadership effects are usually largest where and when they are needed most, especially when we think of leaders in formal administrative roles. The greater the challenge the greater the impact of their actions on learning. While the evidence shows small but significant effects of leadership actions on student learning across the spectrum of schools,

existing research also shows that demonstrated effects of successful leadership are considerably greater in schools that are in more difficult circumstances. Indeed, there are virtually no documented instances of troubled schools being turned around without intervention by a powerful leader. Many other factors may contribute to such turnarounds, but leadership is the catalyst.

These results, therefore, point to the value of changing, or adding to, the leadership capacities of underperforming schools as part of their improvement efforts or as part of school reconstitution. When we think about “successful” leadership, it is easy to

become confused by the current evidence about what that really means.

Three conclusions are warranted about the different forms of leadership reflected.

Many labels used in the literature to signify different forms or styles of leadership mask the generic functions of leadership.

Different forms of leadership are described in the literature using adjectives such as “instructional,” “participative,” “democratic,” “transformational,” “moral,” “strategic” and the like. But these labels primarily capture different stylistic or methodological approaches to accomplishing the same two essential objectives critical to any organization’s effectiveness.

DAVAO CITY -- Senator Cynthia Villar is supporting a resolution of the Davao City Council declaring Davao City as the Cacao and Chocolate Capital of the Philippines.

Villar said she is waiting for the city government to send the resolution to her office so she could work on it in the Senate, naming the city as cacao and chocolate capital of the country.

“They better send it to our office so that we can work on it,” she said.

Villar, chairperson of the Senate committee on Agriculture and Food, said she will immediately act on it as soon the council resolution reaches her office.

She said the city and even the region are the leading cacao producers in the country.

“Your soil is really adapted with the Cacao production,” she said.

Last month, Davao City council committee on agriculture and food chair, councilor Marissa SalvadorAbella, passed a resolution stating that the declaration will help the farmers in advancing their income, create jobs, livelihood and spur tourism and other economic activities in the city.

She said cacao is an important commodity that offers a good source of income for small farmers and food processors.

The city aims to produce quality chocolates that will be competitive and will boost the efficiency of cacao farmers.

DAVAO CIT Y -- The Davao City government will launch the virtual “bagsakan” of agricultural products where farmers and buyers can link to get supplies. Connection to the internet would not even be a problem.

Farmers and buyers can link through the city agricultural technicians who have wireless (Wifi) network connection. The agricultural technicians will facilitate the marketing aspect for the farmers who are not connected to the internet.

The city’s organic market at the Rizal Park, which opens every Thursday and Friday, will be the “eyeball” area or meeting place of the buyers and farmers, said Leo Brian Leuterio, the officer-in-charge of the City Agriculturist Office (CAO).

Leuterio said the virtual bagsakan will be opened through a Facebook account starting this week.

It is there where businessmen can order food and agricultural supplies from the farmers. Buyers can go to the virtual bagsakan on Facebook and search for their supply of vegetables and fruits.

The city’s agricultural technicians can regularly check the site and link with the farmers. Farmers who have internet connection can deal directly with the buyers.

He said the city agricultural technicians can take photos of the available products, post them on the virtual bagsakan site.

Leuterio said his office has already linked with potential buyers like restaurant owners about the virtual bagsakan. “We need ways to help the farmers market their products,” he said.

The products can even be cheaper from the market price because there will be no middlemen who will be involved.

The virtual bagsakan is one of the ways to help farmers.

For several years now, the CAO already set up the organic market at Rizal Park where the farmers can sell their products. The organic market is open every Thursday and Friday.

Lawyer Fel Brillantes of DTI-10 said that in considering the federal form of government, the resources in an area should be considered to make sure that no one gets left behind in terms of development and economic stability.

audience, the Archdiocese of Cagayan de Oro said that the pros and cons of the different types of federal form of government should be explained thoroughly aside from highlighting the economic situation of the region.

Still others, focused on innovative curricula (in science and mathematics, for example), typically address one part of a school’s program and aim for widespread implementation, while innovative approaches to instruction, such as cooperative learning, hope to change teachers’ practices one teacher at a time.

As different as these approaches to school reform are, however, they all depend for their success

on the motivations and capacities of local leadership. The chance of any reform improving student learning is remote unless district and school leaders agree with its purposes and appreciate what is required to make it work.

Local leaders must also, for example, be able to help their colleagues understand how the externally-initiated reform might be integrated into local improvement efforts, provide the necessary supports for those whose

practices must change and must win the cooperation and support of parents and others in the local community. So, “effective” or “successful” leadership is critical to school reform.

This is why we need to know what it looks like and understand a great deal more about how it works. As the first step in a major research project aimed at further building the knowledge base about effective educational leader leadership, we reviewed available evidence in response to questions.

“Victims are getting younger and younger and there are indications that the infection could have happened very early,” Codilla said.

He cited the latest case involving a 17-year-old out-of-school youth who was already in stage four of AIDS when the victim was tested. At such stage of infection, Codilla said the victim could have been infected with HIV as early as nine years old.

IPHO records show that the eight students who turned out to be HIV positive were all males aged 15 to 19, and mostly enrolled in public and private senior high schools.

The victims were mainly infected through “casual sex”, some with multiple partners, Codilla said, adding that all eight are undergoing free counseling and antiretroviral drug treatment at the HACT treatment hub.

Because of the alarming rate of infection, Codilla said they have shifted the focus of their awareness campaign and free testing services to local high schools.

Citing their assessment, he said students are now very much vulnerable with exposure to risky sexual behaviors due to increased access to the Internet.

He specifically cited the proliferation of pornographic materials, chat groups, and dating sites that could trigger the curiosity of teenagers to engage in casual sex.

Codilla said they have already trained the school nurses to conduct orientations on the students, especially on HIV testing, he said.

“This way, the students are already prepared by the time we visit the schools,” he said.

So far, Codilla said the awareness and response from parents about the program have been positive.

Data from the IPHO showed that a total of 262 HIV/AIDS cases were detected in the province in 2017.

Some 133 cases involved persons aged 25 to 34 years old; 81 under the 15 to 24 years age bracket; 36 under the 35 to 49 years age group; and four aged 50 years and above.

A total of 155 cases were males having sex with males or MSMs, 72 were bisexual, and 26 were heterosexual.

Aside from economic parity, the country still has to address other genderrelated issues, such as violence against women and children (VAWC), political parity, and the reopening of its health and survival gender gap.

In terms of VAWC, PIDS consultant Clarissa David noted a slow decline in the number of reported cases of sexual violence against women. Disturbingly, her study also revealed that more than 1 in every 10 women believe such violence is acceptable.

Meanwhile, although the WEF report lauded the country for the substantial improvement in its political parity, a closer look at statistics will still reveal a glaring gap in the distribution of women and men leaders in the country.

For instance, David, Albert, and Vizmanos, in another study, noted a decline in the share of women leaders in local elective posts, from 20 percent in 2010 down to merely 11 percent in 2013. Filipino women are likewise underrepresented in highest positions in the private sector.

These issues clearly show that there is still a lot to be done to realize gender parity in the Philippines. Promoting the economic empowerment of women will not only enhance their partici-

pation in society but will also help curb sexual and domestic violence against them. Women should have equal opportunities as men in decisionmaking.

This can be made possible by having more women leaders in decisionmaking positions in both government and industry. Studies that delve into the various aspects of and issues in gender and development are also needed to provide a broader and more nuanced perspective on gender equalities.
