Future doc, aspiring lab worker eager to help end pandemic

CAGAYAN DE ORO CITY – Two students in the medical field here are looking forward to passing their licensure board examinations so they can immediately join the frontline and help end the coronavirus diseases 2019 (Covid-19) pandemic.

Lorimer Capinpuyan, a registered nurse for 10 years before taking up Medicine at Liceo de Cagayan University here, said he had always envisioned himself serving communities.

“We have already accepted that (our roles in the society),” he said in an interview during the medical reach-out activity “Liceo Helps” for Barangay Macasandig residents, organized by the university’s Office of Extension and Service Learning on Saturday.

“Our profession means we will be called upon to serve communities, especially in times of pandemic,” he added.

IATF approves amended guidelines for Alert Level 1

MANILA – The InterAgency Task Force for the Management of Emerging Infectious Diseases (IATFEID) on Sunday approved the amendments to the guidelines on the nationwide implementation of the Alert Level System for Covid-19 response.

This, after the IATF also approved on Sunday placing the National Capital Region and 38 other areas under Alert Level 1 from March 1 to 15.

B’non IP farmers beneficiaries of P2.1-M agri assistance

CAGAYAN DE ORO CITY – Bukidnon farmer Andrew Lingcoran is the new owner of one of 24 horses distributed by the Department of Agriculture Region 10 (DA-10) to indigenous peoples (IP) groups under the “Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K)” livelihood program.

DA-10 also distributed 12 carabaos, 16 units each of plows and harrows, 40,000 abaca seedlings, 20 rolls of tarpaulin covers, and 20 rolls of nets, worth PHP2.1 million, in Impasugong town on February 23 and 24.

“First time naming magkaroon ng kabayo kaya lubos ang aming pasasalamat sa DA sa paglaan ng atensyon sa tulad naming mga katu-

tubo (It’s our first time to own a horse so we are really grateful to the DA for paying attention to the IP community),” Lingcoran said in a DA Facebook post on Saturday.

“Alagaan ko ng maayos ang kabayong ito para balang araw ay mapakinabangan ang mga anak nito ng iba pang katutubong magsasaka dito sa amin (I will take good care of this horse so its offsprings will also benefit other farmers here),” he added.

The IP group beneficiaries were the Grupo Hu Nagkasbuwa Hu Mga Maguuma sa Mahan-ao, Pigbuligaan Farmers Association, AGRI BOOST. Renew permits before MICE events, Davao tourism firms told

“I want to emphasize the need to invest in our healthcare system.... I am

glad that we are taking the right steps so that we can be better prepared for any future health crisis that may come,” Go earlier said.

CAGAYAN DE ORO CITY -- In celebration of its 27th anniversary, the Philippine Health Insurance Corporation Regional Office (PhilHealth)- 10 conducted a webinar dubbed, “PhilHealth Matters: A Webinar on Mental Health Awareness and Prevention,” February 22.

The event’s resource speaker, Dr. Rodney R. Boncajes of the National Center for Mental Health shared his insights on mental wellness and the prevention of mental health problems, especially during the COVID-19 pandemic.

Referencing data from the World Health Organization (WHO), Boncajes said Filipinos are mostly affected by mental disorders such as depression and anxiety disorders.

In 2017, the WHO recorded 3.2 million Filipinos diagnosed with depression, and about three million Filipinos diagnosed with anxiety. Data from the same year also show that five in every 100,000 Filipinos commit suicide.

He added that the mental health of the elderly, children, adolescents, and students have been greatly affected by the global health crisis, causing them to exhibit increased levels of distress and symptoms of

depression and anxiety.

During the talk, Boncajes cited three ‘domains of functionality’—Intrapersonal, Interpersonal, and Work/ school-related functionality—that determine one’s self-image, social interaction, and the performance of tasks. He said one domain being affected by mental health problems already warrants medical consultation.

“Isa lang po sa mga tatlong [domains of functionality] na magkaroon ng concern, warranted na po na kayo ay makita kaagad ng mental health professional para maiwasan ang complication. If [all] your domains of functionality have already been affected, medyo alarming na po,” Boncajes said.

He also said to look out

for symptoms of mental health problems and disorders. Based on the Mental Health Continuum Model, mentally-ill persons exhibit an exhausted or fatigued image, have enraged or depressed moods, frequently think about suicide, are not able to perform tasks at all, and are associated with substance or alcohol abuse.

During the COVID-19 pandemic, Boncajes said individuals feel stressed and panic due to fear of infection, rumors and misinformation, and for fear of the unknown. He added that confusion, distress, mistrust, and doubt are emotions also commonly associated with the pandemic.

He is gunning for a seat at the City Council of Cagayan de Oro as the lone candidate of PDP Laban) IN 1986, the first spark of PEOPLE POWER started in Cagayan de Oro City via a group of CdO students and out of school youth who chose the path of peace for change against the Marcos dictatorship.

In December of 1985, a National Youth Consultation was held in Cebu City organized by PDPLABAN Youth on whether we will Boycott or participate the Snap Elections called by then President Ferdinand Marcos.

Among the CdO delegates CdO were Lawyers Ike Naduma and Gladis Lomocso-Naduma, Jocelyn Mendoza-Salcedo, Gertrude Bangongon, Edwin Gabutan and this writer.

I was then the President of PDPLABAN Youth in CdO. We got our support from the late Senator Nene Pimentel, the founder of PDP-Partido Demokratiko Pilipino and the late Cagayan de Oro Mayor Ambing Magtajas.

We decided to continue the fight through peaceful means and decided to stay, and hold and protect our Andres Bonifacio camp at Divisoria.

YCD was automatically changed from Youth for Cory and Doy into Youth Committed to Democracy.

I can still vividly remember the XU College of Medicine students led by now Dr. Loloy Navarro conducted free medical service like getting Blood Pressure as their contribution to our anti-Marcos activities.

Fishing Families in El Salvador Opposing Eviction THE poor fishing families in the off-shore area in Purok 5, Barangay Alo, Poblacion, El Salvador, Misamis Oriental are now having sleepless nights because they were told that the sea shore area where they have transformed into their residency through hard work by gathering stones to build their concrete houses, not minding the onslaught of strong wind and waves since the sixties has been a subject of a land title and is now owned by a buyer who bought their residential area for more than seven million pesos to be the site of business activities. They were so puzzled because their off-shore residency had been inundated with sea water and became only livable after filling the area with stones before constructing their houses on top of the gathered stones.

As they were allowed to use the seashore, they were so thankful to the DENR based on the legal tenet that those who have less in life, should have more in law.

As expression of their gratitude for allowing to stay in the off-shore area as fisherfolk, they have become very active in protecting the grandeur of Macajalar Bay as active members of Task

Force Macajalar (TFM).

They were designated as Fishery Wardens by the Bureau of Fisheries and Aquatic resources (BFAR) in the Nineties and together with Task Force Macajalar had been conducting nightly sea-borne patrol to stop illegal fishing activities and illegal intrusion of 100-tonner commercial fishing boats that were raking the bay then of fish in the municipal waters. In fact, it was so amazing that they established along the bay in El Salvador a fishery guard house through their voluntary efforts together with TFM. Being true to the word El Salvador, they were instrumental in saving the marine and fishery life in the bay.

But their environmental advocacy was not just limited in stopping illegal fishing activities. The bay was also a victim of massive soil erosion and siltation.

What men do in the uplands affect the life in the sea. Because trees were cut, soil has been eroding that destroys coral reefs as well as the mangroves. The illegal mining activities including hydraulics have worsened the condition of the bay. Thus, these poor fisherfolk had joined TFM

in conducting direct action against illegal logging and illegal mining through human barricades. Every night then from 12 midnight until dawn, some 50 10-wheeler logging trucks carrying illegal cut logs from the hinterlands of Cagayan de Oro, Bukidnon and Lanao provinces were passing the thoroughfares of Cagayan de Oro when the Cagayanons were fast asleep. Not minding the throwing of an m2k2 grenade, they bravely faced the threats to life and declared they were willing to give up their lives to protect God’s vanishing creation.

That was how passionate they were then as they feel oneness with all of God’s creation. Could there be greater love than the love of these fisherfolk who were willing to give up their lives to protect hundreds of thousands of species including marine and fishery resources that were becoming extinct then because the 17 million hectares of dipterocarp forest have been ravaged by powerful loggers? If I may recall, they had even composed a poem as a tribute to Macajalar Bay, to quote: “Will the bay which reign See EVICTION, page 11

Drinking session turns bloody; 1 dead, another injured

CAGAYAN DE ORO CITY – An alleged discussion on politics among drinking buddies has turned sour which led to a shooting incident that killed one person and injured another in Barangay Macasandig here early Friday morning.

Police said Anthony Espina was declared dead on arrival at the governmentowned Northern Mindanao Medical Center due to gunshot wounds in the head while Peth Jagualing

sustained injuries in his shoulder and is currently undergoing treatment at the J.R. Borja General Hospital.

C apt . A l l an C airel, commander of Barangay Nazareth Police Station 9, identified the suspect as Jonathan Borja, 48, a resident of Apollo Apartments in Macasandig and a councilor of Barangay 3.

Cairel said Borja surrendered to authorities after the incident.

He said they still can’t confirm how many gun-

shot wounds the victims sustained but investigators recovered eight empty shells at the scene.

As of this writing, Cairel said police personnel are still at the hospital waiting for reports from the victims’ attending physicians.

Initial police investigation showed that the two victims and a certain Danny Maandig were having a drinking session in front of a store when Borja came and joined them.

Later, a heated argument ensued among them which

resulted in the mauling of Borja.

Reports said Borja left and returned a few minutes later with a .45 caliber pistol and shot the victims.

Macasandig chair Amor Sanchez relayed that based on the accounts of the residents who heard the altercation, Borja and the victims argued on issues about politics.

But Cairel said police will still conduct further investigation to determine the real reason for the argument.

Reconciliation between them had already been diligently employed but all proved futile.

BSP invests in Asian Green Bond fund in sustainable finance push MANILA – As part of its commitment to lead by example and redirect capital to address urgent global challenges, the Bangko Sentral ng Pilipinas (BSP) has invested in the Asian Green Bond Fund (BISIP G3) of the Bank for International Settlements (BIS), which aims to help fund investments in green projects across the Asia-Pacific region.

The decision bolsters sustainability efforts and supports the sustainable central banking agenda, BSP Governor Benjamin Diokno said in a news release on Friday.

“The participation in the fund is expected to provide the BSP with an additional source of return and investment diversification that is consistent with our prudent approach to reserve management,” Diokno stated.

The BIS launched the Asian Green Bond Fund, a US dollar-denominated and open-ended fund, in collaboration with development finance institutions and an advisory committee consisting of various central banks, including the BSP. The loans were approved under the LANDBANK SPEED-PUV (Special Package for EnvironmentFriendly and EfficientlyDriven Public Utility Vehicles) Loan Program, which are 177% higher than the P1.19 billion in the same period the previous year.

As of 31 December 2021, LANDBANK has greenlighted a total of P3.79 billion to 39 borrowers for the purchase of 1,619 modern

jeepneys under the SPEEDPUV Program, which was launched in 2019.

THE Mindanao State University (MSU) inked a MOU among Kastamonu University, Turkey, University of Eastern Philippines, and Bogor Agricultural University in Indonesia on February 21, held at their Convention Center that highlights the formal opening of the 3rd International Conference on Environment and Forest Conservation.

(3rd ICEFC2022) This year’s theme of the ICEFC 2022 is Environment and Forest Conservation Towards a Resilient and Sustainable Ecosystem in the Post Covid-19 Pandemic Era”.Topics of the conference would go around Eco-Governance and Social Forestry, Climate Change and Disaster, Biomass Energy , Ecosystem Conservation and Management ,and Forest Environmental Innovative Technology.

SECTION 5. PROHIBITED ACTS - The prohibited acts: Selling of COVID-19 Vaccines.

Provide or promise to provide vaccination slot/schedule in exchange for money or valuable consideration.

SECTION 6. PENALTY- Any person or organization found guilty violating the aforementioned prohibited acts shall be punished with imprisonment of one (1) year and a fine of FIVE THOUSAND PESOS (P5,000.00) at the discretion of the court.

SECTION 7. IMPLEMENTATION – The Philippine National Police is hereby mandated to enforce this Ordinance and ensure that perpetrators of Vaccine-for-Sale Scheme are punished to the full extent of the law.

The learners will use the MS team flatform as their current classroom.

The bichronous class has synchronous and asynchronous schedule from Mondays through Fridays.

Synchronous is the time when teachers and learners

go online. Asynchronous is the time when learners do their work on their own using MS forms and other activities online.

Higher levels like Grades 4-5 meet their subject teachers as per schedule. Parents’ and learners’ inquiries were addressed using MS teams.

The administrators did their greatest to provide the teachers’ needs like internet connection, gadgets, and space for bichronous classes.

The learning became fun and enjoyable since there were applications that was used to make learners interact with teacher and with classmates. Quizziz.com was used during formative assessment, flipgrid was used to record and present their performance tasks, kahoot was used as another interactive activity for them and other educational applications.

Teachers’ engagement in Action Research is one of the avenues for a meaningful teaching and learning process. This is so teachers can look for an appropriate intervention to address and focus classroom problems or issues especially to the at-risk learners.

What makes Action Research important is it improves practices of learning and teaching while enriching teacher’s capabilities. It contributes knowledge and skill development, practical improvement, and policy information. Therefore, educators can use those research findings to improve their competencies in teaching and learning methods.

Moreover, action research is one of the processes to educational research that is generally used by educators and other professionals

to examine thus develop teaching practices. In this manner, action research represents an expansion of the critical self-reflection that a teacher employs in their classroom on a daily basis. When pupils are actively engaged in learning, the learning environment can be self-motivated.

More so, great action research can transform the traditional methods and approaches the way teachers do to a more simplified and modern techniques of teaching. This is useful and important enough to enhance teacher’s classroom practices and share improved teaching ideas.

In essence of the many methods to action research, recognizing the potential purposes inside the classroom helps move the path to a more extensive and critical reflection. When Antique Opposition Leader Evelio Javier was brutally killed, we marched and protested by holding Light a Candle ceremony at Andres Bonifacio with Xavier University President Father Javier who delivered his first outburst by lambasting the Marcos dictatorship, while Roy Raagas waved the Philippine Flag alongside by his beautiful girlfriend.

The military in full battle gears tried to stop our operations by conducting an early dawn mock attack at our Bonifacio HQs, trying to scare us,but we were fearless then and willing to die for a right cause to restore Democracy through peaceful means as taught to us by Senator Nene Pimentel who embraced the Ghandi principle of good governance.

Eventually the YCD Bonifacio HQs became a venue of free expression by the Cagay-anons.

Our battlecry was No to Marcos and Never Again to conjugal dictatorship!

Kagayanons are brave people and kind and believe it or not, our YCD was well provided with unlimited foods and drinks by fellow Cagay-anons.

This is the reason why we were able to sustain our operations until the February 25 EDSA peaceful revolt.

When the news came that Marcos left the Palace, we celebrated to the max with a Fiestalike revelry — a one of a kind happiness and joy, alas freedom and democracy recaptured by the Filipino people through peaceful means.

In February 28, 1986, I was asked to come to Manila to join the celebration of the recaptured Democracy, and it was my first plane ride via PAL. I was born in Osmeña Street.

I am happy and proud to have a Cagay-anon DNA. Dr. Jose Rizal said that the youth is the Hope of the Fatherland.

I urged our youth of today to study the history of our country — that we were raped by Spain for more than 300 years, controlled

by America for another 50 years, Japan for 4 years and by Marcos for 20 years.

To exist is the easiest way as expectator.

But to live is participatory.

We must embrace freedom and democracy. Our love for others must always prevail in our hearts and in our minds.

We are all stewards of God’s creation. Let us not be swayed by the sweet smell of the people’s money.

Let us serve our city the best we can do by applying the principles of good governance instilled to us by the late Sen. Nene Pimentel.

Fishing lies at the heart of our culture, the fisherfolk its careful guardians. The bay is now facing a crisis, representing a danger to coastal people. Soon we will see a time when the unavoidable reality of hunger will stalk the earth again. Then how heavily will the meaning of a single fish weigh in our human heart! Pray sons and daughters of the Earth that the bay be restored to life.”

That was how amazing these poor fisherfolk are! But now, they are facing another problem: the horrible violation of their human rights. Food, shelter, clothing and livelihood are basic needs of the human beings. From their end,

as fisherfolk, they have to protect Macajalar Bay because the bay provides them with their basic needs on food and livelihood and allowed to live in the seashore area.

Now, the land had been recently titled, without their knowledge.

A land title for them is just a piece of paper; their more than 50 years of residency has already vested upon them greater right of ownership, living there first as single, then becoming parents and now as grandparents. They have been working so hard to give their children and grandchildren a dignified and decent life. Almost all of children are now professionals and even beautified their homes into concrete two-storey houses. Now, they were told that their houses will be demolished as a court order will soon be issued.

For the Community Environment Officer in the area, CENRO Conrad Mahinay, he was so puzzled why a land title was issued without his knowledge because the seashore area is under DENR’s jurisdiction. Even an official of the Register of Deeds was so puzzled why such issuance was done without even informing the fisherfolk-residents as they already have acquired vested right of ownership.

The affected fisher-residents are now so puzzled knowing that in this country, no one is above the law, all must bow down to the majesty of the law because we follow the rule of law and not of men. But it is now appearing that it is the rule of the powerful and the rule of money that is more powerful. Thus, while before these fisherfolk had been fighting to protect the environment, not minding threats to life, this time, with a firm collective intent, they will stand and fight for their basic human rights. As stated in their “Manifesto” they are willing to give up their lives to give a decent life to their families and not to be treated as “disposable wastes” that can be evicted anytime by the will of the powerful buyer!

Is the ownership of the rich means the dispossession of the poor? Indeed they are not disposable wastes to be evicted based on a questionable land title. They may be poor fisherfolk but they were compassionate members of an ecological movement Task Force Macajalar that in 1993 was a recipient of the Public Service Award from Xavier University, an international recognition from the Friends of the United Nations in Ottawa, Canada in 1995 for protecting the environment and a national awardee in 2014 of PhilHealth of the Local Hero Award. These poor fisherfolk were the frontliners of Task Force Macajalar. While these amazing institutions are recognizing them as environmental heroes, why are they being treated as disposable wastes and are to be evicted in utter disregard of their vested right of more than 50 years of residency?

As decided by the DENR, such title will be the subject of an investigation, but still they are being threatened to be evicted, thus, they are now firmly standing and fighting for their human rights and request for due process of law. Task Force Macajalar with its thousands of members will also stand for them, be legally and thru extra-legal means. All human rights defenders, JOIN US!

Under Alert Level 1, the IATF said there are no restrictions in terms of indoor and outdoor capacities. Everyone can undertake intrazonal and interzonal travel without regard to age and even comorbidities.

All establishments, persons, or activities are likewise allowed to operate, work, or be undertaken at total on-site or venue seating capacity, provided these are consistent with minimum public health standards.

Meanwhile, face-to-face classes for primary education shall be subject to prior approval of the Office of the President.

Below are some of the protocols to be observed under Alert Level 1: • Well-fitted face masks shall

be worn properly at all times, whether outdoors or in indoor private or public establishments, including in public transportation by land, air or sea, except when eating and drinking, participating in team and individual sports in venues where ventilation standards can be maintained, and practicing outdoor sports/exercise activities where physical distance can be maintained; • All private offices and workplaces, including public and private construction sites, may operate at full 100 percent capacity, consistent with national issuances on vaccination requirements for on-site work.

However, they may continue to provide flexible and alternative work arrangements as deemed appropriate based on function or individual risk.

• Agencies and instrumentalities of the government shall likewise adhere to 100 percent on-site workforce. Off-site work shall be under such work arrangements subject to relevant rules and regulations issued by the Civil Service Commission and the Office of the President.

• On the other hand, public transportation in areas under Alert Level 1 shall be at full seating capacity. For intrazonal and interzonal travels involving public land transportation between an area with a higher alert level classification and an area under Alert Level 1, the passenger capacity shall be that which has the lower passenger capacity rate between the point of origin and point of destination. For aviation, maritime and rail public transport operating in and out of Alert Levels 1 areas, the passenger capacity will be at 100 percent. The use of acrylic and/or plastic dividers in public transportation shall not be required. The use of the Safe, Swift and Smart Passage (SPaSS) travel management system shall likewise not be required for interzonal travel to areas under Alert Level 1.

• On contact tracing, the use of health declaration forms/paperbased contact tracing shall not be required for all the agencies and establishments under Alert Level 1. On the other hand, the use of digital contact tracing such as the StaySafe.PH application is optional for all the agencies and establishments.

• On testing prioritization, testing protocols shall be implemented, consistent with national guidelines, for individuals who are unvaccinated or have higher exposure risk pursuant to IATF Resolution No. 148-B and No. 149, s. 2021. In addition, testing using RT-PCR shall be recommended and prioritized for: Priority Groups A2 (persons above 60 years old) and A3 (persons with comorbidities) and Priority Group A1 or healthcare workers.

Testing shall be optional for other groups not stated above.

It shall not be recommended for asymptomatic close contacts unless symptoms will develop, and should immediately isolate regardless of test results. Instead, symptom monitoring is recommended. Should testing still be used, testing should be done at least 5 days from the day of last exposure. Testing shall also not be recommended for screening asymptomatic individuals.

Meanwhile, testing using antigen tests shall be recommended only for symptomatic individuals and in instances wherein RT-PCR is

not available, consistent with previously issued guidelines.

• The Hospital Infection Prevention and Control Committees (HIPCC) may implement testing protocols in health facilities for health workers and patients based on their assessment of risk and benefit.

• On isolation and quarantine, updated quarantine protocols for incoming international travelers shall be consistent with IATF Resolution No. 160 A/B, and updated isolation and quarantine protocols for general public and healthcare workers and authorized sectors shall be consistent with DOH Dept Memo No. 2022-0013.

• Under Alert Level 1, establishments are no longer required to set-up isolation facilities within the workplace.

• On treatment, close contacts, asymptomatic confirmed cases and mild to moderate confirmed cases shall be managed at the primary care level, such as health centers, private clinics thru face to face or teleconsultation, while confirmed cases with severe and critical symptoms shall be managed in the appropriate health care facility.

• In the case of reintegration, isolation can be discontinued upon completion of the recommended isolation period, provided that they do not have fever for at least 24 hours without the use of any antipyretic medications, and shall have improvement of respiratory signs and symptoms.

• For the purpose of claiming sick leave, health benefits or other relevant processes wherein the proofs of Covid-19 management are necessary, a medical certification may suffice provided it should include the following minimum information: name of patient, severity of symptoms, diagnosis as probable or confirmed COVID-19, and date of end of quarantine and/or isolation period.

Meanwhile, individuals 18 years old and above will be required to present proof of full vaccination before participating in mass gatherings or entry into indoor establishments, such as but not limited to: • In-person religious gatherings; gatherings for necrological services, wakes, inurnment and funerals for those who died of causes other than Covi-19 and for the cremains of the Covid-19 deceased; • All indoor dine-in services of food preparation establishments such as kiosks, commissaries, restaurants and eateries.

For outdoor or al fresco dining and take out channels, no proof of full vaccination is required; • All indoor personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology and other similar procedures including home service options; • Fitness studios, gyms and venues for exercise and sports; • All indoor cinemas or movie houses operating at full capacity; • Meetings, incentives, conferences, exhibition events and permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers; • Venues with live voice or wind-instrument performers and audiences such as in karaoke bars,

clubs, concert halls and theaters; • Indoor ancillary establishments in hotels and other accommodation establishments; and • Venues for election-related events.

Proof of full vaccination shall be required before entry in the list of establishments identified under the principles of 3C’s strategy against Covid-19.

Children ages 17 and below shall not be required to present proof of vaccination status.

Aside from NCR, other areas placed under Alert Level 1 include: • Abra, Apayao, Baguio City and Kalinga in the Cordillera Administrative Region; • Dagupan City, Ilocos Norte, Ilocos Sur, La Union and Pangasinan in Region 1 (Ilocos); • Batanes, Cagayan, City of Santiago, Isabela, and Quirino in Region 2(Cagayan Valley); • Angeles City, Aurora, Bataan, Bulacan, Olongapo City, Pampanga, and Tarlac in Region 3 (Central Luzon); • Cavite and Laguna in Region 4-A (Calabarzon); • Marinduque, Puerto Princesa City, and Romblon in Region 4-B (Mimaropa); and • Naga City and Catanduanes in Region 5 (Bicol).

In the Visayas, also under Alert Level 1 are: • Aklan, Bacolod City, Capiz, and Guimaras in Region 6 (Western Visayas); • Siquijor in Region 7 (Central Visayas); and • Biliran in Region 8 (Eastern Visayas).

In Mindanao, the following areas under Alert Level 1 are: • Zamboanga City in Region 9 (Zamboanga Peninsula); • Cagayan de Oro City and Camiguin in Region 10 (Northern Mindanao); and • Davao City in Region 11 (Davao). (PNA)

Kaakay beneficiaries from Tondo, Manila. “We are thankful to be part of this program to help our fellow Filipinos, especially those who now have to start over after losing their livelihood during the pandemic,” Dy noted.

One of the recipients is Elena Rondario, a single mother of four, who also lost her job when the pandemic hit.

“Napakahirap po para sa isang single mom na katulad ko,” Rondario said. “Hindi ko po alam kung saan kami pupulutin. Sagad na po ang budget para sa renta pa lang.”

When she lost her job, she sidelined as a volunteer in her barangay. “Para lang po may pambili ng bigas,” she quipped, adding that she really had a hard time making ends meet with the little honoraria she received from her barangay.

Luckily, she was able to work again at the Tutuban night market when the mall reopened. She also became a beneficiary of #BrigadangAyalaKaakay, a 12week food distribution program where 10,000 urban poor families receive a weekly supply of rice, fresh vegetables, canned goods, and bread that will cover four square meals for a family of five.

“Tamang-tama po ang timing ng Kaakay dahil parang nagsisimula uli kami,” Rondario said.

“Sa tulong ng mga pagkain na ibinibigay ng Kaakay, unti-unti ko nang nahahabol ‘yong mga utang ko sa renta, kuryente, at tubig.”
