Public warned vs. fake PDEA agents THE Philippine Drug Enforcement Agency (PDEA) warned the public against unscrupulous individuals who introduce themselves as PDEA agents involved in criminal activities.

PDEA Director General Aaron N. Aquino reiterated the warning in light of the recent arrest of a suspect posing as a PDEA agent and his female companion during a shootout in Parañaque City last February 24.

Investigation disclosed that Jhay-R Repana, 31, alleged PDEA agent, a resident of Masville Compound, Barangay BF Homes, Parañaque City; and Rosemimi Facal, 30, of Lizardo Compound, Bayanan, Taguig City, were involved in a shooting incident along Dr. A. THE granddaughter of former congressman Ismael Veloso Sr., a 4-termer congressman representing the lone district of Davao and a 1978 delegate to the constitutional convention, has voiced alarm over the safety of her two uncles.

Ms. Karen Asturias Veloso, single, 27, an office clerk, and a resident of Matina, Davao City, said her uncle, Ismael Veloso Jr., who has been a very vocal, active and political activism, especially in the human rights movement and task force detainee organization, is very concerned and terrified about his plans in returning back home to the Philippines. MISAMIS Oriental--Provincial Governor Yevgeny “Bambi” Vincente Emano of Misamis Oriental belittled the graft case filed against him in the Office of the Ombudsman as a vain effort to besmirch his unsullied reputation as a public servant .

“For the past 20 years, as a public servant, I have not been accused with violation

of any anti-graft laws in the country,” Emano said in his reaction to the “antinepotism” case filed against him by a city government employee with the Ombudsman.

He said that the graft case filed against him was reportedly masterminded by an elected public official who was “dismissed” several times for graft and corrup-

tion, but continue to cling to his post.

Leaders in Zamboanga still ‘uncomfortable’ over new BBL ZAMBOANGA City––During the Senate public hearing on the new Bangsamoro Basic Law (BBL) here last Friday (February 9), the city’s two congressional representatives still expressed concern over the bill’s “opt-in” provision, which could still resonate to the city’s possible inclusion in the Bangsamoro in the future.

Congressman Celso Lobregat for his part emphasized that based on the current drafts, Zamboanga City could still be “included in a plebiscite.”

“Why don’t we limit the area of the Bangsamoro to what it is right now? Any expansion would have to pass Congress,” he said.

Congressman Lobregat has been a critic of the BBL, as he maintains that he is “for peace, but not for appeasement at the expense of the Republic.”

Meanwhile, Congressman Manuel Jose Dalipe III shared a similar opinion. “The opt-in provision seems uncomfortable. If you want things to succeed, everyone must be comfortable.”

Zamboanga City’s officials led by Mayor Beng Climaco, the City Council, to include the leaders of the 98 barangays have been continuously voicing out their vehement position: to “never include Zamboanga in the Bangsamoro, now or ever.”

“The position of Zamboanga is firm. We want peace in Mindanao, and the BBL must be inclusive,” declared Mayor Climaco during the hearing. “We must continue dialogues with the MILF and the MNLF to address grievances. And we expect the Senate and Congress to pass a BBL that is consistent to the Constitution, to end conflict and not to appease.”

Given the city’s position on the issue, BBL sub-committee chair Senator Migz Zubiri reassured Zamboangueños that the city was never included, although he admitted that based on the draft, a people’s initiative in a popular vote and plebiscite could make a city or municipality be part of the Bangsamoro. IEC on alternative fuels, energy technologies DSWD-10 conducts

KIDAPAWAN City––Over a hundred multi-sectoral participants joined the Department of Energy (DOE) Information, Education, and Communication (IEC) drive on Alternative Fuels Program and EnergyTechnologies on Feb. 27 in Kidapawan City.

The activity aims to educate participants on the importance of energy resources, hoping to create among them not only a massive awareness but also a deeper appreciation and consciousness on alternative fuels and technologies.

cer-in-charge of Philippine Information Agency (PIA) Regional Office XII said the information drive also seeks to stir an increased level of awareness on energy efficient use.

He said it is important that people, especially the local officials and the millennials, will be able “to appreciate these resources as these are already becoming scarce and expensive.”

Doguiles also cited DOE’s partnership with PIA in disseminating and creating a massive information campaigns for its various energy programs.

As government information-arm, PIA, according to him has the responsibility to help national line agencies implement a specific information campaign when required, in support of their plans, programs, and projects that would empower and benefit the public, being the beneficiaries.

Leading the DOE team is supervising science research specialist Engr. Federico Domingo, who discussed about Electric Vehicles and Other Emerging Technologies that the agency is espousing.

At the maiden session held in Lamitan City gymnasium recently, Mayor Rosita U. Furigay gave her State of the City Report and presented updates of their accomplishments for 2017.

The lady mayor proudly said that they accomplished a lot for the year 2017 and positioned Lamitan City to a

better future. She bannered the various awards and recognition received for good governance, human resource management and disaster preparedness, among others as a manifestation of having effective and efficient workforce and leaders.

Lamitan City is a twotime awardee of Seal of Good Local Governance, having been chosen among 448 out of 1, 715 LGUs and were in the Hall of Fame Category for all of LGUs most-sought-after ultimate award in 2017.

Excellent rate was also given to Lamitan City when they were validated for the

Anti-Red Tape Act Report Card Survey for the Seal of Excellence Award for Citizen Services and Brgy.

Limook and Lamitan City Water District were also rated excellent out of 140 barangays surveyed.

Furthermore, Lamitan City Disaster Risk Reduction and Management Council garnered first place among cities, in the 2017 Gawad Kalasag Regional Awards that brought Lamitan City to the Hall of Fame for Best CDRRMC Award.

Lamitan City was also conferred the only Level II Maturity for PRIMEHRM or the Program to

Institutionalize Meritocracy and Excellence in Human Resource Management in ARMM. This is a global standard in Human Resources and Lamitan City was awarded the Most Promising City in Human Resource Management and Organizational Development in Basilan.

field visit in Caraga TANDAG City--Around 130 Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) workers from Department of Social Welfare and Development (DSWD) Field Office 10 conducted a cross-learning visit in Field Office Caraga. The team was able to visit the evacuation center-community sub-project in the municipality of Hinatuan, this province.

Successfully implemented in 2017, the Kalahi-CIDSS sub-project in Barangay Bitoon was considered as the biggest evacuation center nationwide. The P14-million worth community sub-project became the subject for the visit since DSWD Caraga was the only Kalahi-CIDSS implementing region that was able to complete such infrastructure with a tight budget. This was because of the combined efforts of the different partner-stakeholders, led by community volunteers from different barangays in the municipality.

Hope for e-hiring still high HIRING sentiment in the Philippines remained largely positive in 2017 and will likely stay this way in 2018, according to the Monster Employment Index round up for 2017, released by Monster.com yesterday.

The report is based on data collated from the monthly Monster Employment Index (MEI), a gauge of all online job posting activities in the country that records the industries and occupations showing the highest and lowest growth in recruitment activity.

2017 saw an average of 6% year-on-year growth in online hiring, kicking off the year with a 6% year-on-year growth in January 2017.

The positive momentum continued for 2 quarters, before hitting a low of 2% year-on-year decline in July.

The dip was short-lived, though, as hiring momentum quickly picked up, coming first to a standstill in August before a gradual increase in hiring activity in the coming months.

The year capped off with a 13% year-on-year activity in December, the highest reported for the year.

“The Philippines has solidly positioned itself as a shining spot for economic

expansion this year, with a strong gross domestic product (GDP) growth projection and an overall growth momentum that fell well within targets. This will have an impact on hiring within the country’s key industries which include retail, banking and finance, IT and BPO, and more. This can be attributed to a few factors, including the country’s expansion in export activities and an increase in domestic demand and growth in public sector investment. Such optimism has definitely provided some peace of mind for employers considering a rise in headcount this year,” said Sanjay Modi, Managing Director, Monster.com – APAC and Middle East.

“The demand for finance and accounts professionals was most notable in 2017 and is expected to continue growing in 2018, backed by strong economic growth, low interest rates, improved asset quality and strong profitability. Philippines’ Retail sector is one to look out for in 2018 Overall, the Retail sector was consistent in 2017 compared to the other sectors in Philippines, reporting positive hiring momentum for 12 consecutive months since January 2017 (12% year-on-year).

Hiring activity peaked in April 2017 at 33% year-onyear growth and reported the lowest activity in July 2017, at 8% year-on-year.

The year capped off with a 25% year-on-year growth in hiring activity in December 2017 and emerged as the best performing industry in the Philippines for the sixth consecutive month.

Overall, the sector reported an average of 19% growth in hiring in 2017, up 7% from 12% average reported in 2016.

Philippines’ IT/BPO sector hiring emerges The Philippines’ IT sector also demonstrated outstanding hiring performance in 2017, starting off strong with a 19% year-on-year growth in online hiring in January. In March, the sector reported its highest annual growth in hiring at 27%.

Wage Advisory No. 01 Series of 2018 WHEREAS, the Regional Tripartite Wages and Productivity Board (RTWPB-X) is mandated under R.A. No. 6727 (The Wage Rationalization Act), to periodically assess wage rates and conduct continuing studies in the determination of the minimum wage applicable in the region or industry; WHEREAS, Section 24 of Republic Act No. 10361, entitled (An Act Instituting Policies for the Protection and Welfare of Domestic Workers or Batas Kasambahay) which took effect on February 10, 2013, sets the minimum wage of domestic workers and mandated the RTWPBs to review, and if proper, determine and adjust the minimum wage rates of domestic workers; WHEREAS, after a thorough evaluation of the existing socio-economic conditions of the region, RTWPB-X issued Domestic Worker Wage Order No. RBX-DW-01 adjusting the minimum wage of domestic workers effective December 6, 2017 at P3,000.00 in chartered cities and first class municipalities and P2,000.00 in all other municipalities, respectively;

THEREFORE, for the purpose of the implementation of Domestic Worker Wage Order No. RBX-DW-01, chartered cities in Region X are Cagayan de Oro and Iligan including Gingoog, El Salvador, Malaybalay, Valencia, Oroquieta, Ozamiz and Tangub.

Pope appoints new bishop of Tandag City

Pope Francis has named a Cagayan de Oro priest as the third Bishop of Tandag in Surigao de Sur province.

Fr. Raul Dael, who comes from Jasa-an in Misamis Oriental, was appointed by the pope as the successor of 77-year-old Bishop Nereo Odchimar.

Odchimar, who is retiring having passed the age limit of 75, has served the diocese for almost 17 years and was a former president of the Catholic Bishops’

Conference of the Philippines.

Upon his appointment, the bishop-elect has been serving as the Vicar for the Clergy of the Archdiocese of Cagayan de Oro. Dael was born on October 10, 1966. After completing his Philosophy course at Xavier University in Cagayan de Oro City, he studied Theology at St. John Vianney Seminary of Theology in the same city.

March is the end month of the year’s first quarter.

Caesar’s downfall was his own making when he hired and recruited the former Roman enemies to his administration. The political opportunists of the Roman Empire joined Caesar’s government to gain favor to be able to get away from charges of corruption in the Roman government.

While occupying sensitive positions in the Roman Empire, the political jackals and opportunists concocted a plot to grab power. The only way to carry out the sinister plot was to eliminate Caesar.

The plot was carried out by members of his own

Senate during a meeting in the hall next to Pompey’s Theatre on March 15, 44 B.C., three days before Caesar leaves to lead another war. Actually, Caesar called the meeting to assign his loyal Generals and government officials who would take charge of the Roman Empire in his absence.

The Senators conspired with about 60 noblemen – obviously the financiers – in the plot to kill Caesar and seized power. One of the plotters, Cassius Longinus got the support of his brother-in-law Marcus Brutus, a loyal ally of Caesar.

When Caesar entered the hall a note, warning him about the plot, was handed to him by one of his men. Caesar ignored the note and did not read it. Then he noticed that the Senators, armed with daggers surrounded him in the hall and took turns in stabbing him. Caesar was a young General age 31 at the time of his assassination.

After the death of Caesar, Cassius and Brutus tried to rally the Roman army , but apparently failed when Octavian, the ad-

opted son of Caesar led the Roman army to regain the lost empire. In the months that followed, the desperate Cassius and Brutus committed suicide.

Certainly, the assassination of Caesar reflected the politics of our time .

With the exception to none, the Julius Caesar drama is repeated in the political cycle in all countries around the world – more so in the Philippines political setting.

In fact, the jumping from one political party to another is a chronic practice in the Philippines.

It is also obvious that, in the Philippines, most politicians who changed political affiliation are those facing dozens of graft charges . Other politicians changed political colors, like the Chameleon, in a bid to stay in power.

Thus, except for the few who stand and fight for the ideals of good governance at all costs, the political environment in the Philippines is replete with “opportunists, hypocrites, political leeches, and misfits” – all ingredients of a mean and corrupt governance.

pines immediately rushed to the ruling political party at any given opportunity.

All of these political opportunists have one mission objective: Seek personal protection and political favor. While protection (from graft raps) is one of the common objectives , others have ulterior political motives.

As discussed earlier, the tyranny that led to the downfall of Julius Caesar was executed by people perceived to be loyal to the Roman Empire. It is the overly trusting of the misfits, the incompetents and the corrupt, earlier invited by Julius Caesar to join his advocacy that lead to his own perdition.

I also took note of the fact that cases should have been filed against Noynoy and his

Well, this is certainly a highly obnoxious and shameful explanation from Noynoy, given to those wanting to know why his government hurried to pay some P3.4 billion to Sanofi for the Dengvaxia vaccine, and its obviously criminallynegligent use on hapless and defenseless school children.

If he was not aware, or lacked knowledge, of the real effect of the drug, why was he in a hurry to inject it on Filipino children?

THINK a minute.

R e c e nt l y o n T V I watched an interview of a man named Kuklinski who is in prison for murder. This man has tortured and killed more than 100 people.

He was interviewed by a professional counselor who explained that Kuklinski became a murderer mainly because of the kind of parents who raised him.

Kuklinski’s father often beat him terribly for simply no reason, and Kuklinski’s mother never showed him any love at all.

After years of painful torture and abuse, Kuklinski eventually had no conscience. He says that is why he did not feel anything or care at all about the 100 people he tortured and killed. Since he has never been loved or had even one friend, he says the only thing that keeps him going in life is his hate for other people.

Another man, Henry Luce, had a very different father than Kuklinski’s.

Henry Luce is the man who started the very successful Time-Life company which published both Time and Life magazines.

In fact, many people think that Henry Luce has probably influenced world opinion more than any other publisher in history.

When he was a young boy, he and his father went for a long walk and talked almost every evening.

He said: “My father treated me as if I was an adult.” Henry said that his close relationship with his Dad was more than just between a father and son; they were close friends.

You know, our children will become like the people who spend the most time with them being their friend.

This is often why a teenager makes bad choices.

He follows the example of other teenagers because they spend more time being his friend than his parents do.

Jesus Christ shocked everybody when he said that God created us to be not only his children, but also His close friends.

CAGAYAN de Oro City-There are few things a province, city, or municipality that a barangay cannot also do. Provided its planning and implementation processes are in working order, a barangay can undertake anything within its jurisdiction.

It’s just a matter of scale.

In fact, some barangays generate more revenue than some cities and municipalities.

Moreover, barangays generate more revenues (and spend more) than most corporations. Projected over the medium and long term, plus the equity of their wealthy residents, barangays have substantial capital for leveraging or securitizing fairly large projects in infrastructure, low-cost housing, local education, or welfare like a school-feeding program.

In barangay neighborhoods, many capital-starved residents dream about micro-enterprises, small businesses, arts and crafts production, and assorted livelihood projects. The barangay government has the mandate and resources—no matter how large or small— to assist in the realization of such ventures.

But nothing is happening

because those who can make it happen—the middle and upper classes—are inattentive or uninvolved. They‘re more focused on large-scale ventures that promise big pay-offs, or on their dealings with the higher-level governments. So their impact on the relatively modest requirements needed for their small barangay to progress is practically nil.

It’s unfortunate that those who have more in life contribute little or nothing to their own community.

They are the big stockholders (taxpayers) of the barangay corporation but behave as if they are not a part of it. And so the potential for growing this public corporation is neglected and overlooked, its affairs taken for granted by the very stockholders who ought to serve as its economic dynamo.

Stimulating economic activity in this grassroots community is the greatest contribution entrepreneurs and the elites can contribute to society, applying their knowledge, experience, or technology in corporate governance.

Combined with the sweat equity and industry of the D and E classes, they can certainly energize the local economy. They shouldn’t leave it to be exploited by the humongous developers and mall-owners that kill sarisari stores and small business in the locality, sucking out every centavo possible from everyone’s pocket.

Multi-sectoral collaboration in the barangay community will not only promote and strengthen autonomy but expand the local economy and induce progress—the result of “Barangay, Inc.” as an approach

to local development.

Such barangay-wide collaboration can well be the “communitarian” approach” the grassroots need for their self-development: the entire community pulling together for its own prosperity, institutionalizing autonomy, strengthening self-government.

Then perhaps, we can already afford to venture into such adventuresome pursuits like Federalism and a national parliamentary system!

PH manufacturing sector still healthy

MANILA -- The Philippines’ manufacturing purchasing managers’ index (PMI) posted improvements in February despite pressures in the domestic market.

Global industry monitor IHS Markit reported Thursday that the country’s manufacturing PMI last month slowed down to 50.8 from January’s score of 51.7.

It noted that February’s index was also the second lowest reading for the Philippines in the manufacturing PMI survey history.

PMI is an indicator of the health of a country’s manufacturing sector based on five major indicators -- new orders, inventory, production, supplier deliveries, and employment environment.

Indices above 50 signal improvements in the manufacturing sector, while readings below 50 show deterioration.

The report noted Philippine-based factories in

February scaled up their production due to higher demand. Purchasing activity likewise increased last month.

Moreover, IHS Markit said despite the improvement in purchasing in February, this did not translate to a higher build-up of inventories last month as firms preferred to tap current stocks.

Deliver y times were shortened in Februar y, which was first since August 2017, due to improved delivery efficiency. The report said supply chain constraints eased last month.

On the other hand, employment dropped last month, “reflecting an ongoing lack of capacity pressure”.

SM Investments posts BPI opens 100th BanKo in Valencia P32.9-B net income

MANILA -- Conglomerate SM Investments Corp. (SM) on Wednesday said its net profit surged by 6 percent in 2017, led by robust earnings of its property and banking businesses.

SM told the local bourse its net income reached PHP32.9 billion last year from PHP31.2 billion the previous year.

Consolidated revenues rose 9 percent to PHP396.1 billion from PHP363.4 billion last year.

“Our core businesses continued to deliver strong results in 2017 with recurring net income growth of 9 percent, driven by overall growth in the economy and

our nationwide expansion plans. Our property and specialty retail businesses delivered particularly strong results,” said SM President Frederic C. DyBuncio.

Property accounted for 40 percent of total earnings, with banks comprising 38 percent and retail 22 percent.

SM Prime Holdings, Inc., SM’s property holding firm, posted a recurring net income growth of 16 percent last year to PHP27.6 billion from PHP23.8 billion of prior year, driven by the increase in rental revenue from malls as well as the strong sales take-up of housing units.

At yearend, SM Prime has 67 shopping malls in

the Philippines and seven in China.

The residential group, led

by SM Development Corp.

(SMDC), posted consolidated revenues of PHP30 billion, up 18 percent from PHP25.4 billion in 2016.

The rest of SM Prime’s businesses registered revenue growth of 32 percent to PHP7.9 billion from PHP6 billion.

BD O Unibank, Inc. (BDO) posted a net income of PHP28.1 billion in 2017 from PHP26.1 billion the previous year on strong growth across all business segments.

VALENCIA, Bukidnon – The Bank of the Philippine Islands (BPI) opened Tuesday its 100th Direct BanKO, the bank’s microfinance arm in Valencia, Bukidnon.

Direct BanKo in Valencia is the 20th branch in Mindanao.

“What you are seeing today is the 100th branch and frankly this is something that BPI is thinking about 10 to 15 years already.

For a bank that says our responsibility is not just to make profit and also to understand our customers and participate fully in the broadest aspect of the Philippine growth,” said Joseph Albert Gotuaco, chair of BPI Direct BanKo Inc (BanKo) and executive vice president and head of BPI Retail Banking.

Gotuaco said BPI wanted

to be part of the country’s growth especially in the provincial areas where nonformal markets grow.

BPI Direct BanKo has already served over 10,000 self-employed micro-entrepreneurs (SEMEs) nationwide and released a total of PHP550 million in loans. It is targeting to expand up to 200 branches nationwide this year to serve 20,000 more SEMEs. BPI will be opening 14 branches more this year.

At the newly-opened BanKo branch, BPI is offering a relationship based on cash flow.

“BanKo is all about relationship. Yung nakakaintindi kayo ng. customers (The one that can understand customers). You have to understand their business and the cash flow and what you want to do is lend based on the cash flow,” Gotuaco

said.

“If you are lending based on collateral only if you don’t understand the cash flow of the clients ang mangyayari dyan (what happens) they would default and take away their asset. That is not relationship. In BanKo it is relationship based on cash flow and collateral to us is just a symbol,” Gotuaco said.

According to Rodolfo Mabiasen Jr., vice president and head of Micro-Enterprise Loans Group of BPI Direct BanKo, the interest rate depends on the amount of the loan.

The interest rate would start from two percent up to 2.3 percent. He said the maximum amount that a client could loan is PHP300,000 and minimum of PHP25,000.

ADB okays USD235-M loan for renewable energy projects in ASEAN

MANILA -- The Asian Development Bank (ADB) on Friday signed a loan agreement of up USD235 million with a Thai firm to develop and enhance renewable energy in the Philippines and other countries of the Association of Southeast Asian Nations (ASEAN).

ADB’s financing will

support B. Grimm Power Public Company Limited’s implementation (B. Grimm Power) of the ASEAN Distributed Power Project, which will expand renewable and distributed power generation into new markets in the region, also including Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar and Vietnam.

The project will involve

the execution and operation of distributed and utility-scale solar, wind, biomass, waste-to-energy, gas-fired power, energy storage, as well as associated infrastructure in ASEAN countries.

“The development of renewable energy in Southeast Asia is critical to meet its energy needs and B. Grimm Power is at the forefront of the region’s

fast growing alternative energy sector,” Michael Barrow, Director General of ADB’s Private Sector Operation’s Department, said in a statement.

“ADB is proud to once again par tner with B. Grimm Power as it continues its expansion strategy in ASEAN member countries,” said Barrow.

B. Grimm Power’s total distributed power genera-

tion capacity is expected to increase by over 50 percent to 2,500 megawatts (MW) by 2022, while the renewable energy share in its portfolio will rise from 10 percent to 30 percent.

The energy company, a subsidiary of Thailand’s 140-year-old conglomerate B. Grimm Group, currently has a total capacity of 1,779 MW, operating 13 gas-fired plants, with four

more under development or construction.

In recent years, it has diversified into renewable energy and is operating 15 solar power plants and two hydro power plants.

ADB took a 1,968 million Thai Baht (USD57.7 million) equity stake in B. Grimm Power as part of the company’s initial public offering in July 2017.

Davao dad pushes transformation program for kids at risk DAVAO CITY -- A Davao City councilor is proposing for the development of a transformation program for children at risk in the city.

Councilor Maria Belen Acosta filed a resolution to enact an ordinance for the development of the program

to ensure the protection of the children, especially those who are in conflict with the law.

“The legislation of this program will help provide a safe and protective environment for children who are at risk of becoming either

victim or becoming CICL’s (Children in Conflict with the Law). Assistance from the government or nongovernment agencies could also be properly coursed to this proactive program,” she said.

DAVAO CITY -- In a rare occasion, Davao City Mayor Sara Duterte-Carpio broke bread with the street sweepers and garbage collectors who keep the city streets clean all day.

It was her way of thanking them and other personnel of the City Environment and Natural Resources Office (CENRO) for doing all the dirty job during the city’s successful hosting of Davao Regional Athletic Association (DAVRAA) meet from February 18 to 23.

Duterte-Carpio said the DAVRAA would not have been successful without the help of the CENRO personnel.

The city mayor ate with

them in a boodle fight at the People’s Park on Wednesday lunch. They ate rice, chicken barbeque and roasted beef put on banana leaf.

Duterte-Carpio said she would have given them a gift certificate. “Pero wala na ta gift certificate (But we no longer have gift certificates),” she said.

So, she said she thought of just sharing roasted beef and promised to give gift certificates in December as Christmas presents.

Before the start of the program, a street sweeper, who begged off to give her name, was excited to share food with the mayor.

The mayor also gamely posed for photos or selfie with the workers after the

boodle fight.

CENRO is one of the few city government offices which maintains many workers.

The street sweepers work in three shifts – 4 a.m to 9 a.m; 9 a.m to 4 p.m, and 4 p.m to 9 p.m.

CENRO also maintain garbage collectors on shifting hours.

Aside from CENRO, Duterte-Carpio will also treat other groups for their help during the DAVRAA. Among them are the Davao City police, Task Force Davao, and other offices.

She said the city would need their services in the coming months like Davao City’s founding anniversary,

Duterte-Carpio expressed her concern on children sniffing solvents.

“And more importantly, what legislation could be crafted so that the City Social Services Division could be properly equipped with legal, physical, and

financial requirements and capabilities,” she said.

She said despite the recognition of the city as childfriendly, it remained the goal of the city government to continue to develop new programs for welfare and protection of the children

of Davao.

DAVAO CITY -- Mayor Sara Duterte-Carpio assured Dabawenyos the city police and security forces are always on their toes amid reports that 40 foreign terrorists managed to infiltrate the country via the maritime route.

The city mayor said the Task Force Davao was doing its best and pushing its men and women to be on guard and secure the city.

She said there were even reports that terrorists were slowly recruiting and radicalizing people especially the youth after the terrorist groups were annihilated during the Marawi campaign.

True or not, the mayor said the government should always be prepared. She stressed some information may be taken for granted by people but would eventually turn out to be true.

“I assure Dabawenyos we are doing everything. We always emphasized the impor-

tance of counter-terrorism and counter-insurgency activities,” she said in an interview Wednesday.

The mayor called on the people to report everything that they know to the city government or through hotlines of the Task Force Davao and the Davao City Police Office (DCPO).

In a report, there were foreign terrorists who allegedly managed to sneak into the country, although this has yet to be confirmed by the Armed Forces of the Philippines and the Philippines National Police (PNP).

The AFP has assured all units in the Western Mindanao Command are closely monitoring the coastal waters in the area.

It is also counting assistance from neighbouring Malaysia and Indonesia which the Philippines has established agreements on bilateral joint patrols.

DAVAO CITY -- To boost its tourism industry, the Compostela Valley province will invest PHP100 million to develop a 65-kilometer road network called the Wellness Loop.

ComVal Tourism officer Christine Dompor disclosed the Wellness Loop Development project will start anytime this year with a completion target in 2019.

Site inspections have been done last year.

Dompor said the project covers roads connecting to the different wellness sites and other tourist destinations within the province.

“This is an initiative of the provincial government so tourists and visitors can have easy access to the destinations,” she said.

This year, the provincial government will work on social preparations and the rehabilitation of existing structures.

The project has already been presented to the Regional Development Council last year. The provincial government plans to develop the Amakan Crater, Rafflesia

Site, Miyaya Falls, Pyalitan Falls, Tagbibinta Falls, Marangig Falls, Mainit Sulfuric Waterfall Hotspring, Lake Leonard and Salvosa Falls.

Dompor said once the loop becomes operational, the provincial government would limit the entry of people in order to preserve the natural condition of the sites.

She said that overcrowding is harmful to the environment so they want to manage the entry of people.

Part of the plan is to field a 50 to 70-seater bus to service the routes while vegan foods – fresh from the farms would be served and softdrinks would be banned, she added. The province would only allow glamping as accommodation.

“We want to be the advocate of wellness and at the same time take good care of our natural resources,” she said.

Contrary to the issues on militarization in the countryside, Villanueva said that the Philippine army particularly soldiers in the barangays are there to help address the need for basic services. They would allocate a day or two to provide basic services together with the health department, education, and local government units (LGUs) among others.

He said that they have tapped LGUs to help them identify these terrorists.

However, he explained that they also have programs to those who surrenders. In fact, the lives of some NPAs have been changed since they surrendered. Some joined the Philippine army while others have moved on as good citizens of the country.

According to a witness, the pair, who was onboard a Mitsubishi Lancer with plate number XHU-835, figured in a shootout with another vehicle that wounded Repana’s left leg.

During a follow-up operation, elements of Parañaque City Police Station discovered Repana and Facal’s vehicle parked near the Sta. Rosa Hospital, Laguna that led to their arrest.

When inspected by the Scene of the Crime Operatives (SOCO) Team of Police Regional Office 4A (PRO4A), the vehicle yielded one caliber 38 revolver with

pieces of ammunition, and one plastic sachet containing suspected methamphetamine hydrochloride, or shabu, one improvised tooter and lighter.

Repana identified himself as a PDEA operative and showed his identification card to the arresting authorities.

Repana and Facal will be facing charges for violation of Section 11 (Possession of Dangerous Drugs) and Section 12 (Possession of Drug Paraphernalia), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002.

Additional charges for illegal possession of firearms and ammunition, usurpation of authority, alarm and scandal, will also be filed in court against them.

“It comes as no surprise that there are people who misrepresent themselves as PDEA agents or as members of other law enforcement units to perform their illegal activities,” Aquino said in a statement.

“Our agents have undergone rigorous training for months, imbibing in them the core values of the PDEA organization. We will not tolerate unscrupulous people who pretend to be our agents and tarnish the Agency’s integrity just like that,” he added.

According to the MEI, the occupational group reported a 1% year-on-year decline on average for overall hiring activity in 2017.

Despite starting the year with a 4% year-on-year growth in hiring activity, that growth plummeted into the negative by March as it reported eight consecutive months of decreasing hiring activity. July saw the steepest low in hiring for the group, reporting a 16% year-on-year decline.

In spite of the consecutive declines, hiring activity slowly picked up by the end of the year, reporting a 15% year-on-year growth in hiring activity by December 2017.

In 2000, he obtained a Licentiate in Theology at the Loyola School of Theology of the Ateneo de Manila University and served as a professor and director of spiritual and pastoral formation at St. John Vianney Seminary of Theology.

From 2003, 2009, he studied spirituality at the Pontifical Gregorian University in Rome.

On his return to the Philippines after his Rome studies, he became professor of Pastoral Theology at the same seminary. Dael’s episcopal ordination has yet to be set. In the meantime, Bishop Odchimar will continue as head of the diocese on an interim capacity.

RTWPB 13 provides Service Quality Training to Wing - On Employees

BUTUAN CITY -- The Regional Tripartite Wages & Productivity Board- Caraga conducted a series of Service Quality for ErrorFree Seminar at Wing – On Incorporated including its sister companies on February 13-15 & February 27-28 & March 01, 2018, at Wing- On Conference Room, Langihan Butuan City.

More or less 300 workers from different departments and units participated in the series of Service Quality Seminar. The goal of the training seminar is to further enhance the workers to be more competitive and productive to be able to give its costumers efficient and effective quality service.

Service Quality Training Program is a service quality management improvement tool, aim at enhancing workforce knowledge and skills to create an “ error-free” service to its clients.

It provides the basic concepts and principles of service quality, approaches in creating an “error free” service, art of error recovery, communication and teamwork for quality service.

This will likewise define tools and techniques necessary in developing creative solutions to errors in the delivery of service.
