ILIGAN City--Two alleged members of a kidnap-forransom group were killed in a shootout with the operatives of the National Bureau of Investigation Iligan District Office (NBI ILDO) and the Anti Kidnapping Group (AKG), Friday afternoon (March 15) in Barangay Bagumbayan in Kauswagan town, Lanao del Norte.

Special Investigator Joey Robert Ajero, officer-incharge of NBI ILDO, identified the two as Zainal Wahab Onding, 31, a resident of Lower Dansalan, Marawi City and Naipodin Hosain, 23, resident of Barangay Bualan, Wato-Balindong, Lanao del Sur.

The joint operation with the NBI ILDO, AKG Lanao del Norte and the Iligan City Police Office (ICPO) is in response to the request of a victim, a driver of a vehiclefor-hire, who was kidnapped in March 10 from Marawi City.

Relaying the victim's statement, Ajero said, five unidentified men, pretending to be passengers, told the victim-driver to bring them to Iligan.

The suspects picked up a passenger in Iligan and went back to Saguiaran (Lanao del Sur) and declared to the driver he is kidnapped.

In either case, it’s important that the necessary steps are taken to hire the right person for the job. Hiring a new teacher is a process and must not be rushed.

Understand the school’s needs. Every school has its own needs when it comes to hiring a new teacher and it’s important that the per-

son or people in charge of hiring understand exactly what those are. Examples of specific needs may include flexibility, personality, experience and most importantly, the individual philosophy of the division or region. Understanding these needs before you begin the interview process allows those in charge to have a better idea of what you are looking for. This can help create a list of interview questions catered to these needs.

It is important that you get as many applicants as possible. The larger the pool, the more likely it will be that you will have at least one applicant that meets all your needs.

THE administration of public schools in the Philippines is in the hands of DepEd. The system of administration and supervision which has been developed after years of experience is more highly organized than is commonly supposed by those who are not familiar with school work in the Philippines.

The public school system is divided into provincial and city divisions. The head in a division is the division superintendent. These division heads supervise all division supervisors, district supervisors and

public school principals.

DepEd has certain powers and duties, the most significant are to establish schools, fix salaries of teachers, set up the K-12 curriculum, approve plans for buildings, assign teachers and establish more public schools both at the elementary and secondary level.

In the administrative level, the Secretary of Education is assisted by the following divisions: Academic Division, Industrial Division, Accounting Division, Property Division, Records Division and Buildings

Division.

DepEd also formulates a policy framework for the operationalization of the administrative services in the agency, develops and implements administrative policies and guidelines on material resource management and provides DepEd with economical, efficient and effective services relating to personnel, information, records, delivery and receipt of correspondence, buildings, school furniture, supplies, equipment, collections, disbursements, security and custodial work.

Farewell to Dr. Emmeline

C HA R L O T T E , No r t h Carolina--A walk to raise awareness on Amgotrophic Lateral Sclerosis (ALS) will be held on April 20 by the Neri family in Raleigh, North Carolina in honor of the late Dr. Emmeline Ho Neri, wife of Andy Neri.

The Neri couple have four children—Ansell.

Anthea Neri Best, Abegayle Neri and Andrew Brian Neri. Anthea made the announcement after her mom was laid to rest at the columbarium in St. Raphael Catholic Church at Raleigh last Feb. 28.

The walk will also raise funds for research on a cure for ALS which remains elusive as acknowledged

by Reverend Fr. Bruce Bavinger, SJ, celebrant and homilist during the occasion.

Dr. Neri died last Feb. 21, about 10 days after she was honored in a party by the Filipino American Women Association (GSS or Gabriela Silang) at Raleigh.

Tess Ferrer- Turner, a close family friend and past president of the Philippine -American Association of North Carolina (PAANC) said she was surprised to see her friend already on the dance floor during the party.

Diagnosis “She was so happy and she danced the cha-cha,”

Turner said. She said she was told later that Dr. Neri sarted to slow down after the party.

It was five years ago when the Neri family started to see changes in their matriarch’s behavior. Two and a half years later, Anthea said they received word of her mother’s diagnosis from Duke University that she had ALS and frontal lobe dementia.

Their initial shock was followed by denial and later acceptance. It was then that the children rallied behind their parents and Andy took care of Emmeline to her dying day.

Anthea said the family decided to travel and maximize whatever time they can spend with their mother over the next two years. The Neri couple traveled through the US, Philippines, Disney theme parks and Mexico despite the doctor’s frail condition.

“ALS and dementia were chipping away at her body but not her energy,” Anthea said. She said her father would dance with her mother, laugh with her and helped her shower daily.

Smartest woman Andy also dyed his wife’s hair, painted her nails and tried his best to do her makeup. There was never a day that went by that he didn’t tell her he loved her

and that she was the smartest woman he knew.

Dr. Emneline was born Jan. 2 in Cadiz City, Philippines, the eldest of five children of a successful business owner. She studied at the Southwestern University School of Medicine and earned her medical degree.

She opened her own practice and pharmacy.

While working at the hospital in Manila she met her husband Andy, a native of Tagoloan town in Misamis Oriental and part of the illustrious Neri clan.

Two of the Neri children, Ansell and Anthea, were born in the Philippines.

The Neri couple decided to migrate to the US after the birth of their first two children.

They settled first in Virginia as Andy continued working in the US Navy and Emmeline stopped working and took care of their growing family. Later, she went back to work when their children were big enough.

Took to heart The Neri couple later had another daughter named Abegayle and a son, Andrew Brian. Dr. Emmeline also kept busy with volunteer work at the Filipino American Women’s Association and hosted parties at their house.

sional in the justice department of the Federal Bureau of Prison. During her stint there, Dr. Emmeline lobbied for better conditions for the inmates.

All four children shared lessons learned from their mother in separate eulogies duing the memorial service. Son Ansell studied at the University of North Carolina Greensboro and is the president of June -Neri Financial, Raleigh NC. Ansell is also past president of the Philippine -American Association of North Carolina (PAANC).

During the service, Ansell said their mother took to heart her faith, her family’s welfare and the community.

Ansell’s sister Anthea Neri-Best holds a bachelor’s degree in Clinical Laboratory Science at WCU. Anthea is also an actress, singer and Human Empowerment ambassador.

-ooo WHO IS PEDRO BUCANEG? Who is Pedro Bucaneg? This was the question that hit my mind while I was looking for something to write about for this column on March 16, 2019. It was prompted

by Twitter posts showing various Philippine national artists holding copies of the book written by another national artist, Mr. Virgilio Almario, and which book was launched in UP Diliman, Quezon City, also on March 16.

The book by National Artist Almario was entitled “Bakit Kailangan Natin si Pedro Bucaneg?” (or Why do we need Pedro Bucaneg?). And so that started me thinking about the question that greeted you at the start of this column today: Who is Pedro Bucaneg? Why would a giant in Philippine literature in the likes of Virgilio Almario write a book featuring the

question “Why do we need Pedro Bucaneg?”

I haven’t obtained a copy of that book yet, so I cannot give you Almario’s answer. But I tried to do some looking into the Internet and I discovered that Bucaneg was a great poet in the Ilocano language (the language of people in the northern part of the Philippines) notwithstanding his blindness from birth. He authored one of only two great folk epic stories in the Philippines which got printed during the Spanish era in the country, the “Life Story of Lam-Ang”.

-ooo “WHY DO WE NEED PEDRO BUCANEG?” Why do we need Pedro Bucaneg?

As I see it, Bucaneg played an extremely important role in the whole history of the Philippines, and not only in the history of Philippine literature and art. The life and literary creations of Bucaneg showed the high caliber status of Philippine culture and arts, most especially in relation to poems, songs, and written and oral stories, even before any foreign colonizer like the Spaniards ever set foot in

the country.

Bucaneg’s life stor y proves the richness and quality of Filipino culture, even before the Philippines got occupied by the Spaniards, the Americans, and the Japanese. Bucaneg’s life was an eloquent and resounding affirmation of the innate intelligence of Filipino natives; that Filipinos became civilized and refined, not because of the influence of foreign masters, but by the talent and intellect that had been with them from the very first time they first set foot in these islands.

The long and short of all these should be this: Bucaneg is an attestation that we, native Filipinos (even if we were not given this appellation yet), are already a civilized nation right at the moment when foreign invaders came with their malevolent designs to conquer us. Since we were undoubtedly civilized already at that time, it wouldn’t really be fair and truthful to say we were “discovered” only when foreigners came to our shores.

"Ang focus ngayon ng (the focus now of the) Philippine Army is to help in the interagency or whole government approach and the Armed Forces (of the Philippines) is just one of the agencies of the government under the Department of National Defense mandated to the rehabilitation of Marawi," Ruiz said.

The 55th Engineer Brigade, Philippine Army was deactivated in 2013 as part of the defense planning guidance to streamline the organization according to Ruiz.

After six years, the unit was reactivated to help in Marawi rehabilitation program.

"We will help through the TFBM and we will promise to do our best to attend to the welfare of the people in Marawi," Ruiz said.

When the combat operation was terminated in October 2017, following President Rodrigo Duterte's declaration od liberation in Marawi City, the 549 Engineer Brigade took charge in the debris

clearing.

It stopped when a private contractor got the award to do the demolition and debris management.

Now the Army Engineer unit was given the task again to help the Marawi rehab, it needs more personnel to fill up the needs of manpower.

A total of 1,000 Army personnel are needed for the construction of various government infrastructure nationwide.

"At the moment, the biggest chunk of that number is going to be deployed in Marawi for the rehabilitation program. We need the help of the media to dissimenate the information that we are inviting carpenters, mason, plumbers, electricians, heavy equipment operators to enlist in the Philippine Army and be part of the organization," Ruiz said.

MANILA -- Malacañang assured on Monday that President Rodrigo R. Duterte is in perfect shape despite experiencing a migraine and skipping two public engagements in Davao City on Friday (March 15).

Presidential Spokesperson Salvador Panelo made this assurance, noting the President quickly recovered after resting for three hours.

“He had a migraine. But after three hours of rest, he recovered and he went to work reading so many documents.

He just stayed in the house,” Panelo said in a Palace briefing.

“He is okay. As I said, he concentrated on his work -- the paper work, there are so many things to read and to study,” he added.

Duterte missed the distribution of Certificates of Land Ownership Awards (CLOAs) to Davao Region farmers and a Partido Demokratiko PilipinoLakas ng Bayan (PDP-Laban) campaign rally.

Panelo said the usual migraine affected the President

every now and then but it was not a cause for concern.

He said the President is currently in Davao and has no engagements this week, at least as of posting time.

Earlier, former Special Assistant to the President (SAP) Christopher “Bong” Go said that the President was “indisposed.”

happily cruise along at 60 kilometers per hour at 1,500 rpm. Yet, I couldn’t resist stepping on the accelerator pedal whenever a clear road presents itself. The six-speed automatic transmission has a manual mode so you can work through the gears yourself to have a more engaging driving experience.

I enjoyed the performance of the mu-X RZ4E as much as my kids appreciated its creature comforts. It is now the onset of summer season and yet the mu-X’s air conditioning system kept the entire cabin temperature arctic all the way to the back as there are air-con vents up to the third row. I had them watching movies on the 8-inch touch screen display, which was strategically placed to minimize glare during daytime driving. You can access the third row by pulling a lever on top of the second row back rest, which folds the seat to allow entry.

The ride is smooth and comfortable, huge potholes are barely noticeable. The 220mm ground clearance inspires confidence when rolling over obstacles. More importantly, it has the capability to wade through monsoon floods up to half a meter in depth. I like the high seating position as it gave me an excellent view of the road ahead. One

would think that maneuvering such a hefty vehicle in congested city streets would be a challenge but on the contrary, the mu-X’s commanding road presence kept other cars at bay. The daytime running LED lights also makes it more visible to other road users. The Bi-LED projector headlamps gives excellent illumination so you can go out for a drive anytime you like.

The mu-X RZ4E can shift duties from ferrying people to hauling cargo. The third row seats have a 50/50 split and fold function while the second row seats have 60/40 fold and tumble function. It is also possible to fold both rows to have a completely flat cargo bed. I was able to load my bicycle and there is still plenty of room to spare. There’s no need to bother with bike rack attachments. Just imagine the savings you can get on delivery fees whenever you buy home appliances at the store.

Anthea also said she learned that time spent with family is valuable and irreplaceable. Her sister Abegayle, a B.S Administration graduate at ECU is now connected with Omnicom Media Group, a leading global media betwork in New York City.

Abegayle said she learned from her mother to never buy designer shoes at full price and that life is what you make it.

“Because of her, I learned to dare to dream big and know the value of hard work,” she said. She also said her mother always put family first and it stuck with all of them.

The youngest Andrew Neri graduated from the University of North Carolina Greensboro and is in the US Coast Guard stationed in New York. Andrew said his mother was a shield who taught him to believe in himself.

Last dance “For the past five years I was able to spend time with my mother. She was diagnosed with ALS two and a half years ago, which was about the same time I joined the army and they allowed me to go home every month to be with her.”

“I am happy I got to watch the Sound of Nusic on repeat with her. I am happy I got to dance with her during our trip to Mexico and I am happy she saved one last dance for me last week,” Andrew said in his eulogy.

When he talked about his siblings, Ansell said Andrew was awarded personally by the director of Homeland Security while sister Abegayle created ads for many Super Bowl events.

Sister Anthea sang at the Carnegie Hall.

Anthea later said her mother treated everyone as her family and would take in her friends and treat them as her own.

“She had a truly giving heart and a calling to help

others that will live on forever on the lives and hearts of those she had contact with,” she said.

In h i s h o m i l y, Fr. Bavinger confirmed that Andy and Dr. Emmeline stayed together until the end when it was time for her to go.

He said Dr. Emmeline was a “woman of faith” and a devotee of the Holy Rosary whose life the faithful can learn so much from. To her family, friends and everyone she touched during her lifetime, Dr. Emmeline will be sorely missed.

With a storage capacity of 5,300,000 liters, the facility boosted water supply and pressure in barangays Camaman-an, Gusa, and Lapasan, specially within the Limketkai Center central business district.

The P26 million Retrofitting and Waterproofing revived the facility after it has lain idle for the past few years.

The new pipeline and reservoir to improve water pressure and supply to the East Service area was originally planned for completion by June 2019 was completed ahead of schedule.

The new facility will initially supply an additional 20 million liters daily (MLD) of treated potable water to benefit the East Service Area from Barangays Lapasan to Tablon, (including Camaman-an) during its first phase, to be augmented by an additional 20 MLD during the second phase.

“The reactivation of this facility will help address the increasing demand for water supply in Cagayan de Oro City,” said Rodrigo O. Yabut, COBI general manager.

By the middle of this year, some 50,000 households or an estimated 300,000 people stand to benefit from a new pipeline that will service the COWDS’s East Service Area from Barangays Lapasan to Bugo.

“The ongoing project is laying a 600 millimeter (mm) steel pipeline along the South Diversion Road in Barangays Taguanao, Macasandig and Camamanan, which will carry treated water from the COBI bulk water treatment plant in Baungon, Bukidnon to the eastern part of the service area,” Batar said.

“Ultimately, this pipeline will carry 40 MLD and increase our capability to deliver water service to areas such as Taguanao, Mandumol, Upper Cugman, Upper Gusa, and Camaman-an.”

“This will also help us balance the existing supply from Macasandig and Bugo, and hopefully improve water service in the entire eastern

The new facility is expected to initially supply an additional 20 million liters daily (MLD) of treated potable water to benefit the East Service Area from Barangays Lapasan to Tablon, (including Camaman-an) during the first year of operations, to be augmented by an additional 20 MLD during the second year.

Meantime, Moreno said he has also directed COWD and the City Engineer’s office to collaborate to determine the status of the city’s agricultural lands and non-COWD water systems, for the purpose of advising city hall on the needed interventions to mitigate the impact of the El Niño.

COWD has previously undertaken various expansion projects to improve water supply to existing and heretofore unserved and underserved areas of the city.

Its Phase I improvements with a P32M loan from the Local Water Utilities Administration (LWUA) completed in 1978 included the construction of the Macasandig Booster Pumping Station, Bugo Pumping Station and wells, and transmission lines, enabling COWD to provide water to the residents of Gusa, Cugman, Kauswagan, Bayabas, Bonbon, Patag and Bulua.

In 1983, COWD’s water services reached barangays Balulang, Calaanan and Mandumol with the P95Mworth Phase II Improvement Project, followed by a third phase initiated in 1996 and completed in 2005.

This included the drilling of 22 deep wells; construction of 12 pumping stations and 3 reservoirs; purchase of 17 standby power generators; laying out of 23-kilometer steel transmission pipes and 69-kilometer uPVC distribution pipes and installation of 26,000 service connections.

This phase added 70 MLD to its water production and enabled COWD to serve another 203,000 people or 46,200 households in Cagayan de Oro City and the nearby municipality of Opol .

Not the least, COWD entered into a Bulk Water Supply Agreement with Rio Verde Water Consortium which started providing an additional 40MLD in 2007.

In August 15, 2017, COWD entered into a joint venture agreement with MetroPac Water Investments Corporation, a wholly-owned subsidiary of Metro Pacific Investments Corporation (MPIC) for the

formation of a joint venture company to undertake the supply of bulk treated water to address the increasing demand of Cagayan de Oro City.

The P2.8-Billion project covers the construction of new water transmission lines, rehabilitation of Camaman-an reservoir, and the delivery of bulk treated water to serve the city’s western side which previously relied solely on deep wells for its water supply.

The project has a term of 30 years, renewable for another 20 years, and involves the supply of up to 100 MLD of treated bulk water, as well as construction of transmission lines and rehabilitation of the Camaman-an Reservoir to supply the COWD, which currently has about 90,000 service connections. House members also moved to suspend Franklin Quijano, Administrator of the Philippine Veterans Investment Development Corporation (Phividec) Industrial Estate, a government-owned and controlled corporation; Efledo Resma, its port assistant manager ; and former Cagayan de Oro Bureau of Customs Collector Floro Calixhan for allegedly allowing Verde Soko to import the garbage from South Korea.

Quijano, Resma and Calixhan denied the allegations, maintaining that Verde Soko imported recyclable plastic waste for its facility in Barangay Sta. Cruz, Tagoloan town, Misamis Oriental.

Oaminal said the Committee will hold officials of Verde Soko responsible for bundling of the garbage in their facility. He said the South Korean government had promise to foot the shipping costs amounting to P45 million.

“The shipping requires the garbage wastes to be bundled into bags. Verde Soko should pay the. Otherwise, its is the Filipino people who will hold the empty bag eventually,’ he said.

South Korea paid the US $47,000 shipping costs that brought back 51 container vans containing 1,400 tons of garbage to their port of origin in Pyeongtaek, South Korea on January 13 this year.

John Simon, Bureau of Customs port collector said in January that in accordance with the Basel Convention, the container vans were to be shipped back to South Korea aboard M/V Kalliroe of Maerks Shipping at the expense of the South Korean government.

The Philippines and South Korea are signatories to the Basel Convention on

the Control of Transboundary Movements of Hazardous Wastes and their Disposal, more popularly referred to as the Basel Convention, designed to reduce the movements of hazardous waste between nations, and specifically to prevent transfer of hazardous waste from developed to less developed countries.

Simon said the return of the household waste to South Korea was a result of series of meetings that culminated in Cagayan de Oro on Dec. 26 and 27.

CDO Atos Team wins big in BJJ Taiwan Championship C

AGAYAN de Oro City’s Brazilian Jiujitsu Team - Atos Cagayan de Oro led by Head Coach and founding member “Popo” Juarez took his team to Taipei to compete in the Taiwan Gi and No Gi Championship last March 16, 2019.

The Championship which was held at Xinyo Sports Center was sanctioned by Asian Sport Jiujitsu Federation and registration for the said tournament was at full capacity.

“5 of my guys are competing (4 males 1 female), I’m officiating only. First time for me to ref internationally and first time for my students to compete outside the country.” said Coach Popo during an interview prior to the tournament proper. Aside from teaching the sport of Jiujitsu, Coach Popo is also the Head of Capitol University’s Human Resource Department and Acting Principal

of the Basic Education Department.

The local athletes who are all members of the Ali Sulit Jiujitsu Team - Atos in CDO were as follows: 1. Gino Presillas middleweight, blue belt.

2. Constantine Tan middle heavyweight and open class blue belt 3. Mariel Jugador light featherweight and open weight in both Gi and Nogi, blue belt 4. Solomon Tan - light featherweight, blue belt gi and nogi 5. Jeffrey Limbonhaifeatherweight and open weight, purple belt The Taiwan tournament was the team’s first ever competition outside

the country and they all performed strong, placing a podium finish and bringing home medals.

Gi and Silver No Gi, Gino Presillas finishes with a Silver Gi, and Constantine Tan took home a Bronze Medal while the only female athlete of the team, Mariel Jugador, stood out

It was indeed a very successful tour and a great overall team performance.

Lou Jen started training for rugby with the University of Makati Lady Herons during her student days.

I was lucky enough to coach her with her fellow batch mates in preparation for the 1st National Rugby 7’s held in Laguna in 2012 where my previous team also competed in a separate division. Lou Jen’s team, Team Xena, won Gold while my team, the Bisons, won Silver.

Lou Jen was one of the few that helped women’s rugby’s popularity soar at the University of Makati.

The naturally talented athlete, who also excelled in multi sports such as Kickboxing/ Muay Thai, Chess, Arnis, and Track &

Field, is looking forward to coming back to Cagayan de Oro City and train with the girls this summer.

CDO RFC Rugby Summer Camp will run again this year. It is worthy to note that our Summer Camp was the blueprint for indoor get into rugby programs in the Philippines having been facilitated first by the Club in 2015.

This summer, the kids will not only learn the modified non-tackle version of Rugby but will also get the chance to try out for the CDO RFC Junior Rafters Team that will represent Cagayan de Oro City in this year’s Batang Pinoy Touch Rugby Tournament.

Lou Jen Saldo, former member of the Lady Volcanoes Philippine Rugby Team, recently visited CDO Rugby Football Club Rafters,

Cagayan de Oro City’s premiere Rugby Team.

The speedy winger who represented the Philippines in international rugby

games has now turned to body building and has taken the body building world by storm, winning numerous titles including the highly coveted IFBB Pro Title

which she won last December 2018.

She was invited as a guest speaker at the recent Athletics event in Lanao del Norte and before she left Mindanao, she took

Lou Jen scoring a try against Sri Lanka during her international career for the Philippine Lady Volcanoes.
