Eight more NPAs yield to Army in Maguindanao
AMPATUAN, Maguindanao – Eight more members of communist New Peoples’ Army (NPA) operating in the mountains of Sultan Kudarat and Maguindanao have surrendered to the Army Saturday due to empty promises of their leaders. Lt. Colonel Lauro Oliveros, commander of the 1st Mechanized Battalion (MB) based here, said the surrender was realized after the military coordinated and worked with Teduray tribal leaders. DOH warns erring hospitals THE Depar tment of Health (DOH) on Thursday warned hospitals that will refuse to attend to emergency cases patients or else have their licenses to operate revoked. NAST PHL cites Mindanao culture, heritage influence sustainability, resiliency

ational Academy of Science and Technology, Philippines (NAST PHL) academian shares that in the regional scientific meeting held in Cagayan de Oro City from 1213 March 2018, they have considered to incorporate the uniqueness of Mindanao, its culture and heritage as it will influence sustainability and resiliency of the region.
In Talakayan sa PIA on 12 March 2018, Dr. Rhodora Azanza pointed out that the uniqueness of Mindanao is overarching and will have an impact in the development in the region. She said that they are focusing on how to address the three United Nations Sustainable Development Goals (SDGs) particularly on Clean Water Sanitation, Sustainable Cities and Communities and Life on Land. Department of Science and Technology (DOST) region 11 Director Dr. Anthony Sales, in the same forum, emphasized that DOST recognizes the need to consider the culture, the multi ethnic and multi faith of peoples in Mindanao because each one has a voice. “We need to consider their inputs in planning and decision making, he added.” In fact, he cited that in development, we need to protect the heritage that we have, not only to the natural heritage but the heritage associated with the peoples we have in Mindanao. In region 10, DOST Regional Director Alfonso
Alamban explained that 80% of establishments of northern Mindanao is into food processing. He said, they have numerous programs assisting the food sector. Further, existing project is being strengthened particularly the Food Innovation Center in University of Science and Technology of Southern Philippines (USTP). Two technology business incubation in the region and also technology parks are also being developed, he said. Dr. Sales, on the other hand, said that DOST is now in the process of enhancing the capabilities of the regional standards and testing laboratory. As part of the provision in the TRAIN law, DOST is tasked to test and analyze sugar content of beverages. Sales said, there are some unscrupulous manufacturers who are using sweeteners which are already band in the US and EU. In the pursuit of protecting our consumers, we are going to have our products analyzed for artificial sweeteners on top of sugars, he added.

Among the thrust of DOST in this administration is the dispersion of research and development resources down to the regions. Alamban said they have new programs to really enhance the culture of research and development in the regions at the same time business innovation through science and technology and enterprise development. In terms of scholarships, Alamban cited that they are aggressive with their scholarship programs to encourage incoming college
students to take up science courses. In the country, there are only 270 scientists per million, but UN recommends 380 per million. Alamban said more importantly, these DOST scholars when they graduate should also move to research. Because some science graduates would find opportunities in the finance world. The important thing is they have to contribute to research and development, he said. Sales also pointed out that aside from lagging
behind the number of scientists in the country, we also lag behind gross expenditures on Research and Development (R&D) which is measured in percentage of Gross Domestic Product (GDP). We are still at .14% way below of UN standard of at least 1% of GDP. But the budget of DOST has been increasing, Sales said. In 2018, we are in the level of P20B but that is not enough to what they are providing in Thailand, Singapore, Malaysia and Vietnam. But national gov-
ernment is already aware of the importance of science and technology in development, he said. Azanza added that although we lack in numbers of scientists in the country but we have the bests in the world. She said that women have also been contributing in the world of science, of whom opinions and findings are valued. The budget for the proposed programs and projects of agency regional offices (AROs) under the Macro and Development Administration Committee (MacroCom) of the Regional Development Council (RDC) were presented for review to the Committee, March 15. Engr. Cecilio Clarete, chief economic development specialist of the National Economic and Development Authority (NEDA) and MacroCom coordinator, said the activity was conducted in response to the call of the RDC-X to
all sector agencies enjoining them to participate in the budget review process and present their proposed programs and projects. He said the activity was undertaken so that programs and projects proposed by the AROs are consistent with the development priorities of the region. “The RDC budget review aims to ensure that only priority programs and projects that can directly contribute to the Results Matrix of the Philippine/ Regional Development Plan 2017-2022 are considered in
the budgets of the AROs,” he further said. AROs that presented their budgets were the Department of Interior and Local Government (DILG), Department of Labor and Employment (DOLE), Bureau of Internal Revenue (BIR), Bureau of Local Government Finance (BLGF), Cooperative Development Authority (CDA), Bureau of Fire Protection (BFP), Civil Service Commission (CSC), Philippine Statistics Authority (PSA), and NEDA. Poverty and crime
OVER and over again, it is seen that burglary, robbery and serious assaults occur most frequently in the area where shanties are and the family income is so low that it cannot suffice the needs of the family. The houses are extremely overcrowded with few facilities. Unemployment is very common. People in this area have little or no formal education at all, and so most are unskilled. Families are broken up. The mother has to go out to work and leaves the children behind. With this kind of life, what will happen to the future of their growing children, who are mostly out of school? It is not surprising that they are often the
victims of circumstances. They begin to commit relatively minor offenses such as small scale thefts and illegal gambling. Later on, because of poverty and deprivation, they learn to commit violent crimes. Look around in your surroundings... Crime is a complex problem. It can be classified in various ways. There are crimes against people like rape, kidnapping, murder and assault; also crimes against property include theft, arson, forgery, embezzlement and vandalism; and the crimes against public order or morality include drunkenness, gambling and prostitution. Crime has been a rather
serious problem the fact that violent crimes have become much more common these years then in the past. Despite repeated crackdown by law-enforcement authorities, the situation many times has not shown any improvement at all. What is even worse is that studies have found out that the crime rate tends to rise faster when quick changes occur in the society. Also, crime is related to social values. Pe op l e w e re m ore obsessed with the status, wealth and pleasure. This change in value must have been an important factor in the mounting wave of crime. It is necessary to emphasize especially in education the

moral values and the traditional virtues of being a good citizen. The wealthy poor
THINK a minute. Imagine this rich, successful young man. He’s well educated and owns a big, beautiful house. He lives and travels first class! Yet even with all his success he still goes to church and is a humble, good person. Of course, he’s not perfect. But he’s definitely no murderer. Adultery? Nothing any redblooded boy wouldn’t do once in a while. Stealing? Only a little cheating like everyone else does to survive. Honors his father and mother? Definitely. He sends money home all the time. Sounds like a good person doesn’t he? But do you know what Jesus Christ said to a young man like the
one we just talked about? Jesus saw right through this nice, church-going young man. Jesus knew that this man really loved his good life and religious reputation more than he loved Jesus. Yet this man thought he was a Christian and right with God just because he went to church, and was kind to other people. But Jesus said he’s not even close! Harsh words, aren’t they? The infamous Jabidah Massacre: 50 years back and the search for justice
C O TA B AT O C i t y - On March 18, 2018, the Bangsamoro people will commemorate the 50th anniversary of the infamous Jabidah massacre. Half a century since the massacre that has become part of the long list of historical injustices committed against the Bangsamoro people. The Jabidah Massacre triggered the organization of a resistance movement by the Bangsamoro. The Mindanao Independence Movement (MIM) led by traditional leaders, then the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF) — all fighting for justice and the Bangsamoro’s right to self-determination. The declaration of Martial Law in 1972 led to the slaughter of many more Moros in many parts of Mindanao. More massacres happened – the infamous
Palimbang and Manili massacres, among them. E ar l i e r re p or t s re vealed more than 100,000 Bangsamoro took refuge in Sabah, Malaysia. The grant of an autonomous government, the creation of the Regional Human Rights C om m iss i on ( R H RC ) , National Commission on Muslim Filipinos (NCMF), holidays are considered by government as forms of transitional justice. But reparation for victims of Martial Law is inadequate and those who committed the genocide have yet to answer for their crimes. Most importantly, the guarantee for non-recurrence did not happen. As what we can see all around us, the continuing military operations drive thousands of civilians out of their homes. The recent event in Marawi is a testament to the ongoing violence against the Bangsamoro.
And now we have another Martial Law. While it is a martial law declared in Mindanao, it is essentially a Martial Law in the Bangsamoro. While it may serve some good purposes, it also limits movements as well as its negative impacts on the livelihood of the ordinary vendors and fisherfolk. The peace processes started with the signing of the 1976 Tripoli Agreement. That is 42 years ago today. Up to now, peace negotiations are still going on in spite of the signing of the Comprehensive Agreement on the Bangsamoro (CAB) four years ago. Frustrations with the peace processes and the implementation of peace agreements in the last four decades have given birth to groups espousing violent extremism, such as those who resorted to kidnappings and those who laid siege on
Marawi City. Now in the hands of Congress, the fate of the Bangsamoro Basic Law ( BBL ) d r af te d by t he Bangsamoro Transition Commission is still very unpredictable. While I am sure that Congress will pass a BBL, I am not sure whether a CAB-compliant BBL will. The mixed signals that we see make it very difficult to predict what kind of BBL will be passed by Congress. Hence, I see a very small ray of light at the end of a very long and winding tunnel. The Bangsamoro will consider an acceptable basic law as the highest form of justice for all the historical injustices committed against them. oro National Liberation Front (MNLF) founding chair Nur Misuari wants to relinquish his post to the second generation in order to finally take some rest after leading the Moro National Liberation Front (MNLF) for 50 years. This, if they can already visualize what awaits the Moro homeland under the leadership of Rodrigo Duterte, the country’s 16th President and first Mindanawon to become President, the 79-year old Misuari told the crowd that gathered at the Crocodile Park here to commemorate the 50th anniversary of the Jabidah Massacre. The massacre sparked outrage among the Moro people, eventually triggering the establishment of the MNLF which reckons its founding date to the day of that massacre on Corregidor Island on March 18, 1968. “I called our President, brother Rody, I said, in my last meeting with him, I do hope that on March 18, today, we can already visualize what exactly is going to happen because after 50 years, maybe it’s about time I take some rest and let the second liners among our leadership take over,” he said. Misuari vowed to continue working for the “freedom of his people to the end of time.” He said they have to “prepare our children, prepare our women, prepare everybody, old and young” to continue their march to freedom and to peace, which must go together, saying “without peace there can be no freedom; without freedom, neither could there be any peace.” “The victory is on hand. Everywhere in our homeland, millions are celebrating this great, great day, symbolizing that indeed we are now on the path of victory to peace and freedom,” he said. Misuari signed the 1976 Tripoli Agreement with the government under the
presidency of the dictator Ferdinand Marcos and the 1996 Final Peace Agreement with then President Fidel V. Ramos. Misuari was elected Governor of the Autonomous Region in Muslim Mindanao from September 30, 1996 until he was arrested off Sabah in late November 2000 and detained in the Philippines until April 2008. Misuari was accused of leading yet another rebellion — the September 2013 Zamboanga Siege. Warrants of arrest were issued against him and 59 others for rebellion and violation of Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide and other crimes against Humanity. He went into hiding but was granted temporary liberty late 2016, under the Duterte administration, to participate in the peace talks with government. He warned he would destroy “foreign infiltrators” who try to create dissension among the Moro people. Misuari did not specifically mention who these “infiltrators” are or if those alleged foreign terrorists are the ones with links to Islamic State of Iraq and Syria (ISIS) that the government reported have infiltrated the country. The ISIS-inspired Maute Group attacked the country’s lone Islamic City of Marawi on May 23 last year, prompting President Rodrigo Duterte to place Mindanao under Martial Law. He sought extension of martial law which was twice granted by Congress. Martial law has been extended until December 31, 2018. On February 27, the US Department of State placed “ISIS-Philippines” and the Maute Group on its Global Terrorist Watchlist. “The foreign infiltrators to our homeland, to create dissension among us, to disunite us, we must guard against them even if they come from Indonesia, they come from Malaysia, they

We will have to destroy them, before they can destroy us,” he said. “So we are now about to march on another path because there are some countries, who are trying to demonize us, who kidnap some innocent citizens and then bring to our homeland to create

Group eyes tie-up with DTI in monitoring iron, steel industry By Kris Crismundo
MANILA -- The Philippine Iron and Steel Institute (PISI) wants to partner with the Department of Trade and Industry (DTI) in the monitoring of the iron and steel industry in the country. This after PISI received complaints and reports that substandard reinforcing steel (rebars) are being sold in the domestic market. To verify the reports, the industry group conducted market test-buys in some areas in Central Luzon, particularly in Bulacan, Nueva Ecija, and Pampanga. In Bulacan and Nueva Ecija where PISI conducted test-buy activities, three out of seven hardware stores were found selling underweight rebars. Of the seven hardware stores the group visited in Pampanga, four were found to be selling underweight rebars while another store sold a rebar that failed in length when measured. PISI also reported that one hardware store sold rebar that is not compliant with the Philippine National Standard (PNS) -- particularly PNS 211:2002 and PNS 49:2002 on the man-
datory standards of rebar. “Based from the recent market test-buy and even from the series of previous activities done by PISI, it was proven that there were really substandard rebars sold in the market,” PISI said in its report to DTI Consumer Protection Group. It stressed that the fraudulent selling of substandard rebars compromises the safety of the public and also a burden to legitimate rebar manufacturers. “The PISI would like to offer its services and create a partnership with DTI in order to stop the deceitful selling practice of some hardware stores and prevent the proliferation of substandard reinforcing steel bars in the market,” the industry group added. PISI recommends that the DTI, aside from checking the logos and markings of steel products, shall conduct actual weighing and measuring of steel bars. It also urged the DTI to file cases against store owners and manufacturers found violating the PNS and practices unfair trade. (PNA)

Procurement is seen as helping to streamline processes, reduce raw material prices and costs, and identifying better sources of supply. In many organizations
the importance of procurement is recognized by having their head of procurement placed at an Executive Board level such as the BAC members. In the procurement process, there is transparency that everyone could see what
you are doing because you have nothing to hide. Procurement process must always be transparent; we should not disclose sensitive information. The process should be carried out in a manner that it explains itself rather than you having to explain it. The quality of being honest and having strong moral principles is of an ideal in anybody’s life. In many cases, we see ourselves in the middle of what could be perceived as an on-going war. Associate degree programs are available that can give registrars experience in clerical tasks and responsibilities. Teachers often dictate the success or failure of a child’s education — particularly if that child has ADHD. Next to parents, teachers are the most influential people in a student’s life. When a teacher expresses to a child with ADHD that he is capable and worthwhile, the child believes it. Here are some teaching strategies you can use to establish a supportive, structured classroom that will encourage learning, enforce
discipline, and boost selfesteem. With input from students, establish short, simple classroom rules. Students with ADHD can check in with the classroom aide at the end of the day to make sure they understand the homework assignment and what’s required of them. Children with ADHD require more supervision than their peers because of their delayed maturity, forgetfulness, distractibility, and disorganization. Help these students by pairing them with classmates who can remind them of homework and classwork, using student partners to team up on a project, and involving classroom aides as much as you can during and after
class. Monitoring the student’s work and developing a plan to help him not fall behind and even accepting the occasional late assignment — this can give the student confidence and get her back on track. Always seat this student in a low-distraction work area in the classroom. Encourage the student to sit near positive role models to ease the distractions from other students with challenging or diverting behaviors, and be sure to give plenty of advance notice and reminders. Promote focus during recess to children with ADHD so don’t use it as a time to make-up missed schoolwork
or as punishment as you might for other students. Ask questions rather than reprimand. The student will get the message that his behavior is inappropriate. There was a survey done with different schools as subjects, they sought to find out just how much of an impact a school building's condition and facili-
ties affect the students and teachers. Some results point out those better facilities led to less truancy, smoking, and substance abuse in the students. It was also determined that with better school buildings test scores rose up significantly. And even the behavior of the teachers and how well they instruct their students seem to increase along with improvements in the school. Students perform better when they have the opportunity to tell their teachers what things in the classroom needs improvement. Contrary to the old belief that students are too young to know what they need, K-12 education systems

"Insufficient governance and institutional capacity to deal with the resulting challenges pose a serious threat to livelihoods and food systems," it further stated. "In a crisis context, undernourishment can be severe and levels of stunting and under-five mortality rates and particularly high." The paper pointed to the importance of building resilience as a viable framework for integrating humanitarian and long-term development initiatives. "Disaster risk reduction and management must, therefore, become an integral part of modern agriculture," added FAO. The report highlighted the need to develop adequate disaster and crisis governance structures-including enabling policies, strengthened capacities, and targeted financing mechanisms to counteract the impacts. It also said such initiatives and structures "must be grounded on data and evidence detailing the ways that disasters affect farmers and food producers." To this end, bridging the knowledge gap is the first step. "Estimating and quanti-
fying the impact of natural disasters, climate-related events, food chain hazards and protracted crises on the agricultural sector is crucial to protecting the investments made in development and strengthening resilience," said FAO. "Building a more holistic and ambitious disaster-resilience framework for agriculture is crucial to ensuring sustainable development, which is a cornerstone for peace and the basis for adaptation to climate change."
